The Imphal Municipal Council’s cleanliness drive to keep the Imphal city clean has already begun. As announced by the executive officer of the council, cleaning up Nambul River will be the priority. The executive officer while addressing to the media a few days back has mentioned that in order to attract tourist to the State, it is important to keep Imphal neat and clean. This is indeed undisputable. We have actually witnessed a good number of tourists from across the globe coming to Manipur. The recent event of ‘Battle of Imphal’ saw the presence of high ranking foreign nationals in Imphal, gathering in large number simultaneously. Sangai Festival is also another event that attracts international tourists. It is certain that the inflow of tourists into the State is going to increase in the days to come, also taking into account the interest shown by the State on tourism. We believe the IMC is well aware of the churning that has been unfolding. Well, tourism seems to be the catchword. But when it comes to cleanliness of Imphal, or other places for that matter, there are unsettling questions that seems to have no viable answer. IMC is one important institution which is primarily responsible for maintaining cleanliness in Imphal. How far have the IMC been successful in meeting this obligation? Its track record has been very unimpressive. The state of cleanliness at the Ema keithels, the streets of Paona Bazar and Thangal Bazar – not to mention the wandering cattle that are seen daily in these streets; these are observable report card of the IMC’s standard of cleanliness. Besides, one cannot be sure as of when its employees will be on strike. Here, we do not mean to disparage the democratic rights of the employees in addressing their grievances. The employees have every right to fight for their cause. But this is also true that IMC employees’ strikes have become part of the daily humdrums of present-day Manipur. We are even more doubtful when it comes to cleaning up of the Nambul River. IMC has already announced that those found throwing garbage into the river will be penalised with a fine of Rs 2000. By garbage, as we understand, it means the solid wastes that are dump into the river almost daily. The Khwairamband commercial area produces quite a big amount of garbage everyday. True, the restriction will keep a check on it to certain point. But, what about the sewerageswhich are flown directly into the river from the residential areas along the Nambul? As of now, there is no alternative. We have to wait for the Sewerage Project to take its birth. The Manipur Pollution Control Board, MPCB had also flaunted the idea of a grand project that would clean and recycle the water of Nambul. We have already pointed out in one of our columns in May this year, that there are areas of ambiguities which demand a joint understanding between the town planers and the MPCB as regards to the cleaning of Nambul. The State had envisioned a City Development Plan, CDP in 2006 under Jawaharlal Nehru National Urban Renewal Mission, JNNURM. Improvement of Nambul is one of the major components of the plan. The IMC is one of the agencies of JNNURM. We wonder if the current cleanliness drive of Nambul taken up by IMC is part of the JNNURM project. Or is it just a perfunctory reaction to the kind of tourism climate that has been building up in the State?

Ukhrul burns: 144 CrPc clamped, public protest after 8 NSCN IM cadres arrested

UKHRUL, July 13: Barely a day after the gunning down of Ukhrul ADC former vice chairman Ngalangzar Malue at Finch Corner on July 12, Ukhrul town has been virtually placed under siege with the deployment of hundreds of State security forces even as the district magistrate clamped 144 CrPc in and around the district headquarters since early morning.

Reliable sources said that since late last night a combined team of police commondo and IRB has been deployed to reinforce security presence in the town.

Subsequently, the combined force cordoned off the town areas and raided the WTR office, an administrative unit of NSCN-IM located at Phungreitang in the wee hours today.

During the raid, eight cadres of the outfit were reportedly arrested by the combined force from the administrative camp at around 3 am, sources said.

Reports also informed that the combined force then ransacked the outfit’s office and seized loads of documents and other belongings including arms and ammunition. All the arrested cadres were deported to Imphal today, along with the seized items, added the source.

Later, around 4 pm a stiff confrontation occurred between the public of the town and the State security forces when another security reinforcement team tried to gain entry into the town at Dungrei, Hundung Junction.

Sources said, as the public learned of the news of another reinforcement team approaching, residents of the town especially woman folk came out with torches and blocked the way at two points one at Hundung zero point and other at Dungrei Junction where huge logs were placed and tyres were burned across the breadth of the road.

The situation turned tense as the two sides could not reached a settlement as to the public demand for withdrawal of the security forces as well as revocation of the curfew with immediate effect.

However, there has been no untoward occurence during the heated confrontation.

Meanwhile, a high level meeting towards bringing an amicable settlement was immediately convened at Ukhrul DC chamber represented by district magistrate, police officers on government side and representatives of ANSAM, TNL and TSL on public side.

TNL has even written a representation today to the district magistrate for immediate revocation of the 144 Cr Pc being clamped in the town areas.

However, no positive outcome could be obtained till the time of filing the report late in the evening.

Meanwhile, the number of public, especially torch bearing woman folks guarding the two entry points at Hundung junction has been growing till around 9:30 pm.

Although the district magistrate has verbally assured the public representatives to wothdraw the curfew immediately, the public is pressing for the same assurance in writing till the filing of this report.

Imphal, July 13: The State government won’t remain a mute spectator and will teach a befitting lesson to the people behind the ambush in Ukhrul to show that the rule of law still exists in the State, Chief Minister Okram Ibobi Singh said today.

CM Okram Ibobi was speaking to media persons during an inspection tour of the ongoing construction works at Sanjenthong, JNIMS Hospital and the Civil Secretariat building today morning.

Replying to queries by media persons about the ambush in Ukhrul in which an ADC member of the district was killed on Saturday, he said that after receiving the news about the incident, a combined team of more than 200 Manipur Police commandos and about 400 MR/IRB personnel rushed to the site of the incident in Ukhrul on Saturday midnight.

Security forces conducted a massive search operation in suspicious areas of Ukhrul, he added.

The CM further said it has been reported that seven suspected cadres were nabbed by the combined team from the Phungleirong area in Ukhrul, adding they have been brought to Imphal for further investigations.

“We all have to know that there is a rule of law in the State whether it is in Tamenglong, Ukhrul or Chandel. We are well prepared enough to confront law breakers of any hues. As NSCN-IM is a signatory of a cease fire agreement with the Indian government, we maintain the agreement till now.”

The Government can’t remain a mute spectator when Naga, Kuki or valley based UGs are violating the law and will do something for safeguarding people in the future, he added.

Expressing optimism that the under construction Sanjenthong Bridge will be completed before the Sangai festival in November 2014, the CM said the lower portion of the bridge has been completed but constructing the upper portion is proving to be difficult as some materials of the portion needs to be imported from the abroad.

The materials will be brought after an agreement with an UK based company and it will take three months for the materials to reach Manipur, he said.

Extremely pleased with the progress of the infrastructural development in JNIMS, he encouraged the construction team to complete most of the building before January next year.

On January, a team of MCI representatives will arrive for inspection, he said, urging the contractors to not delay the construction as negligence will spoil the careers of many students.

Two dead after man goes on killing spree

THOUBAL, July 13: A labourer went on a killing spree holding a machete killing a policeman and a man who had come to visit his wife at a health centre and injured another co-worker, before he was eventually gun downed by the police at the Chakpikarong Community Health Center, Chandel district, last night.

The labourer has been identified as Naorem Hemokut Singh, son of (L) N Santomba of Kakching Paji Leikai.

He was engaged as a labourer for the renovation works of the x-ray and ultrasound rooms at the health centre.

The two dead have been identified as Bs Tonhring Anal son of Bs Angching Anal of Anal Khullen and D Kothang Maring (constable No 0906074) of Heinoukhong village in Chandel district, while the injured have been identified as Pukhrambam Nilakanta Singh, 43, son of (L) P Babudon Singh of Kakching Khunjai Leikai in Thoubal district.

Meanwhile, a mob who had gathered on hearing news of the killing prevented the police from recovering the dead bodies and burnt down a Gypsy of the police.

Around 8pm yesterday, Hemokut started attacking the other labourers without any reason.

Soon enough, the others overpowered him and kept him inside the building of the centre with his hands tied.

According to Nilakanta, a fellow labourer injured during the attack, said after the police arrived, they kept Hemokut confined inside the kitchen, from where he escaped with a machete and started attacking him.

Nilakanta said he ran outside the campus and hid on a timber laden truck.

Unsatisfied with that he attacked a man who had come to visit his wife who was at the centre and a policeman with a machete killing them both on the spot, informed another source.

Meanwhile, according to the police, a team of the police rushed to the health centre soon after getting information about a man attacking others inside the centre.

The police witnessed a dead body lying on the northern gate of the centre on their arrival and even as they kept looking for the assailant using torchlights, the assailant used his machete to strike at a police man killing him on the spot, police sources informed.

In the ensuing melee, other police personnel opened some rounds of fire and captured the assailant. However, he died on the way to the police station due to the bullet injury.

ST Nunghlung Victor, MLA 41 Chandel; sub-divisional officer and sub-deputy collector of Chakpikarong and E Priyokumar, Superintendent of Police Chandel also visited the spot.

Later on, Chandel MLA ST Nunghlung Victor and leaders of various civil organizations also attended a public meeting which was held in connection with the incident at Anal Chiefs Association Hall in Chakpikarong today.

IMPHAL, July 13: Hunger striker Irom Chanu Sharmila is likely to miss a court summon to appear before a metropolitan magistrate at Patiala House, New Delhi on July 17 owing to shortage of fund.

Sharmila is due to appear before the metropolitan court no. 6 New Delhi in connection with a case registered against her for holding a hunger strike demanding repeal of AFSPA at Jantar Mantar, in 2006 charging her of attempt to suicide.

The case registered against her by the Delhi police is FIR No.222/06 under IPC section 309 (attempt to suicide). Her last appearance before the court was on May 28, 2014.

Sources informed that due to the limited fund head reserved for Sharmila with the Jail department specifically for her travelling charges, the department had forwarded an ‘Excess Drawal Permission’ to the Home department to allocate necessary assistance.

However, it is learnt that the forwarded letter is still pending with the Home department, although it requires another approval from the Finance department before funds could be sanctioned.

It may be mentioned that a sum of Rs 1.38 lakhs is required for her Delhi trip.

The sum will also cover the expenses of the seven officials who will accompany Sharmila including two jail staff, two police personnel and three medical staff.

Further elaborating on the possibilities for Sharmila to miss the court trip, sources disclosed that the concerned department is also required to book flight tickets in advance, however, it can be done only after acquiring prior permission from the Ministry of Civil Aviation.

It would be a third miss for Sharmila to attend a summon from the concerned court if the government fails to produce her again this time.

She missed similar summons, on January 30 last and again in the end of March this year.

IMPHAL, July 13: A panel discussion on ‘Need for a better electoral system in India’ was organised by the Senior Citizen’ for Society (SCS) Manipur during its 9th annual general body meeting today at the Manipur Press Club, Imphal.

Attending as panelists are national secretary, Indian Association of Lawyers Akshwini Bakshi from Chandigarh and professor Dharampeth Science College, Nagpur Dr Yugal Yayalu from Maharashtra.

Dr Yugal Yayalu, suggested the government to introduce a new mechanism in the form of financial assistance creating a platform for a common man to be able to compete in the election. The funding would help the candidate in printing election materials like printing of banners, posters and also sending officials letters etc, he observed.

Underscoring the proposal, he expressed his optimism that it would bring a better electoral system in the state serving the true purpose of democracy.

Akshwini Bakshi said that the present electoral system has no space for weaker section in the society adding that the present electoral system required huge financial resource to be a candidate in the electoral system.

The campaign for Need for a Better Electoral System in India was kicked off yesterday organising meetings at different places in Manipur under the leadership of national coordinator of Campaign for Electoral Reforms in India (SERI) Dr Moirangthem Nara.

IMPHAL, July 13: Master craftswoman of Coil Pottery, Sarubam Dharmamala Devi, 70 wife of (L) Sh Lolito Singh of Andro Khunou Leikai who has been undergoing treatment at the JNIMS following a cardiac arrest, breathed her last on July 11 evening at 6.30.

Her last right was performed yesterday at her native place with well-wishers and friends attending the funeral.

Honouring the late artisan, a condolence meeting was organised today by Andro Khunou Leikai Youth Sporting Club this morning.

The meeting was attended by Khullakpa of Andro, Chingakham Gandhar Singh, the club president Leishungbam Surchandra, secretary Chingakham Bijoy and villagers from surrounding area.

She was rushed to JNIMS on June 13 and admitted at the female medicine ward bed no.8.

She has been administered with oxygen in an unconscious state.

Dharmamala is the first crafts to have been conferred with the State award in Coil Pottery (State Award for master craft person in pottery craft 2004-05).

Her speciality is in making indigenous domestic items like Mera Chapu, Laikharung, Maring Chaphu, Kegam, Isaiphu, Chengphu and other innovative items which are widely used in every household of Andro,

She was also honoured with inspiration award 2002, merit award 2003 and 04.

In 2003 she was given recognition by the commissioner handicraft, Ministry of Textile Development for her outstanding craftsmanship.

Since then Dharmamala also imparted training as the head instructor in the department’s visit workshops organised by the commerce and industry,

The Ministry of Textile has also been providing her with an annual honorarium of Rs 12 thousand since her 60th birthday.

She had also participated in various regional and national level exhibitions including the North East Trade Fair Pragati Maidan Delhi, National Museum for Mankind Bhopal, Chennai and at almost all the States of the North East.

Meanwhile, Craft and Social Development Organisation has condoled the demise of the Sarubam Darmomala Devi, State Awardee (Pottery Crafts), Andro Khunou Leikaia at her residence.

According to a statement of the organisation, a two minute silence was observed by the organisation along with the members of Andro Cluster Self Centre group at the office of the Common Facility Centre (CFC) for Pottery and Terracotta Crafts, Andro Kharam Leikai to pray for the departed soul.

The source said that in pursuance of the border connectivity issue significant to the North-Easter Region, a follow up action points of National Security Council (NSC) meeting on ‘Border Infrastructure and Management’ held on November 1 last year decided to pay a field visit to the North-east region.

In the meeting, it was decided that an NSC team would pay field visits to Tamenglong via Imphal on July 13 to 14.

The source added, the assistant director who has reached Silchar around 6:50 a.m., will reach Jiribam and later from Jiribam to Imphal on NH-37 by road and along his way to Imphal he will conduct a discussion with BRO/Railways/Assam Rifle/CRPF/Manipur Police at Jiribam, Nungba, Keithelmanbi and the discussion will be on security threats and preparedness, programme of Task Force under BRO since 2011 at Jiribam, Establishment of Ex-servicemen Organisation for development of road/rail network, Construction/security issue on NH-37 under construction and repairing, Progressive of rail-network on the Jiribam-Tupul-Imphal alignment and associated issue and security converage for construction of road and rail networks.

IMPHAL, July 13: The Manipur Pradesh Congress Committee paid homage to the Ukhrul Autonomous District Council (ADC) former vice chairman Ngalanzar Malue, 60, of Nangman who was shot dead at Finch Corner, Ukhrul on June 12 at around 12:00 pm at its office.

After paying his floral tribute to the departed soul, Chief Minister Okram Ibobi said: “Such ghastly acts are happening frequently in the hilly areas as well as in the valley too.”

Stating further that as soon as the ministers got the news, they had convened a meeting on Saturday and discussed on how far the people of Manipur and the Government have to tolerate such ghastly acts, the CM said as crimes have increased day by day in the state, taking this matter lightly will seriously affect the State, adding the government will face whatever that comes in its way.

People who committed such crimes will be strictly punished according to the laws of the land, said the CHief Minister.

Speaking to the media, deputy Chief Minister Gaikhangam said that the State government has taken all the appropriate measures.

Replying to the queries by the media whether evidences were found during investigations, deputy CM said that according to police sources, a mobile phone, some documents and a walkie-talkie were discovered.

He pointed out that as such incidents have increase in the State, the government won’t remain a mute spectator anymore.

The State government has been tolerating such incidents so far but now the time has come to act against law breakers so that peace and tranquillity prevail in the State, the deputy CM added.

He later stated that the Central government hasn’t been formally informed about the ghastly incident.

Various members of the MPCC paid their last respects and floral tributes to the late ADC vice chairman in the condolence meeting and people observed a two minutes silence.

In a press statement, the Ministry of Information and Publicity (MIP), NSCN-IM said, following the press reportage on the killing of late Ngalangzar on July 12, 2014 at Finch Corner, Ukhrul district by some unidentified gunmen which the NSCN-IM has nothing to do, “the Manipur state forces without giving any second thought has indiscriminately intruded and ransacked our regional office and has arrested four of our cadres along with seven people who are kept in our custody for various rehabilitation purposes”.

According to the NSCN-IM, many important documents relating to the administrative nature and kitchen utensils have been taken away.

“Such unwarranted actions will have far reaching consequences. We will not remain a mute spectator and let us not forget the Mao incident of 2010. Violation of human rights in the land of Nagas by any forces will no longer be tolerated. NSCN with the support of the Naga people will go to any extend to protect our rights and dignity as a people,” the NSCN-IM warned.

It then stated, “The attack to our regional office which has been created in order to facilitate people’s participation in the Indo-Naga peace process is tantamount to breaking the spirit of cease fire, detrimental to regional peace and stability. Also by exploiting the situation, the state government have militarized Ukhrul headquarter by imposing 144 Crpc without any valid reason. Such has been the long pending policy of communal Manipur state government to sabotage the ongoing peace process and find reason to station their notorious Manipur police commandos who are always in the news for encounter killings.”

The NSCN-IM press statement also said the imposition of 144 CrPC in Ukhrul town manned by thousands of combat forces has created a deep sense of fear psychosis to the denizens of Ukhrul town. Church goers are forced to stay indoors and thus totally disengaging the Christian mass services. This has also deeply hurt the sentiments of Nagas who are 99% Christians, it added.

“Therefore, NSCN condemns the policies and actions of Ibobi’s and Gaikhangam’s selective and communal government and demand immediate release of all the innocent Nagas in their custody and return every file, document and utensil stolen from our office,” the NSCN-IM demanded.
