IMPHAL, August 20: Deputy Chief Minister Gaikhangam has stated that the all political parties committee formed to address the vexed issue of ILP implementation in the State is trying hard to find a solution with the help of legal experts and prominent intellectuals from Manipur University.

He was replying to media persons about the progress made by the all political parties committee on the ILP issue during the occasion of the birth anniversary of late Indian Prime Minister Rajiv Gandhi at Congress Bhawan in BT Road today.

Stressing that the committee is committed to finding a timely solution on the ILP issue, the deputy CM said that it was unfortunate that some individuals with vested interests were questioning the commitment of the committee to politicise the issue.

The ILP issue is sensitive and complicated and we have requested some legal experts, intellectuals in Manipur University and a retired justice for their suggestions on the ILP issue, he said.

Gaikhangam said we are waiting for their response but that doesn’t mean that the government is trying to delay the issue or divert attention from it.

We are not yet quite sure whether the State government can enact a law to implement ILP on its own or if it is purely within the purview of the Central government, he said adding that the State government is also not sure about the methodologies or approach to be adopted while mounting pressure on the Central government.

The deputy CM said we have to examine the various aspects of ILP before taking a hasty decision.

Commenting on the court’s ruling on Tuesday for the release of Irom Sharmila who has been on a fast for many years demanding the repeal of the draconian Armed Forces Special power Act, 1958 from Manipur and entire North-east, he said the judgment of the court has not been received till today and it has to be examined carefully what is exactly contained in the judgement.

The deputy CM said he has not been briefed about the matter by his officers and added that the government is concerned about Sharmila’s life as her life is precious to all the people of Manipur.

He also said that he attended a formal discussion of the Congress party as part of a routine consultation of the AICC but could not meet Sonia Gandhi during his visit.

IMPHAL, August 20: Protest demonstration for implementation of Inner Line Permit system in Manipur continued till date.

A mass sit in demand to insist the authority for immediate implementation of Inner Permit System in Manipur was staged today along the NH 2 starting from Kakawa Keithel to Heijigang Keithel from 10.30 am to 2.30 pm.

Participating in the protest are the Social Educational Voluntary Athletic Club, Thongju part-II, Thongju Local Development Society Part-II, Youth Welfare Club Thonjgju part I, Kakwa Youth Club Thongju part I, Lamdaibung Social Welfare Club Thongju part-I, Young Development Association Thongju part I, Modern science Club Thongju part II, Divine Club Thongju part I, Thongju Chingong Leimakhong Development Club Thongju part II, Students Welfare Committee Thongju part II, Ningomthong Voluntary Organisation Thongju part I, Kangleicha Yaipha Lamjing Lup Thongju part I, United Social Amateur Club Thongju part I, Rising Sun Club Thongju part II, Yoibu Yoihel Lup Thongju part II.

The organisation also resolved to check the presence of any non locals without valid document and to voice against the existence of the any non locals at the areas.

Similar protest was also held at Tera Lukram Leirak wherein passengers vehicles plying along the Salam Lukram Haorang, Maklang, Tareng Pokpi, Sangaithel staged sit in demonstration. Around 70 passenger vehicles plying along the route stay off road.

Similar ILPS demand agitations were also organised at Wabagai Lamkhai bazar.

A rally was taken out from Wabagai Lamkhai Bazar to Keirak.

Meanwhile, a torch rally demanding ILP implementation in the state jointly organised by JCILPS & KHABI Apunba chanura marup meira paibi was organised at khabi Imphal west district yesterday. the rally started from Khabi Lamkhai and after passing through Nambol Chingmang police station proceeded towards Nambol Phoijing and concluded at the starting point.

Around 200 participated shouted demands resignation of the MP Th Meina Chief Minister Ibobi and the MLAs of the State for thier inaction on the issue.

LAMKA, August 20: Unless the hills people are united, we will get assimilated and our right on land will be taken away from our grip. We must be united to demand implementation of Sixth Schedule of the Constitution so as to safeguard our land.

This was stated by Muan Tombing, president of the All Tribal Students Union of Manipur, ATSUM at the two-day seminar on ‘Primary Education in the Hill District’, which kicked started today at Synod Hall, Churachandpur.

The seminar is being sponsored by the Tribal Research Institute and organised by ATSUM.

In his opening address the president also mentioned that the immediate issue is the 31 percent job reservation offered by the Center, but it has been manipulated to 7.5 percent by the State Government.

DR Seipu Kipgen as one of the resource persons said that it is time to think beyond the physical boundary as the world is becoming a global village. He also maintained that mixing education with politics is one of the root causes of failure in education system.

Dr Seipu also said that practice of substituting teacher by proxy teacher has affected the performance of the schools, which must be checked.

Later in the day Dr Sanga represented paper on the topic ‘Tribal Land Right’, which was followed by lively discussion.

Today’s seminar was attended by SSPP (Paite student) GHQ and jt HQ, ASUM (Aimol student), AMTU (All Manipur tribal student union), Churachandpur District Student Union (CDSU) apart from other local student unions.

IMPHAL August 20: Seven students bodies have opposed the bandh imposed by Emboi Serto led All Tribal Students’ Union of Manipur and its proposed indefinite economic blockade by calling the timing of its imposition as ‘inappropriate’ because the government has asked for some time to act on the demands of the tribal students over the issue of implementation of Central Educational Institution Act, 2012 in Manipur University on Wednesday.

The Churachandpur District Students’ Union (CDSU), Thadou Students’ Association (TSA-GHQ), Anal Student Chandel, Maring Student Chandel, Aimol Student Chandel, Tangkhul Katamnou Saklong (TKS) Ukhrul and Zaliagrong Students’ Union Manipur (ZSUM) Tamenglong have stated that they will not support the bandh imposed by Emboi Serto led ATSUM and the proposed indefinite economic blockade.

The seven student bodies said that the 24 hours bandh will only affect the lives of hills people. Meanwhile, the government has asked for some time to consider the demands of the tribal students’ bodies over the implementation of Central Educational Institution (Reservation in Admission) Amendment Act, 2012 in the Manipur University.

The students’ bodies have stated that it would be a wise decision for the Emboi Serto led ATSUM to call off any form of agitations as the government needs room to reconsider.

IMPHAL, August 20: Several Zeliangrong bodies have submitted a representation to the director general of police, Manipur declaring the claims of the Zeliangrong Union and the Maram Naga Union settling the Maram assault incident in accordance to cu1stomary law as “abetment of crime.”

Referring to the assault of Ringsanbou Newmai a student of the Don Bosco Maram on July 28, the Zeliangrong Youth Front, All Zeliangrong Students’ Union and the Zeliangrong Union Manipur in a joint statement have said there is no such law in customary, national laws or international laws that such crime should be settled by offering a pig measuring five fist or over exchange of rice plate.

It questioned the basis for their claims especially when the victim is struggling for life and undergoing medical treatment in the ICU of JNIMS hospital?

There ZU and MNU have no authority to discuss this particular matter without the participation, involvement, consent or knowledge of the victim family as such it is total contradictory to customary or any law, it said.

Further according to the statement, the victim family has already declared their stand and position very clear of which was widely publicised in various newspapers that any settlement without delivering justice to the victim shall not be accepted.

It said the ZU and MNU announcing their claimed of settlement on the highly condemned crime shows the conspiracy of ZU and MNU in the crime and accused them of being hand in glove with the accused.

It has further urged the police to take action in the case which has been registered under FIR u/s 326/34 IPC against the accused Hingba Mathew, warden, Josephine Girls Hostel, Maram.

The State Home Minister claimed of “people friendly police” force has now turned into “criminal friendly police” force, if the accused of the murder attempt can be let scot free then the State govt, it said.

IMPHAL, August 20: The Language Planning and Implementation Department has taken a firm stand of not following anyone in the matter of the Manipuri language and it’s free to do anything about the development of the language, stated director of the department Dr Laishram Mahabir Singh.

He was speaking on the joint celebrations of the first anniversary of the Directorate of Language Planning and Implementation and the 18th anniversary of the inclusion of Manipuri Languages in the Eight scheduled today at the premises of Directorate of Language Planning and Implementation.

He said that the staffs have suffered for around 20 years to make it a full-fledged department and they are quite a skilled lot to develop the language.

However, the Manipuri language is likely to be divided due to differences between people following the ancient Meitei faith and Hindu religion because the Manipuri language has been mixed with Sanskrit and our own language, he said.

He appealed the people of the State to support in their movement for the development of Manipuri language.

Manipur Science and Technology director Uttam Chand Laishram stated that the Manipur Institute of Technology (MIT) in collaboration with the Manipur Science and Technology will make e- language translations from Bangali to Meitei Mayek to English within two months.

Continuing that with the collaboration of Manipur Science and Technology and National Electronic IT (NELIT) it will also be producing an e- dictionary from English to Manipuri, he said they plan to build software for phones to access the application easily.

Eminent Manipuri Scholar RK Jhaljit Singh expressed his happiness on Language Planning and Implementation department becoming a full-fledged department and has wished for the welfare and development of Manipuri language while also appealing to work hard for raising it to status of a classical language.

There is a need to plan properly for the development of Manipuri language because development a language is hard, he said adding that the Manipuri language has its own script but the language has been mixed up with other languages. Meanwhile, the All Manipuri Students Union (AMSU) also observed the 22rd Manipuri Language Day at its premises.
