IMPHAL, December 4: A one day North East State Government Employees, Pensioners and Workers meet was held today at the Chandrakriti Auditorium, Palace Compound organized jointly by the JAC of AMTUC & AMGEO, and All India State Government Employees`™ Federation (AISGEF).

AISGEF senior vice chairman Sukomal Sen who is also a former Rajya Sabha MP was among several leaders and employees from the North Eastern States of Assam, Nagaland, Tripura, Mizoram and Manipur who attended the meet.

According to the president of the JAC of AMTUC and AMGEO Dr M Rajendra Singh the meet was convened for the formation of a separate North East Employees Forum which was already decided in 2005.

He said an executive committee meeting held at Tripura on September 12 and 13 had decided to organise a meeting at Manipur to finalise the formation of the forum.

Rajendra said if the condition of the employees improves, than the condition of the government will improve on its own and as such, the Manipur Government Employees Forum decided to host the meeting.

He said during the meeting, the employees discussed several issues including the disparity in the DA/DR for State and Central employees.

He said while the central government pays DA/DR at 107percent as on July 1, 2014 whereas the Manipur government pays only 90 percent as of June, 2014 which is all against the norms/pattern of Central Pay whereas Manipur Judicial Service under the Govt. of Manipur have been enjoying the equal Central Pay footing. This is a gross discrimination and impartiality amongst the State Services, he said.

He said other demands of the State employees which is yet to be met by the government and discussed during the meeting include payment of Special Compensatory Allowanceproportionately; linking Transport Allowance with D; payment of Children Education Allowance, Disturbed Area Allowance; adoption of Modified Assured Career Progression (MACP) Scheme should be adopted as agreed upon; payment of Secretariat Duty Allowance in respect of Manipur secretariat employees at 10 percent of corresponding Basic as agreed upon; ration money for Manipur Police, I.R.B. Security Personnel etc. should be given not less than Rs. 2500/- per month as paid to the Central Security Force; staff and nurses working under Health & Family Welfare Services should be appropriately paid their Risk Allowance, Uniform Allowance etc. as given by the central government; adhoc, casual, muster roll, work-charged and contract employees should be regularised their services as assured in phased manner.

Other demands discussed include filling up of all vaant posts in all department through direct recruitment; stopping employment of responsible posts on in-charge basis; wages of temporary workers, contract employees, Anganwadi and Asha workers should not be less than Rs. 10,000/- per month; 10% reservation for the appointment under the Die-in-Harness Scheme (Compassionate Appointment) should be relaxed.; withdrawal of GPF should be done as per actual Rules not imposing Ceiling Limit as assured and agreed, etc, he said.

He said most of the demands were agreed by the government to fulfill and M.O.U. were signed, but still, no action has been taken up, he said.
