IMPHAL, December 4: Financial transactions in the State as in other States in the Eastern India region came to a standstill today with public sector banks joined in the nation-wide relay protest demanding raise in their salaries.

Staff of banks from across the State came together and staged a sit in protest at the SBI, head office Thangal Bazar.

Speaking to media persons, United Forum of Bank Union, Manipur convenor Soibam Indrakumar Singh said they will intensify their agitation from January next year if their demand for increment in salaries is not met.

The Indian Banks Association representing bank managements had been negotiating with the central government on the issue, however, the Central government has assured only an 11 percent salary hike.

He said the country-wide agitation is conducted in four phase relay manner.

Staff of banks in the northern zone had staged a similar strike on December 3 while, the staff in West zone will follow on December 5.

He said the Prime Minister had shared valuable words with the people of Manipur in his speech.

The deputy Chief Minister exuded confidence that the PM will take up positive actions considering the needs of the State, and on the basis of the memorandum submitted to him by the Chief Minister, Okram Ibobi Singh.

Meanwhile, in view of the threat given by the United Naga Council to boycott the State sponsored Orange Festival to be held at Tamenglong District headquarters on December 9, the deputy CM has appealed to all concerned to cooperate with the government in organising the festival.

He said the festival is meant for the welfare of the people, particularly for the orange growers of the district before adding that the proposed boycott is against the interest of not only the farmers but is also anti-development.

We should support and encourage the festival so that the economic potential of the farmers gets a boost, he added.

`As we know our orange has a unique flavour and taste different from others oranges found in parts of the country. We must be proud of it`, he said.

He highlighted that the theme of the festival is `Orange for unity and prosperity`. It will show the unity and integrity of hills and valley peoples which will be participated by peoples from all walks of life, he said.

However, he assured that enough security arrangements will be made for successful conduct of the festival. The level of peoples`™ participation will decide the effectiveness of the boycott, he added.

IMPHAL, December 4: A one day North East State Government Employees, Pensioners and Workers meet was held today at the Chandrakriti Auditorium, Palace Compound organized jointly by the JAC of AMTUC & AMGEO, and All India State Government Employees`™ Federation (AISGEF).

AISGEF senior vice chairman Sukomal Sen who is also a former Rajya Sabha MP was among several leaders and employees from the North Eastern States of Assam, Nagaland, Tripura, Mizoram and Manipur who attended the meet.

According to the president of the JAC of AMTUC and AMGEO Dr M Rajendra Singh the meet was convened for the formation of a separate North East Employees Forum which was already decided in 2005.

He said an executive committee meeting held at Tripura on September 12 and 13 had decided to organise a meeting at Manipur to finalise the formation of the forum.

Rajendra said if the condition of the employees improves, than the condition of the government will improve on its own and as such, the Manipur Government Employees Forum decided to host the meeting.

He said during the meeting, the employees discussed several issues including the disparity in the DA/DR for State and Central employees.

He said while the central government pays DA/DR at 107percent as on July 1, 2014 whereas the Manipur government pays only 90 percent as of June, 2014 which is all against the norms/pattern of Central Pay whereas Manipur Judicial Service under the Govt. of Manipur have been enjoying the equal Central Pay footing. This is a gross discrimination and impartiality amongst the State Services, he said.

He said other demands of the State employees which is yet to be met by the government and discussed during the meeting include payment of Special Compensatory Allowanceproportionately; linking Transport Allowance with D; payment of Children Education Allowance, Disturbed Area Allowance; adoption of Modified Assured Career Progression (MACP) Scheme should be adopted as agreed upon; payment of Secretariat Duty Allowance in respect of Manipur secretariat employees at 10 percent of corresponding Basic as agreed upon; ration money for Manipur Police, I.R.B. Security Personnel etc. should be given not less than Rs. 2500/- per month as paid to the Central Security Force; staff and nurses working under Health & Family Welfare Services should be appropriately paid their Risk Allowance, Uniform Allowance etc. as given by the central government; adhoc, casual, muster roll, work-charged and contract employees should be regularised their services as assured in phased manner.

Other demands discussed include filling up of all vaant posts in all department through direct recruitment; stopping employment of responsible posts on in-charge basis; wages of temporary workers, contract employees, Anganwadi and Asha workers should not be less than Rs. 10,000/- per month; 10% reservation for the appointment under the Die-in-Harness Scheme (Compassionate Appointment) should be relaxed.; withdrawal of GPF should be done as per actual Rules not imposing Ceiling Limit as assured and agreed, etc, he said.

He said most of the demands were agreed by the government to fulfill and M.O.U. were signed, but still, no action has been taken up, he said.

IMPHAL, December 4: People of Thangmeiband Assembly Constituency has set December 15 as a deadline for the government to complete construction work of the 1.5 km stretch of the Sanakeithel road which is lying in a deplorable condition for long.

Speaking to media persons, Thangmeiband United Club Organisation general secretary Konsam Surjit said the people are ready to contribute money through the Thangmeiband Kendra Development Organisation, TKDO if the government has no fund to complete the construction work.

Lamenting the deplorable and horrible condition of the road stretch from Watham Leirak to the Electricity Department office, people staged a sit in protest at the Khwai Lamphel Women`™s United Development Organisation, Thangmeiband Sanakeithel today.

Surjit said the road stretch has become one of the worst roads in the State and it has not been blacktopped for more than a decade or so.

The construction work of the road stretch was handled by HBS Construction private limited and the singling work is already completed, however, due to the long negligence, the condition of the road has only worsened in the past few years, he said.

Several road mishaps have happened along the road claiming many lives and leaving many disabled for life, he continued.

The dirt from the road is also creating much health hazard for people living in the area, he said.

In case the government fails to take the necessary action before December 15, they will make financial contribution and urged TKDO for financial help, Surjit asserted.

He said although the government has been neglecting the road conditions in the Assembly Constituency, many roads in the neighbouring constituencies have been blacktopped several times in the same period.

Questioning as to why the government was neglecting the said road, he said it is an important road as there are many government offices in the area.

Meanwhile, the local MLA Kh Joykishan said the decision and demand of the people are genuine.

He said he had discussed the condition of the road along with the State Chief Minister and Works minister during the ending of 2013.

He said he had accompanied the Works minister during inspection tours of the said road.

Soon after, the government had handed over the work to HBS contractor Bikram who laid the singling work of the road, however, after some months the construction work stopped abruptly and has never been continued since then, he claimed.

When he queried he was told that the work had to stop for sometime as several works were colliding, the local MLA said.

He said although at that time, he was assured that the work will be taken up soon, no work has bee taken up till date.

He said if the government fails to meet the set deadline of the people, the TKDO will take up the road construction work and he will use all the Local Area Development funds for the construction of the road.

IMPHAL, December 4: State police commandos have arrested the acting chairman of KCP (MTF), identified as Yumnan Shantikumar Singh alias Kiran, alias Raja, 37, son of Y Shyamjai Singh of Irom Meijrao Mamang Leikai.

According to a release of the PRO Police, a team of Bishnupur District Police commandos acting on reliable information, conducted a search operation at Leimapokpam Village on December 3, during which the acting chairman was arrested.

In follow up investigation, another team of commandos conducted search operation at Waheng Khuman Village on the same day, it said.

During the operation another active member of KCP (MTF), identified as Oinam Gobind Singh alias Poirei, 28, son of O Angou of Waheng Khuman Mayai Leikai was arrested with one 9mm pistol loaded with 2 live rounds, it added.

Further in a separate incident, a combined team of Bishnupur District Police commando and a column of 6 Assam Rifles conducted search operation at Ningthoukhong Kha Leikai area, the release said.

It continued that during the operation, one active cadre of PLA, identified as Naorem Sanatomba Singh alias N Ibocha Singh of Ningthoukhong Kha Leikai Ward No. 6 was also arrested.

It said in another incident, a team of district police commando, Imphal West arrested one active member of PREPAK (Pro), identified as Takhellambam Yaiphaba Meetei, 35, son of T Muhindro of Kongba Laishram Leikai. One Chinese hand grenade, a broken Kenwood Radio handset and other incriminating articles were seized from his possession, it said. Cases have been registered at the concerned Police Stations regarding the arrests made, it said

Meanwhile, according to a PRO IGAR (s) press release, based on specific intelligence regarding movement of a UG cadre, troops of the 12 BIHAR of 9 Sector AR under the aegis of HQ IGAR (South) established a vehicle check post in the general area of Awang Khunou and apprehended one NSCN (IM) cadre identified as No 920, SS Sgt, Neilarchiru, 34 son of Buneivn Chiru of Dolang Khunou, Dist – Senapati on December 2.

One Fake PAN card, one voter identity card and a Mobile phone was recovered from his possession. The apprehendee alongwith the recovered items has been handed over to the Patsoi Police Station, it said.

IMPHAL, December 4: The All Political Parties Committee on Inner Line Permit System is in the final stage of reviewing its draft report on the feasibility of the ILPS implementation in the State and will submit it to the government in a very short period, chairperson of the committee Gaikhangam told media persons today.

The committee may however, be unable to submit its report for the government to introduce a Bill in the upcoming Winter session of the State Assembly, he said while elaborating that the committee may take more time in checking the points and making some minor corrections in the report.

A meeting of the committee was held today at the deputy Chief Minister`™s official chamber at Old Secretariat building starting from 4pm.

The draft report will have more than 400 to 500 pages, Gaikhangam said.

The chairperson said the committee was meeting for the 16th time today since its constitution.

He said the committee was supposed to meet the JCILPS on the issue today, however, it was late when the committee meeting ended and as such the meeting with the JCILPS was rescheduled to 6pm.

However, it had to be cancelled and deferred to some other time after confirmation with the JCILPS after the committee meeting had gone on longer, he said.

All members of the committee had today attended the meeting and reviewed the final stage report which includes opinions and suggestions on the issue from experts and intellectuals of the State, he said before adding that the committee is considering to separate the report in two volumes- one the annexure and the other to have the observations and opinions of the experts.

He said the committee has also collected some reference from States like Arunachal Pradesh and Sikkim.

The committee is fully committed on the issue and trying its best to bring a fruitful end to the issue, he said while adding that once the report is submitted to the government, it will become confidential.

He said if the State Assembly passes a bill on the issue without any problem and it gets implemented in the State to help the indigenous population, than it will be a historic one, however, the committee would like to clear the issue with the Supreme Court, Home department, etc.

IMPHAL, Dec 4 (NNN): Manipur University today conducted the BA/BSc Semester exams amid boycott call given by All Manipur College Teachers`™ Association (AMCTA) over the state Government`™s failure to meet its demands which include removal of Higher Education Commissioner P Vaiphei.

AMCTA boycotted the first day of BA/BSc Semester exams though the Higher & Technical Education Deputy Secretary claimed that an understanding had been reached between the teacher association and the Manipur Government on December 2.

Part-time college lecturers were engaged as invigilators for the exams conducted by Manipur University, sources said.

President of the teacher association, M Lokendra told Newmai News Network that AMCTA has started boycotting the BA/BSc Semester exams, pledging that the association will continue with its protest until the demands are met by the Government.

The association has been demanding removal of Higher Education Commissioner P Vaiphei. AMCTA has charged P Vaiphei that he recruited three regular Principals by violating the UGC norms.

Key demands of the association include issuing of fresh notification on Career Advertisement Scheme (CAS), criteria for Principals and Lecturers to be recruited, cancelling of the order appointing three regular College Principals, removing of P Vaiphei, immediate clearing of due allowances and granting of SCA and TA.

The chief minister, O Ibobi`™s appeal for all to give their mite towards ushering in peace in the state so that development can pick up momentum is now familiar rhetoric. So many others have said these same words before him too. There can be no doubt that the interrelationship between peace and development is a typical example of the chicken and egg conundrum, however often forgotten here is that this prognosis is not all this simplistic and hence the prescriptions to it also have also never worked as they should have. This, it is arguable, is because there are a number of other factors that are acting as bottlenecks, if not roadblocks, in the way of both peace and development. One of these, not many will dispute, is the total absence of political legitimacy in the state, in spite of the fact that political stability is more or less have been ensured by the introduction of the Anti Defection Law. Unlike in the past when not many average citizens could remember how many times the state government had fallen in the past decade, today in the changed circumstance, the Ibobi ministry has lasted two and a half terms already, and is on way to completing three. Partly as a cost of the instable politics in the past, and partly because those in the vocation have not changed their ways, politics and politicians, though powerful, are still seen as unscrupulous and selfish by the people. In the face of this fall from grace of politics as such, there are still very few amongst the general public who would unhesitatingly vouch anything good can ever come out of politics. The damage this poisoning of the mind has done to the state, although intangible, has been far reaching. A detoxification of this public mindset must predicate any serious talk of peace or development. Only such an awakening can resolve the chicken and egg situation of peace and development that has today been reduced to a cliche. Neither peace nor development are likely ever to come within reach if politics in the land has not undergone such a moral cleansing.

We would like to remind our leaders that mere appeals for peace are nothing more than lip service. We would also like them to remember that when they appeal to others to allow peace to return, they are presuming their own innocence in the matter, as well as excluding their own responsibilities in setting right the things that have gone wrong. We can without hesitation say that all of us, big and small, weak and powerful, rich and poor, are intensely concerned about the issue. If at all there are differences, it is in the approach to a solution although in the end, all will have to acknowledge it is a common problem, needing a common solution. Which also incidentally means each and every one of us, not the least the politicians, will have to contribute our share in putting the peace train back on rail. This can be done by each of us pursuing our works and duties with honest conviction that what we do well and honestly is our way of contributing to peace, and consequently development. Looking at it another way, we see the chaos all around as a collective retribution for the crimes and sins we each of us have committed in the past, perhaps without even realising it or because our conscience have become blunted. The punishment then is equally a poetic justice for all. The rich, the powerful, the corrupt… as much as the average law abiding citizens who are too caught up with the routines of their everyday lives and made cowardly by the intimidating issues all around, to raise their voices and articulate honestly their minds. The latter especially should remember what Amartya Sen said in his The Argumentative Indian: `Silence is a powerful enemy of social justice.`

`Getting Zero: Zero new infection, Zero AIDS related death, Zero discrimination` is the theme for this year`™s World AIDS Day observation. It is heartening that Chief Minister Okram Ibobi speaking during the observation organised by the Manipur State Aids Control Society had come down heavily against misuse of funds by NGOs which are meant for spreading awareness. He had warned that any organisation found pilfering funds will be blacklisted. The CM`™s warning is indicative of the malpractices, and their quantum, on the part of the NGOs, which are working in the field of HIV/AIDS prevention, control and management. The CM`™s apprehension must have reliable grounds in the information gathering machinery of the state. For the common people, a good enough premise that something is terribly wrong with some of these NGOs would be the conspicuous mushrooming of palatial houses belonging to NGO workers. If there is a political will, weeding out such NGOs is not a difficult task for the government. There are enough mechanisms to check the flow of funds of the NGOs. We would definitely like to see the CM`™s words translating into action.

The CM underscored the fact that awareness is the key to control further spread of the HIV virus amongst the population. It is true that with the introduction of Antiretroviral Therapy, ART, there has been considerable hold on HIV related deaths in the state. But then the goal of `zero discrimination`™ is still a far-fetch one. Discrimination exists at various levels of our society. This discrimination can be seen in the Leikai community, at social functions, at the work places and even within the family. Sometimes, discrimination can be seen at the most unexpected places `“ the public hospitals and clinics. It is said that people living with HIV generally do not feel comfortable in their visits to the ART centres of the state. A visit to such ART centres will ascertain the fact. It is disheartening enough to see people standing on queue just to collect their ART drugs. But to know that most of these centers are without proper resting place or even drinking water facility moves one to the verge of risking a conclusion that they have been discriminated and then forgotten. More often than not, there are complaints of `unwanted attitude`™ in the functioning of the State AIDS Clinical Expert Panel, a reviewing and decision making body on all cases referred by the ART centres regarding viral load testing and starting of 2nd line and alternative 1st line ART.

Some leading NGOs have been equally critical of the government`™s policy and functioning on the HIV/AIDS issue in the state. An outspoken NGO worker, L Deepak, who is the president of the Manipur Network of Positive People, speaking on a parallel observation of World AIDS Day had charged the government of neglecting the issue. He maintained that the government has failed to earmark funds for HIV/AIDS in the state budget. He said the current funding on HIV/AIDS are all global funding that comes through the National AIDS Control Organisation; and he further urged the MLAs, ministers and officials concerned to shun rhetoric and rather practice what they preach. That there is an unfortunate deficit of trust between the NGO workers and the government is a picture painted by these different takes on the issue. In order to be anywhere near the goal of `Zero new infection, Zero AIDS related death, Zero discrimination`™, the chasm of mistrust between the NGOs and the government must be spanned. A little bit of soul searching on both the camps with focus on the issue might do the trick. One cannot be overly optimistic but this is one case where one does not have much of a choice.

IMPHAL, December 4: As part of its drive against `lonyan`™, volunteers of Meetei Erol Eyek Loinasillon Apunba Lup, MEELAL tore and burned three Manipuri books for inclusion of foreign words and also tore down a banner for not putting the Meitei script today at its head office, Kanglapat Imphal.

Speaking to media, president of the organisation, Sadokpam Tomba Mangang said that the books were tore after the Lexicon Committee of the organisation found foreign `words`™.

He said that MEELAL had already warned the writers not to include foreign words while writing books.

The writers of all the three books were summoned by the Lexicon Committee for correction of the words however as none of them turned up, they have no other option but to tear and ban the books he said.

The three books are `Kainya`™, written by Punshiba Soibam (collection of poetry), `Sahitya Neinarol Ahouba`™, written by Bhorot Sanasam (Prose) and `Manglan Khara Saktam Khara`™, written by Khundongbam Gokulchandra (short story), he added.

Tomba continued that the three books will be banned until the authors come to the office of MEELAL and Lexicon Committee to make their corrections.

He further said that MEELAL is all set to continue the agitation for popularisation of indigenous Meitei script.

He pointed out that from January 1, 2015 all vehicle owners should include the indigenous script on their number plates of their vehicles. The books prescribed by the board of Secondary Education Manipur for class I to X should also be checked for any inclusion of foreign languages and should be corrected if found, he added.

Manipuri film `Court Marriage`™ directed by Bimol Phibou is banned for inclusion of foreign language, he said before adding that the said director is also banned from directing film for his failure to answer to MEELAL`™s summon at its office.

On the other hand, he expressed MEELAL`™s gratitude to actor RK Kaiku for donating land for erecting the statues of 7 Maichous at Maiba khul in Imphal West.

IMPHAL, December 2: The outlawed Maoist Communist Party of Manipur in a statement signed by Nonglen Meitei, secretary publicity and propaganda of the group has declared that a joint body called International Committee of Solidarity for Manipur Revolution, ICSMR has been formed and it has declared the January 26, 2015 as International Protest Day against Indian Expansionism.

It said the International Protest Day will also be organised at New York with the slogan `end the Indian occupation in Manipur`. The protest will be taken part by `genuine revolutionary`™ people of the United States and other international organisations. The Maoist Communist Party of Manipur, on behalf of its people has paid revolutionary salute to the endeavour of the likeminded organisations, it added.

Further the statement said that ICSMR has highlighted the ongoing proletarian revolution of Manipur to the international community, and has further urged them for solidarity in its struggle to root out the atrocities committed by the `Indian colonial forces` in Manipur under the AFSPA, 1958.

It also quoted the statement of ICSMR that `US President Barak Obama is going to grace India`™s Republic Day Celebration on January 26, 2015 as a chief guest. The main agenda of the present fascist communal government of India for inviting US president in the celebration is nothing but a strong message of consolidating anti-people reactionary alliance of the imperialist world`.

The statement added that the party will continue to carry forward its revolutionary struggle with the spirit and solidarity of proletarian internationalism.

IMPHAL, December 2: Making a beeline to enrol in the BJP after Prime Minister Narendra Modi`™s visit to Imphal, the enrolment by the people of the Hills districts in the State have reached 75,000, claimed Manipur Pradesh BJP president Th Chaoba today.

He was talking to media persons this afternoon in the BJP office at Nityaipat Chuthek after enrolling former minister K Tomba of Khundrakpam assembly constituency and Chandel ADC member BS Rajonson Anal. Chaoba said he welcomes and approves the enrolment of the two leaders in the State BJP.

After the PM`™s visit to Manipur for attending the closing ceremony of the Sangai Festival and stay for a few minute in the Party office, people have enrolled in large numbers to the State BJP as a part of the mass enrolment drive which was launched on November 1 in New Delhi, Chaoba added.

`The nationwide enrolment after the launch of the mass enrolment drive has reached 10 crore people as per the updated records. There were only 17.65 crore people who cast their votes for the BJP in the recent Lok Sabha elections. Out of those voters, only 3.25 crores are BJP workers`, the State BJP president said.

Talking about the party in the State`™s context, he said only 12000 voters were enrolled as BJP members before March this year and the State BJP kept the target at one lakh after the mass enrolment drive was launched for both the hills and valley people.

We are fortunate that people from 20 assembly constituencies in the hill districts have taken 75,000 enrolment forms whereas more than 50,000 enrolment forms were issued from the BJP office for the valley districts, he claimed.

He added that going by the rate in which enrolment forms are issued from the BJP office, the party expects to enrol two lakhs members by March next year.

Now, the BJP has emerged as a party for all the people without any barriers of caste and creed and without any anti-Muslim or anti-Christian feelings under the leadership of Narendra Modi and Amit Shah, Chaoba opined.

The BJP is fully prepared to get good results in the upcoming ADC elections in the Hill districts and municipal elections in the valley, he said, adding the party is well equipped to win the majority of seats in the general Assembly election in 2017.

Chaoba appealed to the people of the State to take enrolment forms directly from the BJP office as online enrolment is not possible at the moment due to some technical problems.

A consumer awareness programme on `Consumers`™ rights and duties`™ was conducted today at Ishok Village organised jointly by the Consumers`™ Club Manipur, Peoples`™ Resource Development Association, PRDA Bishnupur and Indian Red Cross Society, Bishnupur district under sponsorship of the Consumers Affairs Food & Public Distribution.

He said the public should attend such programmes and workshops to be aware of their rights and duties as a consumer.

Speaking as a guest of honour, IRCS, Bishnupur chairman I Jugeshwar said we enjoy our rights as a consumer but fail to commit to our duties.

As consumers we use electricity, however, we fail to pay our taxes which is our duty as a consumer, he elaborated.

IMPHAL, December 2: The cabinet decision to extend the `Disturb Area`™ status in all parts of the State for another year, excluding Imphal Municipal areas is against public interest, Janata Dal United State unit president Moirangthem Tombi asserted today.

People from all walks of life have been voicing their concern against the continued imposition of the Armed Forces Special Powers Act and demanding its repeal from the entire State, he told media persons during a press meet at the party`™s Babupara office today.

However, the cabinet has decided to extend the `Disturb Area`™ status, he lamented observing that this could only mean that the government has no concern for the people of the State.

Although the dreaded Act was implemented in order to curb and control insurgency problems in the State, it has only helped increasing the number of insurgents, and at the same time the people continue to suffer under the security forces, he continued.

Tombi alleged that both the Central and State forces are involved in drug trafficking under the impunity provided by the Act.

The extension of the Act for one more year means that the people will have to suffer for another year in the name of fighting insurgency, he added.

He also charged the State government of violating the rights of the people and neglecting the concern of the people against the Act and said the Okram Ibobi led Congress government is indulging in widespread corruption.

He said it is more than 14 years, since Irom Chanu Sharmila first began her fast demanding repeal of the Act.

Tombi said the issues confronting the State will be tabled during the Janata Parivar meeting which started from today at the national capital.

IMPHAL, December 2: The twin statues of Love, Peace and Fraternity of Rungsung Suisa and Chingshubal Akaba will be unveiled on January 3 in connection with the eighth death anniversary of Meeyamgee Luchingpurel Chingshubam Akaba at his memorial complex in Leimaching Wakha, Imphal East, stated MEELAL vice-president M Naokhamba Meitei in a press meet today.

Talking to media persons in the MEELAL office, he said Luchingpurel Chingshubam Akaba Memorial Award will be jointly conferred on Golmei Makuchu Kabui and Sadokpam Thoungamba Mangang as a part of the death anniversary. The award includes a cash prize of Rs 10 thousand with certificates and mementoes, he added.

Naokhamba said that the award which is being given to encourage the future generation to protect our languages was donated by Padmashri W Gojen.

He appealed the people to attend the death anniversary of the late Chingshubam Akaba at Leimaching Wakha on time.

According to the eighth death anniversary of Luchingpurel Chingsubam Akaba commemoration committee chairman RV Mingthing, the people of the hills and the valley should not forget the contribution of both Rungsung Suisa and Chingsubam Akaba.

He also said that people should take inspiration from these two leaders who suffered and struggled for the people of the State.

The twin statues represent the close relation between the people in the hills and the valley, he added.

IMPHAL, December 2: The committee on Inner Line Permit constituted by delegates of all the political parties in the state will submit its findings and logistic report on ILP to the state government on December 10, stated RK Anand, the convenor of the committee today.

He was talking to media persons on the sidelines of a function in his residence where he distributed winter crops seeds under the sponsorship of Agriculture, MOBC and Horticulture departments to the people of his locality. Talking about the seeds distribution, he said winter season has set in and the crops will benefit the farmers while also encouraging them to cultivate the crops successfully.

RK Anand said the committee on ILP which is finding the means of implementing ILP in the state will submit a report to the government on December 10.

The committee worked with sincerity without any tactics to delay. Members of various political parties constituted this committee and it took opinions from scholars, judges, seasoned politicians, advocates, constitutional experts etc and after a thorough discussion it decided to submit its report on the ILP issue, Anand explained.

The committee has interacted with agitators of ILP implementation too. After the final report of the committee is submitted, the government will enact a law to protect our land and indigenous people, he added.

He further said that the committee has honestly taken a decision on ILP implementation and will leave the rest to the state government.

`Other states in the country enact their own laws similar to the ILP. Likewise, the state is also trying to implement the ILP system. As a convenor of the committee, I can say that right decisions have been taken till today`, Anand, the Naoriya Pakhanglakpa MLA said.

While replying to questions about some MLAs from the hill districts pressing for the Sixth Schedule, he said enforcing the Sixth schedule in the State means splitting it up.

`Leaders who demand the implementation of Sixth Schedule in the state want a separate state. Whether the demand is for a Supra-state, Alternative Arrangement or Sixth Schedule, it means almost the same. If the Sixth Schedule is implemented, it will split our state. So, the demand for the Sixth Schedule must not succeed at any cost in the interest of the people`, Anand emphasised.

According to the statement, Nabachandra son of late N Iboyaima from Thangmeiband Lourungpurel Leikai, and Potsangbam Chinglen alias London son of late P Prithibi from Chingmeirong Laipham Khunou have been declared absconder by the central committee of the party.

It continued that Nabachandra and Chinglen after deserting the party have taken shelter under the State force/IOF. From now on their earlier activities as well as any activities in the future are no longer related with the party. N Romen Meitie will be the new finance secretary in-charge instead of Chinglen, it said.

The statement further said that both Nabachandra and Chinglen are blots to the revolutionary movement of the party, and have shown the party in a poor light because of their anti-revolutionary and anti-party activities. Moreover, their activities have given a false impression of the revolutionary movement to the people, it added.

It also maintained that the two absconders have left the party as they no longer have the capacity and spirit to stand up to the principles of the revolutionary movement. They have become revolutionary betrayer as they do not possess an iota of quality that revolutionaries should have, the statement added.

IMPHAL, December 2: The Manipur High Court today reserved its verdict in a case regarding the infamous Malom massacre incident in which Assam Rifles personnel shot dead 10 individuals including women on November 2, 2000.

A division bench of the High Court comprising of chief justice Laxmikant Mohapatra and justice Kh Nobin Singh reserved the verdict of the final hearing in the case today.

During today`™s final hearing which started at 10:40 am, the judges heard and carefully examined the arguments from the counsels of the respondents.

Speaking to IFP, a petitioner in the case, Tokpam Somorendra Singh, 74, of Malom Tulihal Awang Leikai said although it was observed that there are no evidences indicating that the persons shot dead by the Assam Rifles had planted the bomb which exploded, the court reserved the verdict.

He said the Assam Rifles personnel had shot dead 10 persons including his son T Shantikumar Singh who was studying in class XI Science at the Johnstone Higher Secondary School at the time.

He said the other civilians killed in the incident are recipient of the 1998 National Child Bravery Award Sinam Chandramani Singh, 18 of Malom Tulihal Makha Leikai and his elder brother Robinson Singh, a teacher at the Malom Megha High School; Soibam Prakash Singh of Malom Tulihal Awang Leikai who was returning home after submitting his class XI admission form; Ksh Inaocha Singh, 20 a goldsmith from Malom Tulihal Awang Leikai; Laishangbam Sana Devi, 62 of Nambol Kabo Wakching; Gurumayum Babu Sharma, 57 of Lairenjam, an employee of the Revenue department; second driver of the FCI Kangjam Bijoy Singh, 35; Amakcham Raghumani, 34 and Oinam Sanayaima Singh of Nambol Naorem.

Somorendra said although the then Chief Minister Wahengbam Nipamacha Singh had constituted a magisterial enquiry to probe the incident, its findings were not released to the public.

This was followed by another inquiry by a magistrate of a lower court following an order of the then Guahati High Court, Imphal bench, however, there has been no judicial verdict on the incident till date, he lamented.

The nine families of the victims had later filed the case seeking justice in the case, he said.

The chief minister, Okram Ibobi`™s appeal for coexistence, and by implication denouncing separatism, in his speech at the closing function of the Sangai Festival with none other than the Prime Minister of India, Narendra Modi as the star audience, brings back a thought IFP has often dwelt on in these columns. In a crux, he had said Manipur will not allow dismemberment of its territory even by an inch but will welcome coexistence not just in Manipur but with all in the neighbourhood. Appeals for peaceful coexistence have become commonplace today. That these appeals should at all become necessary is an indication that there are forces pulling the fabric of coexistence apart. There is another often heard appeal today and this has to do with tolerance. However, because of the multiplicity of connotations associated with the latter term, we are a little suspicious of this appeal. Although we are aware of the well intended spirit, there are other meanings, conscious or otherwise, inherent in the appeal itself. For one, tolerance presupposes that the object to be tolerated is offensive in nature. The equation sought hence is never one of equality, but of a superior entity putting up with an inferior counterpart even if this means having to make do with inconveniences, keeping in view longer term self-interests. The question becomes in this way reduced to making a choice for the lesser of two evils. Tolerance has another nasty connotation. It can portray a picture of passivity and inactivity. It can be taken to mean insensitivity and the lack of a natural sense of rights and justice, hence the failure to claim them. Some very often asked questions will illustrate: How can the people of Manipur tolerate corruption or violence the way it has? How can Manipur tolerate non performance by its governments the way it has?

We therefore prefer the word coexistence. The term first of all is value-neutral and there is no implied meaning of inequality buried in it. It suggests an equal partnership, where the different communities exposed to each other by circumstances of geography, economy and politics, live in a free interplay of ideas and customs. In Manipur, as in any other multi-ethnic, multi-lingual, multi-religion societies, such a formula will have to be the only route to lasting peace. The foundation for peace must be laid in a salad bowl scenario, where each ingredient remains distinct, but in their totality give themselves a new collective identity and personality. Adjustments, not tolerance, will no doubt become necessary to make sure the vital agenda of governance is given smooth passage. There will have to be, for instance, laws and norms applicable to all, just as all must be deemed to be equals before these same laws. But while an integration process cannot be overt, there will come about unseen, unobtrusive forces that initiate a meltdown of the different ingredients: The compulsions and bonds of economics being the most powerful of these. The salad bowl will then, at its own pace, begin to resemble a stew pot precisely at the marketplace which must have a lingua franca that no one can claim as their exclusive, a common currency, ethos, value system etc. Each ingredient will still retain their individual identities, but each of them would have acquired some of the tastes and smells of the other ingredients in the same stew.

Both these models of integration are beautiful. The individual can be beautiful but it is the collective which can transcend the ordinary and be in the realm of the grand. To push the analogies of the salad bowl and the stew, surely a single ingredient dish can never be as appetising as the multi-ingredient salad or stew. We can say the same of the society too. Isn`™t cosmopolitanism beautiful? Isn`™t the way Imphal is evolving beautiful too? So many different communities, bringing in so many different colours, flavours, skills, religions, cultures… And when they all come to be the ingredients of a composite identity of the place, that`™s when a new beauty, greater than the sum of its parts, will emerge. Of course, this integration must be allowed to happen at a pace the social organism will be able to absorb and internalise without detriment to itself. In this light, the current demand for an immigration regulatory mechanism should not degenerate into xenophobia but remain as an effort to ensure this optimum pace at which cosmopolitanism evolves without causing social tensions.
