Human Rights Committee of Manipur Students’ Association Delhi launched one month campaign on “IROM SHARMILA, MAKE BY INDIA CAMPAIGN”. The campaign was commenced today(26th Jan.2015) at the University of Delhi and it will last till 28th of Feb, 2015.

The campaign aims to showcast the contradictory of India’s policy of “make in India” and discourse in the North East region especially Manipur. In the 65 years under Indian administration, the government shows no interest to promote productivity of Manipur. Once a self sustained Manipuri economy has now become completely dependent on the import economy based on National Highway. So far their only product is more Police personals, VDF(Village Defence Force) and Special Police Officers (SPO), which results in the brutality and oppression to the people. All the stake holders of the state, political parties and civil society members have silently endorse the politics of AFSPA and its practice.

  • Indian National Congress strongly opposed the British colonial law- Armed forces special powers ordinance 1942.The same INC passed the Armed Forces Special Power Act in 1958 in more brutal way after some amendment in the Parliament.
  • The BJP resolved that they will never repeal as long as India exist.
  • The regional political parties like Trinamool congress, AIADMK, DMK, BSP, Samajwadi, Janata Dal Parivar, BJD continue to support this draconian law. AAP has no difference on AFSPA.
  • Most of the Indian thinkers, scholars, personalities, journalists have chosen the conspiracy of silence. Majority of the Indian continue to ignore AFSPA. 95% of the Indian intelligentsia believes that India could not sustain without AFSPA.
  • Indian nationalism could not imagine India without AFSPA.
  • Most Gandians who believe in  non-violence hates Irom Sharmila and people struggle.
  • Indian political ideology and political thoughts, arthasastrya, religious texts justify everything and anything to sustain in the name of politics and security of the state.
  • Casteist, sexist and racist mentality does not allow to sense the pain and trauma of the people under military regime, its politics and the practice of AFSPA.
  • India hopes to produce more economy, entrepreneurship, business and compete with other countries around the world to make India a producing economy and propose “Make in India” programme. But in the case of Manipur and other military controlled areas, it produces more police personals, Village Defence Force (VDF), Special Police Officers (SPO), which again produce more brutality and oppression to the people.
  • After the annexation of Manipur by Dominion of India, in the last 65 years, the once self sustained Manipuri economy has now become completely dependent on the import economy based on National Highway.
  • India makes Irom Sharmila who is now carrying the longest hunger strike in the history of mankind. She has been on fifteen  years of fast against AFSPA.

Hence street corner meeting, area meeting, class mobilisation and online campaign will be the part of this campaign. MSAD appeal all the people of Manipur and students to support the campaign.

Ibobi Singh today inaugurated the newly constructed building of Kakching Community Centre constructed under Integrated Housing & Slum Development Program (IHSDP) Scheme of Jawaharlal Nehru National Urban Renewable Mission (JnNURM) at Kakching Sumak Leikai Ward No.12 in Thoubal.

Y. Surchandra Singh, MLA Kakching A/C; Md. Fajur Rahim, MLA Wabagai A/C; Ksh. Subadani Devi, Chairperson Kakching Municipal Council and Y. Nando Singh, Vice-Chairperson Kakching municipal council also graced the inaugural function as the functional president and guests of Honour respectively.

Delivering his chief guest speech, the Chief Minister terming public co-operation as the vital tool of the government while implementing developmental schemes, without which the government cannot implement any projects or schemes successfully, he added.

The government, even though has the power, cannot do anything against the people or deprived their rights, he said adding that what the government do, it is done for the welfare of the people.

The Chief Minister also assured to improve potable water supply, Electricity and Community Health Centre of Kakching at the earliest.

The Community Centre was constructed by Kakching Municipal Council at the estimated cost of 1.17 Crores out of which 29.61 Lakhs and 3.29 Lakhs was a share of Centre and State government under JnNURM while another 28.60 Lakhs and 56, 10642 were from MLA Local Area Development Fund and Additional grant of State Government. And the inaugurated centre consists of a multi purpose Hall, Creche room, Child Care Room, Health Care room, Society/Consulting room besides VIPs Latrine and Community Urinal

New Delhi: January 25 (MIC): The President of India confers Vayu Sena Medal (Gallantry) to Corporal Momocha Ningthoujam, Indian Air Force (Security) for act of exceptional courage and professionalism. The prestigious award was announced today on the occasion of Republic Day 2015.

Corporal Momocha Ningthoujam Indian Air Force (Security) from Manipur is posted as a Special Forces operative and responsible for operations and training in an Air Force Guard Commando unit. He was one of the operatives inducted to undertake rescue operations in the flood affected areas of Jammu and Kashmir.

While undertaking Rescue and Evacuation operation in Srinagar on September 8, 2014; Corporal Momocha was winched down on a conical roof top of a house. From this precocious position he started evacuating civilians.

When he had hardly evacuated three to four people he noticed that the adjacent three storied building was collapsing and there were some civilians stranded in it and were desperately asking for help. He sought permission to go to the house for rescuing them which was initially denied considering the direct threat to his life. However, after hearing the persisted pleas of Cpl Momocha, the Captain of the helicopter granted permission for him to move in.

The brave air warrior was immediately winched down, went inside the semi-submerged house and rescued all four trapped civilians to the roof top. In this he carried one paralyzed old lady and two very small kids on his shoulder to reach the winching spot.

While winching up was in progress, the house started collapsing under the force of swirling water. Disregarding the threat to his life, he managed to evacuate all of them from the precarious and dangerous situation. Corporal Momocha displayed courage of the highest order while rendering selfless service to the nation.

IMPHAL, January 24: Former BJP Manipur Pradesh president Sh Shantikumar who is a national executive member of BJP has charge the Congress government that delaying the construction of National Sports University means neglecting the youths of the State.

He was speaking at a mass enrolment membership drive of BJP Sekmai Mandal at Pheiyeng today.

He further said that the NDA government has gifted National Sport University to Manipur including it in the 100 days of NDA work programme. But due to the negligence of the State government the construction cannot be started till today.

The foundation stone for the construction of the Sports University was scheduled to be laid during Prime Minister Narendra Modi`™s maiden visit to the state on November 30 last year. However, the Ibobi government has delayed the process because of the land dispute with the farmers, he said.

This opportunity of having a Sports University in the state might slip away from our hands only because of the delay in settling the land dispute issue. It has also been reported that there is high chance of shifting the Film Institution to other state very soon, he said.

Setting up a university or an institute means some of the unemployment problem will be solved. Our next generation will call us a big fool and uncivilized if we misses this opportunity, he said.

BJP is now on a mass enrolment drive to strengthen membership in the State starting from November last year and will continue till March 31.

The Narendra Modi led NDA government has taken up various developmental schemes for the poor people including the Jandhan Yojana (Zero Balance account), compulsory latrine under clean India mission etc, he added.

A New Year has just begun, one more Statehood Day has just been celebrated and the new year`™s Republic Day has just arrived. But what is new in so far as the fortune of the people in Manipur are concerned? One may ask as to why we should be concerned at all with the issue of dynamics of fortune of the people as collective of individuals. One may also ask as to what constitutes fortune. Here I must hasten to mention that I am not talking of a reward falling from the sky, a win in a lottery or anything out of the blue.

When I talk of fortune of the people, I am talking of the scope an individual enjoys in the society to move upward in well-being without indulgence in cheating, robbery or any other socially undesirable act. In this context, the opportunities available in the society become critical. These should be there for the individuals to indulge in and thrive. These opportunities may either be existing or otherwise there should facilitating milieu for their creation. Further these opportunities should possess a generalised quality in the sense that any serious, sincere and capable individual should be able to jump on those and alter the level of living. Here there is an important role to be played by the government depending upon the stage of development of the society. However it is important that the issue of relevance should be kept in mind. A quote from Andrew P. Napolitano`™ book titled It Is Dangerous To be Right When The government Is Wrong would be right: `After a trip to the American Midwest in 1959, Nikita Khrushchev, then the ruler of the Soviet Union, became convinced that corn could solve many of the USSR`™s economic woes. Russia had long struggled with miserably inadequate food supplies, the result of years of inept Communist agricultural policies. Having witnessed the wild success of corn production in America, Khrushchev reasoned that the grain could be equally successful in Russia, and thus support increased meat and dairy production necessary to feed the population. He therefore commanded that vast swaths of land, including the frigid tundra of Siberia, be converted to corn crops. As it turned out, corn was entirely unsuitable to the Russian climate, and the plan was a complete disaster`¦.The reason, of course, that the policy failed was Khrushchev`™s ignorance of the immutable fact`”the self-evident truth`”that corn can only be grown under certain conditions, and Russia`™s climate did not provide them. The cost of this misjudgement was wasted resources and prolonged hunger. It is obvious that politicians must enact laws which are in accord with such `truths.` If they do not, then the inevitable consequence is human suffering. There are some things which humans and their constructed governments simply cannot change; that is to say, those things transcend our human capacities and cannot be the object of our will. Individuals and governments are thus always secondary and subject to these truths.` In a developed society the need for the government to be pro-active to opportunity creation is less as the economy had already attained a momentum of its own.

But it is altogether a different story in the case of Manipur. The primary importance of the government is still there in the case of Manipur as the economy has yet to attain any momentum of sustained transformation. The failure of Manipur comes in both the possible forms. First, the government has not yet attuned her mind to the necessity of equalising the scope for any opportunities for the children, youths and adults settling around the mountains and valley of Manipur. Second, the government has just not bothered to equalise the outcome for the adults such that the people feel the presence of at least a semblance of justice despite the laggard economic development.

Manipur`™s is a case where the government should be fully oriented towards generating opportunities for the individuals to engage and flourish. It is also a case where the government should create an atmosphere for individuals to emerge as entrepreneurs by creating new opportunities. Both these do not happen in Manipur. What prevails in Manipur is a kind of scenario where if anybody desiring change of fortune can do so only by connivance with the powers that be (state or pseudo anti-state). This is why innovations for social transformation do not occur in Manipur. This implies that knowledge creation and knowledge sharing as foundations for social advancement are still a far cry for Manipur. This is happening in a time when the overall basis for global competition is founded on knowledge and no longer on materials. The changes happening around the region and in the neighbouring countries are such that the opportunities as means are available for Manipur to create new environment for creation of opportunities for realising new goals. But the governance character and the prevailing relationships between governance and network swindlers have converted these into personalised (not generalised) means and ends. This definitely does not serve the interest of Manipur now and will not serve in the future either. The billion dollar question is who is concerned? Cumulative failures of government to deliver have numbed the expectation of the people to the great advantage of the powers that be, and also facilitating emergence of a rewarding milieu for connivance between state authorities and pseudo-anti state agents; the home environment for development has been very badly compromised.

A statement issued by the PRO Manipur Police, RK Tutusana, stated that of the 12 two police personnel from Imphal West district Police, will be decorated with the police medal for Gallantry, including Potsangham Sanjoy Singh, inspector of Police, Imphal West (6th BAR TO PMG) and constable No.0601082 guite Khamzamung of CID (Security), Imphal West, Manipur.

The president`™s police medal for distinguished service will be decorated to Sorasham Khomdon Singh, Inspector, Imphal West, it said.

UKHRUL, January 25: Decrying the state government`™s alleged partisan in the promotion process of the State Agriculture Department whereby depriving Deputy Director Louis Ngasainao of his due promotion to the post of Director, the Tangkhul Katamnao Saklong (TKS) has urged the concerned authority to look into the anomaly.

In a statement, the Tangkhul students`™ apex body said that Louis Ngasainao, the then District Agriculture Officer of Ukhrul is the senior most officer in the cadre of Deputy Director in his respective department and was entitled to become the Director when another personnel who was promoted to the Deputy Director cadre 9 years after Louis Ngasainao superseded him to the Director`™s post `“ not one least bit being bothered about protocol.

`All the current personnels who are in the Deputy Director`™s cadre in the Agriculture Department of the state, based on the seniority list are junior to Louis Ngasainao by nine years or more, but he is to be superseded once more by his junior to the post of Director. These outrageous and blatant shows of communalism and partisan in the administration of the state government are rampant.`

Coming down on the State Agriculture Minister, Abdul Nasir, the statement said that he is nothing but an individual with no sense of protocol and lack of respect for the constitution they profess to uphold, while adding that the Saklong would like to urge the state government to look into this corrupted anomaly that has victimized Louis Ngasainao `“ a respected man of integrity in the society, and protect such respected officers from people such as Abdul Nasir who thinks the cabinet berth he holds is his family`™s rightful inheritance and that he can do as he pleases.

`The Government of Manipur has always tried to portray itself to be an entity that implements what is given in the Constitution that it seemingly upholds. So then why do we constantly see its ugly communal head again and again? Is the state government led by Okram Ibobi Singh not one bit capable of being an entity with integrity? The tribals of Manipur have had enough of the state`™s antics of partisan governance. The most noticeable amongst its antics can be seen within the state personnel and their administration.`

The Saklong will observe and make sure that justice is done but if the anomaly is not corrected at the earliest, it said adding that the Director`™s post is rightfully his and no other personnel should be given the post.

Meanwhile, as regards the charges leveled against Ngasainao, the students body asserted that vigilance department even conducted an inquiry on allegations against him but as per Order No. 8/8/CDE/2014 signed by JC Ramthanga the then Principal Secretary (DE), all cases against him was to be disposed. No case of fraudulent dealings nor of corruption were found on him, yet the victim is being punished by way of his promotion to the post of Director being withheld `“ which is constitutionally and rightfully his by virtue of the seniority list of the Department.

NEW DELHI, January 25 (MIC): Dr Sarungbam Bimola Kumari Devi of Sega Road Thouda Babhok Leikai was among the 75 Padma Shri awardees,2015 announced today on the occasion of Republic Day. She was chosen for the award in recognition of her contribution to the society as a medical professional.

Dr S Bimola Kumari is currently serving the State Government as Chief Medical Officer of Imphal West.

She was the recipient of the Dr BR Ambedkar International Award,2014. Nepal Law and Order Minister Narhari Acharya handed over the award to Dr. Bimola Kumari at a function organised by Nepal-India Friendship Organisation, Babu Jagjivan Kala Sanskriti and Sahitya Academy at Kathmandu on May 24 last year.

Dr S Bimola Kumari joined the State Medical Service in October 1979 and served mostly in rural areas of Manipur with dedication towards a better healthy life of the society.

She was designated as Food Safety Officer during the two visits of the Prime Minister Narendra Modi in Manipur.

Padma Awards – one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines/ fields of activities, viz. – art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc.

`Padma Vibhushan`™ is awarded for exceptional and distinguished service; `Padma Bhushan`™ for distinguished service of high order and `Padma Shri`™ for distinguished service in any field. The awards are announced on the every year.

These awards are conferred by the President of India at ceremonial functions which are held at Rashtrapati Bhawan usually around March/ April every year. This year the President of India has approved conferment of Padma Awards to 104 persons. The list comprises of 9 Padma Vibhushan, 20 Padma Bhushan and 75 Padma Shri Awardees. Seventeen of the awardees are women and the list also includes 17 persons from the category of foreigners, NRIs, PIOs and 4 posthumous awardees.

Irom Sharmila was free again for a day, but rearrested as expected the next day on the same charges that the court had ruled was not applicable to her `“ attempt to commit suicide. Nobody, not even the diehard optimist expected it to be otherwise. For indeed, aside of all the rhetoric that fly around every time she emerges out of her lonely jail ward at the JN Hospital, and comes to be in the spotlight during her periodic court appearances and annual ritual of release from custody and re-arrest, nobody from their heart believes there is any real option. To ask her to be freed from custody without first granting her demand of the repeal of the Armed Forces Special Powers Act, AFSPA, would virtually amount to asking her to die. Her martyrdom thereafter would be destined to become the rallying point for the ritual protests and theatrics that this place has become so accustomed to. The troubling thought is, many actually invite such a tragedy so that they will have the opportunity to curse the tragedy that they first of all wished for. It is despairing to see Manipur so fatally attracted to self defeating death wishes, to allude to a Freudian metaphor. For a lot many others however, it is a tearing dilemma, for they want two seemingly irreconcilable outcomes `“Sharmila free but alive. These two results seem irreconcilable because of what she is up against. It is unfortunate but true, that the Indian establishment at this moment is clueless as to what the liberal answer to AFSPA should be. Sharmila`™s heroic resistance it does seem is headed to be paid for with the ultimate price. As well known public intellectual Ranabir Sammadar once noted in a lecture, redemption in any powerful resistance movement, usually is associated with death. He also noted, how nobody at Jesus Christ`™s time could have imagined the silent revolution that swept the whole world with his death at the end of his resistance.

Of late, the Sharmila story has been given another twist. She now has a private battle to fight, and this one too seems a losing one. She is a public figure with a huge following, some of whom almost deify her. Her fans understandably idolise her for certain super human qualities they attribute her. Any perceived climb down from this idealistic pedestal they placed her on would be blasphemy in their eyes. For them she is not a mere mortal and any act that they see as profaning that iconic image of her would outrage them. It is the same indignation with which believers discount all thoughts of possibilities that Jesus may have married and his blood descendants are still in this world. This is also the inner conflict all known public figures have had to deal with. As a private person, Sharmila is free to be what she wants to be. As a public figure, her role is somewhat predetermined by public expectations. The reconciliation that must be made is between the two worlds she inhabits. Her followers, and not the least she herself, would have to come to terms with this inner conflict.

But this script of Sharmila`™s story is a little more complex, and avoidably so. It is not just about whether she should be allowed to keep a boyfriend, but also about how this affair is conducted in public space. It is also true that as an intern in the jail, she hardly has any private space, but she and her boyfriend ought to have been a little more sensitive about certain things. This is a society in which even married couples do not hug, hold hands, pet or pat each other in public. Why, even in Christian marriages in the church, the bride and bridegroom do not kiss. This is a society where public shows of physical affection are alien. Her outsider boyfriend not understanding this cultural trait is understandable, but it is surprising Sharmila too forgot this. The outrage in the court in which Sharmila`™s supporters manhandled her boyfriend, a fact that Sharmila is bitter about, was provoked to a large extent by such oversights of cultural sensitivities. Let there not be any doubt that there are so many boys and girls from Manipur who have taken partners outside their communities, but given a little humility to respect the culture of the place, they have faced no problems at all. Then there are the self righteous hordes eagerly jumping to conclusions that this is hypocrisy of the anti AFSPA movement leaders, and gleefully pronounced the rift between the latter and Sharmila. What is more apparent is, the moral high grounds they presume and their shows of disdain are more like, to use a term coined by the frenzied denizens of the social media, narcissistic `selfies`™, attempting to rub some of Sharmila`™s halo on to themselves.
