IMPHAL, April 27: Nahakpam Foundation for Development will be organising the weeklong 4th State Level Watermelon Festival 2015 from May 25 onwards.

Speaking at a press conference, secretary N Shanta Singh said the festival will create an integrated market for the local watermelon farmers who produced more than 200 tons of watermelon fruits every year.

He said farmers can also register for participation in a best farmer competition which carries a cash prize of Rs 50000. Registration for the competition is open till May 10, he said.

The competition will however be judged by a panel who will visit the registered competitors farm after May 10, he continued.

As in the past years, the festival will also have seminars on agri-entrepreneurships, co-operative farming and other opportunities on May 28 and 29, he said.

A blood donation camp under the aegis of the Red Cross Society will also be conducted during the festival and on May 27, there will be a painting competition on watermelon in two categories- class III to VI and class VII to IX, he added.

He further appealed to the farmers of the State to participate in the festival.

New Delhi, April 27 (Vision Communications): The Central govt has signed a ceasefire agreement with one year duration starting from the 28th of April with newly formed NSCN ( Reformation) group of Nagaland.

NSCN (Reformation) group led by Wanting Naga is a breakaway faction of NSCN ( Khaplang) group.

A seven member delegation of the group met a team of officials from the Ministry of Home Affairs, and Ministry of Defence on April 28 in New Delhi.

The Central govt team was led by the Home Ministry`™s special secretary ( Internal Security ) Ashok Pradhan and JS (NE) Shambhu Singh besides other top officials.

Talking to the Vision Communications Wangtin Naga expressed his happiness over the ceasefire agreement and hoped that `we believe in reconciliation process and work hard to achieve this. We don`™t believe in violence.`

Wangtin Naga also asked for setting up of designated camps for them by the govt.

The MHA is in the process of deciding the actual number of designated camps to be granted to the new group.

Joint secretary (NE) Shambhu Singh too expressed satisfaction.

On a query, Singh asserted `if the Khaplang faction tries to disturb the law and order, they will be dealt with sternly according to the law of the land.`

The afternoon of the same day April 28 witnessed an extension of ceasefire with NSCN ( Khole-Kitovi) faction. The extension is for one year starting from April 28. This faction of NSCN too expressed happiness with the meeting and said that their three demands to the MHA had been met .

The CFSB convenor of the NSCN ( Khole-Kitovi) Zack Zimomi said that they have four designated camps at present and have asked for one more camp.

Zack, however, maintained that his group prefer to `wait and watch` over the activities of the newly formed NSCN ( Reformation) faction as `we are not clear about their political aim and objectives. This is basically a Reformation group apparently to reform the Naga society. Let`™s wait for sometime.`

IMPHAL, April 27: President of Manipur People`™s Party (MPP), one of the oldest regional parties of the country, N Sovakiran Singh has been summoned by the court following a petition filed by three members of the party, challenging their suspension for six years from the central and working committee of MPP by the party president.

The summoned was served by the court of Civil Judge, Senior Division No 1, Dr Ch Shantibala Devi. Challenging the suspension, the three petitioners claimed before the court that their suspension is against the constitution of the party.

The petition was filed under Judicial Misc Case No 259 of 2015 Ref Original (Declaratory) Suit No 43 of 2015. The three petitioners have been identified as Laikhuram Apabi Singh, N Singhajit Singh and AK Sanaton.

The petition was filed on April 22, 2015 and subsequently the court admitted it on the same day. Following the admission of the case, the court of the Civil Judge on April 24 asked N Sovakiran to appear before the court on May 4 at 10.30 am.

Summoning the party president, the court in its order said, “™Whereas, the above name Plaintiffs/Petitioners has instituted a declaratory suit for temporary injunction against you, You are hereby summon to appear in this court in person or by a duly instructed and able to answer all materials question relating to the suit or who shall be accompanied by some person able to answer all such questions`™`™.

Talking to this daily about the case, the three petitioners said that the party`™s central committee members including them submitted a requisition notice to the party office on March 20 last to convene a meeting of the central committee members.

The three disgruntled petitioners said that they came to know about their suspension from the party for six years through the media on March 21 after which they filed a petition at the court challenging the suspension order which according to them is against the party`™s constitution.

Claiming that the annual conference of the party is due to be held though two years had been passed under the leadership of N Sovakiran, they said that the party president had been demanded to produce statement of accounts regarding monthly rent fare coming from the 166 shops owned by the party and deposit amount of Rs 1.30 crore collected from several depositors for construction of 26 shops.

Meanwhile, N Sovakiran has said that he has no knowledge of the case nor he has received summon order from the court so far.

IMPHAL, April 27: The BJP will ensure devolution of power to the Autonomous District Councils, if it wins maximum seats in the upcoming election, said party national executive member and Manipur incharge Tapir Gao today.

The BJP, he said is very much concern about the minorities mostly Christians.

Other political parties are spreading false propaganda that the party is a religious and anti-Christian or anti-minority party, he said addressing a one day political conference at the Church of Thanglalkhuren Village in Tengnoupal today.

BJP has a huge room for minorities specially Christians and the weaker section and the party has always stood for the Christians, he continued.

Prime Minister Narendra Modi has already defeated the Congress party and is now emphasizing more on the North Eastern States to develop them at par with the rest of the country, he continued.

However, it is very unfortunate that there is a big hindrance in Manipur during delivery of development packages in the form of the Congress government of 13 long years, Tapir said.

Corruption in the State has hindered development from reaching the hills of the State, he continued.

If the BJP can win maximum seats in the ADC election, there will be a new task for the party to initiate for development in the State with full support from the Centre, he said.

Devolution of power which the Congress government has been neglecting for long would also be realized, he told the people.

There will be big changes in the State political scenario, if the BJP comes to power after defeating the Congress, BJP Manipur Pradesh president Th Chaoba said.

BJP will ensure a long vision of development in the State once it comes to power after the long devastating years of the Congress, he continued.

People are aware that huge development funds are sanctioned for the hills, but it has seldom reached the hill districts and development has only been in paper and not in reality, Chaoba continued.

The main cause for all these is corruption, malpractices, disparity towards the hill people, etc, he said.

The only solution is a new State government of the BJP, he said.

He said all those involved in the misuse of funds meant for development of the hills should be punished along with all those involved in scams and corruptions and first step would be electing the BJP candidates in the ADC election.

BJP State general secretary administration, Asnikumar said the people of the hills have never tasted the flavor of democracy under the Congress government.

The present government under the Congress has no long vision of development and they can only make temporary assurances to the public, he said.

Now is the right time to teach the Congress a befitting lesson, he said adding that starting from this ADC election and till the 2017 general election to the State Assembly, the Congress should be rooted out from the State and ensure a clean, prosperous and peaceful environment in the State.

IMPHAL, April 27: The Peoples`™ Revolutionary Front (RPF) has strongly reacted that the recent speech of the Congress leaders who the organisation referred to as `colonial stooges`, during the Khongjom Day celebration, was not only a clear indication of betraying Manipur but also further put it under the subjugation of the colonial rule.

A statement issued by Roben Khuman, secretary Publicity of the outfit, stated that Manipur has never been a part of the Union of India but forcibly annexed into the latter`™s union in 1949 in collusion with the Congress party of the time.

Further referring to the speech addressed during the Kongjom Day celebration, it said that if the so called representatives of the people had some integrity left in them and believed in the true aspiration of the people, they would have not misinterepreted the history of Manipur.

Branding the Indian Union as the second British raj, it said the revolutionary war still continues even today to liberate Manipur from the colonial rules of India, as was the case in 1891 Khongjom war, a revolutionary movement to regain the lost sovereignty of Manipur from the hands of British. Every fallen place of these Manipuri heroes should be respected, it added.

Further branding Manipur Congress Party as class collaborator of India, it said the vested interest leaders of the Congress who are responsible for the loss sovereignty of Manipur.

It is a shame that such leaders are paying tribute at such sanctified memorial of the martyrs of Manipur, it continued.

The RPF further held that only stooges of Delhi can describe Manipur as an independent state.

It steadfastly opposed that the so called Merger Agreement signed on September 21, 1949 can be called a Merger Agreement but Annexation as the agreement was signed without any plebiscite or people`™s referendum.

Moreover, it said that on 1993 October the people of Manipur under the banner `National Convention on Manipur Merger` has also resolved that the agreement was not Merger but annexation as it lack legal validity.

It pointed out that after Manipur was annexed its political status from being Asiatic Sovereign State was turned into Part C state followed by territorial council, Union territory and later granted the statehood. Nevertheless, this transformation came much later while the rest of India had gone through several years ahead of their five years plans and policies, it said.

Manipur`™s territory was 22,356 sq km even 22 years after she was granted statehood under the Indian Union. Unfortunately, Manipur`™s territory has been reduced 22,327 sq km, it said adding that it questioned were the remaining 29 sq km had gone?

In order to sincerely protect and safeguard the territory of a state the pre-requisite is a highly diplomatic politics not lip service. The mere response that the Assam Rifles have been given the task of safeguarding the territory of Manipur is obvious enough that Manipur`™s territorial boundary is under constant threat, it asserted.

In the meantime, the RPF also said that it has become a common phenomenon to blame the revolutionary movement for any human casualties in the event of any bomb blast in the state.

It reminded that RPF always asked for apology from people in case of any civilian casualty inflicted during its attack on colonial forces.

However, the series of attack that a made to look like targeting civilians is nothing but device by the colonial rules using its forces, a bomb politics, to counter any anti-AFSPA movement or to revised the disturbed area status, it held.

NEW DELHI, April 27 (Manipur Information Centre): State Chief Minister O Ibobi Singh expressed that the termination of the Special Category States would be a big blow to the interest of these States which had been suffering from backwardness and utter underdevelopment since long.

The Chief Minister was making a presentation during the Second Meeting of the Sub-Group of Chief Ministers on rationalisation of Centrally Sponsored Schemes (CSS) held at the NITI Aayog here today. The meeting was chaired by the Madhya Pradesh Chief Minister Shivraj Singh Chouhan.

Focusing on the issue, he said that after analysing the 14th Finance Commission accepted recommendations and the Union Budget 2015-2016, the status of NE States and other similar States as Special Category States was going to be discontinued.

The Chief Minister continued, `This dangerous and disastrous move cannot be accepted at this stage. The financial facilities used to be availed by all these States must be continued as per the past practice.`

He pointed out that even with only 10 percent share, NE States faced difficulty in accessing Central assistance under CSS.

`For schemes in category B in the budget, the 2014-15 allocation was less than about Rs 24,000 cr. However the release to States was just only about little over 60 percent of the Budget Expenditure figure. However, for other States it was above 85 percent`, he added.

Thus he remarked that fiscally weak NE States would get penalised for their inability to provide enhanced matching contribution.

Referring to the statement showing the releases under the Centrally Sponsored Schemes to different States during the 12th Five Year Plan already circulated to States, Manipur Chief Minister said that in absolute terms, for the year 2014-15 the total releases for the 11 States (NE States and Himalyan States) was Rs.24,536 crore, whereas for only one general category State like Uttar Pradesh, it was Rs.22,749 crore.

Therefore, any change in funding pattern to the disadvantage of these 11 states would further reduce the central transfers to these 11 States, which is not a desirable situation, he continued.

He also mentioned that NE States suffered from various disabilities like less capacity, difficulty in bidding projects, higher costs of material and transportation, low resource base and above all limited working season.

As a result, in the past three years as per very rough calculation, release was less than 85% of the budgeted figure even in block grant and in 2014-15, the figure had come down to about 70%, Ibobi added.

Post 14th Finance Commission grant, Manipur Chief Minister said that the block grants like Normal Central Assistance, Special Central Assistance, Special Plan Assistance etc. had been discontinued.

Since the NE states also lacked in their ability to attract private investments, he stated that CSSs came as a huge support in development of these States.

All NE States would be burdened with funding of Schemes under Category `D`™ for which there is no budget provision in Union Budget 2015-16, the Manipur Chief Minister continued.

He further suggested that the erstwhile flagship programmes like SSA, MDM, RMSA, RUSA, NRHM, ICDS, IWMP, AIBP, under Category `B`™ might be fully supported by the Government of India and transferred to Category `A`™ , at least in case of Special Category States.

He said, `It would be extremely unfair to revise the sharing pattern of Schemes under Category `B`™ to 50:50 and to stop NCA, SCA, SPA, etc. suddenly without developing an alternative support. It is very well known that the NE States suffer from the infrastructure bottlenecks and are dependent on SCA and SPA for the same`.

Ibobi also suggested, `For incomplete works under different schemes, like AIBP, Tourist Circuit, ACA, SPA, etc. the support must be continued for completion of assets created under the schemes, and to avoid wastage of already invested funds.`

He stated that for fiscally stretched states of the NE, a large expenditure was required on maintenance of the police force, for example, 20 percent of non-plan expenditure in case of Manipur. Hence discontinuation of `Modernisation of Police Force`™ Scheme would be a big blow to the NE states where law and order conditions still needed a lot of improvement.

For NE States having International Boundary, he suggested, `The ASIDES scheme under Category `C`™ may be continued under Category `A`™, this will be in line with the Government of India`™s `Act East Policy`™`.

He opined that with Government of India promoting more National Integration, Tourism Support Scheme under Category `C`™ might be continued under Category `A`™ so that more people from mainland could visit NE States after better tourist infrastructure was developed there.

He also stated that implementation of BRGF scheme under Category `C`™, which was now under implementation in some of the underdeveloped districts of NE States with 100% assistance would be completely jeopardised and it might be continued under Category `A`™.

He pointed out that many of the CSS might not be used by all the states; hence there should be a core of CSS to be implemented by all the States and then a basket of options to choose from.

He demanded that the funding pattern should be either 100 percent or at the most 90:10 percent. And flexi funds under CSS should be enhanced from 10 percent to atleast 25 percent, especially in case of Special Category States.

The Chief Minister was accompanied by Planning Commissioner of Manipur Vineet Joshi.

IMPHAL, April 27: The Reformist Students`™ Front, RSF has imposed a ban on the principal of MM Higher Secondary School principal Namoijam Sarat and secretary W Surchandra alias Amuba from taking up any education related activities alleging the two of being responsible for the issue of students of four schools not receiving their admit cards for their board exams conducted by the CBSE.

Calling a press conference in this regard at the Manipur Press Club, RSF secretary general BC Yunush Atiqur said Sarat and Amuba should be held responsible for the impasse following which students of four schools were debarred from appearing for their CBSE conducted board exams.

He recounted class X and XII students of Ram Krishna Higher Secondary School, Central Institute of Science, Akash Higher Secondary School and Akash Institute of Science and Arts were debarred from sitting in their board exams after the CBSE failed to issue admit cards.

The four schools were attested through the signing of a Memorandum of Understanding with the MM Higher Secondary School which is a CBSE- affiliated school, he continued.

In the MoU, the principal and the secretary had ensured to allow the students of the four school to sit for the exam, for which they had collected a total of Rs 30,28,800 at the rate of Rs 5300 and Rs 7300 each from the students of Class X and XII respectively, he added.

Yunush further appealed to the authorities concerned to look into the issue at the earliest and award befitting punishment to the two so that such incidents are not repeated in the future.

Reports said the DNA test will be conducted after the completion of the inquest work and post mortem examination on the human remains being conducted by Department of Forensic Science Medicine of Regional Institute of Medical Sciences (RIMS) following an order issued by District Magistrate, Imphal West in connection with the stunning recovery that has shocked the state.

Notably, the DNA test is to be conducted to establish identity of the recovered human skulls and skeletons which were of different sizes.

In absence of DNA laboratory in the State, task of the test will be entrusted to Central Forensic Science Laboratory based in Kolkata or to any other competent laboratory outside the state.

After the completion of the DNA test on the human skulls and other human remains, blood samples of family members of those persons whose whereabouts are to be ascertained till yet after they were pulled up by security forces, will be sent to the concerned laboratory for conducting DNA test.

Forensic experts will closely examine results of the DNA test on the human remains and samples of the family members to see whether they match each other, the reports maintained.

Mention may be made here that following the recovery of the human skulls and skeletal remains from the former compound of the school during excavation by PWD for construction of a market shed for woman, Human Rights Initiatives (HRI), Palace Compound in Imphal East and Families of Involuntary Disappeared Association Manipur (FIDAM) published details of the 24 persons who had gone missing after they were pulled up by security forces from different places.

Three Executive Magistrates of Imphal West District are attending the ongoing post mortem examination on the human remains on rotational basis. Investigation Officers of City Police Station are also assisting Forensic experts in the inquest work and post mortem examination.

Mention may be made here that following the recovery of the human skulls and skeletal remains from the former compound of the school during excavation by PWD for construction of a market shed for woman, Human Rights Initiatives (HRI), Palace Compound in Imphal East and Families of Involuntary Disappeared Association Manipur (FIDAM) published details of the 24 persons who had gone missing after they were pulled up by security forces from different places.

Three Executive Magistrates of Imphal West District are attending the ongoing post mortem examination on the human remains on rotational basis. Investigation Officers of City Police Station are also assisting Forensic experts in the inquest work and post mortem examination.

IMPHAL, April 27: Chairman of the outlawed United National Liberation Front (UNLF), RK Meghen alias Sanayaima and several other leaders of the outfit, were produced before the Special Court of National Investigative Agency (NIA) in Guwahati today.

The chairman and his close colleagues were produced in connection with the ongoing deposition of prosecution witnesses of the case to be conducted based on the charge sheets framed against them by NIA.

However, two of the prosecution witnesses failed to appear.

The court had decided to conduct further proceedings of the case from today after statements of the prosecution witnesses were recorded from March 30 to April 1 last.

During the last proceedings of the case, deposition up to prosecution witness number 69 was conducted.

The two prosecution witnesses who were asked to be present before the court today are an IAS Officer under Government of Manipur and official serving as Under Secretary of Ministry of Home Affairs (MHS).

It is said that the Special Court of NIA had taken serious note of the absence of the two prosecution witnesses of the case which has passed five years now.

It may be mentioned that the NIA had filed charge sheets against Meghen and several other leaders of UNLF for waging war against the Indian Union. Meghen was reportedly arrested by NIA on November 30, 2010 from Motihari in Bihar near the India-Nepal border.
