LAMKA, September 3: The JAC formed against the passing of The Protection of Manipur Peoples Bill 2015 and other related bills by the State Assembly on August 31 convened a huge public meeting today at the Hingtam Lamka public ground which was also participated by community leaders and representatives of the All Naga Students Association Manipur, All Tribal Students Union Manipur and the Kuki Students Organisation GHQ.

On the other hand, protestors also reportedly burned down minister Phungzathang`™s residence for the second time this afternoon after they found that some supporters of the minister had started repairing it.

Protestors also attacked the Churachandpur Police Station for the fourth time today, and later burned down the district Employment Exchange office and the SDO Churachandpur office, against the appeal of the JAC and other frontal organisations.

Security personnel were overwhelmed by the mob and had to restrain themselves after some blank firing and firing some tear gas shells, as a police on condition of anonymity confided.

Another protestor also succumbed to injuries sustained on September 1, this morning around 4, bringing up the toll to eight.

Meanwhile, speaking at the public meeting, chief convenor of the JAC Mangchinkhup said that although the Chief Minister has announced that the three recently passed bills including those related with land revenue will not apply in the hills of Manipur, since there is still no changes made to the bills, the people must act now with all their might as once the bills are implemented they will hurt the tribals.

Representatives of ANSAM and KSO GHQ also spoke on the unity among the tribals, a common platform and co-operation.

Representatives of ANSAM, KSO GHQ, the JAC and other stakeholders also held a closed door meeting in the office of the newly formed JAC at KKL complex this afternoon discussing at length how the movement for a separate administration for the tribals could be achieved.

The meeting was chaired by the chief convenor of the JAC.

Meanwhile, advisor of ATSUM who had come from outside the district said they had come to show solidarity to the JAC and the sacrifices of the eight precious lives.

The KSO president said ATSUM which is the apex body of the tribal students of Manipur should be responsible for maintaining co-ordination among the different tribal student organisations.

Participants from other districts also proposed and asked the JAC to make arrangement so that organisations from the different districts of Manipur could also pay homage to the eight dead.

Mangchinkhup said the JAC will be spearheading the demand for a separate administration for the tribals of Manipur and further expressed that the collective effort of the tribals as a whole would be a stepping stone.

ATSUM (Serto) ex-president Serto said compensation for the eight dead should not be accepted from the government, but each tribal household should contribute to collect the amount.

He said they should instead concentrate on the political demand of the tribals.

The Kuki Inpi Churachandpur, Zomi Council and the Hmar Innpui also issued a joint declaration during a joint sitting. The three organisations endorses the condemnation of the Hill Area Committee members who voted in favour of the bills on August 31 in the State Assembly.

The three said they also support the 48 hour bandh called by the United Naga Council.

Transporters` bodies want BRO to provide wheel guards on Barak Bridge

IMPHAL, September 3: The All Manipur Road Transport Drivers and Motor Workers`™ Union has decided against plying on the Imphal-Jiribam highway until the Border Road Organisation provide proper wheel guards on Barak Bridge, general secretary of the union M Anil told media persons today.

He said wheel guards on the Barak Bridge cannot be replaced by just red and green colour warnings.

The transporters and the drivers will not take such risk of passing through the bridge which has no proper hill guards, Anil added.

The AMRTDMWU and the Manipur Truck Owners`™ Welfare Association called a press conference at the latter`™s MG Avenue office.

Speaking at the press conference, MTOWA president H Ranjit said the BRO has during the present repairing of the Barak Bridge, is providing red and green colouring on the bridge instead of providing proper wheel guards.

He said this is an act against the safety of the drivers and the transporters.

Once, the trucks which have already passed along the muddy highway, the tyres of the trucks are prone to drift and cannot maintain a straight line while passing upon the bridge, he observed.

The MTOWA appeal to the State government authorities to instruct the BRO to provide proper safe wheel guard on the bridge, he said.

Without the wheel guards, accidents will keep happening on the bridge. The guard could either be iron bars or wooden blocks which are 6 to 8 inches thick, he maintained.

However, without the guards, the drivers and transporters are not ready to take such risk, he added.

The All Manipur Road Transport Drivers and Motor Worker`™s Union had also held an inclusive meeting for transporters and came up with some resolutions.

During the meeting, the union decided that there will be no more talks with the BRO, but the Chief Minister and the concern Works minister should instruct the BRO to do the needful and maintain quality in the repairing of the bridge.

IMPHAL, September 3: The Tangkhul Scholars`™ Association (TSA) in the strongest terms condemned the brutality of the State forces meted out to the protestors at Churachandpur in which eight persons including a 12-year old boy were killed besides injuring more than 30 people during protests on August 31 and September 1 in condemnation of the introduction of three bills passed in the State Assembly on August 31.

In a statement, the TSA said it is horrified to take notice of the present State governments`™ law enforcement which has turned into complete state-sponsored terrorism under the barrel of gun, targeting the helpless tribal communities in the State.

Every sane person would question the rationale behind firing automatic weapons on the protestors, it stated.

“The cruel act of the government on August 31 and September 1 once again reminds us of the brutal killing of two civilians and injuring many people exactly a year back in Ukhrul on August 30, 2014 by Manipur Police Commando and Indian Reserved Battalion. This is nothing but an expression of naked aggression on the minority communities by the state machinery,`™`™ the statement contended.

Claiming that the three bills passed by the Assembly without consulting the hills people is an attempt to infringe on the indigenous rights of the hills people of Manipur, the TSA demanded immediate inquiry into the indiscriminate firing by the Commandos and punishment to those involved in the mindless killing.

It also demanded name of the officials and Minister responsible for the killing be made public.

The United Naga Council, an apex body of the Nagas called 48 hr highways bandh starting from midnight of September 3 in protest against the passing of the three bills `“ Protection of Manipur Peoples Bill, 2015, the Manipur Land Revenue & Land Reforms Act (7th Amendment) Bill,2015 and the Manipur Shops & Establishment (2nd Amendment) Bill, 2015 in the State Assembly.

Speaking to media person this evening at Kangpokpi, Lamcha Chongloi, spokesperson of Sadar Hills CSOs said that the Sadar Hills CSOs have civilly decided to endorse the 48 hr highways bandh by the United Naga Council from midnight of September 3 in a joint meeting held today at Kangpokpi.

He continued that any vehicular movement along the highway will be strictly restricted during the bandh.

However, educational institutions, media and emergency services will be exempted from the purview of the bandh said Lamcha Chongloi.

He also warned of dire consequence to any bandh defaulters for which the CSOs will not be held responsible.

Spokesperson of Sadar Hills CSOs also lamented that the tribal people of Sadar Hills too will drastically oppose the three bills allegedly termed as `Anti-Tribal Bills` tooth and nail as desire by the people and endows all conceivable means to brazen out the communal and anti-tribal Government.

Various anti-tribal approach of the majority community in Manipur and the communal anti-tribal Government activities of the State Government to directly or indirectly undermine the Rights and Privilege of the tribals through various forms and mechanism has now become the unification of the tribal people in the State asserted Lamcha Chongloi.

`The tribals`™ people have awakened now and will collectively struggle for their cause cooperatively with understanding and more enthusiastically in the interest of the tribal now and then`, remarked Lamcha Chongloi.

He continued that a sit-in-protest against the alleged anti-tribal bills will be held tomorrow at Kangpokpi town to protest against the passing of the three bills in the state assembly as well as to draw the attention of the Centre Government to immediately intervene and examine cautiously the contents of the bills and return the same to obtain the consent and approval of the Hill Area Committee (HAC) and ensure to protect, safeguard and maintain status quo.

Meanwhile, extending their deepest condolence over the dead of the tribal youths in Churachandpur who died in the alleged anti-tribal bullets CSOs Sadar Hills question the State Chief Minister and Home Minister in particular as to why live bullet were used to the agitators in hills and rubber bullet in valley?

The CSOs of Sadar Hills will invest every possible helps and endorse any form of march to fight for the tribal interest Lamcha Chongloi added.

We hope the trouble in Manipur subsides soon, though even wishing this comes with a measure of inexplicable guilt, now that there have been so many deaths and injuries caused to young men and women. All the same we wish it. We wish too there are no more casualties, although at this moment, it is difficult to think how this wish will ever come about. The issues over which the trouble broke out are still not put to rest and the divide this has brought about has hardly been bridged. If the safety valves of the Manipur pressure cooker did not save the situation this time, the fear is, there are more explosions ahead and the safety valves are no longer reliable. Or maybe the safety valves have become dysfunctional and incapable of keeping pace with the rate steam is generated in this pressure cooker. What despairing thoughts indeed. What a sense of devastation, physical as well as moral. But the place has no other alternative than to pick itself up and walk again sometime or the other.

The wounds are deep, but once the immediate crises subsides a little, maybe it would be good to take our minds away from the immediate for some time, and walk a dispassionate distance and look back. Closeness to any action, physically or psychological, may give the advantage of seeing more details, but what often is sacrificed in such manoeuvres is the panorama. The micro and the macro pictures are both vital in mastering a full grasp of any situation. Our tendencies have sadly been heavily tilted towards the micro vision and the invariable expense of the macro. Of the current fire, we will not say more for the time being, but all the same hope and pray the tragedy does not mount any further. Sometimes one does wish one can believe in miracles.

Miracles if they do happen we believe are conditional. It is a reward for hard work, sincerity and enterprise. This hard work and enterprise in the current situation can most appropriately begin with introspection and soul searching, and not a game of one-up-manship and finger pointing. One of the most valuable gifts that mankind has received most abundantly, it is often said, is the quality of empathy. In fact, as Jeremy Rifkin so convincingly argues in `The Empathic Civilisation`, civilisation itself would not have been possible if not for empathy. This is the quality to enter into another person, even if he or she is a total stranger, and see and feel as he or she does. This is the ability to share the pains and sufferings as much as the joys and jubilations of others, again even of total strangers. It is empathy which made the picture of the drowned Syrian child on a beach in Turkey yesterday which captivated the world and warmed Europe`™s attitude to its current refugee crisis. This is the quality that made the picture of the Napalm Girl in 1972 during America`™s Tet Offensive in Vietnam, begin the process of America winding down its war in Vietnam.

Rifkin says it is not just a cultivated emotion. Humans are soft wired to be empathic, except of course the pathologically ill killers and sadists. Somebody bites into a heitup (the sour wild apple we know so well in Manipur) in front of you, and there will be no way your mouth will not water. Somebody cuts her hand badly with a sharp knife and you grimace without even intending to. You are not the one whose taste buds are assaulted by the sourness of the wild apple, and you are not the one whose hand is cut, yet you can feel as the other person does. Not many other creatures have this quality. Let us then, in the days ahead, step back a little from where we are standing, and explore the empathic traits in us, and try to see from the vantage of the others in these sordid equations unfolding before us. That would be a good beginning in the effort for all to reap a rich harvest of peace together.

IMPHAL, September 3: Lamjing Meira Sapam Robinhood was finally laid to rest in a fitting traditional burial with prayers and salutation from thousands of people today.

The atmosphere was such that 117 people fainted during his funeral procession and were admitted at the Jawaharlal Nehru Institute of Medical Sciences.

Thousands of people from all walks of life participated in his last rites from early morning till late evening until his body was buried at the foothills of Awa Ching of Baruni Ching under Imphal East district around 6:30 pm.

Since early morning, people started flooding all routes towards the JNIMS morgue where the 17-year old`™s lifeless body was kept for nearly two months – 58 days to be precise- since July 8 when he was killed in police action against a student rally demanding implementation of the ILPS in the State.

Robinhood`™s body was carried in a Keiren Keichao adorned with traditional Heikat Leikat.

The JAC Robinhood along with the JCILPS and other supporting student bodies led the funeral procession from the JNIMS morgue to his residence in Lairikyengbam Leikai and to his birthplace, Keishamthong after a stopover at his school, Ananda Higher Secondary Academy.

The procession carrying his body also passed through Khurai Lamlong, Soibam Leikai, Nongmeibung, Yaiskul and after reaching Keishamthong turned backed.

At his Lairikyengbam Leikai, his family and relatives bade their final goodbyes and adorned his lifeless body with prayers and floral tributes. At his school there was an emotional condolence where the students and teachers paid their last respects.

People thronged the routes paying respect to the martyr, who had sacrificed his life for the indigenous people of the State.

Thousands chanted slogans of patriotism and acknowledgement of his sacrifice along the routes. The streets were adorned with floral tributes as people showered blessings and flowers to the body of Sapam Robinhood along the route.

Several people were emotional about his sacrifice and partake in the long distance march up to the hillock where he was buried.

The burial was preceded by solemn indigenous rituals including a Thang-ta salute and an adorning song composed for the martyr.

The tribute song was written by Narendra Ningomba with music and composition by Hamom Naba and Rahul.

Despite the scorching sun in the morning and the rain in the afternoon, the spirit of oneness and solidarity was solid and explicitly shown by the multitudes of men and women participating in the procession.

Men and women, young and old joined the funeral march and attended his burial ceremony without flinching despite the distance and the slippery uphill climb.

All those who had been on hunger strike till today also attended the funeral and decided to walk the length of the hill. And during the mournful funeral after sunset at the Awa Ching, several people fainted and since the back-up ambulance services was not sufficient, other volunteers assisted to transport the patients till the hospital.

During the funeral, there was a brief drizzle as the fog descended from the mountains to envelop the site.

And as darkness sets in, the body was buried with a mournful farewell from the thousands of well-wishers.

The Khetrigao Meitei Pangal inclusive of men and women, young and old conducted a cleanliness drive at the burial spot and the adjoining road during the last three days.

They also prepared the graveyard for Sapam Robinhood`™s burial today.

It may be mentioned here that late Sapam Robinhood died in police action on July 8 while he was participating in a rally demanding legal protection of the native people of Manipur.

The Government of Manipur ultimately passed three bills in the assembly on the 31 of August after the agitation aggravated following Sapam Robinhood`™s death.

IMPHAL, September 3: Deputy Chief Minister Gaikhangam assured the people of the hills that the three bills passed by the State Assembly on August 31 will not affect the hill areas or interest of the hill people.

Reiterating an assurance made repeatedly by the Chief Minister, he said The Protection of Manipur Peoples Bill 2015 and the two related bills will not affect the interest of the people of hills.

Speaking to media persons at his official quarter at Babupara this morning, the deputy Chief Minister said if in case any mistakes in the bills are pointed out, the State government is ready to rectify it.

He said the Chief Minister has already sent out his invitations to the local bodies, civil society organisations to discuss the grievances of the people and is awaiting their responses.

He said the situation in Churachandpur is still tense, but it is under control.

The government is determined to send the chief secretary at Churachandpur to have dialogue with local leaders, students`™ bodies and civil society organisations, Gaikhangam said.

`We expect some development will take place in a day or so,` he said.

Additional DGP Manipur LM Khoute and other senior police officers are presently stationed there at Churachandpur and they have requested the civil society leaders to discuss the issue, he continued.

If there are enough reasons to withdraw the bills, it could be considered, Gaikhangam said, replying to a media query on the demand of the agitators to withdraw the bill within 10-days.

`The first and foremost thing is to sit together and iron out the differences and if there is any room for rectification the government is ready to do that,` he added.

`As far as the government is concerned we can`™t find or we don`™t find anything wrong that can affect the interest of hill people in the bills passed by the Assembly,` he maintained.

`I on behalf of the government would like to express our deepest condolence for the loss of precious lives during the agitation and also pray for the speedy recovery of the injured persons,` he further said.

The incidents of burning down of houses and properties of MLAs and ministers might have been caused due to lacking of communication, misunderstanding and rumors, he said, and appealed the people not to believe in rumours.

On being asked if there was any negligence on the part of the police that led to the agitators succeeding in burning down the houses and properties of the MLAs and ministers, he replied that the police are helpless as they cannot spray bullets on the armless agitators.

The police have done their best to control the mob by various means including lathi charge, firing mock bombs and tear gas cells etc.

`Meitei, Kuki, Naga, Meitei Pangan are all children of our mother Manipur. We have to live together so please calm down and talk the things out,` he added.
