Chandel, September, 11: After assuming office as chairman of the ADC Chandel, KSM Matthew Maring has urged the State government to afford all infrastructures and requirements necessary to help the ADC Chandel function smoothly.

Addressing newspersons at his office in Monsang Pantha, new chairman KSM Matthew Maring expressed strong concern over the lack of basic infrastructure and office materials, security arrangement and vehicles in the ADC complex.

He further urged the State government to afford the necessities at the earliest and help the ADC function effectively.

Alleged the State government of slowing down the process of ADC formation, he said election of chairman only came into effect four months after the results of ADC election held on June 1 were declared on June 10.

The newly appointed chairman also lamented that they had to start functioning even though there are number of problems including incompletion of quarters for members, chairman and vice-chairman.

Further elaborating the vacant posts of the vice chairman and executive members, Matthew said the posts will be filled up soon.

He further appealed to all members and staff of the ADC to attend the office on September 14 without fail.

The Committee on Formation of the ADC Chandel has also welcomed the election of the ADC chairman held in the district headquarter on September 9 saying it is a step to pave way for the ADC to start functioning soon.

The committee also said that the government must immediately devolve power and function to the new chairman and to respect and honour the proceeding and conduct of the election.

If the government fails to allow the ADC function from the present head office located in Monsang Pantha Village, the committee will launch serious forms of agitations, it said.

Any move of the government to shift the sitting of the ADC members outside of the district will be strictly dealt with and the government must be held responsible for all outcomes, the committee warned.

Leimakhong Dharna seeks realistic sense of `Chingmi Tammi Amatani`

KANGPOKPI, Sep.11: Masses of Leimakhong area under the aegis of Leimakhong Area Chief Organization held a massive Dharna today at Leimakhong bazar in protest against the three anti-tribal Bills and the brutal killings of tribal youths in Churachandpur.

Around 2000 people from various non-Manipuris including Kuki, Naga and other minority within Leimakhong area staged the Dharna in the heart of Leimakhong bazar attended by various civil organizations leaders, 22 village chief of Leimakhong, church leaders, social workers, intellectual and members of JAC Sadar Hills.

Various placards which reads, `Hills never move, Tribals never move`, `Let Manipur be a better place to live`, `Tribals have a right to live equally and peaceful life`, `Rubber bullets for Valley and Live bullets for the hills tribals`, `We won`™t rest until we get Justice`, were displayed in the dharna.

Many speakers from various non-Manipuri communities and village chiefs strongly opposed the three Bills during the simple function held amidst the dharna and accented that the three Bills passed by the State Assembly are the annihilation of the tribal rights and privileges.

SL. Paokhosei, Ex-MLA and Advisor of Leimakhong Area Chief Organization while speaking to media person sought the realistic sense of the common quotation `Chingmi Tammi Amatani` from the state Government as well as the majority community leaders.

Whose language is `Chingmi Tammi Amatani`, Is it the language of the hills people or the valley people? asked Ex-MLA.

Elucidating his point of disapproval over the famous quote the Ex-MLA illustrated that when it comes to implementation the words, `Chingmi Tammi Amatani` is totally contradictory in hills and valley while adding that `Chingmi Tammi Amatani` is only a stylish discriminating, witty and shrewd words of the state Chief Minister and other leaders from the majority community.

Therefore, the tribal populace now wants to know the true meaning of `Chingmi Tammi Amatani` in realistic sense averred the Ex-MLA.

He continued that if the state Government is authentically lucent enough to review the MLR & LR Act why all the files and documents of the hills people which are in the detention of valley DC are not transfer to Hills DCs.

`Is the DCs of the valley are first class and the hills DCs third class?`, asked SL. Paokhosei while adding that the passage of the three bills not only signify the dreaded evil design of the state Government but also the unanticipated atrocious approach of the majority community.

The Ex-MLA and LACO Advisor further said that when any bills is to passed by the State Assembly it should looks considered whether the bills could change the inconvenient of the people into convenient, bad to good and good to better.

But, with regards to the three Bills passed recently it truly signify that Manipur Government is only one sided Government for the people added the Ex-MLA.

He also pointed out that it is time for the state Government to value the life of its people while sincerely condoling the bereaved families of the tribal Martyrs and pay his pompous salute to departed souls.

`We don`™t want Manipur to be a broken state`, lamented the Ex-MLA before adding that such intimidating approach of the majority community towards the tribals and other minority community in the state which can fracture the state integrity is very much unfortunate.

The JAC Sadar Hills leads the public sloganeering, `Ibobi Government `“ Down, Down; Tribal MLAs `“ Shame, Shame and We condemn- the three Bills`.

The Leimakhong Dharna`™s also observed a minute standing homage to the Tribal Martyrs during the function.

CSCHR concerned by possible violent ethnic hostilities in State

IMPHAL, September 11: On the occasion of the 57th anniversary of the Armed Forces Special Powers Act (AFSPA), 1958 that promulgated the controversial and draconian Act in Manipur and Nagaland,

IMPHAL, September 11: On the occasion of the 57th anniversary of the Armed Forces Special Powers Act (AFSPA), 1958 that promulgated the controversial and draconian Act in Manipur and Nagaland, the Civil Society Coalition on Human Rights (CSCHR) has once again condemned the perpetuation of this law that violates the fundamental principles of democracy and human rights despite a worldwide call for its repeal.

According to a release of CSCHR, in this spiralling spread of impunity that has infected every sphere of governance in Manipur, the highly problematic implementation of this Act in Manipur ever since has not solved any of the problems it was meant to resolve. In fact, the climate of impunity and unabated use of brute force by the state to deal with any situation has repeatedly compounded and complicated the situation in Manipur. There have been reports of the divisive and partisan role played by Indian security forces in Manipur, most recently in Moreh Town in August this year.

It stated that the observed overall lack of training, preparedness and strict adherence to existing principles and guidelines of crowd control has resulted in the tragic death of one child in Imphal East district in August and nine other innocent lives, including one child, in Churachandpur district during this month.

The State police and Central security forces have been let loose to inflict a brutally violent response by using disproportionate powers to suppress public protests in the last three months concerning a set of laws purportedly designed to address a critical issue faced by all the indigenous peoples and communities of the State, the release said.

Curfew and public restrictions under CrPC Section 144 have been imposed repeatedly during the last three months in the districts of Imphal East, Imphal West, Senapati, Chandel and Churachandpur in the wake of public protests against the atrocities committed by the State law and order machinery. Public strikes, road blockades, market closures and public transportation shut downs have contributed to the volatile situation causing immense obstacles and restrictions in public life and government functioning, it lamented.

Regretting that Manipur is on the brink of an inter-ethnic calamity today, it observed that if appropriate steps are not taken now there is every possibility of an explosion of dirty and violent ethnic hostilities that can only lead to a human and humanitarian disaster of such proportions that the people have not seen before in this sub-region of South Asia.

CSCHR is very concerned that there exists in Manipur a situation of mounting polarisation of different ethnic groups within the State fuelled by perceptions of multiple threats by the different ethnic communities, the spread of rumours and disinformation, highly objectionable statements published or released by fringe groups and elements aimed to bring about communal enmity, partisan discussions and meetings, it stated.

CSCHR in the release earnestly urged the State government and all communities living together in the State to desist from partisan and divisive, non-inclusive processes and activities that can lead to a serious rupture of the democratic and sovereign polity of Manipur State.

The need at this critical hour is for all communities in Manipur to embrace constructive suggestions and inclusive dialogue as this is the only avenue we have now to avoid a humanitarian disaster, it asserted.

It also strongly recommended the State and Central government to facilitate the healing of the suffering people of Manipur by immediately embarking on just reconciliation measures of redress by removing all legislative, policy and administrative encumbrances and obstacles in the State, such as the repeal of AFSPA and repressive discriminatory laws, re-establishing a fair and compassionate Rule of Law that is strictly in compliance with India`™s obligations to all its citizens, the supreme Constitutional provisions and international human rights and humanitarian law for the promotion of democracy and peace.
