IMPHAL, October 9: People of Andro constituency living downstream of the Thoubal Dam Multipurpose Project and Thoubal Barrage are facing acute shortage of drinking water, said Apunba Nupi Kunai Lamjing Meira Lup Andro Kendra president, Asem Ibetombi drawing the attention of Chief Minister Okram Ibobi Singh and local MLA Th Shyamkumar to provide potable water for people.

She said the villages from Moirangpurel, Tumkhong till Yairipok are facing much problem in getting potable water.

Speaking at a press meet at Yairipok Top Chingtha Village, Ibetombi said the people of the constituency welcome any developmental work undertaken in the area which would benefit the entire State, however, the people living downstream have been facing the acute shortage for long.

She said the dam water is released only during the rainy season, and blocked during the dry season; as such there is no water in the Thoubal River for the downstream population to use.

At present the river water level is running low due to the closure of the dam shutter, she said.

Even the little water left is polluted due to the washing of red sand in the river, she continued.

Unfortunately, the water supply schemes located in Andro areas pump water from the river, but since there is not much water, all the schemes have failed to supply water, she said.

She further appealed to Chief Minister and the other MLAs to provide drinking water to the people at the earliest.

She also lamented that the roads around the project area are in deplorable conditions due to the frequent movement of heavy vehicles for the project.

Since, Andro is being projected as a tourist attraction, the government should be mindful enough to maintain the road conditions, she added.

IMPHAL, October 9: Chief Minister Okram Ibobi Singh today felicitated all officers and ranks of the 165 Infantry Battalion (Territorial Army) (Home and Hearth) popularly known as the Manipur Terriers on the occasion of the 66th Territorial Army Day today.

Speaking on the occasion, the Chief Minister said it is a proud moment for the State to felicitate the `Citizens Army`™ once again on the occasion of the Territorial Army Day.

He said the 165 Infantry Battalion (TA) (Home & Hearth) ASSAM is the first and the only Territorial Army unit raised purely from the domiciles of Manipur.

He said it is heartening to know that the unit is performing its task admirably and has set high standards in its performance.

The personnel of the unit, by being present in small detachments in almost all Army and Assam Rifle units in Manipur, is making an immense contribution in helping them to understand the peculiarities of the State and carry out their operational task with a humane face which is quite important for the new units arriving in Manipur, he said.

`This aspect l am sure has helped the security forces in Manipur to gain tremendous goodwill of the local population, which is becoming very obvious presently.`

`I wish all the best to all ranks of the Manipur Terriers in continuing their good work and at the same time, express my sincere appreciation for the good work being done.`

Raising of this unit has given a direction and impetus to gainful employment of youth of the State and further their involvement in the development of the state by taking part in provisioning of security to its citizens, the Chief Minister also said.

As you may be aware, after the attainment of lndia`™s Independence from British rule, the need was felt to have a sizeable reserve force of trained citizens to support the regular army in time of need, it said.

The Territorial Army Act 1948 was passed by the Indian Parliament resulting in the constitution of the present Territorial Army and was formally inaugurated by C Rajagopalachari, the first Governor General of free India on October 9, 1949, he said.

He also said lndia`™s Territorial Army is active in numerous fields; it has Infantry Battalions, the Ecological Task Forces, Railway Engineer Units, the Oil Sector Units, General Hospitals and Home and Hearth Battalions, which are raised and deployed in the insurgency affected states.

Manipur`™s Home and Hearth TA Battalion; i.e. 165 TA Battalion also called `Manipur Terriers`™ since its deployment in state in February 2007, has become an inseparable part of the security setup of the State, the Chief Minister add.

lt has been performing its task of being an interface between the local populace and the Army and Assam Rifles Units with distinction, it said.

`l am given to understand that it is a large unit with a strength over one thousand and its eight companies are spread over the entire State of Manipur under 57 Mountain Division and Inspector General Assam Rifles (South) in Manipur.`

The Territorial Army has unfailingly risen to the challenges whenever it been called upon to act in the security of the nation or for the welfare of our citizens, he said.

Through the commitment, bravery and sacrifice of its personnel, the force continues to provide invaluable support, he said.

`l also wish to once again, extend my felicitations to all ranks of 165 TA Battalion (The Manipur Terriers) and their families.`

The function organised by the state government was held at the 1st Manipur Rifles Banquet Hall and was attended by PHE minister Hemochandra Singh as the president of today`™s function, Dr Th MP Meinya Singh, chief secretary O Nabakishore Singh, DGP Shahid Ahmed, GOC 57 Mtn Division Maj Gen PN Rao, officers, troops and families of 165 Infantry Battalion (Territorial Army) (Home and Hearth) besides many civil dignitaries of Manipur government.

CHURACHANDPUR, October 9: The Paite Tribe Council (PTC), the Paite Student Organisation (SSPP) and the Young Paite Association GHQ jointly organised a reception of the family members of the nine who were killed during the recent Churachandpur agitations against the three bills passed by the State Assembly on August 31.

The reception was held at the conference hall of PTC located at Hingham Lamka.

The leaders of the three organisations led by new president of the PTC told the family members of the nine that the sacrifices made by their sons, brothers and loved ones will not go in vain at which they replied that they have also sacrificed the bodies of their loved ones to the leaders of the present movement.

The family members said they were ready to comply with the JAC and other leaders regarding the burial of their loved ones in the name of the ongoing movement in the hills and for the cause of the tribal unity.

Meanwhile, a group of youngsters from the friend circle of the nine offered to clean the surrounding areas of the morgue on rotational basis among themselves, as the morgue where the bodies of the nine are being kept has become an area of mourning for people who arrives on a daily basis to pay their respect.

IMPHAL October 9: The Right to Information Act is a very radical legislative reformation for the benefit the general population, Chief Information Commissioner Th Ibobi Singh said about the Act which was enacted ten years ago in 2005.

However its legislative content, intend and actual practice have widen with several lacunas and limitations, he said during a press conference held at the State Guest House today.

This shortcoming has amounted from all the stakeholders of this Act, he added.

Ibobi said RTI is a practical system entitled to citizens for securing information to promote transparency and accountability of the government`™s working.

The core aim is to reduce corruption in government departments by empowering the citizens with this new right to access all information in public custody, he added.

It further gives the right to inspect the implementation of government programmes, he observed.

The CIC continued, the public authorities, which is the main players of this Act need to be educated regarding their responsibilities defined in the Act, especially on the major thrust for voluntary disclosure of information or Su moto disclosure mention in section four of the Act which has been neglected till date in Manipur.

All the departments are expected to complete this voluntary disclosure exercise on 17 parameters with proper digitization and indexation within 120 days since the inception of the Act, he said.

Yet, even after ten years, we have not done much, he remarked.

The RTI Act further requires the officials to update information on regular intervals, not less than once a year. The information can also be shared with the public through brochures, booklets and respective websites, he informed.

`While the department still lurch on due to insufficient human resource with vacancies of even the State Information Commissioner, the appointed SPIOs seems to have slept over the Act for several applicants which amounts to `Deemed Refusal`™`, he lamented stretching on the need for the public officials to be pro-active and dispose the applications on time.

He said RTI applications from the remote rural areas are few and women applicants are nominal too.

He further encourages the active participation of the same in accessing information.

He also drew the attention of the public to utilize the powerful RTI Act and improve governance. Towards this endeavor he talked of awareness campaigns to reach even the remotest areas of the State and stretch on the critical role of the media to inform the public of such an empowering Act and to usher transparency and accountability in governance.

The Commission also shared that in few cases the applicants have sought petty insignificant information related to personal grudges.

He feels that such practice will choke the system while delaying genuine public redressing information seekers and suggested that such practice should cease.

Despite the passing of the RTI Act in June 2005, Manipur State was able to set up the State Commission only on September 12, 2006.

There was a long two and half year of defunct period before it reactivation since May this year.

The press conference was part of the weeklong RTI decadal celebration held across the country. In Manipur RTI Act applies to all its 53 departments with 248 Public Authorities with respective SPIO and ASPIOs along with 116 first appellate authorities.

Information is Power. Without Information Democracy loses its significance, the Commissioner said while appealing to all the stakeholders to extend support in promoting and utilizing this Act.

It may be mentioned that the bridge was constructed way back in 1966 by a Calcutta based company and in that same year the water level reach the lower portion of the bridge which happened again in 1987.

However, the bridge snapped on the third instance during the recent flood.

On the other hand, the makeshift bridge erected by the locals on August 3 was also swept away.

Speaking to media persons, MDC Chakpikarong DCC said that the people of Chakpikarong have suffered enough due to the collapsed RCC Bridge.

Now the makeshift bridge has also collapsed, he said.

Considering the sufferings of the locals, the concerned authorities of the State are urged to do the needful, he said.

But it is not as if the traditional valley community, the Meiteis, have not been doing this, politically in the course of history, and symbolically in their arts, therefore it should not be impossible for them to do it again.

In the world of contemporary arts, Ratan Thiyam`™s lyrical allegory on stage, `Nine Hills One Valley` is a shining example of this idea of the present confronting the past. In the midst of all the turmoil, and the blind responsibility heaped on certain chapters of history for all the misery of the present, the director awakens the legendary scholars of the past, the maichou, writers of the sacred Puya scriptures, from their graves, and entreats them to write Manipur`™s history again. They end up writing virtually the same history we know, in the process reconfirming the non-permanence and therefore the inevitability eras to give way to new ones. Two and a half centuries ago, this negotiation was seen poignantly in another traumatic chapter of the Manipur kingdom. The picture of King Bheigyachandra standing on Kaina hillock before the jackfruit tree of his revelatory dream, praying and begging forgiveness of the tree that he must fell it to make the statues of Krishna and Radha, the gods of his new faith that his grandfather King Pamheiba had embraced. To add a little background to this scene, the Meiteis worship nature, and trees acquire godliness with age. This is courage is what is failing the present, especially amongst the Meiteis.

This idea of the transitioning of one era to another cannot also be better illustrated than by the Magna Carta of 1215. The treaty sought to renegotiate the power structure that existed in mediaeval feudal England represented by an unpopular monarch, King John, and his rebellious barons, thereby buy peace for all. The treaty itself did not immediately translate into practice, but it laid the seed for the easing of feudal hold, and the birth of a decentralised polity. It is also considered by many to be the flagging off point for the evolution of modern democracy. What Manipur is confronting today can be such a landmark in its growth as a mature democracy that takes care of everybody equitably, resolves conflicting claims by negotiations, with the end result that every player reaps the dividends of peace together. In this, each player will have to come to terms with the memories of their individual pasts, and without disowning them, agree to the construction of a common future through the generous, or prudent if you like, principle of give and take.

In an astonishing UFOs sighting, A man named Lincoln Liba have claimed that a group of boys from a nearby students hostel located at Mantripukhri Colony in Manipur’s capital city Imphal saw and took several images footage of a strange transparent circular object hovering over the neighbourhood on Wednesday’s afternoon, reported IB Times

The photographs of this mysterious large disc-shape UFO were then uploaded on social media. Interestingly, the round, see-through object is seen just above the residential buildings. One of the pictures even has a rainbow in the backdrop. It appears to be a genuine photo and not photoshopped as a person is seen pointing at the object in one of the photographs.

CHANDEL, October 9: Local residents and fire tenders in Chandel were busy battling a blaze that broke out inside the kitchen of a dwelling house in Lambung Village in Chandel Thursday morning.

Sr Wanghring Anal, elder brother who lived next door to the house said his younger brother a Subedar of 3rd Naga regiment Sr Elvenson Anal`™s wife (owner of the house) Alony and their three sons were inside the house when the fire broke out from unknown source in the kitchen at about 1:29 am.

However, none of them suffered any injuries, he said.

Chandel fire brigade was called to the scene around 2am as the locals had already started battling the fire.

The flames had engulfed the entire house and destroyed properties worth Rs 20, 84,000 as told to police by Wanghring in his report.

There is no word yet on what may have caused the fire.

The Chandel police led by Ts Anghring, in the early morning visited the spot and registered a general diary for investigation under GD No.16/cdl/PS/2015.

Later, speaking to media persons, SR Wanghring said his sister- in-law Dy Alony alerted him after spotting a fire that broke out from the kitchen at about 1:29 am.

He said he alerted the neighbours following which neighbours gathered to douse off the fire.

Even though the fire was put under control with the help of the neighbours, fire brigade and the Assam rifles, the house turned to cinders thereby destroying properties worth Rs 20, 84,000.

Wanghring on behalf of his brother, thanked the locals, well-wishers and relatives, fire brigade, police, Assam Rifles and the Lambung village chief St Ngamrung for their timely help.
