IMPHAL, Oct 1: The JAC of AMTUC AMGEO has said the Chief Minister`™s Secretariat had informed its president, secretary general on September 26 to have discussion on its 28 Point Charter of Demands following which, the president Dr M Rajendra Singh and secretary general, Purujit Lairikyengbam alongwith some office bearers had a thorough discussion on the demands.

A statement of the JAC said the Chief Minister pointed out about the financial crunch deduction of fund by the Centre from the current financial year 2015-16 in many sectors of centrally sponsored, central and state share and problem of fiscal deficit if the State government allots whole amount of DA/DR of the employees/pensioners. He also expressed about the government`™s inability to furnish utilization certificates, it said.

After a long and hectic discussion, the Chief Minister lastly accepted to clear the two doses of DA/DR of 17% wef October, 2015 and one more DA dose of 6% from April 2016, it said.

The JAC accepted unwillingly with the approach to clear some more important demands concerning about Casual/Muster Rolls/Work charged/contract employees etc. and its position and improvement to bring into regularization, Modified ACP along-with the enhancement of Fixed Medical Allowance for the pensioners from Rs. 300/- to Rs. 500/- per month and other remaining demands etc. it said.

Lastly, the JAC urged to consider all the remaining demands to clear within 3 /4 months. The discussion was ended with the Chief Minister`™s assurance to place the points before the Cabinet meeting which had to be held on the September 28, it said.

CHURACHANDPUR, October 1: In a new positive development which will benefit the students community in Churachandpur district, the JAC Churachandpur has announced that schools in the district will be allowed to reopen from Monday.

It may be mentioned that students had been barred from going to their schools for more than 30 days now.

A press release issued by the JAC`™s information and publicity this afternoon, indicated that following a meeting of the JAC representatives and leaders of various village committees/ authorities and women groups, it has been resolved to make certain changes in their agitations schedule from Monday.

The main resolution of the meeting was to allow the educational institutes in the district to open till noon from the coming Monday and relaxation of bandh in the district from 5am to 2pm, it said.

It also said that dharna will be staged at the Lighthouse/ Sielmat Lamka, District Hospital, Police Station, Rayburn College from 5pm onwards and the concern VA and committee may make necessary arrangements to suit local needs and situation.

Meanwhile, it may be mentioned that education institutions in the district had remained closed for a month now worrying parents.

Some have also expressed that they want the JAC and the private schools association to exempt the students`™ monthly tuition fee as a majority of the parents cannot work during the month due to the prevailing situation.

They have also expressed that if the full fees cannot be exempted at least 50 percent should be as they also had to go without their salaries which has already taken a toll on their earnings.

Meanwhile, responding to an IFP query to reflect on the present educational scenario in the district, a 14-year-old class X student from Hiangtam Lamka, Muanniang (name changed), said she was not ready to attend her classes as the nine martyrs are still lying at the morgue.

She said she would like the educational institution to remain close and further admitted to have frequently taken part in the dharnas.

Meanwhile, in another development, the Zomi Council speaker and general secretary has issued a press hand out stating that the council has accepted the resignation of its chairman LB Sona on moral grounds for his decision to bury the bodies of the nine on or before October 6 which did not go well with the people.

It said vice president G Vungsuanthang will be in charge chairman of ZC until further order.

Older persons who were above the age of 90 years were honoured by presenting gifts at the function.

Hanjabam Nandakishor Sharma, a national awardee and Chungkham Birendra Singh, retd IAS attended the function as the chief guest and president respectively.

The function was also attended by Yaiskul MLA Elangbam Chand.

Former HOD of clinical psychology, RIMS Prof M Akshaykumar Singh, who is presently working as consultant at CMC Hospital, Koirangei spoke on the psychological problems of old age in the context of Manipur society.

He said the roads can no longer hold the traffic volume of the ever increasing vehicles in the State.

The pedestrians and especially the elderly people who can no longer drive vehicle or even cycle often find themselves walking in dangerous circumstances with no proper footpaths along most roads in the State, he observed.

The need of the hour is for the government to streamline the traffic rules and regulations, he said.

He warned of `Doctor shopping` in which patients check with one doctor first and the next day goes to another doctor and the following day to some other doctors and continues with the process and end up in a confusion after hearing different opinions from different doctors.

Avoid doctor shopping unless the doctor referred you to some other doctor who can treat you better, he said.

60 or 65 years is not very old these days, he said clarifying the general conception of people to consider a person who reaches the age of 60 or 65 as an elderly person.

Old people faces two types of problems one is physical and the other is mental which is again correlated, however, the degree of correlation may vary according to the person`™s lifestyle, he added.

Physical problems include lack of hearing senses, low visibility, tasteless tongue, etc. besides other non-communicable diseases like diabetics, heart problems etc., he continued.

The feeling of these physical illnesses can weaken them mentally and eventually lead to metal sickness like depression and other psychological problems, he added.

Moreover people living in Manipur are often exposed to very stressful life conditions, he said.

Giving some examples he said `We had suffered a lot during the ILP issue and now also it is not completely over yet. There also other problems like the flood and landslide leading to unavailability of cooking gas, petrol, diesel, and other essentials commodities.`

Intense stress leads to mental disorders like anxiety, sleep disorder, loss of appetite, increase in heart beat rate etc., he continued.

When a person comes down from the top to the worst in his life the person might fall into depression. This can be prevented if they continue to perform social contribution, he added.

We need to nurture them and find creative ways to involve the elderly people in our daily activities. Depression may lead to other mental disorder like Dementia or Alzheimer`™s disease, he said.

Alzheimer`™s disease is also a common problem when people gets old so when a person reaches this stage we should not argue with him/her, instead changing the topic is a better option and should always speak to them in a polite tone, he added.

If they forget something we should not argue but tell the same thing again politely and never accused them of anything.

Some kind of simple exercise is needed to maintain their body as well as to control stress. Yoga, Taichi and American oriented relaxation exercises are some common exercises that people practice, he said.

In urban lifestyle, lack of space is common, where the elderly people can do some physical activities like gardening, kitchen garden etc. so we need to find other means like taking them out on a picnic, visiting worship places, and other entertaining activities, he said.

They need to be reminded that they are still considered important in this society, he said.

Always check your BP and cholesterol level and avoid using cigarette, alcohol, he added.

Meanwhile, the day was also observed by Senior Citizens`™ Forum (Thokchom Leikai & Chongtham Leikai) as 4th Elders`™ Day Celebration at YWO ground, Singjamei Mathak Thokchom Leikai.

As a part of the day`™s function a one day legal awareness programme was also organized by District Level Services Authority, Imphal West in association with Senior Citizens`™ Forum sponsored by Manipur State Legal Services Authority.

The International Day of Older Persons 2015 was also observed at Tamenglong District Headquarter (Indoor Stadium) under the aegis of the district Social Welfare Office, Tamenglong with ADM Joseph Pauline as chief guest.

Ex-chairman ADC Tamenglong DM Nganthonang attended the function as guest of honour, while, DSWO N Jyotish presided over the function.

This year`™s theme of the observation is `Nothing for us without us`.

Gifts (umbrellas) were presented to more than 200 senior persons of the district during the function.

A press communique signed by Khaimang Chongloi, general secretary, KIM said that the Kuki Inpi Manipur today convened a joint meeting of Zomi Council, Hmar Inpui, Mizo People`™s Convention, Kuki Inpi Churachandpur, Vaiphei People`™s Council, United Zou Organization, Simte Tribe Council, Paite Tribe Council, Tiddim Chin Union, Thangkhal Tribe Union, Komrem Union, Thadou Tribe Council, Gangte Tribe Council, Mate Tribe Council and Joint Action Committee at KIC Office, Tuibong, Churachandpur.

Speaking to media persons this afternoon at Kangpokpi, UPF Information and Publicity secretary Thanglenlal Doungel, who is also the chairman of Kuki Revolutionary Front (KRF), said that UPF has already clued-up both the Centre and State governments about its strong resistance and its enmity of the three controversial bills.

He continued that the front will never blend with any Acts or Provisions which undermine and imperil the rights and privileges of the tribal in general and the Kukis in particular.

While sharing the pain and grief of the nine bereaved families, Thanglenlal Doungel said that UPF salutes and honours the 9 young bloods who `heroically sacrificed their today for better tomorrow.`

Meanwhile, the UPF has strongly denounced the torching of its general secretary`™s residence and vehicles in Churachandpur on September 26 by the alleged `bossy agitators.`

The UPF vehemently condemned the unfortunate bossy agitation in Churachandpur over the controversial bills and expressed our unhappiness over the burning of the front`™s general secretary`™s residence and vehicles said UPF Inf.&Pub.Secretary.

`It is extremely a dispirited episode when some bossy agitators torched the residential house and vehicles of UPF general Ssecretary, Thanglianpau Guite, who is also the president of ZRO/ZRA on September 26, a significant day of the UPF and KNO`, asserted Thanglenlal Doungel.

He recalled that on September 26, the two umbrella organizations of the Kuki arms group UPF and KNO had markedly agreed on important issues which never existed before among the two umbrella organizations for the welfare of the people.

`It is very unfortunate that on this special day an unforgettable heartrending event occurred in the Kuki revolutionary movement`, averred the UPF Information and Publicity secretary, while adding that the Thanglianpau Guite is a national worker for tribal unity.

SC directs HC not to delay affidavit forgery case against MLA beyond coming February

IMPHAL, Oct 1: In a sensational judgment predicted to have wide implications, the Supreme Court today ruled that a court case pending in the High Court of Manipur since April 19, 2012, pertaining to a charge that sitting MLA of the 27-Moirang Assembly Constituency, Mairembam Prithviraj had furnished false affidavits in his nomination paper for the election to the current 10th Manipur Legislative Assembly held in January 2012, be disposed by end of February 2016.

The judgment is an admonition on the manner the respondent in the case, Mairembam Prithviraj has been using his clout to repeatedly have the case adjourned, but equally an adverse commentary on how a single bench of the Manipur High Court has been allowing this drama to carry on, thereby denying justice in the case.

The case against the sitting MLA was filed by Pukhrem Sharatchandra Singh, who had also contest the election against Prithviraj on the Nationalist Congress Party, NCP, ticket, but lost to his Congress(I) rival Prithviraj.

When his appeal in the Manipur High Court was kept adjourned inordinately, Sharatchandra took the matter to the Supreme Court, which made its ruling on October 1, 2015.

The Supreme Court ruling noted that the Sharatchandra had `objected to the nomination of the respondent as per Section 36(2) of the Act on the ground that he (Prithviraj) had failed to file the proper affidavit as prescribed under Article 173 of the Constitution and further the affidavit was a forged one..`

Sharatchandra also charged that Prithviraj`™s claim in the affidavit that `his highest educational qualification is MBA, and he had passed out from the Mysore University` is not true. With this `The appallent challenged the election before the High Court of Manipur at Imphal in Election Petition No.1 of 2012.`

The Supreme Court ruling also said that Prithviraj made a written response in the High Court case only two years after the charge was filed.

Since then, he has been through his counsel, filing a number of miscellaneous applications to have the Manipur High Court adjourn the case. The SC judgment lists 10 of these miscellaneous applications by the respondent, and a single judge bench of the Manipur High Court has been admitting them, thereby keeping the case pending without any result.

In 2014, when the case was not moving at all in the Manipur High Court, the appellant took the case to the Supreme Court in Misc. Case E.P. No. 7 of 2014, seeking the disposal of his election petition.

The Supreme Court ruling cites several cases where the rulings were that prompt disposal of election cases is paramount to the interest of justice and delays can result positively in injustice. Citing Satya v Dhula Ram case, it said `The very object of expeditious trial will be defeated if the presentation of the election petition should be treated casually and lightly permitting all kinds of devices to delay the ultimate trial.`

In another case, the ruling said, `an election petition shall be disposed of as far as practicable within six months from the date of presentation of the election petition as required by Section 86(7) of the Act.`

Citing yet another case it said `if the vexatious applications are entertained, it would defeat the very object of expeditious disposal of election petition as envisaged in Section 86(7) of the Act.`

It also said, `In the case at hand, as we have stated, the elected candidate has been taking time at his own pleasure and leisure and filing applications as he desired giving vent to his whim and fancy and the Court has granted adjournment in an extremely liberal manner.`

The Supreme Court ruling also said its direction to the Manipur High Court to dispose of the case by the end of February 2016 is not just in the interest of justice, but also of the faith of the common man in democracy.

IMPHAL, October 1: The Coordinating Committee, All Tribal students`™ Union, Manipur (ATSUM) is disappointed over utter lack of moral conscience and deafening silence to the call echoed to all the tribal legislators before and after the passing of the Anti- tribal bills, said a statement of the committee.

It said to dispel doubts and confusions amongst the general masses in general and the members of the Hill Areas Committee (HAC), a critique had been delivered to all the legislators critiquing the three bills in detail; paving way for corrective measures before the expiry of the stipulated period of time for resignation.

However, tribal legislators have failed to feel the pulse and sentiment of the tribals, it claimed.

Now that, the matter lies in the hand of the President of India, a joint delegation comprising of the Co-ordinating Committee, ATSUM and the JAC will be heading for Delhi anytime from now on to meet central leaders at the helms of affairs, it said.

IMPHAL, October 1: Chief Minister Okram Ibobi Singh today inaugurated the newly constructed auditorium of the Jawaharlal Nehru Institute of Medical Sciences and a two day long 5th annual conference of the Association of Physicians of India – East Zone and the 5th APICON- Manipur Chapter.

The inaugural function was held at the newly constructed auditorium.

Speaking at the function, the Chief Minister said the health sector is a top priority of his government and in its bid to upgrade JNIMS to a reputable institute of the North East region if not at the national level; his government is putting its best effort to acquire the required manpower and infrastructures.

The government`™s inclination is not only to meet the requirements of the MCI, but to render quality medical care to the people of the State and beyond, he said.

The Chief Minister said he has already informed the director JNIMS to look into the requirements of his institute and to renovate the infrastructure if required.

He said to facilitate proper and efficient treatment of patients, steps are underway to provide accommodation for professors and specialists of the institute within the JNIMS campus.

These are the first few steps undertaken to uplift JNIMS as a prestigious hospital in the entire North East region, he said.

At the same time, steps are underway to soon launch the Accident and Trauma Centre and blood separation equipment in the institute, the Chief Minister told the gathering.

He further appealed to the doctors and nurses who are considered next only to God to treat their patients with compassion and in more humane manners.

The Chief Minister also said that he is personally uninterested in inaugurating any incomplete structure as it only misleads the public of the government providing them a facility although it does not serve the purpose.

Meanwhile, before the inaugural of the two conferences, the Chief Minister had cut the inaugural ribbon of the auditorium and unveiled the inaugural plaque.

The dignitaries present also launched souvenirs of the 5th Annual Conference of API, East Zone & 5th APICON Manipur Chapter.

One of the worst crimes that the media can commit is to create a false consensus on any given issue. It is not always the fault of the media, but the fact is, these false consensuses exist, and more often than not, they are not part of any conscious campaign or propaganda, but a result of general insensitivities and inbuilt cultural biases. This is even more dangerous, because overt assaults evoke resistance, but these soft and slow pushes far too often go unchallenged. These falsities also result because of certain inherent paradoxes embedded in the semantics of human language. We bring up the topic, because we do notice the northeast has been in many fields at the receiving ends of such false consensuses. But let us first qualify our statement by explaining what we understand by the embedded paradoxes of semantics by quoting an authoritative logician, Burtrand Russell. The famed mathematician and philosopher who received a Nobel Prize not for the discipline he is trained for, but for literature, came up with the now equally famous Russell`™s paradox, more popularly known as the `Liar`™s Paradox`. This was as a follow up to a BBC debate he had with Jesuit priest, Rev Fr. Copplestone on the existence of God. The debate is reproduced in Russell`™s book `Why I am Not a Christian`. Fr Copplestone, at a point in the debate, came up with the argument that nothing that does not exist can have a meaning, or would be within human understanding, and since the concept `God` has a definite meaning that is well within the grasp of human understanding, this must be a definitive proof that God exists. Russell argues against this insisting not everything that makes sense exist. Much after the debate, he was to back up the argument with his famous semantic paradox. In it he says the statement `I am a liar` at the semantic level makes sense, but at its core is false, for if I am a liar then I am lying about the statement, which would mean I am speaking the truth, implying again that I am lying`¦ and the cycle goes on`™ taking the quest for an answer nowhere.

We have no intent of joining issue in the debate on the existence of God, but are interested in the particular problem of semantics thrown up, for this may also be at the core of the false consensus that the media often is guilty of. After all, the media deals in words and words can be played around until they begin conjuring up realities devoid of, or at the most remotely connected, to reality. Images of endemic backwardness of the northeast, the lahe lahe stigma that hangs around any portraiture of Assam, tribalism, matrilineal Khasis, violent Nagas, orthodox Meitei, non-sedentary Kukis`¦ all these, despite their semantic falsities, have stuck, and often pose as hurdles in the region`™s coming to terms with the modern scientific age. They would have also resulted in biases in policy framing. Take for instance the often repeated assertion that the Centre has been pumping in money into the northeast. True money has been flowing in from the Centre, but can it really be described as pumping in money. The deceptive scale has been to measure in terms of per capita investment or talk in terms of percentage. For sparsely populated northeast, we can imagine what disadvantage such a scale would put it in. At least in infrastructural investments the talk should be of quantum and not percentage. As we have argued before, a bridge in Mumbai would cost the same as a bridge in the northeast, but if per capita investment were to be the criteria, it is obvious the northeast would end up with only partial bridges and roads, as perhaps it is happening.

This being the case, the challenge, indeed duty, of the present generation of media professionals, especially those from the region, is to deconstruct or dismantle these falsities and rebuild newer and rejuvenated images that are closer to the reality on the ground. Just as the false consensus came about as a residue slowly over years, the challenges must not also be in aggressive haste. Such an approach would rob the campaign`™s legitimacy considerably. This would be how we define journalistic activism in our present context. The role of course must be shared equally by the rest of our by and large silent academia.

IMPHAL, October 1: A seminar on `An Emergent Manipur `“ The Way Ahead`™ was organized by IGAR (South) at Mantripukhri today attended by the Chief Minister as the chief guest.

The seminar was also attended by ministers, political leaders, government officials, officers of the Indian Army, Assam Rifles and Police, Faculty of Manipur University, NGOs and other prominent citizens of Manipur.

Chief Minister Okram Ibobi Singh in his keynote address called for an urgent need to arrive at the way forward for peace and prosperity in Manipur by amalgamation of divergent views from varied sections of the society, so that Manipur could rightly become the `Nongpok Thong` or the Gateway to South East Asia.

The Chief Minister said he thinks the seminar is significant in the context of increasing need for introspection and the demands for transparency and accountability in the governance processes and functions.

`I hope that this seminar will throw up new ideas and views on further strengthening Manipur.`

`On my behalf and the State Government, I would like to re-affirm our commitment to create and sustain an environment conducive to communal amity among the various communities inhabiting our small but beautiful State.`

`I would like all the participants to express their views freely and frankly,` he said.

The people expect that this forum, which represents a cross-section of our people, will come up with some concrete and pragmatic suggestions on the way ahead. This will provide the State Government with a road map for the betterment of Manipur, he said.

Despite the rich flora and fauna which makes Manipur a place of immense tourism potential, unfortunately, we have not been able to put these into good use, he said.

We are plagued with the problem of militancy, underdevelopment and poverty. We do recognise that peace and progress and prosperity go together. We have taken up several welfare and development schemes for the benefit of our people. Unfortunately, frequent bandhs, blockades and widespread extortions have been hindrances to our endeavours, he said.

`I would like to emphasise that in a democratic set-up, like ours, there is enough space for all of us to express our concerns and grievances,` he continued.

`The burning down of Government properties as an expression of discontentment is an extremely wrong approach. Why should we destroy our own assets rather than doing everything to protect them?` he said.

`We, in our Government recognise that there is no alternative to `Good Governance`™.`

He continued `My government seeks to create and sustain an environment in which the rights enshrined in our Constitution are available to our people.`

`No discourse on Manipur is complete without a discussion on the activities of the various militant groups active in the state. They extort money from almost all sections of our people. It is no doubt easy to intimidate and scare people at gunpoint. But it is far more challenging to win over the hearts and minds of the people. Through this forum, I once again call upon all such groups to abjure violence and lay down their arms,` he said.

Lt Gen N K Singh (retd) chairman Ceasefire Monitoring Group, Lt Gen Bipin Rawat, GOC 3 Corps, Manipur, Maj Gen V S Sreenivas, Inspector General Assam Rifles, Brigadier Vinod T Mathew, Commander 9 Sector and Dr Thiyam Bharat Singh, Prof W Naba Kumar, Prof Amar Yumnam and Prof K Ibo from Manipur University were the other panelists.

While addressing the august audience, Lt Gen Bipin Rawat GOC 3 Corps called for all sections of the society to unite against the evil designs of anti-national elements during these testing times, so as to surge on the path of progress and create an enabling environment for Manipur to become the pivot in India`™s Act East vision.

Concluding the Seminar proceedings, Sh Gaikhangam, Dy CM, Manipur thanked and congratulated the IGAR(S) for organizing the seminar to deliberate on issues of vital concern for the State Govt as well as the cross-section of citizens of Manipur. He urged all stakeholders in the inclusive growth of Manipur to deliberate on the innovative and pragmatic views expressed during the seminar for a way forward for sustained peace and development of Manipur.
