Directorate of education (S) has cancelled the appointment of two more primary teachers (SSA) under the department of education (s), Manipur for alleged fraudulence and wrongful drawal of pay and allowances etc. 

A release said primary teacher, P. Messengeorge Dangshawa, son of Kodar from Khukarthil village near Kangshang SBI, Chandel district was found to be already pursuing MBBS course at Jawarharlal Nehru Institute of Medical Sciences, Porompat while teaching at Thumtam Lower Primary School and therefore, his appointment as primary teacher (SSA) is cancelled. Another Savani Lily RL, daughter of R.B Lemo from Koide Village, Senapati district was also found to be pursuing MBBS course at Regional Institute of Medical Sciences while being primary teacher at Kanjang Primary School and therefore, her service under the department of education (S), Manipur is deemed to have been terminated, it added.

The Thadou Students’ Association (TSA) has imposed a 36-hour bandh beginning in the morning of January 16 against failure of state government in bringing justice for the Sugnu double murder and rape cases and non-introduction of Thadou Kuki (MIL) subjects at Higher Secondary Schools in the valley.

The bandh will be enforced on Imphal-Moreh, Imphal-Dimapur, Imphal-Jiribam and Imphal-Churachandpur roads.

In a press statement released by the General Headquarters (TSA-GHQ) stated that the bandh was called over the delaying of justice against murder cases in Tengnoupal and Chandel districts, and non-introduction of Thadou Kuki (MIL) subjects at Higher Secondary Schools in the valley.

It said the state government fails to bring justice in the 5th May 2017 Sugnu double murder case, the brutal murder of Mr.Thongkhogin Haokip, an assistant teacher at Molnom Junior High School, Tengnoupal district, on February 29, 2016.

21-year-old private school teacher Miss Nengkhokim Haokip alias Cicilia/Shila from Moltinchan village in Chandel district was allegedly gang-raped and brutally murdered and her dead body found near Sugnu. Mr Kaikholen Tuboi was also found brutally murdered, added the statement.

Despite repeated appeals to the authorities concerned for justice, the culprits have not been brought to justice to date. A team of TSA met with the Superintendent of Police, Kakching district, investigating officer (SDPO Kakching) of this case and ADGP (L&O) in this regards. TSA has on December 22, 2017 served an ultimatum to the home department, to bring justice in the case on or before January 10, 2018, but no satisfactory action has been taken up to date. Had the government been really serious about such a heinous crime and fulfilling the Memorandum of Understanding it reached with the JAC on May 6, the culprits would have been arrested long time back and justice already delivered, said the press statement. 

As regards the introduction of Thadou-Kuki (MIL) Subjects in the higher secondary schools in the valley, the state government has in 2016 already issued an order for introduction of the same. But, the order still remains a mere piece of paper and it has not been implemented till now. TSA considers this as a deprivation of the rights of the Thadou tribal students to their language.

If the government fails to fulfil our demand in public interest, TSA will launch further course of agitation until the demands are fulfilled, TSA warned.

We urge the general public, passenger service vehicles and other civil society organisations to support the bandh for the sake of justice, said the press statement signed by Michael Lamjathang Haokip, secretary general, TSA.

Nongmeibung Women Meira Paibi Association had alleged that Ashok might have been complicit in the circumstances leading to the death of Pravish Chanam’s death. Ashok is a friend of late Pravish.

General secretary of Nongmeibung Women Meira Paibi Association, Nongmaithem Sobita during a sit-in staged today at Nongmeibung market alleged Ashok that he might involve in the mysterious dead of Pravish Chanam.

It is said that Pravish came to Delhi on September 7 and stayed at his friend Ashok’s place in Safdarjung area. They planned to attend the concert of international artistes, The Chainsmokers, at Greater Noida’s Expo Mart with two other friends, Sachin and Teresa Karam, all from Manipur. Brother of Pravish, Ravikanta Chanam has said that the four friends met around with 15-16 other friends at the venue. They then consumed liquor. Pravish’s friends did not notice when he went missing. His friends launched a search after the concert but failed to trace him. The next day at 12.30 pm Ashok informed Ravikanta about his disappearance.

Sobita further said police should interrogate Ashok regarding the case as he is still absconding and his parents do not allowed him to answer any calls. The silence of Ashok seems he might involve in the case regarding the organ trafficking, she charged.

Sobita said people have been demanding to bring out the real culprits of the mysterious dead and to hand over the case to CBI. She also appealed CBI to start investigation against Noida police as they cremated Pravish by authority of Dr. BR Ambedkar hospital in Noida as unclaimed body.

Today in the morning around 6.30 am,  a group of Myanmarese people were found allegedly making a fence by encroaching upon the no man’s land that lies between Moreh gate no. 2 and Ganesh Gate at Indo-Myanmar border.

 Teams led by sub inspector, Moreh police, Akbar, OC, CDO, Tarun and personnel of 11 Assam Rifles arrived at site upon receiving information and stopped the fencing work. 

The holes that were dug out and the erected fencing poles were removed from the site.  

 The commanding officer of Myanmar Army came afterwards and revealed after interrogations that the fencing work was carried out by Namphalong Bazaar Committee. He assured that they will not allow such work without the permission of both countries.   

Sources said SP, Dr. S. Ibomcha, SDPO, Lawrence K Munluo came at the site and personally inspected the situation. As a further step, SP Ibomcha instructed personnel of Moreh Police to patrol the area as a regular duty and took discussions with the Assam Rifles who were guarding the border. Plans were being charted out to prevent such incidents from happening again in the future.

TAMENGLONG | Jan 11

Local villagers took six persons of Sangrungpang village in an undisclosed location and viciously assaulted and attacked with stones.

The victims are among 17 households of Sangrungpang village, who came back to the village after being displaced since 2015. They had been told to return back to the village today as per Order of Writ Petition (C) No.82 of 2017 passed by the High Court of Manipur.

Saying that the court order has no locus standi, a section of villagers led by Aching Gonmei, youth president, LG Dimguang and village authority members, DG Lanjeipou, and Makiusinang Kamei violently attacked men, women and children of the families who returned to resettle in Sangrungpang village.

Tamenglong police led by SDO, Kachamthai Gangmei and its SDC, along with police team rescued four of the six persons. However, two persons are still missing and their whereabouts are still not ascertained.

The 17 families have been persuaded to return back to Tamenglong district headquarters and the injured persons have been shifted to Tamenglong district hospital.

Power minister, Thongam Biswajit Singh today assured people of Ngaimu Village in Ukhrul district that a 100 KV transformer will reach the village on Saturday. He said that the Central government is targeting to provide electricity to all homes by March 2019; however, the State target is to provide electricity to all homes by December 2018.

The Minister gave the assurance at the inaugural function of the VIII Tangkhul Naga Zingtun Longphang Sports cum Cultural Festival at Ngaimu Village in Ukhrul district.

Asserting that 33/11 KV sub-stations will also be set up at Somdal and in Kachai, the minister also stated that he will see to it that AB cables are installed in Ngaimu to improve power supply quality. He further spoke on the benefits of green energy or solar energy and said installation of solar roof top power plants will help in solving the power problem.

He further said that proposals have been submitted to the Centre to take up Tolloi Junction to Somdal, Ngaimu junction to Tuinem, Shiroi Ring Road, Awang Kasom Chingai Road, Nambisa Road and others under the Central Road Fund. He continued that proposal to take up improvement work of Eastern and Western Circular Road in Ukhrul under the Road Infrastructure Development Fund has already been submitted to the Centre.

He explained the District Rural Road Plan and appealed to people to support the government’s endeavour to enhance road connectivity.

Biswajit also explained several schemes launched by the government for the benefit of the people including PMAY, UJALA, UJWALA, SAUBHAGYA, NRLM. He further asserted that the DCs should erect hoardings to educate the public of the several schemes launched by the government.

He said that the present government believes in the upliftment of the poor and that all schemes launched by the government are for the poor.

Speaking on the MNREGA, he urged all the job card holders to open their accounts while stating that government has decided to cancel all job-cards without bank accounts. He said that fund allocation for the MNREGA is based on previous year performances.

The minister further observed that the present government under chief minister, N.Biren Singh is trying to reach out to all villages in State. He said that it is also very encouraging that the governor of the State has also shown keen interest in the welfare of the hills.

There is no success without hard-work, the minister said, stressing further that we have to act to bring development in our land. The minister further spoke on the importance of public participation in bringing development to the society.

Minister Biswajit also unveiled the monolith of the festival. Today’s inaugural function was also attended by Phungyar MLA Leishiyo. Highlights of the function include cultural items, songs and lighting up of the festival torch.

Eldest of three siblings stabbed two of his brothers with knife and escaped. The middle brother was killed while the youngest got injured.

According to sources, the incident happened around 10:30 pm yesterday while the accused Henminlianthang, 35, son of (Late) Hemkhosei and a resident of Zomi Colony, Churachandpur had a strong quarrel with his brothers.

The two brothers, Jamsuanpau, 33 and Lamsuankhai, 29 were immediately rush to Churachandpur District hospital but the latter succumb to his injury while the former was seriously injured.  Henminlianthang is still absconding, till the time of filing this report. After post mortem in afternoon at the district hospital morgue, the lifeless body  of the deceased brother was handed over to the family for burial. An FIR has been filed on the case at Churachandpur police station.

Gynaecology and obstetrics department JNIMS, has limited patient intake in out-patient department (OPD) to 150 patients per day with immediate effect.

An order issued by the medical superintendent in-charge, Prof. N. Jitendra said, however, emergency cases will be accepted at the obst. & gynae. wards through OPD and ATC/casualty counters.

The development comes in the wake of controversy surrounding the department following the death of a child during delivery on January 8 evening from Uyungpokpi Imphal East district.

An inquiry has been ordered in the case by the director JNIMS. The inquiry committee was to submit the report latest by today.

The limitation in OPD was issued following request from the head of department (HOD) obst. & gynae. JNIMS, to permit restriction of the number of OPD patients in the department.

The HOD of obst. & gynae. claimed that due to the improvement in the standard of management of the patients in the state run medical college hospital, JNIMS, the number of patients at OPD increased tremendously whereas the number of bed and manpower remain the same.

As a consequent, many patients requiring admission are in the waiting list as no vacant bed is available thereby many chaos are arising in the department.

Subsequently, a preventive measures, it requests the higher authority to limit the patient intake to 150 per day.

However, the HOD said that institute being referral centre it is not denying any emergency cases referred by peripheral centres.

It is learnt that at an average the OPD of the particular department alone attend about 250 patients per day.

Against this backdrop, the centre has taken a decision to upgrade existing 15 medical colleges of different state in the country to All Indian Institute of Medical Sciences (AIIMS) level under Pradhan Mantri Swasthaya Suraksha Yojana (PMSSY).

The ministry of health and family welfare has intimated the chief secretary of the state in writing on the status reports of the Jawaharlal Nehru Institute of Medical Sciences (JNIMS).

Subsequently, the state government has initiated process to send a proposal to include JNIMS as one of the medical colleges to be upgraded to AIIMS level under the PMSSY.

If the proposal of the state government is approved Manipur will have two AIIMS level medical institutes which include RIMS.

As for the neighbouring state of Assam the Cabinet approved the proposal for the establishment of new AIIMS at Guwahati at a cost of Rs 1123 crores on May 24 last. The foundation stone laying has also been done by the Prime Minister Narendra Modi on May 26 last.

Chief Minister Nongthombam Biren Singh has today directed Imphal Municipal Council (IMC) and Manipur Rural Bank (MRB) to conduct a survey on Khwairamband Bazar street vendors and chalk out eligible loanees.

He said that there must be eligible loanees who are under-privileged to afford taking loans and spare time going to banks and instead prefer in earning daily small wages. Women from weaker sections of the society can self-employ thereby lessening the congestion in the market area and also boosting the economy, he added.

Once they are sorted out, they can also avail various schemes under the supervision of Prime Minister Narendra Modi, he noted.

He was speaking at the mega credit camp, disbursing loans to 961 beneficiaries   worth Rs.7.09 crore through Manipur Rural Bank held at Sangai Hall, Hotel Imphal.

The CM at the same time urged the loanees to repay back their money on regular basis as banks procedures on loans are made simpler these days. He said necessary measures are taken by the state government to make file procedure of release of funds easier. He added that the government had already issued an office memorandum to shorten file procedures to enable prompt release of funds.

He also asked the bank authorities to devise methods for making the procedures of giving loans to the public easier.

Biren Singh said the state has more than 7.5 lakh unemployed youths as per employment exchange reports. The present government is seriously trying to find out a means to provide them employment in a time-bound manner, he added.

As such, the State Budget for the fiscal year 2018-19 will give thrust to self-employment through skill development. The government would also help educated youths to start their own business through StartUp project, for which Rs. 35 crore had been earmarked, said the chief minister.

He also expressed concern that there are some groups of individuals who intentionally try to discredit the present Government by uploading fake and fabricated videos on the social media.

Municipal Administration, Housing and Urban Development (MAHUD) minister Thaonaojam Shyamkumar attending the function as guest of honour appreciated the chief minister for making the loan procedures simpler and opening for all. “It shows that the present CM works for all public and is concerned for the welfare of his people,” he said.

Out of 961 beneficiaries 626 were provided finance through Mudra loans amounting to Rs.5.61 crore.

Municipal administration, housing and urban development (MAHUD) director N. Gitkumar Singh said mobile bio-toilets are becoming public convenience and five more toilets are going to be installed at Moirang Lamkhai at the earliest.

Gitkumar told IFP that to ease inconvenience of public especially during Imphal evening, nine mobile bio-toilets had been installed on January 5.

According to press information bureau reports of December 2, 2016 it is said that more than 49,000 bio-toilets have been installed by Indian Railways in passenger coaches till October 31, 2016. There are more than 900 trains with bio-toilets.

The installation in Imphal city will bring a clean city free from human excreta. Before the installation of these toilets public uses to clean themselves at open places like behind trees or at some isolated places.

During the inauguration of bio-toilets in the city MAHUD minister, Shyamkumar said the mobile toilets have been installed to ease inconveniences of the general public, including those who come to enjoy the Imphal Evening.

Altogether 9 mobile bio-toilets (3 pair each) costing Rs 79,305.44 each (inclusive GST and transportation charges) have been installed along the road stretch from Raj Bhavan to Khuyathong.

The minister gave assurance that more mobile bio toilets will be installed at various strategic locations in the state. He also stressed that the mobile bio-toilets will not pollute the Kangla moat. One can use the toilet by spending Rs. 10 per usage, he added.

Gitkumar, further said the technology of the mobile bio-toilets have been developed by the Defence Research and Development Organisation (DRDO) and imported from Belgaum, Karnataka, where it has been developed.

The portable septic tank (bio tank) attached to the toilet has a capacity of 700 litres while the attached overhead water reservoir has a capacity of 200 litres which can be refilled. He maintained that it will not pollute the environment.

He said with the success of bio-toilet local clubs have started approaching the department for installation at their localities. The next steps for installation of bio-toilet will be on the remaining municipal councils of the state. For installation the municipal councils have to pay forty percent and sixty percent will paid by the state, he added.

According to IMC officials, from January 6 to January 10 IMC collected Rs.700 at an average. Reports said two employees of IMC each man three toilets by shifting three batches regarding the water problem and putting DRDO bio-culture powder. A one dose of powder will put in the septic tank for seven consecutive days just after the installation and will be followed by one dose per month.

The process of the powder which contains specially developed bacteria will convert human waste into odourless liquid, which can be removed using a special machine, IMC officials added.

Officials also said the toilet will be free from sewage connection and after bio-degradation clean and odourless liquid will come out through outlet which is installed on left side of the tank.
