Imphal, July 23: Manipur continue to witnessed widespread and continuing protests demanding implementation of the ILPS today.

Apart from sit-in-protests, forming human chains and rallies, effigies of Chief Minister Ibobi and Gaikhangam were also burned in some places too.

Meitei Pangals of Hatta area, Imphal East staged a sit-in-protest demanding the implementation of ILP and punishing of police personnel responsible in the death of Robinhood.

Similar protest was also held at Khurai Salanthong and Kontha Ahallup Leikai. Thereafter, the protestors at these two areas formed human-chains in the streets and shouted many slogans demanding ILP and seeking justice to the death of Robinhood.

At Kontha Ahallup, even effigies of Chief Minister and Deputy CM were burned by the protestors.

Last night too, torch rallies were held at various areas of Manipur. Womenfolk and men alike took part in the torch rallies at areas such as Nongmeibung, Wangkhei, Singjamei, Uripok, Tera etc.

On the other hand, district administrations relaxed curfew from 5am to 7pm today in both Imphal East and Imphal West districts.

Unclaimed body to be disposed off

IMPHAL, Jul 23: The Officer in Chairge, Porompat Police has informed that an unidentified male death body is lying at JNIMS morgue since July 21 c/w case UD case no.

IMPHAL, Jul 23: The Officer in Chairge, Porompat Police has informed that an unidentified male death body is lying at JNIMS morgue since July 21 c/w case UD case no. 6/PRT-FSD/2015 U/S 174 CrPC.

The death body seems to be of a Meitei aged about 34/35 years and was found wearing a T-Shirt black in colour with red strips on the sleeves and a formal long pant which is brown/black in colour, it said.

It is also informed that there is a tatoo `BINA` inked on his left arm and another `Rose` on his left forearm.

If the body is not claimed on or before 12:00 pm of July 25, it shall be dispose off after doing the legal procedure as it has started to decompose and will cause health hazard and nuisance to the public of the locality, the OC said in a statement.

IMPHAL, Jul 22: As a part of observing the World Population Day and Stabilisation forthnightly, a family planning camp (Female sterilization & non-sterile Vasectomy camp) was held today at Noney Primary Health Centre under Nungba sub-division of Tamenglong district.

The prgramme was organised by the District Health Mission Society, Tamenglong and attended by Dr Sujeta Devi, State Nodal officer (Family Planning) Family Welfare Services; Dr Chambo Gonmei, CMO/ Tamenglong; Dr Namju Panmei, district immunization officer, Tamenglong four doctors from RIMS and JNIMS and other para-medical staff.

14 women of Noney areas were operated during the camp. The doctors were assisted by ASHAs and medical staff of Noney PHC.

A special interaction programme was also held by Dr Sujeta.

Dear Friends,

At the very outset, we, the undersigned, condemn the Wuzu Massacre in Nagaland, on July 16, 2015, perpetrated by the combined forces of the Assam Rifles and Para Commandos. On that unfortunate day; baby Aso (13 years old) and master Tiizali (14 years old) were killed, Mrs. Esther Jorror (24 years old) was bullet injured, properties were destroyed, and the Wuzu village was inflicted with prolong psychological trauma. Having gone through the ground report prepared by the Naga Students’ Federation and the Naga Peoples Movement for Human Rights, we strongly condemn the misinformation propaganda that attempted to cover up the inhumane crimes that were mercilessly perpetrated on the innocent people of Wuzu Village.

Simultaneously, we extend our solidarity to the proposed Kohima Rally against the Armed Forces Special Powers Act 1958, scheduled to be held on 23 July 2015, under the initiatives of the Naga Students’ Federation. For several decades, ever since the Indian State took over on the Nagas, the progressive sections amongst the Nagas have been raising democratic voices with the hope to achieve a National Democratic Revolution. The response of the Indian State have been militaristic and divisive. The Indian State in collusion with the local reactions have been unleashing a reign of terror, to suppress the Naga democratic voices. It went side by side militaristic capitalist intrusion, that is, extraction of ‘super profit’ from the Naga resources, trade routes, markets, and labour. This unjust war, buttressed by the Armed Forces Special Powers Act, have been responsible for the subjugations, oppressions, coercions, disturbances, insecurities, and confusions amongst the larger bulk of the Nagas.

We extend our solidarity, because, we think that the ‘global’ character of capital inflows and extraction of surplus values in various forms, carried out through unleashing State terrorism (militarisation), affected peoples across community and territorial boundaries. The neighbouring small communities and territories in the Indo-Myanmar regions are economically and geographically closely interconnected to one another in such a manner that neither one can flourish without the rest nor the rests are immune from any destructive policy that affected one community or territory. This tendency have been historically proven during the British colonial period, the World Wars, and the ongoing onslaught by the big capitalist forces. Therefore, there is always the need to encourage one another in the democratic struggles, learn from each other’s experiences, and build up coordination and unity. We uphold the principles: “Divided We Fall, United We Win” and “People United Will Never Be Defeated”.

Drafting Committee chairman says JCILPS` co-operation crucial to complete bill in time

IMPHAL, July 22: The State government formed four-member Drafting Committee of a new bill to safeguard indigenous people of the State convened its first meeting today and resolved to complete the draft of the bill within a month`™s time.

Briefing media persons at the end of the meeting, Law minister Th Devendra, who is chairman of the committee said the Joint Committee on Inner Line Permit System has set a 15-day deadline for the preparation of the bill.

However, the drafting committee will appeal to both the government and the JCILPS to wait for atleast one month for the new bill, he said.

Today`™s meeting was convened at the Old Secretariate office minister.

Devendra said a meeting of representatives of the all political parties had already resolved to appeal to the JCILPS to extend the timeline to one month.

He said the JCILPS is an important stakeholder in preparing the new bill and it is hoped that it will fully co-operate with the committee and help in bringing out the bill.

He continued the committee will soon invite the JCILPS to meet with the committee at an opportune time so as to expedite the process of drafting the new bill.

It may, however, be mentioned that the JCILPS which is spearheading the ongoing movement had yesterday issued a statement showing annoyance at the failure of the State government to come up with any substantial step citing that six days of the 15 day deadline have already passed.

Devendro said in its first meeting today, the committee discussed paper-works of systems which are in place in some States of the country to protect the interests of the locals in their States.

He said documents of the present systems which are in place in States like Mizoram, Arunachanl Pradesh, Himachal Pradesh were thoroughly discussed and studied.

The committee will also invite expert stake holders including from the bar councils for suggestions, he said.

Devendra also informed that the next meeting of the committee has been fixed on July 25 at 4pm.

He said the committee would also like to discuss the demands of the JCILPS and compare them with the provision of the systems which are in place in the other States.

Although the committee wants the bill to be completed in a very short time, it is possible only if the JCILPS come to the table and discuss their demands with the committee, he said.

The JCILPS and the committee should seat together and chalk out with the committee the provisions which need to be either included or excluded from the bill, he observed.

He further appealed to the JCILPS to co-operate with the committee and bring an amicable solution to the issue so that the body of the student who died during the movement could be accepted by the family members and full focus could be put to drafting the ILP bill.

IMPHAL, July 22: The Joint Committee on Inner Line Permit System has announced that it will organise a public meeting tomorrow to discuss the steps taken up by the State government till date concerning the movement demanding implementation of the ILPS in the State.

A statement of its assistant media co-ordinator Md Kheiruddin Shah Moijingmayum said the meeting will be held at the Iboyaima Shumang Leela Shanglen and start from 11am.

It said there is a need to bring out a public resolution on the issue because the JCILPS would like to work according to the desires of the public.

The JCILPS, it said, would like to discuss with the people the next step to be taken up in case the bill which is presently being prepared by the government fails to meet the expectations of the public. The committee would like to properly discuss the government resolution on the present issue and bring out a consensus resolution of the JCILPS and the public on the issue, it said.

It has further appealed to the public to attend the meeting and join the discussion.

It continued for many years, the Joint Committee on Inner Line Permit System has been spearheading a movement to safeguard the people of Manipur, however, it is hard to think of the kind of bill, the State government, which has continued to remain obstinate even in the face of a death during the movement, will bring out.

It said there is a need for the public to carefully observe and follow the steps taken up by the government as there have been instances of the government betraying the public by going against its wishes.

It is still necessary for the people to carefully check whether the government has the much needed political will to work to protect the indigenous people, the statement said.

The committee further appealed to the public to continue with the democratic movement until the demand for a legislation to safeguard the people of the State is fulfilled.

It is a scathing commentary on the quality of political leadership in Manipur that governance in the state, especially on important and sensitive matters, has been all along a knee-jerk

It is a scathing commentary on the quality of political leadership in Manipur that governance in the state, especially on important and sensitive matters, has been all along a knee-jerk reaction affair. The familiar pattern has been and still is, for the government to recede into activity for long periods, either caught in politicking marked by activities such as demands for reshuffles in the ministry by legislators wishing for their shares of the spoils of power, or else simply surrendering to what Foucault famously called `governmentality`. In `governmentality`, typically all grand political visions and promises of statesmanship which generally come to the fore at the time of elections, tend to take the back seat after the government is formed, with the daily mundane bureaucratic and clerical routines of petty file works and other familiar rituals, having their own dynamics, some compelling others born out of vested interests, in this case institutionalised corruption, nepotism etc, taking over charge of governance. With certain variations, this is a universal character of all governments, and to some extent or the other, all lapse into `governmentality`. As has been critiqued by many scholars, it is not as if this `governmentality` is unimportant. Without it, no democratic government can sustain its energy through its entire term. Consequently, it is also true that even if all the politicians take a holiday together at one time, `governmentality` will ensure the government continues to run its routine course, drearily perhaps, but as steadily as it always was.

The difference between one government and another then would be the sustained direction different political leaderships are able to rise about `governmentality`. Ideally, the political leadership should be able to be able to be always on the steering wheel of the government and routinely remind itself of its political mission, and provide direction to the auto pilot governance that `governmentality` provides so conveniently and necessarily. These visions need not only to be refreshed periodically, but also reworked from time to time, in keeping with the demands of the changing times. This will also entail the ability for the political leadership to anticipate future needs and troubles and accordingly seek changes in policy directions. This is exactly where Manipur has failed almost completely very often. The trend has been, after the government has been formed, the rest is left to the auto-pilot governance mechanism, until it runs into big trouble. No need to elaborate on this at least. The present trouble in the wake of the demand for the Inner Line Permit System going violent is the most recent reminder. Now that trouble has broken out, threatening not the least the continuance of government, the political leadership has swung into action, passing and withdrawing bills, holding consultative meetings with legal experts, studying land laws of other states as well as the constitutional permissibility of various proposals on the subjects, etc.

The question is, why did the government have to wait for desperate uprisings on the streets for it to begin considering these changes in policy direction? Why did it not see the people`™s general apprehension of a demographic overturn and pre-empt trouble by seeking the introduction of legislations aimed at regulating this population inflow? If it had been this far-sighted, and before any confrontations with the public became necessary done the needful, probably it would have been able to come up with a more lenient and reasonable law on the matter. Now it is being pushed to do nothing less than the extreme, and in all likelihood would not be able to satisfy most, if not all, whatever it ends up doing. It has also ended up between the proverbial devil and deep sea, for it is unlikely an extremely restrictive law on migrant inflow would not be shot down by the Central government and an extremely soft one would be accepted by the violent and coercive brand of politics on the streets that the state has become so accustomed to. Instead of the political leadership leading from the front, steering the state through calm as well as troubled waters, governance in the state has been more in the nature of stimulus-response equation, in which people are led to take out violent agitations against government inaction on issues they consider as vital and government deciding to respond to these demands when things go out of control.

IMPHAL, July 22: Agitations demanding implementation of the Inner Line Permit System in the State and punishment for the police personnel involved in the death of student Sapam Robinhood continued at several places in the State today.

As part of the movement, Meitei pangals of Andro constituency today staged a sit in protest and later formed a human chain at the Yairipok Azad bazaar.

The agitators also observed a one-minute silence in memory of Late Sapam Robinhood.

The agitation was jointly organised by the Tulihal Educated Association, SDYO, TMWA, IYDO, Ningthounai Youth Organisation, local clubs of Changamdabi and Laikol Muslim clubs.

President of the Tulihal Educated Association, Md Thoiba said the people fully support the demand for implementation of the ILPS in the State.

Now that Ramadan- the holy month fasting is over, we will come out in full support of the demand, he said.

He further urged the government to stop neglecting people`s demand until there is a death and deploying delay tactics.

He asked whether the government would not have withdrawn the bill, if there were no incidents of death or people getting injured during the movement.

Taking a week`s time just for the formation of a Drafting Committee is akin to showing disrespect to the public movement, he said.

Several local leaders also spoke on the ILPS during the protest.

Agitators also shouted slogans demanding implementation of the ILPS in the State and action against the police personnel involved in the death of Robinhood.

They also shouted that there is no peace in Manipur.

The sit in protest was also participated by students of Azad High School, Antartic English School and Model Kids Centre all located in Yairipok Tulihal.

Meira paibis groups and local youth clubs of Tentha area also sit in protest at the Tentha Multiplex complex and later took out a rally starting from Tentha Khongbal Leikai.

Students of local schools like United English School, Oxford English School, Model English School.

During the protest demonstration, the protestors demanded amending the Constitution if it is required in order to implement the ILPS in the State and to punish the police personnel involved in the death of the student Robinhood.

Students of Waikhom Mani Girls College, Thoubal also formed a human chain on Imphal-Moreh national highway.

Meira paibis of Nongangkhong also staged a sit in protest at the Thoubal Ningthou Lai haraobung, while students of Pole Star School also formed a human chain showing support to the ongoing ILPS movement.

NNN adds: Today residents of Khurai Sajor Leikai formed a mob and stopped traffic movement in Imphal-Ukhrul road.

Since early morning, people of the locality came out out and blocked the road.

They said they will continue blocking the road until the state government implements ILPS in Manipur.

Vehicles coming along the road from both sides were made to turn back.

At Lamlong Bazar too, women vendors of the market staged a sit-in-protest wearing black badges in demand of the ILP system and punishment to those security personnel who were responsible for the death of student Sapam Robinhood. Similar protests were also held at Nambol Hao Keithel, Haobam Marak and many other areas.

Many women of Uripok area also demanded implementation of ILP system in Manipur by staging a sit-in-protest beneath the Uripok Flyover Bridge.

Members of 12 major transporter organisations today staged a sit-in-protest demanding the implementation of ILP system in Manipur. The protest was held at Keishampat Leimajam Leikai area on the side of Tiddim Road. The members announced to support the on-going agitation by stopping their services on July 24 from 4 am to 6 pm.

The transporters strongly condemned the brutal killing of Sapam Robinhood by the state forces.

Announcing that they will support the actions of the JCILPS and JAC of Robinhood, they also demanded the state government to implement ILP system in Manipur and to punish those personnel who killed Robinhood as per law accordingly.

Those who attended in the protest today appealed all the drivers, truckers and transporters of the state to support and join in the cease-work strike of July 24.

15 students competed in the first category and 20 others in the second category.

Joyrani Wahengbam from Singjamei Waikhom Leikai, student of JNV, Khumbong; Malemnganba Wahengbam son from Sagolband Moirang Hanuba Leirak of Shishu Nistha Niketan and Maheshwor Leishangthem of KM Blooming Higher Secondary School, Khangabok win the first, second and third positions respectively in the first category.

In the second category, Namairakpam Albert from Chingamakha Irom Leirak of Maria Montessori Senior Secondary School; Denish Ngangom from Lairikyengbam Leikai Salan Leirak of CC Higher Secondary School and Yanglem Mahesh Meitei from Sabungkhok Mayai Laikai of CC Higher Secondary School win the first, second and third positions respectively.

The first, second and third position holders in the first category were awarded Rs 8000, Rs 4000 and Rs 2000 respectively, while the top three for the second category were awarded Rs 10000, Rs 5000 and Rs 3000 respectively along with citations.

The opening session of the competition was attended by Planning and Development Authority chairman T Mangibabu as chief guest, AMWJU president Wangkhemcha Shamjai as president and Chief Town Planner N Geetkumar as guest of honour.

IMPHAL, July 22: A group of parents and guardians of students appearing in the All India Pre-Medical Test, AIPMT which is schedule on July 25 has appealed to all concern not to call any bandh, strike, blockade or other agitations on the day.

One of the guardians Akham Kunjakeshwor Khuman acting as their spokesperson said during a brief press conference at the Manipur Press Club that the test is conducted on an all India basis by the Central Board of School Education according to a directive of the Supreme Court.

CBSE affiliated schools in the State will be the examination centres for the test, he said.

He appealed to the supporters of the ongoing movement demanding Inner Line Permit System in the State against calling any bandh or strike on the day and obstructing candidates on their way to the exam centres.

There are more than 6500 students appearing the test in various centres across the State, he continued.

He also said the parents and guardian also support the movement and observed a two minute silence in memory of late Sapam Robinhood.

The objective of the children to attend the UNGA in New York is to influence the World community to accept 6 % GDP (gross domestic product) for Education and 5 % for health as the minimum international standard. FACT FINDING REPORT OF WUZU FIRING AND THE KILLING OF TWO STUDENTS BY THE ASSAM RIFLES

Why did they fire at us? Was one question the villagers at Wuzu, Phor and new Phor asked when the NSF and NPMHR team went for fact-finding at Wuzu village. A five members fact-finding team from 17th to 19th July 2015 visited and talked to the eye witnesses.

Sequence of events

July 15: Firing starts at Avankhu (Also known as Avankhung) area where two NSCN K cadres are killed by the Assam Rifles. The firing starts around 11 pm at night and lasted till 5 am in the morning of July 16.

July 16: The bodies of the two cadres were being taken to Meluri via Wuzu by the AR. Five AR vehicles convoy (three 407 truck, gypsy, and one tata truck) passes through Wuzu village by 6 pm, according to eye witnesses in the village. The villagers having learned that one of the slain cadres, Captain Puhachu belonged to Wuzu village decides to request the AR to hand over the body for proper burial in the village land as per Naga customs.

The village leaders of Wuzu and neighboring villages of Phor and New Phor stood by the side of the road and raise their hands when the Army convoys was passing through. The first three vehicles sped off without stopping however they stopped near the village community hall on seeing the Major stop his vehicle, which is a few metres away from where the villagers are standing.

The villagers did not force the military convoy to stop.

The fourth vehicle carrying Major Surinder Singh and the last vehicle stopped where the villagers stood. The village leaders requested the Major who was well acquainted with them, if it were possible for the Major to handover the body to which the Major expressed his inability. So they requested the Major to at least take the coffin for the dead bodies to which the Major agreed. The conversation lasted for about two minutes when they started hearing gunshots from the direction of the AR truck near the Community hall which was followed by indiscriminate firing from the vehicle of the Major and the last vehicle behind the Major’s vehicle. Aso and Tiizali were killed from the bullets of the Jawans who fired from the Major’s vehicle, according to the eye witnesses. The villagers have also stated that the shots fired by the Jawans were not blank firing but aimed directly at the civilians. Bullet marks are seen in the houses and trees in the whole stretch. The villagers have collected around 140 empty shells. Witnesses have claimed that there could be much more empty cases inside the AR vehicles as the maximum number of gunshots was fired inside the vehicle.

A civilian non-villager who happened to be at the site of the incident at that point in time witnessed the entire incident. He was by the site of the Community Hall next to the Army Maruti Gypsy vehicle where he witnessed the first gunshot being fired from the Assam Rifles Gypsy, he stated.

Aso

Aso, 13, a class VII student of GHS Pholary, was the youngest child in her family. Aso is said to be a promising student. Her own grandfather was killed by the Indian Army in the 1960s during the battle of Thuda Phor. She was inside her relative’s house when the jawans fired. The bullet hit right below her armpit and came on the other side of her body.

Tüzali

Tiizali, 14 years and Class 7 student of GHS Pholary belonged to the neighboring village Phor, which is a walking distance from Wuzu village. Tiizali was with his three other friends right above the road when the shooting started. His friends escaped but he was shot in the chest and the skull.

Esther Jorror

The fact finding team visited Esther Jorror, 24 years old, on July 19 at the Community Health Centre of Meluri. Esther was shot in the right arm by the Assam Rifles. She was carrying her one year and five months old baby when she heard the firing. She ran inside the house of Yichiili for cover but was shot in the arm while running for cover. It is the same house where Aso was killed. Esther saw Aso being shot. Esther’s husband Ritu Jorror was also at the spot and is an eye witness to the firing by Assam Rifles.

The NSF and NPMHR Fact- finding team has taken pictures of the bullet marks in each houses which were shot. The Assam Rifles has claimed that the NSCN K had shot from the hilltops but the bullet marks and eye witness evidences indicates that the Assam Rifles shot directly at the civilians and the houses.

The Team called on Maj. Surinder Singh of the 46 AR C Coy at his camp at Akhegwo Post. In course of the interaction, he admitted that he was not sure who shot the students in the village. He further told the Team to contact his superiors, particularly the IGAR, on the matter. The Team also noticed a group of Para Commando personnel of the Indian Army with their strange looks and unusual uniform. Maj. Surinder Singh also revealed that the assault team comprised of personnel from the Para Commando personnel of the Indian Army along with the jawans from the Assam Rifles under his command. He also admitted that he had an Officer senior to him and some other Junior Commissioned Officers at the spot where the students were murdered. On being queried how he could claim that the NSCN (K) had killed the students, he responded that he was not sure and requested the team to contact the IGAR (N). This is particularly interesting because it is ascertained that there was no presence of the cadres of the NSCN (K) in the vicinity. If the Major himself who was present at the incident of July 16 is not sure, then how can the IGAR (N) be so sure in there press statements that the two students were killed by the NSCN (K)?

The street agitation in Imphal and other valley districts in support of the demand for the introduction of the Inner Line Permit System in the state, has somewhat cooled, but it is certainly not over yet. There is still an unmistakable air of uncertainty in the relative quiet that has descended. Street corners are still populated with the haunting figures of women (mostly Meiteis) in the traditional formal white, staging wakat mipham or protest sit-in, silently watching the passing vehicles, and in this unique way registering their discontent. There is a sense of hurry everywhere and this is loudly visible in the manner people move about their routines, all seemingly keeping alert that the situation can turn for the worse anytime and they may be caught stranded. In the crowded market areas, despite the appearance of calm having returned, the tension in the atmosphere and on the faces of vendors is palpable. There is little to doubt that even an unusual noise or a little commotion in any corner of any one of these crowded places can cause deadly stampedes. Many vendors actually keep their wares half packed so they can on very short notice, gather their belongings and scoot. Those driving in Imphal today to study the situation have had to turn around and avoid certain stretches of roads because groups of people suddenly emerged and without any warning blocked the way. Schools and colleges still remain closed, and even the state`™s other hectic preoccupation `“ private tuitions centres for school and college students, remained sparsely attended, and many more still closed. The law may be limping back, but certainly not fast enough to instil confidence for people to go about their daily businesses as usual.

The government in the meantime is grappling with the onerous task in its hands of coming up with a bill that is either a replica of the Inner Line Permit System, in vogue in Nagaland, Mizoram and Arunachal Pradesh, or else fashion another which can do what the ILPS does `“ check influx of migrants into the state so that the state`™s demographic balance is not upset, marginalising its original population as has happened in some other Northeast states, in particular Tripura. The government has been holding several rounds of discussions with the state`™s intelligentsia, legal experts and politicians belonging to other parties. While everybody hopes that something acceptable to all will emerge out of these meetings, doubts that this can be possible still hangs in the air. After all, just a few weeks ago, a softer bill on the same issue was neither accepted by those demanding the ILPS or the Governor whose assent is mandatory for a bill passed by the Assembly to become law.

Why exactly was the earlier bill reserved by the Governor for consultations with the President is still not known. Was it on legal grounds or was it on nationalistic considerations? If it is the latter, there is hope, for then what is needed is to explain convincingly there is nothing anti-national in the demand for the introduction of the ILPS in Manipur. Most reports in the national media are already doing this to a good extent, although there has been at least one damp squib, taking off at a tangent in a motivated manner to describe the ILPS demand as a strategy of one community to be listed in the Schedule Tribes list so as to garner the benefits. If it is the former, the remedial measures would be different. It is well known that in a country such as India which practices constitutional law, even cases with extremely good merit are lost because of procedural errors. The way out is for those framing the new bill to know the law and the Constitution of India minutely and thoroughly. The new bill must be phrased imaginatively so that its merit is not unnecessarily nullified because its phrasing makes it seem it goes against the tenets of the country`™s constitutional law.

This being what it is, maybe the task before the government is to first try and find out why the earlier bill was reserved by the state Governor. If it is able to do this, it will then know how the question should be approached in the next round, the deadline for which now just about three weeks from now. The government, and indeed the entire population must keep in mind the wisdom in the well known thought, that when the answer to a question remains consistently and impossibly elusive, the way forward may not be to continue attempting to change the answer, but instead to try changing the question.

IMPHAL, July 21: The State cabinet in its meeting held today has decided to institute a judicial inquiry into the death of Sapam Robinhood Singh, 16 son of S Romesh of Keishamthong Thangjam Leirak, then residing at his mother`™s home at Khurai Lairik Yengbam Leikai under Porompat Police Station, Imphal East.

This was conveyed by an office memorandum issued by M Yaiskul Meitei, Special Secretary (Home), Government of Manipur.

Robinhood who was a student of Class XI at Ananda Singh Higher Secondary Academy reportedly died after sustaining injuries during police action to contain a student rally on July 8.

On the other hand, the Governor has constituted a Drafting Committee for drafting a Bill for protection of indigenous people of Manipur.

The committee includes Revenue, Law & Legislative Affairs and Forest & Environment minister Th Debendra Singh as chairman; chairman of Manipur Pollution Control Board Dr Ng Bijoy, MLA N Biren , MLA RK Anand Singh as members and Special Secretary (Home) M Yaiskul Meitei as convener.

The committee may co-opt representatives of JCILPS as Members and shall submit the draft bill at the earliest so that the state government may introduce the bill in the Manipur Legislatives Assembly within one month.

Meanwhile, a core committee comprising of 11 advocates from bar associations of High Court of Manipur has been formed today to facilitate drafting of a new bill acceptable to the people.

Advocate N Kumarjit has been made as the chairman of the core committee.

Announcing the formation of the committee, advocate Kumarjit asserted that the committee will give advice and suggestion to the State government on drafting of a new bill acceptable to the people.

He informed that the committee is trying to produce a draft bill from its side as well and the same will be submitted to the government.

Preparation of the draft bill will be completed within July 24, he said.

Whether to validate or invalidate the bill to be prepared by the committee depend on the wishes of the government and people. However, the proposed bill will be related to ILPS, he said.

It may be mentioned that a meeting between representatives of the government led by Chief Minister O Ibobi Singh and 12 legal experts from bar associations of High Court of Manipur was convened on July 17.

The two sides had discussed at length drafting of a new bill acceptable to the people.

It is speculated that the core committee was formed according to the direction gave by the CM during the meeting.

He was speaking at a simple reception ceremony on his appointment as a member of the NEC organised by the BJP Manipur Pradesh at the party office today.

He elaborated the NEC funds are sanctioned through the State governments and as such the Opposition parties have no say during fund utilisation.

He said as a member of the council, he will also help the recently elected BJP ADC members in developing their areas as the NEC is more focus on developing the hill areas of the region.

He said the NEC was established in 1972 and during the first 20 years of its inception it was working smoothly.

However in the last 10 years, its image has been badly declined, he added.

He said the total budget of the NEC is for development of the region and as such utilised on the eight States.

He continued, Assam and Mizoram receive maximum funding, but unfortunately Manipur receives only 3 percent of fund from the NEC.

He also said that he will be meeting DoNER Minister Dr Jitendra and pressed for allotment of atleast 10 percent of the total fund through non-governmental sector.

Meanwhile, BJP Manipur Pradesh president Th Chaoba said that the appointment of Prof Gangmumei Kamei as a member of the NEC shows that the party wants to develop the State.

He said Prof Gangmumei Kamei has also been appointed as a member of a18-member committee of the Indian Council for Historical Research.

IMPHAL, July 21: Contending that the government has not taken up any substantial step so far to enact a new bill despite the passing of six days of the 15-day deadline set, the Joint Committee on Inner Line Permit System (JCILPS) has cautioned that another uprising may occur if a new bill acceptable to the people is not passed by the government within the deadline.

In a statement, the committee reiterated that there has been no formal invitation from the side of the government to hold discussion on the enactment of a new bill.

There has to be proper time and place for holding a meeting between the government and public to end the impasse over the enactment of a new bill otherwise it will not draw the desired results, it said.

Asking the concerned law department and legal experts to enact a fresh bill acceptable to the people within the set deadline and let the government pass it the Assembly, the statement made it clear that the proposed bill should be solely based on the protection of the indigenous people.

It appealed to the people to continue with different forms of democratic agitation till a new bill acceptable to the people is passed by the government.

THOUBAL, July 21: Students of Somerendro Sana Royal Higher Secondary School, Thoubal Kshetri Leikai came out to the street and formed a human chain demanding punishment of the police personnel involved in the death of class XI student Sapam Robinhood and implementation of the Inner Line Permit System in the State.

The students shouted slogans stating that they will support the present movement until the demands are met.

Women vendors of Thoubal Ningombam Luxmi Bazar also suspended their daily economic activity for the day and staged sit in protest today.

Meanwhile, residents of Kairembikhok also took out a meira rally in their locality last night demanding punishment of the police personnel involved in the death of Robinhood on July 8 and implementation of the Inner Line Permit System or a similar legislation in the State.

The rally organised by the Kairembikhok Nupi Samaj, started from the Kairembikhok Awang Leikai meirashang around 8:30pm and after passing through the surrounding areas of Salungpham and Wangbal stopped at the Kairembikhok Lamkhai waiting shed.

After the rally, the protestors resorted to sloganeering demanding punishment of the police personnel involved in the death of the student and implementation of the ILPS in the State.

According to a woman protestor participating in the demonstration, the rally was organised showing support to the ongoing movement under the JCILPS.

She said they will support the demanding until it is met.

Eight units of the meira paibis of Toubul, Bishnupur district had also joined hands with local youth clubs and staged a sit in protest and meira rally yesterday demanding punishment of the police personnel involved in the death of Robinhood and demanding the ILPS in the State, informed a statement of the TYDA, Toubul secretary E Premjit Singh.

Meanwhile, during the sit in protest and the rally, the protestors held placards and shouted slogans demanding implementation of the ILPS or a similar legislation at the earliest and to punish the police personnel involved in the death of Sapam Robinhood.

The protestors later formed a human chain.

Meanwhile, the Manipur Muslim Welfare Organisation (MMWO) also staged a sit-in protest and later formed a human chain demanding ILPS in the State at Hatta near Public Hospital.

Speaking to media persons, P Abdullah, president MMWO said that it is the sole responsibility of the government to protect the people of the State.

Highlighting that the government is also responsible for all the turmoil in the State, he said the government would have never allowed such hardships to fall on its people if it was concerned at all about the people.

He further demanded the government to find a mechanism to meet the demands of the people.

He also said MMWO will also continue to support the demand till it is fulfilled.

IMPHAL, July 21: Chief Minister O Ibobi Singh today launched Citizen Security Management System mobile application for citizens of northeast states and online registration of food business operators during a ceremony held at the CM`™s Secretariat.

Speaking on the occasion, Ibobi said that the mobile application called as the Northeastern State Citizen Security Management System Software was recommended by Bezbaruah Committee which was set up in February 2014 after the death of Nido Tania, a 19 year old student from Arunachal Pradesh, who died in Delhi on January 29, 2014.

The CM explained that the mobile application will be available for free download for people of Manipur in and outside the State. The application provides for various interactive features for the police to stay connected with the citizens such as News feed and Polls.

Using the mobile application, a citizen can now post complaints along with photos and videos directly to the police. The citizen interacts with the police online via the mobile application itself. A tracking feature has also been provided in the application where the citizen can trigger an alert to track his location to his near and dear along with the police, he elaborated.

As per the recommendations of the Bezbaruah Committee the State has also engaged an Advocates panel for providing legal aid to the victims of racial discrimination against the people of Manipur in Delhi. The same information has also been provided in the Mobile application. Emergency helpline numbers are also integrated in the Mobile application, he added.

Stating that Government of Manipur is committed to the issues faced by people of the State living at various cities outside the State, Ibobi said that this new mobile application is one of the many initiatives through which the State Government seeks to handle these issues.

As per the Food safety Regulations, all food business operators have to register with the Food Safety Commissioners of the State, he said, informing that online registration software for food business operators was developed by National Centre for Smart Governance.

The launching ceremony was also attended by Deputy Chief Minister Gaikhangam; Minister of Health & FW/GAD/CADA Phunzanthang Tonsing; Chief Secretary PC Lawnkunga; DGP Sahid Ahmed; Principal Secretary (Health) Dr Suresh Babu and high officials of Police and Health Department.
