IMPHAL, July 15: The Yairipok area indefinite general strike called after police personnel reportedly threatened ILPS movement supporters in the area that the Chief Minister has sanctioned shooting at protestors has been suspended today following an amicable solution brought between the police and the agitators.

Agitators arrested by the police have also been released today.

Yairipok Police Station SDPO S Hemanta today met with general strike supporters and brought the understanding to lift the general strike immediately.

Agitators who were arrested yesterday and the supporters of the general strike who were arrested today have also been released following the truce between the two sides.

Even though the general strike has been lifted, the agitation demanding the ILPS and the boycott on local MLA will continue in the area, informed sources.

Meanwhile, during the general strike today, shops and other business establishments remained closed and road blocks were imposed by burning tyres at several places in Yairipok.

Plenty of debates had been generated and are still being generated on the explosive issue of preserving the indigenous face of Manipur, especially after the death of a young school boy, Sapam Robinhood, 16. Although initially there were little coming out from mainstream media in the metropolises, now that a denouement is seemingly approaching on the issue of introduction of the ILP, there are indeed stories appearing in the national media, print as well as the TV. It is also encouraging that they have been by and large positive, endorsing the view that while the methods of protest may be questionable the reason for them is not illegitimate. The Inner Line Permit System now being sought in Manipur is an expression of the legitimate existential angst of a small community that it may become drowned in the ocean of the infinitely larger community of continental India. As an article in the Mumbai based Daily News and Analysis, DNA India, today put it, this angst was officially made known by the Nagas as early as 1929, when the then Naga Club presented a memorandum to the Simon Commission, when it came visiting the Naga Hills.

The ILPS is perceived as a means of regulating inflow of migrants, therefore a check on the threat of any radical transformation of demography of the state. While the anxiety is legitimate, it is debatable if the ILP as an instrument which can adequately address this anxiety, for Nagaland which has the ILP is still faced with the same threat of settlers outnumbering the original population, even more than Manipur. But the good thing is, Manipur can fashion its regulatory mechanism modelled on the ILP but it does not have to be the ILP as it exists today, and we do hope those who will now be responsible for the new Bill will be up to the job. They must also take care that the purpose is achieved effectively, but we must reiterate, without unduly victimising any other group. As we see it, ensuring land ownership transfers to non domiciles are next to impossible should serve the purpose to most great extents. This is already the case in the hill districts, and as we are witnessing during the past week of violent agitations, the ILP issue is not taken as so urgent by the hills as it is by the valley, though by and large the concerns for an impending demographic transformations marginalising the local populations, is shared.

There has hardly been anybody in Manipur who rejects totally the need for a migration regulation. Few who did were only recommending variants of the screening mechanism though there was at least one writer who throwing below-the-belt blows to discredit the agitation. In an article in the web magazine, Scroll.in, he so cheaply and communally portrayed the movement as a strategy of the valley Meiteis community in their bid to be included in the Schedule Tribe list so that they may continue have their stranglehold on the state`™s power structure. Although the arguments were puerile and therefore far from coherent or convincing, it is shocking that such venoms also exist. But to make the best of what a grotesque and hideous mind has to say, let the valley begin thinking in terms of seeking consensus first before presuming all its issues by definition are Manipur`™s issues. Even if there is little to doubt that all in the state, and indeed the whole of the Northeast, share the concerns on any issue, let no section of the population, even the smallest, be taken for granted, and assent of each be sought before the issue is billed as `Manipur issue`. This is the democratic way. This is also the only way to bridge the ethnic divides in Manipur.

One more inadequacy came out glaring. From the beginning of the stir, and even after the death of a school boy, one complaint reverberated `“ the national media had no interest in Manipur. But to be fair, maybe they were simply clueless on what or why things were unfolding the way they were. The fault it not just theirs. It is also majorly with the state`™s own intelligentsia, the articulate section of the society, including the media and academics. The state`™s Diaspora is widely spread across the length and breadth of India, and many of them are in the business of idea and knowledge `“ academia. At times like this, it is their moral responsibility to speak up and communicate, not just on the social media, important though it may be, but also the mainstream media for the audience here is much wider. Moreover, what goes on the social media is not peer reviewed therefore still less credible than the media where articles are screened for quality and authenticity by professional editors. Some of us in the local media did do something in the regard, but the voice must be from many, to be heard loudly and convincingly. What is often said of the food chain in the natural world, `eat or be eaten` is also very true of the world of ideas and communication `“ `write or be written about`, or worse still, `write or be written off`.

KANGPOKPI, July 15: A One Day Farmers`™ Pre-Kharif Awareness Programme was organized by KVK under the aegis of Zonal Project Directorate (Zone-III) Barapani, Meghalaya at Krishi Vigyan Kendra (KVK), Hengbung in Senapati yesterday.

More than 100 farmers including farm women of the district participated in the programme.

Dr. N. Jyotsna, Programme Coordinator, KVK-Senapati at the inaugural session briefed on the theme of the programme and also spoke on the importance of participatory seed production as a measure to overcome the dearth of quality seed at doorstep.

I. Premjoy Singh, DDM/APM, NABARD- Senapati District, who attended the programme as special guest enlightened the participants with some of the NABARD sponsored schemes for farmers and advised the participants to develop the habit of saving on regular basis.

It will serve in the long run as a measure against financial insecurity, he added.

K.S. Minlen, Secretary of FEEDS/KVK while addressing the gathering stressed on the application of scientific production technologies for higher productivity and also advised the participants to take maximum benefit and advantage out of the programme.

Ksh. Ranjit Singh, Supt cum Accountant of KVK-Senapati spoke on sustainability of SHGs.

The programme was marked by events like agro-displays and exhibits focusing on contingent measures against adverse climatic condition, agro-film show, farmer-staff interaction, group discussion and finally a visit to different demonstration plots of KVK by the participants.

According to the JAC, the timeframe set by the government to draft an effective bill to do the needful is too long.

It appealed to civil society organizations, clubs and women`™s organizations to extend support to the proposed bandh which was called to press the government to draft the bill within a short period.

IMPHAL July 15: The Kwatha Junior High School in Kwatha VIllage, Tengnoupal did not open for a single class last year and remains acutely defunct this year too, with just two teachers available in the school, a member of the Kwatha Village Authority told media persons today.

Kwatha Village Authority, meira paibis and the local youth club called a joint press conference today at the Manipur Press Club decrying the negligence of the Education department towards the school.

Speaking to media persons, spokesperson Kshetrimayum Yaima said the village has more than 65 children and one third of them have been put at Imphal, Moreh, Pallel and Kakching for schooling due to the apathy of the Education department to ensure Right to Education in the village for primary students.

He said three teachers are posted at the junior high school, but one of them has remained absent on a permanent basis.

The classrooms of the school have no partitions and there are no other facilities available, yet the concern Education department has failed to monitor the attendance of the teachers or the state of the school till date, he lamented.

Yaima lamented the total apathy of the present government to the issues confronting the school.

During the last election campaign in the village, deputy Chief Minister Gaikhangam had told the village that `development of State can happen only when the remote peripheries like your village are equally developed,` he said.

However, this statement of the deputy CM has not been turned into action, he lamented.

He said, only two nurses man the local Primary Health Centre without any doctor or caretakers present. This has caused deaths during numerous delivery cases, he continued.

Yaima also continued that the fortnightly rotational visit of the doctors have also stopped for more than two months.

The only seven km road stretch connecting the village to the Asian Highway 1 remains neglected by the government and its PWD for several years, he continued.

`When the Works minister visited us, we were elated with hope however there was no attention given to this lifeline of the surrounding villages`™ he lamented.

The villagers have been collectively maintaining the road clearing monsoon landslides, log blocks, he said.

Yaima also said that they had never allowed money to influence them during the election and had always voted honestly, however, MLA Korungthang has not only abstained from visiting us but have denied an audience even when we come to visit him in Imphal.

No PDS items have ever reach the village during the last more than three years, he continued.

As for the ICDS provisions, Yaima said the villagers have to themselves bear the transport expenditures.

The unskilled villagers have to act as electric linesmen as there is no other choice, he continued.

Customs, Police, Forest and CID collects tax from us for our vegetable products yet we have no choice, he said.

While we are the real ones safeguarding the territorial integrity of the State, our plight remains unattended by the government, said K Yaima.

IMPHAL, July 15: The JCILPS cannot accept the resolution of the House to withdraw the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 and to bring out a new Bill within three months taken during today`™s emergency sitting of the House and as such turn down the invitation for a meeting from the State Chief Minister, informed a statement of the joint committee.

The statement signed by its assistant media co-ordinator Md. Kheiruddin Shah Moijingmayum said the Joint Committee on Inner Line Permit System didn`™t send any representative for the meeting with the Chief Minister and instead submitted a written statement clarifying on the reasons for turning down the invitation.

Elaborating on the highlights of the written reply submitted to the Chief Minister, the statement from the JCILPS said the committee cannot accept the resolutions to withdraw the infamous bill and the three months time set by the House to draft a new bill.

In its reply, the committee has also informed the government that the House should not only withdraw the bill but should also bring out the new bill to protect the indigenous population and pass it within 15 days and for which, the Assembly Secretariat should issue a notification before 4pm of July 16..

The reply also informed the government that in case the Assembly Secretariat fails to issue the formal notification by the set deadline, the committee will launch stronger forms of protest, the statement said.

The committee has also included that it will not hold talks with the State government until and unless befitting punishment are awarded to the police personnel involved in the death of Sapam Robinhood and those who injured several protestors during the peoples`™ movement demanding withdrawal of the MSVT&MW Bill, it said.

The JCILPS`™ demand is full-implementation of the ILPS in the State and the three months time announced by the House for preparing the bill is not reasonable, it said.

It said the preparation for the draft of the much resented previous bill which was presented to the joint committee did not take more than a week.

The statement further elaborated since a bill has already been passed, it wouldn`™t take much time to bring out a bill by making some modifications and adjustments to please the public.

It said considering the present steps taken up by the State government, it is hard to believe that the government will bring out and pass a new bill according to the wishes of the people.

The committee further appeals to the people to continue staging democratic forms of agitations and demonstrations against the government.

House resolves to draft fresh bill within three months

IMPHAL, July 15: As decided by the State government, an emergency sitting of Manipur Legislative Assembly was convened today and the House unanimously passed a resolution to withdraw the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 which was passed in the House on March 16.

During the discussion, Chief Minister O Ibobi Singh assured the House that a fresh bill to address the issue of implementation of Inner Line Permit or similar law within the framework of the Indian Constitution will be drafted and placed before the House at the earliest with a maximum time limit of three months.

He asserted that in this regard, the state government has already taken up measures to prepare the new bill.

The state government will seek and take the suggestions and views of all the stake holders namely JCILPS, political parties, civil organisations, legal /constitutional experts, esteemed members of media etc on specific issue in a time bound manner, the CM said.

To address the current issue, Chief Minister extended his invitation on behalf of the government to convenor JCILPS for discussion on the Inner Line Permit System and other related issues on July 14 and the reply is awaited from JCILPS.

Considering the urgency and the people`s demand, as a first step, an All Political Party Meeting is being scheduled on July 16 at 9 am to discuss on the time line and road map to be followed to prepare a new bill with an aim to protect the indigenous people of Manipur within the ambit of the Constitution of India.

Stating that state government is fully geared-up to complete the preparation of the bill for placing before the Manipur Legislative Assembly at the earliest, Ibobi assured the people that his government will ensure the passage of bill to protect the indigenous people of the state.

The CM appealed to all the citizens of the state to maintain peace, remain calm and extend full cooperation to the government to complete the exercise.

IMPHAL, July 15: Angry womenfolk of the three Ima Keithels took out a protest rally against the three months time set by the House to bring out a fresh bill which can protect the indigenous people during its special sitting today.

The women protestors demanded implementation of a bill at the earliest to check the unbridled entry of non-locals into the State.

Decrying police brutality in controlling the present ongoing movement, they further demanded that the police personnel involved in the death of Sapam Robinhood should be punished at the earliest.

The rally started around 12:30 pm from the bazaar area and attempted to march towards the Assembly building where the one day emergency sitting of the Assembly was underway.

Police attempt to stop them resulted in a tussle, however, an understanding was brought about soon between the two groups and the protestors turnaround from the Bir Tikendrajit Flyover and entered into the Ima Keithel.

During the short rally, around 200 women vendors of the three keithels shouted slogans condemning the police personnel involved in the death of Sapam Robinhood and implementation of the ILPS in the State at the earliest.

Meanwhile, residents of New Checkon road, Palace Gate also staged a mass sit in protest demanding implementation of the ILPS in the State by blocking one side of the road.

Residents of Keishampat also demonstrated at Keishampat Leimajam Leikai supporting the demand for implementing ILPS in the State and punishment for the police personnel responsible for Robinhood`™s death.

The Film Forum, Manipur also staged a sit in protest in front of the Usha Cinema hall.

Around 100 well-known actors, actresses and others hold placards condemning the death of S Robinhood and asking the government to act now to protect the indigenous people.

Following the sit in protest, they visited Robinhood`™s home at Khurai Lairikyengbam Leikai.

Meanwhile, an effigy of the Chief Minister was burn at Tera Bazar, while protestors from Khurai Leirikyengbam Leikai also blocked the Dingku Road in protest against the resolution of the House.

Local clubs and meira paibis of Tentha area also took out a meira rally this evening showing support for the ILPS movement.

Around 500 individuals participated in the rally.

A  Public meeting was held against the demographic invasion by the state policies and state atrocities on July 14, 2015 at Delhi University Garden. The meeting was organized by Manipur Students’ Association Delhi and took these resolutions.

1)      Issuance of passes/permits to outsiders/Non Manipuries –(Manipuries are those people/communities who have been recognized by the state government )

(a)    Passes would be with limited validity

2)      Not to allow permanent settlement to non -Manipuries in Manipur.

(a)    Multinational companies and state cannot buy / give (i) Individual and Community owned land.

3) Marking 1951 as the base year to differentiate between migrants/Non Manipuries from Manipuries,/People of Manipur .

4) Denying land holding rights to outsiders/ Non Manipuris,

5) Setting up of a full-fledged Labour Department to regulate entry of inter-State migrants and commencement of detection of migrants/outsiders.

(a) There should be a monitoring committee from civil society organizations from the state to check the functioning of the committee/department appointed by the government that SSC should be acknowledged by the Government.

6)In keeping with the historicity and contemporary needs of Manipur as a geo-political entity whose existence, as the first Schedule of the Indian Constitution acknowledges, precedes the adoption of the Constitution of India, all necessary constitutional and administrative steps must be taken to protect and preserve the Manipur State and her indigenous people.

(a)Indian constitution should be amended to implement the ILP/MSPC (Manipur State Permit System)

7) Either the Government of Manipur or the Union Government of India should not enact any legislation or administrative step that go against the spirit and letter of above basic demands.

The meeting strongly endorsed to adopt these approaches to be adopted by the people who are part of the ongoing movement for Manipur State Permit System/ Inner Line Permit System

  1. a) An open dialogue for all the communities of Manipur would be held in the ongoing movement.
  2. b) Political class and political consciousness program would be held for the mass awareness
  3. c) Inter- communities dialogue within the communities of Manipur would be held as part of the ongoing struggle for demanding ILP/MSP( Manipur State Permit)
  4. d) Any anti – non Manipuri / communal discourses would not be inserted in the process of mobilization.
  5. e) Demographic invasion is rooted in state policies. Demographic invasion is systematically done by the state policies and the target of the movement would be against the state and its policies not against non Manipuries/ migrants who have come for their livelihood.

Resolution on State repression

1)      Justice should be delivered to Sapam Robinhood and all the injured persons under state atrocities during the movement

2)      Government impose curfew should be lifted and normal life should be restored immediately

3)      The state should not curtail the democratic rights of the students to take part of the people’s movement.

4)      Students have every right to participate in the people’s movement.

5)      State should restore normal class from imposed curfew in the educational institutions.

6)      A proposed draft would be prepared to safeguard the indigenous people of Manipur and that will be sent to JCILPS.

IMPHAL, July 14: Taking strong exception to the alleged shoot at sight order given by Chief Minister to police to protestors of Yairipok area, who took out rally and burnt effigies of Ministers in support of the 14-hour called by JCILPS today in pursuance of the demand for ILPS implementation in the state, locals of Yairipok area have decided to impose indefinite general strike in the area from today.

The enraged locals have also decided to boycott MLA of Wangkhem Constituency K Meghachandra indefinitely.

A peace rally was taken out by locals of Yairipok area this evening in solidarity to the collective demand for ILPS introduction in the state. During the rally, the protestors were threatened by a team of police led by SDPO Yairipok and OC Yairipok Police Station, saying that they were told by the CM to shoot those who took part in the rally in support of JCILPS.

When the protestors went to meet MLA Meghachandra to enquire about the order, they were prevented from doing so by OC Yairipok PS, who said that the MLA has not given order to meet them.

The rally was taken out by carrying coffin of CM towards Yairipok Bazar. However, they were stopped by police and snatched the coffin from them. There, a heated scuffle broke out between them.

As the protestors mainly from Yairipok Thong Wangma Laimanai, Yairipok Bamol Leikai and Yairipok Bishnunaha refused to retreat, police resorted to firing rubber bullet and mock bomb to disperse them.

In retaliation, the irate protestors pelted stones towards the police. Later, they marched towards the residence of MLA Meghachandra but they were stopped near Yairipok Bishnunaha Pukhri Achouba Mapal.

When they resisted retreating, police fired tear gas shell, rubber bullet and mock bomb in their bid to disperse them. Fumed at the police action, the protestors pelted stones with some using catapults.

The face-off between the protestors and police lasted till 5.30 pm. However, no one was injured in the confrontation.

Later, additional police forces came in and dispersed the protestors.

Amit Shah in his presidential speech said the BJP aims to protect India`™s culture and identity and each member of the party should take pride in the fact that they are members of one of the biggest political party in the world.

The party which was launched by only 10 persons is today one of the biggest party in the world which has been made possible only because of the trust of the Indian people, he continued.

At one time, the party could have only two MPs in the Indian Parliament, however, in the 2014 election, the party created history of having the highest number of MPs, he continued.

He further said members of the party should never covet only power even if the party is in power, but work to bring development in all aspects in the country.

Shah further appealed to the members to make BJP win in all upcoming elections including in the Assembly elections.

He also appealed to the party members to make the entire country aware of the BJP ideology and objectives.

BJP is not a party where members of only one family can be the Prime Minister of India, Shah continued.

Prime Minister Narendra Modi became the Prime Minister after a landmark victory in 2014 and in such a brief period of only one year his government has tried to make the NE develop in every aspect, the BJP national president observd.

Several development works have been initiated in the region he said, and added further that development of the NE is a priority of the BJP.

India cannot develop without development of the North East, he continued.

Shah said now the time has come to realise the promises he had made when he was appointed the president of the party in 2014.

This was stated by its convener Jayanta Kumar Khuman during a press meet held at the Manipur Student Federation`™s office today.

He said JSCC welcomes the reopening of the schools however they will not support the militarization of education institutes.

`The Government should restore the academic atmosphere of the State which has remained shut following an official order to shut down education institutes. It is unfortunate that the Education minister has questioned the participation of the students in uniform without retrospecting the reasons that had compelled their participation` he aserted.

While condemning police brutality that had led to the death of Sapam Robinhood, he asked, `how many deaths will invoke the Government to safeguard our rights through Inner Line Permit?`™

IMPHAL, July 14: A transformer repairing centre located at Thangmeiband Hijam Dewan Leikai, Imphal West was completely destroyed in a fire that broke out in the centre this morning around 4.30.

According to Manipur Fire Service, the fire incident was informed to the fire brigade at around 5.03 am after which fire service personnel rushed to the area to douse the fire.

By the time they arrived, 14 transformers belonging to Manipur State Power Distribution Company, seven transformer machines, one colour television, one laptop, two computer desktops, five generator sets, one refrigerator, eight barrels containing transformer oil, one oil testing machine, two drums wrapped with new coil, furniture including bed and cash amount of Rs 1, 50, 000 kept at the repairing centre had charred to ashes.

Alpha BCI Memorial Academy adjoining the centre was also engulfed by the fire. The school canteen, textbooks and uniforms were destroyed in the fire.

As stated by caretaker of the school canteen Sita Poudyel, property of the school worth Rs 1 lakh was destroyed in the fire. However, the school building remained unharmed.

However, fire tender personnel managed to save residential houses adjoining the transformer repairing centre from the raging fire.

The workshop being run by Amakcham Dhananjoy Singh is situated at the premises belonging to one RK Rita Devi.

Speaking to newspersons following the fateful incident, Dhananjoy informed that property worth around Rs 80-90 lakh was destroyed in the fire.

He lamented that all his earnings which he had gathered by toiling day and night in his workshop were gone in the devastating fire.

He ruled out short circuit as the cause of the fire but suspected that the fire may have sparked by gas leakage.

Saikhom Rakesh alias Mujao son of S Jugin, who joined in extinguishing the fire, suffered injuries in his right leg.

IMPHAL, Jul 14: The Joint Committee on Inner Line Permit System has expressed its deepest condolence on the death of Sapam Robinhood and countless numbers of supporters and agitators who have suffered injuries due to police highhandedness witnessed during the movement demanding an Act to check the rampant influx of outsiders into the State and safeguard the indigenous people.

A statement of the committee signed by its asstt media coordinator Md Kheiruddin Shah Moijingmayum said the JCILPS shares the grievances of the families who had to endure such pains for the movement.

It further said that the special meeting of the Manipur Legislative Assembly convened on July 15 should not only withdraw the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015, but should also set a timeline in the near future for the enactment of a bill which would safeguard the indigenous people.

The JCILPS supported by the people is all set to launch further agitations in case of the failure of the House to do so, it warned.

It has further appealed to all medical staff including doctors and nurses to properly attend to those injured in the movement.

The statement also said that the committee has opened a medical helpline to attend to those injured during the movement.

CHANDEL, July 14: The Naga People`™s Front Chandel Divisional Unit has alleged the Chandel DC for not taking necessary steps for formation of the ADC even though the newly formed coalition Democratic Alliance of Chandel (DAC), which claim majority to form the council have already apprised him.

The NPF Chandel Divisional Unit President Ts Molarshing made the statement while briefing media here in Chandel.

Criticising the incumbent Deputy Commissioner of not processing the letter submitted to the DC by the Democratic Alliance of Chandel, on June 19, for inviting the latter to form the ADC, Ts Molarshing came down heavily and questioned the motive behind the state Govt and the district administrator to delay the matter.

Ts Molarshing while informing of the party wishes to expedite the process of forming the ADC at the earliest, appealed Chandel DC to look in to the matter of the letter submitted to him and invite the NPF led DAC to form the ADC at the earliest.

He said that Democratic Alliance of Chandel was formed with 13 elected members who have resigned from their original party therefore the NPF Chandel welcomed them to the party and wishes them to have stable and people`™s government under democratic Alliance of Chandel (DAC).

The party president further alleged that the district administration have not properly communicated to elected members for the oath taking ceremony. The CEO of ADC Chandel was found absent on the oath taking ceremony. The party has expressed deep concern over this matter and should not be repeated, he said.

IMPHAL, July 14: Manipur State Power Distribution Company Limited MSPDCL today signed a Memorandum of Understanding for workman training with Power Sector Skill Council, Ministry of Skill Development & Entrepreneurship government of India.

The MoU was signed in the Cabinet Room of CM`™s Secretariat on July 14. The MSPDCL was represented by its Managing Director R Sudan while the PSSC was represented by its Chief Executive Officer Binod Bihari.

Speaking on the occasion, the State Chief Minister Okram Ibobi Singh expressed gratitude to the Minister of Skill Development & Entrepreneurship, Government of India for selecting Manipur to undertake the Pilot Project of skill development for Workmen.

This project is as per National Skill Development Policy 2009, he observed.

`I am told that Power Sector Skill Council has been created and has come into operation recently with a mandate to support power industry with appropriate interventions leading to development of required skill sets, in response to industry requirements,` the Chief Minister observed.

He further expressed optimism that the PSSC will identify skill gaps, frame Occupational Standards in order to facilitate development of practical and high quality training content, ensure adequate availability of faculty through training of Trainer initiatives, build accreditation and certification mechanisms and encourage capacity building.

The Chief Minister also congratulated the State Power department for the tie up with the PSSC and said it should start focusing on the most critical gap of Capacity building in respect of work men in power sector.

According to the Chief Minister, the Manipur State Power Distribution Company Limited after the unbundling from Electricity department, has been trying its best to improve the quality of electrical supply to the people of Manipur.

`In order to further improve the supply of the power to the common people, the maintenance of the existing infrastructure and provide uninterrupted power supply is the key.`

`MSPDCL is now initiating a programme to train and skill up the existing linemen staffs and future outsourced linemen staffs. They will be certified and assess by PSSC.`

`I sincerely appreciate the efforts of department of Labour& Employment, Government of Manipur, which has played an important role under the leadership of I Hemochandra Singh, minister, PHED and Labour & Employment, by agreeing to provide infrastructural support namely, ITI, Takyel, for the purpose of skill training of staff of MSPDCL.`

We are also appreciative of the efforts of Deloitte, the leading global consulting firm, which has been the PMU for MSPDCL, for being the key driver behind all stakeholders coming together for the skill training program of staff of MSPDCL, he continued.

The Chief Minister also appreciated the JCRE Skill Solutions which has been appointed as the Local Training Provider for the agreement reached between MSPDCL and PSSC.

Ibobi also expressed desire that the training partner shall thoroughly train all the linesmen and other workmen under the Power sector so that skilled talent pool for MSPDCL is created to deliver quality work to handle the growing workload.

IMPHAL, July 14: The Business Advisory Committee, BAC of the Manipur Legislative Assembly has fixed just two businesses for the part II Emergency Sitting of the 11th session of 10th Manipur Legislative Assembly which will be held tomorrow starting from 11am.

The BAC meeting was held today at 11am.

Sources said in the first of the two businesses, Chief Minister Okram Ibobi Singh will present the 15th report of the BAC of the Manipur Legislative Assembly before the House.

The second business would be a government resolution motion.

It may be mentioned that an official notification issued yesterday by secretary in charge, Manipur Legislative Assembly K Meghajit Singh had said the `Speaker has been pleased to reconvene an emergency sitting of the 11th session (Part II) of the 10th Manipur Legislative Assembly on July 15 at 11 am in the Assembly hall of the Manipur Legislative Assembly, Chingmeirong.

The emergency sitting of the Manipur Legislative Assembly was convened following public upheavals demanding implementation of the Inner Line Permit System or a similar law in the State to safeguard the indigenous people of the State.

It may also be mentioned that the Inner Line Permit System was abolished from Manipur on November 18, 1950 by the then chief commissioner Himat Singh.

Following a motion moved by Opposition MLA Dr I Ibohalbi Singh in the House on July 13, 2012, the Manipur Legislative Assembly had taken a resolution to implement the Bengal Eastern Frontier Regulation, 1873 in the State.

The same resolution was passed by the House for a second time after MLA RK Anand moved a similar motion in the House on June 13, 2013.

IMPHAL, July 14: The 14-hour state-wide general strike called by the Joint Committee on Inner Line Permit System brought the State to a complete halt today.

Bandh supporters came on the streets and demonstrated at various places as shops and other business establishments remained shut-off for the day and vehicles including passenger services remained off the roads.

Meanwhile as part of the movement demanding implementation of the ILPS in the State, sit in protests were witnessed in various localities in the State capital including at Luwangsangbam, Lairikyengbam Leikai, Khurai Sajor Laikai, Thoidringjam Leikai, Yaiskul Police Lane, Soibam Leikai, Wangkhei, Palace Compound, Mahabali Kabui Khul, Naharup Mayai Leikai, Singjamei Chingam Leikai, Lilong, Sagolband area etc.

Protestors`™ and bandh supporters also burn effigies of Chief Minister and other MLAs demanding dismissal of the police personnel involved in the death of student Sapam Robinhood.

Road blocks were also witnessed at Thangmeiband road, Khuman Lampak Bus Terminus, Lairikyengbam Leikai, Khurai Ahongei, Soibam Leikai, Nongmeibung, Heirangoi thong etc

Agitators remained on the streets enforcing the 14 hour general strike.

Streets in the State capital wore deserted looks.

Meanwhile, demands were made to punished the involved police personnel in the killing of Sapam Robinhood and to implement the ILPS at the earliest.

However, there were no reports of any untoward incidents till the filing of this report.

Meanwhile, the Kakhulong Women Society also organized a meira rally starting from Khakhulong which continued till Paona Bazaar and ended in front of the Usha Hall.

Later the women folk gathered and condoled Sapam Robinhood and his bereaved family. The women folk also prayed for his soul to remain rest in peace.

The women demonstrators also lit candles in the formation of ILP at Kakhulong main gate.

IMPHAL, July 13: Even though the State government has promised to withdraw the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015, the agitation demanding implementation of the Inner Line Permit System or a similar law in the State to safeguard the indigenous people of the State continued today.

Meira paibis of different localities took out rallies in their respective localities as part of the agitation.

Public demonstrations were also witnessed at Tera Bazaar, Tera Amudon Leikai, Uripok Khumanthem Leikai, Uripok Bachaspati Leikai, Wahengbam Lairembi, Khagempali, Nambul Mapal, Khurai Thoudam Leikai, Ima Keithel Temporary Market, Naorem Leikai Beeni Leirak, etc.

Protestors were seen holding placards demanding ILPS in the State and condemning the `killing of innocent Sapam Robinhood,` `Save indigenous people of Manipur,` etc.

The Khurai Konsam maning Leikai Apunba Meira Paibee Lup also hold a sit in protest and later took out a rally with the slogans of `We want ILP, Save Manipur`.

Meanwhile, several organisations have expressed support to the movement demanding implementation of the ILPS in the State.

In a press release, the Imphal East United Clubs`™ Organisation expressed grievances on the death of Sapam Robinhood in police action on July 8.

It said the failure of the leaders of the State to understand the pulse of the public indicates that they are not fit to be representatives of the people.

The association further demanded a judicial enquiry in the death of Sapam Robinhood and to punish the guilty police personnel.

It has further denounced the State police for using brute force against protestors of the ILPS movement.

A sit in protest was staged at Khewa Bazar, Tinseed Road demanding punishment of the personnel involved in the death of Robinhood and implementation of the ILPS or a similar law in the State at the earliest, informed a press release of the Top Awang Leikai Apunba Nupisingee Lamjing Lup.

According to a press release of the Bishnunaha Youth Federation, Yairipok, a sit in protest was held at the Yairipok Bazar demanding implementation of the ILPS in the State.

The womenfolk participating in the sit in protest also pledge to support the movement until the government implements the ILPS or a similar law in the State, it said.

It continued that after the sit inprotest, when the women folk tried to take out a protest rally, Yairipok police came and a brief confrontation took place.

Meanwhile, the Sangaiprou Mamang Leikai Women Welfare Association has claimed in a press release that the present government in employing delaying tactics and trying to fool the public on the issue.

It has further suggested whether it would not be feasible to coerce the Centre to approve implementation of the ILPS in the State first.

The Manipur Pastoral Development Fellowship has also expressed condolence on the death of Sapam RObinhood.

A statement of the organisation said, the death of a student in school uniform in police action is unfortunate.

It has further appealed to the government to lift the curfew from Imphal East and Imphal West and the supporters of the movement to support the freedom or press.

The All Manipur Women`™s Voluntary Association has also condoled Robinhood`™s death.
