IMPHAL July 13: The Government has finally conducted the swearing in ceremony for the Members of all the six Autonomous District Councils today after a delay of more than a month.

Following the assurance given by Home Minister during the recently concluded State Assembly Session, the much awaited oath taking was conducted by the respective Deputy Commissioners in the district headquarters today.

Out of the 24 newly elected Members of the Ukhrul Autonomous District Council 22 members were sworn in today under the constitution of India.

Deputy Commissioner of Ukhrul Hrisheekesh Modak administered the oath at Ukhrul Town Hall today.

Two elected MDCs of the Indian National Congress namely Samson Khamodang and S Thotasheng did not turn up for the swearing in ceremony citing security threats.

Reliable source informed that a separate swearing in ceremony will be held for them in Imphal along with the two Government nominees later.

In Senapati, except for the lone INC elected member R S Henry, the former ADC chairman, all the other 23 members partook in the Oath taking ceremony held today.

It was administered by the Senapati Deputy Commissioner Jacintha Lazarus at the DRDA conference hall. MLA L Dikho and several civil society leaders attended the unction.

In Tamenglong, the Swearing In Ceremony for the newly elected Autonomous District Council Members was held at the District Council Conference Hall today. Only 13 out of the 24 Members attended the Oath Taking Ceremony which was administered by the Tamenglong deputy commissioner Maranchan Luikham.

All the eight NPF members and five BJP members attended the oath taking while the 10 Indian National Congress and the lone independent candidate were absent.

NPF State unit president Awangbou Newmai, former Minister Samuel Jiandai, BJP State executive members, party members of NPF and BJP, civil society leaders and headmen were present in the function.

In the press meet that followed at the conference hall, members of both NPF and BJP demanded the government to install the new council without further delay.

They blamed the Congress of delaying and alleged that it is their attempt to indulge in horse trading.

Samuel Jendai said the BJP and NPF have together formed the Democratic Alliance of Tamenglong ADC from today.

N Awangbou said both the hill and valley should given equal rights and opportunities for the people of all the districts.

So in order to look into such development work and to enjoy the equal rights, the two parties BJP and NPF has decided to join hand and work for the people of the district he added.

One of the ADC member charged deputy Chief Minister Gaikhangam of being anti people and anti Tamenglong.

Gaikhangam has no concern for Tamenglong district, he said demanding the deputy Chief Minister to resign on moral grounds.

After the press meet all the 13 Members of the Democratic Alliance of Tamenglong ADC met the Deputy Commissioner and request invitation to form the new council for the district.

It might be recalled that the elected members has also met the Governor regarding the delay and requested his intervention.

The swearing in ceremony was mediated by Chunglenmang Kipgen, AC to addl.DC Kangpokpi while DK Thangboi, addl DC Kangpokpi administered the oath to 24 elected MDC including one lady in the presence of IFC minister Ngamthang Haokip.

The district administration also presented the 24 elected MDC a pen each to show that `Pen is Mightier than Sword`.

The minister later visited the construction work of Autonomous District Council Sadar Hills main office building and conveyed his immense discontentment over the late completion of construction work.

A visibly dismayed minister recounted that the foundation of the said building construction had been inaugurated long before while the work orders for the construction work has been released two years back.

He also said that the construction of the building is supposed to be completed before the newly elected members formed the government.

Haokholal Hangshing, former chairman of ADC Sadar Hills expressed gratitude towards the state Government for conducting the swearing in ceremony of the elected MDCs in the hill districts of the State on time without any delay.

Govt mulls re-opening of schools, colleges from Jul 16

IMPHAL, July 13: In the backdrop of the indefinite closure of all educational institutions in Greater Imphal area by an order of the government in view of the volatile law & order situation following the death of a student while taking part in an agitation demanding introduction of Inner Line Permit System in the state, Education Department convened a joint meeting today and decided to re-open educational institutions at the earliest.

The meeting which was held at the Conference Hall of SSA, State Mission Authority at Babupara with Education minister Moirangthem Okendro in the chair resolved to resume class in the educational institutions from July 16 if there is considerable improvement in the prevailing tense situation within the one/two days.

The meeting also discussed to tight security deployment around the educational institutions so that agitators could not easily call out students from their schools and colleges to take part in agitations.

High officials of School Education and Higher Education; principals of schools and colleges based in Imphal area; representatives of Manipur University, DESAM, MSF, KSA and several other students`™ organizations also attended the meeting.

Minister Okendro said that the death of a student of Ananda Singh Higher Secondary Academy, Sapam Robinhood during a protest staged demanding ILPS implementation on July 8 was unfortunate.

He further said that he also felt pity to see police beating students during protest demonstrations.

There is a high possibility of outbreak of untoward incidents if normal class in the educational institutions are resumed amidst the tense law & order situation, he said.

The government is confident that there would be a positive change in the situation within one/two days, he added.

Secretary of Education (S) H Deleep Singh who was present at the meeting admitted that the education sector is badly affected whenever intense agitation is launched and appealed to all concerned organizations to not use students in staging protest for fulfilling any demands.

Professor of Manipur University W Nabakumar said that students have been badly hit by the indefinite curfew imposition which was obvious in view of the volatile law and order situation.

Stating that education for students should not be deprived at any cost, he said that the rate of student attending class will be low if the government announces resumption of normal class in the educational institutions from tomorrow or day after tomorrow given that the JCILPS has imposed a 14-hour general strike tomorrow in pursuance of its demand.

It will be a wise step for the government to wait announcement of resumption of class in the educational institutions till the end of the proposed emergency session of Manipur Legislative Assembly on July 15, he observed.

Noting that participation of students in mass agitation to press for any legitimate demand is well justified as history suggests, advisor of DESAM LC Santosh expressed desire for resumption of normal class in the educational institutions from tomorrow in the interest of the students.

He also asked what steps have the government taken up against the police personnel involved in the killing of Robinhood.

Principal of Ananda Singh Higher Secondary Academy Sumati narrated that Robinhood along with other students of the academy was called out by two individuals to join the protest demonstration demanding ILPS implementation in the State.

Expressing unhappiness on the act of letting innocent students to join protest demonstration for whatsoever, the principal termed late Robinhood as a student who dreamt of a bright career.

Out of 24 elected members, only 13 members took the oath from the District Administration while the remaining 11 members were absent in the today`™s Oath taking.

Organised by District Adminitration, DC Chandel Robert Singh Kshetrimayum administered the ceremony which was also attended by MLA of 41-Chandel A/c St Victor Nunghlung, District Election Officer Sambhunath Singh, Addl CEO of ADC, CDL Ts Kothar, Chandel SP and workers of political parties.

According to Manipur gazette dated June 19, 2015, the 13 elected members taking pledge included MK, Kopham, NPF, 4-Kangoi DCC, KSM Matthew Maring, NPF, Rilram Centre DCC, Ch Chanthoi Aimol, BJP, 7- Aimol Tampak DCC, Warngam Nula, NPF, 19-Chakpikarong,T Seikhothang Haokip, BJP, 18-Songjang DCC, Dy. Holngam, IND, 21- Toupokpi DCC, Ngamkholal Baite, INC, Sugnu Hill Area Constituency, Th Hopeson (NPF), 9-Purum DCC, Ringo Dilbung (INC), 10-Aihang DCC, Sh Manglem, IND, 11-Pantha DCC, Ts Willingson Anal, IND, 12- District H/Qs, Ts Kanlun Anal, NPF, 13-Vomku DCC and KT Hari Anal, IND 20-Wangkhera DCC.

On the other hand, Leader of the newly formed coalition `Democratic Alliance of Chandel`™ KSM Matthew Maring, told reporters that all 13 elected members, who took the oath are all members of Democratic Alliance of Chandel, which was formed during a joint meeting of different political parties held recently.

Mathew Maring also appeal that his party be invited to form the council as soon as possible, claiming his party enjoys majority.

When enquired of the political parties claiming stake to form Chandel ADC, Deputy Commissioner Robert Singh informed that Democratic Alliance of Chandel consisting of 13 elected members have so far submitted a letter requesting him to invite the said alliance to form the council. Robert told reporters who met him at his chamber after the ceremony.

On being asked about the absence of 11 elected ADC members in the oath taking ceremony, the DC said that those absent in today`™s Oath Taking ceremony have submitted a written application to the State Government in accordance with the Notification of Government of Manipur, Secretariat, Hills Department issued on 9th July 2015.

According to the Notification, those members who are unable to participate in the oath taking ceremony at the ADC Headquarters for any reasons may write to the Government indicating their inability to do so for further decision in this regard, added the DC.

Later on, the newly elected ADC Members along with Chandel Assembly Constituency`™s MLA went to the Office of the Autonomous District Council located Monsang Pantha and inspected the undergoing construction work of the ADC Quarter buildings.

Briefing the media persons, ST. Nunghlung Victor, MLA 41-Chandel A/C said that after inspecting the office of the ADC long with the newly elected members, they came cross some building were constructed without maintaining quality.

After the ceremony, 13 elected members together with MLA of 41 Chandel St Nunghlung Victor inspected the ADC Chandel complex located at Monsang Pantha Village.

Talking to reporters on the sideline of the inspection, Nunghlung Victor said he has appealed the contractors and agency engaged in construction work at the complex to complete the unfinished work within a span of 2-3 months.

The concern agencies are requested to give instruction strictly to the contractors for maintaining quality and completing the buildings at the earliest, he added.

An official notification issued by secretary in charge, Manipur Legislative Assembly K Meghajit Singh said the `Speaker has been pleased to reconvene an emergency sitting of the 11th session (Part II) of the 10th Manipur Legislative Assembly on July 15 at 11 am in the Assembly hall of the Manipur Legislative Assembly, Chingmeirong.

According to sources from the Assembly Secretariate, a Business Advisory Committee will convene a meeting tomorrow at 11 am to fix the businesses and number of sittings of the emergency sitting. The meeting will be chaired by committee chairman Th Lokeshwar Singh.

The steps taken up by the Manipur Legislative Assembly Speaker are in accordance to resolutions arrived at during a cabinet meeting chaired by Chief Minister Okram Ibobi Singh this morning, according to the source.

It may be mentioned that the Inner Line Permit System was abolished from Manipur on November 18, 1950 by the then chief commissioner Himat Singh.

Following a motion moved by Opposition MLA Dr I Ibohalbi Singh in the House on July 13, 2012, the Manipur Legislative Assembly had taken a resolution to implement the Bengal Eastern Frontier Regulation, 1873 in the State.

The same resolution was passed by the House for a second time after MLA RK Anand moved a similar motion in the House on June 13, 2013.

`Empathy over seeing student`s death made people flock to join protest`

IMPHAL, July 13: `What would you do when your friend is mowed down by a rubber bullet or a tear gas shell? For me the immediate reaction would be to join the protest on the streets, and I think most of us would react like that`.

Sadokpam Ranjeeta, a human rights activist told the IFP in context of the current Inner Line Permit System, ILPS implementation movement, which got intensified following the death of a 16-year old student, Sapam Robinhood in police action to contain a student rally on July 8.

She continued, `I have been involved in works related to the Extra Judicial Execution Victims Families Association Manipur, EEVFAM since its inception. The widows have been fighting for justice. They have even moved to the Supreme Court against fake encounter in Manipur with a vague knowledge about the judicial system`.

`Even I myself do not have much knowledge on the minute details of AFSPA, but I have been protesting and have been part of the anti-AFSPA movement just for the simple reason that the Act is unjust and inhuman. I can empathise with the victims. This may be the reason that large numbers of youth have joined the ILPS movement, they empathise with Robinhood`, she added.

Ranjita lamented that there is a wide gap between the activist and intelligentsia and it is evident in most of the movements that the State has witnessed.

She said, `Yes, activist or those who are protesting on the streets should have a certain level of awareness about the issue and its implication. But those knowledgeable people with higher knowledge should reach out. If they are really concern they should not wait for formal invitation, rather they should try to reach out to bridge the gap. It should be from the heart.`

Dr Dhanabir Laishram, a well-known social activist and commentator however blames the State government.

He said the academic community has been contributing their fair share as far as their engagements with the issues of the State are concern.

`The State government has shut itself off from any kind of communication with the academic community, say for instance the university community, thereby cutting a proper channel of political communication`, he added.

Ksh Narayan, a former president of the Manipur University Students`™ Union, who has attended youth exchange programs outside the State and the country, gave an insightful observation on being asked regarding the low level turn out of students from higher level studies in the ongoing protest movement.

He said there has been a `systemic silencing`™ of those students in the higher education.

He maintained, `The introduction of the semester system is one of the main reasons. Every week there is an internal assessment test from which the students cannot take the risk of abstaining themselves to join protest rallies. In short, the education system bases itself on `exam oriented course`™, leaving little time for students to engage in other activities. He however lamented on the cozy silence of the teaching community. `Teachers body like the Manipur University Teachers`™ Association, MUTA or college teachers`™ association should at least make a point to let their voice heard through press statements even if they are busy with their teaching work`, he said.

Akhu Chingangbam, a protest singer of Imphal Talkies fame, when asked about the involvement of young students in street protest said that he has grown up taking part in protest as a student in CC Higher Secondary School.

`I was very much part of the protest when Netaji was killed by the State police. I am alive today because the tear gas shells or rubber bullets did not hit me. If not I would not be singing protest songs today`.

He added that students should actively take part in the social awakening processes and one should stand up to the call of time.

James Mayengbam, a self-employed youth from Keishamthong Imphal, who also had joined in the recent protest told this reporter that it is natural for young minds to become emotionally charged in a situation like this.

`When I joined the boys on the street, I can see that they are uncontrollable. Some of us tried to prevent them from firing sling shots to the police but they would not listen. No doubt, we support the ILPS demand, but there is a clear lack of a well organised protest wherein a responsible leader or organisation should show the path`.

He opined that the kind of intermittent violent protest happening here and there needs to be streamlined for a better outcome.

No surprises at all that trying times throw up stories of courage. From Mao Gate to Imphal, from Oinam to Tipaimukh, Manipur has been no stranger to this universal truth

No surprises at all that trying times throw up stories of courage. From Mao Gate to Imphal, from Oinam to Tipaimukh, Manipur has been no stranger to this universal truth that tragedies always have had their shares of heroism. The current crisis is no exception either. The death of Sapam Robinhood, 16, though we wish did not happen and also believe could have been avoided, is a shining example. But if trying times bring out heroism in ordinary men and women, or in Manipur`™s case, more likely young school going boys and girls, there is also often a matching dark side to the story. Selfishness and meanness also show up on the sly to take advantage of the bad situation. No need to name names, for these stories are also as commonplace as the stories of heroism. Just one account should explain the situation. A columnist of a newspaper, using a nom de guerre slyly peered into a discussion on the popular social network on the current crisis unfolding in the state, and instead of joining the discussion and confronting the issue, copy-pasted large parts of the discussion thread and did a critique of it in a tone of ridicule, barely disguising the dramatis personae, therefore virtually amounting to a personality slander of the participants, one in particular. It is likely the writer whose identity is hidden behind the mask of a pen name has a grudge with the object of his ridicule, but this should have remained personal and not a score to be settled on a forum where the opponent has no way of engaging and contesting the innuendos and insinuations immediately. He or she could have done so in response articles, but the damage would already have been done and moreover the nature of these sly slanders is such that though severe injuries are caused, it is difficult to pinpoint any tangible malicious aggression. All the same, this would have been considered despicable and unethical by any standard, and in countries where people`™s privacy is valued and strongly protected by laws specially fashioned to deal with these insinuations, there is no way the slander would have escaped libel suits.

But leave these depressing and uninspiring stories alone for the time being. What we need to focus on now is the way forward to resolve the current crisis. All of us are stakeholders, for indeed the manner in which the issue is resolved, will have a direct bearing on the lives of all of us. There is a wide consensus, that a regulatory mechanism is necessary to protect small populations of distinct peoples from being overwhelmed by settlers from much larger communities. Manipur and indeed the entire Northeast, with its over 250 linguistic communities registered by the Linguistics Survey of India, are vulnerable. Small wonders then the Northeast have become so volatile region prone to murderous ethnic wars. In other words, the fear of alien settlers and cultures (which is what I interpret xenophobia to be, as do the dictionaries, and not what donors driven NGOs have come to portray it to be) amongst the different communities has a good measure of legitimacy. The demand for ILP or another law which takes care of this insecurity hence must be viewed through a sympathetic lens by the state`™s as well as country`™s policy makers. Suitable constitutional amendments can be made to bring this to effect and this should not amount to changing the basic feature of the constitution (which is next to impossible), for the ILP is already in existence, therefore it would be just a matter of extending an existing law and expanding its scopes. But the caveat is, this new law must not result in any undue victimisation of any other community. Even in our deepest crisis, we must never abandon our basic humanism.

One way of achieving the objective at hand is perhaps to look at what we already have. In the agitation for the ILP, the hill districts have been rather aloof, although there is no doubt the concern for demographic marginalisation is shared passionately. This is so because lands in the hills are already protected from transfers to anybody outside the communities inhabiting them therefore the urgency is not felt as strongly as in the valley. Perhaps, instead of the ILP, a legislation which looked to preventing land ownership transfers similarly may serve the purpose much better and with less hurdles to cross in its actualisation. This is just a thought for consideration and not a recommendation.

15 of the members who took oath today were re-elected from the previous ADC, while nine of them are newly elected.

MDC, Churachandpur member Langkhanpau Guite said that as per official norms the DC will forward the oath taking reports today, following which the Governor will issue an order for the election of the chairman.

However, he admitted that he has no idea when it will happen as the situation is different from the last time.

Speaking on the occasion after administering the oath to the elected members, the DC exhorted the new members to work for the people while saying that ADC is needed as town administration are under them.

He further urged them to continue and support the work that the district administration had done in the past notably in repairing roads.

The DC also said that MANIREDA will soon installed street lamps from Peace Ground, Tuibuang till New Lamka/Lanva River bridge.

Delivering the vote of thanks, the CEO of ADC said as there are new members they must know that under the ADCC there is six major departments with Education being the most important and major department apart from the infamous Sanitation department and medical where they have eight dispensaries and one PHC.

Based on specific intelligence regarding drug peddling on NH 102, troops of the 24 Assam Rifles of 26 Sector AR under the aegis of HQ IGAR (South) apprehended an individual alongwith contraband drugs at Khudengthabi check post on 10 Jul 15. A motor cycle without Registration Number traveling from Moreh to Pallel was stopped for checking, and on a thorough search of the motor cycle led to recovery of  2165 numbers of WY(R-20) tablets (Approx worth Rs 21.65 Lacs), one Mobile phone and an Aadhar Card. The apprehendee was identified as Jamkhongam Haokip, aged 23 years, s/o Mr Thangkholet Haokip, resident of Lokchao, PO/PS – Tengnoupal, District- Chandel. The apprehendee along with the recovered items have been handed over to the Moreh Police station.

ASSAM RIFLES PROVIDES FURNITURE AND BOOKS

            41 Assam Rifles of 10 Sector Assam Rifles under the aegis of HQ IGAR (South) distributed furniture and books at Ngariching Living Centre Blind School in Ukhrul under ‘Assam Rifles Military Civic Action programme’ on 09 Jul 2015. The Assam Rifles has been instrumental in reaching out to the remotest locations and supporting the pillars of peace like Education, Capacity Building and Infrastructure Development. The people are being brought face to face with development and education in the quest for lasting peace in far-flung areas of the state.

The school had very limited funds for procurement and it had a long standing demand for amenities and stationary for which Assam Rifles made efforts towards fulfilling these demands. The demands were submitted in February following which Assam Rifles proactively got the funds sanctioned and procured books and furniture for the students at the earliest. These will help the students in the present and upcoming academic years. This ensured the welfare of the youth so that they can attend school without any hindrance and focus on their studies. The organization aims at creating an environment for the children to enable them to have a bright future and assist in the development of the nation.  The villagers also expressed their profound gratitude towards the Assam Rifles for this kind gesture.

Suspected NSCN(K) killed during operation by AR at Chandel district : Press release

IGARSOUTH PRO CELL, 10 July 2015 :    Based on the information from reliable sources regarding movement of armed UG cadres in the vicinity of Indo-Myanmar Border to lay IEDs on MTNS road, troops of the 11 Assam Rifles of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) launched an operation in the general area T’Minou village in Chandel District. The troops during the operation observed a suspicious looking person carrying a basket and digging the MTNS road possibly to plant an IED. When the person was intercepted, he lobbed a grenade towards the troops. In the ensuing melee, the person was killed. Two land Mines, one Pistol with magazine and a Grenade was recovered from his possession. The area was further checked and cleared of IEDs and a major mishap was averted by this operation. The identity of the individual is being ascertained and initial reports suggest him to be affiliated to the NSCN (K).

Committed to promote self employment through vocational skill development in the Khengjoi block, 6 DOGRA of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) is constructing a “Goat Farm” at Village L Bongjoi in Chandel district.   The construction work is in full swing which includes three goat sheds, boundary fencing and associated infrastructure.  56 goats have been procured so far for initial training of the core team and further procurement is in progress.  Necessary liaison with State Vetinary and Animal Husbandry department has been carried out for vaccination of animals and training of the villagers.   The noble endeavour of Assam Rifles will equip villagers with skills to run Goat farm and generate alternate source of income as goat meat is in huge demand by the Assam Rifles Battalion deployed in the area. Once completed the project will go a long way in empowering villagers and providing an alternate source of income.  The village authorities have highly appreciating the efforts of the Army which is committed in bringing development to one of the remotest region of Manipur thus strengthening the bond of friendship and trust between the local populace of the region and the security forces.

24 Assam Rifles of 26 Sector Assam Rifles under the aegis of HQ IGAR (South) organised the Zero Garbage Drive at Khudengthabi village in Chandel district on 10 Jul 2015. The programme was attended by 37 local civilians including women, children and youth of the village. The villagers were educated about the littering issues & its harmful effects to the society and advised to maintain the village garbage free by use of dust bins/ garbage bins and waste dumping areas. The villagers alongwith troops of Assam Rifles maintained the dumping areas of waste products. The village auth i.e. village Chief, Secretary and Chairman appreciated the initiative of the Assam Rifles for the same. The function culminated with Assam Rifles & Villagers interaction followed by tea & snacks.

The excerpt from Nehru’s writings, cited above, holds the ground amongst many. Undeniably, women’s contribution make a society whole and perfect. Many believe that a woman is a bridge across generations and hearts. Alas! Despite the heroic roles that women had played in the history and the present, women are the victims of patriarchal subjection and male chauvinism.

It is believed that egalitarianism was the norm of social relation in the primitive societies. Before the birth of the pairing marriage, family and private property; women were socially powerful as they enjoyed absolute mother’s right over the children. However, with the changing modes of production, when physical strength began to play important roles in war, production, booty capturing, and accumulation of private property; under the male dominated marriage and family systems, women gradually lost their prominence. Patriarchal values began to predominate and women are being treated as the property of men. A woman’s body began to be defined, either chastity or pollution began to be measured, and the price or value of her body began to be determined on the basis of the patriarchal notion of an ideal womanhood.

Overtime, the patriarchal notion of womanhood became engraved in the social perceptions and it relegated women to the subservient position in a hierarchically gendered social order. The societal spaces and relations, including politics and religion, began to reflect and reinforce women’s subjugation— more often than rapes and commodification of women are the denial of material benefits and other choices. These became common symptoms of a greater rot lying beneath the social superstructures. All these suggest betrayal of the ‘expected’ trust towards the other half of human composition that is constituted by the women. All these reflect a systematic rot that prevent the society from achieving true progress and all-round development.

In the present Manipur society that we live in; women’s safety, defined in the broader sense, is still an elusive touchstone, although many try to portray the prevalence of egalitarian ethos and practices. Certain moribund and decadent patriarchal thoughts and practices that enslave and threaten the dignity of women continue to operate. Women are being looked down upon as sexual objects to fulfill the unrestrained sexual lust of the men. News of rape and violence on women became the frequent headlines in the media. The patriarchal notion of women’s chastity created prolonged traumatic effects upon the rape victims, as they are being always condemned as the polluted body whose value have been degraded considerably. In other words, male sexual lust and aggression inter played with the patriarchal notion of either ideal womanhood or polluted; and it created insecurity to the women in various ways. She fears for the physical safety and social well-being, from the ruthless force of decadent customs, traditions and attitudes that undermined and subjected women.

The subjection of women under the patriarchal norms is structurally rooted in the relation of production that either confined women in the domestic premise of the men or reduced them into some form of domestic slavery. Their subjection in the relation of production makes them difficult to overcome the patriarchal restrictions superimposed on them. This structural bias misplaces women from the rightful place where they wanted to be, as human beings inspired by the progressive ideals of liberty and full-fledged empowerment in all aspects of livelihood. In other words, the structural bias prevents the women from the full growth of their physical, moral and intellectual temperaments. As a result; many women remain suffering from illiteracy, poverty, malnutrition and lack of choices. They enjoy little freedom for their creative self-development and growth.

Women needed empowerment? Who will do it, when and in what ways; are some of the questions that progressive women have been raising for many years. Many women believe that empowerment is a positive and multidimensional ideal. This ideal implies opening up of opportunity avenues towards the promotion of women’s self-confidence and the ability to determine the course and quality of their lives. This calls for a multi-layered approach, in order to achieve a structural overhaul. Firstly, the priority is to ensure proper education of women along progressive lines. Progressive education will increase a woman’s awareness, her choice and the abilities to take advantage of available opportunities. Secondly, in the meanwhile, proper education must be accompanied by opening up of public spaces for women. There should be proportionately equal representation of women in governance and decision making process that affect them. Thirdly, women must also enjoy society’s material and moral resources. There should be an initiative towards bringing an end to the evil practices like domestic violence and other forms of subjection. It would involve gradual demolition of the patriarchal value system. But, this attitudinal change requires a multi-layered social campaign. To achieve it, children at the school must be taught about the value of gender equality. Apart from the schools, the values of respect for women must be fostered and nurtured in the family domain.

Finally, humanity is like a bird. A bird needs both the wings to fly high into the sky. Likewise, a society becomes wholesome and progressive when gender equality is respected and valued. The society will grow only when women that constitute half of humanity, could contribute at par with men in all aspect of social relations and productions. Equality will bring balance and progress; as it will ensure a new strength that will be founded on the basis of the lived experience of fairness and mutual consensus. A common psychological make-up guided by the virtue of empathy will make this world a better place for all.

IMPHAL, July 12: The Joint Committee on Inner Line Permit System (JCILPS) has today announced a 14-hour state-wide general strike from 5 am on July 14.

Announcing the general strike in a press release, the committee which is spearheading the collective demand for implementation of ILPS in the state said religious processions, electricity, water supply and media will be exempted from the purview of the strike.

The release maintained that the ongoing collective agitation demanding implementation of ILPS in the state is to safeguard the indigenous people and future generation from the incessant influx of outsiders into the state.

Endorsing the firm stand of the JAC Against the Brutal Killing of Sapam Robinhood to not accept the dead body of the student who was killed in police action while taking part in a protest demanding ILPS implementation, it cautioned that the curfew on non-locals may further continue in case the government fails to convene Assembly session to pass a fresh bill within a stipulated time.

It will be better for the government to act swiftly on core issues including ILP pertaining to the state and not wait wrath of the public, it said.

The committee, in the release appealed to the people to continue with different forms of democratic agitation like torch rally and sit-in-protest till a fresh bill in place of MRVT & MW Bill, 2015 to safeguard the indigenous people is passed by the government.

IMPHAL, July 12: The JAC is not ready to accept Robinhood`™s body even if the government has withdrawn the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015, chairman of the JAC Hemchand Roy told IFP in a telephonic conversation.

He said the JAC formed in connection with Robinhood`™s death is firm in its stand that it will not accept or claim Robinhood`™s body until the government gives a written assurance to implement the ILPS or a similar law which would control the rampant influx of non-locals in the State.

He said, the government has been repeatedly urged by the Joint Committee and various other organisations to enact an acceptable law to check the rampant influx of outsiders which is posing a serious threat to the very existence of the indigenous people, but the same has remained neglected by the government even though many an Assembly session have been held.

The government, he said has cheated the people of the State on the issue on several times and now there is no turning back until a concrete assurance is given, he added.

He also told the reporter that the JAC will not fall prey to such tactics as extending ex-gratia or suitable job to the next kin by the government.

He further urged the government to implement the ILPS in a stipulated time to deliver justice to Sapam Robinhood who sacrificed his life for the people of State.

IMPHAL, July 12: The All Manipur Students Guardian Organisation has condoled the death of Ananda Singh Higher Secondary Academy student, Sapam Robinhood, who died in police action against a rally demanding ILPS on July 8.

A two minutes silence was also observed for the departed soul during the press conference held at Place Compound.

Secretary AMSGO, S Sumati while speaking to media persons said that they also share the grief and sorrow of the bereaved family members.

AMSGO also strongly condemned the `atrocious`™ act of the police.

Such unfortunate incidents might have been avoided had the Govt considered the issue as need of the hour and understand the sentiment of the people of the State, she said.

Strongly condemning the police action on protesters demanding ILPS, the AMSGO also demanded the resignation of the CM and Dy CM on moral grounds

She also demanded befitting punishment for the police personnel involved in the killing of Sapam Robinhood at the earliest.

Asserting that imposing curfew and closure of educational institutions will not be a long term solution to the issue, the organisation also urged the government to reopen the educational institutions at the earliest.

S Samiti also said that the movement spearheaded by the JCILPS and the demands is for the welfare of the people,`™ the secretary asserted while adding that they would continue to join the movement until the demands are met.

The All Manipur Students Guardian Organisation strongly urged the government to withdraw the previous bill and bring amicable solution by implementing the ILPs or similar law to protect and safeguard the people of the state.

IMPHAL, July 12: With public pressure mounting on the demand for withdrawal of the Manipur Regulation of Visitors, Tenant and Migrant Workers`™ Bill, 2015, the State government has decided to withdraw the infamous bill and convene a special Assembly session soon.

Making the announcement before media persons this evening at his cabinet secretariat, Chief Minister Okram Ibobi Singh said the government has withdrawn the Manipur Regulation of Visitors, Tenant and Migrant Workers`™ Bill, 2015.

A special sitting of the Manipur Legislative Assembly will be convened shortly, he said.

The decision to withdraw the bill was taken after an elaborate discussion of the present issue during a meeting of the Congress Legislature Party today, Ibobi informed the media persons.

On the other hand, the JCILPS has informed that it will continue with its agitation until its demands are met even though the government has withdrawn the bill.

Replying to a question as to whether the JCILPS will continue with its proposed bandh and other form of agitations now that the controversial bill has been withdrawn, a co-convenor of the committee told IFP that the demand of the committee is the conduct of a special sitting of the House to pass a new bill which would satisfy the people.

The JCILPS will not cease its agitations until the Assembly session passes a new bill which would safeguard the indigenous population of the State, he said.

Meanwhile, the Chief Minister informed the media persons that in an effort to realize the demand of the public and the Joint Committee on ILPS, the government had formed the All Political party Committee on ILPS to bring out a bill, he said.

He said after four-five months of discussions and meetings with legal experts and other intellectuals, the committee had submitted its recommendations to the government.

Based on the recommendations, a bill was tabled during the 10th session of the 10th Manipur Legislative Assembly on March 10 for discussion, which was passed by the House on March 16, he continued.

However, the Manipur Regulation of Visitors, Tenants and Migrant Workers`™ Bill, 2015 was not only despised and opposed by the people, but failed to receive assent of the Governor, he said.

Since, the 11th session of the 10th Manipur Legislative Assembly was adjourned sine-die and the Governor is yet to give his prorogue, the State cabinet meeting tomorrow will resolve to convene a special session of the Assembly.

Ibobi also said that he had apprised the Union Home Minister Rajnath Singh of the present people`™s movement on the ILPS issue, during yesterday`™s meeting of Chief Ministers of north eastern States held in Guwahati which was also attended by the Union Home Minister, Minister of State Home and DoNER Minister.

The Chief Minister said he informed the Home Minister of the public demand as to why the Act is not implemented in Manipur although it is still implemented in other States like Nagaland and Arunachal Pradesh.

Ibobi said he had even discussed with the Union Ministers on the feasibility of implementing a uniform law on the issue which could be implemented in all States of the country.

The late evening press meet was also attended by the members of the Congress Legislature Party.

IMPHAL, July 12: There was no respite as public protest demanding withdrawal of the Manipur Visitors, Tenants and Migrant Workers Bill, 2015 and the enactment of a law to safeguard the indigenous people of the State continued for the fourth consecutive day today.

The indefinite curfew imposed since July 9 was, however, relaxed from 5 am to 2 pm today.

Road blocks imposed by burning tyres and logs on the road continued, even as protestors sat on dharnas, took out rallies and burn effigies of the Chief Minister at several places.

Protestors were seen placing rock boulder and drying women`™s clothing on the roads.

Sit in protests were staged at Nongmeibung, Kwakeithel Konjeng Leikai, Porompat Soibam Leikai Ayangpali Road, Khanglapung Porompat Road, Soibam Leikai Citizen Club, Lamboi Khongnangkhong, Naoremthong and Keisampat Leimajam Leikai, Nongmada, Serou, Lamlai bazaar, Chana Tillou, Sekta, Leimakhong, Yourbung, Sawombung, Tezpur, Lamsang, etc.

Keishamthong Kabui Khul Mothers and Keishamthong Yaiskul Apunba Lup jointly staged a sit-in protest at Keishamthong Yaiskul Police Lane demanding implementation of ILPS and withdrawal of Manipur Regulation of Visitors, Tenants and Migrant Workers Bill.

Meira paibis of Keishampat Leimajam Leikai hold a sit in protest supporting the ILPS issue as well as condemning police action.

The meira paibis said police fired tear gas shells and live bullets towards some houses in the locality around 9 pm to 10 pm yesterday although there were no protestors.

The unprovoked firing of the police has frightened the residents, they said and added further that Keishampat Leimajam Leikai supports the JCILPS`™ demand and agitation until the ILPS is not implemented in Manipur.

Meira Paibis of Tinsid Road also held a sit in protest and maintained a two-minute silence honouring Sapam Robinhood who was killed during police firing at a protest rally.

The meira paibis also took out a rally but were blocked by the police at Lamlong Bazar.

Protestors were also seen along the whole Singjamei to Chanchipur stretch of the Imphal-Moreh highway blocking the road by placing road boulders.

Police tried to disperse the protestors by firing tear gas shells, catapults and lobbing mock bombs, however, the protestors replied by shooting catapults and pelting stones.

Police finally managed to disperse the protestors at Kakwa after a huge back up team arrived.

Meanwhile, the Chief Minister`™s effigies were set on fire at Utlou. Protestors also claimed the police lobbed a mock bomb and arrested a protestor from the protest site.

Meira rallies were taken out at Ningthoukhong, Pangei Bazar, Kakwa Khunjao, Nongmada and Uripok. At Napetpalli, women agitators of a meira rally marched towards the police station.

Of the many qualities of a leader, one of the most important is the commitment with which ideals are held and valued. This needs no confirmation from any social scientists, for very often it is common sense that provides the most penetrating insights into issues that have direct and profound bearings into everyday life. And what other thing can have as much impact on everyday life as the quality of leadership any society gets. Ask any man or woman on the streets, literate or otherwise, and they will have the same answer `“ a leader without ideals, or a clear notion of a social goal, is no leader. The other important quality of a leader is, he must have the ability to draw up a clear roadmap as to how his ideals can be actualized. This again is street wisdom as much as it would be an absorbing agenda for highbrow academic seminar rooms and the classrooms of management schools. Do our leaders have these qualities, is an intriguing question. Many of them do, there can be no question about it, but the nagging doubt that arguably all of us would have expressed sometime or the other is, many of them do not seem to possess them. Why then do our voters allow those who lack this quality to return is a question that not many have asked themselves seriously or honestly, hence the recurrence of the phenomenon. The result is, we have many leaders in form only but not in substance. This leadership vacuum is, in our opinion, is at the core of some of the most vexed problems of Manipur, most pertinently, the question of insurgency. For ultimately, ideals are nobody`™s monopoly, and so also leadership, and if one set of leaders are unable to provide it, there will be others who would claim the role. Insurgency in this sense is very much a challenge and contest for this leadership space. Resolving the problem will in the end have also to be about resolving this issue.

But if there is a lack of ideal in the formal political leadership, the contenders lack the form. There can be no argument that all insurrections, including the ones we are witnessed to, are fired by ideals, hence their popular appeals. But the danger here is, when there are no definite forms to the leadership they provide, the ideals themselves come to replace the form. That is to say, the ideals become the system itself, resulting in a mix that have led to the most oppressive dictatorships in history. Stalin, Pol Pot, Trosky, Mao were all idealists, and people still admire their ideals. Their only failure was, they allowed their ideals, and ultimately themselves, to not only substitute the system, but to become the system itself. History bears testimony as to how oppressive ideals without moderation by a formal and objectified roadmap can get. In the modern context, this moderation must have to be looked for in a belief in constitutionalism. This would understandably limit the definition of leadership, for then a leader would have to be how the consensual constitution defines what a leader is, how he is to be selected and how deposed etc. In mature Western democracies, such as for instance England, we do hear of such stories as how even former Prime Minister Tony Blair, while still in office, have had to visit police station to face questioning by the officer-in-charge, and complete mandatory calls of the law for the drunken driving of his son etc. Nobody in this part of the world would not be amused or wonderstruck by such accounts of the law, and the clear perimeters it draws around this definition of leadership, but on second though, we are left convinced that such respect for constitutionalism is the only path that can keep men entrusted with power from becoming despotic dictators. If the form can dilute and destroy ideals, as is happening in our formal politics of today, an overflow of ideals can subsume the form, if the ideals are not drawn within the guidelines of a definite and institutionalized constitutionalism. The latter, it must be admitted, is one of the bane of the leadership of the non-official kind, in fact the insurgency movements in our region. The challenge of leadership then is, to have the ideals as well as the system `“ but separate from each other and one moderating the other.

Chairman Vision Document BJP Manipur Dr RK Ranjan said the committee will work under his supervision as chairman and have P Saratchandra as convenor; S Tikendra, M Asnikumar as members and RK Shivchandra as co-convenor.

He said the committee will provide recommendation on any issue arising in the State when needed in the interest of the people.

He said the committee will see the mechanism of the ILPS implemented in other States within the framework of the Indian Constitution.

He said the BJP openly supports the ILPS issue as is evident from the memorandum submitted to the Governor of Manipur.

Chaoba said curfew has been imposed for four days on the present ILPS issue in the State, and the ongoing public agitation has extended to Bishnupur and Thoubal districts from the two Imphal districts.

Several persons including students have been injured and a student killed in the State, he continued.

If there is any more death, it could only worsen the situation, Chaoba continued.

BJP demands ILPS and proper land law to be enacted in the State and bring a solution to all the turmoil, he said.

The government should also call an immediate Assembly session and properly discuss the issue, he said.

He continued although Home minister Gaikhangam has already claimed that action will be taken against any police personnel found guilty of wrongful conduct in the death of Robinhood, the government has failed to even identify the personnel till date.

The government has to clarify on the issue to the people, which is why the BJP is demanding a judicial inquiry into the incident, he further said.

BJP Manipur Pradesh general secretary Administration Moirangthem Asnikumar speaking at an exclusive meet with media persons said the BJP Manipur Pradesh has demanded a judicial enquiry on the death of class XI student Sapam Robinhood during police action to control a student rally on July 8.

He said Sapam Robinhood is dead because of the Congress government`™s failure to enact the ILPS in the State.

The government should terminate the responsible police personnel and institute a judicial inquiry into the student killing incident, he demanded.

Robinhood was hit by a tear gas shell shot from a close range by the police.

He continued Robinhood`™s death has strengthened the movement demanding withdrawal of the Manipur Regulation of Visitors, Tenant and Migrant Workers Bill, 2015 has been intensified in the State.

Unfortunately the State government has failed to take any positive action against the culprit and instead imposed a public curfew which shows its negligence towards the desires of the public, he continued.

This is total violation of democracy, he said

The present government in the State has only violated the people`™s rights and Constitution of India and it is time for the people to teach it a lesson, he claimed.

Asnikumar said the State is witnessing police-public confrontation everywhere.

Educational institutions are closed down and the government offices continue to remain close due to the curfew which is not a good sign of governance, he continued.

He further demanded the government to bring a permanent solution to the ILPS issue or if it can`™t than it should step down on moral grounds.

Ashinikumar alleged that the Congress-led State Government submitted the MRVTMW Bill, 2015 overlooking the recommendations made by members of the All Political Parties.

He further said that MRVTMW Bill, 2015 put up by the Congress led Government was rejected by the Governor a day before the Assembly began. Timely notification of this rejection to the House and the people could have saved Robinhood`™s life, BJP Manipur Pradesh general secretary M Ashinikumar asserted.

But it was very unfortunate that the Leader of House Okram Ibobi Singh and Home minister Gaikhangam seem not serious during the discussion in the Assembly.
