IMPHAL, June 15: While reaffirming the `Principle of Neutrality`™ adopted in the house of the Aimol Tribe Union, Manipur on July 29, 2001 at its head office at Aimol Tampak, Pallel in Chandel district, the Aimol Tribe Union termed the declaration made by S Munthuireng published in a local daily on April 13 under the headline `Oneness in Christ`™ which read the Aimol Tribe as Aimol Nagas as baseless.

A joint statement signed by village chiefs and authorities of several Aimol Villages termed the declaration as nothing but an anti-Aimol element and warned leaders and individuals not to repeat such act of anti-community and dictatorship role in future.

It also demanded Munthuireng to apologize to the people through the media for his unwarranted declaration and resign from the post of president of ATUM.

The statement said that the Aimol Tribe Union had adopted certain resolutions including policy of separate entity which states that the nomenclature of the Aimol community recognized under Indian Constitution as Aimol shall be Aimol and no concoction, suffix and prefix shall be allowed to insert to the title `Aimol`™.

It had also resolved to stick to the policy of non-align which states that the Aimol shall stand alone as Aimol in any event and that the Aimol (leader, president and any individual) shall not enter any agreement with any organization, group or community due to geographic location of the Aimol community, it said.

IMPHAL, June 15: Referring to the charges levelled against HDFC Imphal Branch by two customers over misconduct in sanctioning of loan , Branch Manager of the bank Surchand has said that the bank`™s Risk Department, which handles such crisis has initiated an internal inquiry against staff alleged of delaying loan sanction.

Addressing a press meet at HDFC Imphal Branch here today, Surchand assured that befitting action will be taken up against those bank staff accordingly if they are found guilty of wrongdoings

Mention may be made that two customers identified as Y Kangleingamba on behalf of K&T Service Station at Andro Parking and KETAWN Business Development Officer Yumnam Deepak in a press briefing on June 13 had alleged that Assistant Manager of HDFC Imphal Branch Eugene Nongmeikakpam delayed their proposal of loan amounting to Rs 1, 10, 00,000 and Rs 30, 00,000 respectively during the tenure of Momo Saka as the Branch Manager of HDFC Imphal Branch.

Eugene was also charged of not responding to queries of the two customers about the progress of sanctioning their loan amount despite repeated request made.

Kangleingamba had said he was convinced to apply for HDFC Life insurance amounting to Rs 3, 00,000 as half yearly premium by Eugene.

Surchand said that HDFC has five branches in the State, rendering financial service to the general public.

He expressed that miscommunication and misunderstandings may have triggered the situation.

The bank is considering sanctioning loan to KETAWN but unfortunately it has decided to reject the proposal for loan from K&T Service Station, he said.

He claimed that one of the loan applicants Y Kangleingamba is a defaulter according to Credit Information Bureau (India) Limited, SIBIL report and said that Kangleingamba was sanctioned a car loan of Rs 6,96,438 by Punya Motors on May 9.

He elaborated that to get CIBIL clearance; it takes at least six months time as it is a lengthy process involving RBI.

HDFC Bank is the only bank having paperless ten second loan facility, Surchand said, adding that there are customers from the states who have received such facility.

He added that HDFC bank not only deals in financial transactions but also participate in social upliftment services like financial consultations, rendering loans to aspiring entrepreneurs.

He also said that HDFC Imphal Branch has been awarded in recognition of achieving highest percentile in agriculture sector loan.

He then appealed to all concerned to directly contact him regarding any problem faced by customers in dealing with services of the bank.

IMPHAL, June 14: The Manipur Sahitya Parishad Meghalaya (MSPM) has felicitated Aribam Syam Sharma, noted filmmaker of Manipur for being the first recipient of the `Jewel of Manipuri Cinema` award 2015.

A press release of MSPM has said that the function was held at Science Seminar Hall, North Eastern Hill University, Shillong on June 14 at 1:30 p.m.

The chief guest of the function was Aribam Syam Sharm, while a filmmaker and artist of Meghalaya, Raphael Warjari was the guest of honour.

The function was presided over by the president of MSPM, Yengkhom KB.

Aribam Syam Sharma was given a citation and a shawl by advisor of MSPM, Rajamani Nongthomba, it said.

The function also included a screening of the Manipuri film `Ishanou`, a film directed by A Syam Sharma, on occasion of the Silver Jubilee of the film which was produced in 1990. The observance function was attended by Medical Superintendent of JNIMS Dr W Gopimohon Singh as chief guest; Project Director of MSACS Ms Regina Hongray as president and Professor of Department of IHBT, RIMS Dr A Meina Singh as guest of honour.

Speaking on the occasion, Director of State Blood Transfusion Council Dr RK Rosie said that World Blood Donor Day has been observed all over the world and for this year the observance is held under the theme `Thank You For Saving My Life`.

She further said that this year theme is a mark of appreciation by blood recipients to donors who donated their precious blood to save lives of many people.

Although science has developed considerably making lives of people easier, it cannot make human blood. Huge quantity of blood will be required by 2020 to save lives of many, she added.

As part of the function, altogether 148 blood donors including Dr H Romen, Bishnupur correspondent of Imphal Free Press were felicitated by presenting citation, certificate and shawl.

The Regional Institute of Medical Science also observed the day.

A statment of the hospital, the RIMS Blood Donors`™ community and IHBT department, under the sponsorship and guidance of RIMS authority organised a blood donation camp to mark the World Blood Day 2015 at RIMS on June 14 from 9 am to 5 pm.

According to a release of RIMS, more than 120 donors, mainly health care professionals donated blood.

An observance function of the World Blood Donors Day on the theme `Thank You for Saving My Life`™ was also held with Director of RIMS, Professor S Rita Devi as chief guest with RIMS, medical superintendent professor M Amuba Singh as president.

IMPHAL, June 14: The All Manipur United Clubs`™ Organisation today observed the 14th Protest Day marking the people`™s protest against the signing of the Bangkok Declaration with the words `without territorial limits`™ between the Government of India and the NSCN (IM) on June 14, 2001.

The observation was held jointly with several other organisations of the State at the Kwakeithel Akham Leikai Community Hall near the AMUCO office.

Separatist feelings will not bring any peaceful solution in the State, AMUCO advisor KT Rahman said during the observation.

Recounting a brief history, he said the NSCN (IM) and the Government of India had signed a ceasefire agreement on August 1, 1997.

On June 14, 2001 the Bangkok Declaration which extended the ceasefire to without territorial limits was signed between the two sides, he said.

Following the extension of the ceasefire, AMUCO conducted public meetings on June 14 and 15, 2001 and resolved to impose a 66-hour State-wide bandh, he continued.

The agitation spread and on June 18, 2001, the public unable to remain calm came out in full force and demonstrated against the extension of the ceasefire, he said and added that 18 civilians lost their lives to the bullets of the security forces.

However, the mass public agitation shook the government which had to revoke the extension of the ceasefire without territorial limits, he continued.

He said it was the collective effort of all sections of the society that made the Government of India revoked its earlier declaration.

Now-a-days the idea of separatism seems to have caught on in the State, he said.

Separatist ideologies will not bring any good to the State, he said adding that it is for every individual to safeguard the territorial integrity of the State.

Manipur is for the Manipuris, he said.

The observation was also attended by AMUCO president Dr Y Mani Khuman, president Irobot Foundation Manipur Th Iboyaima, president Poirei Leimarol Meira Paibi Apuba Manipur L Memchoubi, president AMAWOVA and other leaders.

LAMKA, June 14: A fire that broke out at the office of Paite Tribe Council (PTC) GHB situated at Chappel Lane, Hingham Lanka, Churachandpur district today morning around 8 destroyed goods mostly computer appliances belonging to the office.

The cause of the fire could not be established as there was no staff present in the office when the fire broke out on account of Sunday holiday. The fire erupted at the computer room on the ground floor of the office building.

It is believed that the fire may have been caused by an electric short circuit.

According to president of PTC GHQ Vungsuanthang Guite, property worth around Rs 2 lakh was destroyed in the fire.

He said that goods of the office including computer desktop, inverter, printer and furniture were destroyed in the fire. However, files of the office were not harmed.

On hearing the news of the fire, Parliamentary Secretary Vungzagin Valte rushed to the PTC office to take stock of the situation.

He assured that all possible help will be extended to the office to mitigate the loss incurred in the unfortunate fire.

IMPHAL, June 14: Strongly condemning the alleged rape and murder of Ningthoujam Rebika whose dead body was found at Heirok Part III on June 6 and demanding death penalty for the killers of the innocent woman, a sit-in-protest was staged by Khunnai Nupi Kanba Lup, Salungpham at Salungpham Kang Yambem Mayai Leikai today.

Several placards inscribed with words such as `Hang the killers of Rebika to death`™, `We condemn killing of women`™, `Stop crime against women`™ etc were displayed at the protest site.

Thokchom Leikai Youth Club, Heirok Part II also organized a sit-in-protest at Thokchom Leikai Community Hall in condemnation of the merciless killing of Rebika.

Along with taking out a rally against the rape and murder of Rebika, the protestors also handed over cash amount and eatable items to the bereaved family of the deceased.

Sit-in-protests were also held by Kabo Leikai Development Association, Heirok Part III; YDC Heirok Part III Ngarouthel Leikai; Simdo Club Heirok Part II Keithel; Heshu Club Heirok Part II Maning Leikai and Heirok Part II Moirangthem Leikai at their respective localities demanding death sentence for the killers of the Rebika.

It may be mentioned that JAC formed in connection with the killing of Rebika had met Chief Minister O Ibobi Singh on June 11, during which the JAC was assured that charge sheets against the killers will be filed within a month.

Ibobi had also assured that the Centre will be urged to look into the demand of JAC for setting up of a fast track court and amendment of criminal laws after putting up the their demand during the upcoming Assembly session to be commenced from June 26.

One of the most enduring quips, some say first made by maverick American businessman of the 1970s and 1980s, Lee Iacocca, ex-president of the country`™s third largest automobile company Chrysler, and one of the most rabid critics of Japanese business and its best known doyen then, the founder of Sony Corporation, Akio Morita, goes something like: `If you pay your workers peanuts, you will be left with monkeys working for you.` It may not be Iacocca who actually first said this, but that does not really matter. The truth in these words, however comically delivered, would still slap those in the fledgling private sector in Manipur hard on the face. For owners of these enterprises, the scripts may be different, but for a vast majority of those employed in this sector, it is a thankless struggle, with the road ahead still very uncertain. Compared to the job benefits and salaries their counterparts in the government sector are guaranteed, theirs is still literally just enough to buy peanuts. But the irony is, what they get, is actually the market value of labour at current price, unlike in the government sector, where it is artificially inflated, rendering any notion of material worth of labour, skill or leadership, ridiculous. The example of education is closest to mind. Private schools have left government schools far behind in performance, yet private school teachers still continue to earn `peanuts` as compared to government school teachers. And the former earn `peanuts` because the revenue returns of their institutions, in most cases, are not big enough for all to be comfortable together. If the government salaries were also to be decided on the basis of the revenue their services are able to garner at market value, in all probability government employees would be earning much less than those in the private sector.

This imbalance is not a healthy sign and the Manipur government needs to be wary and do something. For a long time, the Union government (just as another emerging economic giant, China), was doing it. Before the advent of a liberalised economy and the lifting of many protective curtains, these countries took careful efforts to keep the private and public sector at a par, even at the cost of keeping government salaries low. They also shielded their industries from unequal competitions from more advanced economies, at least till such a time as their own industries were mature enough to join the competition as equals. In the long run, as we are witnessing now, these policies paid off. Now it is time to see the same logics work in the internal situation. In such a vast country as India, it would be ridiculous to adopt a one-size-fit-all policy outlook. Indian economy overall may be growing fast, but states like Manipur are still stuck with the infamous `Hindu rate of growth` that Western economists once with condescension described the Indian economy`™s snail pace of less than 3 percent growth. Most immediately, after the recommendations of the 6th Pay Commission for Central employees came to be in force, and state government salaries too were lifted to somewhat not be too far behind, it was again another blow for the fledgling private enterprises here. Since the health of the private sector is unlikely to have improved reciprocally, salaries of employees in these sectors still would not be enough to buy peanuts. As it is, the most talented by and large already go for government jobs and see private jobs as hardly any alternative.

The government must urgently evolve a strategy to reverse the trend. The structure of the Indian federation being such, it will be next to impossible to roll back or obstruct the trends set by the Union, but within its limits, the government must exercise imagination to ensure that private entrepreneurship is not throttled totally. It could for instance reform its industrial credit mechanism. Let it remain competitive, but ease it up wherever essential so that the private sector can continue to grow. This may sound like a vested interest coming from an organisation in the private sector, but let the government think bigger and see the larger picture. At this moment, the only real avenue for it to create jobs for all is by nudging growth in the private sector. Moreover, as Vietnamese economy`™s resilience and the lack of by of economies such as those of Iraq and other middle east countries, as well as Central Asia which were formerly part of the USSR, have proven before all, economies which depended solely on the government to remain afloat are the easiest to collapse, and economies which are as varied, widespread and depended on the natural ingenuity of its people, are the ones which can bounce back even from the brink.

I have never come across such massive news coverage in print and electronic media nationally and internationally of the ambuscade on the Indian Army convoy by the combined team of NSCN (K), KYKL and KCP in Manipur’s Chandel district bordering Myanmar. 18 soldiers were killed while 11 left injured in the ambush.

The post-ambush news coming in is more interesting. It is even more interesting after Indian Army started operation and surgical precisions from Mi-35 attack helicopters of the Indian Air Force against the militants by even entering into Myanmar’s air space. Soon after this mission, several conflicting news came in TV Channels….Indian Army after crossing international border could launch surgical strikes and destroy militant camps and killed 100 militants inside Myanmar…sometimes, news came in as 40 militants killed… sometimes 20 militants killed who were believed to be responsible for the deadly ambush on Indian army in Chandel. The highly controversial Indian army commando team’s victorious picture with their chopper after their mission in Myanmar went viral in Social Media and it has extensively damaged the image and integrity of the Indian Army.

In spite of all these doubtful supply of news materials to the media, the media, particularly based in Manipur, have been maintaining their professionalism. In fact, release issued by Defense Wing did not mention figures of any casualty. The media in Manipur acted professionally in covering the Army operations.

Now Myanmar authority denied Indian army entering into their territory and killed the militants involved in Chandel ambush. Their denial is as important as Indian army’s claim of entering into their territory to the media people. However, Indian army’s image and integrity is badly dented more by the controversial victorious picture. Anyhow, finally they said they recovered seven dead bodies of the militants.

Why had all these unwanted things suddenly happened? It is because of the Center’s failure to keep the NSCN (K) in the loop. The outfit has been in truce with them since 2001. In fact, they would not have abrogated the truce if the news of Center’s reluctance of extending the ongoing ceasefire with them did not come in mass media. Having ceasefire with them for 14 years is a very costly affairs and every effort should be made to keep them in the loop. Had the Government of India asked them to prepare “Charter of Demands” for starting at least some preliminary talks? The outfit entering ceasefire with Myanmar Government is in fact a blessing in disguise for India for the fact that the burden would be lesser on them. After all these 14 long years of truce, a news item doing the round of not extending the ongoing truce with them was actually an humiliation, besides making them mockery in the eyes of the world.

Expectedly, soon after the abrogation of the ceasefire, they started attacking on the Assam Rifles in Nagaland’s state capital, Kohima and even in Arunachal Pradesh. Their desperation was high after Union Minister of State for Home Kiren Rijiju’s remark that NSCN (K) had got nothing to do with the Naga issue.

All these careless remark gave them to commit to any audacious attack on Indian army. This was expected and one wonders why Indian intelligence did not have such thinking. What is our Intelligence quality? NIA’s role in this became more questionable after wrongly naming high profile functionaries of another outfit as NSCN (K)’s masterminding the deadly ambush. They later clarified. How poor Intelligence input and system they have and this can put many innocent persons’ lives into danger during such volatile situation. With this level of intelligence of our Agencies, the doubts on varied news items after Indian army attacks on militant camps by entering into Myanmar territory will be proven otherwise.

If one studies the whole events very carefully, the Center seems not knowing the historical backgrounds of the Northeast people. And unless they try to know this, to start for finding solution to any issue is not even thinkable.

The country needs professionals.

AIZAWL 14 June,2015: With the signing of ceasefire between the centre and the eight Mizo insurgent groups under the banner of United People’s Front (UPF) on Tuesday last, the talks with the groups was ungraded to political level from official level, according to former Mizoram chief minister Zoramthanga.
Zoramthanga, who was present in Delhi during the signing of the Suspension of Operations (SoO) told PTI here today that delays in peace talks between the centre and the ethnic Mizo militant groups was harming mutual trusts between the two sides.

“Years have passed after signing SoO earlier, but without any formal parleys,” he said, adding that the groups did not sign SoO during the last nine months making the situation explosive in the north east”, he said.

The former revolutionary leader said that he helped in brokering peace between the groups and the government of India without actually participating in the talks.He said that his main role was to create mutual trust between the groups and the centre, lacking due to prolonged hostilities between the two sides.

“I did not want to be called as interlocutor or as any official mediator as my main role was to build mutual trust between the two sides,” he said.

The UPF constituents were the Kuki National Front (KNF), Zomi Revolutionary Army (ZRO), Kuki Revolutionary Army (United), Zomi Defence Force (ZDF), United Kuki Liberation Front (UKLF), Kuki Revolutionary Front (KRF), Zomi Defence Volunteers (ZDV) and Hmar People’s Convention (Democrats), he said.

The militant groups headed by UPF chairman S T Thangboi were represented by leaders of the groups while the centre was represented by Ministry of Home Affairs officials headed by Sambhu Singh, joint secretary (north east) of the MHA.

Earlier, Zoramthanga, went to Myanmar and Bangkok two times to broker peace between the Myanmar government and 17 ethnic-based insurgent groups in that country.

Moderate rainfall has continued over Assam in the last 24 hours washing away chances of any respite. Brahmaputra River is already flowing above the danger level submerging various parts in the state.

The worst hit areas include Barpeta, Dhemaji, Lakhimpur, and Sonit. The floods have rendered lakhs of people homeless and destroyed crops as well. No immediate relief is in sight as moderate to heavy rainfall is expected to continue over the region throughout Monday.

Moreover, in coming days, widespread moderate rainfall will keep Brahmaputra River flowing above the level of danger. Only when the rain stops can the locals expect some respite. Relief and rescue operations will be hampered by incessant rainfall.

Flood situation in Assam has worsened with over 3 lakh people being affected. After Brahmaputra and several of its tributaries covered fresh areas in Assam, more than 700 villages in 15 districts have been affected.

According to media reports, the most affected areas were Lakhimpur, Barpeta, Sonitpur and Dhemaji districts. More than one lakh people have been affected In Barpeta district alone. The death toll remained at two, one each in Lakhimpur and Bongaigaon districts.

In this last Indian village in Manipur’s Ukhrul district, there is no telling where India ends and Myanmar begins. The boundary is not demarcated visibly, and the small teak huts standing on wooden stilts could be in either country. On the morning of June 9, sleepy, isolated Phaikoh was jolted by the sounds of Indian soldiers attacking Naga militant camps in the area in retaliation against the June 4 ambush of the 6 Dogra Regiment.

“Suddenly, we heard a lot of shooting and bombs going off in the near distance. Boom, boom, boom. We were wondering what was happening. We didn’t see any soldiers go through our village or in the surrounding jungles. We assume they must have gone very quietly at night, on foot,” 55-year-old Hemlet Guite, a village elder, said.

It was approximately 8 in the morning when Phaikoh first heard the “sounds of the battle” — around the time its 16 schoolchildren had just begun classes at the village school.

“We did see them coming back, though,” Guite said. “In the afternoon, it must have been two or three o’clock, a stream of Indian Army soldiers started walking into the village. Then the helicopters started coming. They landed on our football field, and the soldiers started to get on. It looked as though there were at least a hundred soldiers. There were two helicopters, and each made three trips. Some of the soldiers left on foot,’’ Guite added.

Sixty-five-year-old Hemkhoshei, a minister of the village council, said it was the first time he saw an Army chopper. “I was very excited. One Armyman told me to shut my eyes because there would be a lot of dust as the machine landed,” he laughed.

Sauntering easily into Myanmarese territory, stepping over the shallow, muddy trench that marks the border, Hemkhoshei pointed to the grey-blue hill rising above the treetops, its peak surrounded by wispy white clouds.
“That is Angko Chingbo hill,” he said. It is about 15 km inside Myanmar. The UNLF, PLA and KYKL have their camps there. That is where the Army went that day.

“We have heard that nothing is left of the PLA camp now. But we do not know if the Army managed to reach the UNLF camp. It is on the other side of the mountain, and very difficult to reach,” Hemkhoshei added. According to him, the PLA camp had more than a hundred residents.

Residents of Phaikoh said insurgents often traveled to border villages on the Indian side “for patrolling”. Cadres of the UNLF were the most frequent visitors, they said. “They come at least once a month, sometimes more often. They talk to us, eat their lunch, and go back. But we never have to feed them. They give us money to buy rice, and cook for themselves. Twenty, or even 40 insurgents come at a time. We haven’t seen any since Tuesday (June 9), though,” said Janghen Jangkhohem, secretary of the village council. Guite said the villagers have a good rapport with the UNLF. “There is no doctor or pharmacy in the village. So the UNLF insurgents sometimes give us medicines. Malaria is endemic here, and they often hold medical camps in the village, to which they bring a doctor. In return, they ask us for information — on who comes here, and what we hear about the Army. Last Christmas, the UNLF gave us money to buy a pig or cow for a feast,” Guite said. Hemkhoshei said UNLF cadres sometimes held meetings with the village council or elders. “They talk to us of development… roads, better schools, medical facilities, electricity. They have told us that they would help us get all these things,” he said. No resident of Phaikoh has ever visited any of the camps, however. What they know about them is based on what they have heard from friends in Myanmar who visit the camps to sell their wares to the insurgents. “Since Tuesday, Myanmar has completely sealed off the border. We can’t even go to Mongjang, the neighbouring village on the other side. But hopefully, the restrictions will be lifted soon,” Guite said. Across a range of three hills closer to the Indian side of the border, at the village of Nampisha, villagers recalled the happenings of June 9. “Helicopters were flying in and out. Huge helicopters. We could here gunfire in the distance. We gathered at the church and I told my congregation to pray. I warned them not to stray far from the village. Not to even go out hunting. To just stay indoors and pray,” said pastor Akhui Kamkara. The 44 Assam Rifles has an outpost at Nampisha, villagers said, and they had tightened their vigil. No one was going towards Phaikoh, villagers said.

Suspicious IED turns out to be TV set

IMPHAL, June 13: In a stunning incident, a team of 22 Assam Rifles led by an officer on seeing a suspicious object believed to be an Improvised Explosive Device (IED) planted by underground activists along the Imphal-Sugnu road blocked the road for a while to detect the bomb, however, the object later turned out to be a television set.

The incident took place today morning around 6 in an area situated between Wabagai Lamkhai and Lamjao village along the Imphal-Sugnu road under Kakching Police Station in Thoubal district.

According to reports, a team of 22 AR posted at Wabagai Keirak was on a Road Opening Party (ROP) duty when they saw a suspicious object believed to be an IED lying in a field along the Imphal-Sugnu road.

Assuming that the object was an IED bomb, the AR personnel immediately blocked the road and dispersed nearby villagers.

However, when they checked the object, it turned out to be a television set. Later, the television set was handed over to a villager of Lamjao.

A team of Kakching Police arrived at the area and seized the television set from the posession of the villager. According to them, the television set was kept concealed in the field by a thief, the reports stated.

IMPHAL, June 13: If you come across an injured animal in the streets, the general reaction is to think that it is a sad event and generally walk past the harmed being. However, not all people are alike and there is one among the crowd that just do not show concern, but rather act on it.

One such person is Rajkumari Neha, a 12 standard student of North Point School. She was driving along Uripok Kangchup road to buy medicine, when their vehicle beam flashed on a cow lying bloodied near the road crossing of Uripok Khaidem Leikai. The cow`™s mammalary gland was torn apart (an earth mover had struck the cow with the teeth of the vehicle and drove away.) The scene was more poignant as a month old calf was braying for its mother to get up.

Neha decided to act on the situation and went to the local electronic cable channel, IS Tv to report the incident as the owner may come forward.

She was replied that it was too late for the telecast since it was almost 10.30 pm and the technical team had left. Undeterred, she went to two local newspapers to put an advertisement and was carried so today.

However, as the owner failed to turn up, Neha decide that the minutes were mattering and the cow`™s injury could turn fatal if left untreated. She called up friends and a relative of hers who owns a cargo vehicle. Then, with the help of people from the accident spot, the injured animal along with the calf were hauled up the vehicle and taken to the State Veterinary Department at Sanjenthong at around 10.30 am today. There, the staff told the team to wait and that the doctor would be arriving any minute. But, despite waiting for one hour and more, no doctor came nor was any emergency medical treatment given at the animal hospital. As the animal was severely bleeding, the wait would lead to certain death for the animal. So, the team got in touch with Dr. Devkishore, who runs a private veterinary clinic called `Claws and Paws`™at Keisampat area.

Today , the doctor was looking after his farm located at Meitei Langol, Game Village. The People for Animals, Manipur (PFA) also got in touch with Neha Rajkumari and together took the animal to the said farm. On arrival, the doctor who was planning a Saturday lunch with friends dropped everything and gave emergency treatment to the cow. Oxygen and anesthesia was administered along with intravenous saline solutions to prevent dehydration. The udder of the cow which was falling out was stitched again. The entire operation took nearly three hours to complete . It was a testing time for the PFA volunteers , Neha and the doctor. Finally, the operation was over at approximately 4 pm.

The cow was given fodder and water, it could not rise to its feet immediately but regained strength to sit up and eat. Nearby, the month old calf hidden from view of its mother also lay exhausted, as it could not nourish for more than 40 hours. As a PFA volunteer went upto it, the startled calf sprang to its feet and started to bellow! At that time, the mother heard the sound and also cried back to be reunited with her offspring but could not get up. It was a touching moment for all the people that present at that time. Dr Devkisore exclaimed that the reaction of the mother was a good sign and there is every hope of a speedy recovery. The injured animal would be looked after at the Langol farm till full recovery is made, the doctor added.

`The medicine and other materials are provided free of cost by the doctor from his own pocket for the treatment,` PFA managing trustee, L Bishorjit said. The profits which comes from the doctor`™s private clinic is used to treat animals in need. Bisorjit complained that it is the duty of the Imphal Municipal Council to impound the stray animals let loose in the municipal area. However, there is no heed for the law and IMC turns a blind eye to the stray animals, which endangers animal and public alike.

Neha Rk also mentioned that without the help of PFA and the doctor, the animal would have died for sure. She asked the role of Veterinary Department and the animal hospital, `I am doubtful whether the doctors really care to treat animals, perhaps they feel that `animals should be treated as animals`™ as they cannot voice their plight, ` she said.

The pertinent question is what the State Veterinary Department is actually doing ? The matter has been advertised in the papers and suo moto action could have been taken up. But, even when the injured animal was taken to the treatment centre, no medical aid was given nor did any doctor arrive. The best result is the exemplary initiative taken by a young girl and with her determination helped to save the life of a cow and her calf.
