IMPHAL, July 11: With the aim to defeat the ruling Congress party candidates in the upcoming Lok Sabha election of the  Inner Manipur Parliamentary Constituency and Outer Manipur Parliamentary Constituency, an ‘all opposition political parties’ conference’ was held today at around 3 pm here at Hotel Imphal, North AOC.

With Janata Jal (United) president Moirangthem Tombi Singh acting as the convenor, the conference was attended by most of the opposition parties’ leaders.

The representatives of the opposition parties at the meeting expressed the need to unite  to be able to defeat the ruling Congress party.

The representatives also expressed their respective party’s voices at the meeting.

The meeting has also unanimously agreed that JD(U) president M Tombi Singh will continue his post as the convenor of the opposition political parties and further resolved to convene the next meeting in the last week of August or the first week of September.

IMPHAL, July 11: The 4th Foundation Day of Extrajudicial Execution Victims Families Association (EEVFAM), Manipur was held at Nupee Lal Memorial Complex today.

Speaking at the function, Babloo Loitongbam of Human Rights Alert (HRA) said that 1528 fake encounters have been witnessed in the state, however none of the culprits have been punished till now even after the Supreme Court appointed commission has investigated into the cases.

He further raised questions on the failure of report of the Supreme Court appointed commission on its investigation into the seven cases, which was supposed to be released by July 4, 2013.

He said, proper investigations of the Commission on the cases had started at the Hotel Classic on march 3, 2013 which was continued at New Delhi from March 13 to 21 had confirmed six cases to be fake encounters for which the reports have already been submitted to the Supreme Court.

He said in Gujarat, four accused of fake encounters have been punished with help from the government and the media within a short period of time, however, even though there are 1528 alleged fake encounter cases in the state, both the state and central governments have failed to take up the cases.

He further alleged that the governments have failed to take initiatives to punish all those involved in fake encounters.

Recalling on a decision of the Jeevan Reedy commission on AFSPA, he said that the commission had said that the Armed Forces Special Power Act should be repealed as it is a draconian Act, however the government has failed to take any initiative towards this end.

He further continued that the EEVFAM will further approach the United Nations in case the Supreme Court fails to take action.

Irom Singhajit brother of Irom Sharmila said that Sharmila has been struggling 12 years to repeal AFSPA but there has been no response from the state and central government.

The government has failed to listen to the government’s voices, he said.

He further said that the Inner Line Permit System has to be implemented in the state.

Renu Takhellambam, president, EEVFAM said the EEVFAM was established in the year 2009 by young widows whose husbands were killed in fake encounter.

The widows have overcome several untoward incidents, biased and discrimination from the locality and kept apart after their husbands were killed on charges of having nexus with unlawful elements, she said.

She further alleged that the state home department could not punish all the culprits who are involved in fake encounters.

She continued that in the state, the number of individuals killed by security forces is more than those killed by UG groups.

CHANDEL, July 11: 41/AC Chandel MLA St Nunghlung Victor has informed that the Chief Minister of Manipur Okram Ibobi Singh may soon visit Chandel on his invitation to the constituency to take stock of the actual developmental condition of the district and to have a firsthand information on lack of basic infrastructures and other facilities that the people have been devoid of during the last more than 10 years.

MLA Nunghlung Victor informed this while addressing a gathering of people on the occasion of inaugurating the office of the Naga Chiefs’ Association Chandel which was held today at the district Head Quarters town Chandel. Informing this he said that the present step has been taken in the wake of the state Govt repeated statement on giving equal share of development to the hill districts.

The MLA in his  speech pointed out that unlike other districts of the state, the condition of development in Chandel district have turn from bad into worst during the last ten years. Special mention was made of the condition of the road stretch from pallel to Chakpikarong via district head quarter, inordinate delay in completion of 50 bedded District Hospital, Sports Complex, repairing or construction of the administrative block of the CMO Chandel Office which was damaged by the ghastly wind in March 2011 and transfer of 27 lecturers from United College etc.

He also stated that as per his request to the Govt of Manipur during the last Assembly, the state authority will decide shifting of the road work agency from BRO to the State Govt. which will be decided by a cabinet meeting of today. He also advise the state Govt to see that ADC members utilized the development allotted properly to avoid objection or opposition from the chiefs or public.

Emphasizing on the role and mutual support of all CSO in Chandel, Nunghlung Victor went on to urge the NCAC to play a bigger role by strengthening the customary law and tradition. While stating that the proposed visit of the Chief Minister is essential, He appeal to all the People of Chandel to extend support in making the visit a grand success.

General Secretary of CNPO BD Betha Anal in his short speech, appeals to all the Civil Society Organization to work hand in hand for bringing development and prosperity to the district. Advisor of the NCAC Gilbert Monsang also spoke on the occasion.

Chiefs of the surrounding villages and other distinguished guest and invitees attended the function moderated by NCAC Secretary Marim Chothe and President NCAC Ws Angthung as a presidium member.

IMPHAL, July 11: The Senapati Extension Centre of National Institute of Electronics and Information Technology, Imphal was inaugurated on July 10 by Pradeep Kumar Jha , Deputy Commissioner of the  District, said a release of the institute.

Uttam Chand Laishram, Director, Science and Technology, Govt. of Manipur and Kh Bodhachandra Singh, Director, NIELIT Imphal attended the function as guest of honour and president respectively, it said.

The extension centre is located at Angkailongdi, Senapati town temporarily and is set up under the project “Development of NE Region by Enhancing Education / Training in IECT area” funded by Department of Electronics and Information Technology, Govt. of India, it further said.

The govt. of Manipur has allotted land in a meeting chaired by the Chief Minister on March 15 last for its permanent campus in the present district hospital campus. The construction work in the permanent campus will be started after the present district hospital is shifted to the new hospital campus, it continued.

At the onset, the extension centre has introduced three courses: one year NIELIT “O-Level” in IT, one year NIELIT “Computer Hardware Maintenance” O-Level and three months Certificate course in e-Governance Application, it said.

Some more courses such as Office automation, ITES-BPO, Financial Accounting using Tally Multimedia and Animation, Cyber Forensic, Internet Security, Mobile Phone repairing, Repairing of Consumer Electronic Products etc. will be introduced shortly, it informed.

All courses being conducted in this extension centre is free course fee for SC/ST students, it said.

The spotlight on adolescent pregnancy, the theme for this years’ World Population day on July 11 is a validation of the importance and well being of young people the world over. With teenage pregnancies being a reality for numerous young people and the resulting impacts having far reaching consequences on their reproductive health, mental and emotional well being, the theme and its resulting buzz would atleast lead to creating awareness on how young people are at risk due to the nature of silence and social taboos. According to the United Nations Population Fund (UNFPA), cases of teenage pregnancy are increasing in an alarming rate with approximately 16 million girls aged 15-19 giving birth each year, which leads to serious complications during pregnancy as well as after child birth and many resulting in death, especially in the developing countries. The risks of teen pregnancy are manifold as an adolescent body is not suitable for pregnancy and involves in the majority of cases, young people resorting to unsafe techniques to abort to stop further pregnancies. But even as Governments on their part make laws that aim to ensure that adolescents are protected from early marriages by making 18 years as the eligible point for legal marriages, the reality is that many under-age marriages do take place while pre marital sex among teenagers is very much in practice in Manipur too. The spectacle of various moral vigilante groups going on their ‘social drives’ of rounding up young people from restaurants and other public places in the state is one indicator of the nature of knee jerk reactions towards young people and their sexual behaviour. What is not considered at length is what drives young people to find solace in dark interiors and isolated areas where there are risks in terms of the safety of girls as proved many times over by cases of sexual assault and rape that have taken place.

When young couples get pregnant, the fear of parental action and social scrutiny often leads them to access unsafe practices to terminate their pregnancies. With abortions still being illegal in the country and hence, a means to be used outside the public domain, many young girls end up going to quacks or unqualified medical practitioners. Once their pregnancies are terminated, teenage girls who to begin with have had no access to correct information with regard to their pregnancies often end up hiding not only their pregnancies but cover up the fact that they have had abortions done. In doing so, they forego post abortion care to let their bodies heal. The lack of adequate information and awareness to young people on one hand and the profusion of advertisements on ways to prevent pregnancies in various mediums means that young people today are more prone to throwing caution to the wind by using medications to prevent pregnancies like the i-pill, pegged as an effective contraceptive measure that needs to be taken within a certain time span of unprotected sex. What is not realized or being seen are the after effects and harms of popping i-pills and what it might entail for young women who use it over an extended period of time, over and above the fact that i-pills do not ensure protection from the risk of HIV infection or transmission.

The vulnerability of young girls to sexual abuse and unwanted pregnancies is prevalent in societies that are plagued by poor development and various forms of conflict including armed conflict. The lack of facilities for proper education and safety mechanisms make young girls vulnerable to be trafficked or to be coerced by existing conditions to take up sex work. The recent media stories citing the medical examination reports of the 15 girls rescued from a ‘children home’ in Jaipur is proof that children caught in the trafficking net are subjected to sexual torture and abuse to coerce them into silence. What is not talked abut or discussed about at length is that girls and teens who are inducted as child soldiers run the equal risk of being sexually exploited in armed environments where males outnumber women, where sex would be required and which naturally, exist out of the bounds of public scrutiny. The fact is that reproductive health is not talked about or encouraged at all in our society. At the most, adolescent health is a topic that is confined to a short chapter in biology textbooks in high school, which in itself is skimmed through in the class-rooms. Mindsets would have to change if positive steps are to be taken to address the reality of adolescent pregnancies to ensure the well being of young people.

Speaking to media persons, Irom Chanu Sharmila who was produced before the JMIC Court Imphal East and further remanded to 15 days of judicial custody today said that she has faith in her agitation and that her demand for the repeal of the Armed Forces Special Powers Act (AFSPA) will be fulfilled one day.

The hunger-striker further lamented over the present situation of the state which is witnessing a rapid increase of crimes against women and children. Expressing her concern over young people taking to cyber crimes, she appealed to all against the misuse of such technology.

She further condemned the state Cabinet’s decision to take over the Royal Place for renovation and reconstruction and further appealed to the state government to take its decisions on any issue after consulting with the people of the state.

The sit in protest was organised by the Uripok Panchayat Maning Laikhurembi Leirak Women Development Association.

It may be mentioned that the Maoist Communist Party, Manipur had claimed that the bomb was placed by the outfit.

Speaking to media persons, Premlata Secretary of the Uripok Panchayat Maning Leikhurembi Leirak Women Development Association said that the group condemns the placing of the bomb at the residential gate at a congested residential area and termed it an act of narrow minded persons and further appealed to all not to carry out such threats in the area which could create tension amongst the people.

IMPHAL, July 11: “While reiterating our support for the continuous engagement of the Forum for Naga Reconciliation (FNR) in the journey of common hope for a reconciled Naga people, the United Naga Council and the Naga Women’s Union welcomes the statement of the FNR dated July 7th, 2013 that called for a structural framework in the form of a provisional Naga National Government (NNG) as agreed upon in the historic “Naga Concordant,”signed on August 26th, 2011,” said a joint statement of the two organizations.

“The principles that would uphold the NNG as enunciated in the FNR statement engenders optimism and hope for the future that our people will share together in its most enlightened form,” it further said.

It is our appeal to all the Naga political groups to be proactive and forthcoming in this common agenda. It is our wish that such an arrangement will come into place at the earliest possible time, it added.

The press release further maintained that the claim made by police is baseless and the weapons which were reportedly recovered from Tomba do not belong to UNLF.

The All Tribal Students’ Union Manipur (ATSUM) would like to draw the kind attention of the Government of Manipur in the matter pertaining to the relaxation of upper age limit from the proposed 30 years to 35 years in the up-coming Manipur Civil Services combined competitive Examination 2013.

It is disappointing for many aspiring candidates that in almost 13 years ie. From the 2000 to 2013, Manipur Civil Services Combined Competitive Examinations have been successfully conducted only twice by the Manipur public Services Commission.

Therefore, the eligible candidates have managed to get only two attempts so far. As a matter of fact, many aspiring candidates have already barred the age limit due to periodical recruitment which in fact is expected to be conducted every year like UPSC. Most significantly in most of the States of India, the upper age limit for appearing in Civil Services Examination has been increased from 35- 40 years and above. For instance, UP-40 yrs, Bihar- 40 yrs,Rajasthan-45 yrs, Haryana-45 yrs, West Bengal-40 yrs, Jharkhand- 40 yrs, Punjab- 37yrs.

Considering the increasing number of educated youth in the State with remote chances for job applications due to absence of private sector in the State and irregular conduct of such Examination in Manipur, relaxation of upper age limit should be 35 years and above like other State of India. This will certainly generate more opportunities for maximum number of educated youth to participate in the up- coming Manipur Civil Services combined competitive Examination 2013.

The genuine demand of the Sons & Daughters of the soil may therefore be kindly considered and do the needful in the larger interest of the educated youths irrespective of all communities living in the Hills and Plain of Manipur. To this end, the ATSUM as an apolitical Students’ Union is once again constrained to bring the grievances of the aspiring candidates before the SPF Govt. for kind consideration to relax the upper age limit from the proposed 30- 35 years for the well being of the State.

After the recent direct questioning of the Constitutional validity of Article 371(A) by the Home Ministry with regard to the passing of the “Nagaland Petroleum & Natural Gas Regulations, 2012,” by the “Nagaland Legislative Assembly” on September 22, 2012, the Constitutional interpretations with regard to the Article 371(A) have been going on.

Article 371 (A) (1)(a) says “Notwithstanding anything in this Constitution, — no Act of Parliament in respect of:-

(i)                 Religious or social practices of the Nagas,

(ii)               Naga customary law and procedure,

(iii)             Administration of civil and criminal justice involving decisions according to Naga customary law,

(iv)              Ownership and transfer of land and its recourses,

Shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by resolution so decides.

The Nagaland Legislative Assembly, in exercise of its powers under Article 371 (A) (1)(a) of the Constriction of India, had unanimously passed a resolution on the 26th July, 2010 rendering inter alia all Acts of Parliament governing petroleum and natural gas inapplicable to the State of Nagaland.

At the same time, the Union of India, while replying in Lok Sabha to a question raised on the issue on the 10th March, 2011, declared that the state of Nagaland has the power to frame rules for governing matters relating to “petroleum and natural gas” within the territory of Nagaland.”

Now with these in mind, the Nagaland Legislative Assembly has passed the “Nagaland Petroleum & Natural Gas Regulations, 2012” on September 22, 2012. And then subsequently the Nagaland Government invited “Expressions of Interest (EoI)” from oil companies after setting up a ministerial group on petroleum.

Now the Union Home Ministry came down heavily to the Nagaland Government terming the Nagaland Legislative Assembly’s resolution “empowering itself with the right to legislate on oil and gas related issues is unconstitutional and invalid.”

Reacting to the Home Ministry statement, Minister for Planning and Coordination, Evaluation, Geology and Mining, TR Zeliang dismissed the Home Ministry statement saying that “Whatever we have done is Constitutional.”

Talking to media persons here Wednesday, the Senior Minister said, “We are doing this under the Article 371 (A)(1)(a) and also this particular Clause was referred to the Point 7 of the 16-Point Agreement.”

“Delhi is trying to create confusion,” Zeliang fumed saying, “They can’t do like this.”

Interestingly, the reply given by the Solicitor General of India, Gopal Subramanium on the “Ownership and transfer of land and its recourses in respect of minerals including petroleum and natural gas” in Nagaland has given very clear picture that the State of Nagaland was empowered to frame legislation on oil and gas related issues.

He also explained with regard to the resolution so adopted by the Nagaland Legislative Assembly whether it was in line with the provision of Article 371 (A) of the Constitution.

He said, “To have a better understanding of the provision it is necessary to examine the historical circumstances leading to the creation of State of Nagaland (hereinafter referred to as the State). …………….. The Special provisions made applicable to the State are invariably a result of the special historical circumstances and while interpreting the special provision the same should be kept in mind.”

The Solicitor General of India concludes: “Therefore, in legal parlance the term ‘land’ signifies not only the earth’s surface but also applies below and above the surface. It is not only confined to solids but may encompass within its bounds such things as gases and liquids. Thus, the term “land and its resources” in Article 371(A) to Mines and Minerals, even though a declaration as envisaged by Entry 54, List I of Schedule VII has been made by the Union through Section 2 of the Mines and Minerals (Development and Regulation) Act, 1957, the State of Nagaland would have the power to frame its own laws regarding ownership and transfer of such land and resources under Article 371 (A).”

 

“I think Delhi should not try to create confusion as whatever we are doing is under the Article 371(A)(I)(a) of the Constitution of India,” Zeliang said. “In fact, till such time when we brought in the Assembly to pass the Nagaland Petroleum & Natural Gas Regulations in 2012, we have been just following all the Acts passed by Parliament.”

IMPHAL, July 10: The Assam Riffles has today strongly rebutted media reports published in local dailies on July 10, 2013 regarding the gun fight between the troops of 35 Assam Riffles and PREPAK (Pro) cadres, according to a press release by the PRO IGAR (South).

The press release further stated that no such incident, gunfight or firing has taken place in any of the post of Sajik Tampak adding that the reports are totally baseless and false while further said that the situation in border areas continues to be in firm grip of the Security Forces and the insurgent groups are not able to move or carry out any activities, it said.

It is further charged that the insurgents have resorted to rumour mongering and false propaganda as evident in the media report, it said.

IMPHAL, July 10: The Revolutionary People’s Front (RPF) has today said in a press release that the increase in violence and crimes against woman has today reached an alarming rate in Manipur. Such crimes are today witnessed in all parts of the state and it seems that control over the society has gone haywire, it said.

Quoting news reports and data from the National Crimes Records Bureau in India, the statement continued that the failure to punish individuals involved in crimes against women has only encouraged them further. The fact that such a trend has reached Manipur is not so surprising, it said adding that women of the Manipuri society will continue to suffer from such violence if Manipur continues to be under India.

The statement has further said that the practice of dowry (awunpot) which was not prevalent in the earlier times is today spread throughout Manipur.
