IMPHAL, July 6: With the attainment of 25 years of Nehru Yuva Kendra in Thoubal District, L Tilotama, Vice Chairperson of Nehru Yuva Kendra Sangathan, Ministry of Youth Affairs & Sports, Govt of India launched the yearlong Silver Jubilee Celebrations of the NYK in a function held at the NYKS Zonal Office, Imphal on the July 5, 2013 while Y Laksman Singh, District Youth Coordinator highlighted the major achievements of the Kendra and co-ordination programs organized by NYK, according a statement of Nehru Yuva Kendra, Thoubal.

The press statement further said that a copy of the report of activities were also presented to vice chairperson, while Jackie Ruivah, Zonal Director appreciated the efforts made by the Kendra for establishing better linkage and co-ordination with the district administration for successful implementation of youth programs in Thoubal District. On the auspicious occasion, L Tilotama VC felicitated Y Laksman Singh District Youth Coordinator of NYK Thoubal. Y Laksman Singh received the prestigious National Award for Best Awareness Campaign from the President of India Pranab Mukherjee. IMPHAL, July 6: The CPI has today issued a press release stating that the enforcement of Food Security Bill as Ordinance in such a hasty decision at a time parliament is about to begin charging it as a cheap drama in the wake of parliamentary election in the next year while further said that the Left Front has long been demanding for universal public distribution system so that people could get rice, wheat, seed etc in lesser prices.

The press release further saying that Govt has given justification for enforcing the Food Security Bill as Ordinance owing to disturbances of the oppositions in the parliament which compelled to shorten the budged session while the CPI clarified that the opposition party was not against the Food Bill but the opposition was demanding for the resignation of Prime Minister and Law Minister on the Coal scandal which disturbed the parliament thereby shortening budged session, it said.

IMPHAL, July 6: Properties worth around Rs 1 crore were reduced to ashes when six shops were gutted in a major fire at Thangal bazaar opposite Bank of Baroda under city police station Imphal West this late evening around 8pm.

More than 15 fire tenders were utilised to bring the fire under control.The origin of the fire is suspected to be a short electric circuit in one of the six shops.The six shops include two shops selling ply wood, Colour Paints, two selling mobile phones and providing zerox facilities and another two shops selling electrical appliances.

A team of Imphal police lead by S Ibomcha Dy SP Commando Imphal West arrived and along with the City police personal, helped the fire fighters in controlling the fire.

Two gas cylinders also exploded during the fire making it even more difficult for the fire fighters to put out the fire. It took around one and half hour before the massive fire was brought under control around 9:30 pm.

However, there has been no report of any human casualties till the filling of this report.

IMPHAL, July 6: The Ruangmei Literature Society today felicitated the topper in the Ruanglat subject of the recently declared High School Leaving Certificate Examination conducted by the Board of Secondary Education Manipur at the Manipur Press Club.

The award function was attended by Gaikhangam Deputy Chief Minister, Janghemlung Panmei MLA Tamenglong, G Soihem Haomei Chairmen ADC Tamenglong, L P Gonmei Principal Secretary Power, Norbert Disinang Commissioner and R Hucham Additional Secretary Horticulture as the chief guest, president and guests of honour, respectively.

The meritorious students who secured the top three positions in the subject were awarded with Rs 10 thousand, Rs seven thousand and Rs five thousand along with certificates respectively.

IMPHAL, July 6: An unexploded Chinese made hand grenade, suspected to be lobbed by unidentified miscreants was found inside the residential courtyard of one Potshangbam Devan (58), son of (L) Manichand at Khagempalli Pankha yesterday at around 8:30 pm under Singjamei Police Station.

Family members identified Devan as a merchant navy working in the USA, who is at his work place currently.

Meanwhile, decrying the bomb attack, womenfolk of the locality today staged a sit in protest at Khagempalli Pankha roadside.

Speaking to the media, one of the women present at the sit in protest said that the bomb was found by family members lying in the courtyard at around 8.30 last night.

Police who were informed came in and picked up the bomb, she said and further demanded from the involved individuals to clarify on the attack at the earliest.

SECOND BIENNIAL CONVENTION

TORONTO, JUNE 29-30, 2013

Press Release

The Second Biennial Convention of the Manipuri Association of Canada was organized as a three-event program during June 29-30, 2013.

The program started with a joyous reception evening party at the residence of Dr. Raj, President, MAC on June 29, 2013. The main Convention was held at the Convention Centre, Parkway Sheraton, Richmond Hill, Ontario on June 30, 2013 followed by a closing party organized in the evening at the residence of Dr. Joy Laishram, Chairman, BOD, MAC.

During the business session, Dr. Joy Laishram and Dr. Amuchou Soraisham were elected as Chairman, Board of Directors and President of Executive Committee respectively for the term 2013-2015.. Promud Hamom and Satya Nongthombam were elected as Secretary and Treasurer of the Association.

The following projects were also approved:

  1. Mandatory Student Volunteering Program for Grade 11-12 in Manipur

  2. Treasury of Manipuri ethnic exhibits and costumes for MAC

  3. MAC Academic Award for Canadian Manipuri Students at Grade 10 (competition) and all grades (awards of appreciation).

A rich cultural program was organized after the business session. The following items made the cultural program a truly enjoyable extravaganza.

  1. “Shayon” a fashion show for fusion Manipuri women’s clothes by the designer Bidyutparna lourembam from Montreal.

  2. Manipuri Martial Arts performances by Kiran Aheibam from Calgary.

  3. Manipuri songs by a guest artist Vandana Biswas, who mesmerized the audience with her melody.

  4. “Leima Jagoi” by the famous group of 7 Manipuri ladies from Toronto that was a real ”Wow”. The performance was surreal and captivating.

The valedictory function included a sweet exchange of MAC souvenirs, gifts and presents from Shayon.

The frolicking crowd continued their fun at the closing party at Dr. Joy’s place in Whitby where members swum, played soccer, had BBQ and performed “Thabal Chongba” on the grass lawn.

The Convention was closed with the announcement of the next venue of the Third Biennial Convention in Calgary, Alberta, Canada in 2015.

LAMKA, July 5: The Zomi Council(ZC), an apex  body of  nine tribes, in a memorandum to the  Chief Minister of Manipur has requested him to take action against the security force(SF)  who allegedly violated SoO ground rules by raiding the residence of Thanglianpau Guite, president of ZRO and Secretary, UPF on the July 3, 2013 by the AR led by Capt Malik Chauha, commander E -Coy 30th AR Koirangei. The memorandum, the copy of which is with this IFP correspondent, also said that as the ZRO under UPF is signatories of SoO had not acted against the government nor targeted security force however the SF has repeatedly violated ground rules of the SoO which is quiet alarming.It has further asked it the 30 AR had solid input  why, no single item was confiscated and why norms and procedural for search/raid were not complied with.It has also asked if it was an attempt to sabotage the, hard earned, ongoing peace process, and further said that the action of the AR can sabotage the hard earn peace process prematurely unless
the govt check such unbecoming behavior of its force.The ZC has also asked the CM  to give befitting  action against  the officers and personnel of the 30 AR who had violated the SoO ground rule.Meanwhile, a massive rally of around 2000 students and general public was taken out organized by the Zomi Student Federation (ZSF) against the raid on the residence of the president of ZRO, allegedly by personnel of the 30 AR, Koirengei. The Rally started from Hiangtam Lamka public ground around 10:30 am proceeding towards the DC office at Tuibuang via Tipaimuk Road and Teddim Road. The rally was also supported by Kuki Student Organization (KSO). The rally was undertaken under the theme “Honour SoO ground rule for peace and security and start political dialogue for peace and security”.Some of the placards taken out during the rally read “Stop military excess”, “We condemn the raid on the residence of the President of ZRO”, “We want political solution and not military solution”, “Is the SoO a license to indulge in viol
ent acts”, “Initiate political dialogue immediately”.A memorandum for the Prime Minister of India and  Union Home Sectetary were also handed over to the DC i/c of Ccpur  Maniram Sharma.

After the handover at the DC office, the rally proceeded towards the ADCC office where the Chairman Langkhanpau Guite ,who receive the  memorandum by the ZSF and expressed that the members of the ADCC will not spare any effort to help in redressing  their grievances.

Meanwhile the Kuki State Demand Committee (KSDC) secretary, Information and Publicity S George Guite in a press release  said that the KSDC vehemently condemned what it says is “the unwarranted raid on the  residence of Thanglianpau Guite  president of the  Zomi Reunification Organization (ZRO) and general secy. of the United People Front(UPF) which is one  of the kuki  UG`s  umbrela group under SoO with govt. by the SF”.

IMPHAL, July 5: The State Mission Authority and the District Project Officer, Imphal West SSA under the Sarva Siksha Abhiyan conducted a free distribution programme of aids and appliances to 454 Children With Special Need (CWSN) at Lamyanba Sanglen today.  Speaking at the function as chief guest, Kh Radhakumar Singh, Deputy Commissioner/Chairman (DBE) said there is a need to find out the actual figures of the CWSN population so as to ensure that the aids and appliances reach them properly to help them live their lives a little more comfortably.Further seeking help of the general public in determining the population of the CSWN, he said such programmes’ as today’s will continue.Speaking at the function Joyrani, Assistant State Co-ordinator SSA, SMA said the District Project Officer (SSA), Imphal West with the support and guidance of the State Mission Authority Sarva Shiksha Abhiyan (SSA), Manipur, has been conducting identification of Children With Special Need (CWSN) who are admitted in schools and otherwise.
She further said that the identification starts from the school level to the cluster level. The children suspected to have mild degree of abnormality such as slow in learning, not attentive, not responsive to the teachers and physical deformities are referred to medical camps consisting of officials from the Rehabilitation Council of India and State Medical Board at the Block levels.Altogether 2010 children have been screen in the last two years of which the medical board has confirmed 454 as CWSN and recommended for regular use of aids and appliances for them to be able to continue their education, she continued.She further that with this small step of assistance it is hoped that the inequality between a normal child and differently abled children may be removed, and that these CWSN will be able to join the mainstream under the provision of the Right of Children to Free and Compulsory Education Act, 2009 (rules of 2010).

Since the cabinet announcement to renovate the building to make it a historical site, several organizations have cried foul and demonstrations are still underway. It is interesting to speculate on what the outcome may turn out to be and in whose favour the cards will fall. We have on one hand, the titular King Leisemba Sanajaoba and his council backed up by civil bodies whereas we have on the other, the SPF government and his cabinet. During the second tenure of the SPF led by Ibobi Singh,  myriad eviction drives have taken place and to name a few , for expansion of the roads, arable land for augmenting the airport and even to the extent of driving out fisher folks from their makeshift huts at Loktak lake. During the announcements for the land acquisitions and further follow up evictions, there was utmost hue and cry raised from the affected sections and concerned organizations. But, despite the uproars and post wasting the rubber bullets and tear gas of the state home department, things always turn up roses for the SPF and the loud voices mostly are no longer heard from again. The State has always had its way. It is rumored in many sections that some agitations are just an exercise to build up the pitch for arranging a sumptuous compensation amount with the government, whether be it true or not is another matter.

Now we have to see what happens to the stand-off between the titular King and the ‘King’ so appointed by the people and carrying the torch for the Congress Party. Will Ibobi respect his own cabinet decision or will there be an exception in the case of the Sana Konung. But, if so, then this will be the first reprieve regarding the issue of land acquisition which was not given to the public by his government and the titular King in his triumph could be carried in a palanquin throughout Imphal city and showered with flowers. Better yet, if the matter so turns out, then his highness could even enter the political arena and carry the real mandate of his subjects to higher levels. ‘Give or take’, the situation may be compared to two boxers in the ring in a “King Vs King” fight and the Manipuri public has the best seat in the house and best yet, with nothing to lose.

Manipur has a recorded history since 33 AD, but it is a globalised world today and  feudalism is more or less; history . Speaking of Manipur and as per records of Chitharol Kumbaba, the chronicles of the Kings of Manipur, the history seems vexed with incessant ‘feud’s amongst the royal lineage. The last may be mentioned to be the precursor of the Anglo-Manipuri War of 1891 and the British arrival at Kangla. Later, the now debated Sana Konung and along with Govinda temple was built for Churachand Maharaj by the British then.

One year before statehood, the Prime Minister Indira Gandhi scrapped the payment of more than 600 princely states through the nation, Manipur included. Bereft of privileges enjoyed earlier, the recent royal lineage more or less lost the land encompassing Sana Konung to private hands and remains still, it may have been done to retain the last essence of kingship or to maintain the ‘household’. The then nearly 13 acres is now down to a mere 2.5 acres. The Pakhangba temple, Yumjao Lairenbi temple, Royal Durbar Hall is in a state of decay. It would be false to say that the Sana Konung fares better.

Instead of complicating the issue and putting pressure on either side, it would be logical to settle matters in a fashion befitting rulers instead of resembling paper tigers. Diplomacy is the need of the hour and the concerned parties’ needs to take a step backward to bring about an amicable solution. Leisemba Sanajaoba and his advisors need to table the matter with the ministry. It would not shame the SPF to renovate the palace and maintaining it ,meanwhile letting the King and his family reside during his time while imposing certain restrictions for others, thus making it a ‘living museum’ . There can be other solutions and a viable one can be agreed upon without resorting to assumed SPF despotism. The King’s advisory also need to think forward and not resort to feudalistic fundamentalism, a kingdom without a king may be problematic but more so for a King without one.

Manipur needs to forge ahead, hypothetically said. Watching the rear mirror all the time while driving would deter the vehicle from moving forward or more seriously even lead to an accident, injuring self or others. With the advent of globalization and the myriad issues in its tow, we need to pull up our socks and get ready for the more serious and pressing matters. But, to continue in disunity could be akin to fighting over the remote control for viewing favorite channels while the house is burning down on top of us.

IMPHAL, July 5: Strongly denouncing the recent decision of the State Cabinet to take-over the Royal Palace for renovation/re-construction works, Hungpung village chief along with other Villager Authority members today staged a sit in protest at Sana Konung.  Speaking to media persons, A S Wungayung Peter Village chief of Hungpung (Hundung) Ukhrul District said that the sit in protest is staged to show their solidarity and in a show of integrity of the hills and the valley people against the state cabinet decision.He said that the recent cabinet decision is in total disregard of the popularity of the state’s titular king. He further appealed to state government to withdraw the state cabinet decision and said they will continue their protest until and unless the state government withdraw the cabinet decision to take over the Sana Konung.

IMPHAL, July 5: According to an official record of the Criminal Investigation Department (Crime Branch), rape and molestation cases are rapidly increasing in the state in the last three years.   

In 2010, 34 rape cases were recorded, 53 rape cases were recorded in the following year 2011 and in 2012, 63 cases were recorded.  

31 molestation cases were recorded in 2010 while in 2011, 38 molestation cases were recorded and in 2012, 49 cases were recorded.

Cases related to ‘cruelty by husband and relatives’ are also increasing rapidly in the state.

18 cases related to ‘cruelty by husband and relatives’ were recorded in 2010. In the following year 2011, 39 cases were recorded and in 2012, 43 cases were recorded.

Some of the common crimes which are happening in the state include murder, attempt to murder, culpable homicide, kidnapping and abduction, dacoity, preparation and assembly for dacoity, robbery, burglary, theft of automobiles, extortion, hurt/assault, riots, cheating, arson, criminal breach of trust, causing death by negligence, arms act, ND & PS Act, gambling act, immoral traffic (P) act, explosive substances act, essential commodities act, India forest act, offence against state and motor accident.

JIRIABM, July 5: Jiribam Police with help from the villagers of Bhaiboni village has arrested two members of a gang, allegedly involved in looting the general public and kidnapping of women yesterday morning from Jirimukh.The two arrested gang members have been identified as Md Ainur Uddin alias Papu Laskar alias Ali (28), son of Resh Uddin of Kashimpur, Jiribam and Md Majibur Rahman (22), son of Abdul Rahman, of Bhooma Muslim basti, Diglaang, Cachar, Assam.

The two were arrested during Jiribam Police action following a complaint by a woman identified as Sofizun Nesa of Ahmedabad Part I against the alleged kidnapping of her 19 year old daughter by around four armed miscreants on June 29.However, the 19 year old girl is yet to be rescued and the main culprits are yet to be arrested.

It is also learnt that the two were arrested during a search operation conducted by the Jiribam Police in the Jirimukh area following credible information.

Jiri police OC L Khogen while lauding the general public for the help has said that the Jiri police would not be able to arrest the two without help from the people of the Bhaiboni village.

IMPHAL, July 5: Two woman street vendors were crushed to death by a speeding Passenger vehicle at Ngaikhong bazar under Bishnupur Police station today at around 2 pm. According to the police the incident happened when the Tata Winger coming from Moirang toward Imphal ran over a road side vendor  killing her on the spot and leaving two others seriously injured.

One of the two injured later succumbed at Shija Hospital and Research Institute, Langol at around 8 pm today.The women road side street vendor who died on the spot is identified as Meisnam Radhamani (55), wife of (L) Rupa of Ningkhong Khunou and the other woman who succumbed to her injury at Shija hospital has been identified as Thokchom Sanou (56), wife of Late Indramani of Ngaikhong Khounou.

The second injured woman is undergoing treatment at Regional Institute of medical Sciences.  

Meanwhile, Bishnupur police has seized the passenger Tata Winger involved in the accident and taken up a case.

IMPHAL, July 5: Z Kikhonbou Newmai was elected as the vice chairman of the Hill Areas Committee (HAC) of the Manipur Legislative Assembly at an election meeting held today at the old Assembly Secretariat. He was the sole person to file the nomination paper for the post.

Z Kikhonbou Newmai won the election of the 10th Assembly from 52 Tamei (ST) Assembly Constituency in Tamenlong district on Indian National Congress (INC) ticket. Kikhonbou is currently a member of the Manipur Pradesh Congress Committee (MPCC) and he is also holding the post of a general secretary of district Congress committee.

IMPHAL, July 5: The Manipuri Students’ Federation (MSF) has today released a press note condemning the act of the alleged rape of a minor girl by her own uncle, Irom Bobo Singh (40) son of I Kameshor Singh of Tharoijam Maning Leikai, Imphal West district on July 2, 2013 at 8:00 pm and has further demanded punishment of the culprit according to the Criminal Law (Amendment) Act, 2013.The press note further went on saying that the police department is expected to file the charge sheet at the soonest so as to punish the culprit and appealed to the general public to extend all possible help to the police department, it said.
