Imphal, Jan 27: The Election Commission has noticed some violent and extremist activities taking place in certain areas of the state of Manipur in the run up to the polling in that State. This has included attacks on personnel on polling duty.
While the Election Commission of India has taken all measures for free, fair and peaceful election in Manipur with full and fearless participation of voters, it is keeping track of the developing situation in the State, especially in some of the districts and constituencies.
The Commission has today once again directed the Election machinery in the State and the law and order authorities there to maintain maximum alertness and take the most stringent measures in order to ensure that peace during the polling is not affected and the election process is not vitiated.
However, the Commission has received certain concerns over the developing situation and as such, is keeping a direct watch over the situation in the State all the time and would take all measures that might become necessary to ensure free and fair polls.
Manipur will go to poll on Saturday to decide the fate of 281 candidates, including 15 women for 60 seats —general 40, scheduled cast one and scheduled tribe 19— spread over nine districts.
The Indian National Congress (INC) has fielded its candidates in all the 60 Assembly Constituencies and the PDF (People’s Democratic Front), an alliance of Manipur People’s Party (MPP), NCP and JD (U) has also put up 45 candidates, the second largest number of candidates next to INC to be fought in the 10th Manipur Assembly polls slated for January 28.
A total of 17, 41,540 electors—male 8, 51,540 and female 8, 90,041—will cast their votes in the single-phased general election 2012. Hours for voting will be from 7 am to 3 pm. The total number of polling stations in the nine districts is 2357. Polling stations are classified as normal, sensitive and hyper-sensitive. A total of 779 polling stations in both hill and valley districts have been declared hyper-sensitive.
As many as 350 companies ( 42, 000 jawans) of Central paramilitary force, including police personnel from other States are being deployed for the Manipur polls.
The Election Commission of India (ECI) has also taken up for the first time to photograph every single voter in every polling booth to prevent impersonation of voters. However, every elector can cast his or her vote by producing either EPIC or other personal identification documents like Driving License, Income Tax Identity (PAN) card, Service Identity Cards, according to ECI.
Heavyweights like the present Chief Minister, Okram Ibobi of INC (Thoubal Constituency), O. Joy of MPP (Langthabal Constituency), former chief minister Radhabinod Koijam of NCP (Thangmeiband Constituency), Manipur Pradesh Congress Committee (MPCC) president Gaikhangam ( Nungba Constituency), DD Thaisii of INC (Karong Constituency) and Y. Irabot of INC (Wangkhei Constituency) are also in the fray.
Counting of votes will begin from March 6 and the electioneering process will be completed on March 9.

The governor of Manipur Shri Gurbachan Singh handed over correction service medals to A. Ibotombi, Chief head warden central jail Sajiwa, N. Hemanta, asst. jailor, central jail Sajiwa and Th. Nabakumar, warden Central jail. The gallantary award meritorious service was gifted to Khaidem, fireman, fire service. A. Joy Prakash Rifleman, S. Ibotombi, SI were the receipient of police medal for gallantary while K. Radheshyam IPS, SP, Churachandpur got the presidents police medal for distinguished service.
The governor also handed over police medal for meritorious service to Mamta Wahengbam MPS, Com. 2nd IRB Achin Haokip MPS, SP CID (SB), Chaoba, MPS, addl. SP, Imphal west, Ch. Bimol, MPS asstt. Comd. 1st M.R Piangkhan Muan Vaiphei, Subedar, MPTC, Kh. Ganasyam of 1st MR, Kizhuvalath Venu Gopal, Havildar, MPTC. These deptt which presented tableaux included Manireda, IFCD, NRHM, Power, MAHUD & Tawn Planning, RD, edn.(S), SSA, horticulture, IT, ECL, MSRRDA etc.
In connection with the 63rd republic day celebration, the folk dance festival and beating the retreat was held at Parade Ground of First M.R today.
The governor of Manipur Shri Gurbachan Jagat graced the occasion as chief guest Performanes were staged by cultural trups which included Makui cultural dance group, art and culture dramatic assn, Moirang. Amuyaima Nat Sangkritan Akademy, Harmontlang youth club cum cultural troops Churachandpur, Sanchali, Haobam Marak, Kuki dance group, Chandel and Lalit Sangeet Natya Mandir, Nongpok Takhel.
A band show jointly participated by 165th TA, AR, MR, IRB and home guard was also displayed. The 63rd Republic Day was celebrated with patriotic fervor and gusto in a number of events organised by 6/8 Gorkha Rifles of Loktak Brigade as part of Red Shield Division. Students, Teachers, Youth and Locals, all attended in large numbers.
The Republic Day hoisting of the ‘Tricolour’ was done at ITI Complex Ningthoukhong by Col Kaushik Mukherjee, Commanding Officer 6/8 Gorkha Rifles. Various Cultural programmes were performed highlighting the richness of culture of various ethnicities of Manipur.
The Battalion also presented a Fusion Music Concert on the occasion in which children of Kendriya Vidyalaya, Loktak Project, sang patriotic songs.
The 63rd Republic Day Celebrations were a resounding success, amply evident by the enthusiastic and willing participation of a large number of local people. This open defiance by the locals of the bandh call given by the UG groups shows the disillusionment of the public with violence and their yearning for peace.
5/9 Gorkha Rifles (PHILLORA) under Loktak Brigade under Red Shield Division celebrated 63rd Republic day today at INA Memorial High School at Kwakta. The National flag was hoisted by Brigadier Laove Verma, SM, Commander, Loktak Brigade and a ceremonial salute was given to the Indian Tricolors. Sweets were distributed to all the students and local populace. 11 computers were also distributed to INA Memorial School and St John’s School, Gothal, under the Military Civic Action Programme. The event was graced by melodious patriotic songs sung by PHILLORA Jazz Band.
33 Assam Rifles under the aegis of Loktak Brigade of Red Shield Division celebrated the 63rd Republic day by unfurling the National Flag at the Tac HQ in Sendra. Colonel Naresh Bhardwaj, Commandant exhorted the troops to rededicate themselves to the country. Various events were organized for the civilian populace by the companies in the schools of the areas of Kumbi, Thanga and Moirang Khunou where flag hoisting ceremony was held and sweets distributed.

Mamata said people of Manipur need total change. Manipur is extremely backward as compared with other states of the country she added. There is no proper roads, no drinking water, no electricity she alleged. Many important roads are full of dust particles. Many educated youths are unemployed. Law and order situation is very bad she also said. If the Trinamul comes to power in Manipur there will be an end to army rule and the AFSPA will be repealed she assured. Due to the underdeveopments, the mind of the people of the state want to separate from the mainland. Emotional integration can be maintained if there is good governance and good transport system. To install a good governance is the need of hour she further said.
The politics of Trinamool Congress in the state is a mission, not to become minister she added.
She had come in Manipur one decade ago and visited the INA complex Moirang where Netaji Subhas Chandra Bose hoisted the first flag of independence during the British rule. Manipur cannot be separated from the mainland she said.
The stand of Trinamool Congress about AFSPA is very clear that if there is a govt led by Trinamool Congress, the draconian law the AFSPA should be repealed. The insurgency problem in Manipur can be solved by political dialogue only. It can not be solved by arms.
She assured that if her party come to the power in the state, the first priority of the government will be to inaitiate political dialogue with the different outfits of Manipur. At least 50 percent of the prisoners will be released without any condition from jail. Employment should be provided to the educated youths of Manipur she said. Corruption should be rooted out from the soil of Manipur. Tourism opportunity will be given to the state she added.
Reacting to the allegations, Chief Minister O Ibobi Singh said Mamta Banerjee was just like a baby. She came by air , went to one or two places and commented on important issues without knowing the ground realities he added. The conditions of the roads in Manipur were much better than those of Bengal he clarified. He further said if Mamta was so concerned about the well being of the people why did not she come to Manipur when Manipur faced four months of blockade. Mamta did not speak a single word about the suffering of the people of Manipur earlier he added.
He further alleged that the Trinamul has reached an understanding with the Naga People’s Front (NPF) which is working to disturb tranquility in the state.
O Ibobi Singh said the Coordinating Committee has banned the Congress party but it has not banned the NPF or the other parties working for disintegration of Manipur.

Imphal, Jan 25: Congress Chief Gaikhangam today alleged that the Naga People’s Front (NPF) has come to Manipur with a hidden agenda to disturb peace and tranquility in Manipur. He said the NPF is nothing but “old wine in new bottle.” The NSCN(IM) projected some candidates in the last election with United Naga Council (UNC) campaigning for the NSCN(IM). Now the NSCN(IM) is putting up candidates in the name of NPF he said addressing a conference at the Congress office.
The NPF is totally against the interest of the state and all speakers of NPF speak nothing about development of Manipur but of destabilizing the state. He alleged that some political parties like Trinamul Congress has come to an understanding with the NPF.
He said the promises made by opposition parties and their leaders are election promises and false promises. People of Manipur know the hidden agenda of these opposition parties and their leaders. Where were these leaders both state and national when people of Manipur were suffering he asked. The declared objective of NPF is so called integration of Naga inhabited areas by sacrificing the territorial integrity of Manipur. We need a lasting political solution to insurgency movement.
Meanwhile Chingmeikhui 99 father of Abon Golmei of Charoi Tupul villagewho was kidnapped by NSCN(IM) cadres died after hearing news of the kidnapping of his son.

Imphal, Jan 25: Discovering the movement of UG cadres at Yambem of Thoubal district, troops of 15 Assam Rifles of 9 Sector under HQ IGAR (S) launched operation in the area and apprehended two UG cadres on 25 Jan 12. The apprehendees were identified as Samulailatpam Sanatomba Sharma, 40 yrs, SS Finance Secretary of PREPAK, s/o Late Samulailatpam Radha Mohan Sharma,r/o Yairipok Lamanai and No.1646 SS Sgt Hijam Sorendro Singh alias Boro,32 yrs of UNLF (CorCom),s/o Hijam Iboton Singh, r/o Yairipok Yambem Mayai Leikai.
Indian currency Rs.1,20,0007- and one 9 mm Pistol with magazine from the PREPAK and UNLF cadres respectively. Both the apprehendees alongwith recoveries have been handed over to Yairipok Police station.
Troops of 38 Assam Rifles of 27 Sector Assam Rifles under the aegis of the Red Shield Division apprehended seven UGs from Thanlon and Tipaimukh assembly constituency in last 24 hours while they were trying to disrupt the free and fair election process and intimidating electorals in the area.
Four UTLA cadres namely SS Major Paolallein alias Dev, SS Cpl Sejan Mang alias Vikki SS Pvt Kampu alias Wilson, SS Pvt Mangminthang alias Remix from Sonthang while they were intimidating general public. One HPC (D) OGW namely Mr Ralupthung, Chairman of Lungthullen village and Mr Songte r/o Parbung, president Hmar youth association Parbung were apprehended from Tipaimukh Assembly Constituency. They were involved in providing logistic support and shelters for movement of HPC (D) cadres. One ZRA cadre SS Pvt Thuanminlun was apprehended from Bukpi area while he was involved in unlawful activities related to elections.

Padma Awards, the country’s highest civilian awards, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in all disciplines/ fields of activities, viz. art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field. The awards are announced on the occasion of Republic Day every year.
The awards are conferred by the President of India at a function held at Rashtrapati Bhawan sometime around March/ April.

Imphal, Jan 25 NNN: The District Congress Committee, Chandel on Wednesday alleged that the NPF volunteers with sophisticated weapons fired upon the Congress workers on January 22 at Machi head quarters in Tengoupal assembly constituency of Chandel district.
This allegation came a day after the Naga People’s Front (NPF), Chandel unit accused the Congress supporters of dismantling the NPF office in Tengnoupal assembly constituency.
On Wednesday, the Chandel block of Congress said the NPF supporters NSCN-IM mercilessly gun fired at the residence of Congress candidate from Tengnoupal DK Korungthang at Langol village on the same night where one civilian got injured.
The Congress, Chandel unit said the NPF had violated the ECI code of conduct. The Congress, Chandel block also said the NPF was trying to tarnish the image of DK Korungthang. It then strongly condemned the NPF activities and said that everyone should be given a chance to freely exercise his or her rights of franchising.
Some unknown persons exploded a bomb at the residence of one Ashem Bishorjit (45) Nambol Ishok Maning Leikai last night around 8.30 p.m.
A Chinese hand grenade was found at the house of one Pheiroijam Hemanta (40) Samurou Bazar Lai Mandab this morning around 6.20 a.m. The bomb was retrieved by police.
Some unknown persons fired lathod shell at the house of one Akoijam Inaocha (45) of Yumnam Khunou Mayai Leikai this morning. A bomb was exploded at the residence of one Moirangthem Bidhu (76), Kongba Uchekon this morning around 12.15 a.m.
Meanwhile two bombs were found at the house of Pheiroijam Nabin (45), Nongada Awang Leikai and Pheiroijam Nobin (35) of Nongada Awang Leikai today.
A team of AR arrested a worker of TMC of Andro A/C along with Rs. Two lakhs while conducting search operation at Yairipok Area last night.
The arrested worker was handed over to yairipok PS for further verification.
A team of Seventh MR arrested a cadre of PREPAK last night around 6.30 p.m.The apprehandee was identified as Ahanthem Dungdum alias Bicky alias Mitaba (18) of Lamlai. Investigation is on.

New Delhi, Jan 25: The President, Smt. Pratibha Devisingh Patil, addressed the Nation on the eve of the 63rd Republic Day. Following is the text of the President’s address on the occasion:
On the eve of our 63rd Republic Day, I convey my warmest greetings to all of you across the country, from every walk of life and in different parts of the world. I convey my special greetings to the Armed Forces and the Para-Military Forces who guard our frontiers with great vigil and valour, in high mountainous terrains, deserts and the plains, on the coasts and the seas. I also convey my best wishes to our internal security forces and to our civil services. I compliment all citizens for their contribution to the process of nation-building.
We are living in a world that is complex and challenging. Forces of globalization have created an interlinked and interdependent world. No country exists in isolation; it is continuously being influenced by external developments. All nations, developed and developing, are facing the impact of global economic instability, as well as problems of unemployment and inflation, in varying degrees. Indeed, the 21st Century has brought in its trail a host of issues at a breath-taking pace. There are growing aspirations of the people, coupled with their expectations of immediate solutions. We are observing, an information explosion and ever-newer technological inventions. These have altered lifestyles and there is also a growing quest for materialism. There are persistent questions about how growth and resources will be shared in a more equitable manner. There are worries about the direction in which the human community is heading in this age of globalization, knowledge and technology.
For us in India, the discourse is about how an ancient civilization and a young nation, will move ahead to take India to its destiny. Our vision and our goals are clear. We look at building our country, as one whose economy demonstrates a robustness to grow, so that we can become a developed nation. For us, however, economic prosperity alone is not enough. We look towards an India, where there is equity and justice. We look at democracy, rule of law and human values, as being essential for making our country strong. We want a scientific and technological outlook in our people. We also look towards India as a country which will continue to bring moral force on to the global stage. I believe that there is a unity behind this vision of India. But, yet, sometimes one gets distracted by discordant pulls and pressures. How should we proceed to build our nation and its people? I believe that the answer lies in our age old values; the ideals of our freedom movement; the principles of our Constitution, as also in our unity, a positive attitude and our aspiration to grow.
It is often said, but not fully realized, that we are very fortunate to have a rich legacy of values, traditions and teachings. The ageless spirit of India, the eternal voice of India, has been resonating through millennia. What are those intrinsic qualities which have seen India prosper through centuries and eras? What is the message that should light our path, as we chart our future course? Our civilizational ethos contains the lessons of duty and truth. It tells us to be humane in all our thoughts and deeds. It highlights the qualities of compassion, care and of respect for others. It teaches that human beings and nature must exist in harmony with each other. All issues should be viewed in the context of humanity as a whole. This philosophy has given succeeding generations the inherent strength to grow, embracing in their fold a vast diversity of cultures, languages, religions and communities. So, when the question is asked, as to what ideals should be placed before the new generation, to take the country forward, should then there be any dithering or doubt in a country like India? As the inheritors of thousands of years of history and culture, we should follow the high ideals of our age-old civilization. More particularly, the youth should understand this, as they are the architects of the future as well. Our past becomes the essential guide for the future as well. In this context, I recall the lines of Gurudev Tagore, “Every great people holds its history so valuable because… it contains not mere memories, but hope, and therefore the image of the future.” The past of India has been glorious and so must be its future.
We can also draw inspiration from our independence movement. It was a unique struggle, as it involved non-violent methods and required extraordinary mass discipline, steadfastness and patience. We followed this course, under the leadership of Gandhiji, because we had faith in ourselves and in our strength. Surely, we can demonstrate the same discipline in nation building. But, how do we do this? It is, only when we resolve to make the goal of nation building more important, than anything else and, show strong belief in it. It is then that courage, confidence and determination, shall be our companions in this task, which has to be carefully piloted in a constitutionally acceptable order.
Governor Gurbhachan Jagat said, “I have great pleasure in greeting the people of Manipur on the occasion of the 63rd Republic Day of our country.
It was on 26th January, 1950, that we, the people of India, became a Sovereign, Secular and Democratic Republic and since then the Nation has been celebrating our Republic Day every year.’ The Day gave us a Constitution to shape our own destiny. In fact, the
Constitution of India has served as a beacon for our young democracy to establish the rule of law and assert the supremacy of the people. Indian democracy has stood the trials and tests of time and the supremacy of the people’s will has been demonstrated time and again through the ballot in successive elections. Today, we stand taller in the eyes of all democracy loving people of the world and our prestige is on the rise globally.
On this occasion of the Republic Day, we, as citizens of a democratic country, should reaffirm our resolve to take the added responsibility and bounden duty to make our country stronger and more prosperous.

The Auto Fuel Policy gives a roadmap for upgradation of the quality of auto fuels (Petrol and Diesel) to Bharat Stage (BS) IV in 13 identified cities (Delhi/NCR, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad including Secunderabad, Ahmedabad, Pune, Surat, Kanpur, Agra, Solapur and Lucknow) and BS-III in the rest of the country effective from 1st April, 2010. Accordingly, supply of BS-IV Petrol and Diesel commenced from 1st April, 2010 in all 13 identified cities as per the roadmap laid out in Auto Fuel Policy. BS-III fuels were introduced in the country in a phased manner completed on 22nd September 2010.
Efforts are being made to progressively expand coverage of BS-IV fuels with introduction of these fuels in 50 more cities by 2015. An ‘Industry Group of Officers’ has been formed with representatives from IOCL, BPCL and HPCL. The Group will identify these additional cities considering the pollution levels and the vehicle population. Inclusion of all State Capitals and cities with population of more than one crore will be emphasized while selecting the additional cities for extension of BS-IV auto fuels. In the first phase, the Group identified seven cities for extension of BS-IV fuels during the year 2011-12; out of which it has been introduced in Puducherry city and Mathura.
Rajiv Gandhi Gramin LPG Vitaran Yojana
The ‘Vision-2015’ adopted for LPG sector, inter-alia, focuses on raising the population coverage of LPG with the focus on rural areas and areas where LPG coverage is low. The Vision-2015 aims to achieve 75% population coverage in the country by releasing 5.5 crore new LPG connections by 2015 especially in rural areas and under-covered areas.
As the urban centres are, more or less, covered by the LPG network, future growth envisaged under the Vision-2015 will be concentrated in the rural/under-covered areas.
As a step towards this direction, the Rajiv Gandhi Gramin LPG Vitaran Yojana (RGGLVY) for small size LPG distribution agencies has been launched on 16.10.2009. Salient features of the scheme are:
The LPG agencies under RGGLVY will be of small size requiring lesser finance/infrastructure.
The distributor himself will manage the agency with the help of his/her family member and one or more employees.
Age limit for distributor to be between 21 and 45 years.
All agencies under this scheme to be in the joint name of husband and wife. In case of applications who are single the ‘spouse’ will automatically become a partner after the marriage.
Reservation for SC/ST category has also been provided for.
The selection of the distributor would be by draw of lots from amongst all candidates who have secured more than 80% marks on the criteria of financial capability and education qualifications.
To ensure that growth of LPG usage is evenly spread, PSU Oil Marketing Companies (OMCs) are assessing/identifying locations in a phased manner under RGGLVY. Advertisements inviting applications for distributorships under the scheme have been released by OMCs in 26 States, namely Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Mizoram, Meghalaya, Nagaland, Odisha, Punjab, Rajasthan, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand, west Bengal and puducherry covering 3758 locations. Letters of Intents (LOI) have been issued for 1377 locations out of which 782 distributors have already been commissioned. Selection for the rest of the locations is in progress as per policy.
New Exploration Licensing Policy (NELP)
New Exploration Licensing Policy (NELP) was formulated in 1997-98 which provides a level playing field to the private investors including foreign companies by giving them the same fiscal and contract terms as applicable to National Oil Companies (NOCs) for the exploration acreages offered. NELP became effective in February, 1999. blocks are offered under NELP bid rounds through international competitive bidding system on the basis of transparent and quantifiable Bid Evaluation Criteria (BEC) indicated in Notice Inviting Offers (NIO). Under NELP, so far, eight round of bids have been concluded and Production Sharing Contracts (PSC) for 235 exploration blocks have been signed.
In order to harness the hydrocarbon potential of the country, the ninth round of NELP (NELP-IX) was launched on 15th October, 2010 in New Delhi. A total of 34 blocks (8 deep water blocks, 7 shallow water blocks and 19 on-land blocks) covering an area of 88,807 sq. km were offered under NELP-IX. Bids were opened on 28th March, 2011. A total of 74 bids have been received for 33 blocks out of 34 blocks offered for bidding. Evaluation of bids and meeting of Empowered Committee of Secretaries (ECS) is in progress. A close monitoring on the progress is being maintained. The process of award of blocks and signing of Production Sharing Contracts (PSCs) under NELP-IX will be concluded by March, 2012.
Shale Gas
Shale Gas can emerge as important new source of energy in the country. India has several Shale formations which seem to hold Shale Gas. The Shale Gas formations are spread over several sedimentary basins such as Cambay, Gondwana, Krishna-Godawari on-land and Cauvery.
A breakthrough in technology in the area of Shale Gas has been achieved in USA. Ministry of Petroleum & Natural Gas had signed a Memorandum of Understanding (MOU) with USA during the visit of President of USA to India in November, 2010 for cooperation in the field of Shale Gas assessment and development. As per the MOU, United States Geological Survey (USGS) has been assisting in carrying out resource assessment for Cambay, KG, Cauvery and Damodar basins. (PIB Feature).

The Ministry of Road Transport & Highways is primarily responsible for development and maintenance of National Highways (NHs) in the country. NHs comprises only 1.7% total road network and carry about 40% of the road traffic. At present, total length of NHs in the country is 71,772 km. About 22 per cent of the total length of National Highways (NHs) is single lane/intermediate lane, about 53 per cent is two lane standard and the balance 25 per cent is four lane standard or more. The development and maintenance works are being implemented on agency basis. The State Governments (State PWDs), Border Roads Organization (BRO) and National Highways Authority of India (NHAI) are the implementing agencies. The Government has embarked on a major programme – National Highways Development Programme (NHDP) for development of NHs being implemented mainly by NHAI. In 2011-12, the achievement under various phases of the NHDP upto November, 2011 has been about 1036 km. During 2011-12, NHDP projects have been awarded for a total length of about 4083 km up to November, 2011.
Besides NHDP, the Ministry has approved special programme for development and improvement of road connectivity in Left Wing Extremism (LWE) affected areas, Special Accelerated Road Development Programme for North-East region (SARDP-NE), Special Programme for 2-laning and development of NHs.
Improvement of Road Connectivity In Left Wing Extremism (LWE) Affected Areas
Government has approved a scheme for development of about 1,125 km of National Highways and 4,352 km of state roads in Left Wing Extremism (LWE) affected areas as a special project estimated to cost about Rs. 7,300 crore. During the calendar year 2011, works in a length of 1127 km costing Rs 1593 crore have been awarded upto November, 2011.
Government has also approved a scheme for development of 600 km of state roads in Vijayawada-Ranchi route in Odisha at a cost of Rs. 1200 crore. During the calendar year 2011, works in a length of 198 km costing Rs 337 crore have been awarded upto November, 2011.
Special Accelerated Road Development Programme for North-East region (SARDP-NE)
The scheme has been envisaged to be taken up under three parts as under – Phase ‘A’ of SARDP-NE approved by the Government envisages improvement of about 4,099 km length of roads (2041 km of NH and 2058 km of state roads) and is expected to be completed by March, 2017.
· Length sanctioned & awarded during the calendar year up to November, 2011 – 91 km.
· Length completed during the calendar year up to November, 2011 – 10 km.
· Work in progress as on 30th November, 2011 is 1608 km.
Phase ‘B’ of SARDP-NE, covering 3723 km (1285 km NHs and 2438 km of state roads) has been approved for DPR preparation only and so far, DPRs for about 450 km have been completed.
Special Package for Arunachal Pradesh involves development of about 2319 km length of road (1,472 km of NHs & 847 km of State/General Staff/Strategic Roads). Projects on 776 km are to be taken up on BOT (Annuity) mode and the balance 1,543 km is to be developed on EPC basis. The entire Arunachal package is targeted for completion by June, 2015.
Length sanctioned & awarded during the calendar year and work in progress as on 30th November, 2011 – 311 km
Special Programme For 2-Laning Of Entire Balance NH Network
Ministry has taken initiatives to develop 6,700 km of single lane/intermediate lane National Highways to minimum 2 lane standards on corridor concept. A length of 3800 km is proposed to be funded from a World Bank loan of US $ 2.96 millions and the balance length is proposed to be taken up through budgetary resources. During the calendar year 2011, works in a length of 699 km costing Rs 1,675 crore have been awarded.
Consultancy studies for preparation of Feasibility study / DPRs for the entire length of 3800 km to be funded out of World Bank assistance are in progress and targeted to be completed by March, 2012.
Development of NHs through annual plans for NHs entrusted with state PWDs which are not covered under any approved Programme such as NHDP, SARDP-NE etc.
PMRP for Jammu & Kashmir
The Prime Minister announced a Reconstruction Plan (PMRP) for J&K during in his visit to the state in November 2004. There are total seven works amounting to Rs. 3300 Cr. (approx.) under PMRP, namely construction of Mughal Road, Widening of Domel-Katra road (NH-1C), Double- laning of Batote-Kishtwar-Sinthanpass-Anantnag Road (NH-1B, upgrading Srinagar-Uri Road (NH-1A), construction of Khanabal-Pahalgam Road, Construction of Narbal-Tangmarg Road and double laning of Srinagar-Kargil-Leh Road (NH-1D). Till now, around Rs. 2300 Cr expenditure has already been incurred. Besides Rs. 243 Cr. has been allocated for J&K for the works being executed on National Highways through BRO. Rs. 121 Cr has also allocated for the works on the State & ODR roads under CRF & ISC/EI.
Launch Of National Register And Release Of National Transport Portal
In order to introduce information technology as a part of e-Governance Programme in the Road Transport Sector and to ensure uniformity and inter-operability throughout the country, the Government sanctioned a project for creation of National Register and State Registers of driving licenses and registration certificate of motor vehicles at an estimated cost of Rs 148 crores. The Ministry also developed standardized software in consultation with National Informatics Centre (NIC) and made it available to all the States free-of-cost. The software covered both back-end automation of Road Transport Offices (RTOs) and front-end computerization to enable issuance of documents such as, driving license, registration certificates, etc. in a smart card mode.
At present, VAHAN (for registration certificate) and SARATHI (for driving license) operation in 33 States / UTs and 100% computerization has been achieved in 31 States / UTs. Out of 975 RTOs, 942 RTOs have been computerized. Customization of standard software as per State requirement of the State is complete for all 35 States / UTs and the software is running at least at pilot site in each State / UT. 100% connectivity has been achieved in 31 States / UTs and 890 RTOs connected. The release of National Register and launch of the National Transport Portal took place in July, 2011. The State Register will act as a repository at the State level providing information to State Transport Department, RTO, automobile dealers, Police Department and other Government to citizen services. Data from the State Registers will flow to the National Register. This will enable users to avail the services on “Anywhere Service” basis. In addition, National Register will provide information to the Ministry, RTOs, inter-State check posts, Police Departments, etc.
New National Permit Scheme
In order to facilitate inter-State seamless movement of goods carriages, a new National Permit System has been implemented in all States / UTs. As per the new arrangement, national permit can be granted by the Home State on payment of Rs 1,000/- as home State authorization fee and Rs 15,000/- per annum per truck towards consolidated fee authorizing the permit holder to operate throughout the country. The new national permit system has also been implemented electronically through a web portal developed by NIC.
Under the new National Permit Scheme, the consolidated fee collected by the Central Government through State Bank of India is distributed among the States / UTs on a pro-rata basis as per agreed formula.
The new National Permit System is being implemented successfully by all States / UTs and has been welcomed by the transporters and States as a significant step towards improvement in road transport system in the country.
E-Procurement & E-Tendering
In order to improve transparency and accountability, Ministry has switched to e-procurement and e-tendering for all types of projects including BOT since July, 2011. In e-tendering mode, 101 tenders have been floated by NHAI till 30-11-2011 of which, 21 tenders of BOT, 55 tenders are for tolling on Reverse Auction and others of varied nature.
Facebook
Public grievances redressal system of Ministry made interactive with the help of user-friendly social networking site, viz, Face Book (available at http://www.facebook.com/pages/National-Highways-Authority-of-India/1865851480 28027). Between January and November, 2011, more than 4 lacs persons have visited this site and about 3000 have registered themselves. Officers are regularly replying to the public queries directly on the Facebook wall. Concessionaires of BOT projects have been advised to provide link to their sites on NHAI Facebook wall – for quick response to road-users. (PIB Feature).

Imphal, Jan 24 NNN: Seven Bangladesh nationals possessing improper documents were detained and later handed over to police by volunteers
of Federation of Regional Indigenous Society (FREINDS) with the help of volunteers of personnel of India Reserve Battalion (IRB) at
Wahengbam Leikai Jiri bus parking in Imphal.

Seven people, hailing from Bangladesh were intercepted and detained by volunteers of FRIENDS with the assistance provided from IRB personnel last night around 10:45 at Wahengbam Leikai Jiri bus parking, FRIENDS
general secretary, Joy told the media at its office today.

He said the trio, who possessed incomplete identification documents issued by an Assamese Zilla Parishad Member, was arrested just
after they alighted from a Tata Winger passenger van with registration No. 5385 belonging to a Manipuri.

The three foreigners were later handed over to the city police, Joy informed and said that they had been handed over to the police as they
had no proper identification documents. He also appealed the people of the State to inform FREINDS if any body comes upon such
persons anywhere in the State.

According to 2001 census, the total population of foreigners living in the State was recorded as 74488 and this clearly shows an influx of
foreigners in Manipur from neighboring Myanmar and Bangladesh, Joy added.

The 17th National Level Meeting between India and Myanmar concluded at Nay Pyi Taw, Myanmar last week. The Indian delegation was
led by Shri R.K. Singh, Home Secretary and the Myanmar delegation was led by Brig. Gen. Kyaw Zan Myint, Deputy Union Minister,
Ministry of Home Affairs, Government of the Republic of the Union of Myanmar. Recalling the traditionally close relationship between
India and Myanmar, the leaders of India and Myanmar delegation expressed commitment to further strengthen the cooperation between
the two countries in economic and developmental areas, closer people to people contact and maintaining peace and tranquillity on the
border.

In the delegation level meeting, Home Secretary gave an overview of the main areas of concern to India and expressed hope that these
could be discussed in the spirit of trust and friendship between India and Myanmar. Both sides discussed in detail security related issues
like presence of Indian Insurgent Groups (IIGs) along Indo-Myanmar border, exchange of intelligence information and arms smuggling.
The leader of Indian delegation mentioned about IIGs camps and training facilities in Myanmar and sought Myanmar’s cooperation in
dealing with the IIG’s activities. Home Secretary especially mentioned that Indian Insurgent Groups are planning large scale disturbances
in the forthcoming elections in 2012 in Manipur. The leader of Myanmar delegation assured that Myanmar would never allow insurgents
to use its territory to engage in any hostile activities against its neighbour India.

The two sides agreed to maintain closer interaction between the nodal points and respective commanding officers of border guarding
forces of the two countries for sharing real time intelligence. Both sides expressed satisfaction at the meetings of the Border Liaison
Offices (BLOs) at DC/SP level at Moreh/Tamu and Zowakhatar/Rhi to discuss measures for combating arms smuggling, drug trafficking ,
smuggling of wild life parts and other issues and it was decided that BLO meetings be held more frequently. It was agreed to establish a
new BLO at Ukhrul (India)- Somra (Myanmar). The Indian leader agreed to provide the requisite communication facilities for the additional
BLO and Commanding officers level interactions at the border.

In order to trace the recipients of the arms smuggling in India, the leader of Indian delegation requested Myanmar to share interrogation
reports of arms smugglers arrested by Myanmar security forces. The leader of the Myanmar delegation agreed to share these reports with
India.

Both the sides expressed satisfaction over decline in drug trafficking and agreed to regular interaction between drug control agencies of
both countries at DG level and DDG level to eliminate the menace of drug trafficking. India offered training and any other support that
Myanmar may require to combat drug trafficking. Theyalso discussed illegal wildlife trafficking, tourism cooperation, training of
Myanmar security forces in India and repatriation issues of Myanmar Fishermen in Indian Prisons and Indian Prisoners in Myanmar.
India offered all possible support to assist Myanmar in its pursuit for better connectivity and overall development .

The Indian delegation also called on the Myanmar Minister of Home Affairs and the first Vice President, Myanmar. The leader of the
Indian delegation flagged the main issues and sought their guidance and support.

and diverse art and culture of the North East Region (NER). She was speaking at a function to mark the inauguration of the Centre for
North Eastern Culture (CENC) here today. She said, as part of its efforts to preserve cultural traditions of the region, Sangeet Natak
Akademi (SNA) has set up its North-East Centre in Shillong. The SNA has documented many of the traditional theatre forms of the
region. It has also set up a Sattriya Kendra in Guwahati which looks after the Sattriya tradition of Assam.

She said, The North Eastern Zonal Cultural Centre (NEZCC) at Dimapur is operating a Theatre Rejuvenation Scheme to preserve,
propagate and support indigenous theatre groups in the North Eastern Region. NEZCC has also been organizing traditional theatre
festivals, experimental theatre festivals, theatre shows and theatre workshops in different North-Eastern States. The Minister said, the
National School of Drama also organises an exclusive theatre festival, called the Poorvottar Natya Samaroh, for showcasing plays of
distinguished directors and major traditions of the North East.

The Minister said, Centre for North Eastern Culture (CENC) at Centre for Cultural Resources and Training (CCRT), Dwarka, New Delhi is a
joint effort of North Eastern Council and CCRT.

Kumari Selja said, Prime Minister, Dr. Manmohan Singh had met a group of youth from the NE States on 10th October, 2009. This visit
was facilitated by Ministry of Development of North Eastern Region. The decision to set up a North-East Cultural Centre in Delhi is an
outcome of that meeting. The objective was to promote dissemination of the rich cultural heritage of the North-Eastern Region to the
people of NCR. She said, one of the important objectives of CNEC under the aegis of CCRT is to increase awareness about the rich and
diverse cultural heritage of the North East. She said, the CNEC will evolve to be a vital platform in this part of the country for
dissemination of knowledge about culture and heritage of North East.

The Minister of Culture & Minister of Housing and Urban Poverty Alleviation, Kumari Selja; and the Minister of State (Independent Charge), Development of North East Region & Minister of State, Parliamentary Affairs, Shri Paban Singh Ghatowar, has jointly inaugurated the Centre for North Eastern Culture, at Centre for Cultural Resources & Training (CCRT) at Dwarka here today.
The setting up of Centre for North Eastern Culture is in line with the direction given by the Prime Minister, Dr. Manmohan Singh after interacting with a group of Youth from the North Eastern Region in December 2009, to promote dissemination of the rich and diverse cultural heritage and tradition as well as modern expression of creativity of the North Eastern States.
This Centre is as a result of collaborative efforts of CCRT, an autonomous body under Ministry of Culture & North Eastern Council, the Regional Planning body of the North Eastern Region. NEC and CCRT entered into a Memorandum of Understanding in December 2011 for the operation of the Centre for North East Culture. The Centre will work under the overall of management and control of the Director
General, CCRT.
Government of India made an earnest effort to bring about an end to the disturbed condition in Mizoram and to restore peace and harmony. Toward this end, an accord was signed between the Mizo National Front and the Union Government on 30 June 1986. The formalization of Mizoram State took place on 20th February, 1987. The people of the State, recently celebrated the Silver Jubilee of the
famous Mizo Peace Accord. An Exhibition to commemorate the 25th Anniversary of the Mizo Peace Accord is the first event is being held in the Centre for North Eastern Culture for four days from today.
The North Eastern Handicrafts & Handlooms Development Corporation Limited (NEHHDC) and North Eastern Regional Agriculture Marketing Corporation Limited (NERAMAC), the two PSUs under Ministry of DoNER have also set up a Craft Exhibition to showcase some of the handicrafts & handlooms and products of the North Eastern Region. The NEHHDC attempts to develop and promote the indigenous crafts of the region by connecting craftsmen to prospective markets and consumers and generating economic, cultural and
social opportunities for creators while adding cultural value for consumers, while NERAMAC supports farmers/producers of North East to get remunerative prices for their produce and also to enhance the agricultural procurement, processing and marketing infrastructure in the Region.
Ministry of DoNER also released the Human Development Report of North East States prepared by it during the inaugural show. The Report is an attempt to evaluate performance of North Eastern States in recent times on sectors having direct impact on human development such as health, education and basic amenities like drinking water & sanitation. This will help in better targeting of schemes and projects in the NE States.

Five militants were apprehended by troops during the last 24 hours. Troops of Red Shield Division achieved another major success in counter insurgency operations wherein they apprehended four militants . 5 ASSAM RIFLES of the Senapati Brigade of the division apprehended SS Maj Shoiba of NSCN (IM) at Vakho near Senapati, in a major blow to NSCN (IM) as Shoiba was controlling the complete extortion racket of the NSCN (IM) in the region. He was involved in the procurement and supply of arms and ammunition for the NSCN (IM). He was handed over to Imphal West Police Station.
In another operation 43 ASSAM RIFLES of the division apprehended a KNF (P) cadre identified as SS Lt Sonlet Haokip, from Kanglatongbi Bazar while he was carrying out extortion. Four extortion slips were recovered from the apprehended cadre. He was handed over to Police Station Sekmai.
Troops of 6/8 Gorkha Rifles of Loktak Brigade carried out a joint operation with Police Commandos of Bishenpur and apprehended an active cadre of UPPK from ward No 2, Bishenpur, identified as SS Cpl Moinam Adat, s/o Moinam Hanan, age 26 yrs, r/o Bishenpur and recovered one Chinese grenade. He was handed over to Police Station Bishenpur. In another operation troops of 46 ASSAM RIFLES of the division were successful in apprehending an UTLA cadre L/Cpl Vumcha while involved in unlawful activities related to elections. The individual was handed over to Police Station, Imphal West.
In another incident at Heirok-ll, troops of 15 Assam Rifles of 9 Sector under HQ IGAR (South) launched an operation and apprehended one UNLF cadre . The apprehendee was identified as No 863, Moira Meghchandra Singh .

In another incident a Congress worker was fired at Lamding however he managed to escape unhurt. He is a worker of Congress candidate of Khangabok, O Landhoni who is the wife of Chief Minister O Ibobi. The residence of Andro Congress candidate, Th Shyamkumar was also attacked by gunmen. A bomb was found by police today at Khuyathong near the residence of a Congress worker.
Three supporters of Manipur Pradesh Congress Committee (MPCC) president Gaikhangam were shot and wounded by
suspected NSCN-IM cadres at Noney under Nungba Constituency of Tamenglong district in the wee hours of today, according to the
family members of the victims.

At around 2 this morning, at Noney part-3, suspected NSCN-IM cadres numbering about 10 intruded upon a house belonging to one of
the three Congress workers where they were staying together and shot them in the legs before they were driven from their beds, the
victims relatives said.

The trio was shifted to Regional Institute of Medical Sciences (RIMS) on Tuesday for medical treatment and they are now out of danger,
hospital sources said. The wounded persons have been identified as Gongloon, 20, Lungkhurei, 29 and Gongchumei, 31 of None part-3.
They are supporters of Manipur Pradesh Congress Committee (MPCC) president Gaikhangam who is contesting the January 28 Manipur
polls from Nungba constituency, police said.

Meanwhile, three bombs were retrieved by a Manipur police bomb squad team at Lamlai Constituency, while one was found at Kakching
Constituency and suspected CorCom (co-ordination committee of seven militant outfits) militants attacked different residences of
Congress workers in Khangabok and Andro Constituencies on Tuesday.

Also yesterday, a Manipur police bomb squad team recovered some explosive materials suspected to be IED from the residence of
Huidrom Bimol, 45 of Nongpok Kakching in Lamlai Constituency, while an IED was also found at the residence of Moirangthem Major, 42
of Noingren Awang Leikai Awang Khunou. The two are supporters of CPI candidate Ph Parijat, also contesting the general elections.

Suspected militants hurled a hand grenade and exploded at the house of Kshetrimayum Chaoba of kakching Sumang Leikai, killing two
dogs, but no human casualty was reported. Cor com claimed responsibility for the following incidents.

Imphal, Jan 23: The body of Meisnam Ratan (45), Chingamakha Meisnam Leikai was received by relatives from RIMS morgue today. Chief Minister, O Ibobi Singh, Speaker I Hemochandra , Congress President, Gaikhangam and others paid a visit to meet family members of a blast victim at Singjamei today. To protest the killing of a Congress worker and injury of four persons in a blast yesterday at the residence of Speaker I Hemochandra people blocked all roads at Singjamei constituency today.
The body was brought from morgue and local residents took out a protest rally along with the body from Yumnam Leikai and a JAC has been formed in this connection.
The speaker and local MLA also took part in the rally.
All shops, business establishments were closed dawn at Singjamei. The protesters also blocked the road from Chingamakha to Heirangoithong. It may be mentioned here that RAtan was killed when a bomb was exploded near the residence of I. Hemochandra last night.
An IED weighing about two kgs were found planted enar the house of a BJP Candidate, Thingbaijam Ibosana of Kshetrigao A/C this morning around 5.30 a.m.
The Top Awang Khunou women welfare assn. and Seba Marup Top Awang Khunou urged the concerned not to repeat such incident in future.
Some unknown persons hurled a hand grenade at the residence of Yumnam Janeshwor (55) Irom Meijrao Mayai Leikai last night aroung 7.30 p.m.
He is a congress worker. Some persons also hurled a hand grenade at the house of a congress worker, Md. Iboton of Kumbi last night around 10.30 p.m.
In a similar incident, some persons fired some rounds at the house of Pukhrambam Homen (45) of Joypur Khunou, Bishnupur last night.
Meanwhile a workers of INC Candidate of Tengnoupal A/C Korungthang received injuries when some persons suspected to be NSCN(I/M) fired at the residence of the candidate at Maring Langol last night around 11 p.m.
The injured worker was identified as Momo Tarao (34) Maring Langol.
He was rushed to Shija Hospital in a critical situation.At least four localities of charangpat Mamang Leikai received injury when the local MLA K. Meghachandra and his workers physically assault on Sunday at around 4 p.m. at a public meeting held at Charangpat Maning Leikai. The injured persons were L. Ingocha 48 year, Y. Inao 30 year, Y. Sunil 23 year and Y. Uttam 21 year of Charangpat. They were hospitalized at JN Hospital.
According to the injured persons, a public meeting of Dr. Nimaichand Luwang a MPP candidate at Wangkhem Kendra was held on Sunday at Charangpat Maning Leikai, Sajal lampak. They were at the road side near the meeting site. At that time local MLA K. Meghachandra and his escorts with a active workers rushed to them and started to beat them black and blue. The escorts hit them with the gun butts. They received injury at head, band, back and face.
The localities condemned the action of local MLA.
In connection with the incident, a public meeting organized by women welfare association charangpat Mamang Leikai was held today and resolved that the local MLA K. Meghachandra is social boycott at Charangpat Mamang Leikai. The meeting resolved that legal action should be taken against the MLA and his party.
The meeging also resolved that the localities of Charangpat Mamang Leikai will boycott those who support the MLA in the ensuing election.

Imphal, Jan 23 NNN: Thousands of Manipur Government employees are likely not to co-operate the Congress-led Secular Progressive Front (SPF) in the coming January 28 polls as four employees’ organizations have started a campaign by distributing leaflets which says, “No 6th pay in toto, no vote for anti-employees Government.”
The four Government employee organizations which include JAC of AMTUC and AMGEO, MSSA, COTA and Manipur State Pensioners’ Union (MSPU) distributed leaflets exposing indifferent attitude of the Ste Government over their long pending demands, including the Central 6th pay recommendation which it has failed to fulfill though the employees were time again assured by it in many occasions.
The leaflet, which was also distributed among various Government offices, including the Manipur secretariat, says, ‘No equal treatment to all employees, no more SPF Government.’
All the Government employees should participate in the general elections and they also have the onus of carrying out their responsibility for the election process, but no chief minister of any State of India was ever elected for third term (except CPI-M leader, late Jyoti Basu), it says, adding that in Tamil Nadu, Jayalalitha-headed Government was rooted out and set up a new Government-led by Karunanidhi for its ill-treatment meted out against the Government employees. The Jayalalitha Government came back to power only after it learnt the lesson.
The leaflet also says once boasted for being the Government of the poor, the CPI-M Government headed by Budhadev Bhattacharjee in West Bengal, which ruled the State for 40-long years, was ultimately dragged down from power for the reason that many were killed in its efforts to give away farmers’ land to Tata company.
“The question lies before us is that whether we should share or not in the formation or re-election of SPF Government in the coming State Assembly elections,” the leaflet added.

Imphal, Jan 23: Senapati Brigade of the Red Shield Division apprehended five cadres of various UG organizations in past 48 hours. Troops of 5 Assam Rifles apprehended an active NSCN (IM) cadre from Senapati market on the night of 22/23 Jan 12 and recovered a .32mm Pistol and live round from him. The apprehendee revealed that he was operating in the area with the intent of disrupting the forthcoming assembly elections. The cadre was handed over to PS Imphal West. 43 Assam Rifles of the Red Shield Division apprehended a KNF (P) cadre identified as Letkholun Kipgen from general area Shantipur while he was carrying out extortion. Four extortion slips were recovered from the cadre. He was later handed over to PS Sekmai.
In other operations 10 DOGRA apprehended two ZRO cadres from Leimakhong. The cadres identified as SS Asst Director Satsei, r/o Harouthel and Lamneijang Vaiphei, r/o Lilanwaiphei were apprehended while they were carrying out extortion in the Leimakhong market.
The apprehended cadres were handed over at PS Sekmai. In yet another operation 10 DOGRA apprehended an NSCN (IM) civil wing cadre identified as SS Raja Peyu Ch Chimpo from village T/Waichong while he was carrying out extortion. He was later handed over to PS Imphal West.
Meanwhile discovering the movement of UG cadres at Kairak, troops of 27 Assam Rifles of 9 Sector under HQ IGAR (South) launched operation in the area and apprehended one PLA cadre on 22 Jan 12. The apprehendee was identified as No 3050,Maibam Elomba Meitei alias Chalamba,21 yrs,s/o Moibam Plando Meitei,r/o Awang Shekmai Leikai and was handed over to Kakching Police station.
