The Announcer calmly says “We regret – there has been some disturbances in the programme due to Power failure”. Yes, a failure in the supply of power is very annoying. There may be a thousand and one causes for such unwanted failures. But before we go into it, let us trace how power came in our state.
When it was a princely state, a Board for development of Hydro Power had been set up under the caption ‘The Manipur State Hydro-Electric Board’ under the ex-officio Chairmanship of the Political Agent, having 4 members of the Manipur State Durbar and two members from the public during 1920-30 and the Board had sub-ordinate Staff. The first Hydro Power House was installed at Leimakhong 25 kms. from Imphal in 1930 having two Hydro sets of 100 KW and 56 KW and it was exclusively meant for electrification of Imphal and it suburbs. Subsequently two diesel sets of 62.0 KW and 46.0 KW were installed in apower House in the centre of Imphal Town. This set up continued upto October ’49 when Manipur ceased to be a princely state and became a part of state and an Electricity Department was formed under an Electrical Engineer (Class II) who had one Assistant Electrical Engineer (also Class II) and other subordinate staff to assist him. The department was made permanent. This independent Electrical Department continued upto 1957 when Manipur attained the status of a Union Territory. At this time, the permanent Electrical Department was merged with the P.W.D. and became a temporary Division under the name ‘Imphal Building and Electrical Division’. And from the month of Feb. 1970, the management of electricity supply in the state has been organised under the electricity department, quite independent from P.W.D. The main objective of the Electrical Circle (Electricity Department) is to promote coordinated development of generation and distribution of Electricity within the state covering both Urban and Rural areas.
Causes of unwanted power failure: The comparative study of power received by the state vis-a-vis its demand shows that there is always insufficient power to meet the requirement of the genuine users (consumers). Losses of power in transmission and distribution system are also a big factor for the insufficient power in the state. Half of the quantum of power imported by the state from the outside source is received by the consumers sue to the transmission and distribution losses of power which is a technical aspect. Theft or unauthorised connection is another factor for insufficient power to be supplied to the genuine consumers. We may give causes on the power failure or the reason of load shedding resorted by the Electricity department in four different situations i.e.. i) the power purchased by the Electricity department is not sufficient to meet the requirement of the registered consumers, ii) the further deterioration in power supply system in the state is due to technical losses i.e., the transmission and distribution losses, iii) the state government does not have willingness to enhance the present quantum of power purchased from outside and iv) the Engineers of the Electricity department are lazy in the work of minimising the transmission and distribution losses by using their technical knowledge and experience, although they know the reason and remedies of these losses.
Remedies for power failure: The shortfall of the power in the state is a priority area and it is very annoying situation among the people when they do not get the regular power supply. So government has to do something by addition and substraction method in the budget allocation. The government can purchase power from Power Trading Corporation anytime to meet the present additional demand of power for the state by allocating some more money in the annual budget for the Electricity department. Government has to be run and government has to look after the welfare and need of the people, because government is for the people, of the people and by the people etc. The Engineers and the staffs of the department are required to be sincere and dedicated to the works of minimising the transmission and distribution losses. Half of the power purchased by the state from the outside is lost in the transmission and distribution system. We all know that there is almost no power generation of our own in our state due to which we have to purchase power from outside our state. Theft of power by unauthorised consumers should be strictly detected for disconnection and befitting punishment should be given to them so that this unauthorisedly used power may go to the registered consumers.
Lastly it is imperative to add one unknown but very crucial aspect i.e., the commercial losses as far as revenue and non-plan money required for purchase of power from other source are concerned. The money for purchase of power is from the non-plan budget and revenue received from the sale of energy plays important Tole in this sector. More revenue should be collected for more non-plan allocation in the budget. For collection of more revenue from the sale of energy we require to minimise the commercial losses which comprise of low billing of electric consumption charges and insincere act of the field staffs. The basic prerequisite for the economic progress of a state is adequate availability of power. Without proper increase in generation or availability of power, industrialization and development cannot forge ahead. When the power production or its availability is sufficient in our state, we can expect not only comfort from electricity in every house, but also the industrial development.

IMPHAL, March 10: In its continued effort to reach out and help masses, 42 Assam Rifles under the aegis of Headquarters Inspector General Assam Rifles (South) and Headquarters 26 Sector Assam Rifles provided Water Supply Scheme to Khuringmul village in Chandel district. The water supply scheme has been provided under AR Military Civic Action. The Villagers expressed their heartfelt gratitude and appreciation for providing the water supply scheme to the village which was devoid of such water supply.
According to an official release of PRO, IGAR (South) Imphal, the battalion also provided 05 bundles CGI sheet and 30 bags cements for construction of community hall at Chingkhir village in Chandel district. The GGI sheets and cements have been provided under Assam Rifles Military Civic Action project. The village chief and civil administration expressed their heartfelt gratitude and appreciation.

There are three main water treatment plants installed at Koite Loklao River called Zone – I, Bungmual called Zone – II and the other at Khuga Dam which is code name as Zone -III with expenses running into crores of rupees due to which the residents have  reason to be confident of getting sufficient water supply in the district.
According to sources Zone -I is supposed to supply to Tuibuang areas, part of Zenhang Lamka as well as Zomi Colony besides certain other nearby localities, while Zone-II is for supply of water to people residing at the heart of the town, western side of Tedim road and then Zone- III for the people in the eastern side of Tedim road , some parts of Rengkai and the areas nearby it.
Yet in all the zone water has not been released even once a week and according to a woman there are times when they don’t receive water even once in a week.
Talking to IFP an  AE of the PHED said  due to the nonavailability of sufficient power  they cannot pump in water to the intake point from where it will seeped to the reservoir and then supply to the public.  He said there are five reservoir each for the three Zones but as the power is not enough they cannot performed to the satisfaction of the people.
He said they have been assured by the cabinet of power for three hours each in the morning and in the evening disclosing about the application they have written to the EE/ Electricity urging them to provide enough power.
He said they used two types of machines one electrical and the other diesel to pump water while maintaining the latter has become a bit too expensive and is not manageable yet on the actual ground IFP have found out that the Zone-II was not well maintained and the water itself is not fit for consumption. The CADA/employment minister Ph Parijat while visiting the Zone -III plant on Sunday last have pointed out at the spot that the Zone is not satisfactory and maintained.

IMPHAL, March 10: 36 Assam Rifles of 26 Sector under the aegis HQ IGAR(South) organised a medical camp at Sehlon village  in Chandel district yesterday.
According to an official release of PRO IGAR, (South),  the medical camp was inaugurated by Major General C A Krishnan, AVSM, IGAR(S). A total of 250 people from the neighbouring villages were treated at the medical camp during which medicines were also distributed to locals. A medical checkup for school children of the area was also conducted.
In yet another occasion, 8 Assam Rifles of 26 Sector under aegis of HQ IGAR (South) conducted a Medical Camp for the villagers of Sajik Tampak today. The Medical Officers and a team of paramedical staff attended more than 300 men, women and children from and other neighbouring villages the release added.

IMPHAL March 10: Three staffs of the Assembly Secretariat were roughed up by police personnel yesterday while delivering official documents. A prayer has been intimated to the Secretary of the Manipur Legislative Assembly Secretariat by the Manipur Legislative assembly Secretariat Employees’ Association (MALASEA).
 S Jayanta Singh, Secretary of MALASEA has urged the ongoing Assembly Session to discuss the matter at the house proceedings and to take exemplary action against the police personnel so such incidents do not recur in future.It may be mentioned that three grade IV employees, namely Ngashepam Sanajaoba,Thoudam ibobi and Oinam Joyjit Singh of Dak Section were assigned on official duty to dispatch official documents to the Joint Director,MPSC.
The trio were travelling in an auto rickshaw provided by the Secretariat,on their return journey at around 2 pm yesterday,they were stopped and assaulted by 3/4 police personnel at Khuyathong traffic point even after showing their identity cards and the nature of work. The police severely assaulted one person and was seriously injured.
In addition ,the vehicle was also damaged.In regard to the incident, a meeting was held by the members of the Assembly Secretariat association and urged the matter be addressed by the house to take up punitive action.

IMPHAL, March 10: The Naga Peoples Movement for Human Rights (NPMHR) in a statement issued by its general secretary, Dr. Gina Sangkham, deeply appreciates the wisdom demonstrated by the leaders of the Naga political groups, GPRN/NSCN, NNC/FGN and the NSCN/GPRN for their renewed commitment to the reconciliation process led by Forum for Naga Reconciliation (FNR). It said their sacrifices and roles towards achieving meaningful peace will be remembered by all.
NPMHR is also thankful to FNR for their patient efforts towards securing peace among the Nagas. At this time, when seemingly faced with insurmountable challenges, NPMHR is encouraged by their commitment to Peace and Reconciliation, it said.
NPMHR is concerned by the intermittent outbreaks of violence and confrontations, and the concomitant self-justifications and blame game among the different political groups, particularly those who have signed the Covenant of Reconciliation (CoR). “We would like to point out that violence affects not just the parties at confrontation but the public at large”.
