Change is a process, mass movement is necessary for a break through and the movement is just beginning. About 98% of the educated youths want corruption free country. Politician must be on the side of the people. What do you feel when people say` hamara neta chor hai` perhaps, some politicians may anger. We know some good people after joining into politics could do nothing and finally indulge in corrupt practices. But it does not mean all politicians are bad. Political party & government, is a team work- must set goal, target, skills and new management skills is necessary. But, they try to defend because they think that anti corruption campaign is a weapon targeting against politicians in the coming election. Finally, `Corruption is a common enemy we must fight together,` Kapil Sibal said. Smt. Sonia Gandhi can speak against corruption. Narendra Modi, CM Gujarat can speak against corruption. Sushma Swaraj can speak against corruption. Why you can`™t speak? To do this, one must nurture the six key dimensions of life`”mental, emotional, physical, social, spiritual and financial. That is why, an effective law (civil lok pal bill) is necessary or existing anti corruption act is enough to curve out corruption unless our authorities have behavioural problem, attitude and working style problem, and new management skills. Fear of delegation`” some leaders thinks it is easier to complete a task himself/ herself than delegate. But this denies the team member the opportunity to learn, grow and develop. Also, in the process of doing the team`™s jobs, leaders miss out on focusing on their own key deliverables Missing team members`” If a new person is assigned to take over the vacant post, there are many issues to be considered w.r.t.`”work style, attitude and team compatibility. However, if it is the team leader who has moved on, the situation needs special attention. The point to consider is that the team members are used to a particular style of leadership, and hence, the sudden transformation has to be handled in a way that does not affect the productivity of the team as well as the team chemistry. Eureka factor`”Today`™s people demands a conscious, collaborative and coherent approach to drive performance through out of the box thinking. The key element of success for workplace innovation is to create a culture where its employees are creative thinkers willing to be open minded, curious, adventurous and committed to innovation. Service sectors are characterized by the production of services, knowledge assets, and other intangible goods. Some examples of verticals within the services sector are retail, ITES, banking, insurance, telecom, healthcare, leisure and lifestyle, aviation and hospitality. Career standpoint`”Most of the service sectors have come prominence only recently by the virtue of tremendous growth they have experienced in the last decade. The problem is, out of 8771 small scale units operating in Manipur (30.86%) are found sick. Out of 79,555 Micro enterprises, 74,402 (93.52) are running without profit. 85% are running without power, and 25% are without own premises. The performance of State Public Undertakings recorded a negative return on investment (ROI). Banking sectors can be visualized broadly with reference to population per bank, credit deposit ratio and per capita credit. According to Assessment Report 2006 of H. Kamalini, SSM Collage of Engineering, population per bank in Manipur is 28,384 as against 8445 of Himachal and all India average of 15,070. One can not expected efficiency of service delivery. Secondly credit deposit ratio (CDR) is only 46% against RBI norm of 60%. In other words, the extent of credit deployment for every unit of resource raised is fairy low. Thirdly, the per capita credit was only rs.693 in Manipur as against Rs. 50, 381 of Chandigarh and Rs. 4,270 of Kerala. What is possibly required at the programme of training on `Banking, Finance, Project planning and Management`. It is therefore not a surprise that the quantum of the direct finance to farmers and small scale units of Manipur was also low. Total Target achievement of credit plans as on 30.09.2010 under ACP 2010-11 is 31% which includes agriculture & allied activities, SSI services, total priority sectors and non priority sectors. Credit flow to agriculture sector as on 30-09-2010 Axis bank(0% to total advance), Allahabad bank (5%), BOB ( 11%),CBI (11%), ICICI (0%),IOB (3%), PSB (3%), UCO(10%) and VJB(5%),Manipur Rural bank(7%), IUCB(1%), MWCB(0%) and MPCB (2%). Banks need to review their performance in this sector. Credit flow to MSME is comparatively poor such as AXIS (21% to total advances), ICICI (0%) and PNB (18%) in the state are required to review their performance in this sector. The member banks had been advised the necessary of the opening of more branches to extend banking facilities to all the unbank villages through the state. So far, no bank have committed to open any branch except SBI which have open two more branches in Ukhrul and Churachandpur.

Recovery is bad, hence, refinance is not possible Initial provision is not found for the same, and hence, refinance is not possible. The spiral of debt-burden stands in the way of taking fuller advance of the refinance market. Major three factors for over dues are lack of incremental income (60%), lack of proper facilities to repay (31%) and willful default (9%). No banking corporate communication office/ officers are sitting at Imphal. A big debate is required for business initiatives and banking awareness to the people and officials as well. By the way, franchise business can be deal mostly non power consumable one `“such as education, branded company products, retails etc. Advantage is that franchise owner are getting business and investment plan, skills training and trade protection by the mother company. Banks has confidence to finance loan to those reputed company business.

If you want world class training institution, we can bring in Manipur anytime. But, the state government has to provide consessional fees for students because training fees is high for world class institution. No matter, we believe that state government is capable to provide consessional fees for student and government is sponsoring students for skills development courses outside state. This is my response to Opposition Leader, Radhabinod Koijam, I. Hemochandra, Speaker, Manipur Legislative Assembly and Bijoy Koijam, Deputy Chairman, Planning Department. And, the credit will be yours, and people will say `This is it`™!

SPF government is very smart–your plan for river projects is not the same as I read engineering management books and my plan for desilation of the Imphal River has maximum utilisation of river water resources such as micro hydro power generation, water absorber plantation, water harvesting for lean season for drinking and irrigation purposes and income generation. Your electricity billing mechanism and tax collection drive will get feedback in the coming state assembly election unless government made correction`”absolutely different from my complete solution on power distribution and transmission management system. My youth programme design is experimentation. So, may I know the feedback of your youth programme, please? Still I am not taking I am giving you ideas even I have no connection, communication and relationship with state government. Any way, we have one common goal, that`™s development `”which is sustainable! Be it today or tomorrow, Imphal will witness `Urban Legends Longing`™!

We can do it, we can create conceptual plan. We can create job if the state government is ready to act. Why don`™t state leaders say Ibungo, Ibema sing, lao leibaksi amukta phahansi lao? Do you think that people will come and request you for the job? It is ridiculous! This is called lack of communication and lack of delegation of functions and power. Nobody will come to help your government unless your attitude and management is changed. State tax is highest in all India; remaining are Farting tax (yongchak charaga moi thokpa singe tax), Lady gaga tax (masak phajabi maunaha erang taubee singe tax), Cabin tax (lovers sitting in restaurant cabin tax). Well, in addition to this, Maiba- maibi tax (witch tax are collected in Romanian government) Dog tax, (all dogs are taxed in Switzerland and Netherland from the dog owner), Virginity tax (German government took virginity tax from 18 yrs old girl who sold her virginity auction), tattoo tax (anybody scratch body for fashion) etc.

Social missing point: There are certain areas women writers must fill up such as women and children problem, life style, relationship etc. Sociologist, psychologist, sexologist and home scientist must took active participate in the discussion. Madhuri Dixit, film actress says `I wan to be a good mother`. To be a good mother and to be a good wife can`™t go together at one time. IMPHAL, April 11: CRAU beat YAC and MCA academy beat PCA in the U14 Cricket Tournament 2011 matches played today. The tournament is organized by Manipur Cricket Association.

CRAU beat YAC by 32 runs in the match played at Khuman Lampak cricket ground. Winning the toss, CRAU elected to bat first were 160 all out after 23.2 overs. Premjit was the highest scorer scoring 31 in just 16 balls. YAC`™s Nikhil took 5 wickets.

YAC`™s Nikhil was declared man of the match scoring 41 runs and taking 5 wickets in the match.

The recently held seminar on the subject as above organised by the Loktak Brigade & LDA in conjunction opened with many angles but definitely closing on one that is locals, LDA authorities were lacking desired closeness in interaction, short falls in achieving target on part of LDA and a third angle, local community leaders blurred perception about the ‘role of Army’ or call it SFs i.e., why so many including CRPF, IRB and at far ends of lake the deployment of BSF too are there. This seminar was vividly marked by straight thoughts from all angles in a relaxed atmosphere.

LDA/ Ithai Barrage had started with very high hopes and aspirations for the Government & the people so far water management and power generating perceptive is concerned. To give full quantum of water backup into the reservoir, Irang river waters were supposed to be tunneled into Loktak. In initial stages, limited category of people were allowed to avail trolleys to go inside deep into huge well as part of curiosity and adventure, but steadily hampered & progress retarded thereafter by the UG activities, unsocial elements & vested interests is the story well known to everyone till 2004-2005 set in with SFs operations started with code name ‘All Out Clear’. Army officer as a speaker that too CO of a Battalion from the area was well thought of and it clarified many hither-to-fore not too well known facts to the locals. Loktak & Thanga, Khodrak areas were undeclared ‘Liberated Zones’ used for the rendezvous of various categories of people for various purposes. In fact revelation by Col. N. Bhardwaj gave fillip to the job of DPIR, Govt. of Manipur who could hardly enter those areas then, forget about the awareness campaigns which the Deptt or LDA authorities were expected to do. He exhorted locals to take it as their welfare project & to take interest more than, the Army is doing. They need coming forward to take LDA effort forward. Locals especially fishermen stood mired in their conviction that most of the developmental activities were to up root them or affect their hereditary claims to cultural livelihood. Another aspect argued was on Phumdi clearance which was considered as disturbing ecology resultant to extinction of a large variety of fish culture & non acceptance of invitation by the migratory birds (now) due to climate change. However none of the speakers attributed change in environs due to activities of various groups of undergrounds which invited military action. One speaker attributed disturbance to the fishes & Sangai, state pride animal to the high decibels of noise pollution being created by the three hovercrafts inducted into the lake for fighting insurgent activities & but ignored sounds of aircrafts which start lowering down at Tulihal airport everyday so on so forth. Whatsoever emanated from the speakers rostrum, all were true in their own respects and details.

Based on above, author feels that;
(a) Ignoring recent past & two decades of inter and intra connectivities disturbed by insurgent activities & LDA developmental slow activities, LDA project needs to be strengthened. AS Ho’nble MLA, Shri Ratan said on ‘sideline of the seminar’ that K.Pro & LDA did suffer due to lack of coordination among themselves and K Pro’s infrastructures could not reach on time as planned.
(b) People of the lake & LDA must endeavour to have more connects. People must see of realistic advantages accruing out of well completed project underscoring initial discomforts of the fishermen. They will still be there on their holdings in one way or the other. They must eye on eco tourism to follow. So many more openings on Forestry, horticulture etc will come up.
(c) Govt. of Manipur is fully equipped with dedicated Depts. of Fishery, Forestry, Horticulture and Ecological Environs and Tourism. They can work in tandem with LDA but maintaining clear independence from Manipur Loktak Lake (Protection) Act 2006. If all such Depts. area if added with LDA it will make LDA management encumbersome. Their main job is to generate Power & Water management resultant out of this. If tunneling could not be holed successfully for channelising water of Irang then and there is no hope of its happening now. LDA may explore means to channelise waters down streams from nearby hills for waters flow into Loktak as additional WATER quantum is essential for producing electricity. There is no doubt if LDA succeeds as per their initial inducting onto mission and Govt. of Manipur determinately puts up Tipaimukh Hydro project through, these two water cities in the offing will have positive changes as Light House of Manipur – which will be adhesive and integrative of people than current divisive scenario Where there is sunshine, clouds also have to follow. One sub head is second session in this seminar; on why various groups of UG had selected LOKTAK as saviour to carry their mission ahead which failed. LDA objective too and excessive difficulties from media in reflecting motive of Op “All Out Clear’” and frontal onslaught by frontal organisations to turn every single mistake of the Govt. and SFs in linkage to HR violation so on & so forth; would have done completed job of DIPR also.

In fine: Seminar was great success as it brought affected people, LDA and Security Forces Perspective into one line of accommodating one another rather finding faults with any system. To this end Brig. Laove Verma, Ritesh Kumar WISA, New Delhi, Th. Ibobi Singh, Project Director LDA and Hemamcha Sobha of Moirang Thangjing Yangeirol deserve congratulations. Retd VC (MU) Dr. H.Tombi Singh and Prof. Amar Yumnam of MU gave sterling touch to the moderation part of both the sessions. We hope to see such similar collective Seminars/ Workshops in future to come. To my reading this seminar has definitely established its relevancy which was required.

It said that the selection test examination will be held on July 9, instead of July 3 and informed the candidates to collect their admit cards on July 7 and July 8.

IMPHAL, April 13:  In today’s league matches of the 1st AMFA Women Football League for BM Singh Trophy at main stadium, Khuman Lampak held today, KRYPSA, Naoremthong beat NYTHC, Okram Chuthek 1-0 in the 1st ground and play between ESU and MPSC was a draw with scores leveled at 1-1.
KRYPSA’s lone goal of the match was scored by Y. Chandrajini in the 49th minute.
In the second ground, M. Mandakini scored in the 2nd minute of the match for ESU but Tababi of MPSC leveled the score scoring in the 15th minute.

IMPHAL, Sept 1 : The Sadar Hills Districthood Demand Committee has strongly condemned the action of Assam Rifles  personnel of assaulting women protesters yesterday near Motbung.

The incident infuriated not only the womenfolks but every citizen of Sadar Hills as they have no conflict with the Assam Rifles who claimed themselves as  “Friends of Hill People”.

The incident was normalised with the intervention of the Commandant 34th Assam Rifles along with other social and political leaders of Sadar Hills District.

This cowardly and discriminatory act of the two Assam Rifles Officers towards the womenfolks and the people of Sadar Hills District need to be condemned.

The recent visit of Her Excellency Smt. Pratibha Devi, the President of India to Mongolia and the signing of trade and cultural agreements, induced me to write about Genghis Khan, the Great Mongol of around 1210 who conquered the then whole known world.

Genghis Khan was born around 1210. His father was a Petty Chief of a sub-clan, who was always fighting with other sub-clans. It was like the existence of sub-kingdoms of Moirang, of Khumans, of Marams, of Tangkhuls, of Kabui’s etc, in Manipur till all these sub-kingdoms were brought together by Meitei Kings (Meidingus) like Khagemba or Pamheiba, who later on became Maharaja Garibniwas after conversion to Hinduism by Shanti Das Goswain.

In these sub-clan fights, Genghis Khan fought along with his father, when he reached the age of fifteen or sixteen. Therefore, he had acquired minor and major close-combat experience. Unfortunately, his father died in combat and the mantle of leading his sub-clan became his responsibility, when he was in his teens around seventeen or eighteen.

Young Genghis Khan led his sub-clan and was able to unite all other sub-clans and became the supreme chief of all Mongols. The young king of Mongolia desired to live peacefully and thus he sent messengers to all neighbouring kings for peaceful                               co-existence. Accordingly, he sent messengers to the Sultan of Arzebaijan (now, Uzbekistan), whose capital was Samarkand.

The fool-hardy Sultan got so angry that he beheaded, the messenger boy and sent the severed head to Mongolia through their other companion messengers from Mongolia with a warning that the Mongol king should never dare to send messenger boys to the Sultan of  Arzebaijan. On receipt of the dried–up head at Ulanbator, the capital of Mongolia, the fiercely angry Genghis Khan decided to inflict revenge.

Leading the Mongol Army, Genghis Khan attacked Samarkand, the capital of the then Arzebaijan and mercilessly chopped-off the heads of anyone and everyone, who were Samarkhandis and piled their heads like a mountain in revenge. A similar thing happened in Manipur also, when the King of Manipur subdued the King of Moirang, who revolted and brought prisoners of war who were beheaded and buried at Moirang-Kom, now known as Moirangkhom.

Once  Genghis Khan realized that to live peacefully, he had to subdue his enemies, he became prone to conquest as a means of preserving peace and thus he continued on a venture of conquering the whole known world of his time. So, he sent his eldest son, Kublai Khan to conquer China. Kablai did conquer China but he and his Mongol troops married Chinese girls and got absorbed into Chinese society and nation. All Mongols including Kublai Khan became pucca Chinese.

In brief intervals between campaigns and rest, the Mongol Army used to indulge in hunting. For example, if there was a dense jungle, measuring ten miles by three miles, the Mongol Army would surround the thirty square miles of jungles by Mongol cavalry  and foot soldiers. They would beat drums and cymbals and drive the animals to a central spot where the animals would be slaughtered. Genghis Khan would come forward to kill the first animal victim, may be a tiger or a leopard etc. It is needless to mention that close behind the heels of the great Mongol Emperor, there would be armed soldiers to render help, if necessary. Invariably therefore, the Great Khan would succeed in killing the first prey and then, the nobles in order of seniority would slaughter their assigned prey-animals. The Mongol Army would kill all the captured animals and cook  and eat. If there were excess of meat, they would smoke the meat and preserve for future consumption.       

In between campaigns, the Great Khan would visit Ulan Bator and make sure that, no one dared to revolt against him in Mongolia. During his absence from battle-field areas, Genghis Khan used to depend on Sabutai  his capable general who conquered southern parts of present-day Asia, like present-day Turkmenistan, Tajikistan, Kyrgyzstan, Kazakhstan, Azerbaijan, southern Russia, Armenia and parts of Georgia. The Mongols raped young women of Russia and of Georgia. That might be the reason, why the Russian Dictator, Stalin had trace of Mongolian look on his face because of Stalin’s Georgian origin.

Sometimes, when the Great Khan stayed at Ulan Bator for longer periods, he would summon Sabutai to Ulan Bator, for discussion. On receiving the command from Emperor Genghis Khan, General Sabutai would cover his head with a black cloth with a slit over his eyes, so as to enable him to see where he was going and ride on one pony, though he took three Mangolian ponies, right from the start of his journey.  After the pony, which he rode got tired, he would change into another Mongolian pony which he took and continue with his journey. 

Mongolian ponies were small in size like ponies of Manipur and could gallop at 30 miles per hour for short duration of one hour or a bit more time. After one hour of galloping, Sabutai would rest for 5 minutes and then start his journey towards the capital of Mongolia on a fresh pony, he brought. This process of changing ponies would continue during day-time. In other words, Sabutai covered about  30×12 miles in twelve  hours =360 miles, in a journey of one  day-time. Since the distance from Caspian sea to  Ulan Bator was about 5000 miles, Sabutai would reach the Mongolian capital in about 5000-360 = about 14  days. If any pony of Sabutai got injured, he was at liberty to confiscate any pony belonging to anyone. Refusal to give a pony would invite pain of death. If there were moon-lit nights, Sabutai would cover the distance within about less than ten days.

Similarly, Emperor Genghis Khan’s mail service carried by successive runners on indentured or confiscated ponies, riding day and night with torches would reach Ulan Bator in half the number of days or five days. Therefore, the thirteenth century mail service of Emperor Genghis Khan was much faster than our Speed Post mail service carried by super-sonic jet planes of Indigo /Jet/ Indian Airlines etc which takes about five days to reach Delhi from Imphal which is 3000 nautical miles only, as against 5000 miles from Caspian see to Ulan Bator. What a shame for postal service!

The Great Genghis Khan died around 1260, when he was about fifty, while campaigning. His dead body was put on a carriage which was pulled and also pushed up to Ulanbator. On steep and muddy hill roads, the carriage refused to move.

Upon this, the Mongol soldiers sang paeans and requested God and Genghis Khan’s soul to reach his native Ulan Bator. Singing paeans, the Mongol soldiers and horses pushed and pulled the carriage. The dead body of the Great Genghis Khan on a wheeled carriage moved surprisingly, after prayers and reached Ulan Bator. So, the saying goes, as believed in Mongolia. 

After Genghis Khan’s death, the Mongol Empire which spread up to western Asia and parts eastern Europe fragmented. However, the Great Khan was able to consolidate and integrate Mongolia. That was a legacy left by Genghis Khan and bequeathed to his nation, when Her Excellency Smt. Pratibha Patil visited Mongolia recently.

IMPHAL, July 7: The Bharatiya Janata Party Manipur Pradesh in a statement issued by its general secretary, Th. Shyamo Singh, has refuted the report of the resignation of Henry Paote from the party published in some local dailies stating it as false and baseless.

The statement contended that Henry Paote is not enrolled as a member of the party for this existing term of 2009-2010. He was a member of the party in the previous term but his membership has not been renewed for the current term. As per provision of the party constitution, membership of a person ceases to exist if his membership is not renewed before the expiring of the term, and further added that consequent upon the non-renewal of his membership of the party he is no longer a member of the party.

It said that the press statement published in various local dailies has misled the public.

While terming the statement as unfortunate for a veteran like Paote who was one time a member of the Manipur legislative Assembly to issue such a statement and asserted that the move is a well plan political motivation to downgrade the reputation of the party in the state.

NEW DELHI, July 10 (AGENCY): Prime Minister Manmohan Singh will meet Congress president Sonia Gandhi again Sunday to discuss the imminent cabinet reshuffle, party sources said. They met on Saturday too.

Sunday`s will be their fourth meeting in three weeks.

According to a party source, the reshuffle will be effected the coming week, perhaps as early as Monday.

Congress sources said the big four ministers – Mukherjee, Defence Minister A.K. Antony, Home Minister P. Chidambaram and External Affairs Minister S.M. Krishna – are unlikely to be touched though the initial thinking was to move out Krishna.

The reshuffle may see both Dinesh Trivedi and Mukul Roy of the Trinamool Congress continuing in the cabinet.

In his interaction with a group of editors June 29, Manmohan Singh said the cabinet reshuffle was a `work in progress`.
