Since the government apparently has no clue as to how to break the impasse of the atrocious blockade along the state’s lifelines which is now close to completing two months, let it prepare at least to take care of the situation of extreme scarcity of essential commodities in the state, including very importantly, petrol and diesel. In its abject lack of will to do even this, other civil bodies, including students are beginning to take the responsibilities upon themselves. Like nature, society abhors a vacuum and there will always be a tendency for any vacuum of governance to be filled by whatever alternative available in the vicinity. This is precisely what is being demonstrated before everybody in the present situation. The government all of a sudden has become conspicuous by its absence and thereby leaving other power centres in waiting to step into the area of responsibility which should have been the government’s alone. It is a peculiar situation in which there is only the government to blame for students and others self-righteous, self-proclaimed leaders to assume law keeping responsibilities, and conversely, there is only the government to blame if what the students allege are being done by unscrupulous market manipulators to artificially hike prices to make a financial killing out of a public crisis turns actually to be the case. In this sense, it is a double responsibility the government is abdicating.

What the government should be doing now first and foremost is to settle the SADAR Hills issue conclusively. Even if this proves to be too complicated to resolve, considering there are conflicting interests pulling in opposite directions, it must at least do everything to control the fallouts of the blockade. First it must step out of its ivory tower to send out the message definitively that nobody can assume the powers that should legitimately rest only in its hands. Second, it must investigate and establish if the charges of gross and unethical manipulation of prices by unscrupulous traders to make capital out of the public’s suffering, is true. Depending on its findings it must take necessary actions to prevent this crime of greed and avarice and to exemplarily punish those who have been masterminding it. This is of prime importance. After all, it involves a very vital and emergent component of public welfare. If the government continues not to take this matter into cognizance, the situation can only get worse. Today it is students but who can say tomorrow who else will step in and decide to do what the government should have been doing all the while?

The government must therefore take stock of the availability of essential commodities in the market, and depending on its finding, begin a method of rationing them. If the blockade continues any longer it will be an emergency the state is faced with and emergency measures are called for during such times. It must also show its concern by personal examples. Ministers, MLAs and officials still continue to travel in huge convoys while the ordinary people are left with no option than to give up the use of their motor vehicles because of the acute fuel shortage. When these dignitaries travel together, they still use a car each for themselves. Cannot the Ibobi government at the least issue strictures on the matter directing ministers and MLAs to restrict their entourages when on necessary tours to the districts and when some of them travel together to the same destination, to share vehicles. This is not so much about saving fuel. It is more about sending out the message to the larger public that they too are concerned at the way things have been developing. Field Marshal Sir William Slim, whose forlorn cottage inside the Kangla is today becoming an important tourist attraction, had something to say of this moral solidarity between leaders and people as well as people and people in his book “Defeat into Victory”. He said when ration for the men in the battle frontline was delayed for whatever the reason, he made the soldier in the rear posts also go half ration until their colleagues in the front received theirs. This served a dual purpose. One, the soldiers in the rear posts were made to have a vested interest in ensuring there are no delays in reaching ration to the frontlines. Two, and more importantly, there was a moral bondage secured between everybody involved in the war effort on the Imphal-Kohima front. This bondage, according to him contributed immensely to the lifting of the spirit of his team and we all know how Slim and his team turned the table against the Japanese Imperial Army after a series of crushing defeats in Singapore, Philippines, Malaysia and Burma. Do we still have leaders of similar even it not comparable calibres?

IMPHAL May 2: The biannual election for electing office bearers for the next term of the All Manipur Working Journalist`™s Union for the 2011-2013 tenure was held yesterday.

Ahongsangbam Mobi Singh, editor of the vernacular daily Sanaleipak won the presidential status by beating his only rival Bijoy Kakchingtabam, associate editor of Poknafam by a margin of 5 votes.

Out of the 167 votes casted, A Mobi managed to get 86 votes while Bijoy got 81 votes.

Out of the 10 candidates vying for the 7 seats of the standing committee, the contestants elected having the majority in sequence are W Dhamendro of daily eveninger Kangleipakki Meira, Ksh Meghajit of Naharolgi Thoudang, GA Naocha of News X, S Surjeshwar of Sangai Express, Kh Naoba of IS Tv, B Sanjoy of Eikhoigei Panthung and Y Nikesh of Ireibak.

The new elected members will be handed over charge on July 1 as per norms of the scribe`™s body.

IMPHAL, July 23: The landslide on the western side of Heibok Ching at Langthabal in Imphal West district further buried a house today apart from a fish farm and rice mill that were buried by the same landslide on Friday.

The buried house belongs to RK Nobinsana of Naran Konjil Mayai Leikai.

According to the owner, the landslide happened today and buried some parts of his house which is at a distance of about 15 feet from the hillock.

He also demanded the authorities concerned to take up necessary action to prevent such disaster in the future.

IMPHAL, September 22: Five different organizations of transporters, truck owners and drivers this evening announced the formation of a new apex body christened as ‘Transporters and Drivers Forum’ during a press conference held at the main office of the newly formed forum at Keishampat.

The five organizations that have come together to form the new body are the All Manipur Driver Welfare Association, All Manipur Petroleum Tanker Drivers’ Union, Imphal Silchar Road Transport Society, National Highway 53 (37) Truck Owners Association and the All Manipur Inter-state Bus Association.

Speaking at the conference, newly appointed president of the forum K Tombi has called upon all transporters of the state to be united and has as such appeal to the other transporter bodies that are outside of the newly formed apex body to join hands with the forum.

He has further stated that any disagreement or dispute amongst the various transporter bodies in the state will only hurt the people of the state.

He has further informed that the government has given its assurance to provide compensation to the trucks that were burned during the ongoing economic blockade and as such he has informed the truck owners and drivers to bring in valid documentation of vehicle ownership, to the newly formed forum at the earliest to avail the compensation.

He further appreciated the steps taken up by the government regarding the strengthening of ROP along the NH 53 (37) after the assurance provided by the state Chief Minister and the DGP during a meet with representatives of the five bodies on September 18.

He elaborated that during a meeting with the representatives, the state Chief Minister and the DGP had assured to arrange for deployment of SPs and COs on ROP duty to ensure safety of the vehicles plying along the National Highways.

He has further informed that the government has also assured to include vehicle recovery vans and medical teams in the escort parties.

IMPHAL, May 4: FLAM and IMVFA have moved into the quarter final of the 13th Challenge Cup veteran football tournament being held at Mapal Kangjeibung.

In their pre-quarter final matches played today FLAM overcome VSAN with a solitary goal while IMVFA defeated VSAI with the same goal margin.

Today`™s first match for the quarter final berth between FLAM and VSAN was keenly contested and the match saw some ugly scenes too.

After Azizur put FLAM ahead in the 43rd minute, VSAN player tried hard for an equaliser which however do not materialise till the end of regulation time despite mounting pressure upon the FLAM side.

In the 51st minute, Khogen of FLAM and Ruhikanta of VSAN were sent off by match referee as they engaged in physical contact and even getting started to fight in the field.

IMPHAL May 12: A foundation laying ceremony of a new school building for Moirangpural High school was held today at the proposed site at Moirangpural under Andro constituency. Moirangpural high school is among the four schools in Andro constituency that were recently upgraded to high school status from junior high school.

The school has 650 students studying from class III to class IX at present.

Th. Shyamkumar Singh, MLA, Andro constituency, today laid the ceremonial foundation of the new school building. A function was held at the school campus to mark the foundation laying ceremony.

Speaking at the occasion, Th Shyamkumar encouraged the students to be aware of the environment and the issues resulting from deforestation.

He assured the students of the newly upgraded Moirangpural High School of a sum of Rs 5000 to each student who can successfully plant five fruit tree saplings. He informed that he has already acquired several varieties of tree saplings from the concerned department, which will be distributed to the students within two days time, he added.

He also assured an award of Rs 10 lakhs to any student from his constituency who can bag the first position in the State High School Leaving examination and senior secondary examination and another Rs 10 lakhs for the teachers of any school which could produce student with the first position.

He also promised Rs One lakh award for any student from his constituency who could come among the first ten toppers in the state in both the examinations.

He said that the government has been extending its full corporation on many spheres. The government has been helping in developing the infrastructure of the schools, providing free books and other essential items to the schools from time to time.

`Yesterday, 150 pairs of desk and benches were provided to the school from the concerned government department`, he said. He further added that another 150 pairs of desk and benches were provided to Poroukhongjil High school that has 710 students.

The four schools of the constituency that were upgraded to high school status from junior high school recently are Andro High school, Hueikap High school, Moirangpural High school and Poroukhongjil High school.

He further stated that many local teachers as well as others from outside the constituency are engaged in the schools. Shyamkumar added that the teachers of these schools were paid from his own expense every month.

He appealed the invitees, teachers and students gathered in the function to act sincerely and responsibly, as the developmental and welfare initiatives were taken up in accordance with the objectives of free and compulsory education.

The ceremonial function was attended by staffs and students of the school as well as many guardians of the students from the locality.

By: Chitra AhanthemEver thought of doing a simple head counting of school going children stuffed in Omni Vans? It doesn’t take too much to see school vans packed to capacity going about their business: they are fast becoming a familiar sight in Imphal. Toddlers get ferried in them for play school or kindergarten class, no matter if they are too small to be sitting in a vehicle unattended by adults. To their credit though, some pre schools do have a policy of having adult supervision while ferrying small toddlers back and fro. Most school buses do not have adult supervision and it is often family members who have to monitor their safety while crossing roads or boarding or alighting from the bus.It is disquieting that parents and those in authority related to the education department and road and transport (including traffic police) seem to be totally unaware of how much their children are in the face of danger and how rules are not being followed. Some parents may well feel uneasy about seeing their children all cramped inside an Omni van but are often cautious about pursuing the matter pro actively with school authorities, fearing fee hikes or even the possibility of school authorities asking them to drop their children themselves. Most parents today caught up in the rush and demands of their career often do not have the time to drop their children off to their schools while many do not have a four wheeler that is necessitated by the rainy spells in the state. This then means that parents are the first victims to fall prey to the school van service. The second victim(s) that is directly affected are the children.A school van carrying children sitting in comfort and safety is a sight that is no longer being seen. Rather, it is all too common to see three or even four children sitting in the front seat. I see this sight everyday since my soon to be 6 year old son also sits in the front seat with three other boys of the same size. A total head count gave me 21 children in his school van. The issue here is not just the van that my son travels in, but the fact that the flouting of basic safety standards is being seen as an accepted norm. A front passenger seat should have minimum two kids with the safety belt on or an adult in it. It certainly should not be seating four hyper-active kids! More kids also means that for children studying in a relatively distant place, it would take more time for them to get to school and then back home again. The vans would collect them very early on and drop them off late resulting in more exhaustion, lack of playtime and disrupting eating cycles.The control of school van associations over the passenger service of school children merits a careful study. Things were not the same about ten years back. The unionization of van services is definitely good for their business but it should not be given the position of calling the shots over the safety of children. After all, school van service also falls under a consumer service and any violation of rules must be reprimanded. School authorities must also take pro active action and be firm about balancing van fee and van seat allocation. The Government can also step in by looking into the Manipur Motor Vehicle Act and going through its fine print. If there is no mention of any regulation for school vans and buses, it is time that proper rules are laid down.Some serious reading on the subject of school van and bus services led me to various state laws that have laid down the total number of children that can be carried and other safety norms. Also, the Supreme Court issued certain guidelines following a tragic incident in 1997 when a school van carrying 28 children fell into the Yamuna river. The Apex Court had made it mandatory to equip vehicles carrying schoolchildren with first aid boxes, fire extinguishers, grills on windows, school bag tray under the seat and provision for water. Of these items, none is visible in school vans or buses in Manipur: not the first aid box, not the drinking water though the school bag tray is substituted by the luggage rack on top of the vehicles. But then, the luggage racks are there not to ensure children sit in comfort; without having to carry their heavy school bags but, are a means for their commercial pursuits! More children would fit in without their bags in the way. More children = more money coming in.End-point:This is not to call for a total clamp down on school vans. Those running them need their bread and butter too. But there must not be any compromise on the safety of school going children. There definitely needs to be a system for how much load (inclusive of children and their school bags) school vans and buses can carry. Government agencies need to take a more pro-active role but it is definitely the parents who have to take a stand for their children. Given the number of vehicles on the streets, the blatant flouting of driving norms and rules and massive traffic jams on the roads and streets of Imphal, fatal accidents involving school vans and buses is something that is just waiting to happen. Must we wait for such a spectacle to react?
