Sharmila’s response to the invitation by Team Anna to join the hunger strike campaign to make the Union government introduce a legislation in Parliament to constitute a statutory people’s ombudsman aimed at curbing official corruption effectively, was measured and mature. The invitation was obviously an afterthought following many comparisons and questions raised in the media about the public clamour over the fast by Anna Hazare and the lack of it in the case of Sharmila who had been on a fast for a record 10 years and still counting. It is unlikely Team Anna did not know the facts of Sharmila’s status as a jail inmate and for this reason it was not totally up to her individual volition to participate in their protest strike in New Delhi. The invitation in this sense was, so to say, a token gesture, or the biblical fig leaf, to cover up what was increasingly becoming an uneasy embarrassment. It was interesting to note how a great section of the media in the Northeast rallied behind Sharmila in varying shades of outrage calling for parity of concern of the Indian public in the two cases. There was also a good section of the national media, lead from the front by Chennai headquartered The Hindu, constantly reminding the Indian public of the difference in their reception of the two cases. Most memorable of all was well known social activist, author of Booker Prize winning novel “God of Small Things” and acknowledged champion of the underdogs in the Indian state’s assimilative nationalising mission, Arundhati Roy, who lent her voice to highlight this discrepancy further. The main thrust of her hard hitting articles derided the public hysteria over the campaign against corruption as this looked only at official corruption and not that of the corporate world or for that matter the corporate media, the indication of which became quite stark after scandals like the infamous Radia tapes expose.

Sharmila was humble in her reply. She wholeheartedly expressed her solidarity with Anna Hazare’s campaign but expressed her inability to join him and his team because of her internship in a Manipur jail. She instead invited Team Anna to visit Manipur, which she described as the most corrupt of all Indian states. Her last jab should have had the sting intended. Manipur must rank as the state with one of the most corrupt official establishment. From the lowly fourth grade employees to the top bosses in the political leadership and bureaucracy, all have collectively and in a collaborative manner, ensured that corruption is entrenched not just into the system but in the psyche of the people. Even the most humble citizen today talks with a clear conscience of the need to pay bribes to get in a child or ward to a government job position as if this was the most natural and only way such things were to be done. Roads and other infrastructures constructed continually are so substandard that they cannot even withstand the onslaught of a single monsoon not because of paucity of funds but because funds were siphoned off into individual pockets. Of such works, there will be no proof needed, as they are plenty of extremely visible examples stark before everybody to see. Corruption in other states is about occasional explosive scandals that break out in high places. Corruption in Manipur, although relatively much less in magnitude, is much more in spread and extend. Indeed it has been made a part of everyday life, therefore endemic and perpetuated endlessly in an unnatural cycle. We hope, even if as just another token gesture, Team Hazare visits Sharmila after their high profile campaign is brought hopefully to a happy conclusion. That would be such a jolt to the corrupt system at in this state. We hope Team Hazare also lends its highly audible voice to Sharmila’s own campaign against the Armed Forces Special Powers Act, AFSPA. They are out there on a campaign to what they believe would ultimately save India but this too is equally about saving the spirit of India.

No argument about it, putting an end to corruption would be a big fillip in the public morale and the economy of the country, considering the estimate that close to 40 percent of the Indian economy is black. But as critics have pointed out sharply and sometimes disparagingly, we hope the campaign also ultimately brings in other forms of corruption other than just the official ones. Corruption happens everywhere including outside the official realms. It includes the ways of cheating small time traders and contactors as well as those who award and approve their cheating ways. The very fact that prices sky rockets every time there is a road blockade or landslide is itself an indication of the cheating ways of many. On all these occasions, essential commodities, in particular petrol and diesel, disappear from the petrol pumps, but nonetheless begin to appear for inflated prices in the black market. How could this happen other than through the vile contagion of corruption?

NEW DELHI, Aug 24 (Agencies): The Centre may have opened dialogue with some underground outfits, but according to an estimate of the Home Ministry, there are 79 insurgent groups including splinter factions, which are active across six North Eastern States.

A detailed list of the militant outfits furnished by Minister of State for Home Affairs M Ramachandran in the Lok Sabha reveals that Manipur has the dubious distinction of having the highest number of 50 active militant outfits in the region including 22 valley-based and 27 hill-based outfits.

One militant outfit, Kangleipak Communist Party (KCP) has 12 factions, while Kuki National Front has four factions.

While Assam has five active militant outfits including ULFA, NDFB, DHD,UPDS and KLO, neighboring Meghalaya has overtaken the State and now boasts of nine insurgent outfits. In neighboring Arunachal Pradesh, apart from the two factions of NSCN, another militant outfit, National Liberation Front of Arunachal has reared its head in the State.

Another interesting revelation is that barring Sikkim, rest of all the North Eastern States are now affected by militancy.

Mizoram, which was given a peace bonus by the Planning Commission last year, now has three militant groups including Hmar Peoples Convention (HPC D), Hmar National Liberation Front and Kamatapur Liberation Organisation (KLO).

Nagaland and Tripura have six and three militant outfits respectively.

Meanwhile, the Minister said that there have been inputs suggesting liaison of top leaders of some of the insurgent groups in the Northeast India with the neighboring countries like China and Myanmar.

The Government of India has raised concern with China from time to time on the issue through the diplomatic channel, Ramachandran added.

IMPHAL, Aug 25: Chief Minister Okram Ibobi has assured to bring a concrete solution at the earliest to the prevailing imbroglio arising out of demand for Sadar Hills at the Assembly House today during the second day of 11th session of 9th Manipur Legislative Assembly.

He said this will be without any bias towards any community.

The Chief Minister was replying to a short duration discussion motion moved by opposition leader Radhabinod Koijam which was also participated by MLAs from both ruling and opposition benches.

Further, Chief Minister Ibobi stated that the government cannot succumb to pressures, which he observed would create room for violent activities in the future by other groups or organizations in echoing their demands.

Government’s decision will be based on ‘administrative convenience’ and not harm any single community’s interest, he contended.

“Taking final decision on the issue based on community favoritism is not a wise thing”, said Chief Minister, O. Ibobi Singh. He urged all communities not to bring up issues or demand as Kuki’s, Naga’s or Meitei’s land which he said would come in the way of the principle of‘administrative convenient’.

He appealed to the agitating SHDDC and UNC to co-operate with the government in its venture.

Ibobi said, “No government wants to solve a problem at the cost of creating another problem”.

Further referring to the term ‘our land’ as used by different communities, he asserted that it was unfortunate and ignorant. According to him, all land in the state belongs to the government of Manipur.

Clarifying on his recent statement for granting districthood to other districts that invited criticism from the SHDDC alleging his statement was an attempt to divert the Sadar hills issue, the Chief Minister maintained that the government is seriously considering the feasibilities to provide the Sadar hills at their level best.

The Government has discussed feasibilities on forming of neutral committee headed by members outside the state, forming a cabinet sub-committee but these committees could take times longer than expected and not less than a year. The best option before is the ‘District Reorganization Committee on Administrative and Police District Boundary’ which will he headed by chief secretary and assisted by DGP, commissioner RD and PR etc. the committee is intended to submit their report in three months time, further said the Chief Minister.

While opening the discussion opposition leader, Radhabinod Koijam, termed the demand of the Sadar hills district demand committee as genuine but said that the demand is full of ramification and a consensus decision must be taken. He further observed that none persistent in projecting of issue as another factor for the delay in granting for the last few decades.

The opposition leader said the delay in granting the prolonged demand by successive governments has turned the issue ‘cancerous’ and to avoid any fatality he urged the need to find a way out now for the sake of the integrity of Manipur.

He also suggested that government can seek opinion and advice from all political parties along with the major civil bodies in the state. Terming the frequent blockade imposing along the highway for any issue as unfair for the general populace in the valley, he appealed all the blockade sponsors to lift it before frustration grip the peoples mind.

Senior opposition MLA, O. Joy Singh said “it is quite unfortunate if somebody claim this is our land”. While acknowledging the demand for Sadar hills, he asserted that government should only focus on ‘administrative convenience’.

The senior opposition MLA also observed the need for creation of more districts given the situation of the growth level of the state and suggesting the constitution of a ‘commission’ into the Sadar hills issue.

He also appealed the blockade sponsors to relax the blockade and urged all section to refrain from violence.

MLA, Morung Makunga, also suggested for permanent solution to the issue.

Kangpokpi MLA cum chairman HAC, Thangmilien Kipgen maintained that Sadar hills issue has become “Political football”. Citing the sentiments of the Sadar hills people triggered due to prolonged delay, he urged the immediate need to declaring Sadar hills into full fledged district and suggested conducting of re-organization and exclude all inconveniences places after the declaration. Haokholet Kipgen also strongly urged for declaring the district hood to Sadar hills without any delay terming it as “legitimate demand”.

Many MLAs from both ruling benches also acknowledged the creation of Sadar hills as genuine and draws the attention of the government to resolved the issue as per ‘administrative convenience’.

In the meantime, Phungyar MLA, Wungnaoshang Keishing also drew the attention of the house not to concede only to pressure in the wake of the demand for separate districthood for Phungyar.

The government will draft a report as conclusion of the discussion tomorrow incorporating all the sentiments.

Other MLA’s who took part in the discussion includes Dr.Ng. Bijoy, RK. Anand, N. Mangi, V. Hangkhanlien, Shyamkumar.

IMPHAL May 22: The International Day for Biological Diversity was observed today at Kangla on the theme “Forest Biodiversity, Earth’s living treasure”. The observation was organized by Environment and Ecology Wing, Porompat, Imphal -05, Government of Manipur.
P.C. Lawmkunga, IAS, Additional Chief Secretary, Forest & Environment, government of Manipur graced the function as the chief guest. Resource persons from different academic fields were also present at the dais.
A formal tree plantation was held at Kangla in connection with the observation.
During the observation several indigenous fish (Pengba) were also released in the inner moat of Kangla led by the chief guest.
P.C. Lawmkunga, in his speech as the chief guest, asserted that as far as biodiversity is concerned, Manipur is also considered as one of the hotspot in the world. He opined that we should be aware of our environment. Before starting any projects like Tipaimuk project, capital project, etc that involved large areas of land,  proper environment impact assessments should be done to weigh its positive and negative influence on the environment, he added.
He also suggested to avoid any initiations that could negatively affect the environment in the name of development as far as possible. Expressing apprehension on the depletion of water bodies from various places in the state, he stated that it was very unfortunate. The state is reeling under acute water shortage, considering the problems of water scarcity in the state and other related issues, the Environment and Ecology Wing, Government of Manipur has initiated a project of reclaiming water bodies for preservation and conservation of several water bodies that are considered to be depleting and shrinking at an alarming rate, he further said. He said that altogether 21 numbers of government lakes for reclamation and preservation of water bodies were identified.
Various resource persons also spoke on the environmental and climatic issues resulted from over exploitations of natural resources. The function was attended by various school children, guests and officials of EEW.

The thaw of the deadlock over the proposed upgrade of the SADAR Hills subdivision of Senapati district into a full-fledged district at this moment seems unlikely with those demanding it as well as those opposing it remaining stubbornly fixed in their respective confrontational stances. While the difference is understandable though not desirable, probably under normal circumstance everybody would have given the two parties all the time and space they need to settle their differences. However, what is also a fact is that the circumstance is far from normal, for either of the two parties has imposed a blockade of the state’s lifelines as a way of announcing the seriousness of their intents. So, even as this standoff is happening, essential commodities in the state are not only sky rocketing but beginning to disappear from the markets. Quite predictably, if this continues for much longer, this state which has just recovered from another prolonged blockade just last year may lose its sanity, and in the worst case scenario, even street rioting may be the result. The government therefore cannot afford to treat the matter lightly or without a sense of urgency.

It does however seem the government is inclined to consider creating the SADAR Hills district, and so also some others. The chief minister, Okram Ibobi, has announced on the floor of the Assembly that a committee headed by the chief secretary D.S. Poonia has been set up to study possible demarcations of the districts to see the feasibility of the proposed districts, but also added the sole criterion in this onerous project would be administrative convenience. Presuming the SADAR Hills district comes to be created after making the necessary boundary demarcations and adjustments, as well as seeking the demanded consensus of the people, we can foresee some hiccups still. Today the tussle seems to be between two hill communities, the Nagas and Kukis, but the district can also throw up potential frictions between its proponents and farmers in the valley districts, for SADAR Hills touches valley area as well. Ordinarily this would not have been a problem, for there is nothing that says a farmer or for that matter any citizen cannot have landed properties in more than one district but as we had earlier pointed out, there is an extraordinary dimension to land issues in Manipur. This is because the state has revenue districts, which are the valley districts, and the non-revenue districts, which are by and large the hill districts. Under this dispensation, non tribals cannot own land in the non-revenue districts. So if in the demarcation of the SADAR Hills district, land owned by Meitei farmers becomes incorporated, the dispossessed farmers will definitely not agree. Imagine if Langol hills, parts of Lamphel, Andro village foothills, Nongmaijing hill etc, are suddenly made non-revenue area, there would be sparks flying everywhere again. Moreover, as we had argued before in these columns, serious constitutional crisis can result in the future in matters of citizens losing their franchise rights. To take the Moreh example again, supposing tomorrow a Meitei or for that matter a Tamil domicile holding Indian passport decides to file nomination for the Outer Manipur Parliamentary Constituency, we can imagine what uproar this would result in. Constitutionally however, we cannot think how this hypothetical candidature could be dismissed. But if administrative convenience is the key consideration, it would make no sense for Langol Hills or Lamphel or the Nongmaijing Hills to be administered from the SADAR Hills headquarters at Kangpokpi. Perhaps the commission working on the demarcation of district boundaries would be seeking to address such problems as well, and if so the possible bad scenario we sketched above would be redundant.

There is another way out. If at all SADAR Hills district becomes a reality, the government must consider the possibility of making it a revenue district, or some similar arrangement so that nobody ends up dispossessed. Imphal becoming split into Imphal East and West had no problem, because nobody ended up dispossessed even if some farmers ended up with their paddy fields split between the two districts. Ideally, the creation of any new district or the splitting of existing ones into more parts should have been as was the case of Imphal becoming two revenue districts. Although it may still not be time for equal land laws for the hills and valley, the problem the state is faced with now should serve as an indicator some sort of parity is long overdue.

From Our CorrespondentUKHRUL, May 25: The Students` Union of Pettigrew College (SUPC) Ukhrul has locked the Principal’s office today, in protest against the acute lack of basic infra-structures in the institution including power and water supply since the past eight nine months.
The general secretary of the union, MK Miya along with other representatives of the student while interacting with some media persons today at the college premise has demanded immediate change of the Principal who has failed to redress the grievances of the students even after the student union had approached for immediate action regarding the problems faced by the students of the college.
The student body has further charged that due to the limited time notification of the principal’s office regarding the submission of exam form and the imposition of late fines, some of the students were unable to appear in the exams.
It has charged that the official notification from the principal’s office came out on Novemeber 10, 2010 notifying that the submission of exam forms without late fine will start from November 13, 2010 and that submissions with late fine will start from November 17.
 The union further demanded the conduct of regular classes in the college and provision of all University Grant Commission (UGC) sponsored facilities with UGC Network Resource Centre-Computor and internet centre offering basic computer course, free remedial coaching for ST/OBC students, career guidance and counselling cell for the students, stipends @ Rs 500/- PM to selected regular ST/SC students of BPL which is done only once, coaching classes for entry in Services (competitive exams) for ST/SC/OBC/ Minority students and study tours every year- the central projects though available are not functional in the college, the union added.
Further maintaining on the lack of infrastructure in the college the union has maintained that there are no toilets and urinals available in the college, and that there is no proper fencing of the college.
The union further added that the union has also submitted a memorandum to the state education minister to redress the grievances of the college.
Further briefing the media persons, the union has stated that the college also lacked lecturers and further warned that the union will be left with no other option other than drastic form of agitations in case of the government failing to respond to the student body.

IMPHAL, May 27: The 2nd state open Squash championship kicks off today at Squash Court Officer`™s Club, Lamphelpat.

Altogether 23 players are taking part in the championship in three categories namely the Men`™s open singles, Women`™s open singles and Veteran singles.

In the Men`™s Open singles, nine players are competing while four are competing in the Women`™s open singles.

The opening ceremony of the championship was graced by Bijoy Koijam, president MOA and he donated Rs 5000 to the organising committee of the championship.

On the first day, T Pamei defeated all his oppents in the league round matches. He defeated Indrajit, Kangjamba, Maniluywang and Th Santosh.

IMPHAL, Aug 30: The Federation of Regional Indigenous Societies (FREINDS) has stated that the only way to quickly implement the Inner Line Permit in the state is to revive the system that was abolished long back in 1950.

A release of FREINDS stated that Manipur was one of the independent Southeast Asian countries which have unique culture and tradition. However, continuous influx of foreigners and non-local migrants to the state has seriously affected the demography of the state. The population of non-local migrants has exceeded one-third of the total population of the state, it noted.

FREINDS also pressed the state government to form a cabinet committee along with a technical committee to look into the implementation of ILP in the state. The authorities concerned should try to revive the ILP that was abolished by the then Commissioner of Manipur Himat Singh in 1950.

The Mega Manipur School recently had her Sixth Foundation Day. This function is going to be particularly memorable for me. After my speech at the function and while I was coming down from the dais a little girl, lovely one at that, of the Pre-Primary Class and whom I had just met asked me straight on my face as to what all I was talking about. This had multiples of lasting impact on me. First, in any case, I was completely floored by her straight innocent query. Second, what was my point of speaking any if I could not communicate with all who were present at the function? Was it a case of my suffering from the usual community habit of taking the children for granted? Should we not be altering our way of looking at things as in every generation the children were getting smarter? Above all, I was taught a lesson by this little girl about the need for communication. In fact, there cannot be any thriving society without an effective communication flows across communities, ages and space. Thanks to that little girl of whom I have taken photographs; I would forever cherish her refreshingly inquisitive face.

The necessity of communication is further reinforced by what is happening in connection with the political conclave at Senapati. The absurdity of all sides is being established by this and the reactions to it. It is absolute and unwarranted political gimmick which amounts to nothing more than a social noise for a head of people of one province trying to fan political instability in the neighbouring province. It is equally funny for the opponents of such political gimmicks to come to a reactionary mode and organise actions dictated by this. Neither side has nothing to gain nor proves any point whatsoever. While the organisers would presume to themselves as barking successfully, those opposing are to be blames for their own failure to endeavour for effective communication and surfacing only when something is being planned. The political class has to be cursed for its failure to evolve a system of communication and inclusiveness while being busy in self aggrandisement.

Absence of Enlightenment: All these make one seriously think of as to when Manipur would usher into a phase of Enlightenment like the one experienced by Europe in the eighteenth century. Well here it would be relevant directly to quote from a recent book on the phenomenon and impact of what we call Enlightenment: `Radical Enlightenment is a set of basic principles that can be summed up concisely as: democracy; racial and sexual equality; individual liberty of lifestyle; full freedom of thought, expression, and the press; eradication of religious authority from the legislative process and education; and full separation of church and state. It sees the purpose of the state as being the wholly secular one of promoting the worldly interests of the majority and preventing vested minority interests from capturing control of the legislative process. Its chief maxim is that all men have the same basic needs, rights, and status irrespective of what they believe or what religious, economic, or ethnic group they belong to, and that consequently all ought to be treated alike, on the basis of equity, whether black or white, male or female, religious or nonreligious, and that all deserve to have their personal interests and aspirations equally respected by law and government. Its universalism lies in its claim that all men have the same right to pursue happiness in their own way, and think and say whatever they see fit, and no one, including those who convince others they are divinely chosen to be their masters, rulers, or spiritual guides, is justified in denying or hindering others in the enjoyment of rights that pertain to all men and women equally.` (Jonathan Israel, A Revolution of the Mind: Radical Enlightenment and the Intellectual Origins of Modern Democracy, Princeton University Press 2010)

We do not observe any of the Enlightenment principles taking roots in the soil of Manipur. While all are busy with communitarian-based politics, the society in Manipur today does not show any signs of positive engagement on issues capable of taking the collective forward. The long years of non-inclusive governance and development interventions had had a lasting impact on the propagation of non-inclusive politics. Now this has reached such a level that we are at a stage where it looks as if nothing positive is going to happen at the politico-economy-wide level. This indeed is the issue the political leadership has to address in right earnest so that a legacy of exclusion and chaos is not left for the generations to come. What Manipur needs today is initiation of a cycle of honesty, honest communication, inclusive approach and initiation of a cycle of positive loop for collectively shared progression. The current ruling paradigm of looting through contracts, supplies, nepotism and favouritism have failed and would fail to serve any social purpose today, and the scenario would only worsen once the larger Asian integration process starts impacting Manipur.

The implication is, she is unable to exercise her free will to decide on how or whether her seemingly futile protest should proceed any further. Further, another implied allegation is also Sharmila has ceased to be of any great concern for the people of Manipur by and large, which is why her protest is all the more doomed to be in a limbo that it seems to be in at the moment. These are serious thoughts or charges if you like. The question is, what is the volitional element in Sharmila’s continued fast? Is she responding to public expectations only or is she driven by a faith in her own action? While there should be no doubt the latter is there predominantly, it is necessary to dispel some of the doubts raised. The answer could come in the form of a question. Is there anybody whose action is not in some ways or other a response to public expectations?

Students of psychology would tell us there is nobody. These expectations are not always overt. They have been ingrained into the social consciousness so deeply that much of them come naturally to all of us without the need for making conscious choices. A few very basic questions should be illuminating. Why do we fear not doing well in studies? Why do we not walk around naked in public? The answer is, because such behaviours would not be approved by the society. Much of our social behaviours are thus moderated by this ever present “Superego” in Freudian terms. In a crux, Freud’s personality dynamics becomes an interplay of three powerful forces within the human psyche: the infantile “Id”, the parental “superego” and the rational “ego”. “Id” is thus about inborn, primitive, animal desires, appetites and instincts. The “Superego” controls and moderates (or civilises) the “Id”, sometimes excessively and to the detriment of the health of the individual. It is thus the rational “Ego” which must negotiate between these two. This personality dynamic would be the fuel behind Sharmila’s decisions, conscious or subconscious, as it is for everybody else. The only difference is, Sharmila has stepped out of private life boldly and is in the public domain in a radical way, and hence, we would argue here is a case of an enviable success of the “Ego” to rein in the “Id” and the “Superego”. The “Superego” which normally should have determined her public behaviour and decisions, have been rationalise successfully by her powerful “Ego” to convert it into a magnanimous sense of public duty. This being the case, it is only natural the pressure of expectations, not just public expectations but her own as well, would be much more on her. It is a truism that people do expect much more from public figures than from the ordinary man or woman on the street, and in our opinion, nobody in the state is as much a selfless public figure as Sharmila has come to be.

The next question is, why do people expect another to accomplish what is also essentially their aspiration? Why hasn’t there been many more stepping forward to join Sharmila’s style of protest? These questions deserve another rhetorical answer as well. If everybody were to take care of their own problems, or were to be capable of taking care of all their own problems, and this ability in collective were to be the solution to social problems, why would there have been any need for leaders at all? Eric Fromm’s book “Escape from Freedom” is dedicated to answering this question. Freedom can get terrifying for many if not most, and so taking important decisions on which crucially hangs the fate of individuals and society, independently, is not easy. This is where the role of inspirational leadership comes in. These strong men and women would become the centres where the ordinary men and women surrender their freedoms to make important decisions. And who can deny Sharmila is an inspirational leader who has made sacrifices nobody can or has ever made. But Fromm’s caution is, although this has nothing remotely to do with Sharmila’s case, when the ordinary men and women get too insecure, they begin to surrender more and more of their freedom to tough leaders who they entrust to deliver them from the source of their insecurities. Such a condition he says is the ground on which the most brutal dictatorships have spawned. Hitler’s Germany, Stalin’s Russia, Mussolini’s Italy, all shared this social dynamics. Sharmila’s case is a radical departure from this but there is an interesting parallel. While there can be no argument she is an inspirational leader let those who love her not leave her to bear all the burdens alone. Nobody can emulate what she is doing, but let it not be forgotten everybody who would benefit from her cause has a duty to also contribute to take forward what she is fighting for.

IMPHAL, May 29: Get together function of Foodgrains Transport Trucks Owner`™s and Driver`™s Association was held today Kyamgei Heibong Makhong.

During the function, Kh Inaoba of M/s Zimomi Traders, a tranport contractor under FCI, said scarcity of foodgrains is one major factor in creating serious law & order problem and hence procurement of foodgrains and its stockpiling is utmost necessity for a state.

M/s Zimomi Traders along with another sub-contractor of the FCI have managed to regularly transport rice through NH-53 after hiring about 200 private trucks. The duo sub-contractors have been trying its best to sufficiently piled up rice stocks for the state despite of numerous problems, threats and intimidations, Inaoba added.

While stating that ferrying trucks along NH-39 has caused numerous problems due to frequent disturbances either in the forms of bandh or blockade, Inaoba also said using NH-53 instead of NH-39 would fare much for the state.

He also said Imphal-Jiri route of the NH-53 has improved since last year but need much more to be improved to fully utilise the highway throughout the year.

He also appeal all the pressure groups not to create disturbance along NH-53 particularly to trucks ferrying foodgrains and other essential commodities for the general public.

IMPHAL, Sept 4: Altogether 77 self-help groups of Keirao area were given loan of Rs. 25, 000 each under the funding of Manipur Rural Bank and Punjab National Bank today.

The loan amount was distributed to the members of SHGs in a simple function held at Chura Lampak, Arapti Mamang Leikai.

The function was attended by Dr Kh Somorendro, director, Institute of Cooperative Management, Imphal and social worker MI Khan as the chief guest and president respectively.

Speaking at the function, Dr Somorendro urged the SHG members to utilize the loan amount in a proper way to bring utmost benefits to the socio-economic conditions of the society.

IMPHAL June 2: The Field exhibition Office, Directorate of Advertising and Visual publicity, Ministry of Information & Broadcasting, Government of India, Imphal is organizing a five days photo exhibition on the theme `Development Initiatives in North East` at community/composite hall Kakching Bazar, Thoubal district from June 7 to 11, said a press release by Field Exhibition Officer of DAVP, Imphal.

Irabot Singh stated that the department of handloom and handicraft is likely to introduce modern mechanized system of production in order to meet the growing demand of handloom and handicraft products of the state all over the world.The minister who was attending an award distribution function of outstanding craftpersons and subsidies under the schemes of modernization of handicrafts and assistance to individual artisans held today at the Iboyaima Shumang Leela Shanglen also stated that despite huge demands of quality products of handloom and handicrafts products of the state, the massive global demand could not be met owing to the slow hand woven process.But the department is likely to introduce modern mechanized forms of production to assist the present demand for surplus production, said the minister adding the handloom and handicraft products of the state are in high demand all over the world and that handllom products of the state are regarded as No.1 in the country.Further speaking as the chief guest of the function, he also stated that lack of raw material in abundance is another factor which has is a hindrance to massive production of the handicrafts and handloom products, for which the minister has observed the need of coordination among the different related departments to overcome the bottleneck of getting raw materials, which could be beneficial to the state economy too, the minister added.Further touching upon the silk found in the state, the minister maintained that the state sericulture department, in collaboration with a Japanese firm had implemented various projects in the state to develop the silk production in the state, however due to the law and order situation in the state, the Japanese firm had to leave the project mid-way.He further added that recognizing the importance and quality of the Manipuri silk, the government of India under the Special Plan Assistant (SPA) fund has earmarked a sum of Rs. 61.11 crores to develop the sericulture project including the new variety of silk.He also added that the kind of silk which is golden in colour and which is in high demand around the world is found in the state. However he also added that both the golden colour silk and the local simple silk are both in high demand globally. The minister further added that the government is planning to established a silkyard at Loitang khunou.Sukumar Haobam a senior design consultant, while speaking as guest of honour stressed the need to encourage self employment programme among unemployed youths in the absence of employment opportunities.Further S Birendra Singh, functional manager, Handicrafs, commerce and Industry deft, stated that once a craftsman wins state award, he/she is eligible to implement the scheme of Guru Sishya parampara under office of the dv. Com (H) govt of India.He also stated that As many as 188 numbers of outstanding Crafts persons have won the state Awards in the state while 17 crafts-persons could get the National Awards and 13 Crafts-persons got National Merit Awards till date.The state awards have been implemented in the state since 1979-80, in order to promote and push the morals of the Craftspersons.During the function 10 artisans were awarded as outstanding artisans of 2009-10 while another 10 artisans were awarded as outstanding artisans of 2010-11. the award for the 2009-10 carried a citation and Rs 10,000 each while that of the 2010-11 carried as citation and a sum of Rs. 15, 000 each.

By A Staff ReporterIMPHAL, June 6:  A high level official team of Ministry of Department of Northeast Region (DoNER)  led by DoNER secretary Jayati Chandra and includes joint secretary PK Patnaik and directors of the ministry Dr. Udal Sankar and PR Mishra besides Dr. MC Mehenathan, director ministry of home affairs (Northeast in-charge), Vandita Kaur, director (PF-1) ministry of finance and SN Bromho Choudhuri, advisor planning commission have arrived state capital this afternoon and conducted official inspections and review development works which have been funded by non-lapsable central pool of resource (NLCPR).
 According to the source, the purpose of the visit of the high level team is to inspect various development works being initiated with funds from NLCPR. The visiting team will visit and inspect work sites of various developmental projects with state officials beginning tomorrow morning. Later at 3 pm on the same day, a high level meeting will be convened at the conference hall of Manipur secretariat here, added the source.The officials from the state will be led by chief secretary DS Poonia in the high level meeting tomorrow.
The official source informed that the visiting dignitaries held a meeting with the state transport department in the afternoon today moments after their arrival.The discussion in the meeting mostly centered on traffic problems and shrinking parking space in Imphal and the possibility of the introduction of the newly acquired and much awaited low floor public transport buses, added the source.
