IMPHAL, August 7: The SSP Imphal west has issued an order regarding the transfer and posting of three sub-inspectors yesterday.

As per the official transfer order issued by the Sr. SP Imphal west L Kailun, IPS, SI Aribam Nabakanta Sharma and SI. Md Abash Khan of Imphal West have been transferred to Imphal east and SI. Bedajit Singh has been transferred to Tamenglong district PS.

The official order of Sr. SP Imphal West further mentioned that, the following police officers have been released from Imphal West district PS from yesterday afternoon so as to enable them to join at their new place of posting, and further all the three transferred SI are directed to report to the SP concerned of Imphal East and Tamenglong district for duty immediately.

IMPHAL August 13: The Lions Club of Imphal Greater in collaboration with 109Bn CRPF organized a tree plantation project at Mongsangei today as part of  “Patriots Day” observation.

The tree plantation programme is undertaken by the Lions Club of Imphal Greater in earnest response to the call given by the International president, Lions Clubs International to all the Lions in 206 countries and geographical areas to plant a million trees in this lionistic year.

This project is also a step towards making a more greener Manipur. Around 300 trees were planted in and around the 109Bn CRPF campus, Mongsangei.

In the said project district governor, Lion Amar Barooah (PMJF), Dist 322-D and the commandant, 109 Bn. CRPF H. Premjit Meitei also joined in the plantation efforts. A release by Thongam Arun, PRO of LCIG said.

SENAPATI, Aug 18: The Senapati District Students’ Association (SDSA) has reaffirmed its stance against any bifurcation of Naga’s land especially in Senapati district in the backdrop of vocal demand for the creation of Sadar Hills district.

Addressing media persons today, SDSA president Pfokrehrii Khrasi stated that any means to dishonour the historical domain of the Nagas and its ownership over its land will only destabilize and disintegrate the communal co-existence of different diversified groups in Manipur. And that, any eventualities arising out of the present sensitive issue, the present SPF led O.Ibobi Singh State Government will be solely responsible. 

With human patience already drained out inspite of repeated attempts and appeals to consider humanitarian issues especially on NH-39, the SDSA is regretted to state that, the State Government’s policy of discriminations and repression must end immediately.All the stranded trucks and vehicles along the NH-39 in Senapati District to  immediately vacate/clear  within 24 hours time, failing which, the SDSA will not be responsible for any untoward consequences, he assrted.

Expressing strong resentment over the repeated failure of the State Government to facilitate even emergency medical services, student’s issues, stranded trucks and vehicles, the SDSA has been compelled to react. Taking these necessary steps as a concrete measures to seek the attention of the concerned, the SDSA will intensify its agitation, in case the State Government continuous to remain a mere spectator and turn blind eye on the Nagas concern, the president added.

IMPHAL, August 19: With the general strike imposed by Sadar hills districthood demand committee (SHDDC) intensifying, the members of ADC, Senapati have re-affirmed the stand of the Naga frontal organizations said R.S Henry Hiilii, chairman Autonomous district council, Senapati.

Further it said that the government of Manipur must stick to the MoUs signed between government of Manipur and Naga Frontal Organization to avoid unwanted repercussion in Senapati district. Any decision related to the creation of Sadar hills, as revenue district should be acceptable to every community based on Naga historical accounts, it added.

While concerning the sentiments and aspirations of the people of Sadar hills, ADC Senapati fervently appeal the SHDDC to consider the plight of the general public due to indefinite general strike and call off the same on humanitarian ground.

Janata Dal (United) in its condolence message mentioned that, the members of Janata Dal (United) Manipur unit has observed a condolence meeting in connection with the sudden demised of the Elangbam Suraj sitting MLA of the Yaiskul Assembly in an unfortunate road accident at Delhi recently.

IMPHAL, Aug 27: Suspected UNC blockade supporters burnt down a truck while supporters of Sadar Hills Districthood Demand Committee set ablaze a school yesterday.

The UJB school located at Saparmeina Kangchup Chiru was burnt down by suspected SHDDC supporters at around 9:30 pm yesterday. The school was completely destroyed during the arson.

In another incident, suspected UNC supporters burnt down a truck (bearing registration number MN-01 9550) at around 10:30 pm yesterday.

IMPHAL Aug 29: The director, all staff and students of Regional Institute of Medical Sciences (RIMS) will launch a sit-in protest on August 30 from 9:30 am to 12:30 pm.

A release of RIMS media advisor stated that the Out Patient Department (OPD) shall remain closed since all the doctors have decided to take part in the protest. However emergency services will be there in the casualty department. The decision was taken in a meeting of the faculties and other officials today afternoon.

This is in protest against the planting of a hand grenade in the OPD by some unknown persons on Saturday. The meeting also condemned the acts of intimidation in a hospital in this manner which could have endangered the lives of the innocent people. Several speakers said that as is done elsewhere in the world hospital should be left alone. Besides RIMS is a medical college catering medical education to students from the country in general and NE region in particular.

Further course of action will be taken during the sit-in protest tomorrow.

IMPHAL Sept 1: A technical session on farming techniques of pineapples was held today at Hotel Nirmala today. The technical aspect of today’s session was conducted by professor W Ingo Meitei, head of Horticulture department of Central Agriculture University, Iroisemba.

The professor highlighted the advantages of pineapple farming and the economic returns of taking up such a venture. He said that the soil and climatic conditions of the state is very suitable for pineapple farming and there is abundance of plantation area in the hill areas.

Further he said that that the model farm at Andro has yielded crops perennially and the farmers have  become more financially free now.

IMPHAL, Sept 4: The proscribed Revolutionay Peoples’ Party (RPF)/ Peoples Liberation Army (PLA) has exended its revolutionry salute to thier deceased cadre SS Sgt. Elangbam Bisharup Meetei alias Rocky s/o of E Tiken Meetei of Hiyanglam Awang Leikai.

According to a release issued by the Publicity secy. RPF/PLA, T Lesemba, mentioned that, Sgt, Rocky has died on August 27 due to his physical illness after a prolonged treatment.

The releasefurther mentioned that, deceased Sgt, Rocky alias Meitei has joined the outfit during 1999 and activated his services by holding the post of  convenor of the Central Bureau Division No.IV(Wangoo Unit) of the outfit after completing basic military training, and he was holding the post of Asst. Organizer of the RPF’s organization department during 2007, later he was posted and worked at the western Bureau of the outfit and finally he continue his services to the armed unit during 2011and took his major resposibilities for the upliftment of the organization while he was erving as a truw revolutionary.

It is also mentioned that deceased Rocky is one among the personality of the revolutionary who have his own idiology of sincerities, dedication and a man of good dicipline which the organisation can never forget his contributions selfless efforts to encourage all revolutionaries of the of the state.

The statement further extended that, the RPF and its armed wing PLA have been sharing grieves and sorrows of the bereaved family.

IMPHAL, Sept 7: The recent meeting of the office bearers meeting of the Manipur Pradesh Congress Committee has decided that the existing Identity Cards issued by the MPCC/DCC/BCC for all membership and the vehicle pass issued by the MPCC are to be treated as invalid with immediate effect.

According to a release of the MPCC, the new identity card for all congress members from MPCC/DCC/BCC level and vehicle pass for all categories shall be issued from the office of the MPCC from September 10, the release added.

Political pundits from Plato and Kautilya to the modern-day gurus say: politics sans principle and morality is self-destructive.

In a democracy people are sovereign. They elect their representatives to take charge of the affairs of the State and govern themselves.

A recent statement issued jointly by New Delhi’s interlocutor and the General Secretary of the NSCN (IM) at Delhi appeared to have questioned this basic tenet of democracy. The joint statement stated that “while the differences between the two parties have narrowed, some of the proposals would require further negotiations to reach a mutually acceptable solution”. The communiqué seems to sound out the dump SPF government and the people regarding their “mutually acceptable solution”.

Although the prospect of finding a solution to the decades-old issue of Naga insurgency is welcome, a sense of doubt and suspicion in the minds of the public – and not without reason – is created by the secretive nature of the talk between the two parties. It was suspected that the Government of India and the NSCN(IM) had put Manipur on the table, although India government had from time to time reassured that they would not do anything against Manipur. Fact is, the Indian government has no moral right and authority to confer with any party or people in any manner that may affect Manipur without the approval and participation of the Manipur Government. This in the best tradition of democracy, is the rule of the game.

As the wise Gurus said, the government of India cannot practice diplomacy and play game without political morality; but only at its own peril. It is a different matter if the GOI requires a long diplomatic rope and hopefully the Lakshman Rekha be not crossed. However the telltale signs tell something unholy which is never a good presage.

The talk it is reported, have entered the final phase and arrived at a crucial stage – the logistics seen of NSCN (IM) and company may be an indicator to it. But one wonders the position and preparedness of the Ibobi government, except for its love of pushing the panic button occasionally whenever it believes Manipur is under threat – according to its myopic vision and strategy – from NSCN(IM) and company.

However after nearly a decade of firm rule by the O. Ibobi Singh government, Manipur seems rather dangerously uncontrollable. Its chief minister is protected 24×7 by hi-tech multi-security-rings of Special Forces from great dangers. The chief minister says even the ADCs (Autonomous District Councils) are threatened and therefore they have to be sheltered in Imphal under tight security away from the Districts’ H.Qs.

Truly, many things in Manipur – man, land, ADCs, and so on have become endangered species in spite of an indomitable leader ruling, since the last decade. We are engulfed with a sense of loss and the situation is made more and more funny too, by the development shenanigans of the government – a clever ploy of the SPF leadership to distract attention from its wrongdoings.

However, according to some development economists O. Ibobi’s government excels the record of all previous governments. The experts it seems, have identified development of Manipur with the multi-million rupees never-completing-projects funded by the Centre for this unlucky state. Interestingly this opinion of the experts is contradicted by none other than the former chief minister, Mr. Rishang Keishing, the towering Congress leader, who had said that despite the huge Central funding “we do not see any development as the funds meant for development works are being misused”.

One may remember the basic indicators of development are the measure of consumption of energy or electricity, water supply and services in roads and transport, health sector and education, etc. But sadly a cursory look at these indicators show dismal performance in most fronts despite the huge funds pumped in. The claim of achievement by the Ibobi’s government is ridiculously illiterate.

Looking at the achievements and its service records, one honestly feels that the O. Ibobi government’s understanding of governance despite it’s nearly decade’s rule seems rather unbelievably limited. Unfortunately its unimaginative and unlettered rule has caused deep communal divide for which the NSCN (IM) and company should be very thankful to Mr. O. Ibobi Singh and his men. This I believe is the greatest achievement of the SPF government.

Nevertheless every player in the game must remember that Manipur is home to no less than three dozen indigenous groups of people living intertwined in all areas of the hills and the valley. And it is in the best interests of each one of us not to raise the bogey of exclusive land rights or somebody’s ancestral land, etc. because no one would agree to it. And it would be futile to attempt to rewrite the history of this ancient land.

And it should also be in the wisdom of government of Manipur to restrain the Centre from doing anything inimical to this symbiotic relationship between the indigenous peoples in this part of the earth.

But one wonders how the O. Ibobi Singh government would deal with the GOI and the NSCN(IM)!

Something is just not right in the manner the blockades on the highways have been allowed to carry on with the government doing precious little. By indicating in the manner that it is helpless in dealing with the situation, the government is sending out very wrong messages to the people by and large. To the docile the message is they should resign and hope and pray for the best to come on its own. This is hardly the kind of attitude to be encouraged by any forward thinking government or for matter anybody in the position of guardianship, be it at the family level or else the larger society. To the aggressive, the message would be radically different. It would almost be a license for them to take the law into their own hands at any time they wish and arm-twist the government into submission and thereby concede to whatever they wish to have. This latter reading of the message is a sure recipe for a never ending chain of street politics aimed at coercing the public and by a relayed delivery system the same coercive message would also reach the government.

As a matter of fact, this grotesque cycle of subversion is what has already taken roots in Manipur. By its very inaction, the government has been encouraging practically everybody, including students’ bodies, to develop an unhealthy sense of controlling and possessing State power, disproportionate to what civilised norms envisaged by the democratic polity, as legitimate. Hence, insurgent groups are de facto parallel government, issuing their own decrees, levying their own taxes, raising their own military etc, but even if this phenomenon needs a far more sophisticated response, what is beyond understanding is, what is keeping the government from controlling what it is mandated to control and what is very much within its power to do so? Why cannot it take the law in its own hands and not leave it up to the whim of every so called civil society organisation to dictate terms of how and by what norms the people should be governed. We are not talking about civil society bodies which lobby or resist government policies in the positive belief that the government’s will is not rigid, and provided it is made to see reason to the contrary of how it sees policy matters at any given time it can be made to alter or even drop these policies. We instead have in mind the mutant versions of civil society bodies which have come to believe they are the government and can not only make laws but also enforce them with violence. Should not civil society bodies be actually civil in nature and limit themselves to just challenging the government in civilised norms. What we get to see when this unwritten norm is crossed is what we are seeing today – virtual lawlessness.

The current blockade scenario is increasingly turning out to be another case of this state of lawlessness and the worst part of it is the government is apparently not taking any positive step to resolve the matter. It seems to be saying that indecision is also a conscious decision. Such an interrogation of set ideas would have made fine material for absorbing postmodern coffee house academic discussions, but in matters of the hard and brutal politics of the state, such an attitude is threatening to leave everybody, especially children belonging to below poverty line families, suffer from malnutrition. In the worst case scenario, it could end up accentuating or fomenting communal hostilities. So why is the government not swinging into action. True the situation is not easy and indeed would be akin to a Hobson’s choice as a decision either way would earn the ire of one or the other group advocating or opposing the idea of the creation of a separate SADAR Hills district. But although it is a truism that uneasy lies the head that wears the crown, the chief minister has no other choice but to exercise his own judgment on what the right decision should be and take it. At this moment, the most immediate need is to secure free, open and safe passage on all the national highways that connect the state to the rest of the country. One is reminded of a junior school textbook parable of a farmer and his son who went to the market riding their donkey and in trying to please everybody by doing what they presumed would please each of them, ultimately ended up carrying their donkey instead of riding it. The moot point is, the government must do whatever it needs to do to have the highways opened up totally, be it by reaching a settlement with the agitators or else using the power in the state’s command. If it is abjectly unable to accomplish this legitimate function of the state, it must voluntarily abdicate its position and make way for a spell of President’s Rule in the state to tackle the situation.

IMPHAL, Sept 14: An official meeting of  the Strategic and Operation Group (SOG) constituted under the chairmanship of state chief secretary, DS Poonia has been summoned on September 17 at 11 am at his official chamber to discuss the security strategies to be taken up to counter the ongoing economic blockades along the National Highways imposed by Sadar Hills Districthood Demand Committee and UNC against the Sadar Hill districthood damand and upcoming agitations by Jiribam Districthood Demand Committee.

The proposed SOG meeting will be attended by the GOC, 57 Mt Div, IGAR (South), IGP CRPF (Manipur & Nagaland Sector), DIG, BSF (Manipur & Nagaland Sector), and Additional DGP (Intelligence) LM Khoute, IGP (L/O) Zone I, II, and Zone III and joint director SIB .

The meeting will discuss on effective security strategies to combat disturbances that have been created in the state due to the economic blockade along the national highways, the official source added.
