IMPHAL, March 10: The Naga Peoples Movement for Human Rights (NPMHR) in a statement issued by its general secretary, Dr. Gina Sangkham, deeply appreciates the wisdom demonstrated by the leaders of the Naga political groups, GPRN/NSCN, NNC/FGN and the NSCN/GPRN for their renewed commitment to the reconciliation process led by Forum for Naga Reconciliation (FNR). It said their sacrifices and roles towards achieving meaningful peace will be remembered by all.
NPMHR is also thankful to FNR for their patient efforts towards securing peace among the Nagas. At this time, when seemingly faced with insurmountable challenges, NPMHR is encouraged by their commitment to Peace and Reconciliation, it said.
NPMHR is concerned by the intermittent outbreaks of violence and confrontations, and the concomitant self-justifications and blame game among the different political groups, particularly those who have signed the Covenant of Reconciliation (CoR). “We would like to point out that violence affects not just the parties at confrontation but the public at large”.
NPMHR therefore urges all these political groups to abide by the CoR and refrain from violence to create favourable conditions for the reconciliation process to continue, which will pave the way for the top leaders to come together urgently. NPMHR also reminded everyone every Naga has a stake in the process and therefore must continue to support the process.

Irom Sharmila Chanu, the frail iron-willed young lady who has been fasting for a decade and still continuing to do so, to have the draconian Armed Forces Special Powers Act, AFSPA-1958, repealed, has been released today. It is anybody’s guess she would be rearrested tomorrow on the same old charge of attempt to commit suicide. The release and re-arrest is just a matter of avoiding a legal hurdle which forbids an under-trial prisoner to be held in custody more than a year at a time. This has been an annual cyclic ritual. Her 10 years in jail has been in this sense a series of at least 10 annual arrests and detentions. What a sorry state of affairs this has become. Since the government apparently has no intent of addressing and resolving the issue for which Sharmila is on a fast, the detention of the lady is today reduced to merely an act of prolonging a suicide death and not anything remotely to do with removing the conditions which led her to the extreme decision of self denial. Can there be a situation more pronounced than this of the clichéd farcical strategy of treating the symptom of a disease after ignoring the disease itself?
It is really a no win situation and at this time of the year every year when Sharmila comes into the picture, all sensitive observer would suffer from depression. That the indomitable will of this courageous lady is matched by the stubborn intransigence of the state is no consolation or comfort. The build up of the emotional charge, and indeed the entire atmosphere surrounding this sorry episode resembles quite uncannily the approach to the climax of a Greek tragedy. The hubris and harmatia of those in power, the hoi polloi watching helplessly, sympathising with the protagonist but wishing she would tone down her courage not in any disregard of her resistance, or of any respect for the object of her resistance, but so that she lives. It seems almost a foregone conclusion that Sharmila would not see freedom again. She is not going to be allowed this at any cost. Either she gives up her belief, or else she perishes seems to be the fate written large for her. Since she is unlikely ever to give up, God forbid saying this, her death by starvation may be delayed but seems almost a certainty.
It is difficult to imagine why the Indian state is not paying any heed to Sharmila’s clarion call. It should have also noted that her resistance is sending out more messages than she even intended. Here is somebody who has abjured the use of violence as a language of resistance, and instead has resorted to the non-violent Gandhian way of doing just this, and yet in the land of Gandhi, this is being disregarded. What a message it would have been for those who think armed struggle is the only way to have the state listen, if Sharmila were to win what she set out to achieve. Her defeat, by the same logic would also buttress the contrary conclusion that violence is the only substantive language that the state understands and listens to. Probably nobody who matters in the policy circle would take these thoughts seriously and this is unfortunate, for indeed depending on how the state responded to the Sharmila issue, the matter could have been transformed into a game changer in the entire debate on violence as language of engaging the state.
But regardless of how the state responds to it, Sharmila’s resistance would and must carry on until a resolution, desirably a democratic one, is reached. It is sad but true, the most resolute resistance has always involved martyrdom, and in Sharmila, we are already staring at one. She is very much alive, but already has a foot in martyrdom. We hope she remains a living legend that she is, and that her martyrdom does not involve death as martyrdom is generally understood to. We also hope she wins, and this could very well have been without anybody losing. This is probably why the AFSPA was considered for repeal by none other than the Prime Minister, Manmohan Singh himself, and on several occasions, by the Union home minister, P Chidambaram. However, there is a military lobby and mindset which sees only in terms of binaries, so that no game is ever won without one party losing. In the zero sum game thus conjured up, Sharmila and her non-violent struggle must lose so that the military approach to problem solution wins. How very tragic this situation has been made to become indeed.

IMPHAL March 10: Three staffs of the Assembly Secretariat were roughed up by police personnel yesterday while delivering official documents. A prayer has been intimated to the Secretary of the Manipur Legislative Assembly Secretariat by the Manipur Legislative assembly Secretariat Employees’ Association (MALASEA).
 S Jayanta Singh, Secretary of MALASEA has urged the ongoing Assembly Session to discuss the matter at the house proceedings and to take exemplary action against the police personnel so such incidents do not recur in future.It may be mentioned that three grade IV employees, namely Ngashepam Sanajaoba,Thoudam ibobi and Oinam Joyjit Singh of Dak Section were assigned on official duty to dispatch official documents to the Joint Director,MPSC.
The trio were travelling in an auto rickshaw provided by the Secretariat,on their return journey at around 2 pm yesterday,they were stopped and assaulted by 3/4 police personnel at Khuyathong traffic point even after showing their identity cards and the nature of work. The police severely assaulted one person and was seriously injured.
In addition ,the vehicle was also damaged.In regard to the incident, a meeting was held by the members of the Assembly Secretariat association and urged the matter be addressed by the house to take up punitive action.

IMPHAL, March 10: 36 Assam Rifles of 26 Sector under the aegis HQ IGAR(South) organised a medical camp at Sehlon village  in Chandel district yesterday.
According to an official release of PRO IGAR, (South),  the medical camp was inaugurated by Major General C A Krishnan, AVSM, IGAR(S). A total of 250 people from the neighbouring villages were treated at the medical camp during which medicines were also distributed to locals. A medical checkup for school children of the area was also conducted.
In yet another occasion, 8 Assam Rifles of 26 Sector under aegis of HQ IGAR (South) conducted a Medical Camp for the villagers of Sajik Tampak today. The Medical Officers and a team of paramedical staff attended more than 300 men, women and children from and other neighbouring villages the release added.

There are three main water treatment plants installed at Koite Loklao River called Zone – I, Bungmual called Zone – II and the other at Khuga Dam which is code name as Zone -III with expenses running into crores of rupees due to which the residents have  reason to be confident of getting sufficient water supply in the district.
According to sources Zone -I is supposed to supply to Tuibuang areas, part of Zenhang Lamka as well as Zomi Colony besides certain other nearby localities, while Zone-II is for supply of water to people residing at the heart of the town, western side of Tedim road and then Zone- III for the people in the eastern side of Tedim road , some parts of Rengkai and the areas nearby it.
Yet in all the zone water has not been released even once a week and according to a woman there are times when they don’t receive water even once in a week.
Talking to IFP an  AE of the PHED said  due to the nonavailability of sufficient power  they cannot pump in water to the intake point from where it will seeped to the reservoir and then supply to the public.  He said there are five reservoir each for the three Zones but as the power is not enough they cannot performed to the satisfaction of the people.
He said they have been assured by the cabinet of power for three hours each in the morning and in the evening disclosing about the application they have written to the EE/ Electricity urging them to provide enough power.
He said they used two types of machines one electrical and the other diesel to pump water while maintaining the latter has become a bit too expensive and is not manageable yet on the actual ground IFP have found out that the Zone-II was not well maintained and the water itself is not fit for consumption. The CADA/employment minister Ph Parijat while visiting the Zone -III plant on Sunday last have pointed out at the spot that the Zone is not satisfactory and maintained.

IMPHAL, March 10: In its continued effort to reach out and help masses, 42 Assam Rifles under the aegis of Headquarters Inspector General Assam Rifles (South) and Headquarters 26 Sector Assam Rifles provided Water Supply Scheme to Khuringmul village in Chandel district. The water supply scheme has been provided under AR Military Civic Action. The Villagers expressed their heartfelt gratitude and appreciation for providing the water supply scheme to the village which was devoid of such water supply.
According to an official release of PRO, IGAR (South) Imphal, the battalion also provided 05 bundles CGI sheet and 30 bags cements for construction of community hall at Chingkhir village in Chandel district.
