IMPHAL, December 6: The Keirao Kendra Minority Muslim Development Organization (KKMMDO) has set a seven-day deadline to the concern authorities for taking up actions against ENT doctor, Sudhir Ranjan for his negligence to a patient Md Sahid, 14, son of Md Sahidur of Urup-pat Mayai Leikai. It warned that if the concerned authority failed to take action after the expiry of the deadline, legal notice will be served to the doctor.

It was stated at a press conference jointly called by the family of the patient and KKMMDO at Manipur Press Club today.

Md Sahidur said that his son Md Sahid had a boil inside his right ear and sought treatment at Regional Institute of Medical Sciences (RIMS) hospital on November 2. He added that Dr Sudhir Ranjan told them that the case was serious and operation would be necessary.

He continued that the said doctor advised him to bring Md Sahid for operation on November 30, but when they came for check up on November 24 the doctor informed them that the condition had aggravated and immediate surgery was the only option. Consequently, the child was admitted on November 27 and operation was scheduled on the same day. However, Sudhir Ranjan evaded them for two days and none of the nurses provided information on his whereabouts. In this way, the doctor had wasted time and money for them, Md Sahidur asserted.

IMPHAL, December 6: About 400 members of the Co-coordinating Body of Trade Union, Manipur are making hectic preparation to be a part of the All India Trade Union Congress Delhi mass rally to storm the Parliament during the winter session of on December 12, 2013, said L Sotinkumar, delegate leader of the union.

Addressing media persons at Irabot Bhawan this afternoon Sotinkumar said that the 400 representatives will comprise of members of trade unions, farmer organizations, civil society bodies, including agricultural workers and working women under the aegis of the union. They will leave Imphal in separate batches on December 7, 8 and 9 of 200, 150 and 70 delegates respectively. He appealed against imposition of bandhs on those days.

Sotinkumar said that around four lakh representatives from trade unions across the country will gather for taking part in the mass rally. He added that the mass rally is being held to highlight the demands for raising of wage of the working class to Rs 10, 000 per month; fixing of salaries for casual, contract and master-roll employees at par with the salary of government employees and to shorten the days of enrollment or registration in trade unions to 45 days.

Sotin further said another 100 Manipuris from and around Delhi will be joining the state’s delegation.

AITUC consisted of CBTUM, AITUC, BMS, CITU, HMS INTUC, UTUC, AICCTU, AIUTUC, NPF, SEWA and Independent Workers and Employees Federation. The Prime Minister and Union Labour Minister already agreed that its 12-point charter of demands are genuine for the labour class of country but has so far failed to implement them.

During the stay in Delhi, the delegates from Manipur will stage a sit-in protest on December 11 at Janter Manter to highlight the state-specified problem. The General Secretary of All India Kishan Shabha Atul Kumar and CPI Lok Sabha Member Promod Panda has already taken the permission from the Central Government for the protest and meeting with the Prime Minister. On December 12, there will be a huge demonstration at the front of Parliament in the evening and the working women from Manipur will observe 74th Nupi Lal observation at Ram Lila Maidan ground Delhi..

Sotinkumar also announced that on the occasion of the 75th anniversary of the Chinga Meefam (convention during Janata Irabot period and regarded as the first ever class struggle against the kings rule), the coming year 2014 will be observed as Labour Year.

IMPHAL, Dec 6: A central team comprising of officials from the Border Road Organisation (BRO), Surveyor General of India and Ministry of Home Affairs will be arriving in the state tomorrow to conduct a spot inspection of the contentious Indo-Myanmar border fencing at Moreh.

The team will be joined by 23 members of all political party delegation led by deputy chief minister Gaikhangam. The team after landing in Imphal will leave for Moreh in a chopper along with the deputy CM.  Sources said that all the survey work will be completed by December 8 and the team will leave Imphal on December 9.

And yet again, we stand at the fag-end of another tumultuous year. If there were no record-breaking bandhs or blockade this year, the series of bomb blasts and increasing spate of violence especially against women and children more than made up for it. With just less than a month left, before the year-end, there is still no let-up in the frequency of events bordering unbridled insanity that we get to witness on a daily routine, much to the chagrin of both the government and the public. The onus to ensure a fulfilling and promising environment in the state lies with both the state and its people. Violence against women and bomb blasts, by and large, occupied much reporting space in 2013. While, police action has been prompt in certain cases, there were also instances when the police were found wanting in both sensibility and enthusiasm. There is a growing apprehension among the general public on whether this unresponsiveness of the police could be attributed to the reported involvement of its personnel in several serious cases.

Amidst such a scenario, the public seem to have its own interpretation of justice, mob justice, which a right minded individual could only define as unbridled insanity. How else could one explain the presence of a mob and its justice after almost every violent incident in the state if not in all cases? 2013 also witnessed an unaccounted rise in the number of such insanity, when the mob took the law into its own hands and sometimes even attacking the law enforcers. Unless this insanity is put under control when it is still possible, there is every possibility that it could get more and more threatening, and defeat the very foundation of democracy if allowed to grow unchecked. There is a visible aloofness between the police and the public growing, which has led to the rising of the popular belief that the trust of the people in the police is at the down at the moment, and subsequently to the rise of such unwanted mob violence. It is evident enough from this popular belief that the key to any answer to any issue lies in the co-operation between the public and the state, especially with the state police. Any answer to issues confronting the society lies in the co-operation of the public and the state.

Amidst such popular feelings, the assurance of the new state DGP to put winning public confidence as his top priority comes in as a much awaited respite. Change also means new promises and surprises, and so, what better timing for the police department to work on the commitment for a healthy and better relation. As much as the public would like to see the police chief work on his commitment, there is no denying, he would himself like the full co-operation of both the public and his force in realising his enterprise.

A couple of weeks later, everyone will be so engrossed in the festivities and planning for the new-year ahead that all would be forgotten. While the advent of a new-year calls for celebration, it is also the time for all to retrospect on the ending year, and make the new year all the more promising and industrious.

IMPHAL, December 6:  Prof S Sekharjit, Director of Regional Institute of Medical Sciences today inaugurated the two-day training programme on the assessment of immune deterioration of the HIV positive persons at the Jubilee hall.

Welcoming the participants from many states of eastern India he said the laboratory technicians are the backbone of NACO. He hoped that they would gain knowledge from the training and help ensure 100 per cent correct laboratory results. “Human errors in such testings created problems. With the fast developing technologies he feels that the machines will be improved to marginalize human errors,” he stated.

The training programme is organised by NACO and BD Biosciences. RIMS has been using FACS count machine since 2002. The objective of the training is to provide good laboratory practice for the laboratory technicians from Manipur and other states of eastern India.

Prof Brajachand of Microbiology department, RIMS said that there are 35.3 million HIV positive people in the world. India has 2.4 million of which 43,882 persons are in Manipur. Till September this year Ukhrul registered the highest number of HIV positive people; the official percentage is 2.5. He underlined the importance of quality control in laboratory testings.

Prof Sulochana, head of department of Microbiology reminded the people that AIDS is still incurable. The only way left to the people is to prevent it through awareness.

IMPHAL, Dec 6: The secretary of the Manipur Legislative Assembly, Y Indira Devi has issued an order today stating that the Business Advisory Committee of the Assembly will be held on December 9 at the chamber of the Speaker Th Lokeshwor Singh.

The agenda of the meeting is to allocate time for the House for the forthcoming 6th session of the 10th Manipur Legislative Assembly. The Speaker will chair the meeting and it will be attended by the leader of the House, Okram Ibobi Singh, deputy speaker MK Preshow Shimray; minister of law and legislative affairs, Th Devendra Singh; Leaders of NCP MLA L Ibomcha Singh and Dr I Ibohanbi; leader of AITC, Karam Shyam; leader of LJP, Karam Thamarjit; leader of MSCP, Dikho. The order was passed today.

It may be mentioned that the number of the sittings of the upcoming Assembly session will be fixed by the Business Advisory meeting.

IMPHAL, December 6: Parliamentary Secretary of Tourism, M Prithiviraj today distributed awards to the winners of the photo and essay competitions conducted by the department in connection with the Manipur Sangai Festival, 2013, in his office chamber.

The competition was categorised under three themes which included “Nature Including Landscape of Manipur”, “Significant Tourist Spots/Destinations of Manipur” and “People Including Festivals”.

In the first category RK Bullu Singh of Poknapham bagged the first prize with a cash incentive of Rs 25,000 and a citation. L Santoshkumar Singh of Wangkhei bagged the second prize and Rs 10,000 and a citation while M Subash Singh of Langjing Achouba and A Jayananda Singh Wangkhei Khunou, jointly bagged the third prize and walked away with Rs 25,000 and citation each.

The cash amount was similar for the remaining two categories.

In the second category, significant tourist spots/destination of Manipur, L Vusan Singh of Wankhei Yonglan Leirak bagged the first prize, while M Bishwajit Singh of Moirang Bazaar and M Ranjit Singh of Keishampat Top Leirak, bagged the second the third places respectively.

N Basant Singh of Samaram Bamol Leikai, bagged the first prize in the category “People Including Festivals” and Binod Angom of Soibam Leikai Wangkhei Khunou bagged the second prize while Ronel Seram and Bachaspatimyayum Bisheswar Sharma of Aribam Leikai jointly got the third prize.

Meanwhile, H Dileshwar Singh, lecturer of Advance Intermediate College, Moirang walked away with the first prize in the essay competition on the theme “Tourism can be game changer in the economy of Manipur”. He received a cash prize of Rs 6,000 and citation.

The second prize was bagged by W Hennary Chanu, a class VIII of KM Blooming Higher Secondary School, Khangabok, having Rs 4,000 in cash and a citation.
