IMPHAL, Nov 18: The Students’ Welfare Association of Kangleipak, SWAK is conducting a revision course for the upcoming HSLC examination, 2013.

The said revision course is free of charge and focuses to enrich students born in poor family, who are not in a position to afford private coaching classes and costly private schools, said a press release of the student body.

It further added that the said revision course would be conducted in four selected districts of the state.

It further maintained that the classes for the first phase would commence from December 5 at Lanmeidong Girls High School, Langmeidong for Thoubal district and Scholar Girl’s High School, Keikhu for Imphal East district.

IMPHAL, Nov 18: A property conflict at Mayang Imphal left a man with bullet injuries after his nephew shot him with a licenced gun at around 7am.

The incident happened at Mayang Imphal Thana Maning Leikai, Imphal West district. The victim has been identified as Laisharm Pobitro, 42, son of (l) L Mangi and the accused as Laishram Ithoi alias Naoba, 27, son of L Ibungo of Mayang Imphal Thana Maning Leikai. the victim was injured on his legs and stomach.

The victim and the accused’s father are said to be brothers living together in same piece of land.

Sources said during a confrontation between the two brothers this morning regarding land issues, the accused L Ithoi came out with an SBLL licenced gun and shot his uncle.

Mayang Imphal Police Station has registered a case on the incident.

IMPHAL, Nov 18: A sit-in-protest was staged today by the Clubs and locals from New Checkon and Hatta area against the bomb attract that left 3 person into causalities yesterday.

The protest was stage in front of M/S Sudhir Iron Industries, Hatta by holding placards inscribed as “Don’t hurl bomb in public places’, ‘What is our fault’.

It may be mention that yesterday unidentified persons hurled a hand grenade at a hardware shop at Hatta area that left the shop owner and his two employees into causalities.

IMPHAL, Nov 18:  Imphal west CDO arrested one active member of KCP (MC) today in a search opration from  Sagolband Moirang Leirak, as said by a release today.

The arrested person is identified as Gurumayum Nanao, 30, son of G Samungou of Lairenjam Mayai Leikai.  One mobile handset along with a SIM card was recovered from his possession, the release further added.

IMPHAL, Nov 18 (NNN): Misappropriation of funds to the tune of Rs 3 crores has been alleged in dealing with milk products in Manipur Milk Producer’s Co-Operative Ltd.

Addressing media persons here today at Manipur Press Club, S Brojen, Ex-Chairman of Manipur Milk Producer’s Co-Operative Union disclosed huge irregularities in the transaction carried out by  its Chairman Th Dananjoy and Managing Director  S Santikumar.

This came to light when audit was carried out for the first time on April 19 this year, he said adding that even as term of holding office expired last year the two persons still retained their respective positions as  Chairman and Managing Directors.

He called for re-election for rectifying the errors committed by the duo and higher authorities to look into the matter.

IMPHAL, November 18: “Due to lack of sponsorship and infrastructure, many fine badminton players could not be produced from the state,” said Director General of Police, Y Joykumar, who attended as the guest of honour at the concluding day function of the 37th Junior National Badminton Championship 2012 at Khuman Lampak today.

He further said that even though some 20 years ago some national badminton players were produced by the state, but today it has failed to produce any fine players. Badminton is among one of the games which suits with the state but being a poor state it lacks sponsorship as well as infrastructure, he said.

He appealed the BFI office bearers to into the matter as well as to sponsor the players of the state. He also said that it is time that the state associations start working to produce fine badminton players of the state.

The BFI organizing the Junior National Championship here is also a step to promote the game in the state, he added.

The closing day function was attended by Parliamentary Secretary, YAS & Tourism, M Prithiviraj Singh, president of Manipur Olympic Association, Bijoy Koijam, Special Secretary & Director YAS, H Deleep Singh and DGP Y Joykumar as chief guest, president and guests of honour respectively.

In the aftermath of the recent Hurricane Sandy in the United States, which affected the New York region worst, I sent mails to a few colleagues based in New York and Los Angeles universities sharing the sorrows and pains of the affected American population. One strand of response struck me and shook me to immediately ponder on our comparative position. Almost all the American friends expressed the understanding that our people here had gone through more difficult times more than once as compared to the Americans. Further, the New Yorkers would and should find a way to recover from the damages caused by the highly destructive storm. This kind of response establishes at least two fundamental strengths. First, the Americans have a strong belief that they have institutions in place which can take care of the proximate, ultimate, light and difficult needs. Secondly, they have a strong belief that the capability of the people is such as to find a positive way out of the mess and difficulties caused by the super storm.

This kind of trust in the institutions and the capability of the people is something absolutely absent in Manipur. The current debates in the United States around orientation, preparedness and efficacy of institutions in the wake of the Sandy are very different from the kind of debates we encounter in Manipur in connection with any societal issue. The debates, issues raised and proposals which have come up in the context of Manipur in recent months all prove absence of appropriate institutions to address the societal issues and the absolute lack of preparedness of the existing ones (including state as it manifests in Manipur) to take care of the polity-wide problems.

Here it may be in place to recall the meaning and importance of institutions so profoundly put forth by Douglas North, a Nobel Prize winner for this contribution. Institutions are the foundations for economic change. They give the foundations for dynamics of an economy while simultaneously serving as enhancing factors for constraining, fostering and channelling social change at the same time. They are the reasoning and motivational strategies that channelize human behaviour and providing the rules for interactions and exchange as well as the motivations to behave in an assured way. Since they constrain human behaviour and thus individual choices, the number of alternative actions gets limited. This is how institutions address the fear of uncertainty in social interactions and economic behaviour. The possible impact of idiosyncratic behaviour and preferences is naturally taken care of. The state is also a form of institution. The significance of institutions as a framework of analysis and understanding lies in the fundamental notion of them as endogenous rules of the game for addressing individual and collective problems, and ensure dynamics for social progress.

Now let us look at Manipur in recent months. The NSCN-IM and Indian government talks have definitely had the predictable impact and concerns aroused. But these have not induced the emergence of a framework for addressing the separate and the collective issues. Now comes the issue again of another group raising the demand of a separate territory for the group. This too has provoked the kind of reactions anticipated and common.

All these bring to the forth the contemporary and highly contextual issues of the absence of institutions for addressing the hard problems of the land. Almost all the parties involved project and pursue their interests along ethnic lines. But there is no proposal coming forth which displays institutions at the ethnic levels for addressing the problems of social and economic dynamics even of the particular ethnic group concerned. There is no sign of any effort for evolving institutions cutting across the ethnicities of the land. In other words, at the societal level, there are no institutions serving the polity-wide and economy-wide interests.

The tragedy gets coupled if we look at the behaviour of the government of Manipur. The government here represents the state and it should commit itself to protect and project the long term interests of the land without in any way looking as succumbing to any pressure of any group. This should be the ultimate institution which evolves, establishes and ensures the prevalence of the rules of the game as suitable to the land. This should be involved, committed and capable of reducing, relaxing and ultimately eliminate the polity-wide and economy-wide tensions of the land. This should establish the framework for explanatory relevance of the issues which now plaque the land. This should forever endeavour to find a set of institutions endogenous and capable of addressing the issues of the land.

But in contrast to all these expectations and compulsions, we find the government of Manipur highly elusive and evasive in all her engagements. As the problem deepens, we find the government acquiring greater evasiveness. There are no signs of endogenising and indigenising the character of the government such that an institution gets ultimately established with polity-wide involvement. On the other hand, we are living with a government which expects that somebody else would address the problems of the land but harbours benefits at the personal levels. These are not characters of a state which can address hard issues. The recurrence of highway blockades as means for pressure on the state for certain demands reflects the long term failure of the state in Manipur to mature and make herself relevant to the people of Manipur.

Like a festering wound in the body politic of the Northeast in general and Manipur in particular, the NSCN-IM peace talks drags on with new territorial constructs hovering on the horizon. The Indian government simply relishes it, forever pitting one community against the other or between communities. One remembers the time when a few youths from Manipur going to Nagaland and joining up the Naga National Council (NNC) in 1956 and when the veteran leader Rishang Keishing spearheaded the Naga Integration movement in the early 60s which ultimately merged with the Indian National Congress party. The same Rishang Keishing was instrumental in organizing the Village Volunteer Force (VVF) movement during the heydays of the ‘Naga hostiles’ in the hills of Manipur. Yet, Thuingaleng Muivah picked up the cue and a Pan Nagaland (later on Nagalim) movement was started envisioning parts of Nagaland, Manipur, Assam and Arunachal Pradesh in the new construct called Nagalim. Even in those days, the dream of Greater Nagaland was discounted by many in both Nagaland and Manipur with the idea of ‘South Nagaland’ surfacing in the debates. A separate arrangement for the Nagas beyond the state of Nagaland was long foreseen by the Naga elders then. There lies the crux of the recent NNC statement that the integration of the Nagas had been completed in 1956. The then power equation in the state of Nagaland was averse to new Nagas joining in. Still, the aversion is very much existent in Naga society. No one in the state of Nagaland wants the power equilibrium that has come to stay since the early 60s. It is this reality that has recently dawned upon those who had been pushing for a Greater Nagalim. One cannot but appreciate the power of Thuingaleng Muivah’s dream which had successfully influenced hordes of Naga youth across the board. However, the flaw in Muivah’s dream was the basic foundation itself which was primarily directed against the majority Meitei community. The Nagas in the state of Nagaland did not have that kind of animosity against the Meiteis, as projected by Muivah and his supporters. One remembers a historic occasion years back when the titular king of Manipur Okendra Singh was warmly welcomed in the Naga Hills. By remembering this occasion, we are not trying to celebrate the exploits and oppression of his predecessors. To the despotic kings of Manipur, the Meitei or the Naga or for that matter the Kuki commoners were no different. The common people cutting across community lines were always at the receiving end of oppressive rule of the kings and his nobles. The major brunt of religious diktats and excommunications of the highly orthodox Hindu kings of Manipur were borne by the commoners of majority community itself and not the people in the hills where the writ of British colonial rulers was law. During the colonial period, the kings were in fact encouraged to exert Hindu orthodoxy to its limits in the valley while a religious freedom existed in the hills. The hill valley divide in Manipur was indeed a creation of the British colonial rulers and continued by the Indian administrative system till today, for which we must start by putting our heads together in negotiating ways and means for a complete overhaul of the system. The true spirit of democracy and development has been eluding us all and it must be our main concern for the future. And we must always keep in mind that the solution does not lie in fragmentation but in seeking a common future.
