Peace Volunteers trained to mitigate conflict in India’s Northeast

Delhi/Imphal, 5 April 2014: Northeast India comprises the contiguous Seven Sister StatesArunachal PradeshAssamManipur,MeghalayaMizoramNagalandTripura and a brother Sikkim. The region has been facing the onslaught of multiple armed conflicts for many decades. The issues aggravated after the introduction of the Armed Forces Special Power Act. More than 50,000 lives have been lost in the violence. The total population of North Eastern Region of India is 38,857,769, of which 19.1% are living below the poverty line. North East India deals with complex social political issues such as struggle over natural resources, ethnic conflicts, illegal migration, displacement and social exclusion. In Assam, there have been 14 bomb blasts since January to March, this year and 30 cases of bomb blasts between January and March 23 in Manipur. The conflict in Manipur turns 300 women into widows annually.

 

On 25-26 March 2014, Manipur Women Gun Survivors Network and North East India Women Initiative for Peace in partnership with Control Arms Foundation of India (CAFI) successfully organized an event Peace Volunteers Training on Women, Peace & Security, Human Rights, Leadership, Conflict Resolution and Peace Building in Northeast India’, in Manipur.

 

The training workshop commenced with an introductory speech by Ms Binalakshmi Nepram Founder, Manipur Women Gun Survivor Network, welcoming all the resource persons and ‘Peace Volunteers’ at the event. She opened the session by giving an overview of the disturbing situation and status of women in Northeast India, against the background of the region’s prolonged inter and intra-state conflicts and patriarchal nature. She described how women are the victims of rape, abduction, child marriages, female infanticide, acid attacks, dowry-related murders, honor killing and enslavement. The focus of her speech was on ‘Women, Peace and Security in Northeast India’ and the inclusion of women in peace negotiation processes. She mentioned that Nepal is the first and only South Asian country to adopt the National Action Plan on Resolution 1325 and 1820, as a result of which the application of Security Council Resolution 1325 – which addresses the disproportionate and unique impact of armed conflict on women. She furthermore criticized that many Northeast India’s conflicts which are left unreported by mass media.

 

Ms Hazarimayum Jubita, Executive Director of Gender and Development Initiative and Convener of Peace Core Team, Manipur expressed that ‘Peace is a Process’. She quoted, “In Northeast India Peace Builders fight each other and form another Peace Builder.” She also mentioned that conflict can be solved from the top, down and bottom process and expressed the need of women in decision making processes and give peaceful solutions to the conflicts. She said that Conflict happens at different levels, so, we need women to engage in decision making processes at different levels.

 

Mr. Wahengbam Joykumar, Executive Director, Human Rights Initiative, Manipur, explained the benefits of volunteerism. He mentioned about the qualities of a good leader as well as non-violent methods to combat violence. He also explained the concept of Human Rights which means freedom, equality, dignity, non-discrimination and is indivisible and universal. Further, he traced the concept of Human Rights to Indian Context, that in India, every citizen is entitled to all the Six Fundamental Rights granted by the Constitution and as citizens of India, have the right to seek constitutional remedy in times of human rights violation.

 

Mr. Phurpa Tsering, MA, International Relations, Jawaharlal Nehru University, New Delhi, expressed his opinion about who could be Peace Volunteer, training methods, roles and responsibilities of the peace volunteer. He said that there should be linkage of local level network to the national level peace building process to ensure amplification of voices from grass roots to the national platform, to link community groups and leaders, to link networks of women to district, state and national level networks, to link with peace buildingnetworks, mothers’ bazaars, district & state conventions and meetings, awareness events, exposure and exchange visits, youth meetings, and media engagement. He also added that women representatives should be facilitated to participate in different national and regional forums works on women, peace and security agenda as well as supported to attend discussion forums and contribute to the dialogue processes.

 

Mr Meihoubam Rakesh, Director, Human Rights Law Network, Manipurexplained how to file First Information Report (FIR) to the police and any application to the court. He mainly focused how to apply theoretical knowledge to practical and field knowledge. He encouraged women and youths to learn the basic rights given by the constitution and spread awareness in their society by doing more practical works. According to him, attending workshop and reading books about the rules and regulation is not worth until and unless you apply that practically.

 

Mr RK Bobichand, Director, Change and Peacebuilding Action (CPA), expressed that “there is no formula for peace building”. He explained each and every point about the types of conflict, types of violence, different approaches to conflict like prevention, settlement, management, resolution as well as conflict transformation. Later on, he added ‘Peace is a process, many-sided, never-ending struggle to transform violence’ and explained about the types of negative and positive peace.   

 

D. Michael Lunminthang Haokip, Doctoral Student, Department of Political Science, Manipur University, Imphal, said that in order to bring peace and to build friendship, home visit and taking documentation is one of the most important parts in bringing peace among the different societies, caste and groups. He explained how to do documentation of any incident happened and encouraged volunteers to start work from grass root level.

 

There were around 40 volunteers at the event and all were highly motivated by the Peace Volunteer training workshop by gaining much knowledge about the issues of Women, Peace and security, Human rights, Leadership, conflict transformation and Peace building in Northeast India. They were being assigned various tasks such as, to make documentation of conflict affected people, identification of prominent people in their area and to look whether they work for the people, collect the data of any incident happen in a year and identify themselves the areas/issues they can contribute for the society as a peace volunteer.

 

The workshop lay stressed on gender issues. It was suggested that the role of women in decision making processes is a critical factor in solving problems. Youth and women were encouraged to take leadership role and participate in all social activities.

IMPHAL, April 5: After the reported possible rift within the Manipur unit of the Aam Aadmi Party, the party released its Election Manifesto on Saturday at the Manipur Press Club, Imphal.

During the function, the convenor of the State Campaign Committee of Aam Aadmi Party, Hareshwar Goswami has clarified that the Election Manifesto which was released on April 4 last led by Th Manihar was ‘fake’ and; added that the State Executive Body of the party is not operational in the state.

He further said that State Election Committee is preparing the election manifesto for the upcoming Lok Sabha election and this Election Committee will take decision on any issues.

Further clarifying on the issue, he communicated to the gathering and media persons that a formal complaint will be submitted to central leaders against Th Manihar and S Jugendro, both AAP co-ordinators of the state for releasing the fake manifesto a day ahead of the election manifesto program.

The election manifesto contained changes in administration mainly anti- corruption hotline and anti-corruption cell will be opened so that every people of Manipur can act as an anti-corruption inspection, the government schools of the state will be developed.

Further according to the convenor, it also contained economy development, transport and communication; and improvement of health care of the government hospitals as per with national and international standard.

The manifesto also mentioned of protecting the rights of the indigenous people and culture of the people including their rights over land, natural resources etc. The manifesto also includes the removal of Armed Forces Special Power Acts 1958 from Manipur and protection of the territorial boundaries of Manipur, he said.

The valuation of good parking space is considered a major component of development in various countries including India, especially when car production figures have touched 15 million in 2010 with more increase happening in the corresponding coming years.  However the ever increasing demand for automobiles is not correlated by a corresponding increase in road infrastructure. This has the effect of increased strain on roads leading to traffic jams and accidents. There is also the matter of the vehicles need a space to park somewhere. Who will give this space? Urbanization has led to a greater part of open spaces going under construction with little area left plant even a single green plant.

As per Indian Road Congress (IRC) Standards, a vehicle takes 25 sq. m of space on an average. Whether it’s going for shopping or for any other purpose or for just going home or in his office, a car owner needs a parking space to make room for his luxury ride. All this amounts to the use of heavy volume of land just for parking. There are also various plans tackling this issue with more and more buildings and basement lot used for the drive of this purpose to make living space bigger than parking areas. Parking is a major concern when it is not able to accommodate the ever increasing traffic volume, keeping in mind that parking space are public spaces. The State being the custodian of public spaces is faced with the challenging task of providing facilities to people, while making sure the same is not wasted away.

In matters of policy, India does not have a comprehensive law relating to parking other than a nation-wide general policy. Generally, laws related to parking address parking regulation and enforcement. Considering the need to regulate and transform the event of hindrance in parking space, the National Urban Transport Policy of India devised by the Ministry of Urban Development in 2006 sets the tone for parking in India thereby mentioning that land is a valuable commodity and that parking fees shall reflect the market value of the land utilized for parking. Now, do we know the reason why we have to keep on paying someone or an agency for a parking space? At the same time, it directs the State governments to make suitable amendments to building rules to provide adequate parking spaces. Determination of parking space is a state subject and divested to urban local bodies through the process of decentralization.  The Jawaharlal Nehru National Urban Renewal Mission, the flagship scheme for city development envisages formulation of parking policies for every city. The Ministry vide its Notification dated 28th March, 2007 directed all states to incorporate specific provisions on parking in various cities and towns in tune with local conditions.

The common issue of transportation is becoming a heavily guarded question. If you have a car, then you have an easier mode of travelling but even if you do, where is the parking space? If you are lucky, then you would have beaten the several others vehicle to a parking spot, otherwise you have to find an empty spot elsewhere, drive around until you find one or simply return home. The rule is to park in the right way and right place so not to cause hindrance to the general public. We know about the rush hours on the office clock, school clock and as such many others that ascertain a certain attention to curve out the issue of using of public transport and walking to a place of destination. And weekends are always a speed breaker with the number of cars travelling on Saturdays and Sundays for a leisure day increasing manifold.

The Municipal Corporation or the concerned City Development Authorities is given the mandate to govern both on-street and off-street parking. The Municipal law of a state addresses the manner in which parking lots shall be determined and assigned. Nothing works without a guide. In this context, laws relating to parking are loosely set based on guidelines and conviction of the local bodies. This assumes significance as states have given less importance to parking while devising plans for urban or local development. All across the world, countries have realized the need to have a strict parking regime ie.   parking policies which are aimed at better utilization of public space and restricting ownership and ridership of vehicles to curtail traffic and pollution.   Enforcement of parking rules is the mandate given to Traffic Police who has the power to fine, lock and even tow a vehicle found violating the traffic rules.  Section 177 of the Motor Vehicles Act, 1988 empowers the traffic police to levy a fine of Rs 100 for a single offence and Rs 200 for repeated offence relating to parking. The laws and rules relating to traffic needs to incorporate provisions relating to parking which helps in better utilization of parking space and monitoring of parking. The persons managing the parking need to be empowered and given the right to penalize for parking violations. This shall include fining, locking and towing.

It is a common factum that in our country and in our states, the idea of parking is still a unconquered mountain hill with many terrains and winds to block out the surface but it could be said that we have try and are keen on trying further to make safe parking space. The parking space in Manipur is still not drafted or constructed still which is why we need effective implementation.

UKHRUL, April 5: In a sudden and drastic move by the state government just three days ahead of the Outer Manipur Parliamentary elections, Ukhrul DC Dr SK Chaurasia has been transferred out of here, while joint secretary, (Finance), commissioner Taxes & Excise and staff officer to the chief secretary Modak Hrisheekesh Arvind has been posted in his place.

At the same time, sources have said, the state Election Commission has declared the two assembly constituencies of the district, namely

44-Ukhrul (ST) AC and 45- Chingai (ST) AC as hyper sensitive zones in connection with the ensuing Lok Sabha polls in Outer Manipur Parliamentary Constituency which is slated for Wednesday (9 April).

Besides, the Election Commission has also issued new directives to make every necessary arrangement for smooth conduct of the polls in these constituencies, sources further said.

Meanwhile, decrying the government`s move as an affront to the people of the district, various civil society organizations here have enforced a three-hour total shutdown from 3 pm till 6 pm in the town this evening.

During the shutdown, the whole town wore a deserted look as all business establishments downed their shutters while vehicles stayed off the main road and people remained indoors.

However, as is usual with most event organizers here to keep things from media persons, further details of the whys and the wherefores of today`s protest could not be immediately established at the time of filing this report.

IMPHAL, Apr 5: The Manipur Film Development Corporation Ltd., Palace Gate, Imphal is going to sponsor two people with financial support to participate in the Summer Film Appreciation Course, 2014 to be held from June 2-28 at Pune.

According to a press release, the course is organised by the Nation Film Archive of India and Film and Television Institute of India, (Ministry of Information and Broadcasting, Govt. of India, Pune).
