IMPHAL, July 25: Students continue to agitate demanding the implementation of the ILP, today totally disregarding the State government’s order for educational institutes to remain close for three days starting today.

Students from various institutes today tried to storm the ongoing Assembly, but ware blocked by a huge police presence at the DM college western gate.

Around 400 students were seen jostling to pass the police barricade, but police resorted to firing tear gas shells to disorient the student mob.

Students also used banners condemning excessive police action against them.

A Large number of police force was deployed including women constable to control the students.

“A healthy relationship between the public and the police is necessary to build back the trust of the law enforcers which the mass have denounced a long time back due many evidenced incidents of torture and ill-treatment.”

1. Dear Madam, I am a regular reader of your column and I never miss it. I should say, this column should continue for the better. Nowadays, there are so many agitations going on. The most recent one is the agitation for implementation of ILP. Just yesterday, I saw on local channel news the young students being treated like hardcore criminals. They were brutally tortured by the police commandoes. I think this was inside the DM college campus. It was not lathi charge but it was blatant torture. I am worried about the young boys and girls if they will have any problem with their mental orientation. A school teacher, Imphal (W).

Ans: First of all, thank you for your words. Also, I thank all the readers who are sending in their queries with many common concerns which will also develop opinion of other readers as well as this opportunity given to me to share my clinical knowledge on the mental health and well-being derived from experiences.

For the statement which you just addressed, I share the same thought on how brutally the students are being treated by our police force in the name of curbing an agitated mob. We have always known how notorious our personnel are with regards to handling mob agitations and violence. This is the same with all kinds of protests that we have seen or heard- here and elsewhere. This speaks a lot about how ill-equipped our police forces are when it comes to a humane relation with the public and the mass and also how mob behavior works. From a clinician’s perspective, I would like to say that mob behavior is totally a difficult and a tricky situation which needs proper methods and tactics to be controlled. It is mostly composed of ‘massive numbers’ of people overridden by emotions and at times people who are not very clear of the purpose of the protest and agitation itself. When people are in a group, they take more risks. Sometimes, we have people in the mob that just joins the group of people out of sheer curiosity and thrill. This is mostly true for agitations mainly spearheaded by teenage student leaders or youths who get charged because of the current state of affairs and injustice happening to them and the people around them.

Your worry if any of these students who were ill-treated in the protests and agitations can develop mental conditions is a fairly positive one and health professionals are expected to do their prompt intervention when giving them first aids. Apart from physical injuries, some of them can develop Acute Stress symptoms, which can develop into a condition called Post Traumatic Stress Disorder if not assessed and managed properly. Some can have lasting fears and may even go into depression.

Lastly, the authority should be vigilant to the police atrocities and measures should be promptly taken up to manage this issue in a more constructive manner. A healthy relationship between the public and the police is necessary to build back the trust of the law enforcers which the mass have denounced a long time back due many evidenced incidents of torture and ill-treatment. One way can be by engaging and consulting the social scientists and the related authority and framing guidelines and necessary laws to ensure human rights. Also, it will help to educate and spread awareness to the students on human rights and its violations, state issues and politics so that they may best able to understand and engage in a constructive manner.

2. Madam, could you please throw light regarding peer pressure. Now we are middle age parents. We know having gone through adolescences. But we had a different environment as our times were different, and we hardly make demands from our parents. Today, most parents like us have to meet our children’s demand, and we know the demands are mostly made, out of peer pressure. It is not always possible to meet their demands. Imo, Langol Game Village.

Ans: Dear Imo, peer pressure is the hallmark of adolescent experience. It is a kind of influence and pressure that encourages people to change their attitude and behavior to conform or belong to the group norms. It can be on style, appearance, ideology, risk taking behavior-like drug use and other behaviors. Peer pressure can also be a positive influence for many children and can lead to altruism and volunteering. You are right in saying about the changing trend which builds a huge gap between generations. It would be a little exaggerated statement to say this generation makes more demands from their parents. Every generation had their share of worry and concerns trying to understand and cater to the needs of adolescents.

When you say, parents these days have to meet our children’s demand, either made from own choice or peer pressure, we also have to accept the fact that parents these days are not able to give much time to our children. This is partly due to more parents, these days, who both are working and partly because of our children not spending time with us since they are most of the time outside home – attending coaching, tuitions; which is again most of the time influenced by the parents who want their children to score certain marks or go into certain professions and career.

Our children, these days are caught between all sort of pressures from many angles which often leads them to opt for the peer pressure which is more fun and acceptable amongst themselves.

Meeting our children’s demand is not the best way of parenting. Most of the times, the children’s demand can be quality time from their parents. Therefore, giving them our time, to understand their company, likes and dislikes, interests and ambition will prove more beneficial for our children. Many a times, parents are to keep themselves updated with the latest knowledge of the children’s activities, games and hobbies and try to become a good influence and role models to their kids.

The State now witnesses a number of protests as usual in the month of June/ July, this time in the calendar has a penchant for attracting a number of problematic issues ranging from NSCN (IM) demand for a greater Nagalim, the Khwairamband bazar incident etc.

The state has witnessed a lull in the amount of crime perpetrated especially in regard to violation of human rights issues. Now, the recent cold blooded murder of ADC member Ngalangzar Malue was the latest incident, an insurgent organization perpetrated the crime, according to deputy chief minister. Though, the NSCN (IM) denied the crime, the matter was highlighted in the ongoing Assembly sessions, Gaikhangam had again said that the organization was involved in more than 400 crimes which occurred here. This is indeed a staggering figure when the state government had priorly dismissed NSCN (IM) operations or camps being set up within the territory of the state. This fact is challenged from the insurgents that they have been operating here and the ceasefire is without territorial limits, this was made crystal clear by NSCN Cease Fire Monitoring Cell convenor, Kraibo Chawang. At the same time, the Government of India’s Cease Fire Monitoring Group (CFMG)
chairman , Lieutenant General (Rtd) NK Singh had stated that Manipur did not come under his jurisdiction.

It was just last month that the Supreme Court awarded a lifetime imprisonment to the NSCN (IM) cadre for the murder of Thingnam Kishan, Token and Rajen. Now, which side are we to believe about the extension of the ceasefire? Who is taking the Manipuri population for a ride ?

Another surprising thing is that, according to media reports, the residents of Ukhrul district are more interested in removal of security personnel deployed there in the aftermath of ADC member murder rather than seeking justice for him. An ‘elected’ person, who was mercilessly mowed down when going to visit his ailing mother. The indifference coupled with the silence shown to him is somewhat deafening!

In the valley, the student bodies are in a stand-off with the police over the Inner Line Permit issue of whether ‘Indians’ should be allowed to enter Manipur freely or with a ‘visa’. The last few days have witnessed several agitations amongst them as the students tried to storm the Assembly sessions. As a quick solution, the government decides to ‘impose’ holidays on all educational institutes till the end of the Assembly sittings. One may say that the Ibobi government certainly knows how to handle a crisis, of deflating a tense pressurizing situation. However, it may be mentioned that Ibobi Singh himself had stated on the Assembly floor in 2009 during the Khwairamband Bazar episode of Rabina and Sanjit, that “Right to education is more important than the right to life.” Well! We all know what people say about politicians and what can be expected from most of them.

The recently deployed fresh off the training school MPS officers and the recently transferred police inspectors were so capable that they could not handle a protest by students at DM College without resorting to violence and taking nearly half a day to do it. A ‘chocolate’ cop even dropped his service weapon while being showered with stones from the angry students. This shows that the Home department is obviously lacking in mob control tactics and acting more like the military junta of Myanmar, clearly defines the lack of discipline, training, corruption laden and becoming more of a ‘vagabond force.’ What more to be expected when the applicants supposedly doles out millions to earn the post of a sub-inspector.

The point here is that, things may not appear what they seem and there may be more than what meets the eye. Is the opinion suggested by civil organizations, the authentic opinion of the populace or is the truth shrouded in a spiral of silence. The people have been living in a zombic state of fear of reprisal from various quarters. It is a question of whether the people do not want the murderers of Ngalangzar Malue to be brought to justice, is the ILP issue the real bone of contention when the NSCN convenor , Kraibo Chawang says that the cease fire agreement is without territorial limits. Then, would it mean that the lives of 18 people sacrificed in the Great June Uprising are for no purpose, and we are still living in a state of delirium.

Agitations may lead somewhere and get finalized in the chamber of a top politician, it is in the grapevine that many ‘leaders’ are seen holding files and running around the secretariat area. Some may protest, whether it is pseudo-participation or committed involvement. But, a total participation means reciprocation from the masses like the June uprising and not just by a singular body or few organizations alone. The song by Bob Marley which goes, “ You can fool some people some time , but you can’t fool all the people all of the time,” goes a long way in shedding light to the entire episode of problematic events and some do shout, “Long Live Manipur.”

IMPHAL, July 25: In a sensational revelation, the Little Flower School girl in the heart-rending kidnap case in 2003 whose lifeless body was recovered after being kidnapped for ransom, was raped by two accused before being eventually killed.

Central Bureau of Investigation, CBI counsel H Chandrajit Sharma, special public prosecutor told the District & Session Judge/ Manipur East today.

Today’s case proceeding was an agreement hearing on a bail plea by one of the main accused Heisnam Ningol alias Prem Devi, 57, daughter of (L) H Yaima Singh of Nongmaikhong Awang Leikai.

The eight year old daughter of a minister in the current Ibobi governent was kidnapped on November 4, 2003 around 3.30pm from her school Little Flower English School.

The CBI counsel said the girl (name withheld) was killed in a barbaric and heinous manner.

Altogether there are 48 Prosecution Witnesses in the charge-sheet submitted to the court by the CBI, he said.

He continued that charge-sheet witness no 22 in his statement has stated that the girl was kept concealed in the house of O Purnima and Suresh after being kidnapped and was raped there by two of the accused in the case Thokchom Nando alias Nanao and RK Sanjoy.

The petitioner was a lady Homeguard with the Manipur Police, but was released from service after being arrested with a demand letter, the CBI counsel said.

Heisnam Ningol has been in judicial custody ever since, a special team of the CBI had arrested her on April 8, around 3.50 pm from the RIMS campus.

He continued that the petitioner had been seen accompanying other co-accused and driving around in a scooter.

The petitioner could be the person referred to as “aunty” of the girl, frequently reflected in the case, the CBI counsel said while further arguing that another accused in the case is yet to be arrested.

He also argued that the petitioner is not listed in the supplementary charge-sheet of the CBI, but is one of the main accused for whom the CBI had announced a Rs. 1 lakh reward.

Her interrogation had led to the arrest of another accused and since she has denied revealing more, there is consideration to use scientific methods to investigate, he said.

If she is innocent in the killing, than why had she tried to stop womenfolk from protesting at Langol after the recovery of the girl’s body? Why had she gone to Sajik Tampak and why had she remained absconded for such a long time, he asked while stating that from the statements of the PWs, her involvement in the killing is clear and appealed to the court against granting her bail.

The defence counsel while pleading for Heisnam Ningol’s bail claimed before the court that she will not try to tamper with the prosecution witnesses or any other related with the case, and will not abscond and continue to take part in the trial of the case.

The counsel further declared that she was never a member of any UG group.

Last month, the petitioner had pleaded for bail from the Chief Judicial Magistrate, Imphal West which was rejected by the court on June 23.

The accused again filed another petition with the District and Session Judge, Manipur East seeking bail.

The CBI had submitted a bail objection report on July 19 to the court, which is followed by today’s argument hearing.

During today’s hearing, the defence counsel of the accused claimed the charges against Heisnam Ningol were baseless and fabricated claims.

He asked if the petitioner is charged of owning a gun, then has any gun been recovered from her.

What was CBI doing for so long, when the case has been continuing for more than 10 years, he asked?

He said the petitioner is a diabetic patient and being a woman, her being lodged in the jail is taking its toll on her mental health.

A day after the minor was kidnapped; the Lamphel Police Station registered a case under FIR No 181 (11) 2003 LPL PS u/s 364-A, 368, 400, 302, 384 IPC.

However, the State Home department announced the handing over of the case to the CBI on March 34, 2004 through an official notification.

In pursuance of the State government’s notification, the Centre had also issued an official notification directing the CBI to investigate the case.

Following the official notifications, the CBI had registered a case under FIR no RC 5/S/2004-Kol u/s 364-A, 368, 400, 302 IPC.

Following investigation in the case, the CBI submitted its charge-sheet on December 28, 2007 to the court.

Narrating his ordeal to other media persons present there, he said the police officer had told him to shut off as soon as snatching his camera giving him no room to clarify.

It may be mentioned that the police have been facing much censure from all quarters over their handling of the students’ agitations over ILP.

Later in the evening today, AMWJU members met with the deputy Chief Minister Gaikhangam who also holds the Home portfolio in his office chamber regarding the case.

Civil bodies censure police excesses in controlling student movement

IMPHAL, July 25: Condemning police excesses committed against students during protest rallies taken out in demand of the Inner Line Permit in the State, the Joint Committee on Inner Line Permit System announced an 18-hour State-wide bandh, today.

Several organisations have also joined in condemning the harsh police action against the students.

During the past few days, as the State Assembly is in session, students of various schools and colleges have been taking out rallies demanding the implementation of the ILP in the State.

During a press conference today, the JCILPS announced an 18-hour bandh starting from midnight of July 26 and continuing till 6pm of July 26 and demanded discussion of the implementation of the ILP in the State during the ongoing Assembly session.

President of the committee, Ibotombi Khuman demanded the formation of a House committee in this regard.

Although the State Assembly has reaffirmed the implementation of the ILP twice in the past, there has been no positive action in this regard, he said before adding that just prior to the full Budget Session which commenced on July 19, the women wing of the committee had submitted a memorandum to the MLAs and the minister including the Chief Minister to discuss the ILP.

However, none of the 60 members deemed it fit to raise the issue, he said.

He further condemned the harsh behaviour of the police against the students who were only taking out rallies against the negligence of the MLAs and ministers.

He observed that the representatives, who were sent by the people to look after them are now treating them as enemies.

The police show of power was barbaric and such actions should not be repeated again considering the fact that the students were only demanding for the welfare of the State and its people, he said.

Implementation of the ILP in the State has today become a necessity, as there has been a large influx of non-locals without proper identifications, he observed.

Meanwhile, the All Manipur Students Guardians Organisation has also reacted strongly against the police action.

Speaking to the media during a press conference, president of the body, S Sumati condemned the State government for declaring three days educational institute holiday.

She said this is an act of the government to hinder and disrupt the ILP movement.

The police brutality witnessed against the small students is strongly condemnable, she said before demanding strong action against the police personnel involved.

Such actions should not be repeated, she asserted.

Such barbaric acts will not solve the issue but will only fan the public anger, which could lead to more unwanted incidents, she warned.

The demand for ILP is legitimate and is for the welfare of the indigenous people of the State, she said.

Imphal, July 25: The Railway Bridge that will come up between Noney and Tupul will be the world’s tallest bridge. The scenic beauty of the hilly region of the State will attract foreign tourists in the State. The government has marked various tourist circuits in the State, with Shirui of Ukhrul and Zuko valley of Senapati amongst the top priorities.

Chief Minister O Ibobi stated in the House today.

He was replying to a motion for disapproval of policy cut raised by MLA Dr I Ibohalbi, MLA Th Shyamkumar and MLA Dikho during the discussion on Demand no 45 for Tourism for Rs 46,36,56,000.

The MLAs had raised the motions on account of inability to tap or explore the tourism potential of the State, lack of proper planning in Tourism department, failure to bring international flights in the State as planned and on falire to promote Dzuko Valley as State Tourism spot.

Meanwhile, the Chief Minister had also added that the State can generate lots of resources from tourism.

We have some boundary issues with Nagaland at Zuko, but it could be ironed out by sitting together with the neighbouring State, he added.

He said Manipur has lots of potential for tourism as gifted by Mother nature.

Most of the tourist destinations under construction in various places of the State might be completed by next year, he said.

He further said that the Loktak Lake is also one of the most important among the 24 mega projects taken up in the State.

The lake has bigger potential even when compared to the famous Dal Lake of Kashmir. The government is considering for applying PPP model in the tourist spots to monitor the tax collected, he said.

At present, the International airport has lack of some components, like visa on arrival facility, Customs and Emigration office etc. Emigration check-post at Moreh will be computerised soon with internet facilities, personnel of Home department have been trained in this regard.

The Sadu Chidu Leimaram Water fall approach road needs to widen and the leakage of tax from the tourist will be checked by the state government, O Ibobi said.

Opposition member Dr I Ibohalbi suggested that the State should have a Tourism Policy. In 1999, 29 tourist spots were identified in the State and 335 foreign tourists arrived, income of Rs 18.55 Lakhs was generated from it. In 2013-14 the numbers of tourist spots have increased to 57. Promotion of tourism could help in mitigating the unemployment problem in the State, but the law and order situation could also be a hurdle, Ibohalbi maintained.

He urged the government that the Sadu Chiru Leimaram Waterfall is entitle as “Mughal Garden”, an appropriate name of Manipur should be given.

House passes six demands

Imphal,July 25: Court directive is awaited for compensation of the land owners affected by Loktak Project, as the case is in the Guwahati High Court said Chief Minister O Ibobi in the Assembly today.

He said that the Loktak Hydro Electric Project was taken up in 1983 under National Hydro Project Policy. In 1994, a case was filed at Guwahati High Court by the land owner affected by the project.

He further said that in 1999 the Guwahati High Court had directed to constitute a committee of expert to investigate on the matter. As per the court’s directive, in December 22, 1999 the said committee was formed presided by the Commissioner of Revenue, Government of Manipur with 11 member committee.

Unfortunately, before submission of the report by the committee, another group of land owners had filed a cased on the same matter. Later, on April 18, 2006 the report was submitted to the court. It recommended that the compensation must be paid by the user agency of the Loktak Hydro Electric Project that is the National Hydroelectric Power Corporation. But till now the court has not directed any further notification or order to the state regarding the matter, added the CM.

He also clarified the Cut motion of L Ibomcha for Installation of a search light in the Keishampat Junction area; he said that government is taking initiative on the matter.

Later, the House passed Rs 581,74,39,000 for six demands including Labour & Employment, Animal Husbandry and Veterinary including Dairy Farming, Power, Social Welfare Department, Tourism, Relief and Disaster Management.

In the another demand discussion on Social Welfare, MLA L Ibomcha suggested to consider on the search cum selection committee for recommendation of person for appointment to the post of the Commissioner for the state Commission for person with disabilities. The concern Minister Mirabai said that the suggestion will be considered.

Demand No.48 on Relief and Disaster Management, Demand No. 18 on Animal Husbandry and Veterinary including Dairy Farming and Demand No 13 Labour & Employment were passed without any debate in the House today.

552 mobile towers installed in State, says CM

IMPHAL, July 25: Responding to a question during the question hour in the House today, Chief Minister Okram Ibobi Singh has informed that Rs 34, 63,431 are collected per month

IMPHAL, July 25: Responding to a question during the question hour in the House today, Chief Minister Okram Ibobi Singh has informed that Rs 34, 63,431 are collected per month on an average from 552 mobile towers installed by different companies in the State.

All the 552 mobile towers are provided power supply by the State government on the basis of requirement submitted by the Telecom Service Providers and its feasibility.

Responding to a supplementary question raised by Opposition leader Dr I Ibohalbi on the health hazards to people after the installation of these towers, Ibobi said that as of now the mobile towers are installed randomly without strictly following any guidelines on the distance to be maintained between one tower and another.

The government takes the matter seriously and won’t allow towers to be installed randomly after keeping in mind the health hazards, Ibobi added.

Service providers have to seek permission from the State government for installing towers and must maintain the regulated distance between one tower and another.

Responding to a question on the gruesome murder of Soram Prakeet, Deputy Chief Minister Gaikhangam replied that five accused have been arrested. They are identified as Makak Nini Begam, 40, wife of Md Abdul Latif; Makak Inaocha Begam, 45, wife of Late Majaimuddin; Md Saruk alias Bottle alias Anjali,20, son of late Majaimuddin; Md Hafi Khan, 20, son of Md Jabar Khan of Heingang Khong Imphal East and Md Zauddin Khan alias Ethem Khan, 25, son of Md Salauddin of Heingang Chingya, Imphal East.

He said that they were arrested on July 22 at around 7:45 am from Heingang Khong village. They were arrested after the facts and circumstances leading to the murder were thoroughly investigated by cross examining 18 witnesses by the Investigating Officer of the Heingang Police Station.

Replying to a question raised by Trinamool Congress MLA Joykisan on when the construction of the Kill House will be completed, he said that the Kill House is a clandestine place of the police department where technical special operation forces will practise CI ops. The House is 70 percent complete and was targeted to be completed on October last year. However, as per report it will be completed by 13 or 14 October this year.
