MNS:- A three day bi-annual Air Force Commanders’ Conference with a focus on – ‘Electronic Warfare and Support Systems’, commenced at the Air Headquarters, Vayu Bhawan, New Delhi, today. The Air Force level conference is being attended by the Commanders of all the Operational Commands, Training and Maintenance Commands, as well as by the Principal Staff Officers at the Air Headquarters.
Addressing the Commanders, the Chief of the Air Staff, Air Chief Marshal NAK Browne, said, “I am as proud as each one of you in leading the IAF and its Commands, in this defining phase of the IAF`s history . The IAF is going through a very busy and a challenging period and our focus now, at all times must be, on three priority areas – Op Capability, Op Infrastructure and Op Security, especially in view of new inductions in the IAF`s inventory.”
During the conference, a thorough review of the external and internal security situation would be carried out, as also its ramifications in the next two years.
Over the three days, the conference would also see the Commanders discuss key issues, relating to Operations, Maintenance, Infrastructure Development, Cyber Security and most importantly HR issues relating to the training of Air Warriors.

MNS:- India and Indonesia today decided to significantly enhance their defence cooperation with the Defence Minister Shri AK Antony declaring his meeting with his Indonesian counterpart Mr Purnomo Yusgiantoro as a ‘turning point’ and an ‘excellent beginning’.
This was the first Ministerial level biennial defence dialogue between the two countries which lasted nearly two hours. The two sides exchanged views on a whole range of issues relating to regional and global security, bilateral exercises involving Services, training, co-production of defence equipment and ammunitions and visits at high levels. The defence dialogue mechanism at the highest level was agreed upon during the visit of Indonesian President SusiloBambangYudhoyono to India in January last year.
Giving an overview of India’s perspective on global and regional security, Shri Antony said the threat of terrorism perpetuated by State and non-State actors affects all of us equally. Shri Antony said some times, the acts of individual terrorists and terrorist organizations are also actively or otherwise encouraged by allowing such organizations safe refuge and other forms of support. ‘It is seen that there are countries from where terrorists are free to launch their operations against other countries. This cannot be tolerated. The world is paying a heavy price for such mindless policies. No country should allow its territory to be used for any form of terrorism, directed against any other country or its people, Shri Antony said.
Dealing at length the power rivalries in the Indian Ocean Region, Shri Antony said although these are being conducted in local theatres, the impact is felt in the wider regional arena and also, globally. He said, we have a stake in the maintenance of peace and stability in our immediate and extended neighbourhood. This includes the entire Indian Ocean region to our east and west. ‘We have a vital stake in the evolution of balance security and cooperation mechanisms through which we can build consensus and pursue dialogue. We seek to improve our partnership with all countries in the Indian Ocean Region on bilateral basis as well as through multilateral for a like IONS, IOR-ARC etc’, he said.
Replying to a question from reporters on South China Sea, after the meeting, Shri Antony said maintenance of peace and security in the region is of vital interest to the international community. ‘Our view is that all countries should exercise restraint and resolve the issue through dialogues according to principles of international law. He said, India supports the freedom of navigation and access to resources in accordance with principles of international law. These principles should be respected by all.
The two sides also exchanged views on the emerging scenario in Afghanistan and West Asia.
The two sides noted with satisfaction that Defence Cooperation constitutes one of the principal focus areas of their diversified relationship. Encouraged by the success of the first Joint Exercise on Counter Terrorism and Jungle Warfare in India earlier this year, Shri Antony proposed that the two countries should continue the joint exercises between the two armies on a mutually agreed frequency.
Similarly, the two navies are regularly conducting coordinated maritime patrols (CORPAT). He said we can examine the possibility of enhancing the engagement through conduct of joint naval exercises. He also offered to Indonesia establishment of a formal maritime domain information sharing arrangement between the two navies.
On the Air Force side, Shri Antony said a high level Indian Air Force team would send a team to finalise details of training and spares support package, once the Indonesian Air Force firms up its requirements.
Shri Antony was assisted by a high-level delegation including the Defence Secretary Shri Shashikant Sharma, Indian Ambassador to Indonesia, Shri Gurjit Singh, CISC Vice Admiral SPS Cheema, C-in-C Andaman & Nicobar Command Lt Gen NC Marwah and DG Ordnance Factory Board Shri SK Beri.
Shri Antony invited Mr Yusgiantoro to visit India for the next round of talks next year and the same was accepted.
Earlier, on his arrival at the Defence Ministry Headquarters in Jakarta, Shri Antony was accorded an Inter-Services guard of honour.

MNS:- AIIMS has been ranked as the best medical college in the country. It continues to fulfill the objectives of developing teaching patterns, providing educational facilities of the highest order and attaining self-sufficiency in post-graduate medical education. The Alumni of this great Institution are not only providing healthcare in the country but also in most developed countries including the US and UK. Shri Ghulam Nabi Azad, Union Minister of Health and Family Welfare said this at New Delhi today.
Addressing the 40th Convocation of AIIMS, Shri Azad said that AIIMS was initially conceived and founded to produce faculty, undertake research and serve as a referral Institute. But over a period of time, it has become over-burdened with patient care. For this reason, the Ministry of Health & Family Welfare took up the following initiatives to strengthen healthcare delivery in Government sector.
1. Six new AIIMS were taken up in the first phase of Pradhan Mantri Swasthya Surakhsha Yojana. The Medical Colleges at these six AIIMS have started from the current academic session.
2. 19 medical colleges were taken up for up-gradations to provide advanced tertiary level and super-speciality care, spread in different parts of the country under the Pradhan Mantri Swasthya Surakhsha Yojana.
3. To ease pressure on Delhi AIIMS, the green-field development of the second campus of AIIMS at Jhajjar would provide state of the art facilities for teaching, patient care and research.
To overcome the shortage of faculty in Medical Colleges the ceiling on age limit has been raised from 60 to 70 years, DNB qualifications have been recognized for appointment as faculty, number of students in PG, the Teacher student ratio relaxed from 1:1 to 1:2 for post-graduate and super-speciality courses, the ratio has been further liberalized to 1:3 for Anaesthesiology, Forensic Medicine, Radiotherapy, Medical Oncology and Surgical Oncology recently, Medical Colleges have been permitted to start PG courses in pre and para clinical disciplines at the stage of 3rd renewal without waiting for recognition and Postgraduate degrees of five English speaking countries (US, UK, Canada, Australia and New Zealand) have been recognized for teaching.
For encouraging posting of doctors in rural areas the following steps have been taken:
1. Additional marks will be given in the Post Graduate Entrance Examination at the rate of 10% for each year of rural service subject to a maximum of 30%.
2. 50% Seats in post graduate diploma courses have been reserved for medical officers in Government service who have served for at least three years in remote and difficult areas.
Shri Azad said that these path-breaking decisions have brought in positive results, never seen before in the past six decades. In just over three year’s time, the availability of MBBS seats has gone up from 32,892 to 44,302, including 300 seats in the new AIIMS, an increase of 11,410 seats. The number of PG seats has increased from 13,000 to 22,503 an increase of 9,503 seats. 66 new medical colleges have been established raising the number from 289 to 355. To overcome the shortage of Nurses and ANMs, his Ministry has sanctioned 269 nursing schools in the last two years, mostly in remote, inaccessible and under-served districts. These institutions will give an additional 20,000 nurses annually. To give a boost to para-medical education and scale up the availability of para-medics, sanctions have been given for establishment of National Institute of Paramedical Sciences (NIPS) at Delhi and 8 Regional Institutes at Chandigarh, Lucknow, Bhopal, Hyderabad, Coimbatore, Patna, Bhubaneswar and Aurangabad. A total of 10,760 paramedic professionals are expected to be trained annually when these institutes of excellence are fully functional. Since the launch of the National Rural Health Mission during 2005-12, over 1.57 lakh personnel have been added to the health system and infrastructure has been strengthened by taking up 594 District Hospitals, 2,721 Community Health Centres, 5,459 Primary Health Centres and 31,001 Sub-Centres for new construction or renovation.
Shri Azad called upon all those receiving degrees to join the national effort and take the lead in extending the fruits of scientific advancements to the poorest households in the remotest regions of the country. He also distributed certificates of degrees during the Convocation.

MNS:- The President of India Shri Pranab Mukherjee has emphasized on the need to craft a high quality national health system that is used by the poor and rich alike. He was addressing the 40th Annual Convocation of All India Institute of Medical Sciences on October 16, 2012 in New Delhi .
The President expressed deep concern about the impoverishing impact of health and medical expenses on the vulnerable sections of our society. He said it is unacceptable that almost 80% of the expenditure on healthcare by our people is met by personal, out of pocket, payment. As many as four crore people plunge into poverty each year due to expenses on medical treatment.
The President said we should remember that the health services for the poor cannot be poor health services. Progress in the health sector is key to India ’s future place of prominence in the world. The nation’s productivity depends on the health and well-being of its citizens. Economic growth that does not go hand in hand with reduction in avoidable mortality and ill health is neither sustainable nor desirable.
The President called upon AIIMS to lead India to the frontiers of innovative solutions in health care, discovering new cures, harnessing existing and emerging technologies for affordable healthcare, and exploring new paradigms for preventing disease and creating wellness. He said AIIMS should be a power house of biomedical research and a role model for others. AIIMS must rise to be one of the 10 best medical universities in the world by the year 2020.

MNS:- Mr. Olaf Scholz, First Mayor (Chief Minister) of Hamburg, Federal Republic of Germany called on the Minister of Shipping, Shri G.K.Vasan today in New Delhi.
During the meeting, the Minister recalled the long association with Germany in maritime sector and informed that an Agreement between India and the Federal Republic of Germany on Maritime Transport Relations was signed on 15 June, 1966 in New Delhi.
The Minister said that India values its strategic partnership with Germany and stands ready to broaden and deepen it in all its aspects. The Minister enquired about the strengths of Hamburg City in logistics and maritime industry sector. Possible areas of cooperation were discussed during the meeting. India would like to seek German expertise in areas in areas such as decongestion of ports; information technology for the movement of container traffic and maritime training.
The Minister recalled that the India participated at the Hamburg Port Festival 2012 held between 11-13 May, 2012, as partner country and featured a variety of activities dealing with Indian culture and provided visitors with information on the country`s culture, cuisine and ways to travel to India. Senior officials from the Directorate General of Light houses and Lightships, Inland Waterways Authority of India, Indian Ports Association, Shipping Corporation of India, Cochin Port, New Mangalore Port and Mumbai Port Trust also took part in the Festival to highlight the recent developments in the logistics sector in India.
