New Delhi, Oct 15 : The Additional Special Judge for CBI Cases, Chennai has convicted Shri G.S Subburaman, the then Chief Manager, Indian Bank, Mylapore branch, Chennai & B.Ramakrishna Prasad (private person) U/s 120-B r/w 420, 467, 471, 468 r/w.471 IPC and Sec. 13 (2) r/w 13(1)(d) of PC Act 1988 in a bank fraud case and sentenced them to undergo Rigorous Imprisonment for 2 years & 7 years respectively with a total fine of Rs. 1,56,10,000/-
CBI registered a case on 08.05.2000 against Shri G.S.Subburama, the then Chief Manager, Indian Bank, Mylapore, Chennai and Shri B.Ramakrishna Prasad, Managing Partner, M/s Vishnuvardhan Granites, Chennai & M/s Vishnuvardhan Granites represented by Shri Prasad, alleging that during the year 1991 -1993, the above said accused persons entered into criminal conspiracy to cheat Indian Bank, Mylapore Branch Chennai.
In pursuance of the said conspiracy, Shri B.Ramakrishna Prasad opened a current account in the name M/s Vishnuvardhan Granites with Indian Bank, Mylapore Branch and applied for Over Draft and Packing Credit facilities for export of Granites, offering about 1066.87 acres of land, which is situated at Andhra Pradesh, as equitable mortgage by floating the value of the said land at Rs.1.20 crores whereas the value of the said land was only Rs. 21.32 lakhs. In furtherance of said conspiracy, Shri G.S.Subburaman fraudulently processed the request of Shri Prasad and recommended, without verifying the genuineness of the documents and conducting any physical inspection of the place where the granite quarry project was to come, and got sanctioned the Over Draft and packing Credit facilities of Rs.31 lakhs. The entire proceeds were uitilized by Shri. B. Ramakrishna Prasad and the said amount was not re-paid to the Bank. As on 11.11.1999, Rs.142.73 lakhs was outstanding with cumulative interest and thus caused wrongful loss to the tune of Rs.142.73 lakhs to Indian Bank, Mylapore Branch, Chennai and corresponding wrongful gain to themselves.
After investigation, CBI filed a charge sheet against the said accused persons.
After trial, Additional Special Judge for CBI Cases, Chennai, convicted and sentenced the said accused persons.
Meanwhile the Central Bureau of Investigation has registered two separate cases against certain private companies, their directors and unknown public servants. The cases have been registered in connection with the allegations related to getting coal blocks allocated on the basis of misrepresentations and false claims in the applications, presentations and connivance/lack of due diligence on part of public servants.
Searches are being conducted today at 16 locations in 6 cities including Hyderabad, Secunderabad, Rourkela, Satna, Jaipur, Vishakhapatnam, Delhi among others.
A Preliminary Enquiry to examine the irregularities, if any, in the allocation of coal blocks during the period 2006-09 was registered on a reference from CVC, in June this year. Earlier CBI had registered 7 cases in this regard.

Congress President Gaikhangam who is also Home Minister has condoled the death of Md Allauddin Khan, former Minister. He said the state has lost a great leader. He is bereaved by his wife, four sons and two daughters.
Dr Th Meinya has also condoled his death. Born to Md. Nazir Ali on 1st April, 1959 he was born at Kiyamgei Muslim Awang Leikai and was married to Sufura Begum. He was a Journalist and was elected to 2002 – Elected to the 8th Manipur Legislative Assembly on INC Ticket and served as Minister RD & PR, MOBC. He was Re-elected to the 9th Manipur Legislative Assembly on INC Ticket in 2007 and served as Minister RD & PR, MOBC, Science & Technology.
He also served as Vice-President, AMSU and AMSCOC, Ex-Editor Fidam. His hobbies include Political Analysis & Swimming.
His lifeless body will be brought to Imphal from New Delhi tomorrow morning by an Air India flight. The last rites of the former minister will be held at his native village Kiyamgei Muslim Awang Leikai in Imphal East.
Prior to that a condolence meeting will be held at Congress Bhavan, Imphal in thios connect at 12 noon on Tuesday.

IMPHAL, Oct 15 NNN: Fear psychosis has gripped Tamenglong district headquarters for the last 2-3 days following the reported reinforcement of the NSCN-IM cadres on one hand and both the Zeliangrong United Front (ZUF) and NSCN -K cadres combined on the other, following multiple clashes between the two opposing groups on two occasions, September 26 and October 2 last.
Public are apprehensive of another showdown between the opposing groups which has become more and more imminent every passing day. Things have been highly charged after the NSCCN-IM and ZUF/NSCN-K combined clash at Matung village, about 10 Kms from the district headquarters of Tamenglong on September 26 last which again was followed by a shoot-out between the two ossposing groups on October 2 which killed a carpenter, Jaikanlung Gangmei (42), son of Namsong of ward number 3 at Tamenglong headquarters. This finally resulted in the strong resolution passed for the non-cooperation against the militants adopted by the people on October 4 in a public meeting. The victim, a father of three children was killed in the crossfire at the district headquarters while trying to see the safety and security of his children.
In response, police and Assam Rifles personnel were said to have conducted operation in the area to clear it of militants on October 2 last, however, now reinforcement from the oppsosing militant groups had greatly alarmed the public with each passing days.
It may be recalled that following the incidents, panic stricken rsidents of Tamenglong headquarters raised a alarm on October 8 last with educational institutions and offices not functioning properly and shops too downed their shutters. As rumours became rife, ZUF anf NSCN-K combined also warned the public to vacate a place called Piggery Farm so that the civilians were not put at risk. Residents responded by vacating their dwellings while concerned organisations in vehicles used loud-speakers, asking militants not to do anything that hurt the sentiments of the public.
In fact, following the incident, public went on a rampage on October 2, hunting down militants and their houses and further in response a public meeting on October 4 resolved not to pay ‘taxes’ to all the militant groups as non-cooperation with immediate effect and had told the NSCN-IM to pay Rs 50 lakhs as compensation based on the public’s decision laying the onus of the victim’s death as from its bullets, while the ZUF and NSCN-K combined were also told to pay a fine of Rs 40 lakhs to the victim’s family. The JAC formed in this connection also submitted a memorandum to the chief minister through the deputy commissioner on October 4 last to ‘see’ to it that no militants sneak into the headquarters.

IMPHAL, Oct 15 MNS NNN : An Improvised Explosive Device (IED) blast wounded an Assam Rifles jawan elsewhere between Khordak and Arong Nongmaikhong that falls under Mayang Imphal Police Station in Imphal West on Monday.
Negi Vohra, Naik Subedar of 33 Assam Rifles suffered wounds in the explosion that occurred in a place connecting Khordak and Arong Nongmaikhong around 1:10 pm, police sources said, adding he has been taken to Leimakhong Army unit military hospital for treatment.
The condition of the jawan was stated to be out of danger.
The roadside bomb believed to have been planted by unidentified militants was set off as the foot patrol party of the AR personnel crossed the area, injuring the Naik Subedar. The 33 Assam Rifles is stationed at Komlakhong in the district.
Meanwhile the People’s Liberation Army (PLA) today claimed responsibility for blasting the bomb . T. Leisemba, Secy. Publicity Revolutionary People’s Front said today is observed as NATIONAL BLACK DAY to protest annexation of Manpipur by India in 1949. The CorCom , an umbrella organization of seven organizations had called an 18 hour general strike today. The bomb was blasted as the troops defied the general strike and moved around on the roads it was stated. The 18-hour Manipur bandh call given by the militant organization CorCom evoked near total response Monday with normal life particularly in the four valley districts badly affected by the strike, but it ended peacefully.
CorCorm (Coordination Committee), a joint organization of seven major militant outfits including the banned United National Liberation Front (UNLF), the Revolutionary People’s Party (RPF/PLA), Kanglei Yaon Kanna Lup (KYKL), People’s Revolutionary Party of Kanleipak (PREPAK), PREPAK (PRO), United People’s Party of Kangleipak (UPPK) and Kangleipak Communist Party (KCP), observes October 15 as “Black Day” every year to protest against the Indian Government for what they say forced or coerced merger of Manipur into the Indian Union on October 15, 1949.
All the shops and markets in the four valley districts downed shutters. Passenger transport services including inter-district bus service were off the roads due to the bandh that began last midnight and continued till 6 pm.
Nonetheless, the flight service in the capital Imphal was not affected by the bandh. Normal flight service was operated as normal.
Both Government and private establishments remained closed for the day. All the schools and colleges of both private and Government were also shut down due to the general strike. However, a few two wheelers were seen moving on some roads.No untoward incident was reported during the course of the strike and it was by and large peaceful.

DIMAPUR, Oct 15 NNN: Amid the reports doing the round in New Delhi today that the government of India has secured a written commitment from the Isak-Muivah group of the NSCN that the latter outfit will accept the Indian Constitution, and also that the Naga group has also recognised the impracticality of redrawing state boundaries in the interest of peace in the Northeast, Nagaland chief minister Neiphiu Rio and 19 other Nagaland legislators have told Union Home minister Sushil Kumar Shinde this morning that they don’t want ‘election but solution’.
A well placed source from New Delhi informed this evening that the visiting 20-member delegation of the Nagaland MLAs under the banner of Joint Legislature Forum (JLF) had met the Union Home minister this morning and pressed to expedite the Naga peace talk. “We don’t want election but the settlement of Naga political issue,” the JLF team was quoted by the source as saying.
The 20-member delegation of Nagaland Joint Legislature Forum (JLF) is likely to meet BJP leader Sushma Swaraj tomorrow. However, it is still uncertain whether the Neiphiu Rio led team will be meeting the Prime Minister. Sources said since this is going to be the last leg of the JLF to New Delhi the former will seek appointment to meet Dr Manmohan Singh in the next few days time.
Meanwhile, a well placed source in New Delhi disclosed that the issue of Naga integration is no more in the picture in the much hyped would-be ‘Naga settlement’.
When queried on the report of The Indian Express in today’s edition that “the Centre has secured a written commitment from the separatist NSCN (IM) that it will accept the Indian Constitution. According to sources, the Naga group has also recognised the impracticality of redrawing state boundaries in the interest of peace in the Northeast”, NSCN-IM top leader V.S Atem who is the emissary to NSCN-IM general secretary Thuingaleng Muivah and the outfit’s chairman Isak Chisi Swu, stated that he would not comment anything at this juncture. “This is not the right time to give comments. I will dwell on the matter another day, please don’t mind, please, please,” was what V.S Atem had to say.
It can be noted here that the Naga Hoho delegation had camped in New Delhi from September 21 to 29 meeting several Central leaders and had come back to Nagaland saying, “We are optimistic of the early settlement.”
Some three months ago, the Joint Legislature Forum had visited the national capital and had told the Central leaders including the Prime Minister that they were ready to quit their posts and positions (resign enmasse) in order to pave way for the settlement of the vexed Naga political issue.
The JLF was floated few months ago by the 60 MLAs of the Nagaland legislative assembly cutting across party lines.
On October 9, chief minister of Nagaland Neiphiu Rio had said that it was hopeful that the government of India and the Naga outfits would take advantage of this opportunity to find an amicable settlement. “If this opportunity is missed, I don’t know whether such opportunity will come back to our people during our lifetime,” Neiphiu Rio was quoted as saying by a Dimapur based newspaper.
At the backdrop of this picture, Union home minister Sushil Kumar Shinde had commented that the settlement pertaining to Naga political issue would be brought about by March next year, the time before the next assembly election of Nagaland.
