Unwittingly strengthening Ibobi Intention defeated

It is definitely not intentional, but by imposing the economic blockade the United Naga Council (UNC) and the NSCN (IM) may be said to have unwittingly given a huge boost to the poll prospects of the Congress and Chief Minister O Ibobi.

The Centre should take due note of the seriousness of the matter. Perhaps this is the first time, after the ceasefire agreement was inked way back in 1999, that the NSCN (IM) has come out strongly against New Delhi and at the core of it all is the creation of seven new districts by the State Government, the decision of the Centre to send in additional troops to the State to ensure the free flow of goods laden trucks on the National Highways in the face of the ongoing economic blockade imposed by the United Naga Council (UNC) and the assent given by Governor Dr Najma Heptulla to the creation of the seven new districts.

Manipur is not new to the politics of blockade. If politics is considered a dirty calling by quite a large number of people, nothing can be dirtier and more dangerous than this brand of politics. Manipur has seen enough blockade to understand how dangerous it can be. The present economic blockade imposed by the United Naga Council is not an exception and the seeds of divide that this has spawned can be understood in the context of how this has given birth to what is called the counter blockade and how it has gone from targeting goods laden trucks on the National Highways to personal belongings of passengers, best exemplified by what happened on the Imphal-Ukhrul road at Khurai on December 18 and the destruction spree at Khumbong. Something which all those who stand against the idea of Manipur as a social and political entity may want and this is something which no one should forget. The politics that is being played out has now moved from the National Highways with the State Government and the Union Government seemingly at logger heads with one another, a point which is best exemplified by the strongly worded letter written by Union Home Minister Rajnath Singh to Chief Minister O Ibobi a few days back. Law and order is a State subject and it is the duty of the State Government to ensure that the basic amenities reach the people of Manipur, is the line that has been maintained by the Centre. The Union Home Minister topped this off with the claim that the Centre has made available enough Central forces to assist the local forces to keep NH-2 open.

More than apparent that the ongoing economic blockade imposed by the United Naga Council is more than just an economic blockade and it has veered dangerously close to a hostile confrontation between communities, this time between the Nagas and the Meiteis. And let it be very clear to all that any confrontation between communities will benefit those who are deadly against the existence of a socio-political reality called Manipur.

Switching side from BJP to Congress BJP on slippery ground

Civil society organisations taking the lead. And this is a welcome change from the venom spewing stance of some, which have spared no words in going hammer and tongs along communal lines. Central to all this is the indefinite economic blockade imposed by the United Naga Council since the midnight of October 31 and the counter blockade in the valley. No indication that the economic blockade will be rolled back anytime in the near future, but it is a welcome change to see some civil society organisations leading the way and organising joint meetings such as the all community meet on December 21. A positive indication that despite the venom being spewed all around and the overt and covert communal tones used by some elements which may come under different names, there are still some people who instil confidence in all with their sensible and mature approach to the issue at hand.

Spewing communal venom Need for all to keep sanity

These are trying times and not surprisingly there have emerged a number of civil society organisations spewing venom which have all the potential to pitch fork one community against the other.

Appeals falling on deaf ears From goods to people

There is no indication that the UNC will roll back the economic blockade anytime in the future soon. There is also nothing much to suggest that the counter blockade that has been imposed in different pockets of the valley will be rolled back anytime soon.

Manipur is in flames. Directly affected are the common people. Those responsible for the mess that one sees around are safely ensconced in their own homes and dictating terms to the people under the camouflage of doing something on behalf of the people they claim to represent. So while the high and mighty in the Government are snug and safe, surrounded by well armed security personnel, it is the common people who have been left to fend for themselves.

It looks much more than just a co-incidence. One day after the NSCN (IM) came out strongly against the decision of the State Government to create seven new districts, blockade supporters opened fire at goods laden vehicles at two places and injured a driver and the helper of another driver. Significant to note too that this was the first time that blockade supporters had used fire arms in attacking the goods laden vehicles.

UNC has delivered its point No point in prolonging blockade

Don’t know if the ongoing economic blockade will convince the State Government not to declare Sadar Hills and Jiribam as full fledged districts. What however is clear is that the blockade has sent prices of all essential commodities sky rocketing. So while petrol is being sold anywhere between Rs 200 and Rs 300 per litre in the black market, potato is being sold at above Rs 30 per kg. A kg of onion is now being sold at above Rs 60 per kg while a filled LPG cylinder is being sold at above Rs 2200 in the black. How about life saving drugs ? Or say anti-BP drugs and those on medicines to control diabetes ? As the Committee for Joint Naga Civil Societies, Delhi put it, the United Naga Council is not a criminal organisation. Everyone will agree with this observation, but then the present economic blockade it has imposed definitely borders on the criminal. This is a point which should be acknowledged by all. How else does one explain the extreme difficulties the common people are being forced to face ? There is no indication that the blockade will be rolled back any moment and this is what is worrying.

Blockade and counter blockade. Complements each other and herein lies the dangerous part. So while the official version of the blockade is the opposition against any design of the State Government to grant district status to Sadar Hills and Jiribam, the people from the valley area are not ready to buy this line and thus have enforced counter blockade at different points, which is clearly against the hill districts.

It was not a political statement. This is what makes the observation of Professor Amartya Sen on the decision of the Narendra Modi Government to demonetise the Rs 500 and Rs 1000 notes all that more interesting.

48 hours deadline set by the UNC to release its president Gaidon Kamei and information secretary Stephen Sangkhui. A Senapati Court on the other hand has remanded them to police custody for a period of 14 days. The coming days will be anything but uneventful. It is also interesting to see Chief Minister O Ibobi talking tough in asserting that due legal processes will be initiated against the arrested UNC leaders.
