Silhouetting ‘State’ is a paramount difficulty these days. We were taught in the schools and colleges that a ‘State’ (Country) must have a defined territory; it should have a population; it must be independent & sovereign and it ought to have a government, so on and so forth. We have another kind of ‘state’ which exists within a ‘State’. State with capital letter ‘S’ represents a Country (a nation); whereas the ‘state’ with a small letter ‘s’ stands for a smaller territorial entity somewhat autonomous within a ‘State’.

On the first (our) FIFA U17 match against America, at the entrance, a security chap asked me, “Which team are you supporting?” I said, ‘Manipur’; my daughter yelled and corrected me from behind ‘India, India’. The same security person told me to leave all my belongings at the entrance as I could carry only the mobile and wallet inside. He didn’t allow me to carry even the coins in my pocket. Perhaps the coin collection on the first day itself might have crossed many thousands (number of spectators 46 thousand).

A few years back our officers both civil and non-civil grumbled as they had to be on their toes almost every week for arranging facilities, feasts, festivities, ferries, forces, frisking, fund etc., for the VIP visitors. Today after 3 years they are quite used to the repetitive programmes, practice and procedure and now even in short notice they can make wonderful arrangements for any high-ranking visitor. It has become a routine affair to handle the visits of Central Ministers or Leaders. A system is now in place. Only a message and little bit of co-ordination is required, that’s all.

A few days back the Union minister of Women and Child Development, Manekaji suggested legalization of Ganja (marijuana) for medical purposes. She made her suggestion in a meeting of a group of ministers (GOM) on drugs demand reduction policy. The GOM was chaired by Rajnathji Union Home minister (wishing him a quick recuperation from fracture). If I remember correctly the NITI Aayog Member Bibek Debroy also made a similar proposal a few months ago. His argument was more on economics rather than medicinal.

Due to paucity of time in many of the cases the written tests were done away with and only the deserving candidates were called straightaway for viva voce. The screening for selection of deserving candidates was done on the basis of the class VIII score , Matric mark , PU/PUC percentage , Degree quality , MA performance etc. etc. Accordingly cut-offs were decided on the basis of convenient ratios (vacancies : candidates), many a times it was 5:1, sometimes 7:1, other-times 10:1 and rarely beyond that . In fact there was no uniformity of convenience.
