He added that the party is gaining in strength with each passing day even without having an elected representative in the State Assembly.

Judging by the public response towards the BJP till the day of the Hiyanglam bye-poll, it`™s apparent that our candidate will emerge victorious, Chaoba said.

All the villages in Hiyanglam have reached out to the party during the election campaign by giving it the maximum positive response, Chaoba added.

The Modi wave has reached many Indian states which is evident from the fact that the BJP has won the maximum number of seats in the Assembly elections in both Maharashtra and Haryana, the State BJP president points out.

He said Manipur like the other States will witness the Modi wave in the 2017 general assembly elections with the BJP claiming an absolute majority to form the government.

Now, the Congress has suffered heavy defeats in various States of India because people want change and development in their States and public response only shows that Modi is the only leader in India in whom they have reposed faith as the harbinger of change, he said.

Elections in both J&K and Jharkhand are just around the corner. In both these polls also, the BJP will emerge victorious and form the governments as people are fed up of seeing corrupt parties and leaders at the helm of their states.

IMPHAL, October 19: Chief Minister Okram Ibobi Singh today called upon the people to co-operate with the government and its law enforcing agencies to improve the State`™s law and order situation.

Addressing the 123rd Manipur Police Raising Day Parade ceremony at the 1st Manipur Rifle Parade Ground today, the Chief Minister said once the law and order situation improves, people from outside the State will come to invest and help in improving the financial condition of the State.

He continued as the State`™s law enforcing agencies have been giving full priority to protect the lives and properties of the people, the State government is also giving priority to their welfare.

He further appealed to the men in uniform to carry out their duties with dedication, sincerity and integrity.

At the same time, the police cannot maintain law and order without the support of the general public, he said before adding that they should maintain a good relation with the public.

The State Chief Minister said that during a recent conference at Shillong, it was acknowledged that Manipur had the highest number of tourists in the entire region, which could mean that the law and order situation in the State has improved.

Deputy Chief Minister Gaikhangam who is also the State Home minister said people should not consider the policemen as outsiders, but should understand that they are there only for the safety of the public.

The Home minister also lauded the State force for a commendable job in controlling the recent Ukhrul issue.

During the raising day celebration, 31 personnel including ranking officers and non-ranking personnel received the DGP Commendation Certificates on behalf of their officers/ men of their respective districts/ units. Several other ranking officers and non-ranking personnel also received the DGP Commedation Certificate/ Disc.

The Chief Minister also inspected a 17 contingent strong march past parade which was led by commanding officer 8th IRB (Cdo) Ningshen Vashum as parade commander.

Imphal, Oct 18: There is no disparity in the SK Oil allocation in the third quarter for October to December of 2014 especially for  four dealers of four hill districts, said M Yaiskul director CAF and PD in a press release.

According to the release, the department has received written complaints from people of four districts that they have not received their sufficient quantity of SK oil.

Regarding the complaint from the public of these districts, the State government has accordingly given allocation to some select dealers, who can be trusted, it claimed.

It said the allegations made on the daily papers are baseless and there is no disparity in the third quarter allocation.

It further clarified that the present allocation of kerosene could be reviewed according to the demand of the people, before adding that the department will maintain flexibility in the interest of the people.

The statement further clarified that the director pool reservation of 219 KL has been reserved for Municipal Council, college and University students, electronics and print media fraternity and retired SSB personnel etc., and above all the reservation will used according to emergency needs, it added.

IMPHAL, Oct 18: A 35 year old has been killed in a road mishap along the National Highway 37 at Nungdolan under Nungba Police station.

The deceased has been identified as one Thokchom Lenin Meitei, 35, son of Thokchom Mukundo Meitei of Kongba Kshetri Leikai.

Sources said that the incident took place around 2pm yesterday. The deceased was on his way to Imphal from Silchar in his car (Santro) when it slipped into a 500 feet deep gorge.

Police have registered a case in this connection, the body of the victim has been handed over to family after post mortem.

IMPHAL, October 18: A partly decompose body of a non local man was recovered yesterday from a canal along the inter village road connecting Tingri and Mapao under Sekmai police

IMPHAL, October 18: A partly decompose body of a non local man was recovered yesterday from a canal along the inter village road connecting Tingri and Mapao under Sekmai police station, Imphal West district.

Reports said that the body was found by locals around noon at 12.10 and informed the police.

A driving licence registered under the name of Ranjit Soren of Jharkhand was recovered from the body, sources said.

The man seems to be in his mid-30s and bore multiple injury marks.

The body has been deposited at the RIMS morgue and the police have registered a murder case.

He further said that under RTE right to survial, right to development, right to protection and right permission.

The organisation is a body which monitors implementation of the various Acts related to children in every nook and corner of the State.

Giving an overview of RTE 2009 by K Maharabi Singh said that RTE is a right for children of 6-14 years of age for free and compulsory elementary education.

The Act provides that free education should be given to all children without any form of screening, he said.

He said medical departments of medicine, gynecology, ENT, pediatric, dental and eye will be attending the camp and necessary medicines will also be provided free of cost.

He said six rooms of the Manipur Press Club will be made available for the free medical camp.

LAMKA, October 18: The Churachandpur District Joint Women Organisation has come down heavily on the concerned authority over its silence on an alleged rape incident of a minor girl from Lamka town.

Briefing the media today at its office in Venguam, chairperson Somi expressed concern over increasing crime against women, and more particularly against minors. She said that such incident was unheard in Lamka, but now it seems to be the order of the day.

In the briefing, she strongly questioned the response of the government and its police, who are still not able to arrest the culprit. According to her, the incident occurred on October 7. The minor girl was playing with her siblings, and she was apparently lured away by the culprit to a place near Khuga Dam.

She continued that the girl was later abandoned somewhere at Konpui village. Even after 10 days of the incident, the culprit is still at large with the police doing nothing, she alleged.

Speaking to media persons in a press meet at the Manipur Press Club, Majabung said he need to provide certain clarifications so as not to mislead and misinform the students of ATSUM and also the general public by the concocted statement of former president of the student body, Muan Tombing.

He said that the student leader without any resolution of its executive council, had sought a ticket from the Indian National Congress for the 16th Lok Sabha election which amounts to undemocratic functioning of the organisation.

He said following such conduct on the part of the executive head of the`™ organisation, he consider it most judicious to rest from the affairs of the assembly until the stabilisation of the misunderstanding reeling large within the organization.

He continued that he was threatened by a cadre of the NSCN (IM) most specifically around 7pm on May 15 directing him to restrain and withhold executing his obligations towards the organisation.

He said the NSCN (IM) cadre charged him of being associated with a valley based umbrella organisation CorCom.

The charge is completely unfounded he said before adding that it compelled him to lodge a criminal report with the concerned authorities.

Now there is an enquiry to identify the person concerned, he said.

Majabung further questioned the president`™s decision to dismiss him and how the speaker`™s post could be assign to the deputy speaker without giving him any opportunity of being heard as required.

He further sought clarifications from the president to apprise him as what provision of the organisation empowered the president to dismiss him.

He further called upon all civil organisations and student bodies to verify and resolve the ongoing internal differences and bring transparency and accountability to ATSUM.

The victim has been identified as one Thokchom Thaja Devi, daughter of Th Keshorejit Singh of Thinungei Awang Leikai ward no.5.

Sources said that the incident around 5pm today. The deceased was an occupant of an Hyundai I-20 car

bearing registration number AS-01-AN-413.

It said that it had a head on collision with a brand new Bajaj Pulsar motorcycle yet to acquire the registration number.

The rider of the Bajaj pulsar is identified to be Momoi Haokip of Sapermaina. He said to be in coma.

Soon after the accident, the girl was rushed to Bishnupur district hospital but declared brought death.

IMPHAL, October 17: Allegations of irregularities in allocation of SK oil with regards to four districts in third quarter, i.e from October to December 2014-15, have marred the Consumer Affairs, Food and Public Distribution (CAF&PD) Department.

According to highly reliable sources, the total allocation of SK Oil in the third quarter of the state as per the order of the Ministry of Petroleum Government India is said to be 6240 KL of which 2080 KL is monthly allocation. This allocation, it has turned out, is enough to avail four litres per card holders.

As per central norms, the beneficiaries (card holders) are to be provided with five litres however due to some technical snag the allocation was released for four litres per beneficiaries.

Subsequently, in the second quarter (July, August and September), a total of 396 KL SK Oil was deducted for MLA pool and the remaining was distributed for the entire district including 2 ADCs Kangpokpi and Jiribam as PRORATA basis.

Amidst this, in allocation for the third quarter a huge disparity was found in three districts and an ADC, including Ukrul, Senapati, ADC Kangpokpi and Tamenglong, when compared to the second quarter allocation.

As per the sources, this amounts to total negligence, adding that the reduced amount was distributed without giving any proper reason or clarification unlike the allocation of the second quarter allocation.

The sources said people are suspicious the loss suffered for the several allocations could be on account of the Minister keeping aside a huge percentage of the commodity for himself.

Disappointed with the irregularities, especially the third quarter allocation, MLAs concerned reportedly enquired with the additional secretary CAF&PD. It is now learnt that the latest allocation was released as per the advice of the concerned CAF&PD minister, M Okendro.

Speaking as the chief guest, Disability commissioner L Ibomcha Singh said attitudinal barriers that often lead to discrimination cannot be overcome simply through laws.

The best remedy is familiarity, getting people with and without disability to mingle as co-workers, associates and social acquaintance and eventually most of the attitudes will give way to comfort, respect and friendship, he added.

He also stated that laws assuring the participation of persons with disabilities in offices or organisations to develop society where each and every person should avail equal opportunities must be implemented.

Opportunities lost and non participation is not only a loss for the individual but also a loss for the society, he stressed.

Ibomcha Singh further asserted that society needed to understand why and how barriers must be removed to bring equality for all.

Delivering the keynote address, HDF general secretary Dr S Jasobanta Singh said a barrier free environment is one in which people can move around safely, independently and without restrictions.

Accentuating the importance of a barrier free society which can fulfil the needs of all the people equally, he said the necessity for a barrier free environment needs to be highlighted as it concerns not only persons with disabilities but all sections of the society to improve the situation.

The fourth edition of the journal `Matamgi Shingnaba` and a leaflet of the Barrier Free Campaign was also released by the chief guest and post metric scholarships for persons with disabilities for the academic year 2014-2015 was also handed out to the students.

Meanwhile, SSA state coordinator Joyrani spoke on `Accessibility in the educational institution`™ while rehabilitation psychologist at the office of the State commissioner for persons with disabilities, L Dhaneshwor Singh dwelt at length on `The role of society to promote barrier free environment as AMJWU vice-president Ratan Luwangcha spoke on `the role of media to promote barrier free environment` as resource persons.

IMPHAL, October 17: The steering down protest of the petroleum tankers who have been demanding separate dedicated CRPF escort today called off its agitation following an official order released by the Director General of Police (DGP) Manipur, in favour of the tankers.

It may be noted that the petroleum tankers stopped plying since October 10 in protest, under the aegis of the All Manipur Petroleum Transporters`™ Association (AMPTA) and All Manipur Petroleum Tankers Drivers`™ Union (AMPTDU).

Speaking to IFP, Bhupenchandra Ghosh, executive members transporters union, stated that the factors that have led to the demand included establishing of five more check posts within Nagaland and exorbitant taxes imposed by these check posts.

He also elaborated that the FCS trucks sanctioned to lift only 9 tonnes worth commodities however the trucks are made to ferry goods over 20 tonnes at a time.

This has prompted the check post to impose additional fine of Rs. 500. Taking the advantage, these check posts started imposing taxes on the petroleum tankers, he said.

`Our main demands was reduction of the number of check posts and allotment of separate escorts`, continued Bhupenchandra.

He recalled that on September 1, 2014 representatives of AMPTA and AMPTDU, met with the Chief Minister, Okram Ibobi. The meeting was also attended by Minister of CAF&PD and DGP wherein the transporters reportedly served an ultimatum apprising of their collective plight.

Similar meeting was also held on September 19 afternoon, at the CAF&PD Minister`™s chamber. The same day, the transporter also met with the DGP, he said.

Despite repeated appraisal the Government remained indifferent following which it launch `steering down` protest, he added.

On October 13 another reminder was sent by the transporters. Moreover, endorsing the demands the same day, a senior depot manager of IOC, wrote to the CAF&P Minister, Chief Secretary and DGP to provide dedicated escort for the petroleum tankers.

IMPHAL, Oct, 17: The District Consumer Disputes Redressal Forum, of Imphal District has admitted a case filed against Dr N Saratkumar Singh, professor & Head of Nephrology of Regional Institute of Medical Science, RIMS.

The case has been filed against Dr Saratkumar, for allegedly defying the guidelines provided by National AIDS Control Organisation, regarding obtaining informed consent of the patient prior to HIV test.

Thangjam Sanjoo of Uripok Tourangbam Leikai had complained to the consumer forum that his wife was sent for HIV testing without prior consent and counselling, when he along with his wife went to consult Dr Saratkumar on September 28.

Sanjoo has sought Rs 20 lakhs as compensation from the said doctor.

President of the District Consumer Dispute Redressal Forum, Naorem Dwijamani, along with other members have admitted the case on October 14, and further proceeding has been scheduled on November 6.

Speaking as the resource person on day first, Ngathingshim Lunghar, MCS elaborated upon the topic `Redefining the idea of schooling `. He observed that there is a need for all concerned to recognize the varied backgrounds of school children and deal with them accordingly at learning places.

Further noting that students need to be motivated to inculcate in them a sense of responsibility in attending classes, he suggested that they should be made to understand their own targets to begin with and their desire to come to schools would follow automatically.

Imphal, October 17: A total 94.92 percent of the electorate cast their votes at the Hiyanglam bye-poll which concluded peacefully today.

Despite reports of some minor skirmishes in a few polling stations, the bye-election went without any cases of violent incidents.

Polling began at 7 am and continued till 4 pm but the polling duration was extended in 38/13 Lamjao Girl`™s LP School, the polling station with the maximum number of voters, as a result of the sloppiness of polling personnel and the large number of voters.

In all the 34 polling stations, people turned out in large numbers and waited in long queues to cast their ballots.

Polling station number 38/13 Lamjao Girl`™s LP School with a total number of 1150 voters, making it the the biggest in Hiyanglam, registered a turnout of a total 96.26 percent.

Despite having more female voters, the polling station witnessed a higher male voter turnout as 96.63 percent of the 564 male voters cast their ballot as compared to the 95.90 percent turnout witnessed among the 586 female voters.

However, 38/32 Arong Nongmaikhong P/S at 97.09 percent witnessed the highest voter turnout. The polling station which recorded the lowest turnout was 38/24 Thongjao Primary School at 92.37 percent.

An analysis of the male-female ratio has revealed that men turned out in greater numbers only in seven polling stations, while 27 polling stations witnessed a higher female turnout, as per the statistics released today by the returning officer of 38-Hiyanglam AC. The polling stations that recorded more male voters than female voters were 38/1 Sekmaijing P/S( East Wing), 38/2 Sekmaijing P/S (West Wing), 38/5 Hiyanglam Ibotombi P/S, 38/6 Hiyanglam Makha P/S, 38/13 Lamjao Girl`™s LP School, 38/21 Lamjao Tejpur LP School and 38/31 Arong Junior High School.

The final tally for male voters stood at 93.73 percent whereas for the female voters it stood at 96.05 percent as per the statistics released this evening by the RO of Hiyanglam AC.

Polling station number 38/34 Thounaojam Primary School (South Wing) with only an electorate of 411 voters, the smallest in the constituency, witnessed a turnout of 93.67 percent.

The State police and BSF personnel deployed for the bye-poll provided tight security in all the polling stations preventing any untoward incidents during the polling hours.

In some of the polling stations with less number of voters, polling ended as early as 3 pm. Overall, the poll percentage in all polling stations during 7 am to 1 pm was high as per the records of the presiding officers of the polling stations.

All the candidates rushed to the largest polling station as polling continued even after 4pm at 38/13 Lamjao Girl`™s LP School. Talking to media persons at the sidelines, BJP candidate M Dhanabir exuded confidence of winning the bye-poll.

It is good that polling has concluded peacefully but polling at the largest polling station is going at a snail`™s pace in comparison to other polling stations. In an e-mailed statement, the forum has said the attack on T Michael Lamjathang Haokip in Bangalore is not an isolated incident.

`Such racist attacks have been on the rise and it shows the continued ignorance shown by the State administration towards the community coming from the north eastern part of the country.`

The police administration has largely been unresponsive towards the concerns of northeastern community, it claimed before adding that two young men from Nagaland were brutally assaulted using cricket bats today. NEFIS demands the immediate arrest of the assailant. If our demand is not heard immediately we will wage a nation-wide protest, it said.

Cleaning demonstrations mark Global Hand-washing Day observations

BISHNUPUR, October 16: The World Hand-washing Day was observed today at the Bishnupur Public School.

The day was organised as part of the Swachh Bharat Mission by the District Water and Sanitation Committee Bishnupur District and Social Educational Health and Cultural Development Organisation (SEHCDO) Bishnupur.

It was attended by executive engineer, PHED Bishnupur and member secretary, DWSC sub-division, O Meino as chief guest, AE Moirang Sub-Division, L Gokulchandra as president and retired CMO, Bishnupur, Dr. Kh Modhumangol, SO PHE Bishnupur, S Deben, assistant engineer, K

Bishwarjit and assistant engineer Alexander as guests of honour.

Dr Modhumangol said that food items distributed during functions are given out by dirty hands which is not safe and becomes a factor of spreading communicable diseases such as water borne diseases.

People need to be aware and reform this practice, he said.

Meino also said that sanitary latrine is very necessary as open reservoir latrine used till a few years back can cause diseases, especially during the rainy season when the impurities from the latrine such as waste products or germs come in contact with water which will become contaminated.

Demonstration of complete hand wash was also shown a part of the programme.

The day was also held at Phubala High School organised by the same organisers. Students of the school and members of the organisation participated in the programme.

Meanwhile, the National Sanitation Campaign was also held at Keipha Keithel Thamnapokpi by the Village Water and Sanitation Committee Thamnapokpi today.

CHANDEL: The District Water & Sanitation Committee, Chandel District in association with the All Private Schools Welfare Association, Chandel also observed the World Hand-washing Day as part of the National Sanitation Campaign under Swachh Bharat Mission at different schools located in the district today.

During the observation, students were given awareness on the importance of hand washing and the eight steps of proper hand-wash was demonstrated to the 9942 students of 21 schools located in the district of which 10 schools were from Tengnoupal Assembly Constituency and 11 schools from Chandel Assembly Constituency.

Speaking on the sideline of the observation, Jameson Bungdon, district coordinator who is also a section officer, Chandel PHE Division said that the government of India took up the National Sanitation Campaign under Swachh Bharat Mission in accordance with the vision of Mahatma Gandhiji`™s `Developed, Neat and a Clean Country` and the World Hand Wash Day was observed as a part of the National Sanitation Campaign for proving mass awareness of cleanliness, said Jameson.

The district coordinator further said that the easiest and most important steps of maintaining cleanliness is to wash hands properly as people use the same hands in doing different activities in daily life.

So, it becomes the most efficient carrier of germ which causes different ailments to the health, he said.

More than 3000 peoples die every day due to drinking unsafe water and eating without properly washing their hands, therefore, it is very important to know that washing hands in proper ways can prevent diseases, said the district coordinator.

Moreover, essay writing competition on the topic of `Safe water and improved sanitation in school` was organised at the St Joseph`™s Higher Secondary School, Kuraopokpi and a painting competition at Oriental Academy, Japhou in connection with the observation.

Later on, a street play was also staged at Japhou Market shed in Chandel District Headquarters by the Nokphade Theater Artistes to create awareness about safe drinking water and Sanitation.

UKHRUL, October 16: As part of the world-wide observance, Ukhrul district came up with a way to promote cleanliness and hygiene with health expert and concerned department giving basic demonstrations of cleaning hands in connection with the observance of the Global Hand-washing Day 2014 held at Ukhrul Higher Secondary School, Wino bazaar on Thursday.

Held under the theme, `Clean Hands Save Lives`™ the program was organized by the Ukhrul District Working Journalists Association (UDWJA) and sponsored by PHED Ukhrul division. The function was graced by Ukhrul DC Hrisheekesh Modak as chief guest, while Dr Manik Shaiza, MO Jessami took part as health expert of the day.

Speaking at the occasion, DC Modak called upon the participants especially students to take advantage of the day`™s observance and reorient themselves to healthier lifestyle by making regular handwashing a habit.

Dr Shaiza while asserting that keeping our hands clean does not cost people anything, has said that inculcating the very habit could prevent upto 50 per cent of diseases even without visiting doctors.

Elaborating on the theme, he said the message is loud and clear enough for everyone to understand that regular and frequent washing of hands could actually save millions of lives which are annually lost globally due to various bacteria-born diseases. He also demonstrated to the participants how the basic ways of washing hands using soap should be done.

Meanwhile, EE, Ukhrul PHED A Nikunja Sigh provided a simple and effective demonstration of handwashing to explain the importance of frequent handwashing to ward off myriad diseases. Soaps were also distributed to all participants numbering over 300 during the program.

Sr lecturer UHSS Mercy Keishing in her exhortation speech lauded the initiative in promoting cleanliness in the district while vote of thanks was toasted by UDWJA president Sothing Shimray.
