Leader Writer: Hrishikesh Angomcha
Considering the limited number of postgraduate seats offered by Manipur University in its own campus, the state government should initiate the task of opening up postgraduate courses in the colleges. As of now, DM College of Science is the only government college to have opened up PG courses. Thousands of students graduate every year from various colleges, but then only few hundreds of them could pursue postgraduate studies in the state. The limited number of seats in Manipur University is a big challenge to the students. No doubt, the level of competition is high as thousands of students vie for admission to few hundreds seats for postgraduate courses.

The state education department should chalk out ways and means to offer higher education to maximum number of students. The only way to offer postgraduate studies to more number of students is to open up various PG courses in the colleges of the state. However, it is not an easy task for the state government to do all at once. The government should at least consider opening up PG courses in colleges like DM College of Arts, DM College of Commerce, GP Women’s College and Imphal College where enrolment of students is relatively high. With such arrangement many students will be able to pursue postgraduate courses in the colleges other than in Manipur University.

Even the regional campuses of IGNOU and IGNTU could not accommodate many students. The number of seats for PG courses in various colleges and universities of the state should be increased to accommodate the growing number of students graduated every year. Moreover, not many students could afford to study in other universities outside the state. So, the government should consider opening up PG courses in the colleges as soon as possible.

According to the preliminary census report of 2011, the literacy rate of the state stands at a staggering 74 percent which is even higher than the country’s overall literacy rate. However, this high percentage of literacy rate could not contribute much to the human resource development of the state. The education department should enhance human resource of the state by focusing more on quality rather than quantity of education. Like the elementary education the government should try to ensure higher education to each and everyone so that every person would be able to contribute significantly to enhance human resource of the state.

Besides PG courses various job-oriented courses must also be introduced in the colleges. The students would benefit a lot if such courses are opened up in the colleges. The outflow of students from the state would eventually come down if the education department works in the real interest of the students. The state government needs to put more emphasis on higher education sector as there has been laxity on the development of colleges for the last many years. The students must be encouraged to pursue higher studies by providing better facilities and conducive academic atmosphere.

Therefore, the state government should try to develop the infrastructures of the colleges as early as possible to impart quality education to the students. PG courses must be opened up in the colleges soon to boost human resource development of the state. The authorities of Manipur University should also consider increasing number of seats to various PG courses. Thrust to higher education sector will expedite the progress and development of the state. After all the students are the future pillars of the society.

A press release by MPP Youth Front secretary Y Langamba has stated that the public has suffered from the imposed economic blockade. The prices of essential commodities have sky rocketed whereas there seems to be stockpiling of edible items and other PDS material. It can be clearly stated that this is a lack of responsible governance of the SPF.

To condemn the attitude of the government, MPP will organize a sit in protest at the office of the party located at Polo Ground on September 22, it said.

IMPHAL, Sept 21: Consumers’ Club Manipur has lambasted the state government for abnormal price hike of essential commodities in the aftermath of economic blockade imposed on the national highways. A release of CCM stated that the government fails to tackle the issue and as a result of such negligence the people of the state are suffering extremely. The price list framed by the state government is also without the approval of the consumers’ club.

The Consumers’ Club further appealed to the people to take cash memo and receipts while purchasing the essential commodities.

BANGALORE, September 22 (agencies): India`s youngest-ever captain Mansur Ali Khan Pataudi lost his battle with a lung infection and passed away at a Delhi hospital today evening. Pataudi, who captained India in 40 of his 46 Tests is survived by his wife, yesteryear acting superstar Sharmila Tagore and three children, including film stars Saif and Soha Ali Khan.

“His condition has deteriorated since Wednesday and he is unable to maintain his oxygen level in spite of maximum treatment. He continues to remain in the ICU (intensive care unit),” news agency IANS quoted Neeraj Jain, senior consultant and chairman of pulmonolgy (chest medicine) at Sir Gangaram Hospital in central Delhi, as saying earlier today.

The 70-year-old Pataudi was admitted to the hospital in August with acute lung infection. The condition does not allow normal passage of oxygen to both the lungs. The patient breathes out more carbon dioxide during infection.

“This disease….had been static since the last three months. It worsened very acutely over the last four weeks,” Jain told IANS adding a possible lung transplant was discussed.”

“The possibility of lung transplant was discussed very early as soon as his condition worsened. But he was not a suitable candidate for it,” he added.

Pataudi, who became India captain at the age of 21, only a few months after losing the sight in his right eye following an accident, scored 2793 runs including six centuries in 46 Tests at an average of 34.91. And, it was under his leadership that India won their first overseas Test against New Zealand in 1967.

IMPHAL, April 3: State government has recently instructed all departments to furnish the information related with financial and  physical progress for annual Plan, 2010-11 including flow of fund and achievement for hill areas.
In this regard an official order has been issued by the Dr. Sajjad Hassan, Special Secretary/Planning on March 31 last in which is has been officially mentioned that, the financial year, 2010-11 closes on March 31, 2011. Most of the plan departments have by now assessed the progress of their physical and financial achievement is this connection and it further directed all the departments  to report the financial and physical progress under Annual Plan, 2010-11 to Planning department latest by April 25 this month.
The official order also mentioned that, the information is required so as to enable the Planning department to assess the overall progress of achievement for all plan schemes implemented by various line departments and also flow of fund to hill areas along with physical achievement under Annual Plan 2010-11 for onward submission of Planning Commission and Hill Areas Committee (HAC).
The official order also mentioned that as stipulated by the Planning Commission, all departments are requested to ensure flow of plan funds to the tribal inhabited hill areas at least in proportion to the population of STs & SCs in the state. Further, as per the Presidential order of 1972 issued under Article 371-C of the Constitution, the state government is required to report quarterly to HAC indicating progress of implementation of plan schemes in the hill areas/districts. This has been emphasized in the meeting of the Hill Areas Committee, Manipur Legislative Assembly held on February, 28 this year and therefore, all head of departments were directed to furnish the information in the enclosed formats as advised and submit to Planning Department latest by April 25 this month positively for onward submission to Planning Commission and Hill Areas Committee,the official order added.

AAPSU president Takam Tatung in a communiqué today urged NPF to refrain from dividing people of Arunachal on communal line.
“The move of NPF to form its party unit in Arunachal is unacceptable to the people of Arunachal,” he said. Questioning the motive behind the move, Tatung said, “NPF is planning to start its state unit claiming that Nagas live in Tirap and Changlang districts.” But as per our knowledge, all the tribes living in these two districts are Arunachalee tribals and have nothing to do with Nagas of Nagaland or Manipur.

IMPHAL, April 9: A Base Transciever System (BTS) tower of the Airtel mobile service provider located at the northern side of the Langol game village has been set ablaze by some unknown miscreants last night at around 8 pm.

During the arson all the PIU equipment has been burnt completely beyond redemption.

According to Ningthoujam Rabi, 30, s/o N. Rupachandra of Langol game village, care taker of the tower, some unknown youths came to the place last night and burnt the equipments of the towers without any warning.

However he aded that another BTS tower of Aircel adjacent to the burnt BTS tower of Airtel was left unscathed by the miscreants.

In the meantime, the All Manipur Airtel workers`™ Union, has decided to switch off all BTS towers in the state from tomorrow following stern threat from an organization which will breakdown al1 mobile services of Airtel.

The decision of the union to switch off all BTS towers of the service provider will lead to the closure of all Airtel network in the state till a amiable solution is brought.

IMPHAL, April 11: The Manipuri Students’ Federation (MSF) seized textbooks from St. Savio English School Khurai, affiliated to the Board of Secondary Education Manipur (BOSEM) that is not prescribed by the BOSEM.
Briefing media persons in this regards during a press conference held today at the MSF office, the president of the student’s body Laishram Ibomcha disclosed that the MSF conducted a surprise inspection in schools in the wake of the warning issued by All Private School Welfare Association to ensure availability of textsbooks of BOSEM by April 18 failing which they would be compelled to use books not prescribed by BOSEM.
The textbooks seized from St. Savio published by Mcmillan Publishing Company, said Ibomcha.The MSF asked the principal of the school who also happens to be the founder of All Manipur Private Welfare Association to surrender before the MSF.

IMPHAL, April 16: The Kuki Chiefs’ Association, Chandel district has vehemently condemned the proposed Manipur (Village Authority in the Hills Areas) Amendment Act, 2011.
A statement released by the secretary information and publicity of the association, Thangjalet Mate, said that an emergency meeting was held on April 15 which has unanimously condemned the act.
According to the release the chiefs are wonder struck at the malicious proposal to dominate and control over the tribal and their lands in Manipur which contravenes with the policy of the central government of decentralization and to safeguard the rights and privileges of the tribals, before adding that the tribal who were against the Manipur Hills Village Authority Act, 1956 can never accept the New Act under any circumstances. It said that the meet also resolved to launch a series of awareness campaign and consultation in this matter and will opposed the Act which aims to uproot the indigenous people from its own land inherited by our forefather since ages and protect the land with all our might.

IMPHAL, April 17: The Thangjing festival was celebrated with traditional zeal and thousands of pilgrims from all over the Manipur valley participated in the annual event. A statement issued by the PIB Defence Wing said that the organisers of the event expressed their deepest gratitude to 16 Maratha Light Infantry of Red Shield Division for the assistance provided in the smooth conduct of the festival from April 16 to April 17. It said the unit apart from providing the environmental security also ensured other basic facilities like Medical Aid post, drinking water and refreshments were provided by the army for the pilgrims at the base of Thangjing. This was welcomed by all participants, specially the elderly people and women who had embarked on this tough religious journey, it said.More than four thousand pilgrims attended the festival in spite of the rough terrain and inclement weather condition. The event passed off peacefully due to the proactive steps taken by the Joint Action Committee comprising of local Kuki and Meitei leaders which was set up on the recommendations of the army, said the statement.
