The Nupi Lan of 1939 and the Meira Paibi movement against state terrorism since 1980, in which women have played a leading role, are crucial components of an overall anti-colonial struggle says Malem Ningthouja.
The anti-colonial struggle in Manipur that began with the British invasion in 1881 and continues till today has passed through several historical phases and has varied expressions. Before I go deeper into describing the Nupi Lan, I would like to point out however painfully that the Nupi Lan of 1939 and the Meira Paibee movement (against state terrorism) since 1980, in which women have played or continue to play leading role, are crucial components of an overall anti-colonial struggle. Both the events constitute different moments of a continuous trend of anti-colonial struggle under the objective conditions of national subjugation that began with the British rule and was continued by the Government of India. Celebrating the victory of Nupi Lan, therefore, must not overshadow the ongoing movement for democratic revolution.

The outbreak
Historically the Nupi Lan had its immediate cause in the artificial famine of 1939 caused by the profiteering activities of the Mayang (Indian) traders who exported rice to colonial garrisons outside Manipur. When the ban on the export of rice was lifted in 1939 to the great advantage of the Mayangs, the price of paddy soared up, thus seriously affecting the local petty traders, mostly women, and the poor consumers as well. The atmosphere of agitation was looming with the women traders ready to take a course of action against the inflation and the starving stomachs.

On 12 December 1939 hundreds of women who were demanding an end to the free trade on rice besieged the president of the Manipur Durbar and the officials who came to the rescue of the president. In the scuffle that broke out between the women and the Assam Rifles, twenty-one women and one Indian officer and seven other ranks of the Assam Rifles were injured. In the following months, women targeted the rice-mills owned by the Mayangs, which, “with a daily turn over of 11,200 mounds of rice, absorb the entire paddy available in the state (and)… threw out of employment the bulk of the people who lived by husking”. Women boycotted the main bazaar, i.e., the hub of hoarding and profiteering that was under colonial protection, and protest meetings were held in the Police Bazar. They formed vanguards, intercepted rice carters carrying paddy for sale to the Mayang and at times threw cartloads of rice into the gutter. In January 1940 alone they held up about 150 rice-loaded carts.

In the course of the struggle, lasting several months, women besieged state thana and fought several pitched battles with the security personnel. In one of the pitched battles fought on 14 January, forty women agitators and some men were injured. Women organized against tax gathering, and the leaders advised the agitators to arm themselves with tem (a long wooden appliance used for weaving cloth) and wear two phaneks (sarong type of cloth worn by the women of Manipur) while confronting tax-collectors. In short, there was a qualitative shift of the movement towards popular struggle for a responsible government. The movement, however, subsided as a result of the approach of the Second World War in Manipur in the early 1940s.

The target
The primary targets of Nupi Lan were the agents of exploitation and the visual manifestations that have symbolized the colonial sovereignty, e.g., the Mayangs and the Mayang owned mills. In fact, the Mayangs infiltrated into Manipur under colonial protection and by 1939 they enjoyed absolute monopoly rights in: cotton, tea-seed, bees-wax and agar, elephant tusk, deer horn and orchid trades; silk manufacturing, mulberry plantation or silk farming, timber felling and vehicular traffic; plantation in rubber, jade and chalmugra seed, orchid mahals (reserved area) and so on. On the eve of the Nupi Lan they were carrying out unrestrained trading to the great disadvantage of the local consumers.

Economic oppression under Indian traders had been resented as early as the Bazar Boycott (1920). An application that was addressed to the Manipur State Durbar, dated 28 September 1920 reads, “…that your humble petitioners are extremely aggrieved at the hard lot of the cart owners who owe money to the Marwari (businessmen). They are compelled to carry the goods of (Mayang businessmen) at a lower rate of annas /8/ or /12/ or even Rs 1 per maund than the ordinary market rate of hire, as they are not allowed to look to any means for their gains. Over and above this, they owe to (Mayang businessmen) according to the system of compound interest and to carry a few maunds in excess in every cart gratis. Moreover, there are the occasional insertions of fake and real accounts against their name (in the registration book) for taking some necessaries of the cart.

They even take interest on the value of the articles after turning them into capital. Thus after the end of the year when all accounts are settled and the interests are charged into capital, in spite of their hard labour throughout the year to clear the debt by occasional payment of the little savings of the wages they find to their great astonishment that about the same or even greater capital than that of the last year. Then they are compelled to write another bond (in the registration book) for the coming year. This gradually increases year by year till it is beyond their power of clearing it…”

While the administration and the economy were in the grip of the Mayang agents and traders, Manipur was garrisoned from time to time by hordes of Mayang armies such as the Assam Rifles, Gurkha Rifles, Bombay Pioneers, and Burma Military Police. Under the prevailing circumstances, the Mayangs were being looked upon with contempt as the agents of colonialism, the cause of administrative manipulation, cultural exploitation, economic drainage and underdevelopment. They, obviously, became the prime targets of attack during the Nupi Lan.

Conclusion
Nupi Lan was a crucial part of a series of organized anti-colonial struggles such as the First Women War (1904), Anti-Pothang Movement and Anti-Water Tax Agitation (1910s), the Thadou- Kuki Resistance (1917), Bazar Boycott (1920), and the Zeliarong Movement under the leadership of Jadonang (1920s). However, it took the movement to a qualitatively new level, as it not only targeted the colonial free trade on rice and the Mayang control of the economy but also paved the way to the movement for establishing a responsible government in Manipur.

?The valiant role that women played in it has left a historical legacy while inspiring thousands of women to play an active role in the ongoing Meira Paibi movement. On 15 July 2004 a dozen Manipuri mothers stripped in front of the Assam Rifles headquarters at Kangla demanding an end to state terrorism in Manipur. In other words, the Nupi Lan of 1939 is an event of the past, yet the objective conditions under which women waged the struggle remain more or less unchanged till today. If neo-colonialism has to be continuously superimposed upon Manipur, history will be an eyewitness to a series of Nupi Lans in the years to come.

On 10th December, the world observes the International Human Rights Day and talks about protection and promotion of human rights. But here, in New Delhi, on the eve of Human Rights Day, a human chain was formed to showcase the plight of Irom Sharmila and the human rights violation caused by heavy militarization and the draconian act of Armed Forces Special Power Act or AFSPA.

On the eve of Human Rights Day, volunteers of Save Sharmila Solidarity Campaign(SSSC), a nation-wide struggle to protest against the neglect and suppression of Irom Sharmila, a Manipuri human rights activist who has been on a hunger strike against AFSPA in Manipur for 12 years now, organized a human chain to at India Gate at 5 PM. SSSC appeals to the Government to open talks with her. For over a year, SSSC has been organizing public demonstrations, candle-light vigils, signature campaigns, caravans and awareness programmes in colleges across the nation and beyond.

The motive of the human chain was established by the organizers. Ravi Nitesh, one of the organizers, remarked that it is “a way to spread the word among the citizens about a fellow citizen. Irom Sharmila has been struggling for 12 years to argue for rights which are given to everyone else in the country”.

To this, Mohammad Tanveer added that, “She is not just a citizen but a truth democrat. Her ongoing struggle shows her faith in the democratic institutions of the country. But the Government has chosen to neglect her non-violent and democratic voice. We ask why?”

Shaheen Muhammad, another organizer, argued that, “When the Government can talk to naxals and terrorists. Why can’t they talk to someone who has been on a non-violent struggle for rights of people? It is shocking that in these 12 years, the Government has not sent even one delegation to meet her.

Pankaj Pathak stated that, “On human rights day, this human chain symbolizes another blot on the World’s largest democracy. We support Irom and her struggle as we believe that every citizen of this country deserves the same rights and privileges.”

Another volunteer, Shekhar Jain, argued that, “For over a year, we have been organizing activities to spread the word about her struggle and we have hardly come across a person who has been unsympathetic towards her struggle and her people. So the logic of the Government that people are unsympathetic and insensitive towards North-east states is quite a myth.”

Even here, when the human chain was formed, many from the crowds joined them. The volunteers had also distributed pamphlets with basic information on her and her struggle.

One of those who joined the chain remarked, “I was shocked to hear about her. This is unimaginable. How can someone be on a hunger-strike for 12 years? This Government is insensitive and discriminatory.”

“It is true that we have always been so ignorant about the North-East but this does not mean that we are insensitive. This is really shocking that such a thing is happening in our own country. Why do we blame other countries for human rights discrimination then?” added another.

A college student commented, “Is this the reality of a diverse nation? We are one and we must enjoy equal rights”.

The Human chain turned out to be another mechanism to gather support for Irom Sharmila and give her the hope that she is not alone in her struggle.

Statement of the
Campaign for Peace & Democracy (Manipur)
On the occasion of the
International Human Rights Day 2012

Dear Friends,

The world that we live in is not free from subjugation, exploitation and oppression. The responses are alarming! This year alone we have witnessed millions of people on the streets all across the world; some demanding civil and political rights and others demanding economic, social and cultural rights. The European and American capitalist States that had feigned welfare model states and peaceful capitalist order have been targeted by millions of workers and progressive forces. The targets were against worsening economic crisis, austerity policy, suppression of rights, and imperialist occupation in the Middle-east, Latin America, Asia, etc. Progressive assertions are gaining momentum in China, Philippines, Indonesia, Afghanistan, Pakistan, Sri-Lanka, Nepal, etc.

In the Indian sub-continent not a single day is passed without some forms of resistances and demands to defend democratic rights. The resistances and demands ranges from: Maruti workers’ movement and communist movement to the national liberation movement in the north-east and Kashmir; struggle of the adivasi peoples against capitalist intrusion on their land; workers’ assertion for right to work and higher pay; protest against rights violation; movements for right to education; protest against state orchestrated communal riots, patriarchal and feudal reactions, etc. The context of these resistances and demands is the economic crisis and social unrest inherent in the capitalist path adopted by the Indian ruling class. The path is structured along with promotion of semi-feudal reactions and communal forces to work on social divisions on the one hand and on the other hand increasing reliance on State terrorism to continue with suppression of rights. Hence, the varied responses; each playing a role in the overall phenomenon of assertion of democratic rights!

In the context of Manipur (Northeast India), taking into account the affidavit of the thousands of fake encounters perpetrated by the government troops the Supreme Court had recently asked “are we in a state of war” in Manipur. The reality is that the Indian State’s war on the people has been ongoing to control the territory and market, corporatize resources, exploit labour and strengthen the stockpile for capitalist expansion towards the Southeast Asian countries. The war has been carried out by a collusion of military and paramilitary forces, police and State sponsored militant organizations that perpetrated communal or sectarian assaults. People’s assertion for democratic rights and rights activist had been suppressed under suppressive legislations such as the Armed Forces Special Powers Act (1958), Unlawful Activities Prevention Act, National Security Act (1980) and Prevention of Seditious Meetings Act (1911). Deceptive jargons such as ‘national security’, ‘law & order problem’, ‘war on terror’ and ‘development’ had been widely articulated to cover up suppression and exploitation.

Extrajudicial killing of people for democratic assertion and ideological dissent has been frequent. Justice is denied to several victims and their families. Hundreds of activists are languishing in jails in the most inhuman manner. Most of them do not enjoy the legal status of political prisoners. Witch hunting of rights activists is rampant. Those who have raised protest to the destruction of agricultural land, environment, fossil fuels, and forced displacement to construct airport, dams, office building, and military camps to serve the interest of the corporates are brutally targeted. The India State’s commitment to the Indian Protection of Human Rights Act, 1993, constitutional fundamental rights, and other international standards such as the International Declaration of Human Rights 1948, Geneva Conventions 1949, International Covenant on Civil and Political Rights 1966, International Covenant of Economic, Social and Cultural Rights 1966, etc remains unfulfilled. There has been reign of terror in the name of national security.

We are also aware of the manifold assertions and demands by various sections of the population. There is peasants’ demand for agricultural land, incentives and facilities; unemployed youths demanding jobs; ad-hoc employees demanding regularization of job; government employees demanding regular monthly salary; private sector employees demanding pay high and decrease workload; peoples demanding improvement of roads, regular electric supply, other facilities; women street vendors demanding permanent allotment of plots; children yearning for free education and against child labour; minority communities demanding recognition of identity and resource control; homosexuals demanding against social discrimination; women demanding empowerment, protesting sexual harassment and domestic violence; demand for compensation against forced displacement and human rights violation; demand to control corruption; medical patients demanding for necessary attention, and so on and so forth. Each of these demands is legitimate from the perspective of the respective sector. But these demands, to achieve respective immediate goals within the framework of the existing governance, are deeply structured and rooted in the neo-liberal system. The governance continued but the grievances are not adequately addressed. On the contrary the demands are reduced into duplicity for lack of the ideology to coordinate towards a political process to create a situation favourable to all.

While we are not indifferent to these demands, we give due attention to the war policy of the Indian State that has not only failed to address these issues but has also suppressed democratic assertions. In other words the ongoing war on people does not distinguish people along sectoral or communal or regional lines. The war is supported by the lumpen puppets in Manipur that operate collectively using different camouflages as communal leaders, reformists, people’s representatives, etc. Several youths are being misinformed and misguided, lured by the prospects of job and promotion, recruited in the rank and file of the repressive forces and drawn into the war against the poor and marginalized. Among them, the underpaid auxiliary forces comprising of Village Defense Forces (prototype of SPOs in central India) who are drawn from the working class and peasant families have began to raise demands for regularization of job, reduction of workload and higher pay. Frustration and fratricide among the paramilitary and military forces have been reported from time to time. However, the war is on without a break!

The war has disastrous impacts! Rights to life, economic livelihood, and justice have become burning issues. The pretext of the war is best analysed by contextualizing it in the overall policy of the neo-liberal State that rely on sectarian politics, suppressive laws and repressive tactics for its own survival. On our part to save the lives of millions we need to expose the character of the State and defeat the war policy both in theory and practice. The expansionist stockpiles had to be dismantled and the wealth distributed to the millions of the deserving needy. A democratic society free from any form of suppression and exploitation had to be established. It can be realised with the collective struggle of the progressive forces cutting across community and regional boundaries.

Having declared the severance of political ties with Government of Manipur(GoM), the Nagas in Manipur under the aegis of the United Naga Council(UNC) have embarked upon the democratic process of dialogue on the demand for an Alternative Arrangement outside the GoM, pending settlement of the Indo-Naga issue. The 4th round of tripartite talk of the Government of India(GoI), GoM and the UNC was held at Delhi on the 31st August, 2012, wherein the UNC has submitted the postulates of the demand of Alternative Arrangement and the GoI has assured to take forward the dialogue process with the next round of talk at an early date and at a venue in the hill areas of the present State of Manipur.

At the higher level of negotiation on the larger Indo-Naga issue, much progress is being made and with blessing of the Almighty God a settlement based on the “unique history and situation of the Nagas” will be arrived at within a very short time.

At this critical juncture, there is increasing need for engagement on various fronts and to build up the preparedness of our people for waging peace both within and without. Therefore we appeal to the Nagas in Manipur for continued prayer support and also material contributions towards meeting requirements for adequate response to emerging situations. As already circulated to the Churches we are also reaching out to the general public through the media for observation of a special prayer service/mass and also a special offering, (be it in material or cash) on Saturday, the 8th December 2012( Sabbath) or on Sunday, the 9th December, 2012 (as per the respective denomination’s observation) for the success of the next round of tripartite talk on Alternative Arrangement and for an early and honourable settlement of the Indo-Naga issue. The offering collections may be submitted to the UNC through the respective Tribe’s Church Associations /Organisation.

Banian Repertory Theatre’s critically acclaimed Manipuri play- Kumudini is among 19 plays selected for the 29th Nandikar National Theatre Festival to be held from December 16 to 25 this year at the Academy of Fine Arts in Kolkata. During this 2012 edition, the Nandikar will pay tributes to Mohit Chattopadhyay and Sunil Gangopadhyay; and a seminar on Theatre and Integration will also be held.

BANIAN’S CRITICALLY ACCLAIMED KUMUDINI TO BE STAGED IN NANDIKAR’S NATIONAL THEATRE FESTIVAL IN KOLKATA

The Nandikar will issue passes to be available from the Academy ticket counter between 1pm and 7pm from December 9. The available denominations are Rs. 40, Rs. 60 and Rs. 90.

The annual Nandikar National Theatre Festival is the biggest theatre carnival of Kolkata and one of the largest in the country as well. The festival provides a platform for the stalwarts and amateurs alike for not just participants from all over India, but also from the international arena.

Manipuri play- Kumudini directed by M. C. Thoiba and scripted by Dr. M.C.Arun introduces an individual Manipuri woman in the socio-political sphere as voluntary actor.

Maharani Kumudini is the wife of Maharaja Gambhir Singh, who liberated Manipur from Burmese occupation during the Chahi Taret Khuntakpa (The Seven Years Devastation). Maharaja Gambhir Singh died, when his eldest son Chandrakirti was only two. Kumudini found herself in the middle of palace intrigues and attempts by Gambhir Singh’s brothers and relatives to wrest the throne. She ultimately succeeded in installing her son to the throne, but it was no mean feat for a woman.

Much has been discussed about Manipuri woman. Some have put them on a pedestal. Others say, women are exploited in our society. It is a confusing scenario. The play revolves round a contemporary radical who seeks answers on different facets of contemporary Manipuri woman and her position in the socio-political sphere, in the backdrop of the life and times of Maharani Kumudini.

The play explores the collective and individual womanhood, her desperation and dreams, woman’s space in kinship and political position, power and the patriarchal cultural order in Manipuri society.

Kumudini will be staged on December 23 at 6.30 pm. Kumudini produced in 2007 was recently performed at Hyderabad and Tirupati in the 7th Abhinaya National Theatre Festival 2012in the month of August. A theatre critic- Gudipoodi Srihari in the HINDU in its edition dated 23rd August 2012 wrote, “The four-day-long All India Theatre festival held by Abhinaya was an eye-opener revealing how other language plays are designed to win audience with commitment in choosing themes and coming out with forceful productions. Here was another excellent production by a Manipuri team of artistes, titled ‘Kumudini’, staged at Ravindra Bharati. It was the last play of the festival. Despite the inability to understand their language, the audience was totally immersed, following thematic substance. The subjects they choose were quite novel and experimental too. M.C. Thoiba who was actively involved in theatre movement handled this production with utmost care. Crowd scenes, rebellions were well handled”.

The plays selected for this year’s festival are Sukhmani Kohli’s Romeo Juliet and Seven Clowns, Saurabh Nayyar & Nitin Bhardwaj’s Ram Sajeevan Ki Prem Katha, Supriyo Chakraborty’s Hridmajhaare, Vinay Sharma’s Atmakatha, Choiti Ghosh’s A Bird’s Eye View, Suman Mukhopadhyay’s Shunyo Shudhu Shunyo Noy, Anurupa Roy’s Across the Sea, Ranjit Kapoor’s Chekov Ki Duniya and Adamzaad and Panchlight, Nasir Uddin Yusuf’s The Tempest, Anup Hazarika’s Charandas Chor, Dr Tapanjyoti Das’s Tathagata, Subodh Pattanaik’s Biplabi Bihanga, M C Thoiba’s Kumudini, Baharul Islam’s The Green Serpent, Debabrata Maity’s Lakkoner Shoktishel, Swatilekha Sengupta’s Tushaarmalaar Deshe, Debsankar Halder’s Anto-Aadi-Anto and Swatilekha Sengupta’s Madhabi.

Anup Hazarika’s Charandas Chor and Baharul Islam’s The Green Serpent are two Assamese plays from Assam to take part in the festival.

London: Upholding the culture and tradition of Manipur, the Pibas’ of European Manipuri Association (EMA) organised this year’s Ningol Chakkauba on 24th November 2012 at East Ham, London. Like every year, the traditional feast was attended by Ningols of various ethnic communities of Manipur residing in different parts of Europe. It’s also one of the rare occasions where people from Manipur residing in Europe come together to meet each other.

This festival strengthens the bond of love between brothers and sisters, parents and daughters and friends. Its reaffirms family ties when the occasion en kindles the love and affection between them. For the people of Manipur origin in Europe, this festival has become a bonding mechanism to strengthen the affinity among the members across Europe, a beautiful day to pass on their culture & heritage to the next generation.

Some of the senior members, who spoke on the occasion expressed their sincere gratitude to the organising committee and Pibas of EMA,and stressed the importance of celebrating Ningol Chakkouba in the context of its historical perspective and its relevance among the larger diaspora of Manipur origin across the Globe.
The event was closed by exchanging khudol (gifts) , greetings, blessings, and reaffirmations by the participants to celebrate the occasion again with the same spirit and vigour in the next year.

The condensed module included Tourism Overview of Manipur, Guiding concept, qualities and responsibilities, Personality development, Communication skills, Etiquettes, People and Traditions, historical sites, geography, topography, vegetation, museum, art galleries, tourist circuits of the state. A special session on First Aid was also included during the programme.

The trainees were also enlightened on the subjects pertaining to the flora and fauna, handloom and handicrafts and Arts and Culture of Manipur.

Subject experts who delved into the subjects included Dr. Ch Ibohal, Elina Satapathy, Kh Ranjita, Dr Kh Somorendro, Dr L Imoba, Dr H Nandiram, Haobam Sukumar and RK Sharma.

According to the MTF, the names and the details of the trained persons will be made available to all tourist related industries and the department of tourism.

Subject: Demand for implementation of Inner Line Permit System in Manipur

Honourable Sir,

The Joint Committee on Inner Line Permit in Manipur, have the pleasure to invite your kind attention that the Indigenous people of Manipur are now highly alarmed with the threat of loss of identity, political rights, economical rights and their total marginalization.

The alarming issue is aroused due to the perennial influx of outsider in Manipur. Excessive migrants from Myanmar, Bangladesh, Nepal and other parts of India are dominating over the indigenous peoples. Under the circumstances the people of Manipur are very much eager for implementation of Inner Line Permit to maintain its time immemorial rich identity.

Without such regulation, influx of outsiders cannot be controlled. Therefore, on behalf of the people of Manipur, we humbly request you to honour and respect the Resolution of the Manipur State Legislative Assembly to implement Inner Line Permit in Manipur.

We consider that it is the responsibility of Indian State to protect and save the identity, socio-economic and rights of the citizens, including the people of Manipur. We, therefore, request you to have a deep thought on our request and initiate necessary positive action from your end to meet the aspiration of the people of Manipur.

We may take the opportunity to place you that Manipur was an Independent Kingdom with written historical chronicle dating from 33 A.D. The sovereignty of Manipur was lost into the hands of the British in 1891. Manipur regained independence in 1947, and established a democratically elected government under its own Constitution of Manipur few years before the Indian constitution was adopted.

Manipur had its own policy of controlling and checking outsiders before the British invasion in 1891. It was continued as Permit system during British rule. The permit system for entering into Manipur was recognised by the Dominion Government of India before the controversial annexation took place in 1949. The permit system was continued till 17 November 1950, until it was arbitrarily abolished without the consent of the indigenous peoples during the Chief Commissioner’s rule in Manipur. (Necessary documents are enclosed).

Our demand for permit system in Manipur is framed within the existing constitutional framework. We held the Government of India as fully responsible to protect the interest of the people of Manipur to defend their identity, socio-cultural, political and economic rights. We appeal the Government of India to positively view our demand and extend every possible co-operation to honour and respect the resolution of the Manipur Legislative assembly to implement Inner Line Permit in Manipur.

One Day workshop cum hands on training on “Manipur Mapup’ was held on Thursday, 22nd Nov. 2012 at the Conference Hall of the Institute of Co-operative Management (ICM), Imphal (under the Ministry of Agriculture, Department of Co-operative , Government of India and National Council of Cooperative Training, New Delhi). The workshop was attended by about 200 participants who took active participation in learning the new technology and contributed in updating their local knowledge to Google Maps. This workshop was organized jointly by the students of MIMS, Manipur University and ICM, Imphal. It was the follow up of Google Mapmaker, Manipur mapping event which was organized jointly by the Bioinformatics Infrastructure Facility, Life Sciences, Department Manipur University and MIMS, M.U which was held on 22nd Oct., 2012.

In his address as Chief Guest, Prof. N. Irabanta Singh, Dean, School of life sciences, Manipur University quoted important points from the article “Discovery – New Routs – mapmaking for the people by the people” published in the Time of India (Hyderbad) 10th Nov., 2012 issue by Javad Anwar. Prof. Singh also thanks MIMS students under the guidance of Dr. Jibonkumar Sharma for organizing such an event. He also remarked that if proper guidance and leadership were provided to the students , they can achieve success in any initiative.Such an event is a perfect example of co-ordination between motivated students studying in Manipur and nonresident Manipuri’s living in different cities across India and abroad to bring about some positive change and for socio economic development of Manipur. Prof. Singh appealed to the participants that in the age of information technology you are to think globally and act locally for your motherland.
In his speech as Guest of honor, Dr. L. Jibonkumar Sharma, Director (i/c), Manipur Institute of Management Studies, M.U. emphasized the role of Information Technology and computer application in the present day Technology world. Dr. Sharma appreciated the initiative taken by the members of Manipuri Diaspora for taking lead role for uploading Google Map Making and Manipur Map which was volunteered by his students from MIMS. He further acknowledged the contribution of KEN, NAMA and EMA for their interest in organizing such an event.

In his presidential address, Dr. Kh. Somorandro Singh Director, ICM, Imphal expresses his appreciation to the student of MIMS, M.U. for organizing such an event. He also appealed to his faculty members to make good usage of the technology for its probable application in the Co-operative management. The inaugural function was closed with a vote thank from the ICM faculty member.

30 AR ORGANISED THE GRANDIOSE CARNIVAL OF NINGOL CHAKKOUBA

1. As a part of the Military Civic Action programme, 30 Assam Rifles part of 9 Sector Assam Rifles under the aegis of HQ IGAR (South) organized  a social cultural event “Ningol Chakkouba” on 19 Nov 12.  In keeping with the Manipuri traditions and true to its credo of “Friends of Manipur”, IGAR (South) celebrated the Ningol Chakkouba festival, wherein womenfolk from various walks of life and communities of the State were invited.  Maj Gen UK Gurung, YSM extended a traditional welcome to the Ningols drawn from the Meitei, Muslim and Tribal communities and the womenfolk offered fruits and other eatables (Athenpot) to the rank and file of the IGAR (S).

2. Maj Gen UK Gurung, YSM in his message, appreciated the invaluable contribution of the Manipuri womenfolk in all walks of life and added that it was an honour to host the Ningols, who are like sisters to them.  He appealed to the women folk to continue their inimitable role of maintaining peace, development and harmony in the society.  Emphasizing that the state is undergoing a transformation and in the current milieu, it is the women who can make a difference, he conveyed.  On behalf of the participants, women speakers expressed gratitude towards the gesture of the Assam Rifles to strengthen the brother- sister bond and emphasized that the cordial relationship between the security forces and the general public will definitely achieve new height.

3. Manipuri traditions were strictly adhered to, with the women eating on plantain leaves and the Assam Rifles officers attired in Pheijoms serving them.  This was a spell binding moment for the IGAR (South) and all officers and ladies who attended the function, which is indeed a quintessence of Manipuri tradition.  Indeed, Assam Rifles has treaded an unconventional path which will be a milestone in strengthening the bond with the locals.

To many in India, we are just one block of people, ‘The Northeasterners’. Isn’t it time to weave our collective histories?

20 Nov 2012,New Delhi: For more than 63 years in the history of the independent Republic of India, the history/histories of 45 million of its citizens living in 8 states of the northeast region of the country have been absent from our school, college and university text books. This ignorance or lack of awareness is one of the major causes of the wrong perception about people from the region. This is one of the main reasons that people of the northeast region are discriminated against when they travel for study and work to different parts of India. Citizens, scholars and the general populace feel that this needs to be urgently fixed.

Northeast India is home to over 272 ethnic groups and communities. However, there is no collective writing, publication or inclusion of its varied histories in the syllabi or the text books of the country’s schools and universities. Lack of proper understanding of the region’s history and its experiences has been the main impediment to proper policy formulation. Compilation of collective histories of some of the many ethnic communities will go a long way in building community peace-building in India’s northeast and also help forge true pan-India unity.

The northeast Indian region is home to eight states and is rich in indigenous chronicles, many of which were penned about 2000 years back like the “Cheitharol Kumbaba” (Manipur), “Rajmala” (Tripura), “Buranjis” (Assam) etc. .”Buranjis” (Assam) etc., which were not taught as history as they should be. Northeast India also has lots of oral history in the form of folktales, folksongs, lullaby, church records, private letters of the 2nd World War period etc. available abundantly in each of the Northeast state which has been passed over the years through their ancestors.

The inclusion of the History of the North East in the academic syllabus of the nation would help in bringing peace and prosperity in the Nation.

Understanding and noticing this major lacunae, a team led by Manipur Women Gun Survivors Network and Northeast India Women Initiative for Peace started a movement in September 2012 wherein they met with Indian Council of Historical Research. Later, a meeting was convened in Manipur on 13 October 2012.

A follow-up to the above two meetings is being held on 21 November 2012 titled “Weaving Histories of Northeast India: Stories from Taktse and others “, 6.00 pm to 8.00 pm, Conference Room – II, India International Centre, Lodi Estate, New Delhi-3. The event is supported by Heinrich Boll Stiftung (HBF), New Delhi.

Marking the second edition of Eclectic Speaker Series, the session began with a speech by the Publisher & President of North India’s top selling Gujrathi magazine Chitralekha, Mitrajit Bhattacharya who spoke on the growth of regional media. The event was also graced by renowned journalist, author and political commentator, Wasbir Hussain.

Speaking about the vision of Eclectic Northeast, MD, Eclectic Group, Tanushree Hazarika said, “Through magazine and supporting events we want to break the negative mindsets of the society and reach out to the new age thinkers. The idea is to bring out wholesome growth and prosperity for the region_together.

Hon’ble Chief Minister in his address said, “Mary Kom is a legendary lady of whom the whole country is proud of. If we follow her qualities then our country will be at the top. Even though the state has seen many conflicts and clashes in the recent past, our state has been on the march. We need to remember that inspite of challenges, we can rise.” He spoke about woman empowerment and that without it, progress is not possible.

“We have many positive things in the Northeast but we need to project ourselves in the right way. Promoting sports and games can help stop conflict.” He congratulated Eclectic for maintaining a high quality of content and design and projecting northeast in the right light.

“There are many challenges for a woman, after marriage and children, things become doubly hard to manage as you have many responsibilities,” said Guest of Honour MC Mary Kom. “Everybody has talent, if we do hard work and have the right kind of determination than it will bring positive results. If i can do, then why you can’t do?” she added. Speaking of her experience in London Olympics, she expressed that she had been thoroughly focused for the Olympics and had the support of family and the whole country. “I tried to win a bigger medal but in Rio, I will try to get bigger medal for the country. Keep supporting not only me but all the other Northeast sports persons so that we may bring more medals home,” she said.

Speaking about the power of icons, Wasbir Hussain said, “Media has become increasingly preoccupied with role models. Sports person are expected to behave a certain way in the spotlight. If a sports person maintains a clean record, this gives the youth the right kind of message that drugs and performance enhancers are not required to become winners. Icons are everywhere, it all depends on what we wnat to see in our icons.”

Chief Minister, Shri Tarun Gogoi and MC Mary Kom along with members of the Eclectic Group, Managing
Director Tanushree Hazarika, Directors Gaurav Gogoi and Bibha Hazarika and Executive editor, Agamonee Barbaruah displayed the new magazine infront of the audience.
Among the dignitaries were also present, A K Pansari, Chairman, Royal Group of institutions.

The first and inaugural session of the series took place on the 20th of October, at Kohima in Young Leaders Connect Conference, held under the aegis of Youthnet- a non-profit organisation based in Nagaland. 31 influential intellectuals from northeast and other parts of India participated in the day-long conference.

Governance can be seen as the exercise of economic, political and administrative authority to manage a country’s affairs at all levels. It comprises the mechanisms, processes and institutions through which citizens and groups articulate their interests, exercise their legal rights, meet their obligations and mediate their differences.

Women face numerous obstacles in achieving representation in governance. Their participation has been limited by the assumption that women’s proper sphere is the “private” sphere. Whereas the “public” domain is one of political authority and contestation, the “private” realm is associated with the family and the home. By relegating women to the private sphere, their ability to enter the political arena is curtailed. With only 10.8 per cent of women representation in the Lok Sabha and 10.3 per cent in the Rajya Sabha, India ranks 98 in the world, according to the data released by the Inter-Parliamentary Union (IPU), an international group that works for promoting democracy, peace and co-operation in the world.In order to bring changes to socio-economic and political processes, women need to interface/dialogue with government at all levels.

The economic reality that Indian women possess less than 1% of agricultural land and few have control over own lands, led IWID to explore strategies to ensure agricultural land for rural women with ‘access and control’ over land. IWID identified more than individual ownership, collective farming by women will be an effective strategy towards ‘access and control’ of land by women and to build stronger ‘women alliance/unity’ which also will be a good strategy to build ‘Women Farmers’ body, an important political capacity of rural women.

India has signed in CEDAW and pledged to eliminate discrimination against women through plans, schemes, policy and legislation. It is important to lobby with Govt. to negotiate for rural women.

The National campaign for Women Farmers and Collective farming serves as a bridge between illiterate exploited rural women and educated sensitive urban women. This bridge will strengthen women alliance/unity to negotiate space in governance and bring equality to women

It is important to build a strong women forum/ group to negotiate and create space to lobby for land rights for women in the capital city of India.

In order to bring changes to socio-economic and political processes, women need to interface/dialogue with government at all levels. In order to do this; we are convening a one day round table conference on the topic “INTERFACE-Dialogue Women and Government:Sub-theme 1: Strategizing To Ensure Land Ownership for Women” on 16th November at Board Room, Constitution Club, Rafi Marg, New Delhi.
