PRESS STATEMENT
Dated Tahamzam, 22nd January, 2013

1. The Indo-Naga ceasefire was put in place to facilitate a negotiated settlement of the Indo-Naga issue. The peace process has been premised on the unique history and situation of the Nagas. After more than 15 years of the peace process, a settlement of the complex issue is impending.

2. The demand for an alternative arrangement for the Nagas in Manipur outside the Government of Manipur(GoM), pending settlement of the Indo-Naga issue was registered in the 1st July, 2010 Naga People’s Convention based on the unmistakable facts that it is impossible to protect our right to life, land, time-honored institutions, customary practices and values under the administration of the dominant and communal GoM and our history with it has clearly confirmed the harsh reality that it has never recognized and respected the identity and dignity of the Naga people.

3. That there is a sharp communal divide between the Meiteis and the Nagas/tribals has been understood by the world notwithstanding the persistent attempts, particularly by the communal GoM to whitewash away the same through various means. In the last few days some issues have been brought out in this regard by the GoM to which we comment as follows –
a) The 14 political parties delegation to Delhi does not include the NPF nor the PDA and therefore was only an all Meitei political parties delegation. The reported assault of Momoko by Livingstone, an NSCN cadre has merited discussions in the State Assembly, condemnation by valley based political parties and civil societies and also occasioned the much hyped delegation to Delhi. But the humiliation and assault of thousands of tribals in Imphal valley between 22nd to 29th December by Momoko bandh supporters, 2012; the assault on tribal students and attempted rape of a tribal girl Ms M. C. Ayur at Napetpali by KCP(City Meitei) cadres led by Col Amit on the 23rd December, 2012; the killing of 2 Kongkan villagers by the UNLF, an unlawful organisation on the 28th December, 2012 – only elicited silence from the GoM and the civil societies of Imphal valley, clearly exhibiting their communal mindset. The sentiments of the Nagas and tribals are deeply hurt but restraint has been exercised. Unmindful of this, salts have been rubbed into the wounds. Instead of reaching out and addressing the hurt sentiments of the Nagas and tribals, the communal GoM sponsors a delegation to Delhi on the Momoko-Livingstone incident just to put a spanner in the Indo-Naga peace process.

b) CM Ibobi has reportedly cited the fair representation of Tribal IAS, IPS and MCS officers in the State Government to convince the Government of India(GoI) that Meiteis are left far behind and are in an unfavourable situation. These tribal officers enter into their services through competitive exams or seniority and meritorious service records and not by depriving non tribals. On the other hand, many tribal officers have been mistreated with punishment postings. We do not know why Ibobi’s government is targeting tribal officers but what we know is that, as on 31/3/2007 the total number of ST employees should have been 20,031 but they are actually only 15,489. How the shortfall of 4,542 tribal employees has been appropriated by the non-tribals has to be explained by Mr Ibobi. With regard to ADC teachers recruited in 1999, 2006 and 2010, large number of non tribals were stealthily recruited by the GoM, while it maintains that there is no quota here for the Meiteis. The self evident deprivation will be borne out by statistical facts which we intend to expose in due course.
c) That non tribals cannot own land in the hills but tribals can do so in the valley is granted by an act of Parliament to protect disadvantaged tribals. Instead of encouraging tribal settlement in the valley for emotional integration, this fact is being used in the communal agenda to project that Tribals have encroached upon the rights of the Meiteis people. The options now being explored by the GoM is for extending the Manipur land Reform and Land Revenue Act to the hill areas, to declare the state of Manipur as a hill state or to obtain ST status for the entire Meitei community.
d) Whichever party or whatever combination forms the Government in the State, the 40 MLAs from the valley, across party lines determines everything in the interest of the valley people and against the constitutional and democratic rights of the tribals who own 90 % of the land in the state. The rights of the tribals will never be upheld nor protected under the GoM. Mr Rishang Keishing was Chief Minister and Mr. Gaikhangam is Deputy Chief Minister not because they are Nagas but through party decisions in Government formation. Naturally they do not uphold the interest of the tribals and worked in the party interest only, fitting very well into the communal GoM’s scheme of things.
e) The statements of Ibobi and the GoM over the last few months harps on ensuring equal development in the hills and by this very admission, it indicates that the tribals have been denied their rights to development. But in Delhi, with maps and selected but irrelevant statistics Ibobi has projected that tribals in the state have more than their share.

f) Ibobi says that the opinion of the people of Manipur matters the most. Who are the people of Manipur and does it include the Nagas and tribals in Ibobi’s vocabulary. If so the Nagas and tribals want alternative arrangement outside the GoM, which are already established positions, and the opinion of the people of Manipur must include the same.
g) Ibobi states the need to maintain the capital status of the state as an excuse for the admitted contrast in the development of Imphal valley and the hills. But what about all the facilities, infrastructures, communication system, the sanctioning & disbursement authorities etc which have all been concentrated in Imphal valley on the pretext of law and order in the hills when Imphal valley has more than 20 militant groups. To add to the flavor, as admitted publicly by the state home minister, anti-social elements have infiltrated into the state Police force as borne out by the acts of terrorism they have been committing in the capital under the very nose of the state government.

4. The civil society, militant groups and political parties of Imphal valley and the entire state machinery of the GoM have all been employed to sabotage the Indo-Naga peace process which seeks to address the political aspiration of the Nagas.

5. In the given situation, the Governor who is the agent of the Union, instead of discharging his constitutional duties remains a mute spectator and becomes an agent of the communal GoM.

6. Nagas are not communal and ours is a political issue. What we do not wish for is for any communal conflagration to take place because of the inability to accept the inevitable and the logical conclusion of the Naga peoples’ movement for their political aspirations rooted in their history and situation. What we wish for is the peaceful parting of ways and the securing of good neighbourliness for all times to come.

7. We are reaching out to other tribal communities for their solidarity towards the political aspiration of the Nagas just as we would like to assure them of our respect and support for their genuine and rightful aspirations.

8. We remind the Naga people, wherever and in whatever situation they may be, to be in readiness and to assert our political aspirations as a people at this critical and defining moment of history.

Ways to bring social development discussed at “Chakma Youth Fest” in Mizoram

Aizawl: “Udondhi – The Chakma Youth Fest” programme ended with huge success and roaring appreciation at Kamala Nagar, headquarters of the Chakma Autonomous District Council in southern Mizoram, on 13 January 2013. This social fest with the theme “Our Past, Present and Future” was jointly organized by several Chakma civil society organizations, led by Mizoram Chakma Development Forum (MCDF) at Borapansury and Kamala Nagar. Thousands of people participated in the three-day event.

On the first day, 11 January, over 200 Chakma youths, both men and women, participated in the first ever “Udondhi Dumur” (marathon) from Borapansury to Kamala Nagar, a distance of 33 KM, covering five villages. This “Udondhi Dumur” symbolized peace, communal harmony and unity.

On 12 and 13 January, “Jono Temmang” (open session) was held which heard outstanding ideas from public leaders on several critical social, educational and economic issues. The topics were on education, how to inspire Chakma youths to crack competitive exams, arts, script, culture, religious identity, economic conditions, alternative livelihood, women empowerment, role of civil society organizations, etc. Dangu Nirupam Chakma, Hon’ble MLA, was the Chief Guest and freedom fighter Dangu Baneswar Chakma was the Guest of Honour. Dangu Dr Buddha Dhan Chakma, Hon’ble Executive Member, CADC, represented the Chakma Autonomous District Council at the programme.

The speakers called upon the Chakma society to march towards development, shed negative attitudes and negative habits, and to contribute to the social progress and the development of the State of Mizoram. On the occasion, Dangu Hemanta Larma, MCDF President exhorted all the Chakmas, especially the youth, “to work for social integration, cultivate positive attitudes and not to remain only ‘demanding citizens’ but to become ‘contributing citizens’ towards the development of the community and the state.”

83-year-old Dangu Baneswar Chakma was felicitated and honoured for his participation in the Indian freedom movement and for his lifelong contributions towards the Chakma society. A number of community leaders were also honoured for their dedicated community service.

Colourful cultural programmes were held in the evening of 12 January.

On 13 January, a closed door meeting was held in which a number of critical social issues were discussed and resolutions adopted for the betterment of the Chakma community.

On 15 January, MCDF also organized a picnic at Kamala Nagar with over a hundred youths who volunteered during the “Udondhi” programme. In the picnic, the youths discussed their role in the development of the Chakma society.

January 15, 2013: The production company, NE Brothers strongly condemns the wide distribution of pirated DVDs of National Award Winning Manipuri film Phijigee Mani. The company has noticed that some individuals have unlawfully acquired, copied, distributed and sold the film with watermarked logo of NE Brothers.
The company clarifies that it is not behind the wrongful act. The producer of the film, Medha Sharmi (Radha Govind Films) has even confirmed it in a written letter to the company as below :

NE Brothers condemns the sales of pirated DVDs. Individuals committing copyright infringement by copying illegally acquired movies and misusing them, are punishable under the Intellectual Property & Copyright Law. Selling pirated DVDs for their own monetary gain can be held liable. It’s a theft and highly unacceptable. The company stresses that piracy is affecting Manipuri film industry, incurring heavy loss to film producers.

As a first step to counter the menace of piracy, the NE Brothers is planning to come up with a unique idea of making Manipuri original films online. Manipuri film lovers can watch online high quality films at a minimal price.

The NE Brothers asks people to join hands to stop piracy.

The 2 days National Consultation on the Naga Peace Process and the Possible Outcome held at the India Islamic Cultural Centre, Delhi on the 12-13 January, 2013 comprised members of civil society from across the Naga areas as well as from India.

Fifteen years have passed since the Nagas and the Govt. of India entered into a ceasefire and commenced their search for a political solution to the long standing aspirations of the Naga people for self-determination. The ceasefire that was being extended from time to time was agreed in March 2007 to be a continuous process subject to the progress of the political talk. Civil society is concerned with the delay in finding a solution to the Naga political demands and urges the government and the parties concerned to expedite and find a solution to the satisfaction of the long standing Naga demands.

A deep concern was raised regarding the lack of transparency in the ongoing peace process, even while it appears that there is reason to hope that a solution is close at hand. It would be in the interests of a substantive and sustainable solution for the process to be made more transparent, since these are issues that are of deep concern to the people. Recently, the complete house of the Nagaland Legislature have also communicated to the Prime Minister of India that the need of the hour is ‘solution not election’. It is imperative that this solution is arrived at urgently and that no elections are held until there is clarity on the contours of the political arrangement.

The increased deployment of the security forces during the ceasefire is deprecated. The consultation also expressed its apprehension regarding increased military intervention in civil administration and developmental processes, or welfare functions, in Naga areas. Any solution to the Naga issue must entail a complete withdrawal of the draconian Armed Forces Special Powers Act, 1958, and a visible reduction in the physical presence of the Indian armed forces from the Naga areas.

The solution must also be to the satisfaction of all the Naga peoples, and therefore fulfil their long-standing demand for integration of all Naga areas which are currently divided over four different States- Nagaland, Arunachal Pradesh, Manipur and Assam. In this, the Government of India must display statesmanship and leadership in taking the matter forward with the different state governments concerned, rather than putting the onus on the Naga civil society and the Government of Nagaland. A solution which does not recognise the right of the Nagas to live together as one people is unacceptable.

The consultation resolved to continue to work together towards a peace that is just and honourable, and founded on principles of democratic governance, and urged upon the parties on the negotiating table at this historic juncture to address the concerns of the Naga peoples.

The failure of Shri. Neiphiu Rio, the Chief Minister of Nagaland to attend the 57th National Development Council (NDC) meeting on 28th December 2012 at New Delhi was very unfortunate for the people of Nagaland. All the Chief Ministers of the States, except Nagaland Chief Minister, had presented their respective State’s plan for the 12th Five Year Plan (FYP). Zeliang Planning Minister on behalf of the Chief Minister stating that “by and large Nagaland had achieved the targets of the 11th five year plan was a blatant lie. Earlier on December 1, 2012, the Business Standard report had clearly stated that Nagaland had achieved just 6.2% growth against the target of 9.3% in 11th FYP which was the lowest in the whole of Northeastern States. While other NE States had confidently projected their targets above the national average of 8% for the 12th FYP, Nagaland State had failed to set the target.

The NPF government headed by Shri. Neiphiu Rio will demit office very soon leaving the State’s economy in shambles. His absence in NDC annual meeting showed that Nagaland’s economic growth was not his priority anymore. The NPF government will not return to power and therefore they have no more economic plan for the State in the 12th FYP. In Nagaland, with over 70% of the population engaged in agriculture, the growth target largely depends on this primary sector. However under NPF government, it contributed a dismal 19% only to the Gross Domestic Product (GDP) in 11th FYP. The contributions from secondary and tertiary sectors like industries, road constructions, electricity and water supplies were even more pathetic. The tall claim of NPF government’s development achievement in secondary and tertiary sectors had nil returns in revenue that had contributed to 6.2% growth rate in 11th FYP. Corruption had eaten to the foundation of the State’s economy. The NPF government had over-spent the State’s wealth on over-eating and merry-making.

The people of Nagaland deserve good roads, sufficient power supply for industrial and domestic activities, employment opportunities for the youths, etc. to propel the State in economic growth. The NPF has no vision and economic road-map for the Nagas.

The NPF government had failed to bear the burden of the people. The NPF government is reviving and promoting idolatry. Since the NPF government has been fully engrossed in ungodly pursuits, they have even objected to the involvement of the Church in politics. Church is an embodiment of purity but they don’t want purity. The only “hard politics” is the truth. If the NPF felt that the Church should not take part in hard politics, the understanding was badly misplaced but understandable, giving the corrupt nature of NPF government. They did not want the truth from the Church. “Democracy is by the people”; which means, participation by the people. If being a member of the Church is a disqualification to participate, it is a deprivation of the fundamental right of an individual. The members of the Church too have equal rights as democratic citizens to participate in deciding the political course of its people. The only caution that the Church needs to exercise is not to share the sins of mis-governance. The Church was expected to admonish the pagan government.

The NPF government in Nagaland has become a tyranny. It has no heart for the people. It had served a handful of coterie only. Under NPF government, justice had evaded the people of Nagaland. The forced retirement of the government employees, the backdoor appointments, the failure to implement the appointment of graduate and undergraduate teachers, the failure to implement the schemes under the year of entrepreneurs, etc. were the harsh reminders of injustice dispensed by the NPF government.
With the DAN legislators refusing to step down before the solution, election 2013 is imminent as scheduled. Free and fair election alone will bring justice. The Congress party, if voted to power, is committed to provide a God-fearing, responsible government.

The United Naga Council acknowledges the cooperation and solidarity of the Naga public towards the successful observation of the 72 hours bandh with effect from the midnight of 26th December, 2012 and which ended at midnight of 29th December, 2012. As earlier made public the bandh had been called in Naga areas to register our protest against the unabated communal attacks on Nagas in the Imphal valley starting from the midnight of 21st December, 2012 and for which reason to reiterate the established political position of the Nagas for immediate intervention of the Government of India(GoI) with an alternative arrangement outside the communal Government of Manipur, pending settlement of the Indo-Naga issue.

The peaceful and democratic response of the people in spite of the Christmas season and many scheduled community programmes speaks loud and clear of the sentiments of the people. The unbridgeable differences- historically, culturally, socially and even in religion between the Tribals in Manipur and the Meiteis has been brought out most distinctly by the success of the bandh.

The dislocation of programmes particularly for Christmas celebration, jubilees, conference etc which were scheduled much ahead of the sudden bandh is regretted but we assure the Naga public that the spirit of sacrifice and involvement with which inconveniences and difficulties had been borne by the people has sent out a clear message to the world and it is for the GoI to take cognizance of the same for early intervention as demanded by the people.

The same measure of involvement and participation of the general Naga public will be indispensable for sustaining the people’s movement till our aspiration is realised. Given the situation that is being created by those who do not wish well of the Nagas and their aspirations, our rights have to be fought for in greater intensity through peaceful and democratic means. The Naga public is therefore informed to be in constant readiness for united engagements in the coming days.

The episode of physical assault and bullying on the Manipuri actress Momoko and her other compatriots on the 18th of December, 2012 by Livingston Anal, an NSCN-IM cadre, was unpardonable and regretful. This episode of ghastly physical assault and bullying people has evoked a sense anxiety and anger. This also has provoked communal feelings on both the sides. In this moment of anger and festival, Hyderabad Manipuri Society (HYMS) appeals to the entire law abiding citizen and other stake holders of Manipur not to divert the issue from its main demand: book the culprit. Let us not forget that the communal undertone of the protest and counter-protest would only lead to creating a bigger social chasm and division along community lines. This is the time we all look forward for a future of equality, of better understanding of another and to strive for a peaceful co-existence.

HYMS also strongly appeals to the Congress government both in state and centre to address the issue honestly. HYMS strongly condemns the use of live bullets in order to disperse the angry protestor and eventually killing a media person. This act vindicates the militarization of the state and lawlessness.

There is a near total absent of a space for redressal. Momoko’s case is not the first; there have been plenty, which have rooted out peoples’ sense of reliableness from the government cutting across community. It is the government that has created fear and the feeling of helplessness and disillusionment with its own machineries: judiciary, executive and legislature. The central and state governments, instead of working together to bring together such divides along community in such a sensitive and complex state like Manipur, have been orchestrating division of the state along community for its own vested political and electoral advantage.

Therefore, HYMS appeals to all the people of Manipur to stay calm and look forward for a possible co-existence. HYMS also strongly urges and demands that Livingstone Anal should be booked and justice brought for Momoko. Let us pray that there are no repetitions of such episode in the future, for this we need to teach ourselves that women are not object for shaming an another community; we should respect and give equal opportunity and dignity to them, if not more, on par with men. The root cause of objectification of female body: patriarchy should be abolished and we need to change and reorient our own understanding of women and humanity.

The Shillong Manipuri Students’ Union, Shillong would like to express our serious concerns regarding the ongoing crisis of mis-governance in Manipur arising out of the alleged molestation to an Artist and firing to two artists at Chandel, Manipur on 16th December 2012 by one self style Lt. Colonel of NSCN (IM). In this regard:
SMSU condemn:
1. The molestation, physical assault to Ms. Momoko, an artist in Manipur and firing to two other artists by Mr. Livingstone Anal, a cadre of NSCN IM.
2. The inaction of police personal present in the spot of the crime.
3. The delay tactics and mis-governance of Manipur government in arresting Mr. Livingstone.
4. The killing of Mr. Dwijavani by Manipur police firing.
5. The insensitivity and irresponsible statement in communal lines by NSCN (IM)

We are constrained to reiterate the Naga people’s position on the reported manhandling incident at Chandel that the law of the land must act upon the guilty. Nagas have requested for lifting the bandh and given public statement that left without option we would take our own course of action. The communal Government of Manipur pretends to restore law and order through a police force that refuses to enforce it. Meanwhile the insult & humiliation; destruction of personal belongings, commodities and vehicles and physical assault on Nagas continues unabated in the capital of Manipur. This time it is a direct attack on the celebration of Christmas and Christianity. Even churches have not been spared and set on fire.

The Government of India has been asked to intervene as there is no government or rule of law and the mob of communal forces in Imphal valley have taken over vide the memorandum dated 23rd December, 2012 addressed to the Prime Minister of India. Government of India therefore is also responsible for the continuation of the anarchy in Imphal valley and the targeting of Nagas in particular. This mayhem has continued more than 68 hrs in full view and knowledge of the Government. Heinous crimes of rape and murder which abounds in Manipur have not seen such systematic communal campaign.

Even after the Film Forum Manipur & Manipur State Shumang Leela Council had called off the indefinite bandh with effect from the midnight of 23rd December, 2012, the tribals heading for respective villages for Christmas on 24th December, 2012 from outside the state and from Imphal valley with state police escorts were attacked, their belongings seized and destroyed and physically assaulted and this continues to this hour. The earlier camouflage of the Chandel manhandling issue has now been discarded as the organisers of the bandh have lifted it off. There is no more issue behind the agitation targeting Nagas and is now purely a communal campaign.

Now the whole world knows that this onslaught is premeditated and has been wilfully done and not through an error in judgement. The unbridgeable difference between the Tribals in Manipur and the Meiteis – historically, culturally, socially and even in religion has been brought out in greater clarity. Starting from the Chief Minister, political parties, social scientists and civil society organisations of the Meiteis, these differences have been affirmed with their persistent utterance of “civil war”, “bloodbath” and “time bomb” in public platforms in relation to communal inter-relationship.

In view of the given situation where the communal Government of Manipur has allowed communal forces to persistently attack the Nagas in particular, it is our demand that the Government of India intervene immediately with an alternative arrangement outside the Government of Manipur.

In pursuance of this urgent demand to the Government of India and to register our protest against the unabated communal attacks, a 72(seventy-two) hours bandh will be observed in the Naga areas with effect from the midnight of 26th December, 2012 to the midnight of 29th December, 2012. All Manipuri video and music CDs/cassettes, dramas and leelas will also be banned in Naga areas with immediate effect.

All Tribes Councils, frontal organisations and general Naga public will strictly enforce the above in their respective jurisdictions.

Press Statement of MSAD on the 18th December 2012 Incident and the Arising Issues

Dear friends,
We, the Manipur Students’ Association Delhi, take certain stand on the current situation of Manipur. Our stands are:-

(1) MSAD condoles the killing of Thangjam Dwijamani alias Nanao (32) s/o (L) Th Babu of Thangmeiband Sinam Leikai, a stringer of Doordarshan Kendra Imphal due to police firing while controlling a mob at Sinam Leikai on 23rd December 2012. The State, instead of making adequate security arrangement for safe passage of peoples stranded in Imphal and other parts of Manipur and had resorted to killing of civilians to add fuel to the tension and washed off its responsibility to play effective role in dealing with the demand for justice.

(2) MSAD condemns the physical assault on Miss Khangembam Rosnia (@) Momoco) and firing aimed at Mr. Prakash Soiraisam Hidangmayum Guna by one Livingstone Anal, a Lt. Colonel of the National Socialist Council of Nagalim (IM) during a concert organized by Mahamani Women Society at Chandel District in Manipur on 18th December 2012. Whatever the pretext, context and agenda might be; the criminal activity of Livingstone cannot be justified. MSAD appealed NSCN-IM not to delay or derail the punitive action against Livingstone on the pretext of the prevailing turmoil.

(3) MSAD expresses deep concern about the issues arising out of the 18th December incident and would like to convey cautions against any attempt to make communal interpretation of the criminal act of Livingstone and the issue of human rights. It is being appealed to the emotionally hurt and infuriated sections of the population cutting across community affiliations to restrain from any communal forms of assertions and media browbeating at the cost of justice and peace. We appeal the people, particularly the internet users and program organizers to control and refrain from passing communally provocative statements and comments merely to add confusion and hatred, which will not lead us towards peace and development.

(4) MSAD believes that the government does not work to earn but functions through using tax collected from the people. MSAD, therefore, demands the Government of Manipur and its overlord Government of India to explain the reasons for increasing militarization of Manipur and the State apparatus including the judiciary if these are not meant for the protection of life, dignity and honour of the people. The watchdog Assam Rifles and Manipur Police personnel who had neither intervened into the 18th December incident nor taken up any prompt follow up actions were also the premeditated cause of the criminality of Livingstone. The Governments’ reluctance to handle the issue effectively is derailing any form of peace process in Manipur.

(5) MSAD believes that underground armed organizations including NSCN-IM also depend on the money directly or indirectly collected from the people. MSAD, therefore, appeals them to review their respective disciplinary mechanisms so that when cadres become aberration and indulge in criminal activity prompt actions are taken up to deliver justice to the victims. The delay in action had created tensions and confusions in the past and the present. MSAD appeals them to instruct upon their mass fronts to bring a halt to the communalized situation and collectively work towards urgent delivery of justice.

The Naga civil societies have already stated their stand on the reported incident of the manhandling of Actress Momoko by one Livingstone at Chandel on 18 December, 2012. The guilty should face the hands of justice. Nagas have also requested to call off the bandh. But the unannounced indefinite bandh enforced in Imphal valley of Manipur with effect from midnight of 21st December by the Film Forum Manipur & Manipur State Shumang Leela Council and others in protest against the reported incident of the manhandling has been so consummately orchestrated by communal forces of the Imphal valley and the communal Government of Manipur so that the life, property and movement of Nagas have been left without any protection.

In the last 42 hours Nagas preparing the Churches for Christmas celebration in Imphal areas were not allowed to continue their works in the church premises. Coffins of dead bodies being taken to villages were disrespectfully banged upon and their free passage disturbed. Nagas have been beaten up at Khongjom. A Naga village at Lanthung Ching has been provoked into physical clash with warnings to leave the valley and go back to the hills. Buses and passengers carrying Nagas from Imphal to the native villages have been forcibly stopped by mobs in the valley in full view of state police forces and the passengers pulled down and divested of their personal belongings, which were burnt and destroyed. Vehicle belonging to Tribals and Nagas have been stoned and shot at with catapults. Church goers have not been allowed to go to attend the Sunday service. The slogans from PA systems in the localities of Imphal valley are “There will be a war between Meities and Haos”, “Every Naga will be killed”. Many more other reports are pouring in. The narration can go on. There is no government and no rule of law.

The threat of violence that have been freely aired in seminars, workshops, ISTV programmes on a daily basis from Imphal valley is being acted out. The communal forces in Imphal valley have been equating the impending settlement of the Indo-Naga issue with a “time bomb” in public discourses and have been stridently inciting sentiments against the same. The threats freely given out in the public domain and in the ears of the State Government has finally come into place. Why were prohibitive orders not passed when the State Government was very much aware that such rioting and violence were going to happen? The State Government remained a mute spectator which implies that the violent drama has been sponsored by it. To add to the unfortunate situation, His Excellency, the Governor of Manipur remains deafeningly silent while the constitution of the country and the rule of law is being overrun by the communal forces.

The Manipur State Home Minister is on record that the issue of manhandling of Actress Momoko came to the Government’s notice only after 48 hours had elapsed. The bandh was announced all of a sudden without any prior information. The preplanned attacks indicates without any doubt that the communal forces were waiting for an excuse that was provided by the reported Momoko incident. The main target of the communal forces was to disturb the celebration of Christmas. It is a premeditated attack on Nagas and on Christians. The aberration of one man has been heaped upon the entire Naga people. A localized incident, which had no political or communal issue has been capitalized and blown out of proportion very obviously to disturb the impending Indo-Naga settlement.

We reiterate again that Nagas are not communal. The law of the land must address the crime. What we are saying is that we are different people with different cultures and ways of life and we cannot be together. What we want is the peaceful parting of ways and to march on to the future as good neighbours. Dear Friends,

First of all I, on behalf of the Campaign for Peace & Democracy (Manipur), would like to convey my heartfelt greeting to you all for the coming Merry Christmas 2012. May you celebrate the Merry Christmas for peace and prosperity in the years to come!

I have received calls from the Film Forum Manipur regarding the assault upon lead actor of Manipuri digital film Miss Momoko and gun shots targeting actors Mr. Prakash and Mr. Guna in public view during a fund raising concert held at Chandel on 18th December 2012. The Manipur Police and Assam Rifles personnel who were present at the concert venue seemed to have merely watched the crime scene, except a section of the local women who later on intervened and saved the actors from further targeting. The incident and the continuous appeal and protests are being widely published in the media and other social networks.

It is being informed that the assault was perpetrated by one Livingstone Anal, a Lt. Col of the National Socialist Council of Nagalim (IM) which has been under peace process with the Government of India. Mr. Livingstone had indulged in the heinous crime under the existing Indian law (we may or may not subscribe to it) and other international human rights standards; such as crime against women, attempt to murder, etc. Such crime is unexpected from one of the senior members of the party that has been playing a crucial role in the Naga peace process. The silence on the part of NSCN-IM regarding the issue is unfortunate as many have expected the party to take up befitting action against Livingstone.

I am also aware of the protest course in Imphal on this issue. Certain sections of the population are emotionally responding. My apprehension is that the oppressed peoples in the Northeast are caught in the viscous cycle of sectarian and mutually exclusive politics. Criminal incident such as the 18th December 2012 assault, if not addressed collectively, could be used for sectarian campaigns by vested agents only to create negative result for the oppressed peoples.

The emotional situation could be taken advantage by certain vested sections to mislead the people in Manipur and beyond. This trend needs to be controlled. I believe that good and bad persons exist in every society. Any party or organization should not be held responsible for the crime unless the party had covered up the crime or defended the criminal. The State may or may not punish Livingstone. But I consider it politically incorrect to let away an emotionally hurt section of the people to rely on the existing neo-liberal State as the only option to address their grievance. It would be unfortunate to let the people into blindly upholding or legitimizing the role of the State that had been destructive, oppressive and exploitative on several fronts. The oppressed peoples had to find collective solution so that there also cultivate a sense of fraternity.

The demand of the victims is restricted to befitting punishment of Livingstone. The demand may be addressed without the role of the State and without media provocation in the Indian cities or beyond. I, therefore, have written this appeal with positive intention for your goodwill intervention and earliest solution to this issue. Since I do not have the contact of the NSCN- IM leadership, I would like to request that the appeal is being forwarded to them by anyone who could do the favor.

New Delhi, December, 19, 2012 : She was the best part of the mankind. She was that part which completes human. She was your mother, lover, sister, and friend. She was your hope, reason, dream, strength, and compassion. She was free, active, and fighter. She was everything that you need to ooze out a tear of happiness or sorrow. She was your pride that you fought, she was your honor that you kept, she was your love that you were proud of, and she was your compassion that you hold on to in times of distress and tragic. But she was outraged by creatures of the worst order, and the human kind cut their sorry figure in shame. The city of Delhi, the capital of India, the nation is ashamed of such citizens to say the least.

This is in reference to the recent barbaric incident of a girl being gang raped in a moving bus by a group of criminals in Delhi on the night of December 16, 2012. The North East India Image Managers (NEIim) would like to empathies with everyone who are standing together in this tragic hour and condemn such an inhuman act. The North Eastern community in Delhi is no alien to such tragedies and harassments to women from the region working or studying here. We seen much of it in yesteryears in Delhi, may it be the brutal Dhaulakuan rape case of a BPO employee or many other cases of violence against women. The culprits of that particular case are still unpunished, and the victim is continuing to live in the trauma. Similar demands were made and a lukewarm response from government has contributed towards a behavioral recklessness among a section of society that believes that they can get away with anything without any consequence. This needs to change. The government needs a change in their attitude towards treating such crimes. A swift, strong and deterring action is required to daunt off such barbaric incident in the future. Any callous announcement should be followed up with adequate actions by the book.

We all protest and express our anguish demanding quick justice to the victim. But at the same time we realize that the innocent girl would go through tremendous mental trauma once she gets out of the the physical wounds inflicted by the criminals and faces the world. She would need a support system in terms of friends and family then for a good long time to face the tough times ahead. This realization makes us feel the need to make that support system of friends ready for her which understandably she would find missing otherwise. As the world reacts with utter shock and pain to this barbaric incident NEIIM, specially lead by the women brigade of NEIIM, has come up with an initiative to create a circle of true friends for the victim to help her ride through the mental trauma in days to come. A group named “Friends of She” is being created using social media today which is being formed to bring all together under one network who would like to stand by the innocent victim of the incident as her true friends in days to come. Those who join Friends of She network come with the commitment to provide the girl the much needed love, care, compassion and emotional support in her journey to beat the tremendous mental trauma and come back in terms of a normal social life. We commit to stand by her as true friends in need and build the much needed emotional support system for her, may it be her smallest of needs to share a smile with a friend or go out shopping with a friend. We are Friends of SHE.

The United Naga Council acknowledges with appreciation the cooperation and solidarity of the general public of Tamenglong District towards making the call to abstain from participating in the state sponsored Orange festival a significant success. The mass abstention speaks out loud and clear of the peoples’ sentiment which is for an alternative arrangement outside the communal Government of Manipur.

We also congratulate the All Naga Students’ Association Manipur(ANSAM) and its constituent units, the Zeliangrong Youth Front(AMN), Zeliangrong Baudi(Manipur), other Zeliangrong organisations and leaders of political parties for effectively campaigning for the boycott of the Chief Minister and Deputy Chief Minister of Manipur in the Orange festival .

The spontaneous response from every section of the society has made the boycott peaceful and truly demonstrative. Hon’ble Shri Shinde,
The temporary lifting of the Protected Area Permit (PAP) regime from Manipur and some of its neighbouring states in early January 2011 and its subsequent extension till December 31, 2012 have shown a new ray of hope to the people in the region about bringing progress. This has proved an important experiment in India’s renewed venture to solve the multifarious problems plaguing the North-Eastern Region (NER).

Understandably, the true favourable changes in the psyche, vision, planning and action of the people and the governments in the region in the new PAP-free era still remain elusive during the past two years after its removal on trial basis. Foreign visitors still continue to be paranoid about entry restrictions. The news about PAP removal has not percolated into travel literature worldwide. The feeling of uncertainty associated with the temporary or experimental nature of the GOI’s order about PAP removal is pushing the goals farther.

The Manipuris, while appreciating the GOI’s real intention of removing this archaic Act want to see it permanently gone opening the gateway for them to progress, the much cherished goal. In a life without PAP regime, and favoured by other paraphernalia of India’s new thrust of development initiatives in the region, we can expect to see an unprecedented increase in academic standards of the universities, research and development works, foreign direct investment, productivity and flow of merchandise, trade and commerce, socio-cultural integration and general sense of security, progress and satisfaction in the North-Eastern Region in the days ahead.

I, on behalf of the Manipuri Association of Canada, other collaborating Manipuri expatriate organizations, local support groups and all signatories of the Global Online Petition for Removal of PAP from Manipur (submitted to Indian Home Ministry in December 2010), would like to request you to remove PAP from Manipur on a permanent basis as a sequel to the much praised temporary lifting of the same two years ago. This will usher in true progress to India’s NER.
