Hon’ble Sir,

In order to bring an amicable solution to the problems arising out of the demands of the Hmar People’s Convention (HPC), the Memorandum of Settlement (MoS) was signed between the Government of Mizoram and the Hmar Peoples Convention (HPC) on the 27th July 1994. As a result, the law and order situation in the HPC demand area has improved to a great extent. The people of the area are thankful to you for your past effort. However, unsatisfied with the 1994 agreement, the Hmar People’s Convention (Democratic) was formed in order to bring home the pressing demands and aspirations of the people of the area in general and that of the Hmars in particular. A memorandum in this regard (dated 17th November 2009) has been submitted to you. We also appreciate the initiative of the Village Council (V/C) Coordination Committee in creating a conducive atmosphere for peace talk between the Hmar People’s Convention (Democratic) (HPC-D) and the Government. We are also happy with the response of your government in this regard.

However, due to the non-implementation of the points as enshrined in the MoS after a gap of 17 years, there has been lots of resentment and dissatisfaction in the minds of the people. Moreover, due to intermittent disruption of normalcy and the existence of violence, the people of the HPC demand area lived in constant fear and insecurity. The people of the area have also appealed to the HPC-D not to indulge in any act of violence and not to create a sense of fear and insecurity in the minds of the people.

With an aim to prevent the further deterioration of law and order situation and for existence of lasting peace and tranquillity in the HPC demand area in particular and the whole state in general, the All Party Leaders Committee, Sinlung Hills organised Peace Rally on the 25th August 2011 at Sakawrtdai, Suangpuilawn and Saiphai villages, Mizoram. The public resolution on the day of the Peace Rally are as given below:

On this day, the 25th August 2011, we the participants of the PEACE RALLY organised by the All Party Leaders Committee at Sakawdai, Suangpuilawn and Saiphai villages have unanimously decided to appeal to the Government of Mizoram and the Government of India on the following points.

1. We are pained and disheartened by the fact that more than 17 years after the signing of Memorandum of Settlement between the Government of Mizoram and Hmar People’s Convention (HPC) on the 27th July 1994, the accord has not been implemented in letter and spirit.

2. We strongly feel that, unsatisfied with the 1994 accord which was devoid of lasting peace and harmony, the HPC(D) is up in arms thereby creating disruptive atmosphere in the HPC demand area. The State Government and the Central Government must sit for a political dialogue with the HPC(D) for the existence of lasting peace and harmony in the area.

3. While Mizoram is celebrating the 25 years of Peace Anniversary (1986-2011), the people in Sinlung Hills area are living in constant fear and insecurity. And in line with the appeal of the Government to the public to selflessly sacrifice oneself for the protection of peace and harmony, we now appeal to the Government to take in their part all necessary action for the peaceful settlement of all issues.

We hereby request you to sincerely look into the plight of the people expressed through this resolution and take all necessary action in resolving all conflicts arising out of the demands of the HPC(D).

Dear Sir,

It is disheartening to see the report about the PIL filed by RK Joysana, a self proclaimed social worker, against the SHDDC leaders and many law enforcing agents of the government of India and Manipur. It’s time that the SHDDC leader also file PIL against the Manipur Government headed by Ibobi for not upgrading the Sadar Hills ADC into a full fledged district, even though the Manipur Hill Areas District Council Act 1971 has made Sadar Hills an Autonomous District Council which will have to be upgraded as a district in due course of time. While the five other ADCs had been upgraded to a full fledged district, Sadar Hills remains. And it is almost four decade that the people of Sadar Hills have been waiting this declaration. Any untoward incidents happening will be solely borne by the government for not fulfilling the legitimate aspirations of the people of Sadar Hills.

It has to be noted that the SHDDC leaders had given time to the Manipur government through petitions to take decision in July 2011. However, the government did not even pay heed to such democratic means. As a result the bandh was enforced. With regard to bandhs NEHU teacher Xavier P Mao, during the peak of UNC bandh against election of ADCs in 2010, said that in a democratic nation like India, unless the citizens’ resort to violent agitations, their grievances are not considered. For which, bandh and blockade become one of the basic means of the weaker section of the society to address their problems against the dominant section and draw attention of the authorities concerned.

It is also pertinent to point out that while the lawless people under the leadership of AMUCO has razed the decades old library and assembly building by arson during the protest against the extension of ceasefire between the government of India and NSCN (IM) in 2001, and even in the BT Road incident bandh was called for four months in the valley, no action was taken against the leaders or PIL filed against the law enforcing agents of the government. This shows the true colour of the communal spirited so called social worker.

It is high time that the government of Manipur deeply ponders upon this issue and takes quick action unless the issue-less issue takes an ugly turn.

Apropos Mr Samson Khaba’s letter on the Defunct Family Court of Manipur published on 19th August last, I would like to supplement that The Family Court is the only place where one can get justice for matrimonial tussles and disharmonies. But, as most things in Manipur, the Family Court is seemingly crawling when it should run apace as in other States of Inda. What is the Government doing? Is it only busy in the vote politics and embezzling public funds? Is the legal system in Manipur so deblorable just because it merged into India? Or, is it due to our own peoples’ neglect, indolence and complacency in matters pertaining to legal complexities? These are questions that need to be answered with a deep breadth and a little introspection. It is high time that the authorities and the general public go hand in hand to rectify the malady in Family Court. We want to to hear a lucid report of the ailing Family Court in the front page of your esteemed daily. hence, kindly investigate into the matter and give a detailed news coverage in the interest of the hapless people of Manipur.

Let us hope that Anna comes to Manipur. Manipur will resonate with Anna’s calls of Vande Mataram, Bharat Mata ki Jai and Jai Hind. The national tri colour will make our beautiful land, Manipur even more beautiful. Once this happens, most of Manipur’s problems will get solved. It will be interesting to see the reaction of that section of Irom Sharmila supporters who are against the tri colour, Vande Mataram, Jai Hind and Bharat Mata ki Jai. The Family Court, Lamphelpat which also happens to be the only court for the whole of Manipur state dealing with family matters and matrimonial disputes is almost defunct and its present condition and state of affairs is not only deplorable but also pitiable . With the promotion and transfer of the sitting Judge to the Sessions Court, this Family Court is left without a regular Judge even though ‘in papers’ it is being looked after by a Judge. The conduct and transaction of the cases are coming to a halt and a virtual siege due to the absence of a regular Judge.Consequently, the volume of the pending cases increase day by day by leaps and bounds and most of the of cases get delayed without reasonable causes much to the disappointment and annoyance of the litigant parties. This has aggrieved the parties and a sizeable section of the public coming to find a solution to their family woes and disputes like divorce, alimony claims, judicial separations etc. It is not an exaggeration to say that the Family Court of Manipur has been totally negelected by the authority and the Government’s turning a blind eye to it has been the sole reason for the sorry state of affairs in the lone family court in Manipur.

What is worth mentioning is the fact that without a regular Judge a court is crippled to the bones and cannot properly deliver justice to the needy. If the cases which are supposed to be disposed off in a few weeks consume several months or years together due to repeated adjournments and wanton deferments, the very purpose of keeping a court to arbitrate on family disputes gets defeated because there is an old saying that justice delayed is justice denied. What is actually needed is to immediately appoint a regular Judge to dispose of the numerous cases pending in this Family Court with no comprehensible reasons.

Therefore, the authorities concerned look must into the issue seriously and quickly appoint a regular Jugde for the lone Family Court in Manipur in the larger interest of the general public.The Government should never forget that this is the only Family court catering to the needs of a population of 27 lakh people in the State.

Sir,

It is ashamed of to be a Ruangmei community while going through the press release of Mr Frank Pame on the Title Tamenglong District Hospital Needs Proper Supervision in Imphal Free Press dated 02.08.2011, alleging Dr.K.Gaithaorung, the present CMO of Tamenglong as if Mr Frank knows every capacity of Departmental works.

Mr Frank Pame would be a better and farsighted person if he approached in person to the D.C. and CMO of Tamenglong for any Medical developmental works or to the concerned designated authorities for respective works. He lacks human attitudes and characters for singling out his thoughts and sights. It is suggested that before going to the media, he should approach and discuss any development works with District Administrator rather than passing the bugs to somebody.

Majority of Tamenglong public and people of Manipur have witnessed Developmental works performed by Dr.K.Gaithaorung for Medical Department in Tamenglong when he was the Chief Medical Officer I/c of Tamenglong District in the year 2001 to 2007. The standing structures and medical equipments available in the Medical Department under Tamenglong District can not be denied the works done by Dr.K.Gaithaorung. Let it be known to the general people that commendable jobs had done during those periods while he was CMO I/c of Tamenglong. But Mr. Frank Pame failed to categorize himself to be a good Samaritan of Ruangmei.

1. One Barrack type Quarter:-having accommodation for 3 families of Doctors was constructed near CMO’s Office.It may be pertinent to mention that the Government land occupied by Medical Department was about to allot to the public but Dr.Gaithaorung opposed the allotment and apprised the D.C that he wanted to use the land for Medical Department. Now we have seen that Barrack type of Quarter for Medical Officers.

2. New buildings constructed :-( i). C.H.C. Nungba, (ii) PHC,Khoupum. (iii) PHC,Haochong, (iv) PHC,Noney.(v) PHC,Tamei. (vi) PHC, Oinamlong. (vii).Staff Quartes at CHC,Nungba.(viii) Ladies’ and Gents’ Toilets in the Tamenglong Hospital Complex (under Civic Action Plan by the Army at the initiation of Dr.Gaithaorung).

3. Renovation of Health Centers :- (i) 8 Primary Health Service Centres (PHSCs) (ii) District Hospital and (iii) CMO Office.

. Blood Bank Building: – Blood Bank Building was constructed, which is now using as O.P.D and other section of the Medical Department.

5. DDAC Building: – Drug De-addiction Centre Building was constructed.

6. O.T. Building (Small size):- It was constructed behind the Medical store room. Now it is using for Laboratory and IDSP.

7. A New O.T (Operation Theatre) of large size was constructed but it is not handed over to the Medical Department by DRDA due to some internal reasons.

8. Post Mortem Building and Kitchen Extension buildings were constructed.

9. One Ambulance Vehicle each was requisitioned from the Medical Directorate, and Family Welfare Department, Govt. of Manipur.

10. Maximum medical specialists were posted at District Hoapital viz 1) child specialist,2) ENT Speacialist, 3) Ortho-surgeon. (4) Gynaecologist, (5) Anaesthetist.

11. Water Tank was constructed in front of the District Hospital under leadership of Dr.K.Gaithaorung, District Hospital Welfare Society/Committee.

12.Eviction of encroached land of Medical Department and fencing of District Hospital were made with the help of former D.C, Mr. Thaithuilung Pamei can not be forgotten.

13.Under the guidance of Dr.K.Gaithaorung, District Hospital Encroachment Society was formed with Village Chairman, Zelianrong Union and other sympathizers with the objective to protect the land of Medical Department. But this District Hospital Encroachment Society has undergone a dormant state after the transfer of Dr.K.Gaithaorung to Medical Directorate, Imphal.

14.Dr.K.Gaithaorung had made ready with all the official procedures in 2007 for construction of Medical quarters at Tamenglong District Hospital before his transfer to Medical Directorate at Imphal.But it was completed recently (2011).

15. Dr.K.Gaithaorung had requisitioned a portable X-ray machine from the Army, which is seen utilized by the Hospital.

Common people will agree that no development works are seen in Medical Department of Tamenglong after the transfer of Dr.K.Gaithaorung. But some motivated people tried to inflict bad reputation to him. Let us put in record the joy of the people of Tamenglong for the second time coming of Dr.K.Gaithaorung as Chief Medical Officer of Tamenglong District.

Mr. Frank Pame,my dear brother, awake from your deep slumber and inspect/verify yourself what have been stated hereto and be comforted yourself before you indict other. What Frank has seen in Medical Department of Tamenglong after 2007 till June 2011 were vacant of improvements? His dictums are all motivated with prejudices, vices and distortion of true and with immaturity in thought and age. Remember, Frank! You have stepped into the wrong shoes. Perhaps, he is drunk in other motivated words or is he dividing the narrow geography of Rianglam and Ruanglam of Ruangmei community. Stop this notion, for God’s sake.

It is, hereby, appealed to the Government of Manipur not to ponder into the words of vested interest that maligns Government Employees in general. The Government should give a good thought for the improvement of Tamenglong District in respect of man-power, infrastructures etc. in all the Departmental works in the best interest of the general people.

Dear Chief Minister,

This refers to the ongoing mass movement for creating a new district in the northern part of our beloved State. The past week has seen several forms of protests with strings of violence involved with the killing of three protesting people, all women including a student which severely disrupts the normal functioning of life. It is unfortunate that such inconvenience has to be caused only because people assert for their rights, seek justice and strive for the betterment of their over-all being. I don’t have to explain you the reason why such unfortunate incidents had to happen. Nor do I to reproduce to you the facts and figures pertaining to the demand for upgradation of Sadar Hills as a full-fledged revenue district. In the same vein, expect me not to summarize the history of Sadar Hills, the various developments thus far, the casualties suffered, or the responses of the successive governments, just for the sake of creating a district which the State Government has been doing at ease. For an issue that has been pending in the State Assembly for four decades and which continuously haunts every successive governments ever since, none other than someone in your position, I believe, will know better.

You know that upgradation of Sadar Hills is just about adding another district in the State. It is about more revenues/funds, better governance and better and more facilities to the people. It hardly matters which community dominates the region or who benefits most. If granting a district in which one community dominates means seceding that part from the State, then the existing districts–Senapati, Ukhrul, Tamenglong, Ccpur, etc.–should have been the first to go away. But, as we all know, they are not, and to some foreseeable extent they wouldn’t. Geo-politically, Sadar Hills is the only landlocked district in hills which does not in anyway threaten the territorial unity of Manipur as long as the peripheral districts remain intact. You may also know that Sadar Hills at present is under Senapati district in which, as far as the people know, the funds meant for the entire district is poured in and around the district headquarters. You may kindly enquire the people in the far-flung areas within the district to ascertain my point. Senapati district, as you know, is inhabited by different communities–Kukis, Kacha-Nagas aka Manipur Nagas & Nepalis–where past incidents of communal violence, injustices, biased distribution of resources, communalism, etc. plagues the entire system. In such a situation, what sort of all-round development(s) can we expect? A clear cut demarcation by way of allocating different source–in this case, separate districts–is the best option.

You might also agree that upgradation of Sadar Hills as a district is a sheer necessity for efficient and responsible administration. To give you an example, New Keithelmanbi, parts of Nambol, west of Langol etc. are under Kangpokpi police station – and like scores of other are not directly connected with district headquarters. One classic example of bits and pieces administration is that of Bongbal Kholen, nestling between Thoubal and Ukhrul districts on the eastern bank of Thoubal irrigation dam. Officially under Saikul police station, it has no direct link with the sub-division or district HQ. Worse still, the Senapati district administration does not even know where Bongbal Kholen is situated. There is no way Senapati could efficiently administer these ‘out-of-reach’ areas. If anything serious happens in these areas, if would be either Imphal West or Thoubal or Bishnupur district or even Ukhrul police to reach the scene. The simple answer to such scenario is to set up a full-fledged district in order to connect all parts of Sadar Hills under one administration.

You might also have access to the demography and other statistics of the supposed district. The Kukis of Sadar Hills lag behind in all fronts. Be it literacy, govt. jobs, health care, physical and social infrastructure, etc. they are far behind their cognate groups in Ccpur and other tribes in Ukhrul, Tamenglong, etc. not to mention the valley districts which are incomparable. ‘Development’ is a major reason behind the need for upgradation of the region–which you and your Secular ‘Progressive’ Front (SPF) government espouse to stand for. It is the bedrock of your manifesto and on which you party stands. Is it a ‘progress’ when a section of your citizens are dragged along, cry for justice, human rights, equal treatment, while others march on their feet in joyful exultation? Are not you supposed to respond to these? If you are not a part of the solution, then you are a part of the problem.

Sadar Hills district has to be created by any means. Just because there are some Kacha-Naga villages within the district should not be a hindrance. You may also know how many Kuki villages are there in Ukhrul and Tamenglong districts. Similarly, Ccpur district which is thought to be a cent per cent Kuki district also has few Kacha-Naga villages which equally benefit the privileges. Kuki and Kacha-Naga are the two hill-tribes in Manipur which have been living side by side since time immemorial. Hence, a district purely inhabited by one tribe is not practical.

Sadar Hills is a living issue which has been going on for decades. Arms and ammunitions, false promises and threat will not kill. It will go on until the need is fulfilled. Successive governments have been using the vexed issue as a vote bank and as political ploy. It would be most unfortunate if you also happen to be like your predecessors. The people are fed up with the “hayeng-hayeng” tradition. The people who elected you and whom you promise to serve want concrete time-frame, sooner for the better. Your citizens want substance not false promises. Betray not the people who made you the only CM to complete a full-term and who are due to make you for yet another full-term in few months; the people who make you the first CM in Manipur to hold all the top port-folios and who make you, perhaps, the first non-tribal Tribal Devt. Minister!

With all these points at hand, the people see no reason why you and your colleagues should not take the needful step. You are not a dictator in an authoritarian State but a revered Chief Minister in a vibrant and democratic State. You are there to cater to the needs of the people, think for their betterment, protect their rights and dignity and bound to fulfill their aspirations. How many more bloods do we have to shed and how many lives do we have to sacrifice just because we have to remind the govt. of its duty? Creating Sadar Hills is in the collective interests of the people whom you promise to earnestly serve. The best time to plant a tree is twenty years ago; the second best is now. Similarly, the best time to create Sadar Hills district is forty years ago; the second best is now!

Dear Sir,

‘INNOVATION’ according to Wikipedia generally ‘refers to the creation of better or more effective products, processes, technologies, or ideas that affect markets, governments, and society’.

Probably keeping this alluring meaning of innovation in mind, Prime Minister Dr. Manmohan Singh started a novel venture of constituting the National Innovative Council (NInC) in September 2010. Shortly afterwards, the Government of India (GOI) has instructed the state governments to set up their respective State Innovative Councils keeping in focus on the following:
1.0 Support your Government to promote innovation in the State;
2.0 Encourage young talent and local universities, colleges, Medium and Small Scale Industries (MSME), R&D Institutes;
3.0 Map opportunities for innovation in the State;
4.0 Identify and reward talent in innovation and disseminate success stories;
5.0 Organise seminars, lectures, workshops on innovation and create State innovation portal to educate;
6.0 Help create innovation eco-systems;
7.0 Organise risk capital and prepare an Innovation Roadmap 2010-2020 for the State.

Accordingly, the Manipur government constitute the Inter Departmental Coordination Committee in the Planning Department on 16 December 2010 with the Chief Secretary as the Chairperson, to implement the policy decisions of the State Innovative Council, ‘to harness core competencies, local talent, resource and capabilities to create new opportunities’.

In March 2011, the Ministry of Finance, Department of Expenditure, Finance Commission Division, GOI, released the Grant-in-Aid for District Innovation Fund (DIF) for all state governments along with issuing the Guidelines for grant release and utilisation of the Grant-in-Aid under recommendations of the Thirteenth Finance Commission for the award period 2011-15. These guidelines and Performa are also accessible on this Ministry’s website: http://www.finmin.nic.in/TFC/guidelines.asp. Under these guidelines the grant will be released in two instalments during 2011-15. The first instalment, amounting to 50% of the amount allocated to a State, will be released in 2011-12 and the allocation of District Innovation Fund for Manipur is 9(nine) crores, one crore for each district.

Now, what intrigues me is the devious nature of the State Planning Department in the implementation of policies of the State Innovative Council and the District Innovation Fund. I am surprise not to find any mention on the constitution of the State Innovative Council or implementation of the District Innovation Fund in the official website of the Planning Department, Manipur. Or has it not been updated/uploaded since Dec 2010? Why is the department making it so confidential on the fund allocation and implementation of various innovative programmes in the nine districts of Manipur when the UPF government in the centre and the SPF government in the state are celebrating the success of their flagship programmes? Why there has been no publicity on the various innovative projects recommended by the department for funding under the DIF in the nine districts of the state? I have not even come across any Government notification or news item from our able ‘investigative reporters’ on this particular programme and its implementation. Pardon me if I have missed such reports and enlighten me on the issue.

Or, do we smell a rat in the state Planning Department? Is it a deliberate action of the people in power to conceal this novel initiative of the GOI from the eye of the common people so that they can manipulate the District Innovation Fund for ‘not so innovative’ projects of their own preference and profit without even looking into the guidelines of the Ministry of Finance, Department of Expenditure, Finance Commission Division, GOI, for utilisation of the mentioned fund.

We the common people would, therefore like to request the Planning Department, Government of Manipur and the Inter Departmental Co ordination Committee headed by the Chief Secretary, to make a sincere and genuine effort in implementing this promising venture of the GOI and distribute the DIF to bona fide innovative projects adhering to guidelines other than reducing it to another flop show. We would also like the Planning Department to make public the list of work programme allocated for each district under the District Innovation Fund before any RTI activist opens the Pandora’s Box.

Few days back a Samaritan job was carried out by you and your team by distributing rice at free of cost to the householders of Haobamarak which is under Keisamthong Assembly Constituency. I was so optimistic that the humanitarian service would further at different parts of Keisamthong as well. But as of now nothing came up so far. As a concerned citizen also as a resident of Keishamthong A/C I would like to request you to continue the service at different parts of Keisamthong A/C immediately.

Moreover many parts of Keisamthong has now inundated due to the overnight rain. People who are under the poverty line are facing the toughest time due to the artificial flood that comes as a gift to the people of Keisamthong at a slight drizzling.

It will more humane to distribute rice at these flood affected areas of Keisamthong too. Would not it be more reasonable to serve those who are really in need other than to serve some air marked areas. Would not it violate law of equity?

Hon’ble Minister may kindly take up the matter in the most urgent manner.

It is more than evident that the government’s initiative to provide free medicines to the rural poor who cannot afford the escalating costs of medications on the market has miserably failed to deliver the goods in Ukhrul district. A case in point is the complete failure of the Free Drug Counter opened at the Ukhrul District Hospital which is supposed to be the only one of such in the whole of the district.
Although the said counter has been opened for quite sometime now, the public is yet to reap any benefits out of it since the same does not stock or give out any prescription medicines for reasons best known to themselves. So much so that the openinig of this very counter has been rendered meaningless for the general public.
We know that that in every system of working/service, temporary or occasional lapses are bound to occur and cannot be totally ruled out. But what do we say when a service regularly fails to be of use? This seems to be the case with the counter in question. Little wonder then, that they invariably fail to provide even one out of 4/5 medicines on the prescription and the same prescribed by doctors of the District Hospital too. And with none bothering to go into the whys and wherefores, this manner of functioning has woefully become the done thing rather than the exception. As it is, walking up to the counter and showing prescription has proved to be a sheer waste of time for many a visitor. Instead, one has to buy all the medicines from the Chemist thereby incurring huge expenses even as free medicines provision is officially in place. In fact, if the so called Free Drug Counter was supposed to render any service to the public, the time is almost overdue.
On the other hand, if rumours are to be believed, then there is no shortage of medicines (read available under the counter) for some people who are well connected with members of staff and that too without the necessary prescription. Considering this sorry state of affairs, isn’t it time the public sit up and raise questions as to whether the provision of free drugs is for the needy common man or for the previledged few only? Or is the Free Drug Counter only for namesake?
All in all, it is a sad reflection on the overall functioning/administration of the Ukhrul District Hospital which has been in the news for the wrong reasons all these years. On their part, the authorities would do well to get their acts together and geared towards streamlining the service of free medicines provision through the Free Drug Counter among many other things. This will go a long way in improving to some extend the strained image of the hospital as well.

The appointment of a new, direct-recruited IAS officer as Secretary to the Manipur Public Service Commission (MPSC) is welcome. One hopes that some level of professionalism will now be imbibed in the working of the Commission which also have a new Chairman recently. With this, one also hopes that the process of recruitment for the MCS, which was initiated since late last year, will now be expedited.

The new chairman, in his first interaction with news persons on his appointment, had expressed the need to bring back many talented and educated Manipuris staying outside the state due to non-availability of opportunities at home. That message struck a chord with many of us staying outside. But, that can happen only when the processes of recruitment to various state services is cleansed. Indeed, most of those who study or work outside the state are longing to return home, only if conditions improve and they are given a chance to serve in their state.

Now, with a team of professionals now in place at the top, the MPSC should expedite the ongoing recruitment process. That a clean and fair examination can be actually held in the state is shown by the MBBS entrance examinations, among others. The news media also ought to play a more proactive role to educate and mobilise public opinion, and put pressure on the authorities not to dabble so much. Rebuilding Manipur has to start at the top. The MPSC should take the lead in this mission. We expect no less.

Your editorial of 5th July 2011, “Deepening Federalism” is forthright and bold. The logic of making an alternate arrangement for everyone in Manipur articulated in the editorial echoes what many are thinking today. It certainly stands to simple logic that even a child can fathom. If a child who has been playing marbles with others in a particular game wants out, and demands an alternate arrangement, such an arrangement would then have to be for everyone, would effectively have to be one that would alter the whole game. As a corollary, it also stands to logic that if the child’s primary motive is to break up the game through such a ploy, or by hook or crook, and have a few others come away with him from the game in order to set up their own elsewhere, then the rest of the children playing would easily see through the malcontent and straighten him out.

Manipur has always been a complicated game with many players, in the historical and contemporaneous scenarios. We have historical experience, as well, with many arrangements and adjustments among the players. Some have been more successful than others. Whatever the arrangement initiated or affected, a few foundations are pre-requisite. Political vision and will are necessary among the leaders. Opportunism is another; every coin has a flip side and it is for the leaders to think outside the box to grab such opportunities for even better long term advantage. Appeasement of one segment of a polity at the cost of others will only create other malcontents; thus such a solution has no vision. The use of simple idioms and symbols to carry radical changes are often underestimated. “Political solution”, “peace before development” (or vice versa), “integration”, “communal harmony”, etc., are examples of jaded idioms, evoking cynicism and plain boredom, that need to be replaced by new ones that can inspire younger generations.

The Swiss confederated arrangement is a federal one with the 26 regional and historical cantons retaining fundamental control over their own affairs. The Swiss federal government at Bern has certain specific functions only, such as national defence and foreign relations, a single currency and so forth. An important clause of the constitution was that it could be re-written completely if this was deemed necessary, thus enabling it to evolve as a whole rather than being modified one amendment at a time. We only have to look at the Indian Constitution and its average of two amendments per year to see the mess.

The State government has gotten itself into a trap by inviting and encouraging micro-management of our affairs to a union government seated in New Delhi, which is increasingly confused and fragile. Union jurisdiction needs to be clearly defined too. Parliamentary democratic representation in our legislature should be replaced by proportionate representation among the peoples of Manipur. A bi-cameral structure of the legislature is necessary. The system of direct participatory democracy through citizen’s initiatives and referendums should be introduced to bring about changes in legislation or an amendment of the constitution. If you want to “break free”, then you have ‘think free”. Presently, in Manipur, all parties of real or imagined conflicts chronically suffer from the same disease – cluttered thinking. Alternate arrangements require alternate thinking, it certainly seems logical to me.

Recently, the CM of Nagaland came to Senapati in Manipur to inaugurate the launch of his party office in the aforesaid place. He came, inaugurated and went back. But prior to his visit, there was much hue and cry over his visit or rather a point in the constitution of his NPF party. There was much deliberation on our CM’s part over the ‘vile’ point and thus was presumed that it will lead to the disintegration of the present state boundary and hence the CM of Nagaland should be disallowed to enter the boundaries of Manipur. Tensions ran high among the peoples of Manipur and the CM sent contingents of armed police and commandos to the border town of Mao. I believe that (I could be wrong here) the Home Minister of GOI gave him a dressing down and thus the CM of Nagaland was allowed to proceed to Senapati. No untoward incident happened and the entire incident fizzled out without a whimper.

I believe that our CM over-reacted in a very childish manner and there was much ado about nothing. Just because the NPF’s constitution has a point stating about a ‘Greater Nagaland’ doesn’t mean that it has to so. The re-drawing of a state’s boundaries is the job of the Central Government.

Another incident is about the visit of T Muivah. Our CM over-reacted and sent the Manipur constabulary to Mao. During the face-off between Muivah & Co. and Ibobi Government, two innocent persons lost their lives. Just because the NSCN(IM) wants ‘Nagalim’ doesn’t mean that it has to so. The NSCN(IM) will have to deal with the Centre to redraw Manipur’s map. Redrawing of any state’s boundaries is not a state subject. Ibobi had his way just because there are legal cases against T Muivah and since l&o is a state subject, GOI HM could not legally prevail upon Ibobi.

There is a third incident which I would like to mention beforehand that this will not make me win the ‘popularity contest’. This is about the June 18 incident. The GOI wanted to come to a agreement with the NSCN(IM) to have a cease-fire ‘without territorial limits’. It was just this three little words which made the Meiteis of Manipur over-react. We Meiteis got angry without any limits (pun intended) and the crowd started breaking and burning public properties. In the police crackdown, many innocent lives were lost. Let us face facts. At the ground level, there is cease fire in Manipur with NSCN(IM) as the security forces do not have any armed clashes with NSCN(IM). We don’t get to read/hear that the security forces encountering the NSCN(IM). So, what was the objection to that three little teeny words all about.

I, the undersigned person, have the honour to state that I have read the relevant columns of news report which was published on the 29th May, 2011 in the esteemed daily English Newspaper- Imphal Free Press under the heading- “Rio officially launches his party Naga People’s Front in Manipur” in the first and fourth pages that it is expressed or reported by the Nagaland Chief Minister Neiphiu Rio in a few sentences, as the words may be, that “the Nagas should be under an administrative Umbrella and should be emotionally, politically, socially and culturally integrated. Though to-day, we are facing problems for various technical problems, integration is our birthright, we are not against anybody but we want to survive as a people, we can to uphold our identity”.

In this regard, I have observed that Nagaland Chief Minister Neiphiu Rio did express exaggerative words in respect of – “Nagas should be under an administrative Umbrella” and “integration is our birthright” or in other words, Nagaland Chief Minister did speak without observation or speculation of :-

1. Human rights should be protected by the Rule of Law;

2. All human beings are born free and equal in dignity and rights and they should act towards one another in an spirit of brotherhood;

3. Everyone is entitled to all rights and freedoms set forth in the Universal Declaration of Human Rights, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status, no distinction shall be made on the basis of the political jurisdictional or internatioal status of the country or territory to which a person belongs, where it be independent, trust, non-self-governing or under any other limitation of sovereignty ;

4. Everyone has the right to recognition everywhere as a person before the law;

5. All are equal before law and are entitled without any discrimination to equal protection of the law all are entitled to equal protection against any discrimination in violation of the Universal Declaration of Human Rights and against any incitement to such discriminat.on;

6. Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law ;

7. The Universal declarationn of Human Rights may not be interpreted as implying for any State, group or person any right to engage in any activity or to perform an act aimed at the destruction of any of the rights and freedom set forth in the full text of the Universal Declaration of Human Rights adopted and proclaimed by the General Assembly of the United Nations on December 10, 1948 ;

8. In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society;

9. These rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations;

10. The General Assembly proclaims this Universal Declaration of Human Rights as a common standard of achievement for all peoples and all nations shall strieve to secure their universal and effective recognition and observance, both among the peoples of Members States themselves and among the peoples of territories under their jurisdiction ; and

11. Right to freedom regarding fundamental Rights in respect of all citizens shall have the right to freedom of speech and expression, but which nothing shall affect the operation of any existing law, or prevent the State from making any law, in so far as such law imposes reasonable restrictions on the exercise of the right to freedom of speech and expression in the interests of the sovereingnty and integrity of India, the security of the State, friendly relations with foreign States, public orders, decency or morality or in relation to contempt of court, defamation or incitement to an offence of the Constitution of India, 1950.

Now-a-days, I have observed moreover a speculation for the reconstitution of a new Constituent Assembly subject to the restoration of its ertswhile Independent Dominion of India due to many constitutional failures of the constitutional machineries in India in the; near future if those known-constitutional failures are not amended or reformed as early all possible

Kudos to Imphal Free Press for its brilliant editorial “Containing Xenophobia”( 20 May). The editorial is unique in the sense that while condemning the militant organisations which target the poor migrant fellow Indians from Bihar and Orissa, it has also not hesitated to protest when the Bangladeshi immigrants are also attacked. While one is entitled to demand deportation of the illegal Bangladeshis, but brutal killing of them can never be supported. Thus, no thanks is enough for the editorial which has placed traits of humanity in a higher pedestal over the legal issues.

Since India is a democratic country, no one holds any right to exterminate the “outsiders”. All Indians can settle, stay and earn their livelihood in any state of their choice. However, proper measures should necessarily be adopted so that the political, cultural and economic rights of the indigenous do not get violated or their security do not get threatened due to the influx of migrants. Thus not only there should be a bar( at least to a certain extent) on purchase of land by the migrants; reservations of the sons of the soil should also be adopted in service, industrial and educational sector.

Else, the plague of xenophobia is bound to raise its ugly head; afterall which community wants to get relegated as aliens on their own soil!

And it also remains the urgent duty of the migrant communities to honour the language, culture and sentiments of the people of their adopted lands. Instead of dictating over the local population, they should learn to assimilate with the indigenous ones.

If this spirit of mutual respect and tolerance gets developed and the locals are ensured of adequate security in every field which matter, the devil of xenophobia can certainly be nipped in the bud.

In response to an article that appeared today titled ‘Onslaught of Internet on the traditional Newspaper’, whilst I agree that it has definitely eaten into the production of newspapers, readership and in most cases ads, I do like to point that the newspapers is still a very strong medium. I for one, do not see the newspapers being replaced by the new generation Tabs and the Pads. At the same time, it is only in the developed nations that the distribution of news has expanded to a considerable extent, thanks to the creation of internet / World Wide Web enabled devices and appliances. Infact, you don’t need a computer to surf for information now, there are TV sets available where we can get information online. In case of developing or underdeveloped nations like India, the penetration of computers is still very small. According to PWC, India’s internet penetration is a dismal 7 % (about 80 million) , while the newspapers reaches about 242 million users in India.

And to second what Mr Mani has said, even in the west, there is no such threat. While the number of printed may have reduced, the number of subscriptions have increased as many users subscribed to the online version of the newspapers as well. Newspapers who have robust clientele like WSJ, Financial times do not allow user to just read the news. The news is available on subscription. So in the end, it only about being smart and embracing the available technology to gather and deliver news/ News will remain the same, whichever medium it is delivered.
