Imphal, Feb 11 NNN : Various NGOs say 25,822.22 hectares of forest land of Manipur will be affected by the controversial Tipaimukh Dam which will also lead to felling of 7.8 million (around 90 lakh)) trees and bamboos, and such action will not only have serious impact on community livelihood and survival but also exacerbate species and induce climate change impacts due to destruction of absorption capacity of Green House Gases (GHG).
A one-day Review Meet on Tipaimukh Dam was held at the Manipur Press Club here Saturday, jointly organized by Committee on Land and Natural Resources, Citizens’ Concern for Dams and Development, Action Committee Against Tipaimukh Dam, North East Dialogue Forum and the Sinlung Indigenous Peoples Human Rights Organizations.
At the discussion, the civil bodies affirmed, “Our rivers, forests, wetlands and lands are the sources of our life and not for plunder, invasion, and that we will strive to defend and protect the integrity of our land for survival of the coming generations.”
Calling upon the Government of India and the Government of Manipur in a draft resolution, they say they are concerned about the Memorandum of Understanding (MoU) involving the Government of Manipur, National Hydroelectric Power Corporation (NHPC) and Satluj Jal Vidyut Nigam limited (SJVNL) on April 28, 2010 which was reaffirmed on October 22, 2011 without the prior consent of the indigenous people of the State as well as all the people, who are likely to be affected by the proposed dam, in Mizoram, Assam and further down in Bangladesh, it demands urgent revocation of the above MoU.
The resolution says the NHPC and SJVNL, companies which are likely to be involved in the project have extremely poor environmental, social, accountability and human rights records from their previous projects such as Teesta V (Sikkim) and Loktak Project (Manipur).
The NGOs also demanded for the revocation of the Environment Clearance granted by the Ministry of Environment and Forest, Government of India on October 24, 2008.The resolution further urges both the Central and State governments to conduct Holistic Impact Assessment on socio-economic, environmental, cultural, health and human rights impacts likely to be caused by the proposed dam.

Imphal, Feb 11 NNN: Not content with the alleged fraudulent issue of about 1000 postal ballot papers regarding the Government employees, mostly personnel of security forces who are electorates of Wangkhem and Heirok constituencies of Thoubal district, Manipur People’s Party (MPP) today requested both the Election Commission of India (ECI) and Manipur Chief Electoral Officer (CEO) to cancel the postal ballot papers issued to them during the recent Manipur polls.
In a letter to ECI, MPP president Dr Nimaichand Luwang who was in fray from Wangkhem constituency seat said around 1000 postal ballot papers were issued to the Government employees, mostly police personnel who are electorates of 32-Wangkhem constituency and 33-Heirok constituency though they were not assigned any election duty on the polling day January 28.
He said the employees included VDF, SPO, Manipur Rifles and IRB personnel, Home Guards and Manipur police personnel, adding most of these employees did not apply for issue of postal ballot papers in Form-12 and that this means the applications were forwarded by the officials of the State police department by forging their signatures.
Many of them came to their respective polling stations to cast their votes on the polling day, but found that their postal ballot papers were issued against their names without their knowledge and information, the MPP president mentioned in the letter.
It has also been detected that more than 400 postal ballots which failed to mention names of the electorates were dispatched through the post that were addressed to Superintendant of Police (Thoubal), Commandant Chandel, Commandant Tamenglong, Commandant Imphal, Superintendent of Police (SP) Imphal, CO Home Guard, Deputy Superintendant of Police Thoubal, DTO Itanagar etc., the letter said.
Many postal ballot papers are now lying at the office of Thoubal SP and other offices since the identities of electorates are not known,
Luwang further mentioned in the letter and alleged it is apprehensive that there was a grave conspiracy and malpractices committed by some unscrupulous officials either in the State police department or the district election office.
He further requested the ECI to look into the matter and enquire in order to cancel all the postal ballot papers issued to the Government employees.

Imphal, Feb 10: Imphal West police said Friday five activists including an elected Nagar Panchayat Councilor of CorCom (Coordination Committee of seven militant outfits) involved in hurling bombs at residences of Congress candidates have been arrested along with two hand grenades in the last 24 hours.
All the arrested five are members of the proscribed PREPAK, which is a constituent member of the seven-militant group CorCorm, Imphal West SDPO Modhunimai said while briefing the media at Imphal police headquarters.
The arrested are Seram Sanatomba, 42 s/o Khelen of Karam Makha Leikai, Paonam Santa@ Lukhoi, 40 s/o Gandhar, also from Karam Makha Leikai. Sanatomba is now the councilor of Lilong Chajing Nagar Panchayat Ward No.6, while Santa is an elected member of the same ward; Maibam Michael @ Lemba, 37 s/o Kala from Lilong Chajng Chingkhong Leikai, Chongtham Bobicha, 40 s/o (L) Manglem from Singjamei Ngakrabam Leirak and Koijam jiten,44 s/o (L) koireng of Kiyamgei Mayai Leikai.
Sanatomba, the councilor is believed to have been involved in a series of activities, the SDPO said, adding a team of Imphal West police picked him from Moirangkhom in the district yesterday just after midday after receiving input.
In the follow up action, the police team also arrested another PREPAK member, namely Santa following information provided by Sanatomba on the same day and two bombs were also recovered from their possession, Modhunimai claimed.
During the electioneering time of polls to the 10th Manipur assembly, Sanatomba instructed Santa to collect five bombs from a PREPAK cadre sent by one Tangba of the outfit under whom Sanatomba was working for the outfit, he further said.
Chongtham Bobicha, who was working under Sanatomba, was the PREPAK activist involved in the monitory demand issued to IFCD minister N. Biren, the police official said.

Shillong, Feb 10NNN: To stop the migration of rural populace to urban areas, the Meghalaya United Alliance government (MUA) will embark on a series of programmes that will thrust health care, education, road connectivity and rural developments.
This was disclosed by the Meghalaya chief minister Mukul Sangma at the inaugural function of a bridge that directly connects Ri Bhoi and Jaintia Hills district in Mawlasnai on Friday.
Touching on the migration pattern from the rural areas to urban areas as an issue of grave nature , Sangma said, “Lack of oppurtuinities and access to basic facilities right from health care, education and
employment opportunities are the main factors to the migration of people from rural to urban areas”.
“We want the rural population to be in their respective locations and these are the circumstances that prompted our government to prioritize the mentioned sectors,” Mukul Sangma said.
Apart from education and health care that the government desires to provide, road connectivity is another thrust area.
“This is to ensure the villagers for easy access to the markets and have gainful dividends from the harvest the villagers made”, stated Sangma
Mukul Sangma assured that the priorities laid by the state government will materialize soon due to the right inflow of funds from the centre.
The assurance to concretize the prior sector by the 13th FInance Commission scheduled to start from the next fiscal.

Discovering the movement of UG cadre in Khongjom Maning Leikai, troops of 15 Assam Rifles and 27 Assam Rifles of 9 Sector under HQ IGAR (South) launched joint operation in the area and apprehended one UNLF cadre on 08 Jan 2012. The apprehendee was identified as No 2145, SS Pvt Mutum Romesh Singh alias Khunthiba, 25yrs, s/o Mr Dhanonjoy, r/o Khongjom Maning Leikai.
On getting specific information regarding presence of three UPPK cadres troops of 43 Assam Rifles of the Red Shield Division apprehended two UPPK cadres and one lady OGW of UPPK from Kangpokpi. They were identified as SS 2 Lt Maibam Ratan, SS Rect Offr Angom Ingobi Singh and Nengneikim Khongsai . One 9mm Pistol was found in their possession. They were handed over to Police Station Sekmai.
In another operation troops of 25 Assam Rifles of the Division apprehended one cadre of Hill Tiger Force (HTF) from Muolhoi village, lower Haflong. The cadre was identified as John Gabriel, s/o Lalngithang Infimate, r/o lower Muolhoi, Haflong of Dima Hasao district of Assam. The individual was involved in a bomb blast in January this year. He was handed over to Police Station, Haflong.

Imphal, Feb 9: Women Action for Development (WAD) condemned the increasing human rights violation in the state. In a statement WAD said, “Despite of all efforts from various civil societies and NGOs, human rights violation are still on rise. Almost everyday or the alternate day, the killings of innocent people are reported in the state. Over and above, nos. of widows and orphans are increasing day by day in an alarming rate.
It may also be recalled that in the year 2011 there were a number of occurrences of Bomb Blast in Manipur in which 7 innocent people lost their life and many people were injured. During the months of Jan and Feb. 2012, 13 people were killed in encounter by the armed force (both state and non-state actors) which was claimed by JACs as fake encounter. Besides 8 people were also killed in blast related incidents in connection with the 10th assembly election held on 28th of January this year.
However no, culprits were reported to have been brought to justice. The Government’s efforts to tackle such crimes to date have not worked in ways that had been expected in spite of numerous legislations that are framed by the state itself.
Besides, concrete measures and policy of the government to protect the lives of innocents from crimes and injustice are not visible. If such heinous crimes are not barricaded timely from its continuing pace, the prospect of our future generation will be fainted. It is also our firm believes that to shun such crimes and violence, the responsibilities of the state is of utmost importance. Keeping in view of the increasing crime against humanity we would like to appeal to all the concern stakeholders, civil societies, NGOS to response collectively the human rights violation in the state. WAD further appeals to all the state and non state actors to stop killings of innocent people.
We would also like to ask the State to intervene such serious crime and further demands the following from the concern authorities:
Ensure “RIGHT TO LIFE” , ensure proliferation of small arms and respect rule of law.”

Imphal, Feb 9 NNN: Another controversy emerged on Thursday of setting the same question paper of the earlier examination for the Manipur Civil Service Combined Competitive (Main) Examination 2012 conducted by Manipur Public Service Commission (MPSC), with the Democratic Students’ Alliance of Manipur (DESAM) accused the authority of being corrupt in conducting the most competitive and responsible examination of the State
.This time English literature paper-I question for the MCS combined competitive examination, conducted by MPSC was made a copy of the same question from the same competitive exam of the year 2005, DESAM president LC Santosh told the media at the former’s office here.
The exam was conducted only in the interest of a handful of people including the members, secretary, chairman and exam controller of the commission and not in the interest of the public, Santosh alleged.
The prelim exam of the MPSC exam 2012 was also found with at least seven wrong questions copying out from the Internet and some others with unrelated topics, Santosh said.
He said the DESAM has already banned the said prelim exam and any individual who has appeared in the competitive exam would be helped by the student body to fight in the law court against the authority for negligence and added that DESAM would urge the concerned authority to ensure smooth conduct of this exam with proper responsibility in the future.
The Manipur Civil Service Combined Competitive Exam was held on February 6 amidst various controversies involving complaints of misleading answer keys.
As many as 713 candidates registered for the competitive exam, of which 61 candidates failed to turn up for the exam.
The Preliminary Examination for the combined competitive exam was conducted on September 11, 2011 and the results for the same were declared September 24 the same year.

Olish, the independent candidate of Chandel constituency in the voting process in both the constituencies of Chandel district, it has gone “beyond our toleration” by the persisting creation of fear psychosis by deploying heavily armed Manipur police commandos in the re-poll polling stations on 4th February 4.
The NPF said not satisfied with their scheme to ignite violence during election process, SS. Olish, the independent candidate of Chandel constituency in connivance with the state security forces, is all out to target NPF workers and victimize them as unlawful elements by attempting to lodge FIR. “While she had enjoyed full proof security to campaign in the election process, SS Olish blames the NPF workers to malign the good image of the NPF party,” alleged the Chandel unit of NPF.
Strongly taking note of the intention to harass and torture the NPF workers of Chandel divisional unit in connivance with the state security personnel, such criminal attempts would not be healthy for the society and may affect the social harmony of the state, the NPF, Chandel unit stated. In this regard, many complaints were lodged through the concerned authority for necessary remedial action. The state security personnel as well as the Assam Rifles in connivance with INC workers in Tengnoupal (ST) A/C had physically and psychologically harassed, detained and abducted the NPF workers. The NPF agents of Khudei Khullen who were abducted before the polling day are now sent to jail by lodging fabricated allegation, the NPF alleged.
It alleged that the NPF Chandel divisional unit who advocated peaceful voting through exercising their respective franchise has become a soft target due to incorrect inputs highlighted in the print media. The factual event that the voters of Chandel district encountered was not rightly highlighted, it added.
“If the trend of victimizing the NPF workers by the security personnel instigated by SS. Olish is not restrained in time, it would be termed as an attempt to murder democracy in the country. The Election Commission of India and its state organs are earnestly appealed to advise the state authority to uphold social tranquility for the betterment of the state,” the NPF cautions.

Allauddin Khan who contested the polls from 6-Keirao constituency, told a press meet at the Manipur Press Club here on Wednesday that he has requested the State CEO Lawmkunga to take up necessary action against those individuals who indulged in poll rigging in 6-Keirao constituency’s five booths.
In a representation written to the CEO, the election agent informed the latter that around 300 votes were cast by unfair means in five booths of 6-Keirao constituency and the electorate included dead persons and those who were out of station. During the voting, only one polling agent of a particular party was present.
He also demanded re-poll in the said polling booths—Heibong Makhong Junior High School, Heibong Makhong Junior Left Wing, Ideal high School South Wing, Ideal High School North Wing and Girls’ LP School.

The incident occurred at around 12:30 pm at the village of Itham Moirangpurel under Lamlai police station when four cadres of KLA, which is also a signatory to the Suspension of Operation (SoO) involving both the State and Central Governments, were manhandled by a mob while they were extorting money which they called “annual tax” from sand loaded trucks by issuing KLA receipts.
The irate mob handed the four militants to the 13th Battalion of BSF, station at the Dollaithabi hill range near the village before they were severely thrashed. The BSF later handed them over to Lamlai police station.
The extortionists KLA (Lulun group) militants were identified as Hopo, 24, from Changingpokpi village, Helin, 23 from Aigyang village near Sawongbung, Sunboy L J Soupo, 35 from Bongyang village and MNG Thang, 17, also from Aigyang village.
The villagers claimed that the Kuki brothers have been living together with them since many, many years in the same village, but they (Kuki militants) have indulged in extortion for the last about two years by serving monitory notes to the Moirangpural villagers.
“This is not the first time that the villagers here foiled such extortion attempt, but three to four times had already happened where the villagers caught militants who tried to extort money, particularly from trucks,” Moirangpurel Meira Paibi organization secretary, Kaboklei said.

The militant outfit Zeliangrong United Front (ZUF) today criticized Manipur Pradesh Congress Committee (MPCC) president Gaikhangam for “repeatedly accusing” the former of interfering in the recent Manipur polls, which the militant group claimed it was never involved.
ZUF Joint secretary, A. Remroi in a statement said the “cunning guy” posing as MPCC president (Gaikhangam) is not loyal to the Secular Progressive Front (SPF) Government headed by O Ibobi, the AICC in Delhi and the UPA Government at the Centre as he often played hide and seek game against the Chief Minister of Manipur that everybody has seen and understood.
The outfit reiterated that any involvement in the electoral game anywhere in the Zeliangrong region and elsewhere will not bring the desired solidarity and conservation of land and resources belonging to the Zeliangrong, Inpui, Chiru, Kom and tribes in the Indian sub-continent of South East Asia it aspired, saying that the front adhered to the collective decision/resolution of non-political involvement in the electoral process, especially during the recent elections to the 10th Manipur Assembly.
It also said it strongly “agitated with anguish” over the contemptuous attitude of Gaikhangam, who has repeatedly blamed the front for all the false charges from the very beginning with regard to its involvement in the election process. The MPCC president even secretly organized armed cadres with combat dresses and weapons in a calculated design to throw the blame on different underground organizations to gain electoral mileage, ZUF alleged.
It added, the people cannot forget his past record of events when many rival supporters were injured by gun shots or physical attack and that vehicle were destroyed or pushed down the gorges at Longpi circle in 2002 and elsewhere ballot boxes were thrown out and they were often found in a field in Nungba Constituency. In 1990, a rival election office, namely Taolingpung at Namkaolong village part-II was attacked by his armed gang that injured many from gun shots and the villagers were also tortured even as rupees one lakh fine was imposed in the village during the re-poll in Taosang polling station when his armed gang along with some outfits imposed a boycott against rival voters. Gaikhangam also used a few militant cadres in connivance with his armed gang during his election campaign in 2007 and this time, for the 2012 elections, he played a hidden game of criminalization of politics.

Imphal, Feb 6: Manipur Pradesh Congress Committee (MPCC) president Gaikhangam today slammed both the Naga People’s Front (NPF) and the Manipur State Congress Party (MSCP) and alleged that these two parties were supported by the militant outfits NSCN-IM and Zeliangrong United Front (ZUF) respectively in the recent polls to the 10th Manipur Assembly and the re-poll in five hill districts, too.
“The allegation against me that I forcibly made 145 electors to cast their votes in Nungba Assembly Constituency was unfounded,” Manipur Pradesh Congress Committee president Gaikhangam told reporters while briefing at Congress Bhawan here.
Rubbishing the speculation that he was involved in illegal voting for the Congress,he said he kept himself very busy during the whole electoral process and was intensely monitoring the 60 Congress candidates who fought the recent polls and made it clear that over 100 voters exercised their franchise through a reserved/extra EVM at the Nungba Constituency polling station whose re-poll held February 4 after security forces manning there controlled a tense situation. The MPCC president raced the polls from Nungba Assembly Constituency.
Although the number of electors in the polling station is around 600, the voting percentage was too low as supporters of the NPF and the MSCP attacked throwing down stones uphill which caused injuries to the security personnel and damage to the roof of the polling station even as the polling officials were forced to put off the EVM, Gaikhangam alleged.
He also hit out at the NPF, saying that the Nagaland based political party supported the MSCP to defeat Congress candidate in the course of the re-polling in Nungba Constituency.

New Delhi, Feb 6: Twenty children and four teachers of the National Integration Tour organized by 6/8 Gorkha Rifles of Loktak Brigade under the aegis of Red Shield Division, had an interaction with Pratibha Devi Singh Patil, President on 03rd Feb 2012 at Rashtrapati Bhawan, New Delhi.
The children also presented a traditional Manipuri shawl and interacted with the President for about 30 minutes in the Committee Room of Rashtrapati Bhawan and shared their experiences. The First Citizen of the country encouraged the children to work towards the prosperity of Manipur and India.
A three hours guided tour of the Rashtrapati Bhawan was arranged for the team in which they saw the famous Mughal Gardens, the Circular Garden, Mini Zoo, Marble Museum, Kitchen Musuem, Gift Gallery, Delhi Durbar, Jaipur Column, Banquet Hall and the famous Ashoka Hall, which incidentally is also the venue for various ceremonial functions.
