Imphal, September 6: The United Naga Council has today urged the Centre to impose the President’s Rule in Manipur today.

A press release of the council has said that the Union government cannot shy away from intervening in the present situation on the pretext of constitutional limitations when democracy and the constitutional rights of the people are being desecrated.

It said our peoples’ movement is rooted in our political aspirations as a people.

The people have registered their protest through more than adequate public statements and democratic civil actions on the unwarranted imposition of 144 CrPC in Ukhrul for more than seven weeks by the State government and the insecurity to which they have subjected the people to with unprecedented militarisation, it said.

The thousands of Nagas who came out to join the rallies on August 30 in all the Naga dominated districts were a clear demonstration of the sentiments of the people and cannot be belittled in a democracy, it added.

It further accused Chief Minister Okram Ibobi and deputy Chief Minister Gaikhangam who are constitutionally obliged to listen to the voices of the people and protect their lives and safeguard their security for muffling the voices of the people instead.

Stressing that the Indo-Naga Cease-Fire was signed between the Union government and NSCN (IM) without any preconditions, the press release stated Naga people have upheld the Indo-Naga peace process with respect and great expectation over the last 17 years.

Instead of facilitating the peace process, as is their bounden duty, the State government has played spoilsport by militarising Naga areas on the pretext of maintaining law and order with the sole intention of dishonouring the Indo-Naga cease-fire and sabotaging the Indo-Naga peace process, it further stated.

It said Gaikhangam, who not so long ago championed Naga integration and signed the  memorandum demanding for integration of Naga areas submitted to the Prime Minister of India on  May 27, 2005 by 11 MLAs and 2 MPs today is an ardent advocate against the Naga people.

In the press release issued by the publicity wing of UNC, the Naga frontal organisation have questioned the deputy CM’s suggestion that the August 30 rally and protest occurred at the behest of others and was not a spontaneous people’s rally.  Asking what he means by these ‘others’, UNC expressed its wish to ascertain whether those who protest against unfair and unjust imposition by a communal government ‘criminals”.

Asking why 144 CrPC was not revoked during the rally in respect to the people, it stated that the deputy CM and his government had orchestrated the incident knowing fully-well what would happen on that day. The State government is solely responsible for the crime, it added.

Claiming that the text messages received by the deputy CM, real or imaginary, congratulating him over the successful militarisation of Ukhrul have taken precedence over the thousands of Nagas who rallied across the land of the Nagas on August 30 in condemnation of the same, UNC stressed in the press statement that the voice of the people is supreme in a democracy.

Urging the Union government to understand that UNC does not believe in violence, the Naga frontal organisation claimed that its people’s movement was based upon the unmistakable fact that it was impossible to protect our right to life, land, time-honored institutions, customary practice and values under the administration of the communal Government of Manipur. It further stated in the press release that throughout its history with the State government, the Ste government has never respected the identity and dignity of the Naga people.

Pointing out that until and unless the Nagas and tribals have an alternative arrangement outside the scope of the State government, the press release from UNC stated that the strife, conflict and the potential for catastrophic communal clash will always be there.

IMPHAL, September 3: In a reassuring tone for the public of the State in the wake of the economic blockade called by the United Naga Council, the Ministry of Home Affairs has issued that it is committed to finding a solution to the prevailing situation.

The MHA has stated that the government of India expects the Naga organizations to withdraw the call of economic blockade and ban on national projects.

In the aftermath of the two killed in police firing during a rally organized by the UNC to protest against the imposition of the 144 CrPC in Ukhrul, the UNC had imposed an indefinite ban on vehicular traffic along all State and National highways in Naga inhabited areas of the State from September 4 morning.

According to a statement issued by Prakash Mishra, special secretary (Internal Security) Ministry of Home Affairs, the government of India is seized of the situation in Manipur, arising out of recent developments that have caused tensions.

It said the Union Home Minister reviewed the situation today with senior officers and held discussions with the Governor, Chief Minister and deputy Chief Minister of Manipur.

It divulged that the Central government has, for this purpose, recently appointed RN Ravi as the interlocutor with the mandate to find a negotiated solution in a time-bound manner.

However, it is imperative that a conducive atmosphere exists for these talks to take place, it said.

Calling upon all concerned to help maintain a conducive atmosphere and desist from violence, it said that the union Government is expecting the Naga organisation to withdraw the call for economic blockade and the ban on national projects, which will cause serious inconvenience and hardship to the common people.

UKHRUL, September 3: As announced earlier by the United Naga Council (UNC) in its 1 September, 2014 Declaration, the Tangkhul Frontal Organizations (TFOs) are readying to enforce an indefinite ban on movement of all vehicles along the highways, particularly NH-150 in Ukhrul district with effect, as in other Naga areas, starting from 6 am of Thursday.

Sources from TFOs informed IFP this evening that all the concerned organisations under different zones of the district are being instructed to ensure adherence to the strictures in their respective jurisdiction while adding that they have also called upon all public members to extent co-operation during these periods.

Meanwhile, the TFOs have this evening announced to the town residents through PA system conveying the severance of relations with the State security forces remaining in the town while cautioning all commercial establishments in the town including hotels, eateries and shops against providing any services or selling goods to any personnel of the State forces.

The brutish security forces of the State government have no place in our midst and to let them know this, we have decided to ask all traders here to stop commercial dealings with them, TFOs sources disclosed.

It may be recalled that the Manipur Police Commandos shot dead two civilians, namely (L) Mayopam Ramror and (L) Ramkashing Vashi during a peaceful mass demonstration on August 30 last at Ukhrul town. In the police firing, 34 other demonstrators were also critically injured. Of them, four were grievously wounded by live bullets fired by the police whilst another fifteen were allegedly beaten up and the rest wounded by tear gas canisters.

The first leg of the United Naga Council(UNC) political tour in Naga areas was undertaken in Chamdil(Chandel) district in association with the Chandel Naga Peoples’ Organisation and the 7 constituent tribes councils of the region from the 5th to 7th April, 2013. The political tour was carried out mainly with a view to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas. Interactions were held with village chiefs and social leaders across the district and the common refrain was the loss of hope for a future with dignity on all fronts under the communal Government of Manipur.

The touring team also discussed issues on the proposed Chakpi River Multi Purpose project with members of the Committee Against the construction of Chakpi Dam. The anti-people development aggression of the Government of Manipur which would uproot thousands of indigenous tribals from their own lands was the shared concern and such incursion without the free, prior and informed consent of the people should be resisted with all possible means.

 

The tour programme concluded with a joint meeting with frontal organisations including the Naga Women’s Union Chandel, Nagas Student’s Union Chandel, the Tribe Councils, the Chandel Naga People’s Organisation and several social leaders The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.

The abduction of Mr. H. Khangba, President of the Thangal Naga Union by an armed group was strongly condemned in the joint meeting. The meeting took strong exception to the irreverence for the respected office of a tribe social organisation and urged all peace loving people to condemn the act so that such abominable deeds do not occur in the future.

 

The entire tour programme was hosted by the Lamkang Naga Union.

United Naga Council Manipur – Acknowledgement for Lui-Ngai-Ni

The Organising Committee, Lui-Ngai-Ni, 2013 conducted its final meeting  in the presence of the President, United Naga Council(UNC) and his colleagues at Ningthoupham, Senapati on the 10th of March 2013. All records pertaining to the celebration of Lui-Ngai-Ni 2013 were handed over to the custody of the UNC during the meeting which also discussed on possible innovations in organizing of the festival in the next year.

The meeting acknowledged and recorded the solidarity and generous support extended by individuals of the Naga public, business houses and well wishers towards the organizing of Naga Seed Sowing festival at Chamdil(Chandel) on the 16th of February, 2013. Although Lui-Ngai-Ni has been listed as one of the Tourist Festivals of India, this year, as also in the year 2011, it was organised without any involvement of the Government of Manipur on account of the severance of ties with the Government of Manipur as per the declaration of the Naga People’s Convention of 1st July, 2010. The celebration of the Naga Seed Sowing Festival 2013 was thus funded solely with contributions  from individual members of the Naga public, business houses and well wishers.

It was possible to stage the festival of festivals of the Nagas in Manipur with such grandeur because of the tireless efforts of the host, the Chandel Naga People’ Organisation, the cooperation and enthusiasm of the constituents tribes and  general Naga public and the unreserved support from Naga leaders, entrepreneurs and business houses who contributed generously in cash and kind towards the celebration.

Through the media,  the Organizing Committee, Lui-Ngai-Ni, 2013 closing up its office, extends  its heartfelt gratitude, in conjunction with the United Naga Council, to all those who have contributed in various ways to the meaningful and successful celebration of Lui-Ngai-Ni, 2013.
