We also expect the people to cooperate and help the administration in fulfilling the cherished dream. We are not demanding that the state reveal secrets which will undermine the security and the sovereignty. The issue is electricity. It was a shocking comment when former VC of Manipur University, Prof IS Khaidem said he and other senior citizens only dream that they can experience uninterrupted power supply before the end comes. There are some issues involved, first regarding proper and equitable distribution of power and proper management of the state of affairs. Joint Electricity Commission of Manipur and Mizoram official feet the state has not done much to improve power supply and there is room for alleged selling of power to other states. The state electricity department should come clean on the matter. In both the hill and the valley the rationing of power is not well managed. Some areas get more power than some areas as expressed by residents for ages. The department has not yet corrected it and continue to serve some areas well and deny some areas continuously for the last one decade or so. Since 2003 power reforms had been executed and the present government had been in power for the last ten years when power reforms were done. Power supply was expected to be improved by 2012 and the way it is going on we do not expect our senior citizens to see the bulb lighted when they read at night and early morning. Power is one sector the government should pay serious attention. For the last one decade we have been hearing that the revenue collection is poor. Why is it so ? Blaming the people all the time for years is not acceptable. Chief Minister, O Ibobi Singh has taken over the Power department from Phungzathang Tonsing. Pre paid system for the entire state is not possible. It should be done in most places as it is so far proving to be efficient. A policy has also to be chalked out to ensure that those not having pre paid system also pay taxes and get proper supply of power. There are too many unanswered queries in this sector. Act fast, responsibly and honestly otherwise the blooming industry will be washed away.

The Prime Minister’s New 15-Point Programme for the Welfare of Minorities is an initiative of the Government to bring the people of minority classes in the mainstream of development.
This Programme for the Welfare of Minorities was announced in June, 2006 under the Ministry of Minority Affairs to ensure a more focused approach towards issues relating to the minorities. The purpose was to facilitate the formulation of overall policy and planning, coordination, evaluation and review of the regulatory framework and development programmes for the benefit of the minority communities.
An important aim of the new programme is to ensure that the benefits of various government schemes for the underprivileged reach the disadvantaged sections of the minority communities. In order to ensure that the benefits of these schemes flow equitably to the minorities, the new programme envisages location of a certain proportion of development projects in minority concentration areas. It also provides that, wherever possible, 15 percent of targets and outlays under various schemes should be earmarked for the minorities.
The objectives of the programme are: Enhancing opportunities for education; Ensuring an equitable share for minorities in economic activities and employment, through existing and new schemes; enhanced credit support for self-employment and recruitment to State and Central Government jobs; Improving the living conditions of minorities by ensuring an appropriate share for them in infrastructure development schemes; and Prevention and control of communal disharmony and violence.
Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis) have been notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992.
Scholarship Schemes for Students of Minority Communities
Three scholarship schemes for minority communities namely, pre-matric scholarship from class-I to X, post-matric scholarship from class XI to PhD and merit-cum-means scholarship for technical and professional courses at under-graduate and post-graduate levels have been launched. It is felt that the scholarship will encourage parents from minority communities for educating their children. The scheme will form the foundation for their educational attainment and provide a level playing field in the competitive employment arena.
Empowerment through education, which is one of the objectives of this scheme, has the potential to lead to upliftment of the socio economic conditions of the minority communities.
Scholarships are awarded to the students who have secured not less than 50 percent marks in the previous final examination and annual income of their parents/guardian from all sources does not exceed Rs 1 lakh and 2 lakh for school and higher education respectively. 30 percent of scholarships are earmarked for girl students. In case sufficient number of eligible girl students is not available, then the balance earmarked scholarships may be awarded to eligible boy students. As the number of scholarships for minorities available in a year is fixed and limited it is necessary to lay down preference for selection giving weightage to poverty rather than marks.
Another scheme of merit-cum-means based scholarship to students belonging to minority communities is to enable them to pursue professional and technical courses. Every year 20000 scholarships are distributed among the students of minority communities throughout the country.
Online Scholarship Management System (OSMS)
An Online Scholarship Management System (OSMS) for merit-cum-means based
scholarship scheme has been introduced as a pilot project from the current financial year i.e. 2011-12 through the website of the Ministry of Minority Affairs www.minorityaffairs.gov.in. Students may apply online. For this they should visit the website through URL www.momascholarship.gov.in. The OSMS has proved to be useful, both from the user and the stakeholder point of view. This is the first time that in a Government Scholarship Scheme such a system has been introduced.
Significant Achievements in Minority Affairs
In pursuance with the recommendations of the National Commission for Religious and Linguistic Minorities (NCRLM), the Government have carved out a sub-quota of 4.5 percent effective from 1st January, 2012 for backward classes of minorities from out of 27 percent quota of Other Backward Classes (OBCs). This reservation is available to those minority communities who are included in the Central list of OBC published by the Ministry of Social Justice & Empowerment from time to time. The reservation will be for the Central Government jobs and services and also admissions to Central Government educational institutions.
For educationally empowering minority communities, the Ministry of Minority Affairs within a short span of four years in the 11th Plan, have awarded more than One crore scholarships to minorities, out of which 50.34 percent has been awarded to girls students. Among other achievements during the year 2011-12, 29.23 lakh pre-matric scholarships were awarded of which 53.80 percent went to girl students; 4.38 lakh post-matric scholarships were awarded of which 55.65 percent went to girl students ; and 29579 Merit-cum- Means scholarships were awarded of which 38.06 percent went to girl students.
Increased Budget
Union Budget 2012-13 has provided major incentives for the uplift of students of minority communities. The outlay for scholarship schemes for the students belonging to the Minorities has been increased significantly. The Ministry of Minority Affairs has got an outlay of Rs. 3,135 crore as Central Plan Outlay in the Union General Budget 2012-13. This is an increase of Rs. 385 crore over the Revised Budget Estimates for the FY 2011-12 (which stands at Rs. 2,750 crore).
Provision for Pre-Matric Scholarship has been increased from Rs. 540 crore to Rs. 810 crore; Post-Matric Scholarship gets Rs. 450 crore – up from Rs. 405 crore; Merit-cum-means Scholarship scheme gets Rs. 198 crore – as against Rs. 126 crore in the Revised Budget Estimates for the 2011-12. Provision for Maulana Azad National Fellowship for Minority students has been enhanced from Rs. 47 crore to Rs. 63 crore.
New Initiatives
The Budget 2012-13 also provides Rs. 4.50 crore for a new scheme to provide free cycles to girl students of class IX with the objective of retention of minority girl students from class IX onwards.
Another new scheme of Skill Development Initiatives has been provided Rs. 18 crore in the Budget to allow urban and rural livelihoods to improve for inclusive growth by providing skill to the Minority communities who do not posses any, to allow them to gain employment.
Rs. 45 crore each have been provided for Scheme for promotion of education in 100 Minority Concentration towns/cities; and Village Development Programme for 1,000 villages not covered under Minority Concentration Blocks/ Minority Concentration Districts.
The Ministry of Minority Affairs also gets Rs. 19.70 crore as Non-Plan provision so that the total finances available with the Ministry for the FY 2012-13 are Rs. 3,154.70 crore.

Imphal, June 10 : Maj Gen Binoy Poonnen, VSM, GOC Red Shield Division today visited the PNBA Church at Senapati Town and extended his wishes to the local people of Senapati. He addressed a gathering of about 800 people . He reiterated that development and peace are partners in progress of any society and thus the people of Senapati must always make an endeavour to choose the path of peace and tranquility.
Later the GOC visited Mt Everest College and felicitated the students for their outstanding performance in various faculties.
The General emphasised that the youth are the foundation of the society and the next generation should have the desire and fire in them to achieve excellence. Maj Gen Binoy Poonnen, VSM also felicitated ten achievers by presenting them certificates and mementos.
The General also laid the foundation stone for one of the largest stadium in Senapati District at Emisiphro Village. The stadium is being constructed with constant support of Red Shield Division.
The General reiterated that the Red Shield Division is always committed to provide assistance and relief to the people of Manipur. The event at Mt Everest College was witnessed by more than 400 people, largely including the students and their parents and residents of nearby villages.

Ramesh said he would send a team to look into the way the programme is implemented . If the data provided is true it would be a big achievement he said. The national average is 45 days of employment in a year while in Manipur it is 80 days. Only eight percent household can be given 100 days of assured employment in the country but in Manipur 32 percent household are covered. It is an amazing accomplishment, Jairam said. This year Rs 650 cr was given for MGNREGS and next year will Rs 950 cr will be sanctioned.
He further said he discussed the issue of road connectivity in rural areas in Manipur with Chief Minister, O Ibobi Singh last evening for about two hours. It has been decided that all villages with 250 plus citizens will be connected within the next three years in the state. What the government has achieved in the last 12 years should be accomplished within the next three years he said.
Though there are 1044 villages only 245 have been connected and the government of India has yet to approve connectivity for 554 villages he said. This year Rs 670 cr will be given to the state government to ensure road connectivity in rural areas. The report is prepared by Manipur state officials and approved by state technical agency (STA) , Silchar. It has been decided that henceforth the Manipur Institute of Technology will be responsible for assessing the reports. He asked the state government to oursource the planning so that works can be expedited. He also asked the government to expand the Manipur Rural roads Agency. There is shortage of young energetic engineers to carry out the works he said and more engineers should be recruited.
Francis said as the centre has banned recruitments in the state a policy is required to appoint engineers.
To improve water supply the state PHED has proposed a Rs 64 cr project to replace the old polythene pipes he said. Out of 160 Gram Panchayats in the state only two GP are under Nirmal GP. Within five years all 160 will be covered and open defecation should become history within five years he instructed the state government. Rs 10,000 will be given to construct a toilet to every household.
He also inspected some women Self help groups in the state and he was surprised that there is no banking facilities in rural areas. Out of 60 blocks only 30 blocks have banking facilities and only 16 blocks have internet connectivity. With banking and internet facilities in the blocks the women working various self help groups can not be given full assistance. He said it is the responsibility of the central government to assure banking and internet facilities. He assured that after reaching New Delhi he will discuss the matter with the Prime Minister and the Finance Minister.
To ensure that schemes are well implemented social audits should be done twice a year which is not done anywhere except Andhra Pradesh. He also assured to increase the assistance under Indira Awas Yojana from Rs 48,000 to Rs 75,000. He also received a proposal to construct a balley bridge from Thanga to Karang at Loktak lake. He further said a botanical garden can be maintained inside the Kangla.

The uses is just 49 percent while the uses for Mizoram is 98 percent and Meghalaya is 91 percent. At 8 am Manipur is allotted 115 MW and only 69 is used when state like Assam uses all the 655 MW allotted. State like Arunachal take 89 MW when only 87 was allotted. Nagaland also takes 54 when only 51 was allotted and Tripura drew 48 when 41 was allotted.
As per the data regarding total uses Manipur was given 2640 mw and only 1507 mw was used. Where has the unused power gone ?
Regarding Loktak power station in Oct , Nov and Dec which are lean season the NHPC was supposed to draw only about 30 mw but upto 77 mw was drawn while will lead to low production in Jan, Feb , March. The state of affairs is not good and the huge drawal of power during lean season will lead to decline in production.

Dimapur, June 10 NNN : Reacting to the statement of Naga National Council (NNC) issued by its member Victor, the NSCN-IM said the NSCN-IM is currently having a cease-fire with Indian Government and conducting a hectic strenuous political dialogue with the Indian leaders to clinch an honorable political settlement with India. The NSCN-IM leadership fully understands and is aware of the support and goodwill of the Naga people. “Therefore several rounds of Naga Consultative meetings had been held in foreign lands as well as in Naga homeland represented by every different sections of the Naga People.
In this way, with the mandate of the Naga people the NSCN leadership is holding the talks with Government of India. It is called political negotiations. In negotiations, whether political of Economic, it is a universal understanding and norm that give and take principle is naturally involved. As per the prudence of the Naga people and their desires, the NSCN leadership knows how much we can give and how much we can take. Only barking as mad dogs which are expecting by some silly Nagas will not work.
Political dialogue requires saqacity, technic and positive diplomacies. But it is also regretted that still there are certain elements even among the Nagas who are trying hard to sabotage the current talks in connivance with some Indian leaders and agencies,” the outfit added.
The outfit then said the NSCN does not accuse or malign any person or group unless and until it is provoked or falsely accused. “Therefore, the NSCN warns all individuals and groups to be cautions in their talks and gossips so as not to hurt and provoke others,” it warned.
“In Sunday (10th June 2012) daily papers one member of the so-called NNC by assumed name (may be real) of Victor, an inmate of Kohima transit Camp has been talking about political principle. What is his principle? Is he talking or writing about his surrendered and betrayal shillong accord of 1975?? He is writing about consent and consultation of the Naga people. Had the Shillong Accord people consulted or had consultation with the Naga people before signing the Shillong accord?? A big NO! Mr.Victor’s real name is “VICTIM”. He is a victim of his mind and ego. Therefore, his name is not Victor, but “VICTIM”. He is praising Miss.Adino Phizo. But Naga people acknowledge Adino as a member of the suffering family and so far not recognize her as a Naga Leader.
He is talking about splits and divisions among the National workers. But he must be taught that in a long drawn out movement like ours, there is tendency of dissensions and divisions. It is quite natural. But people should understand “WHO IS WHO” and “WHAT IS WHAT”. People should be able to distinguish what is genuine and what is spurious. Who is real person or who is an imposter,” the NSCN-IM statement added.

Imphal, June 10 NNN: The United Naga Council (UNC) has announced to call a 48-hour total bandh including construction of rail lines in ‘Naga areas’ from the midnight of June 16 in protest against the alleged lack of interest of the government on the demand for ‘Alternative Arrangement’
“The democratic process of dialogue on the demand for an alternative arrangement for the Nagas in Manipur through the tripartite talk of the Government of India(GoI), the Government of Manipur(GoM) and the United Naga Council(UNC), which was initiated by the Hon’ble Home Minister of India is a registration and recognition of the sharp “social divide” on communal lines due to the marginalization, discrimination and domination, which has led systematic degradation and obliteration of Naga and tribal history, culture, identity and rights to land and resources,” the UNC said today.
The last tripartite talk was held on June 30, 2011 at Senapati. Subsequently, submissions were made to the Ministry of Home Affairs(MHA), GoI urging for expeditious resumption of the tripartite talk. The Hon’ble Home Minister, GoI at Tahamzam(Senapati) and the Prime Minister, GoI at Raj Bhavan, Imphal had urged the UNC on November 2, 2011 and December 3, 2011 respectively to continue with the dialogue process, it added.
After the last submission to the MHA, GoI, made on the 13th April ,2012, the UNC has held series of the consultations with Naga frontal organisations and Tribes leaders on the movement for an alternative arrangement outside the GoM.
“After the series of consultations highlighted above, in the Presidential Council meeting of the UNC held on the 8th June, 2012, it was decided that a 48 hours total bandh including railway construction works would be observed in Naga areas from the midnight of 16th June, 2012 to midnight of 18th June, 2012 to protest against the lack of sincerity of the GoI and GoM in taking forward the democratic process of dialogue and to urge the GoI for intervention with an alternative arrangement. The total bandh was felt necessary because the GoM has willfully evaded continuation of the democratic process of dialogue brought into place through the tripartite talk at the instance of the GoI and also because both the GoI and the GoM have amply demonstrated that they will not respond to the civil submissions made time and again in good faith and with confidence in the sincerity of the State and Union Government towards the democratic process of dialogue. It was also decided that the 48 hours total bandh would be followed by series of other agitation activities if no response is forthcoming from the GoI and the government of Manipur,” .

MNS: On 09 Jun 12, based on specific information, 33 Assam Rifles of the Loktak Brigade under the aegis of Red Shield Division launched an operation in general area Wangu of Bishnupur Dist. At about10.30 PM, the vehicle check post on road Wangu-Sagang intercepted two suspects on a Black Pulsar Motorcycle. The suspects on seeing the security personnel, accelerated their motorcycle and the pillion rider opened fire on the AR personnel who retaliated and killed a person. The individual has been identified as a cadre of KCP (Noyon) namely Salam Nanao Singh, s/o of Salam Birachandra Singh, r/o Laingoubi Maning Leikai, Kumbi PS, District Bishnupur. One 9 mm Pistol, three fired cases, one live round of 9 mm magazine and one extortion demand note were recovered from the slain terrorist. The 12th death anniversary of Arambam Samarendra was held in different 17 Venues today.
Arambam Samarendra trust and social standard club organized the day at Khurai nandeibam Leikai.
The gathering paid floral tributes to the memorial site of A. Samarendra.
A state level open patriotic song competition organized by CADA was held at Shri Shri Bal Mukunda Deb govt. music college. The day was also observed at the office of Patriotic writers Forum at New Checkon.
Prof. IS Kangjam, Sagolsem Indrakumar, president of the forum graced the occasion as chief guest and president respectively. The second edition of collected papers on the history and culture of Manipur written by SAroj N., Arambam Parad and John Parad was also published in connection with the function.
A lecture programme was also held at Jawaharlal Nehru Manipur Dance Academy. “The assertions of ethnic groups in the North East India region are more valid and legitimate than India’s assertion on its nationhood,” asserted hard talking writer Kaka D Iralu of Nagaland.
Speaking on the 7th Arambam Somorendra Memorial Lecture at JNMDA in Imphal today, Kaka D Iralu said no one has the right to tell the Nagas over their lands. “We are the master of our lands and India has no rights over them,” he asserted.
Noted journalist Subhir Bhaumik in his lecture entitled, “Northeast: A thousand assertive ethnicities,” expressed that with India spreading its diplomatic tentacles to all its neighbouring countries has made these nations to act in favour of New Delhi and that as a result, there lies ahead a hard choice for the insurgent groups based in these neighbouring countries to make. Subhir Bhaumik said these militant organisations of the northeast have three options–joining a dialogue with India, seeking and getting Chinese support and santuary, or returning to fight within their own state like the Maoists do and risk military and political annihilation.
“For the last captains of the Northeastern rebellions, there is not much time before they have to make a difficult choice,” Subhir Bhaumik said.
Subhir Bhaumik dwelt at lenght on the insurgency issue of the region and said that due to the absence of ‘institutional memory’, the government continues to repeat the past mistakes. He said if the government has an ‘institutional memory’ the numerous mistakes committed by the government would not be repeated.
On Monday,a discussion on the ‘Self Determination Struggles of Northeast India will be held at Manipur Press Club. where The Sangai Express editor Hijam Rajesh, Witoubou of Newmai News Network, N Ibungochoubi of Manipur Mail, Irengbam Arun of Imphal Free Press, Subhir Bhaumik of Seven Sisters Post and writer Kaka D Iralu will be the panel speakers. AMWJU president A Mobi will grace the programme.
