Two hunters were found killed by unidentified persons in Ukhrul district bordering Myanmar today.
Reports said four persons had gone for a hunting trip at Kongkan village but the bodies of one K. Kumo (48) and one Ramshang (40), both from Kongkan village were found shod dead by unidentified people. The other two are still missing.
Reports said the four were returning from a hunting trip when unknown persons fired at them killing two on the spots.
The dead bodies were found between Kamjong and Kongkan village at around 3 pm.

UNA: Tension was brewing up in Manipur’s Thoubal district Friday following alleged raped of an 18-year old housewife by a 44-year old man last night. Police source said that the 18-year old housewife was raped by one Soibam Somorjit (44) son of late Nimai of Wangjing Hodamba Leikai, same locality with the victim housewife late yesterday evening, around 8.30 pm. Somojit allegedly raped the housewife in her own house taking advantage of absent of other members of the house.
When the news spread across the locality, a large number of people stormed at the house of the alleged rapist and attempted to ransack the house. However, timely intervention of the police had prevented the mob from indulging in violent activities. With tension running high in the area, authority has detailed armed police personnel to protect the house, the report added.

New Delhi, Dec 28: Indigenous Democratic Front (IDF) has said that the administrative vacuum in the hill areas of Manipur has led to the present situation in Manipur.
IDF leaders who are now camping in New Delhi seeking appointments with the President of India and the Union Home minister, said they will apprise the prevailing situation of Manipur to the central leaders.
“There has been a complete administrative vacuum especially in the districts as there are no local self governments in these districts,” said the IDF leaders while talking to Newmai News Network this evening. They said had there been effective local self governments in the hill districts, the incident like that of the December 18 incident of Chandel would not have occurred.
IDF while strongly condemning the Chandel and Napet Palli incidents, said, “Crime against women is condemnable anywhere whether at Chandel or at Napet Palli,” said the IDF leaders.
The IDF leaders then rued that after two years of the having had held elections to the Manipur Autonomous District Council (ADC) the state government could not even make it functional till today.

IMPHAL, Dec 28 UNA: In its continuing protest demanding booking of NSCN(IM)’s self styled Lt Col Rt Livingstone, members of the Film Forum Manipur (FFM), Manipur State Shumang Leela Council and Apunba Manipuri Matamgi Eshei Kanglup Friday staged a joint sit-in-protest at Iboyaima Shumang Leela Sanglen.
Leaders and representatives of various civil organizations also took part in the protest which was commenced from around 10 am and went on till 4 pm.
The protest in various forms would continue until government books the alleged culprit behind the molestation of a Manipuri film actress Kh Momoco Devi and firing at two artistes during a musical concert at Chandel on December 18 last, chairman of FFM Surjakanta said, speaking to reporters at the protest site.
Asserting that the protest was not directed to a particular community or a section of the society, Surjakanta clarified that their demand was related only with the award of befitting punishment to the NSCN(IM) functionary allegedly involved in the crime.
Regarding the rampant violent activities that were witnessed during the general strike called by the FFM with the supports of artiste bodies and civil organizations, he alleged that the protestors became violent owing to the excessive meted out by the police towards the protestors.
The general strike was suspended responding to appeals made by various civil organizations and considering the Christmas festival, he said that they will continue their protest with a series of agitations of different forms until their demands were fulfilled by the government.
In the meantime, the International Peace and Social Advancement (IPSA) has flayed the state government, in a statement dispatched today, alleging that government has once again cheated the people of the state by declaring self styled lt col Rt Livingstone Anal of NSCN(IM).
Manipur government has declared Livingstone Anal, the alleged accused of December 18 chandel incident as “wanted” with a cash reward of rs. five lakh.
It was a cheat to the people to cover government’s weakness, the IPSA said, recalling that earlier also they declared wanted to UNC leaders following a directive of the Gauhati High Court. After declaring wanted state police has initiated action to arrest them.
In a similar manner, the state government declared wanted to the NSCN(IM) functionary only to fool the people.
The statement further raised a question when MLAs and ministers of the state could not come out with a definite decision of their owns even as people rose up in one voice demanding befitting punishment to Livingstone who molested a Manipuri film actress in full public view and attempting life of two artistes.
The statement further condemned the December 23 incident at Napet Palli in which a tribal girl was allegedly molested by three youths, one of whom a militant. The accused who were in police custody should be awarded befitting punishment, the IPSA demanded.

IMPHAL, Dec 28MNS NNN: Manipur Chief Minister O Ibobi Singh on Friday assured an independent body with a retired Judge as its chairman to be set up soon to make a policy towards bringing an egalitarian development among all ethnic groups in Manipur.
The Chief Minister was addressing a glittering function marking the 127th Foundation Day of Indian National Congress at Congress Bhavan, Imphal.
Ibobi said a new-fangled independent body with a retired Judge from outside the state as its chairman will be set up soon to make a new policy towards bringing an egalitarian development among all the ethnic communities in the state. Representatives from all the ethnic communities including intellectuals will also be included in the body, he said.
The Chief Minister said the 127th anniversary of INC is being celebrated so as to make it sentient to the present generation about the Congress party as well as the political history of India. He also hailed the party founder leaders who had fought for independence and laid down their lives for the integrity of the nation.
Deputy Chief Minister and President, Manipur Pradesh Congress Committee (MPCC), Gaikhangam, who was also speaking at the function, said the anniversary was supposed to be organized in a big way but the present state of affairs in the state has hampered it.
Gaikhangam noted that the Congress party has come out as the most powerful party in the country because of the support of the people and maintained that the party works for peace, unity and prosperity setting aside the divergence of colour, race, language and religion.
Rajya Sabha MP Rishang Keishing also attended the event. He observed that the Congress party has now grown weaker and shrunk because the party is full of corrupt people and leaders.
“We should love others like we love ourselves and tag along with the footprint of the late leaders of the party in order to strengthen the party,” the octogenarian Congress leader suggested.
Congress ministers, MLAs and a swarm of Congress workers also took part at the function. Later, a convention of the delegates of Pradesh Congress Committee (PPC) was also organized as part of the anniversary. A condolence session was also held in honour of the sacrificed Congress workers who were victims of underground elements during the last 10th Manipur general election, 2012.

Imphal, Dec 28 : Naga Women’s Union, Manipur (NWUM) and Tangkhul Shanao Long, Imphal (TSLI) said in a joint statement that they condemned the Assault, Molestation and Attempt to Rape of a 15 years old Naga school girl at Napet Palli in the outskirt of Imphal on 24 December 2012 by three men who claimed themselves as cadres of KCP coming to enforce the bandh imposed by the Film Forum Manipur and Manipur State Sumang Leela Council. The incident occurred when the girl was travelling to her village, Risophung with twelve other students.
They were verbally abuse, physically assaulted and robbed before the mentioned girl was single out, slapped, tore her cloth, molested and attempt to rape.
The incident occurred in the backdrop of a series of agitations in Imphal valley against the reported assault of Momoko on December 18, 2012 at Chandel and this incident can be construed as a revenge act on an innocent girl by the culprits who are now arrested and under police custody.
The incident of Chandel is highly despicable and we have vehemently condemned it and demanded justice to be dispensed as per the law of the land. We are extremely sadden by the recent incidents that occurred as a fallout of the Chandel incident and would like to conclude that it is very difficult to have meaningful and good relationship if other community could not do away its chauvinistic attitude that is at its worse when many hill people were verbally abused and physically assaulted during the agitation.
It demanded that the three culprits should be given befitting punishment and would urge the Authority to compensate the victims, particularly the young Naga girl for the physical hardships and mental Trauma she went through.

IMPHAL, Dec 28 UNA: At least three passenger service vehicles were torched as normal life in Naga inhabited hill areas of Manipur continued to paralyze life on Friday, the second day of the 72-hour bandh called by the United Naga Council (UNC).
An official source said that the three vehicles on passenger service on the IT-road were set afire by suspected bandh supporters today, around 2 pm at Chawangkini village under Kangpokpi police station of Senapati district.
The burnt down vehicles included one jeep (Marshal), a mini 407 truck, and an auto-rickshaw. The vehicles were set afire after the passengers were allowed to step out of the vehicles. Most of the vehicles were damaged, the report added.
With the three vehicles, so far suspected supporters UNC sponsored bandh had burnt down five vehicles since it was commenced from December 26 midnight.
The bandh called to register a strong protest against alleged harassment meted out to the Nagas in valley area during the indefinite bandh before the Christmas festival continued to paralyze normal life in Naga inhabited hill areas of the state, particularly in Senapati, Tamenglong, Chandel and Ukhrul districts.
Reports from headquarters of these four districts said that streets were empty and no inter-state district buses from Imphal arrived at the district headquarters for the second consecutive days.

IMPHAL, Dec 28 NNN: The 21st Imphal Book Fair 2012 was cut short owing to the recent indefinite Manipur bandh and that participants representing many book firms from outside just had to pack up their things and leave the state in frustration.
This year’s edition of the Imphal Book Fair was organized at Hapta Kangjeibung, Palace Compound in Imphal from December 15 under the joined sponsorship of Raja Ram Mohon Roy Foundation, Kolkata, Manipur state Central Library Department and Art & Culture Department, Manipur.
Yet, the book fair that was actually to be concluded on December 24, had to cut short the number of days owing to the recent indefinite Manipur bandh, S Tampakleima Devi, Chief Librarian, State Central Library told NNN Friday.
The book fair was closed for three uninterrupted days—December 21-23—as the Film Forum Manipur and Manipur State Shumang Leela Council in teaming up with various social organisations in the state enforced the bandh from December 21 midnight to protest the Chandel incident wherein film artiste Kh Momoko was reportedly molested by a self-styled Lt Col of NSCN-IM.
Many stalls from outside had to leave the fair when proceeds turned out to be recorded good as the strike hit the state, Tampakleima lamented. Director, Art & Culture Department ended the fair with a simple closing function on December 24 after it was being closed for three days in straight, she said.
In all, 48 book firms including 23 from outside participated at the fair. The total number of book stalls opened by these farms at the fair was 105. These stalls deposited Rs 3,000 each to the Government. Some firms had claimed for return of their deposited money but the concerned department rejected the claim terming it as unreasonable, she said.
However, some book firm owners from outside are still in Imphal. SK Tiwari, business executive, Sunmarg Book Firm, New Delhi while talking to our reporter said the firm had arranged a lot of books costing a total of Rs 56,000 for the fair.
He said the firm had sold books for Rs 20,000 only at the 21st Imphal Book Fair while the firm recorded proceeds of Rs 3 lakh in the previous edition of the fair making a huge profit.

SHILLONG, Dec 28: Meghalaya Chief Minister Dr Mukul Sangma emphasized on the need for more investments in the state from the Centre and the private sector to achieve higher growth rate.
Sangma expressed his views while speaking at the 57th National Development Council (NDC) meeting held at New Delhi.
He said that many more interventions are required by the Centre focussing on improving quality of life in terms of more opportunities for livelihoods, skill development, improvements in health services, education and in particular, conserving natural resources.
He said that the Meghalaya’s growth during the Eleventh Plan has sustained a trajectory which has been exhibiting a clear rising trend from 3.8% in the Eighth Plan to more than 8% in the Eleventh Plan. He attributed this growth rate to the secondary and the tertiary sectors in the state.
“I would like to project a growth target of about 11 percent in the Twelfth Plan period for the state which I am sure can be achieved through sustainable livelihood programmes and investments in infrastructure and human resource development,” Sangma asserted.
“Meghalaya is on a high growth path. We have been trying out several new initiatives during the recent years so as to bring about growth which is sustainable and inclusive. We have been taking steps to overcome our constraints such as high population growth, need for skill enhancement, leveraging our natural resources, market linkages, etc. Further, there is also an urgent need for harnessing our strengths”, said Sangma.
Speaking on the connectivity issue in the region, he said that Meghalaya hopes to get its first railway line by March, 2013 and also the state will have other railway projects completed during the 12th Five year plan.
He stressed that the Government of India must come out with specific programmes for the North East to increase rural tele-density to 70 percent and also providing banking access to 90 percent of the populace. He also spoke about the State’s flagship programme, the “Integrated Basin Development and Livelihood Promotion Programme (IBDLP)”, launched in April this year which aims to create opportunities in horticulture, aquaculture, animal husbandry, sericulture and weaving, apiculture, energy, water and natural resource management.
He said the basic infrastructure such as communication, power, etc. to the existing land custom stations in the region is urgently required as this will provide an impetus to trade between our country and Bhutan, Bangladesh and Myanmar.
“The opening of border haats has brought about renewed hope and has greatly improved the economy of the people residing along the Indo-Bangladesh border. We hope that more such border haats will be opened so that trade can flourish as it used to in the earlier times”, he added.

Imphal, Dec 28 : The Kuki Army(United Kuki Liberation Front)celebrated the birthday of our Lord Jesus Christ at its GHQ, Nazareth Muvanphoi camp, Chandel District, Manipur from the 24 to 26 Dec. 2012 with pomp and show where all the rank and files of the cadres took part. This year the celebration was attended by not only the cadres but all the family members which was the first of its kind in the history of Kuki revolutionary movement where civilians including fathers, mothers, girls and children of all ages of the cadres celebrated the Christmas festival together in the camp.
Nazareth Muvanphoi camp is the designated camp and also the general HQ of the UKLF which was constructed and inaugurated in 2010 after the organization signed Suspension of Operation(SoO) agreement with the govt of India and the Manipur govt in 2008.
Apart from church services in every morning and evening, other items like song competition among the mothers and wives of the cadres, Bible recitation competition among the UKLF cadres, Volley ball competition between mothers and girls and also between officers and non-officers of the cadres were added to make the festival more interesting and enjoyable. Handsome prizes like cash and mobile handsets were given away to winners/winning teams by SS.Haokip, Commander in Chief of the organization and his wife Smt. Vahneilhing respectively. Consolation prizes were given away to all participants in the competition items by the C-in-C and his better half.
Inspiring gospel messages were delivered by the two speakers viz. David Haokip, Gen. Secy. of the organization and Pastor Songkholal Haokip. Tompok Singh. Like MPP leader Dr. L. Chandramani, who had served the state Government at various level in the past, Gaikhangam’s oratory skill is also unmatched. Chandramani has facts and figures on finger tips. Gaikhangam’s skill lies in his ability to speak without disclosing anything. He keeps the secret between teeth and mouth. He does not utter the words that are not required. When the Prime Minister Dr. Manmohon Singh visited Manipur some time back the MPP workers paraded naked albeit at the precinct of the MPP office near Imphal Pologround unseen by others. The parade however was recorded by camera and shown on local channel. When Gaikhangam was asked by scribes to give his comment on the parade he began by smiling and said strangers would be hesitant to join the regional party as they would think it was mandatory for the new entrant to the party shed clothe. That evoked amusement even from the scribes. The Union Home Minister Sushil Kumar Shinde’s alleged words of caution against Gaikhangam for being media friendly and also for speaking words that were not in conformity with the line of thinking of the Home Ministry was uncalled for. If Gaikhangam spoke about the need for eviction of NSCN designated camp from Chandel it was demanded by situation. Moreover NSCN, which is engaged in peace talk with the Union Government, cannot operate in Manipur. For the cease fire is confined to Nagaland only. It cannot be extended beyond Nagaland. Manipur was burnt when the NDA Government led by BJP extended cease fire in NE region beyond Nagaland. Public memory is still fresh. There is apprehension of Manipur seeing that episode as the peace talk between NSCN and the Union Government is nearing to find a logical solution on the eve of Nagaland election slated for March next year. Manipur like other states in NE region had taken a hardened stand not to part away even an inch of land in the creation of another Nagaland. That feeling weighs heavily in the minds of leaders of all political parties including the century old Congress party. Unfortunately like other mortals leaders of political parties show the tendencies to forget all that happened one or two decades back. The mad rumblings against Gaikhangam will subside. The Union Government is cautioned against uttering words that may flare up communal tension in Manipur. The situation now calls for giving full support to the Ibobi led Congress Government in Manipur to enable it to face bravely the pressures that come from different angles. Any attempt to weaken the Government by punishing or scolding any of the ministerial colleagues will backfire. Gaikhangam did not cross the limit when he spoke what he said. Nothing should be done to clip his wings. He has become a true leader of Naga community. The state needs to produce more leaders of his stature to restore peace and communal harmony in the state. Nothing should be done to gag his mouth. His crafted words are interesting to hear.
