LAMKA, April 13: The prize distribution program for the inter village hygiene competition cum Chief’s Conclave was held today at the AR base in Tuibuang under the aegis of the 27 sector Assam Riffle station at Tuibuang, Lamka CCpur.  A total of 38 Chiefs from in and around Lamka town took part in the function.

The competition was won by Tualbung village with S Kotlien village and Vazing village winning the second ad third spot respectively. The three villages were awarded Rs 5000, Rs 3000, Rs 2000 respectively.

Speaking on the occasion, the Commandant of the 27 Sector Brig Aditya Maidan said that as soldiers, they had kept their word to help improve the area.

He also asked the gathering of Chiefs to introduce 12 students who have passed Class 12 so that they can be sent to Aurangabad in Maharashtra to do a Bachelor of Technology course in food processing within a month.

UKHRUL, April 13: In a first of its kind, the Ukhrul District Hospital (50 Bedded) established during the 70`s has finally availed the facility for operation service from April 12 onwards with the successful conduct of operation of more than seven patients.

It may be mentioned that the people of Ukhrul district have been facing immense troubles in many ways particularly regarding the problems of financial and the availability of timely and needful treatment because of the lack of an Operation Theater in Ukhrul District Hospital and have suffered enough for the last more than 4 decades. Infact almost all the major sick cases were taken down to Imphal hospitals resulting in spending huge sums of money in order to save the lives of the people.

The first time  operation was conducted with assistance from expert doctors of Jawahalal Nehru Institute of Medical Sciences (JNIMS), Imphal. 

The CMO Ukhrul also expressed his deep gratitude to the services of the expert doctors and for their concern for the welfare of the Ukhrul people and added the service would continue till April 14 next.

IMPHAL, April 13: The Joint Administrative Council (JAC) of the All Manipur Trade Unions Council (AMTUC) and All Manipur Govt. Employess Organisation (AMGEO) has said in a press note that it will submit a memorandum to the President of India Pranab Mukherjee during his visit to Manipur. The memorandum includes non-implementation of 6th pay for employees, workers and pensioners of the state properly, non-payment of minimum wages of workers exactly equal to 6th pay, not issuing the order for bringing ACP scheme of 6th pay into force, not rectifying pay anomalies, non payment of  children education allowance, payment of TA without DA percent, non payment of one year arrear when 7% DA and DR order was issued besides non payment of arrears of  previous  DA and DR doses, DA/DR of 7% which will come into force has not been issued, not regularising ad hoc, casual, master roll and workcharge employees/workers for a long time, non-payment of duty allowance, missing allowance and transport allowance of home guard personnel for a long time in tune with time, not bringing die-in-harness scheme into force completely till now.

PRESS STATEMENT
Dated Tahamzam, 13th April, 2013

Ms. Alice Kamei of Chingphu Zeliangrong village, a Class –IX student of Grace Reach Academy, Hiyanglam, Thoubal District, Manipur has been in the custody of the Revolutionary Peoples Front/Peoples Liberation Army(RPF/PLA) since 10th March, 2013. Ms. Alice is only 14 years old and should be in school under the guardianship of her parents. Naga Organisations have registered their protest in peaceful and democratic manner both in the media and in public places, demanding the safe release of Ms. Alice Kamei. Her continued captivity for more than one month by the RPF/PLA is against both natural law and established international norms. It is an utter disrespect for the institutions of family and an assault on the innocence of childhood.

Compare this with the flare up in Imphal valley in the wake of the reported incident of the manhandling of Ms. Momoko by a cadre of the NSCN(IM) at Chandel on 18 December, 2012, where the Nagas and tribals were targeted in well orchestrated moves. Within this episode, 13 students from Risophung village under Senapati District were waylaid by cadres of Kangleipak Communist Party at Napetpali on 24th December, 2012 and physically assaulted and a sixteen year old girl in the group was molested and rape attempted upon her. Not to be outdone by the KCP, 2 villagers of Kongkan village, under Kamjong Sub-division, Ukhrul District, who were returning to their village after a hunting trip were gunned down intentionally by the United National Liberation Front, another valley based militant group in front of a witness who survived the ordeal. The Cabinet of the communal State Government of Manipur had 3 meetings on the Momoko issue which resulted in a big delegation of valley based political parties to Delhi.

The level and sense of the offence perceived and taken in the Alice Kamei and Momoko episode are markedly communal in difference. The communal response of the State Government and the non state forces in the Imphal valley have offered further vindications for the demand of the Nagas in Manipur for an alternative arrangement outside the Government of Manipur, pending settlement of the Indo-Naga issue.

The blatant communal omissions and commissions of the Manipur State Government and the non-state valley forces in collusion on all fronts is steering away the situation from the peaceful parting of ways. The Government of India must intervene immediately with an alternative arrangement for it cannot abdicate its responsibility as the custodian of the Constitution. Nagas and tribals must be in continued preparedness. Our homes and families and our land must be defended at all cost. Ms. Alice Kamei must be safely released to her parents and her people without any delay.
