IMPHAL, April 18: The valedictory function of a “Two months training programme on setting up of Agri-Clinics & Agri-Business Centres by graduates in Agriculture and Allied Subjects and the 24th Higher Diploma in Cooperative Management” was held today at the Conference hall of the Institute of Co-operative Management, Lamphelpat.

Speaking at the function, Education Minister M Okendro lauded the ICM for organizing the training program. The Minister also assured a total of Rs 5 lakh from the state Education department for the improvement of infrastructure of the ICM.

Addl Chief Engineer, Agri/CADA on his part said Agriculture is an important sector for the development of the state. He said that even though technology today has advanced much, people of the state are yet to take full benefits from the technology advancement.

There are several centrally sponsored schemes for the development of the agriculture, however the Agriculture department alone is unable to reach it out to the grassroots level and further urged the Government to introduce schemes and benefits to the co-operative society and make it accessible to the farmers of the state.

Elaborating on the means to usher development for agriculture in the state, he said the state government can acquire all the needed technologies and other essential items including fertilizers and pesticides from the Ministry of Agriculture, Government of India and provide it to the farmers of the state at subsidized rates.

IMPHAL, April 18: The Anal Students’ Forum, Manipur has said in a press release that the staff under NRHM Chandel have been devoid of their salaries since January 2013 and that despite the arrears for 1 year for all the employees under NRHM being sanctioned to all the Districts staff, the employees of Chandel are not getting the same till date.

It said, the condition of District Mobile Medical unit ambulance is pathetic and there is no proper maintenance in spite of the sanction of more than Rs 1 lakh/yr by the Central govt.

The statement has also said  that the district has not released the 2nd Instalment to all the Blocks for the financial year 2012-13  when the said financial year has already been gone which has definitely hampered the proper implementation of NRHM at the lower level.

Continuing its complain, it said “The condition of the road at the entry point from Chandel Christian to district hospital is pathetic and needs urgent repairing”.

It has also complained of the non-availability of specialists in the lone district hospital and the absence of permanent CMO and further demanded that proper facilities should be provided to the Chakpikarong CHC as per the Indian Public Health Standard (IPHS).

IMPHAL, April 18: A Two Days national seminar on “Excellence in Higher Education: Challenges & Remedies” organized by the Maharaja Bodhchandra College, Imphal and sponsored by the National Assessment and Accreditation Council, Bangalore started at the college premises on April 18, 2013, said a press release of the college.

Dr. Ganesh A Hegde, Assistant Adviser, NAAC. Bangalore attended as the chief guest and Dr Th Manihar Singh, Principal, M B College, Imphal presided the function, it said.

In his Keynote Address, K. Monoranjan Singh said that Higher education in India is undergoing a paradigm shift especially after India undertook structural adjustment programme in the early part of the 1990s. “The catch word has been excellence. At the policy level, what largely impinges upon the education sector is the need to produce human resources with expanded capacity. Policy shift is witnessed in India’s overt declaration and emphasis on knowledge economy”,Manoranjan said as per the statement.

It also said that Dr Ganesh A Hegde said that both the Central and State Governments has to take initiatives for improving higher education.

Further according to the statement, he expressed that reformation of our society is needed, which is possible only with proper and quality education. At the same time, improvements of the students are required. UGC and NAAC are providing financial assistance to colleges and Universities in India for their improvement. In addition to imparting education to students, teachers need to undertake research and have publications. These are signs of good teachers. Government is ready to extend support including information technology for quality education.

Dr. Th. Manihar Singh said that since its inception in 1969, the M.B. College has been rendering yeomen service to the development of higher education in the country and Manipur in particular. This seminar adds another feather in the cap of MB College in its quest of becoming a centre of academic excellence, the statement said.

It also said that in the First Panel of the Seminar, “Excellence in Higher Education: The Challenges”, five resource persons presented papers. Dr. RK Ranjan Singh, CDC, Manipur University, spoke on “Reflection on Higher Education: Are We in the Proper Tune?” Dr. Chinglen Maisnam, Assistant Professor, Department of Economics, Manipur University spoke on “Financial Crisis in Higher Education”. Dr. Dhanabir Laishram, social activist, spoke on “Conflict & Higher Education: Study and Struggle.” Dr W Jyotirmoy Singh, Assistant Professor (Sr), DM. College of Teacher Education, Imphal spoke on “95% of Graduates are Unemployable” and Dr S Gyaneshwor Singh, retd. Principal, DM College of Teachers Education, Imphal spoke on “Promoting Autonomous Learning in Higher Education: An Alternative Paradigm.” Dr. Ganesh A. Hegde was the Moderator of the panel.

In the afternoon, eight scholars from different colleges and universities presented papers on the sub-theme, “Higher Education in Manipur: Historical Evolution, Constraint & Pedagogy”. The Session was chaired by Dr. Chinglen Maisnam, Assistant Professor, Department of Economics, Manipur University, it said.

IMPHAL, April 18 (NNN): The planned democratic, peaceful and silent public rally which was meant to be held on April 19 has been postponed temporarily due to the sudden imposition of a general strike by the Join Action Committee (JAC) against the burning of two trucks and killing of a driver on National Highway-37 near Sekjang village about 43 Km from Imphal within the jurisdiction of Sapermeina Police Station.

“The decision to postpone the planned rally was taken by the AZSU, ZYF and ZSUM in a joint sitting at the ZSUM office. The overwhelming public response to participate at the public rally and express their solidarity to Alice Kamei, a minor school girl who has been held captive by RPF/PLA since March 10, is completely dampened by the sudden imposition of general strike and chaka bandh,” AZSU, ZYF and ZSUM said in a statement.

“The total bandh on national highways linking Manipur to be effected from April 21 midnight will be effective till the minor school girl is released as announced earlier. We appeal all organizations, truckers, and concern responsible citizens to extend their fullest co-operation and support in the interest of justice. The decision to impose total bandh on the national highways was arrived at during the public meeting held on April 12 at Majorkhul Community Hall, Imphal,” they added.

IMPHAL, April 18: The Maoist Communist Party, Manipur Central Head Quarter has said in a press release that the outfit condemns the act of killing of a truck driver Sorokhaibam Babu in between Tupul and Sijang under Saparmeina Police Station by armed cadres suspected to be in talks with the Indian Army.

It further said that the outfit will support every agitation of the people on the issue and said that it will support the bandh called by the All Manipur Road Transport Drivers and Motor Workers Union from the midnight of April 18 to 19 midnight.

IMPHAL, April 18: The 4th National Conference of the All India State Govt Employees Confederation was held at Chandrasekharan Nayar stadium of Thirubanthapuram from April 12 to April 13, said a press release from State Government Employees Confederation, Manipur State Unit.

It continued that more than 500 delegates from 16 states participated in the conference and over one thousand representatives of working class organizations, employees, and teachers took out a rally at around 5.30 p.m. passing the road in front of Secretariat Building of Thirubananthapuram.

Slogans like “Save civil services”, “we want interim relief” etc were shouted during the rally, it said.

During the conference, the problems of Manipur were brought up and it was resolved to make the union govt. give instructions to the state government to regularize the services of contract, casual, part-time and master role employees. It was also resolved to provide children educational allowance and disturbed area allowance.

IMPHAL, April 18: A combined team of CDO Imphal East District and a Column of 16 AR under the supervision of Shri, M.Rajen Singh, Addl. SP(Ops), IE arrested one PREP AK cadre namely, Nongthombam Dinesh Meitei @ Epacha @ Pitingkon (25) Sio N. Debeshwar Meitei ofYumnam Patlou Makha Leikai from Keibi Khunou near waiting shed, said a press release from Superintendent Police, Imphal East District, Manipur.

It continued that on verification he disclosed that he joined UNLF organization in December 2007 through one Pari, SIS 2nd Lt of UNLF and he got 45 days basic military training at Mithrit, Burma under Army no. 2189 of 33rd batch. He was arrested by CDO Bishnupur in September 2011 and released on bail after release on bail he rejoined PREP AK in November 2012 through one Hemanta @ Amuba @ Etao of Uyumpok and now working under the  command of Nongshaba @ Malem S/S commander of PREPAK Imphal East Division.

He further disclosed that he served demand letters, recruited youths as members of PREPAK and transported arms and ammunition from one place to another. One Chinese hand grenade and one .32 pistol with magazine having 3 (three) live rounds were recovered from his possession, said the press release.

Imphal Apr 18 UNA : The 23 children from Manipur who were recently rescued from a children home at Jaipur of Rajasthan and brought back to Imphal by the authority of the Manipur State for Protection of Child Rights (MCPCR) were Thursday handed over to district child welfare committees for onward handing over to their respective guardians.
The 23 children between the age of eight and ten, from Manipur were among 51 children rescued by the Rajasthan state authority and NGOs including members of Tangkhul Shanao Long, Delhi (TSLD) from illegal confinement at two illegal child shelter homes in Jaipur on March 13 last.
They were brought back to Imphal on March 30 last and have been lodging at Child Observation Centre at Imphal’s Takyelpat, runs by social welfare department of Manipur government for medical treatment and counseling.
Authority of the child observation centre handed over the children to the authority of district child welfare committees of Ukhrul, Chandel and Tamenglong districts today in the presence of state social welfare minister AK Meerabai Devi.
Of the 23 rescued children, 19 were from Ukhrul, one from Chandel and three from Tamenglong district.
After handing over the children, minister AK Meerabai said that the children would be imparted education to government run residential schools in their respective districts which they would be kept at Adhimjati Shiksha Ashram at Imphal after they passed Class-X for higher study.
The minister said that as a part of government initiative to check children from falling into the hands of the child traffickers, his department was getting ready for conducting awareness programme across the state, particularly in the remote hill areas.
She cautioned parents and guardians from the people who pretended to be pasture and make false promises to send their wards to unregistered children homes outside the state, asserting that rescued of state children from unregistered children homes outside the state and from illegal confinement was not a new thing in the state.
Mention may be made that the 23 children between the age of eight and ten, from Manipur were among 51 children rescued by the Rajasthan state authority and NGOs including members of Tangkhul Shanao Long, Delhi (TSLD) from illegal confinement at two illegal child shelter homes in Jaipur on March 13 last.
The 23 children (14 girls and 9 boys) were rescued from Grace Home runs by one Jacob John, who claims to be a pastor. They were allegedly taken away through local persons who made false promises of imparting good education free of cost at the children homes.

IMPHAL, April 18 NNN : The apex tribal students’ body of Manipur has urged the chief minister of Manipur to appoint the seniormost IAS officer available in the state as the next chief secretary of Manipur.
“We the All Tribal Students’ Union Manipur (ATSUM) bringing this plea with the highest respect and great hope that you will kindly give due consideration to our pleadings that we are in the knowledge that the present chief secretary, Manipur is retiring this month after many years of illustrious service,” said the ATSUM leaders today.
“We believe and trust that your government will act as always, keeping the interest of all people of Manipur, by upholding the rule of law and existing convention in the matter of appointing the next chief secretary of Manipur.
“It is our pride that of the available of IAS officers in the state today, the seniormost officers are tribals from the state. It is our earnest hope and prayer that the seniormost officer will be given the opportunity to serve the state as the next chief secretary,” the apex tribal students’ body added. The apex tribal students’ body then said, “Our shared experiences of the past made us cautious about the issue at hand but sir, we are not pessimistic. However, if seniority is not given its due in this appointment, wrongly or rightly, it could be assumed as a communal manifestation of the present government

UKHRUL, April 18 NNN : The United NGOs Mission, Manipur, Women Committee has reached out to the victimized girl child from Manipur’s Ukhrul district, who has left with severe physical injuries after she was reportedly subjected to severe physical tortures by the house owners for whom she had been working as a domestic help.
A team of UNM-M led by its convenor Sobita Mangshatabam paid a visit to the village and there the team interacted with the family of the victim, village headman and Tangkhul social organization leaders and members of the Joint Action Committee seeking justice for the 9-year-old girl yesterday.
Talking to the media, Homi Chawing, one of the relatives of the victim, sought help from civil society organizations to ensure medical treatment for the minor, who was a class I student of Tasher High School, Ukhrul.
Sobita assured that UNM-M will help out the girl victim. She also generously donated Rs 5,000 to the family of the girl during the visit and urged it to bring the child to Imphal for better treatment.
The victim was working as a domestic help for one Antibas Horam, a resident of Kachai village but presently resides at 7 Finance Colony, Ukhrul.
The house owner’s son and wife named Jim Horam and Edah Horam allegedly attempted to murder the domestic help by physically assaulting her in the house on February 3, 2013.
She suffered severe injuries in the beating that she got multiple fractures and also broken bones.
A criminal case against the Antibas family was registered on the same day at Ukhrul Police Station. The accused are stated to be Government employees.
The JAC has been demanding necessary physical, emotional and medical care to the victim.
Jim is now being lodged in Central Sajiwa Jail, Imphal on the charges of attempted murder of the domestic help, while his mother had been released on bail not long after their arrest in connection with the case.

IMPHAL, Apr 18 MNS, Agencies: Heavily armed persons suspected to be militants reportedly shot dead a truck driver and torched two trucks along National Highway-37 (Imphal-Silchar Road) last night.
Denouncing the act of murder and arson, the All Manipur Road Transport Drivers and Motor Works Union has announced a statewide general strike from April 18 midnight till April 19 midnight.
Meanwhile, the Joint Action Committee (JAC) constituted in connection with the killing of driver Sorokhaibam Babu Singh aged 40, a local of Samurou Awang Leikai in Imphal West district, has also called another 48-hour Manipur bandh beginning Thursday midnight.
At around 8:30 pm Wednesday, an unspecified number of heavily armed persons clad in combat dress stopped the FCI rice loaded truck driven by Babu at Charoi Pandong under Sapermeina Police Station in Senapati district.They then dragged down both the driver and handyman from the vehicle and snatched away their mobile phones and money and suddenly they burnt down the truck and turned their guns at the driver shooting him to death, reports said.
However, the handyman hid himself inside a pit and escaped the attack. He has been identified as Lalhaktang aged 27, a native of Bongkol bazaar in Mizoram. The victim driver is stated to be his brother-in-law.
Reports said the armed miscreants torched a cement loaded truck at the spot before the killing.
Personnel of 86th Battalion of CRPF stationed at Keithgelmanbi rushed the driver to hospital but he succumbed on the way.
Angry residents of Samurou blocked the National Highway-37 protesting the killing and arson. They barred all the vehicles coming along the highway section.
The corpse has been deposited at Regional Institute of Medial Sciences (RIMS) mortuary.
The JAC has made various demands to the Manipur Government in connection with the death of driver Babu. It held a meeting at Samurou bazaar wherein it took six different resolutions regarding the death.
It said Manipur Government should be responsible for the killing of driver Babu and burning of two trucks by miscreants. It also decided to impose a 48-hour Manipur bandh beginning April 18 midnight.
The culprits should clarify on the killing of Babu, it demanded and said the Government should share the bereaved family and extend  help to the family.
It also resolved to seek support from different NGOs as well as the people in the stir being launched by the JAC and that the body will not be claimed until the demands are fulfilled.

IMPHAL, April 18: Chief Minister O Ibobi Singh today inspected the Imphal Barrage and Singda Dam and announced that encroachments in the Singda Dam area would be evicted in the first week of May.
During the trip, the Chief Minister addressed a meeting at Irrigation Waste House at Singda after inspecting the dam.
He pledged that the state Government will not remain unruffled over the houses and other structures built by encroachers in the Singda Dam area whose compensations have been paid already.
Saying that the police out-post at the dam site will be inducted with more police personnel so as to ensure proper functioning of the out-post, Ibobi said about 2 lakh siblings will be planted in the catchment area of the dam during the month of May.
The Singda Dam located about 20 km northwest of Imphal was constructed over the Singda river and inaugurated in the year 1995.
The mega project was taken up aimed at supplying water in greater Imphal besides irrigation water in the agricultural fields in Phayeng and Lamsang in Imphal West district.
According to the state IFCD, 10 houses and another five pan shops in Singda village and 13 houses, including one church and two pan shops in Ireng Hill Slope are being built by encroaching the dam area.
The Chief Minister later inspected the Imphal Barrage constructed over the Imphal River at Oinam Sawombung in Imphal West district.
This project was inaugurated in 1984 and started supplying irrigation water until it had stopped working since 2010 after its gates were broken down.
