IMPHAL, April 20: Two remote controlled Improvised Explosive device (s) were found inside the complex of the Regional Institute of Medical Sciences (RIMS) at Lamphel today morning at around 7 am under Lamphel police station in Imphal West district.

Personnel of the  69 BN CRPF posted within the complex found the IEDs  in a park located in front of the Administrative Block of the Regional Institute of Medical Sciences. The IED bombs were safely defuse by a team of state bomb squad safely at around 9 am.  Meanwhile, a press release from the 69 Bn CRPF Mantripukhri said that its personnel conducted an intensive search with dog squads at the area around the RIMS Director`s office and found the suspected bomb wrapped in a black polythene.

According to the release, the two IEDs were fitted with two mobile phones along with nails in two tin containers with the IED weighing about 700 gms. 

An official release from the hospital authorities said however, that the bombs were noticed by sweepers during their morning duty.  The release also appealed to one and all not to vitiate the hospital and academic atmosphere with such violent activities.

Apart from the employees there are students from all states in general and the NE region in particular.  Hundreds of patients and relatives visit the institute everyday, it said before continuing that Medical, Dental and Nursing colleges are located on the same campus. And violence of any sort will send a wrong signal, it said.

The authority seeks cooperation from all sections of the people in the smooth and peaceful conduct of these institutes, it concluded.

Meanwhile, the Non Teaching Employees Welfare Association of RIMS hospital has in a press release expressed its unhappiness with the bomb planting in RIMS complex. The statement also urged not to create such problems in the future in an Institute of treatment and study.

IMPHAL, April 20: The meeting of the Congress Legislative Party (CLP) presided over by the Chief Minister Okram Ibobi Singh held at the Cabinet Secretariat warmly welcomed the steps taken by the Government to privatize some hospitals and described them as right steps.

Briefing the media persons regarding the meeting, spokesperson Moirangthem Okendro who is also CAF and PD Minister said that the CLP meeting held today considered the steps being taken up by the government to be right. Three agendas were tabled and discussed at the CLP meeting today which included law and order of the state, development works being taken up by the government and the privatization of  particular hospitals.

Though the spokesperson did not disclose elaborately what the CLP meeting discussed and which decisions it took regarding the 1st and 2nd agendas, he clearly spoke to the media persons about the privatization of particular hospitals in the state.

He said that the move for privatization of certain hospitals is to strengthen the health sector of the state and to ensure that more facilities/benefit are provided by the hospitals to the public of the state. Adding that the move for privatization will not be implemented hastily by the Government hastily, the Minister said that things will be taken up under a certain rule.

He added that privatization of some units in the health sector has been introduced and implemented in Tamil Nadu, Karnataka, Maharashtra and Andra Pradesh.  Those present at the meeting today commented that the campaign launched by the opposition parties regarding the privatization of hospitals is to mislead the public and added that it is not a constructive suggestion.

DIMAPUR, April 20 (NNN): Amid the prolonged silence being maintained by the NSCN-IM on the Indo-Naga peace talks and the Naga peoples` anxiety over the much hyped Naga political settlement, the comments of NSCN-IM leaders Thuingaleng Muivah and Isak Chisi Swu has come in today on the issue.

In an exclusive interview with Witoubou, Editor of Newmai News Network at Camp Hebron, off Dimapur this afternoon, both Thuingaleng Muivah and Isak Chisi Swu said at this juncture they are not in a position to pronounce the time frame when the Naga political settlement can be brought about. Both the NSCN-IM leaders however said the Government of India is serious enough to have the Naga political solution at the earliest.

“What we want is solution to the Naga political issue. And what the Government of India wants is the solution to the Naga political issue. So given this point of situation we are hopeful of the settlement. However, it is hard to say when,” said NSCN-IM general secretary Thuingaleng Muivah.

On being asked if they have any plan to meet Naga National Council (NNC) president Adinno Phizo, the daughter of legendary A.Z.Phizo when she arrives in Nagaland in the next few days, Th Muivah said,” Since her political stand is not clear to us, there is no point meeting her.”

Currently, both Muivah and Swu are intensively engaging with the Naga civil organisations, individuals and well wishers.

Mentionably, late last year speculations had reached a high pitch that the protracted Naga political problem was about to be settled in a few months time. The speculations were even fueled by the comment of Union Home minister Sushilkumar Shinde who had said that “settlement” to the Naga issue would be brought about by March, 2013 or before the Nagaland assembly elections.

IMPHAL, April 21: The 48 hour bandh called by the JAC formed against the killing of Tata driver Babu by alleged NSCN (IM) cadres continued in the state today with all inter district bus and other passenger vehicle services remaining off the roads and petrol pumps, cinema halls, shops being shut.

The turn out of women vegetable vendors in the Khwairamband keithel was also low as a result of the bandh.

All shops along the Mayai Lambi road remained closed and vehicles remained off the routes with protestors and bandh supporters coming out on the street and blocking the road by placing wood, stone boulders and setting tyres on fire.

Sit in protests continued in the Shamurou Bazar area against  the killing of driver Babu on 17 April along the National highway number 37 on the Imphal-Jiribam road at Charoi Phangdongba under Khongnom police sub station under Senapati district.

The protests were brought out by locals and meira paibi of  Samurou and surrounding areas.

Sit in protest were also staged at Mayang Imphal Baazar area.

Meanwhile, the dead body of Saorokhaibam Babu (41), son of (L) Kesho of Shamurou Awang Leikai is still lying as an unclaimed body at the RIMS Morgue.

The 48 hour general strike was called by the JAC against the killing since midnight of April 19.

IMPHAL, April 20 (NNN): The All Tribal Students Union, Manipur (ATSUM) has demanded that in the event of constructing an FCI godown for Chandel district at Molnoi village, the land record/revenue of the village should be transferred to Chandel district.

ATSUM`s comment came after a cabinet minister had said that the FCI godown is to be constructed at Molnoi village.

The ATSUM`s contention was that since Molnoi village falls under Thoubal district there cannot be any justification on the part of the government for constructing a godown for the Chandel people in another district. “If accessibility is the reason for the government for planning to construct the godown at Molnoi village, Chandel district headquarters is the best place for the whole of Chandel district, ” ATSUM stated. It contended that the hasty decision of the government in this regard can invite problems in the issue.

LAMKA, April 20: The SSPP, Siamsinpawlpi (Paite Students’ Welfare Organization) conducted a career guidance camp at Hebron Veng’s YPA Hall, New Lamka with the main focus on the higher secondary school students who will be facing a new career prospect in the near future.

Many students from the area came out in large numbers packing the hall where several imminent speakers were elaborated on diverse topics with the sole aim to provide a stepping stone to the students as they travel along life’s long journey.

Around 700 students participated in the function.

With two govt colleges and more than five privately run colleges and several schools with higher secondary classes, CCPur has a literacy rate of 84% which is slightly higher than that of the whole state.

It is worth recalling that apart from being responsible for the revival of many Government run high schools in the hills, the SSPP under the sponsorship of the Ministry of Tribal Affair, Govt of India at present also runs a residential High School for the under privileged community, which presently accommodates 570 student though it had only a capacity for 500 students.

The said school is located at Ngathal which was established in 1998 .

IMPHAL, April 20: The CorCOm while remembering the sacrifices of the forefathers of Manipur during the Khongjom Laan or the Anglo-Manipuri War 1891 has praised the sacrifices, said a press statement of the umbrella body of six militant outfits based in Manipur.

The statement said that the forefathers had gone into war with the mighty British with the full knowledge that they will be defeated, which has once again reminded that the Manipuris cannot live attached to some bigger communities.

It said on the first day of the Anglo-Manipuri war on March 24, 1891, the the brave Manipuri army defeated the Britishers and burnt down the British Residency. Five British officers were awarded the death penalty for stealthily attacking Manipur and inflicting injuries to people including woman and children, the statement continued.

Elaborating further, it said that the incident was narrated to the 12the Madras Infantry Lt CJW Grant by 42nd Gorkha Regiment Jamandar Birbal Nagarkati.

Hearing about the incident, Grant telegrammed his superiors in the then Government and led 50 soldiers of the Madra Infantry along with Birbal Nagarkati’s Gorkha soldiers towards Manipur from Tamu, it continued.

On receiving the telegram from Grant, the British Government on March 31, 1891 announced war against Manipur and attacked Manipur from three sides, it said.

General T Graham led the Tamu column which was met with full resistance by Yengkhoiba Major leading  100 Manipuri soldiers at Thoubal.

The last battlefield of the war was at Khongjom, it said and added that Wangkhei Meiraba and his group tried to ward off the British attack on Manipur palace at Wangjing.

The statement further said that the 1891 Anglo-Manipur Laan was a war filled with sacrifices to safeguard Manipur territory and independence. The war was filled not only by the sacrifices of the elders but with the sacrifices of youths like Sengoisana, Heirankhongja and Chinglensana among others, the CorCom statement said.

What was unfortunate was that the Lt Col RHF Rennick led Silchar Column on April 27, 1891 took over Kangla, the statement said.

The statement has further appealed to the people of Manipur to remember the sacrifices of the forefathers on the Anglo-Manipur Khongjom Laan memorial day on April 23.

IMPHAL, April 20: A press release from the Civil Society Coalition on Human Rights in Manipur and the UN has informed that Ms. Rashida Manjoo, UN Special Rapporteur on violence against women, its causes and consequences (UNSRVAW), who will be on an official mission to India from 22nd April to 1st May, 2013 has scheduled a consultation meeting with civil society organizations, women human rights defenders, victims and other advocates working on violence against women on 28th April at Imphal, Manipur.  The scheduled visit follows an invitation sent on 13th March from the Civil Society Coalition on Human Rights in Manipur and the UN (CSCHR) to visit Manipur and the North East region during her mission. Civil society organisations and groups including individuals, women human rights defenders and other advocates working on the issue of violence against women and girls in the North East region are preparing for a regional consultation meeting that has been scheduled for 28th April 2013 at Imphal.

Hailing the first ever formal visit of a distinguished official of the UN with a human rights mandate to Manipur as an historic occasion, the press release said that the UNSRVAW will address violence against women broadly, focusing on both its causes and consequences according to the mandate. The Special Rapporteur will study the different manifestations of violence against women in the family both domestic violence and culturally justified practices that are violent to or subordinate women, in the community including rape/sexual assault, sexual harassment, violence perpetrated or condoned by the State (institutional violence) and violence in the transnational sphere that will include violence against immigrant women, asylum seekers and refugees).
