PRESS RELEASE

Dated Tahamzam, 7th April, 2013

The first leg of the United Naga Council(UNC) political tour in Naga areas was undertaken in Chamdil(Chandel) district in association with the Chandel Naga Peoples’ Organisation and the 7 constituent tribes councils of the region from the 5th to 7th April, 2013. The political tour was carried out mainly with a view to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas. Interactions were held with village chiefs and social leaders across the district and the common refrain was the loss of hope for a future with dignity on all fronts under the communal Government of Manipur.

The touring team also discussed issues on the proposed Chakpi River Multi Purpose project with members of the Committee Against the construction of Chakpi Dam. The anti-people development aggression of the Government of Manipur which would uproot thousands of indigenous tribals from their own lands was the shared concern and such incursion without the free, prior and informed consent of the people should be resisted with all possible means.

The tour programme concluded with a joint meeting with frontal organisations including the Naga Women’s Union Chandel, Nagas Student’s Union Chandel, the Tribe Councils, the Chandel Naga People’s Organisation and several social leaders The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.

The abduction of Mr. H. Khangba, President of the Thangal Naga Union by an armed group was strongly condemned in the joint meeting. The meeting took strong exception to the irreverence for the respected office of a tribe social organisation and urged all peace loving people to condemn the act so that such abominable deeds do not occur in the future.

The entire tour programme was hosted by the Lamkang Naga Union.

Nagaland, KOHIMA, Apr 5 (NEPS): New Speaker of the Nagaland Legislative Assembly (NLA) Chotisuh Sazo said he wanted to come up with various developments and facilities for the legislators who stayed in the Legislatures’ Home and also for the officers and staffs of the Assembly who also stayed in their residential quarters here near the Assembly Complex.
Talking to NEPS here at his office chamber Friday, the Speaker disclosed that there were no recreational facilities, no proper security gate, and no shopping facilities for the legislators, Assembly officers and staffs and their family members who are staying in their residential quarters here in the Assembly Complex. “There is also no schooling facility especially for their children either,” he added.
“As soon as I took over the reign of the post of the Speaker of the Assembly, I have studied the essential and immediate requirements for the legislators, Assembly officers and staffs and their family members who are staying here in their respective quarters near the Assembly,” Sazo said. “The problem is they are staying quite far from the towns.”
The Speaker said he had been seriously contemplating to provide a “shopping mall, multi-purpose hall and other recreational facilities at the earliest,” so that legislators and the Assembly officers and staffs and their family members should not have hassles of going to towns which are far away from their residential quarters.  At the same time, they would also develop a healthy and peaceful lifestyles during their stay here, he narrated.
“We have also already proposed to establish a school here so that children of the legislators, officers and staffs of the Assembly will not worry for their children,”
Sazo stated. “My main intention is I wanted to give them comfortable and peaceful stay in these areas and also live like others.”

The killer is still untraceable. But he must be still lingering among us pretending to be innocence. It is time the service of a psychologist is used to understand how a killer, who is elusive, behaves in front of friends and family members. It is a matter of time one day even if he escapes from the clutches of law enforcing agencies will surely disclose boastfully what he can do to prove his machismo. However waiting for the criminals themselves to come out and surrender before the court will be like waiting for the go dot, something that will never happen. Therefore the drive to track down the killer must intensify. Public anger can be subsided by telling the breakthrough it has achieved in establishing the identity of the killer. Even if it cannot do not anything to arrest the killer it should be spoken out. That way the public confidence will be won and the general public will think of extending cooperation to the law enforcing agencies to nab the killer. It is said the killer used a mobile phone for once and then switched off. Even the dreaded killer will not think of keeping a mobile shim-card purely for performing the crime of killing a person of his target. The number used in calling out Satyabhama must be disclosed. He might have used that in the past and someone might be having that number. There is a story of how a mother could establish her son’s killer. She published an ad in a newspaper asking the killer how he killed her son. Next year the killer who called himself a serial killer replied in the same newspaper he shot twice till he died on the spot in a jungle not far off. Someone, who had the habit of reading advertisements published in newspapers, found the man in his neighbour adopted the same technique used in killing the young man when he killed chicken. He informed the police and the neighbour turned out to be killer of young man. The killer of Satyabhama must be trembling every morning if he is not a serial killer. He might be having sleepless nights. He might want to live all alone without talking to anyone. If anyone of you find your friend or relative behaving abnormally why not he might turn out to be the killer. But the killer must be someone who frequents the area. The place where Satyabhama was abandoned is deserted. Victim’s family members have said that. We are confident the killer will be arrested in the very near future. That must happen without delay. Only then the wounded hearts will be healed. A single killer should be not expected to outwit the entire masses. The common masses too have a role to play in tracking down the killer.

DIMAPUR, April 8 NNN: After cancelling their trip to New Delhi in the first week of January NSCN-IM leaders Isak Chisi Swu and Thuingaleng Muivah continue to confine at their base Hebron off Dimapur for the last three months or so. Isak Swu however, had gone for a brief period on personal assignment to Delhi in the month of February.
Both the NSCN-IM leaders had come to Nagaland for Christmas on December 18 amid fueling speculations that they had placed their complete proposal to the government of India which could be materialised by the early part of 2013. However, with staunch silence maintained by both the government of India and the NSCN-IM on the issue, the general Naga public are speculating with the nerve of negavity as to what might have happened to the Naga peace process.
Well placed sources from the NSCN-IM informed NNN today that both Isak Swu and Th Muivah have no immediate plan to go to New Delhi at the moment. “They will not leave Nagaland now. Swu and Muivah will be here for a longer period,” the sources said.

Imphal, April 8 : Th Bilabati of Uripok Tourangbam Leikai has submitted a representation to Principal Secretary ( Health) demanding disciplinary action against Dr. W. Ibochouba Singh, Medical Officer of the District Hospital, Thoubal Government of Manipur for administering anaesthesia to her son on 23 Dec 2012 in a private hospital, CMC hospital .
Anaesthesia was administered to Thangjam Dayananda Singh by the said doctor and he expired on 30/11/2012 at the RIMS hospital, Imphal.

on the same day i.e. on 26-11-2012. After struggling for his life for about 4(four) days, my son expired at the RIMS Hospital on 30/11/2012 due to cerebral hypoxia.
Due to suspicion about giving of overdose anesthesia information was sought from the CMC Hospital and the hospital informed on 17/01/2013 that Dr. W. Ibochouba Singh, MD (Anesthesia) had given anesthesia . Dr. W. Ibochouba Singh, MD (Anesthesia) is serving at the Thoubal District Hospital, Government of Manipur as Medical Officer. Dr. W. It was found that the doctor has been allowed to enjoy non-practising allowances(N.PA) at the rate of Rs. 9,990 per month. Such Non-practicing allowance(N.PA) is given to the Govt. Doctors for not doing private practice and also not to do private practice besides his official duty/practice.
Despite enjoying the non-practicing allowances the said doctor is doing the private practices at the C.M.C. Hospital, Koirengei thereby giving Anesthesia to Late. Th. Government Doctors are not permitted to take private practice by attending at the Private Hospitals/Institutions for their personal benefits as they are taking/giving non-practicing allowances given by the Government. However, in the present case, the above said Doctor is doing private practice despite enjoying non-practicing allowance.
