Imphal, April 7 : Two personnel of Assam Rifles were killed while another was wounded when troops of two units of Assam Rifles fought against each other in between Khudengthabi and Lokchao area at Chandel district. The gun battle took place at around 9:30 pm yesterday. Troops of 24 Assam Rifles and 9 Assam Rifles resorted to firing against each other due to a communication gap according to a source.
The deceased AR personnel were identified as Narengbam Suresh Kumar (30), of Wangjing Sorokhaibam Leikai and Ram Krishan Singh of Uttarchand. Both the dead bodies were brought to RIMS today .

IMPHAL, April 7 NNN : Manipur statewide indefinite bandh imposed by the joint action committee (JAC) against the murder of Ningombam Satyabama totally disrupted the Indo-Myanmar road at Singjamei-Kakwa area along the National Highway-2 for the second day today. The JAC said it will continue its agitation as long as the state government of Manipur fulfils its demand.
In a memorandum submitted to the government, the JAC demands that those persons involved in the murder of Ningombam Satyabama be booked and given life imprisonment. The JAC said if the government does not fulfil within 5 days time, the JAC will intensify its agitation.
Today at around 1 pm, bandh supporters and the police had a tussle when the agitators were shutting the Imphal’s Khwairamband bazar. About 20 members of the JAC were taken to the police custody.
The bandh was strong in the Singjamei-Kakwa areas and the NH-2 was totally paralysed.
Satyabama, a Junior Research Fellow of DBT Project in Pathology at Regional Institute of Medical Sciences (RIMS), Imphal, was found dead in a trench drain in Bashikhong Wangkhei Laoumanbi filed yesterday afternoon.
The 31-year-old doctor was the daughter of N Tomba, a resident of Kakwa Laishram Leikai Salungba Leirak.
According to the preliminary post mortem report on the death of Satyabama that was conducted at Jawaharlal Nehru Institute of Medical Sciences (JNIMS), she was strangled and killed.
Since early morning today, a large number of bandh supporters, mostly from her locality, including the JAC blocked the National Highway-2 (Imphal-Moreh road) at Kakwa bazaar.They put timbers and burnt tyres on the road to stop traffic.
The strike was affective in many parts of the capital Imphal and other districts too. Vehicles were off the road and Government establishments were shut due to the general strike in Imphal.

IMPHAL, April 7 NNN: The first leg of the United Naga Council (UNC) political tour in Naga areas was undertaken in Chandel district in association with the Chandel Naga Peoples’ Organisation (CNPO) and the 7 constituent tribes councils of the region from April 5-7. The political tour was carried out mainly with a view to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas. Interactions were held with village chiefs and social leaders across the district and the common refrain was the loss of hope for a future with dignity on all fronts under the Government of Manipur.
The touring team also discussed issues on the proposed Chakpi River Multi Purpose project with members of the Committee Against the construction of Chakpi Dam. “The anti-people development aggression of the Government of Manipur which would uproot thousands of indigenous tribals from their own lands was the shared concern and such incursion without the free, prior and informed consent of the people should be resisted with all possible means,” the UNC said.
The tour programme concluded with a joint meeting with frontal organisations including the Naga Women’s Union Chandel, Nagas Student’s Union Chandel, the tribe councils, the Chandel Naga People’s Organisation and several social leaders. The contours of the tripartite talk process on the demand for an alternative arrangement outside the government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.
The abduction of H.Khangba, president of the Thangal Naga Union by an armed group was strongly condemned in the joint meeting. The meeting took strong exception to the irreverence for the respected office of a tribe social organisation and urged all peace loving people to condemn the act so that such abominable deeds do not occur in the future.
The entire tour programme was hosted by the Lamkang Naga Union.

Imphal, April 7 : L Mema has filed a RTI seeking information about drug hauls by security personnel and the actions taken up. Further, how many police personnel were utilised in the said SIU.
SIU Imphal West had seized huge contraband drugs worth Rs l,40,000,00 from Air Deccan Flight. When the information received was taken down in writing and when the same was informed to the immediate superior officer it was asked. Where the drug are kept it was asked. When the sample for the same was sent to FSL for chemical analysis and report.
On 15-2-2013, contraband drugs worth Rupees 1 crore 30 lakh were seized at Mantripukhri from a truck by the Imphal East Police.
On 24-1-2013, Imphal West Police had seized huge contraband drugs from one VDF of Imphal East Police.
On 1-2-2013, Thoubal Police had seized huge contraband drugs worth Rupees 45 lakh from Pallel area on the way to Moreh. On 24-2-2013, Thoubal Police had seized huge contraband drugs worth Rupees 25 crore from the possession of one Army Officer and six persons at Pallel area on the way to Moreh.
On 25-2-2013, Imphal West Narcotic Cell had seized huge contraband drugs worth Rupees 8 lakh from Air Cargo brought by one Rajkumar Rai of Bihar.
On 26-2-2013, Excise Department, Jiribam had seized huge contraband drugs worth Rupees 22 lakh while brought in a boat.
On 1-3-2013, Manipur Police had seized huge contraband drugs worth Rupees 18 lakh from thepossession of a Burmese (Myanmar national) .
On 6-3-2013, huge contraband drugs worth Rupees 2 crore 70 lakh were seized from 3 places of Thoubal District. On 10-3-201, huge contraband drugs (Heroine and Tablets) were seized from Pallel area from the possession of 3 persons including a Captain of the NSCN-Dvl.
On 10-3-2013, Police had arrested a Mobile Drug Smuggler with S.P Tablet from the Gambhir Singh Shopping Market. On 12-3-2013, huge contraband drugs worth Rupees 2 lakh was seized from the possession of a Havildar of 6th Bn. M.R. Details of the cases were demanded.

New Delhi, April 7 : The Indian Parliament enacted the Armed Forces (Special Powers) Act in 1958 as an interim measure with the hope of suppressing the Naga Nationalist Struggle, the only such movement in the North East at that time. It was gradually extended to other North Eastern States and then in 1990 to Jammu and Kashmir.
The Armed Forces (Special Powers) Act is to-date the single most direct instrument violating the democratic rights of the people of the North East and of Jammu and Kashmir. The Act is implemented when an area is declared ‘disturbed’ by either the central or the state government said a statement issued after a national seminar on AFSPA held in New Delhi on Saturday.
The Act is under much debate today on several grounds, not only in Jammu and Kashmir and the North East, but also in the rest of India. One, it enables the security forces to “fire upon or otherwise use force even to the causing of death”. Two, according to Section 6, no criminal prosecution can be initiated against the security personnel who take action under this Act. Three, till now, but for a few exceptional cases of public fury or when the security forces were caught in the act by the public, no paramilitary officer or soldier has been prosecuted for destruction of property or murder or rape. Four, five official commissions and committees have recommended either repeal or drastic review of the Act.
Such acts are a gross abuse of the Constitution and have led to atrocities in the North East and Kashmir. Currently, a case concerning 1,528 deaths in alleged fake-encounters in Manipur alone is before the Supreme Court. Over and above these, one can mention the Manorama Devi case in Manipur in July 2004. She was arrested by the security forces and was allegedly raped and killed. Amongst other cases is the attempted molestation near Kokrajhar in Assam, on 23rd December, 2005, of some university students who entered by mistake a compartment carrying Haryana Armed Police personnel. Four students died when the police opened fire on other students who blocked the train after hearing the screams of the students. No action has been taken till today against the perpetrators of these and other crimes. Also many other cases of massacres, mass rapes and torture like the destruction of Oinam village in Manipur in 1987, the killing of some innocent persons in the Pathribal case, the Sophian sexual violence case and the discovery of mass graves in different places of Jammu and Kashmir raise similar concerns.
Many commissions and committees, such as the Justice Jeevan Reddy Committee (2005), the Second Administrative Reforms Commission (2007), the Prime Minister’s Working Group on Confidence Building Measures in Jammu and Kashmir (2007) headed by Shri Hamid Ansari, the Interlocutors’ Report on Jammu and Kashmir (2012) and Justice J S Verma Committee (2013) have recommended that the Act be repealed or made more humane. Even the Planning Commission in the 12th Five-year Plan document passed by the National Development Council has for the first time ever asked for not only a gendered review of the Act, but also of gendered violence in the ‘Disturbed Areas’, as women and children are the most vulnerable in conflict regions. These voices should be heard because AFSPA is symptomatic of a larger militarization and the negative impacts on human development such as health and education have been extensive

At the international level, India have been repeatedly flagged in UN Human Rights bodies, including the Universal Periodic Review of the Council, almost all the major human rights treaty bodies and Special Procedures, on the issue of AFSPA. It is clear that the Act has not served its purpose. But the Government of India has not even amended the Act for more than 50 years. A reason given by Finance Minister P. Chidambaram in a speech in New Delhi on February 6, 2013 is that there is no consensus because both the retired and present army generals oppose even the idea of making it more humane.
Why does the army oppose the repeal or even amendment of this inhuman Act? Is it because they want to protect their personnel who abuse power? Surely, as the Verma Committee (2013) has remarked, the armed forces cannot expect immunity for actions, such as rape, which are not in the line of duty. Can a democratic country tolerate such an anti-democratic Act? The situation in Jammu & Kashmir and the North East is complex and can be solved only through a political process. Those decisions cannot be taken by the army. The elected representatives have to take decisions that should include Confidence Building Measures (CBM). That is impossible when such abuses under a draconian Act continue. The rights of the people must be protected by judicial and official / administrative processes such as grievance cells that protect the right to information of relatives of detainees.
The security situation in most areas where the Act is in place has improved enormously in the last decade because of ongoing peace processes and civil society initiatives. So the stated purpose of the Act no longer exists. The security forces cannot presume that they have an unfettered right to continue using the Act in perpetuity. That would be undemocratic and violative of human rights. As a result of such violations a trust deficit has developed between the people of the North East and Jammu and Kashmir on the one hand and the rest of India on the other.
In addition, major state legislation exists in Jammu and Kashmir and Nagaland such as the Jammu and Kashmir Public Security Act and the Nagaland Security Regulations Act which are no less arbitrary. They provide the police with impunity. Such laws no longer have a place in our democratic polity, especially after the extensive peace processes in these states. We, therefore, call on States like Jammu and Kashmir and Nagaland that have been demanding the repeal of AFSPA to take a lead in changing the undemocratic tenor of the legal regime. We call upon all political parties and political candidates, including the major regional parties, to take a position on the repeal of AFSPA in the run-up to the general elections.
It is critical that a civil society alliance takes up a robust programme of advocacy and dissemination especially through the media. As a step towards it, we the 90 participants of the Seminar on AFSPA held at Indian Social Institute, New Delhi on 6th April 2013, and sponsored by ICSSR (NCR) demand the immediate repeal of AFSPA, its replacement by a more humane Act and that the armed forces be brought under the purview of the civilian government with no immunity added the statement signed by Indian Social Institute, New Delhi, Human Rights Alert, Imphal, Centre for Policy Analysis, New Delhi, North Eastern Social Research Centre, Guwahati, Ms Patricia Mukhim, Mr Bashir Manzar, Ms Nandita Haksar, Mr Sanjoy Hazarika, Prof. Anuradha Chenoy,

New Delhi, April 7 : Prime Minister, Dr. Manmohan Singh, inaugurated the Joint Conference of Chief Ministers and Chief Justices of High Courts here today at Vigyan Bhawan. Chief Justice of India, Justice Altamas Kabir, presided over the function.
The PM said we must collectively ensure that our laws deliver on the state’s duty to respect, protect and fulfil human rights and that the disadvantaged are not excluded from the processes that advance the cause of justice. At the same time, we need to ensure that the laws that govern the daily lives of our citizens are certain, stable and reasonable.
The national outrage at the recent horrific tragedy of gang rape in Delhi compels an urgent introspection about our laws and justice delivery system but we must not allow ourselves to be overcome by a sense of despair at some of the demonstrated inadequacies of our legal system. On its part, our Government has moved with expedition to respond to the felt sensitivities of the people in the aftermath of this gruesome tragedy of Delhi and have brought about significant amendments in the criminal law to effectively deal with heinous offences against women.
Presently, over 3 crore cases are pending in various courts across the country and 26 percent of them are over 5 years old. The Vision Statement and Action Plan adopted by the Chief Justices‘ Conference in October 2009 had identified two major goals for judicial reform -increasing access to justice by reducing delays and arrears in the justice delivery system, and enhancing accountability through structural changes and by setting performance standards and capacities. It had also identified 9 initiatives for immediate implementation. I understand that some of these initiatives have since been implemented and others are being driven actively. While the Government has set up the National Mission for Justice Delivery and Legal Reforms in the Department of Justice for pursuing the objective of reducing the pendency of cases in our courts, the Hon’ble Chief Justice of India has established the National Court Management Systems (NCMS) which will develop a National Framework of Court Excellence (NFCE). This framework will lay down timelines and measurable standards of performance for courts on the touchstone of quality. Besides, a Case Management System (CMS) will also be developed to establish user friendliness of our judicial processes.
He agreed fully with Chief Justice Altmas Kabir that we need to significantly enhance the number of judges to administer justice. The judge to population ratio at the current level of 15.5 judges per million population is indeed grossly inadequate. We need to alter this equation so as to address the problems of pendency and delays in disposal of cases. However, the initiative in this must come from our State Governments. I would urge all Chief Ministers to extend their full support to this important initiative. On behalf of the Central Government, I would like to assure this august gathering that we would increase appropriately the quantum of funding for the scheme under which we provide support to the State Governments for the creation of infrastructure for subordinate Judiciary.

We will engage with the 14th Finance Commission for devolution of funds to the State Governments specifically for the judicial sector. In addition, we will request the Commission to earmark funds for establishing fast-track courts for speedy trials not just in cases involving heinous crimes but also those in which offences have been committed against the vulnerable people like the elderly, women and children.
He said he is happy that the Judiciary and the Executive have worked together in making significant progress to invest courts with the Information and Communications Technology (ICT) capabilities. The Central Government, the State Governments, and the High Courts are working in close coordination for up-gradation of the ICT infrastructure in the Supreme Court, the High Courts as well as provisioning for ICT in the 14,249 district and subordinate courts. A National Judicial Data Grid (NJDG) will be an important outcome of this project and it will provide a unique platform for accessing judicial statistics on pendency on a real time basis across the country. It will provide information to people on cases and will bring about an improvement in the working of courts through better case handling and case management. The National Judicial Data Grid (NJDG) has the potential to transform the working of the lower judiciary and to bring about major improvements in the delivery of justice to our people.
The long pending proposal for the constitution of All India Judicial Services has made some headway after it was discussed for the first time in the conference of 2009. I learn that the subject will be considered in this conference. I hope that in the deliberations that follow a consensus will emerge on the way forward.
There are other important issues that you have on your agenda including the strengthening of legal aid services, promotion of Alternate Dispute Redressal mechanisms and operationalization of Gram Nyayalayas. Progress in these areas will assist us in moving towards our goal of providing expeditious and affordable justice to the common man, especially the poor and the vulnerable.
He expressed confidence that our chosen path of development, based on fast, inclusive and sustainable growth, will, over time, reduce disparities and ensure a life of dignity for all. In an imperfect world, the ideal state of justice may seem distant. But, the test of a just arrangement lies in its ability to promote dignity and self respect of all the citizens, strengthen the bonds of human solidarity and encourage the creativity of the individual. Our endeavours to secure a more just order must continue ceaselessly. This conference should be seen as a step in that noble direction.

IMPHAL, April 7: The proscribed Kangleipak Communist Party (Military Council) has in a statement said that the party strongly condemned the killing of Ningombam Satyabhama alias Benao (31), whose dead body was recovered from Bashikhong Wangkhei Loumanbi Loukon.

A statement of the party signed by its Information & Publicity secretary Paikhomba Meitei said that Civil Military Court of the Central Security Council of KCP (MC) will take up the matter to deliver justice into the alleged crime.

It claimed that the  party has started an investigation into the case and has suspicion of the involvement of some individuals from near Lalambung and Singjamei.

The party has given a time of 5 days to those who are involved in the alleged crime to voluntarily surrender to the party while warning that if they failed to so, it will execute a shoot at sight order and also warned that the party might even go to the extent of awarding capital punishment to the families of those who are involved in the alleged crime including women and children or might exile them, the statement further said.

These people who have committed this heinous crime are a gang of people who are well connected with police commandos and they are trying to tarnish the image of the revolutionary groups, the statement said.  The party will not tolerate any kind of harassment, exploitation, oppression etc to women, it added.

Though the militant outfit RPF/PLA had clarified that Alice Kamei, a school going girl had joined the fold of the outfit on her own volition, the Zeliangrong organisations refuted that version and said the 14 years old school girl was abducted by the outfit to be trained as its cadre.

On Sunday, All Zeliangrong Students Union (AZSU), Zeliangrong Youth Front (ZYF) and Zeliangrong Students Union, Manipur (ZSUM) held a meeting and discussed the matter in dept and expressed their lamentation that students and social organisations who used to be vocal on any issue chose to remain mute on the Alice Kamei case.

“On certain issues which were less important, organisations and political parties often go to Delhi to highlight them to the Central leaders but today when a serious issue as in the case of the abduction of a school girl had cropped up, no political parties or civil bodies dare to open their mouth,” rued AZSU, ZSUM and ZYF in the meeting today. “Had Alice Kamei hails from the majority community, we know what sort of social unrest Imphal must be witnerssing,” added the Zeliangrong organisations. AZSU, ZYF and ZSUM also deplore the lethargic attitude of the state government of Manipur on the Alice Kamei case.

“However, we are not going to get cowed down even if no other organisations have comeforth to voice in the Alice Kamei abduction case,” affirmed the Zeliangrong organisations. They warned that the third phase of agitation will soon be launched on the matter.

IMPHAL, April 7: The Willong Community Fishing (KAjoi) has become an annual endeavor of the Maram Students’ Union, MKS. According to a statement of the MKS, this year, too, the annual event of Fishing (Kajoi) took place on March 27 at Barak River to observe the practices of forefathers’ traditional belief for the well-being of Villagers and good harvest at agricultural activities.

Willong village is on the Maram-Peren Road, 35 kms west of NH-2 and 12 Kms North of the Barak River. Willong Community fishing is shortly followed by Mangkang, the premier festival of Maram Women folks. Around 2000 locals  took part at this year’s community fishing. Willong village is on the Maram-Peren Road, 35 kms west of NH-2 and 12 Kms North of the Barak River, the statement said.

It said “In the parlance of traditional perspective, the ‘substances’ mixed in the river and activities employed for fishing purposes clean up/filtrate elements of the river as they flow along the stretch. It is believed failure to sustain the tradition in a year (usually in the month of March/April) brings misfortunes to the people”.

“As the villagers gear up for fishing they keep an eye on the river stretch belonging to them so that others do not fish during the season.”

Elaborating on the practice, it said “Prior to the day, male members go to jungles in search of tree-barks(tii-king/kii-shing) and creepers(kii-lang/kii-shii). Enroute to village, female folks assist in carrying the loads and powdered the tree-bark. Creepers are placed in the river on the day”.

“Early on the fishing day, male members haul and carry the powdered tree-bark and proceed down the river who are again enlightened by the women assisting to carry the loads along the village route”.

“Meanwhile, every male prepare their own traditional ‘sticks’ which are later used to thrash the creepers. It’s genna to consume meat of wild animals (fermented) on this day”, it said.

“Only two males-one each belonging to sapsiimai and sagongmei – who are considered as honest, charitable and sociable persons perform the symbolic rituals of thrashing creepers that would produce juices and throwing of powered tree-bark in the river. Only when the two got their first catch do other village members follow suits. Traditionally, fishes are caught with bare-hands, or by using bamboo-baskets of varying sizes and by scything the fishes with sharp weapon (dao)”, it said.

Before noon-time breakfast, almost every catch is offered to women, young girls, children and sisters who have got married in that year. By evening time, when the women and children leave the river, individuals and peer groups continue to fish for themselves till late at night.

IMPHAL, April 7: The dead body of the infant baby boy found inside a cotton bag with multiple injury  marks  is still lying as an unidentified body and will be disposed as an unclaimed body if no one comes forth to claim the body before 9th April according to the Patsoi police Officer in charge. 

The All Manipur Working Journalist Union (AMWJU) has condemned the incident at the Tripura Government Medical College and Hospital where journalists covering an incident of confrontation between a patient party and medical staff were assaulted by a team of medical students and junior doctors.

IMPHAL, April 7: Imphal West Police Commandos arrested one active member of KYKL (MDF) from near Hiyangthang northern bridge namely, Meisnam Ibomcha Meetei (42) S/o (L) M Thambalngou Meetei of Uchiwa Heiyel Mayai Leikai on April 5, 2013 at 4.30 pm informed a press note released by SP IW.

Imphal West Police Commandos arrested two active members of PLA from their residence namely Leichomam Sushilkumar @ Boy Singh (28) S/o L Mangi Singh of Mayang Langjing Taning and Chingtham Boynao @ Khomba Singh (24) S/o Ch Thoiba Singh of Taothong Mamang Leikai on April 6, 2013 at 4.30 am, the press note said.

The commandos also arrested one active member of PLA from Thangmeiband Hijam Leikai namely Thongam (O) Lairikyengbam (N) Apabi (60) W/o Th Modhusudon of Thangmeiband Hijam Leikai on April 6, 2013 at 9.45 am, it added.
