IED diffused at Patsoi by bomb experts

MNS: A team of Patsoi Police and 18 Sikh Light Infentry found an IED at Merakhong this morning around 11 a.m.
The bomb weighs about two kg.
An IED was recovered by 18 SIKH Regiment on NH 37 near Lansonbi Bazar, Patsoi. The IED was detected by troops of 18 SIKH, who were patrolling the area to clear and sanitize it for safe passage of traffic. A suspicious looking polythene with wires jetting out was placed on side of a bridge on the National highway 37. Troops of 18 SIKH cordoned the area and stopped traffic to prevent collateral damage. The explosive Detector Dog was brought into action and he confirmed the presence of explosives in the suspicious polythene. Army Bomb Disposal Squad was called who destroyed the IED which was around 2.5 Kg in weight. The traffic on NH 37 was cleared off for movement of vehicles and personals.
The bomb was later exploded around 12.25 p.m.

SHILLONG, April 4 NNN: The Centre today said failures of the state governments in the North East region to submit their Annual Plan Implementation Programme (APIP) is a matter of concern affecting the smooth implementation of the scheme Integrated Child Development Scheme (ICDS), a Government initiative aimed at tackling malnutrition and health problems in children below 6 years of age and their mothers.
On this, the Centre has directed all states in the North East region to submit their Annual Plan Implementation Programme (APIP) within a stipulated time frame fixed for the effective and proper implementation of the Integrated Child Development Scheme (ICDS) in the region.
Meghalaya government however claimed that it is already in the process of submitting its APIP even as it proposed for the setting up of more Anganwadi centers across the state to cater to the needs of the targeted beneficiaries.
ICDS Deputy Secretary, Gulshan Lal said, “We requested the state governments to submit their APIP for the early release of the required funds by the Centre for the smooth implementation of the ICDS programmes in the region.”
He said many of the state governments have failed to submit their APIPs on time which is a matter of concern when the Government of India have been taken the necessary initiatives for the restructuring and strengthening of the ICDS across the Country.
Lal was addressing the ‘Regional Orientation & Information Dissemination Conference on Restructured ICDS scheme’ for the three states from the NE – Meghalaya, Nagaland and Tripura held in Shillong on Thursday.
While informing that the restructuring and strengthening of ICDS will be made effective in all the districts by April this year, the deputy secretary said, “This conference is in line with other five earlier conferences held in different places of the region to disseminate information and educating the officials and staffs dealing with the implementation of the scheme under Restructured ICDS programmes.”
He further urged the participating states to list out all the necessary actions needed to be taken so far as improving implementation mechanism of the scheme is concerned.
Stating that during the last 37 years, the implementation of the scheme have faced many challenges, he said, “We have decided to put all the problems in one place by introducing the Restructuring programme of the scheme which has to the extent been taken care and addressing the challenges,” adding “We will try to focus more on the new issues and areas which needed the much attention.”
On the direction of the Center, State Social Welfare department Director, HM Shangpliang in his speech informed that the department is ready with the APIP which would be submitted in a day or two to the state government who then would send it to the Government of India for approval.
Sources from the department however informed that the government is preparing a proposal in its APIP stressing on the need to increase the setting up of more Anganwadi Centers in the state besides nutritional and health care facilities for its women and children population especially in the rural areas.
Notably, Meghalaya at present has over 5000 Anganwadi Centers spreading across the state which according to the population is yet to meet the demand. “We need at least more mini anganwadi centers which will cater to a population of 150 to 300 children and mothers in a particular village,” sources added.
Earlier, while inaugurating the Conference, State Social Welfare Minister, Deborah Marak said, “The department is one of the most important department of the government as it deals in giving services to women and children.”
Stating that many issues needs to be discuss seriously, Marak however urged the participating team from the three states to take advantage of the conference to discuss on the related problems with special reference to the North East and also make suggestions on the steps and actions need to be taken up to address them.
“We also need to bring in the new and best mechanism to strengthen besides improving the implementation of the scheme in the region so that its benefits will go down directly to the targeted beneficiaries,” the minister concluded.

IMPHAL, Apr 4:  A case of un-natural death has been registered regarding the death of a seventy-five year old woman. The case was taken up following a report made to the police by concerned family members suspecting foul play.

The deceased is identified as one Wahengbam ongbi Leishabi Leima (75), wife of late Ibohal of Keinou Thongkha ,ward number 9 of Bishnupur district. She was found dead at her son’s residence located at Joypur Khunou, ward number 10 at around 5.30 pm yesterday. Following the complaint, her body has been kept at RIMS mortuary for post mortem.

The deceased`s late husband had two wives and had died before allocating his will and there was reportedly a tussle to grab property by the children. Her post mortem report have meanwhile not mentioned any external injury marks, but further testing (viscera) is to be conducted at RIMS Pathology department.

IMPHAL, April 4: The Manipur High Court has withheld the announcement of voting results for the Manipur Olympic Association (MOA) election which was held today at Khuman Lampak Sports complex.

The contestants for the post of President included former MLA Bijoy Koijam and current PHED minister Irengbam Hemochandra while the post for Treasurer is being contested by Parliamentary secretary, M Prithviraj.

The MOA registered under number 2740 of 1979 had conducted the election from 11.45 am today and concluded at around 1.45 pm . Voting was exercised by 55 association members out a total 57 and the voting was done by ballot system to elect 1 president, 6 vice-presidents, 1 secretary, 4 joint secretaries and 10 executive members.

It may be mentioned that there are 3 cases registered and judgments still pending against the MOA election at the Manipur High Court. They were filed by 3 sport associations from separate disciplines.

However, the judgment to allow election for the MOA was passed by Justice TNK of the Gauhati High court, Imphal bench on February 21,2013. Apart from the earlier order, another directive was passed by Chief Justice AM Sapre and Justice N Kotiswar yesterday to withhold the counting and the consecutive results. Following the directive from the Court, ballot boxes have been sealed up in the strong room of the Imphal Treasury.

IMPHAL, April 4: The All Manipur Government Higher Secondary Lecturers’ Welfare Association has said in a press release that three representatives of the Association affiliated to the All India State Government Employees Confederation have been selected to participate in the National Conference of Confederation to be held in the capital of Kerala, Tirubanthapuram on April 12 and 13. The representatives are M Debendro, M Joykumar and N Arunkumar.  They are Vice President, General Secretary and Assistant Secretary of the Association and they are also the Vice President and National members of the Confederation.

The three representatives will place a report on the problems employees serving in various departments and institutes of the state and will bring up the matter to solve the problems of employees by sanctioning more funds, the release said.

IMPHAL, April 4: The Directorate of Minorities, Other Backward Classes & SCs has notified in a statement that lists (part) of selected Scheduled Caste (SC) students of the State for award of Post Matric Scholarship for the year, 2012-13 have been notified and the same can be seen in the Directorate’s notice board and website: www.mobcmanipur.gov.in

Further, it also informed that scholarships for selected students with correct/in order bank account details in RTGS format for the years, 2010-2011; 2011-2012 and 2012-2013 are being deposited to their respective bank accounts by the SBI, Imphal Secretariat Branch.

Selected students who have not yet submitted their individual bank a/c (with net banking facility) details in the prescribed format and those whose account details are not in order are hereby instructed to submit their individual bank accounts in the prescribed format and/or rectify the earlier submitted account details on or before April 20 without fail, the statement said.

Further details can be had from the Scheme officer, MOBC&SC during office hours, it added.
