In 1991 the then Chief Minister of Manipur the late R.K.Ranbir Singh had declared Manipur to be a dry state following the diktat from the proscribed People’s Liberation Army of Manipur thinking  that he would have made Manipur dry of liquor little did he realized  that his diktat  would have much influence on his move. For the bootleggers at large and the syndicate that controls the inflow of IMFL (Indian Made Foreign Liqueurs) would soon be at large. And now, that IMFL and the
locally distilled Sekmai, Phayeng and Leiramam are available at equally large and abundant quantity at places where the Govt. of Manipur and its agencies are sure about their locations. Yet their whereabouts and their clandestine operations are being turned about by the custodians of the Law for their daily intake ranging from 5 to 100 rupees depending upon the force they represent.

But what the Late R.K Ranbir could be turning in his grave (May his soul  rest in Peace) is the fact that his successor Shri Okram Ibobi from Thoubal and now in his this third term as Chief Minister of Manipur has not only been able to maintain his dry state of Manipur not only to liquors but also to Water, Petrol, Diesel and Power meaning electricity.

One just have to go around looking for a petrol pump supplying  fuel to the thousands of  commuters every day  on their vehicles queuing up every morning  to fill  up their vehicles .There are no bandhs and blockades in sight yet the oil syndicate seems to have taken over the Government of Manipur to ensure that an  oil embargo was in sight-this had resulted in a fear psychosis and led to panic buying amongst the consumers- resulting in an over spilling  black market of oil consumers pushing up the price of petrol to over Rs.100 per liter. In the backdrop is the scarcity of water, something which no person in the world can do without. The taps have ran dry for the last seven days  and the private water carriers are making  gold out of that charging some Rs.300 for  a 500 liters delivery  of water potable or not. No questions are asked and non taken that seems to be the rule of the day.

This is in spite of various political parties raising a hue and cry over the non- availability of Water in the State. The Singda Dam which supplies the bulk of drinking water to the over 5 millions of citizens in the Imphal area is said to have enough water for the next 15 days. And coupled to this is the fact that both the Iril and Imphal rivers the twin suppliers of potable water to the people of Imphal and the rest of Manipur have  running dry for the last  4 months.

There have also been various debates about the non availability of water in the State .The Hon’ble PHED Minister Shri Irengbam Hemochandra had assured the people to pump water from the Loktak Lake to be purified and later pumped to the people. This was alright as a political promise but he did not spell out where the cost is going to be made-perhaps out of the personal coffers of himself or Shri Ibobi was not clarified.

But all said and done is there governance in Manipur  where people can avail of basic facilities of life like water, power or petrol to sustain their daily lives that is the big question of the day in our golden Land the Sanaleibak otherwise known as Manipur.

Speaking to media persons during a press meet convened at his official residence, Shyamkumar observed that it was due to negligence of the PHED and IFCD of the state, that people in the state are suffering today.

Condemning further the minister’s statement that Singda Dam has water for 20 days, the MLA scorned that statement tantamount to a “mockery” of the people’s plight.

It may be mentioned that the IFC minister had asked the people not to panic on the present water scarcity issue, as the Singda Dam still has reserved water density to last 20 days and had anticipated that the coming of rains will certainly come to the rescue.

The Andro MLA had also questioned on whether the present government and the concerned authorities like PHED or IFCD has been running their affairs based on the seasonal cycle.

He continued that till date the departments concerned have also failed to take up any measure to preserve the wastage of water.

IMPHAL, April 27: The Awang Sekmai Nongthombam Youth Club (ASNYC) has submitted a rejoinder to the CAF & PD minister on April 26 in relation to repairing of the approach road of Sekmai LPG bottling plant to Imphal-Dimapur road.

A MoU was signed between ASNYC and CAF & PD Under secretary M Yaishkul on behalf of the concerned minister at the minister’s chamber after thoroughly discussing the issue on April 12.  

Paragraph number 3 of the MoU reads: “It was decided that CAF & PD minister shall bring the matter to the notice of Chief Minister Okram Ibobi at the earliest for consideration and taking appropriate action for repairing the said approach road on or before April 19.”

According to the officials of the club till Sunday, they don’t get any formal positive response from concerned authority. However, they have decided to wait for from the government appropriate action for repairing the approach road till May 2.

If the authority fails to start repairing work within May 2 then we will resume our agitation with road blockades indefinitely from May 3. We appeal the authorities concerned to take up appropriate actions for repairing the road as soon as possible to avoid unwanted problems, a representative of ASNYC said.

IMPHAL, April 27: The All Tribal Disables’ Union, Manipur (ATDUM) and the Ukhrul District Disables’ Organisation (UDDO) have jointly cautioned the people against fake organisations.

A press statement of the two organisations has said that UDDO formerly known as Association of Persons with Disabilities (APWD) is a unit of ATDUM.

It has alleged that Chungmi Ragui claiming himself as the president of the Association of Persons with Disabilities, Ukhrul District has been misguiding the people of the state.

President of the UDDO has filed a case against Chungmi Ragui where the court of the Chief Judicial Magistrate, Imphal West has summoned him to appear on April 30, 2014, further claimed the statement.

ATDUM filed an RTI to the Deputy Registrar of Societies, Ukhrul seeking information about the issue and found that although the association was registered with the registrar, CHungmi Ragui is neither the president nor a member.

Also during the General Council Convention held on March 24, it was decided that the Letter Head without the logo of ATDUM will not be used at the head office and in the districts of ATDUM, it said.

Dalai Lama Fellow program is a non-profit organization based in San Francisco, USA.  It works on guiding a global network of young social innovators to deepen their effectiveness by embracing secular ethics and contemplative values.

The seminar-cum-workshop was jointly organised with “the Nat Sangeet Academy and Research Centre”. It can be noted that this research centre is one of the pioneer non-profit organization in Manipur which works on the preservation, dissemination and research of the Nat Sankirtan.
