Surviving slow strangulation

It is unlikely the multidimensional conflicts in Manipur would go away immediately. This is in spite of the fact that so many other conflict-ridden places in its neighbourhood are going through a healing process. Sad as the case may be, it is essential the people assert their will to keep the place afloat and away from insanity. This will entail keeping all the essential survival qualities of a society intact. Above all, it will be an absolute necessity for the place to continue honing its competitive skills and spirit keeping in pace with developments outside. This is not an easy job even in normal times, and will definitely be uphill for a place immersed in such a complex conflict situation. But, there is no other way than to do it, if survival as a society is important. Surely, none of us want the state to be reduced to the condition of any one of the sub-Saharan countries, impoverished beyond recovery and with not even enough money or resources to keep the semblance of an administration. The apprehension that such a scenario may become a reality in our state is very immediate, considering it is slipping in most spheres of activities needed to keep an economy going. Its education was for such a long time in the pit, though now there seems signs of recovery, thanks largely to private initiatives in the field and the government`™s acknowledgment that most of its schools are beyond redemption and a radical remake was necessary. We do hope such a change in approach also comes about in its college sector as well. As of today, most of the thousands of graduates churned out by our colleges and universities are employable only by the government, hence the steady rise in the names listed in the employment exchange. Only a small section of them have landed quality jobs in any white collared private sector enterprise of worth. Those who have would in all probability turn out to be professionals trained outside the state. Unimaginative government policies coupled with the general insecurity of insurgency and counterinsurgency have made sure that the state`™s fledgling enterprises, including private educational institutes, remain much below what they could have achieved and contributed to the state`™s economy. The number of work days these enterprises have been forced to lose in utter despair and helplessness on account of bandhs and blockades is nothing to trifle. The revenue losses for many of these small enterprises amounted to threats to their very continuance. In the absence of a government with substance, or more importantly moral authority, policy matters continues to be decided from the streets. All these say very little for the shape of Manipur`™s not so distant future. The vision of a weak and vulnerable people left to fend for themselves amidst the blinding rush of the competitive world, cannot fail to eerily haunt anybody what Manipur`™s destiny might ultimately be.

There is no doubt the place has done well in sports and performing arts. But these may actually be a direct consequence of the violence and conflicts that have enveloped our society. In fact, to use a Freudian interpretation, they may actually be the manifestation of the same violence, but in a sublimated way. The angst within the soul of the place that has been the driving force behind all of the violence may actually also be the materials that form the building blocks of our sports and arts. But in enumerating and evaluating the achievements of a society, there are things that go far beyond. The erstwhile East Germany and the Soviet Union were sporting powerhouses and havens for the arts. Their failure to survive should be evidence enough these are essential but hardly enough.

One needs only to look around to discover how many people are actually absolutely incomeless even in the state capital. The traditional family structure has been providing the cushion to absorb the devastation this could have caused. The welfare state that our polity is by definition, even if it is a begging one, has also helped. If not anything else, it has been providing 90,000 direct government jobs, justifiably or not, with handsome salaries, which together have been managing to keep the fluidity of our markets, artificially or otherwise. The question is, how much can the family system and the welfare government buffers keep the place from imploding under the mounting pressures? At this moment, if these buffers were to be removed, the economy will virtually have no legs with which to stand. Insurrection and the political uncertainty as an excuse for the chaos must end. Whatever the outcome of the conflicts, at the end of it, the people must still have the legs to stand on, and this can happen only if they make the extra effort to prevent the economy from grinding to a halt in the meantime.

State must explore possibilities for legal trading of local brew: Govindas

IMPHAL, October 26: Trading is one activity that can boost the economy of the state hence promoting trade and commerce is important. Manipur has the potential to produce commodities that are highly in demand in the rest of the world but they remain stagnant because of frequent bandhs and blockades said Minister Commerce & Industries Govindas Konthoujam who spoke as guest of honour during the inaugural function of two day national seminar on Food and Beverages of Manipur: Cultural Heritage, Entrepreneurship & Contemporary Challenges held at Centenary Hall, Manipur University.

Further, reiterating that patenting is very important to tag ownership of a commodity he said the state indigenous `Potloi`™ is beginning to use in the fashion parades in international ramps and he expressed fears that others may patent it taking it away from its roots.

Tender bamboo shoots for use in the restaurants in the entire nation is imported from China, said Govindas and added that Manipur can enter the market and replace China in supplying this commodity to the Indian market.

For this, he said bamboo shoots available in the state must be standardised, so it could be exported.

The indigenous food `Usoi`™ is also liked by the people of Japan and even the Japanese have been placing big order. They also love indigenous items, including local brews of Sekmai, Andro and Fanyeng and if this demand is taken care of the state economy can receive a fillip, he added.

Commerce & Industries Minister also elaborated that one litre of Sekmai liquor is Rs 40 to 43 and the same can be sold at 10 USD, that is Rs 650 approximately and the premium brand could fetch Rs 885 per litre.

He further said that if local brews of Sekmai, Andro and Fanyeng is illegalised for export, the state could possibly earn an extra Rs 8000 to Rs 10000 crores annually.

Chief Minister Okram Ibobi who spoke as Chief Guest said that tapping resources of the state is very essential to promote economic sustainability. He said he wants recommendations from the two day national seminar to uplift the state economy and to boost trade and commerce activities of the state.

Ibobi further said that the law and order of the state is big challenge in any effort to promote trade and commerce.

He said he was told by some of high ranking officials of the military that they were of the opinion that the Manipur`™s law and order situation is far more complex than Jammu and Kashmir`™s. The state is paralysed by six months of rainfall, numerous bandhs, blockades and indefinite economy blockades. He said that he is hopeful that after the thorough discussion in the seminar proposals would come up to tackles all these odds.

Ibobi also announced that Imphal city has been shortlisted for upgrade to smart city by the Centre and this was a welcome decision. He further said the centres new proposal for 50-50 share between state and centre in footing the bills fo state budgets is not realistic for the Northeast states.

The inaugural function was also attended by MLA Kakching A/c Y Surchandra Singh; Consultant to Government of Manipur Dr RK Nimai Singh, IAS (Retd); Vice Chancellor, Manipur University Prof. HNK Sarma as Guests of Honour and President of the inaugural function and Managing Director, Bena Enterprises (P) Ltd., Tokyo, Japan as special invitee.

Govt takes no action against alleged CDO looters even after victim provided their names

IMPHAL October 26: The State Government and Police Department refused to take immediate action even after the victim volunteered to identify all three Police Commandos who looted and severely tortured

IMPHAL October 26: The State Government and Police Department refused to take immediate action even after the victim volunteered to identify all three Police Commandos who looted and severely tortured him. The victim had also also furnished the names of the three to the authorities.

This was disclosed by Anjuman, Convener of the JAC formed in connection with the crime that happened in the heart of the city, the old Assembly road on 22 of October around 10.30 AM.

Four Police commandos on duty with chest nameplates James, Ratan and Bishorjit had abused, looted Rs. 6 lakhs and severely tortured Md Ataur Rahman (31) of Lilong Bazar on his way to procure goods for his shop AR Enterprise, the convener Anjuman narrated.

Despite these testimonial evidences, the Government and the Police is not willing to go for a Test Identification Parade even though the victim is willing to identify his perpetrators, he alleged.

Instead of punishing the erring Police Commandos, the Imphal West SP Dr Akoijam Jhalajit Singh tried to protect such guilty personnel. Hence the first round of meeting which lasted two hours was not conclusive and another round of meeting was held for three hours later in the evening yesterday, he informed.

We demand that a special investigation team/ crime branch should conduct an independent enquiry to identify the involving personnel and award them befitting penalty of dismissal from service besides recovery of the looted six lakhs and support to the brutally tortured victim who is still undergoing treatment in the hospital. An order in this regard is assured by the Home Department to expedite the investigation, he said.

The JAC expressed their gratitude to the thousands of people including several organizations who had rallied from Lilong to Imphal yesterday showing solidarity to such criminal act of the Police.

Following the assurance from the government, we will suspend further forms of agitations for one month as agreed by both parties. However if the Government fails to comply to the mutual agreements, we will not cease to agitate for the victim`™s rights, he warned.

Documentary film ‘Auto Driver’ wins Jury’s Special Mention at Signs Film Festival

auto driver-07-06-07IMPHAL, October 26: Meena Longjam’s debut documentary film ‘Auto Driver’ won the Jury’s Special Mention at the recently concluded Signs Film Festival held in Kerala.

The festival began on October 21 and it featured around 140 films in various categories including Competition, Focus, Cinema of Performance, Cinema of Resistance and Artists Cinema. The festival also had seminars and open forums.

The film tells the story of Laibi, a lady auto driver based in conflict torn Imphal city. In order to support an ailing husband and education of her two sons, she took up this profession defying a traditional society. Starting off as a daily wage labour in a brick farm where she earn only 60 rupees for loading 1000 bricks, she now has to face the discrimination of the passengers who shun lady auto drivers.

The film also portrays how daily wage earner like Laibi’s livelihood is severely affected by the frequent bandhs in Manipur. In the year 2014 itself, there were three economic blockades which led to closure of the highways for 19 days. And in the same year, there were 83 bandhs which affected 165 days.

Imphal, Oct. 24: Ningthoukhongjam Bobo, a youth from Imphal who had spent more than four years of his prime in a Myanmarese jail, returned home after serving his term to the “shock and horror” of his family as it had already taken him to be dead and performed his last rites.

A Manipuri feature film, Keishal jail-dugi fadoksing (Prisoners of Keishal jail), inspired by Bobo’s near-death experience, will tell the audience how horrifying Myanmarese jails (which Bobo describes as “hell hole”) are and also highlight its gross human rights violations.

At the age of 20, Bobo, who wanted to supplement his family’s income, went to Manipur’s border township of Moreh and was arrested by Myanmarse military from the neighbouring country’s Tamu town, for reasons unknown to him.

He spent three months in a military lock-up before he was sentenced to four years’ imprisonment by a local court on the charge of entering Myanmar without valid documents.

After a local television channel telecast an interview, Bobo’s ordeal came to light. The film, which is expected to hit the screens next month, is set to horrify viewers.

“I think mine is a story that needs to be told. I want to highlight the horrible, inhuman and degrading treatment meted out to prisoners by the Myanmar military,” Bobo, who played his own role in the film, said.

He further said he wanted to highlight the plight of prisoners in Myanmar to attract international humanitarian and rights bodies so that human rights of the prisoners are respected.

In the adaptation, Bobo plays the role of Loya, a drummer who went to Tamu town to earn a living. He was arrested while travelling in an autorickshaw in that country. His ordeal begins here.

The film depicts how he was confined in a small cell, denied food, forced him to eat mud cakes and dry bark for survival. Human excreta and urine were poured over him.

Bobo’s arrest came at a time when Myanmarese military was mounting a crackdown on pro-democracy activists of the country. He also witnessed how these activists were tortured and brutalised.

The story of the film is written by well-known singer Tapta and directed by Satyajit B.K. The film is a Plus Media production.

The dialogues in the film are mostly in Burmese. Bobo had learnt the language during his time in the lock-up and the jail. His knowledge of the language helped the other actors.

The beauty of the film is that all the characters look like real Burmese people.

The film’s premier was held last night. The crowd thronged Imphal’s Bheigyachandra open air theatre.

The film will remind viewers the scenes of Rambo IV, in which Rambo helps a group of mercenaries rescue a Western humanitarian aid team helping Karen tribe people from the clutches of Tadmadow soldiers.

The director and Bobo said depending upon the success of the film, a second part depicting his life in the jail would also be produced.

Given last night’s success, the film is sure to become an instant hit.
