IMPHAL, Aug 31: In view of the possible misuse of licensed arms by display or actual use thereof, during campaigning for the ensuing 5th Panchayat Elections 2017, District Magistrate of Imphal East has suspended all arms licenses issued in respect of persons ordinarily residing in Imphal East district with immediate effect and until expiry of one week after declaration of results of the elections. The District Magistrate in an order issued today also directed all license holders in the district to surrender the licensed arms/ammunition to the nearest police station or to the police station having jurisdiction over the area in the recorded address, as the case may be, as required under sub-section 10 of Section 17 of Arms Act, 1959.

The inquiry committee, which was constituted to probe the irregularities in the procurement of digital radio sets with repeaters in Manipur Police department under modernisation of police forces 2013-14, submitted its final Inquiry report to chief minister N. Biren Singh today.

The committee was constituted with additional DGP (AP) Anand Prakash as the chairman and IGP (Adm) S Ibocha Singh and transport department director C. Arthur W as members. The final report contains 32 pages and 1-61 annexures.

Two sent to jail for attempted rape

IMPHAL | Aug 31

The chief judicial magistrate, Imphal West remanded to jail an accused in an alleged attempt to rape case for 15 days today.

The accused is identified as Khonthoujam Ibomcha alias Opendro alias Kangsoi (40) son of Konthoujam Ibobi of Mongsangei Awang Leikai.

The investigating officer (IO) submitted to the court that Ibomcha (who is sharing the same locality with the victim) entered the victim’s house at around 3.30 am on August 26.

While the victim was sleeping with two of her children, he opened the mosquito net with an intention to rape the victim. The victim woke up and shouted.

While the victim was trying to escape Ibomcha pulled her towards the bed and threatened to kill her if she shouted. The accused left the room when he heard sounds of neighbours.

The IO further said that during investigation it is learned that the accused has been in judicial custody thrice in three different cases assault, possession of ganja and possession of small arm and moreover he attempted to rape another neighbourer.

For further investigation of the case the IO prayed before the court to remand the accused to 15 days judicial custody.

In another case the same court remanded Kanjarakpam Deepak (35) son of late Kanjarakpam Ahongjao of Langjing Achouba Mayai Leikai to judicial custody for alleged attempt to rape his neighbor on August 29.

The IO submitted that on August 29 at around 2 pm Deepak entered the bed room of the victim and molested her while she was sleeping and when she suddenly woke up the accused made indecent proposals offering cash. The victim escaped from the man.

The accused surrendered himself to the police.

As there is prima facie evidence to framme charge-sheet against the accused the IO prayed before the court to remand the accused to judicial custody for 15 days for further investigation.

All Manipur Nupi Maanbi Association (AMANA) has extended deep appreciation and heartily welcomes all the participants who had bagged several positions at the first Miss Transgender Queen Contest India 2017.

A release said the event was organised by Suhani Dream Catcher and held on August 27 at the Hotel Bristol, Gurgaon. The 16 finalist were chosen after a rigorous hunt involving more than 1,500 transgender women across India.

The winner of the beauty contest was secured by Notasha Biswa  from Kolkata, 1st Runners up Loi Loi Haorungbam from Manipur and the 2nd Runners up Ragasya from Chennei. The winner will go to Thailand Miss International Queen and Loi Loi Haorungbam who was the 2nd runners up will compete at Miss Transexual in Australia, it said.

Rava Khangenbam who is also a leading designer and fashion event organiser from Manipur had won the title Miss Beautiful Hair, Rohit Khumanthem won the title Miss Popular and Best Body and Eliza Ngangom who is running a beauty salon successfully at Paona Bazar had won the title Best National Costume, it added.

Further the release said hard work and contribution of the transgender community in Manipur is remarkable. Though they are unrepresented in the larger realm of society, the community is tirelessly moving on and has started competing in various national level competitions.

Agreement reached on Namthanjang village dispute

Warring villagers of Namthanjang village today has taken a decision to resolve the internal dispute that have rendered several families homeless, in the presence of district administrators and Adim Pamei, vice president of the Manipur State Disaster Management Authority (MSDMA).

Following strong instruction of the chief minister of Manipur to resolve the issue that has been prolonged for over a year, a team of MSDMA vice chairman Adim Pamei visited the village. Pamei was accompanied by deputy commissioner Senapati Athem Muivah, SDO Saitu Dr. N. Johnson Meitei, Lalboi Haokip additional SP Senapati.

During the visit the team invited both the warring sides on the negotiating table wherein the matter of the dispute lingering the village was discussed in length.

As a result, both the warring groups in the presence of the team adopted a resolution to settle the matter about disagreement of the village before September 10 along with Adim Pamei.

Speaking to media persons after the meeting Adim Pamei, revealed that concerned over the prolonged dispute between two groups of villagers that have rendered homeless and caused injuries to many, the chief minister gave strong instruction to MSDMA the resolve the matter at the earliest.

“We have inspected and talked to the villagers and a resolution was brought between both groups to resolve the matter amicably and the same will be reported to chief minister for welfare of the people”, said Adim.

He also assured that the MSDMA with the help of the district administration will take necessary measure to compensate for the lost during the conflict and also for further development of the villages.

Stating that similar initiative was also taken up by the government with regards to the Nungei conflict, he further also assured to open a police outpost near the village to prevent similar incident in the future.

In 2016, R. Makudinang and R. Katangam, former chairman and secretary along with their families were banished by the villagers allegedly misappropriation of huge amount of money of the village authorities.

As a consequences of the banishment, the group of the former chairman and villagers of Namthangjang, engaged in a confrontation which resulted in damage of properties and injuries of many villagers including a police.
