IMPHAL, Jan 3: The government of Manipur has taken up the issue of relaxing the requirement of Protected Area Permit (PAP) for Myanmar nationals.

According to a press release from the secretary to Chief Minister of Manipur, ministry of Home Affairs, government of India has notified on December 31 last year to relax the requirement of PAP for the citizens of Myanmar for the period of one year with effect from Jan 1, 2014 to visit Manipur, Mizoram and Nagaland.

All such Myanmar national shall have to compulsorily register themselves with the Foreign Registration Officer (FRO) of the state or district they visit within 24 hours of the arrival, it said.

IMPHAL, January 3: Looking back at the series of armed confrontations and social unrest caused by suspicions and deep misunderstanding between the cadres of the Karbi Peoples Liberation Tigers (KPLT) and the Rengma Naga Hills Protection Force (RNHPF), the Naga Peoples Movement for Human Rights (NPMHR), the Karbi Human Rights Watch (KHRW) and the Indigenous Women Forum of North East India (IWFNEI), have appealed to all sections of the two communities to immediately cease all kinds of provocations and take a moment to reflect on what could have triggered the destruction of the age-old relationship between the Nagas and Karbis.

A joint press statement said without going into the details and nitty-gritty of the whole episode, it was only in June 2013 that when KPLT asked RNHPF to surrender to them or else face dire consequences, that tensions ran very high and only on the intervention of the Karbi and Naga civil society organizations, this was brought under control by making the KPLT withdraw their ultimatum. However, fears and suspicious lingered on despite the containment of the situation by the two communities, till December 14-15, 2013, when suspected cadres of the RNHPF had beaten up some Karbi villagers to which KPLT cadres retaliated and burned down villages and killed Rengma Naga villagers which led to the displacement of many Rengma Nagas, mostly women and children. This is but just a tip of the ice-burg which is engulfing the entire age-old harmonious relationship of the Nagas and Karbis who lived together for however long one can remember, all though all has not been as well as one would have wanted, it added.

In this small reflection, it is interesting to note that, when “suspected” RNHPF were beating up by Karbi villagers as reported above, there were a few cadres who were very fluently speaking “Assamese”.

And while questioning the lackadaisical attitude of the Assam Government, it is also interesting to note that sometime in August 2013, around 50 cadres of the KPLT with six leaders had left the organization to surrender to the Government of Assam, but till date, their whereabouts are unknown and there are also no records of them laying down their arms, it continued.

“The problem may basically lie with the armed conflict between the KPLT and the RNHPF, but not necessarily between the entire Karbi and Rengma Naga communities. So, it will be worthwhile to address this problem within the context of the confrontation and not pull-in the communities as a whole which will only be self-defeating.

The NPMHR, KHRW and IWFNEI would therefore once again appeal both the KPLT and the RNHPF to come across the table and remove the elements that have exploited the situation and enable the displaced Rengma Nagas to come back to their villages and respective settlements. While the concerns of all people are well and truly appreciated, it will be in the greatest interest of the effected people if one can engage with the issues confronting our people and fellow brethrens, mindful of the fact that “they are the sons and daughters of the soil” who will live on, and not us – the well-wishers and sympathizers,” the statement said.

IMPHAL, January 3: A sit in protest was held today at the Panchayat Ghar of Uyal Awang Leikai protesting against the placing of a bomb at the gate of Huidrom Chandrakala Devi, pradhan of the Wangbal Gram Panchayat of Thoubal CD block.

During the sit in protest, pradhan Chandrakala lamented the bomb threat to her life and further made an appeal to all concerned to come forward openly for talks.

She also said that such kind of threats will hamper the progress and development of the people of the gram panchayat.

The pradhan further clarified that no individual or organisation has ever served her a demand or threaten.

She further demanded to all concerns to make a clarification.

IMPHAL, January 3: The Diamond Youth Welfare Association (DYWA) has today organised a public meeting on the agenda of menacing drug abuse and control of intoxication at Munira English School in Sangaiyumpham Pullei Pokpi.

During the meeting, the secretary of the club Jiaur Rahman said that not only Islam, but all religions are against the use of drugs and intoxication. He further mentioned that the meeting was organised to save and protect the youths of the locality as it has been a suitable place of drug users for the last 6/7 years.

The meeting has resolved that clubs in association with religious persons Ulma-e-keram will nab the drug users, handed over to police and it will be reported to media; the club will take responsibility for those drug users who voluntarily surrender to the club.

It is further resolved that drug sellers and users should be surrendered to club and Ulma-e-keram on or before January 31, 2014 failing which DYWA will extend cooperation to concern authority to nab them.

A team of Thoubal CDO led by its OC Ch Anandkumar, religious leaders, members of clubs and associations, students attended the public meeting.

IMPHAL, Jan 3: Suspected cadres of NSCN-IM seized five large loads of betel leaves from a tourist bus this morning. A police source said that an inter-state tourist bus which was headed towards Imphal was stopped at Maram centre by the suspected NSCN-IM cadres and the miscreants took down the stacks of betel leaves at around 10.20 am. The source said the incident might be in connection with monetary demand to the tourist bus which was coming from Guwahati with passengers when it was stopped.

Meanwhile, a highly placed source said that Senapati District Police have escorted some incoming passenger tourist buses and other vehicles from Lairou to Kangpokpi this morning from 10.30 am onward. The vehicles were not willing to move and asked for police escort till Kangpokpi area.

IMPHAL, January 2: The New Year was greeted with explosions as two powerful Improvised Explosive Devices (IEDs) exploded in the morning of January 1, in Singjamei area Imphal West district.

The first explosion occurred at Singjamei Chakpram Leikai, around 5.49 am which was followed minutes after by another  along Nambul River bank near Manipur College, around 6 am.

However, no human casualties were reported during the twin blasts.

It is yet to be ascertained as to why the explosions were triggered as no militant groups or individuals have claimed responsibility till the filing of this report.

Meanwhile, armed miscreants had also planted a hand grenade at the premises of Huidrom (o) Chandrabala Devi, wife of H Dijen Singh of Uyal Awang Leikai under Thoubal police station on January 1.

Chandrabala is reportedly the acting Pradhan of Wangbal Gram Panchayat.

Sources said that the bomb was found inside the saw-mill which is located just near the front gate of the premises around 7.30.

The bomb was later retrieved by a team of Thoubal Police led by one SI Churachand Singh.

Meanwhile, commuters along the Imphal-Sugnu Road at Umathel Lamkhai were left panic stricken after a suspicious object believed to be a bomb was found by locals. As part of a preventive measure, traffic along the route was sealed for a few hours. The object, however, turned out to be a mobile handset.
